THEY'RE FALLING BEHIND ON HOW ARE WE GOING TO CATCH THESE KIDS UP AND THESE GRADE LEVELS BECAUSE THEY MISSED A LOT OF SCHOOL, BUT THE SNOW AND EVERYTHING.

DO WE HAVE A SCHEDULING FOR LIKE MAYBE SUMMER SCHOOL OR ANY IDEA ABOUT THAT? I KNOW THERE WAS SOME PLANS ABOUT THE BALANCE WITH THE MINE.

I DON'T MIND.

YES MA'AM WE WILL HAVE SUMMER SCHOOL AND WE WERE WORKING ON THOSE.

THEY SHOULD GO TO, IF THEY GO THE OTHER WAY UNDER THE OVERPASS TO 66 SOUND 55 AND DOWN THIS MAHALO ROAD, IT'LL ONLY TAKE THEM 48 MINUTES AND IT'S TWO AND A HALF MILES.

I'M LUCKY I CAN DRIVE MY KIDS TO SCHOOL, BUT THERE ARE KIDS ON OUR MOUNTAIN THAT ARE NOT THAT LUCKY.

AND I FULLY UNDERSTAND THAT PART OF THIS IS SORT OF THE PAYBACK FOR US AND THE BOARD OF SUPERVISORS AND THE WHOLE DEAL WAS SHEETS.

THAT'S NOT REALLY OKAY.

AND I HOPE THAT YOU TAKE THAT INTO CONSIDERATION AND THE SCHOOL BOARD AND WHOEVER NEEDS TO WORK ON THIS ACTUALLY SPENT SOME TIME COMING UP WITH A BETTER SOLUTION BECAUSE THIS SOLUTION IS NOT VERY GOOD.

THANK YOU, MR. CHAIR, THE SKYLINE HIGH SCHOOL WRESTLING TEAM KEPT OFF AN IMPRESSIVE SEASON DURING THE 2021 VHSL CLASS THREE STATE CHAMPIONSHIP.

THEY FINISHED THE SEASON AS NORTHWESTERN DISTRICT CLASS THREE, REGION THREE, BE CHAMPIONS AND THE CLASS THREE STATE RUNNER UP THE HAWKS HAD THREE TEAM MEMBERS, WENT INDIVIDUAL STATE TITLES WHILE SEVEN OTHERS FINISHED IN THE TOP FIVE.

AND OUR ALLSTATE HONORS.

THE TEAM SECOND PLACE FINISHES IN THE STATE IS THE HIGHEST OF ANY TEAM AT SCOTT THAT AT SKYLINE HAS ACHIEVED.

AT THIS POINT, I WOULD LIKE TO INTRODUCE, ASK MR. BILL CUP, THE ATHLETIC DIRECTOR TO COME UP AND HE WILL INTRODUCE THE COACHES AND THE WRESTLERS AND TALK ABOUT THEIR GREAT SEASON.

MR. CHAIRMAN, THANK YOU FOR THIS OPPORTUNITY.

UH, FIRST, BEFORE I START WITH THE RUSTLING, I'LL WANT TO THANK EACH AND EVERY ALL OF YOU FOR THE OPPORTUNITY THAT YOU ALLOWED US TO DO HERE WITH OUR WINTER SPORTS.

WE HAD A TREMENDOUS SEASON, OBVIOUSLY WITH OUR YOUNG MEN IN THE WRESTLING PROGRAM, BUT OUR BASKETBALL BOYS FINISHED SECOND IN THE REGION.

UH, LOW STAGE TRIPLE OVERTIME GAME FOR THE REGION TITLE.

OUR GIRLS ASS TEAM HAD A WINNING RECORD AND OUR SCHOLASTIC BOWL PROGRAM HAD A WINNING RECORD ALSO.

SO WE WERE VERY SUCCESSFUL.

UH, I KNOW THERE ARE, UH, LOTS OF ATHLETES THAT GET TO OUR SCHOOL AND THEIR PARENTS THAT ARE THANKFUL FOR THE OPPORTUNITY WE HAD TO COMPETE CAUSE NOT EVERYONE IN THE STATE WAS AFFORDED THAT OPPORTUNITY.

