THANK YOU FOR THE OPPORTUNITY TO ADDRESS THE SCHOOL BOARD THIS EVENING.

MY NAME IS JEANNIE AND CLARK.

I'M A PARENT OF A WARREN COUNTY HIGH SCHOOL STUDENT WHO IS ALSO AN ACTIVE ATHLETE PLAYING TWO VARSITY SPORTS FOR THE HIGH SCHOOL.

I COME TO YOU TO EXPRESS MY CONCERN AND SEEK YOUR SUPPORT IN ADVOCATING YOUR POSITION AS OUR SCHOOL BOARD LEADERSHIP TO MOVE FORWARD AS EXPEDITIOUSLY AS POSSIBLE TO ELIMINATE THE MASKING REQUIREMENTS ON OUR CHILDREN WHILE UNDER THE GOVERNOR'S EXECUTIVE ORDER, WHICH OVERSEES K-12.

I UNDERSTAND YOU HAVE LIMITED AUTHORITY.

HOWEVER, I BESEECH YOU AS QUICKLY AS POSSIBLE TO EXERCISE YOUR LOCAL AUTHORITY TO UNMASK OUR KIDS.

I'VE WITNESSED FIRSTHAND THE SOCIAL, PHYSICAL, DEVELOPMENTAL NEGATIVE IMPACT THIS HAS HAD ON OUR KIDS.

AND I'VE ALSO DONE MY DUE DILIGENCE TO RESPONSIBLY REVIEW THE SCIENCE AND INFORMATION AVAILABLE TO US AS PARENTS REGARDING THE RISK AND BENEFITS OF MASKING OUR KIDS.

GIVEN THE CURRENT LOW RATE OF COMMUNITY TRANSMISSION, WHICH TODAY, AS STATED ON THE LORD FAIRFAX HEALTH DISTRICT WEBSITE IS 2.6% OF THE LOCAL POPULATION AND THE NEAR 100% SURVIVABILITY RATE OF CHILDREN WHO BECOME INFECTED WITH COVID.

IT SEEMS AN UNDUE HARDSHIP TO CONTINUE THIS RESTRICTIVE REQUIREMENT ON OUR KIDS, THE MENTAL, PHYSICAL, AND SOCIAL IMPACT ON KIDS WEARING MASKS HAVE FAR GREATER SHORT-TERM AND LONG-TERM ADVERSE HEALTH IMPACTS ON OUR KIDS.

SO I FIRMLY ADVOCATE FOR THE REMOVAL OF REQUIREMENTS TO WEAR MASKS AS QUICKLY AS POSSIBLE FOR THOSE CHILDREN WHO ATTEND MORE IN COUNTY PUBLIC SCHOOLS.

I ALSO SUPPORT PARENTS WHO STILL WISH FOR THEIR CHILDREN TO WEAR MASKS AND RESPECTFULLY SUPPORT THEIR RIGHTS OF CHOICE FOR THEIR CHILDREN.

HOWEVER, THE POINT IS IT SHOULD BE A CHOICE MADE BY THE FAMILY, NOT A MANDATE FOR FAMILIES BY GOVERNMENT OVERREACH.

THANK YOU FOR ALLOWING ME TO ADDRESS SOME CONCERNS I HAVE AS A PARENT OF A SENIOR AND A FRESHMAN.

UM, THIS YEAR'S HAS BEEN A CHALLENGE THAT NOBODY PREDICTED AND I WANT TO ACKNOWLEDGE THE GOOD TEACHERS AND THE COACHES, THE ONES THAT HAVE SHOWED UP EACH DAY, THE ONES THAT WELCOME STUDENTS BACK IN SPITE OF ALL THE ADDED CHALLENGES.

WE KNOW THAT MOST VULNERABLE, THE MOST VULNERABLE TO SERIOUS COVID-19 INFECTIONS ARE THE ELDERLY.

YET WE CONTINUE TO PUNISH THE LEAST VULNERABLE POPULATION WITH OUR MITIGATION

STRATEGIES.

KIDS NOT ONLY HAVE TO WEAR A MASK ALL DAY.

THEY ALSO CAN'T HUG AND THEY CAN'T TALK IN THE HALLWAYS OR EVEN ENJOY LUNCH WITHOUT PLEXIGLASS SEPARATING THEM RENDERING AND IMPOSSIBLE TO TALK TO EACH OTHER.

IT IS THIS LACK OF BOTH PHYSICAL AND EMOTIONAL INTERACTION THAT IS BEING FORCED UPON OUR CHILDREN THAT IS LEADING TO AN INCREASED FEELINGS OF ISOLATION, ANXIETY, AND DEPRESSION.

SUICIDE IS THE SECOND LEADING CAUSE OF DEATH FOR CHILDREN.

AND THIS IS NOT A NEW STATISTIC, BUT THE 90% INCREASE IN MENTAL HEALTH VISITS AT CHILDREN'S HOSPITAL IS THE COLORADO SUN PAPER REPORTS.

CHILDREN'S HOSPITALS ARE FULL WITH MENTAL HEALTH PATIENTS AND PARENTS ARE SENDING THEIR KIDS OUT OF STATE FOR CARE.