UH, I LIKE TO THINK WE MADE THE MOST OF IT.

WE WERE VERY FORTUNATE THAT OUR, ALL OF OUR TEAMS MADE IT THROUGH THE WINTER SEASON.

AND SO FAR AS WE'VE STARTED HERE INTO THE FALL SEASON WITH FOOTBALL CROSS COUNTRY, WE'VE BEEN VERY LUCKY WITH DEALING WITH THE COVID AND HAVE NOT HAD A OUTBREAK FOR ANY OF OUR TEAMS. SO, YOU KNOW, WITH A LITTLE LUCK, WE'LL KEEP THAT PROCESS GOING.

BUT WE DO WHEN I RECOGNIZE OUR WRESTLING PROGRAM.

AND AT THIS TIME I'M GOING TO ASK YOU GOING TO TURN IT OVER TO OUR HEAD WRESTLING COACH, MR. KYLE SIMON, UH, HE'LL COME UP AND INTRODUCE HIS STAFF AND TALK ABOUT SOME OF THE GUYS.

AND, UH, WE WERE GIVEN THE OPPORTUNITY TO SHOW THAT, UH, WE COULD FOLLOW THE DIFFERENT STRATEGIES MITIGATION AND THE COVID PROTOCOLS THAT THE VHSL PUT OUT AND ALLOWED US IN THAT YOU GUYS WERE RACIST ENOUGH TO ALLOW US TO BE ABLE TO PROVE THAT WE COULD DO THAT.

UM, THESE GUYS WILL BE FOREVER GRATEFUL FOR THAT AND HOPEFULLY, UM, THANK YOU FOR ALL THE SUPPORT AND FOR ALL OF THAT.

UM, THIS IS TED COLE WITH DAVENPORT AND COMPANY.

WE SERVE AS A FINANCIAL ADVISOR TO THE COUNTY AND WE WANTED TO PROVIDE A BRIEF OVERVIEW OF A POTENTIAL REFUNDING OF SOME, UM, EXISTING SCHOOL DEBT.

THOSE OF YOU THAT WERE ON THE BOARD LAST FALL MAY REMEMBER WE DID A COUPLE OF REFUNDS THROUGH THE VIRGINIA PUBLIC SCHOOL AUTHORITY.

UM, GIVEN HOW INTEREST RATES EVOLVED LAST FALL, WE WERE, UH, WE WERE NOT ABLE TO REFUND ALL OF THE MATURITIES OF THE 2014 BONDS THAT ARE OUTSTANDING.

AND WE'RE LOOKING TO COME BACK TO VPS, A SPRING BOND SALE TO POTENTIALLY REFUND THE REMAINING MATURITIES THAT WE DIDN'T PICK UP LAST FALL.

UM, SO IT'S VERY SIMILAR TO THE TRANSACTION WE DID LAST FALL.

UM, AND WE'RE STILL OUT STILL ABOUT A MONTH AND A HALF OUT.

SO THIS IS PRELIMINARY.

UM, BUT WE HAVE BEEN ASKED BY THE COUNTY TO KIND OF GET THIS SET UP TO WHERE WE CAN MOVE FORWARD IF THE INTEREST RATES SUPPORT THE REFUNDING.

UM, THEY WILL CONSIDER A RESOLUTION APPROVING THE REFUNDING UNDER CERTAIN PARAMETERS, MEANING CERTAIN LEVEL OF SAVINGS NEED TO BE ACHIEVED IN ORDER FOR THIS TO MOVE FORWARD.

THEY WILL CONSIDER A RESOLUTION TO THAT EFFECT ON MARCH 16TH.

AND I, WE WILL ASK, UM, THE SCHOOL BOARD TO CONSIDER A SIMILAR RESOLUTION AT YOUR MEETING ON THE 17TH.

THAT JUST SORT OF ACKNOWLEDGES THAT THIS REFUNDING MAY BE MOVING FORWARD, PROVIDED WE CAN MEET THE SAVINGS PARAMETERS.

AND IF THOSE, THOSE THINGS HAPPEN, THEN THE, THE BONDS WOULD BE OFFERED TO THE MARKET ON APRIL 20TH.

THAT'S THE DATE WHERE WE WILL KNOW WHETHER THE REFUNDING TOOK PLACE OR NOT.

AND AGAIN, IT WOULD ONLY MOVE FORWARD IF THE SAVINGS, UM, MEET THE PREDETERMINED PARAMETERS THAT WOULD BE IN THE BOARD'S RESOLUTION.

AS OF LAST WEEK, KEEP IN MIND INTEREST RATES ARE GOING TO MOVE AROUND BETWEEN NOW AND APRIL 20TH.

SO WE KINDA JUST HAVE TO RIDE WITH THE MARKET.

BUT AS WE APPROACH APRIL 20TH, WE WILL HAVE A BETTER FEEL FOR WHETHER THE SAVINGS ARE VIABLE, WHETHER THE REFUNDING IS VIABLE AND WHETHER WE CAN MEET THOSE PREDETERMINED, UM, PARAMETERS.

BUT AS OF LAST WEEK, UM, WE WERE ESTIMATING ALMOST 1.5 MILLION IN TOTAL DEBT SERVICE SAVINGS, OR ABOUT 78, A THOUSAND DOLLARS A YEAR.

UM, UH, THERE, THERE ARE SOME OTHER THINGS I WANT TO HIGHLIGHT WITH WHAT'S GOING ON WITHIN OUR COUNTY, UM, BECAUSE EVERYBODY SEEMS TO BE MOVING TOWARDS, YOU KNOW, THE, THE IN-PERSON AND, AND INCREASING DAYS ACROSS THE COMMONWEALTH.

SO, UH, AS OF TODAY, WE, WE WERE ABLE TO GET, WE HAD 37 TEACHERS ON A LIST THAT WE WERE WAITING FOR A SECOND POD TO OPEN UP.

AND SO WE WERE ABLE TO WORK WITH, UH, MR. SMITH AND MR. HERSCH TO GET THOSE, THOSE INDIVIDUALS REGISTERED TODAY SO THAT THEY WILL ACTUALLY GO RECEIVE THEIR FIRST VACCINE TOMORROW.

SO THAT'S AN ADDITIONAL 37 TEACHERS.

SO AS THOSE NUMBERS CONTINUE TO GO DOWN.

SHE SAID NO ISSUES.

THERE, THERE WERE ONLY TWO STUDENTS THAT NEEDED TIME, A DROP OFF TIME IN THE MORNING AT SEVEN.

AND THAT'S ONLY ON CERTAIN DAYS OF THE WEEK.

IT'S NOT EVERY DAY OF THE WEEK.

SO SHE SAID, RIGHT NOW, THINGS WITH THEIR CHANGE HAVE BEEN GOING WELL, THERE'S BEEN NO ISSUES.

UM, AS FAR AS MAKING THAT TRANSITION FOR HER STAFF AND FOR HER STUDENTS AND EVERYTHING SEEMS TO BE GOING WELL.

SO WE'RE GOING TO CONTINUE TO WORK TOWARDS THE TRANSITION TO FOUR DAYS A WEEK OF IN-PERSON INSTRUCTION.

I WOULD SUGGEST THAT HE HOLD HIM BACK FOR A YEAR SO HE CAN GET CAUGHT UP.

BUT WITH ALL THAT BEING SAID, AND YOU COMPARE IT TO US, WE'RE A SMALL SCHOOL DISTRICT AND WE HAVE A LITTLE BIT MORE CONTROL.

WE NEED TO MAKE EVERY EFFORT TO MAKE UP THESE DAYS AND TO MEET THE CODE SECTION 20 TWO.ONE DASH 98, 180 DAY, 990 HOUR REQUIREMENT.

WHEN WE WERE MAKING THE DECISIONS TO CLOSE SCHOOL BECAUSE OF WEATHER.

WE HAD TO TAKE THE CONSIDERATION OF THE SAFETY OF OUR STUDENTS AND OUR STAFF.

SO UNFORTUNATELY WE HAD THREE DAYS THAT WE HAD TO CLOSE SCHOOL BECAUSE WE COULDN'T OPEN OUR OFFICES.

SO WE MADE AS MANY DAYS AS WE COULD AS VIRTUAL LEARNING DAYS.

HOWEVER, WE DID HAVE TO CLOSE SCHOOL FOR THREE DAYS, BASED ON THE INFORMATION FROM THE VIRGINIA DEPARTMENT OF EDUCATION, WE REALLY HAVE TWO CHOICES WE CAN MAKE UP THE THREE DAYS IN PERSON ON THOSE THREE DAYS THAT I RECOMMENDED, OR WE COULD DO VIRTUAL LEARNING DAYS FOR THOSE THREE DAYS.

THIS IS ACTUALLY PHASE THREE, AND WE'RE UPDATING IT AGAIN TO REFLECT THE NEEDS OF THE DIVISION AND, AND BASICALLY REFLECT WHAT WE'RE LEARNING AS WE JOURNEY, UM, THROUGH THIS PANDEMIC TOGETHER WITH OUR COMMUNITY.

SO WHAT WE'VE DONE IS WE'VE CREATED COVID RESPONSE TEAMS AT EACH BUILDING, WHICH GIVES THE SPECIAL SERVICES DEPARTMENT WHO ADVISES THE SUPERINTENDENT AND ADVISES THE DIVISION LEVEL TEAM ON WHAT'S HAPPENING IN EACH BUILDING, THE MEASURES THAT THEY'RE TAKING, THE IMPACT THAT THOSE MEASURES HAVE THE SECOND CHANGE.

WE KNOW THAT THE SOCIAL, EMOTIONAL LEARNING OF STUDENTS AND STAFF HAVE BEEN IMPACTED BY THIS PANDEMIC.

HOW CAN WE OPEN THOSE UP TO BE SAFE WITH OUR MITIGATION STRATEGY? SO THE ONE THING THAT I ASKED PRINCIPALS TO DO WAS THAT IF A, A GROUP OR A CLUB, OR IF A, IF SAY YOUR PHYSICAL EDUCATION TEACHER WANTS TO DO SOMETHING, HAVE THEM PRESENT A PLAN, FOLLOWING OUR MITIGATION PLAN TO, TO SHOW US WHAT WE CAN CONTROL AND HOW WE CAN ENSURE SAFETY WITHIN THAT ACTIVITY.

AND THEN WE CAN MAKE THAT DECISION BASED OFF OF THAT, RICK, YOU KNOW, THAT RECOMMENDATION.

ARE WE GOING TO DO AS MUCH AS WE POSSIBLY CAN TO HAVE THE TEACHERS IN THE CLASSROOM ABLE TO CONCENTRATE ON CLASS AND NOT HE OR SHE NOT HAVE TO DEAL WITH VIRTUAL AT THE SAME TIME? SO, SO WE LEFT THAT UP TO OUR TEACHERS, AND I KNOW THAT EACH OF OUR HIGH SCHOOLS DID A SURVEY AND THAT WE, WE POSE THAT QUESTION OF MORE ASYNCHRONOUS TO THE VIRTUAL STUDENTS, BUT WHAT THE RESULTS CAME BACK AND MR. FOX CORRECT ME IF I'M WRONG.

BUT, UM, THE RESULTS WE RECEIVED BACK FROM OUR TEACHERS IS THAT THEY WOULD STILL PREFER TO TRY TO DO THE HYBRID MODEL, TO KEEP TRACK OF THE STUDENTS AND TO, TO WORK IN THAT MANNER WITH THE STUDENTS.

WE ALSO POSE THE QUESTION ABOUT, DO WE WANT TO GO TO A THREE BY THREE TO ALLOW, YOU KNOW, YOUR SCHEDULE YOUR MONDAY, MONDAY, WEDNESDAY, FRIDAY, OR MONDAY, TUESDAY THIS DAY, AND THEN YOUR, THOSE TWO CLASSES FALL ON THURSDAY NEXT WEEK TO GIVE A 90 MINUTE BLOCK.