A PEDIATRIC MENTAL HEALTH STATE OF EMERGENCY WAS DECLARED A QUOTE FROM DR.

BRUMBAUGH.

THERE IS OUR KIDS HAVE RUN OUT OF RESILIENCE.

THEIR TANK IS EMPTY AND I'M SORRY THAT, BUT THIS IS WHAT WE WERE FEELING AS CAREGIVERS AND DR.

JEN GLOVER, DIRECTOR OF PSYCHOLOGICAL TRAINING AT HOSPITAL COLORADO SAID THIS, MY CONCERN IS WHAT THE INFLUX OF MENTAL HEALTH PROBLEMS THAT WE'RE SEEING AND THE DEMAND ON THE SYSTEM.

KIDS WILL NOT GET THE TREATMENT THEY NEED, AND THEY WILL HAVE CHRONIC MENTAL HEALTH PROBLEMS FOR YEARS, THAT WILL IMPACT THEIR OPPORTUNITIES IN LIFE.

IT'S NOT ONLY MASS THAT ARE AFFECTING OUR KIDS' MENTAL HEALTH AND MITIGATION PLAYS A HUGE ROLE AS WELL.

THE CURRENT CDC GUIDELINES STATE THAT AFTER A COVID-19 EXPOSURE, QUARANTINE CAN END AFTER 10 DAYS, IF NO SYMPTOMS DEVELOP YET, OUR SCHOOL GUIDELINES ARE STILL MANDATING 14 DAYS WITH OR WITHOUT A COVID TEST OR SYMPTOMS. THIS DEVIATION SEEMS SMALL, BUT THAT CAN MEAN THE STUDENT IS MISSING AN IMPORTANT TEST OR A MUCH ANTICIPATED EXTRACURRICULAR ACTIVITY.

AND ANY PARENT AND TEACHER KNOWS THAT HAS A MENTAL HEALTH IMPACT.

THERE ARE A NUMBER OF STUDENTS DOING VIRTUAL ONLY BECAUSE THEY JUST DON'T WANT TO FACE ALL THE CHANGES AT SCHOOL.

THEY ARE STRESSED ABOUT WEARING A MASK ALL DAY AND THEY DON'T WANT TO GET SCOLDED FOR TALKING OR TOUCHING EACH OTHER.

AND THEY DON'T WANT TO SIT BEHIND PLEXIGLASS TO EAT LUNCH.

THEY DON'T WANT TO BE TREATED LIKE THEY HAVE THE PLAGUE.

I UNDERSTAND THE GOVERNOR'S EOS DICTATE SCHOOL PROCEDURES, BUT THERE SEEMS TO BE SOME DEVIATION RECENTLY IN SOUTH CAROLINA, SOUTH CAROLINA, SUPERINTENDENT OF EDUCATION, MOLLY SPEARMAN SAYS EFFECTIVE IMMEDIATELY.

THE STATE FACE COVERING POLICY FOR SCHOOLS CANCELED WITH THE EXCEPTION OF THE SCHOOL BUS REQUIREMENT, WHICH IS NOW FEDERAL GAP, WHICH IS NOW DICTATED BY FEDERAL GOVERNMENT.

IN SUMMARY, I'M AWARE THAT SOME THINGS ARE ULTIMATELY OUT OF YOUR CONTROL, BUT I STRONGLY ENCOURAGE YOU TO DO WHAT YOU CAN TO KEEP OUR GUIDELINES FOR MITIGATION CURRENT, ALLOWING A SYMPTOM-FREE STUDENT TO RETURN TO SCHOOL AFTER 10 DAYS AND LIFTING THE MASS REQUIREMENT AND ALLOWING IT TO BE OPTIONAL WOULD BE A STEP TOWARD NORMALCY THAT OUR KIDS DESPERATELY NEED.

I DO NOT HAVE A PREPARED SPEECH AND I REALIZED I'M SIGNIFICANTLY UNDER DRESSED.

SO I APOLOGIZE.

I JUST WANTED TO FOLLOW UP WITH, UH, I FEEL SIMILAR WITH THE MASK MANDATES.

I FEEL, UM, THAT WITH THE MANDATES IT'S SIGNIFICANTLY IMPACTED A PART OF SCHOOL THAT I THINK IS OFTEN OVERLOOKED.

I THINK EVERYBODY AGREES ON THE IMPORTANCE OF THE SCIENCES, MATHEMATICS, ATHLETICS, ALL OF THOSE THINGS THAT ARE PART OF THE SYSTEM, BUT THE ONE THING THAT'S NOT GRADED OR QUANTIFIED, BUT IS MASSIVELY IMPORTANT AS WELL AS SOCIAL INTERACTION.

WE ALL GREW UP WITH THAT.

UH, WE NEVER HAD THAT TAKEN AWAY FROM US THE WAY THESE KIDS HAVE IN THE PAST YEAR, YEAR AND A HALF DOWN TO THE MASS MANDATES AND THE SOCIAL DISTANCING GUIDELINES.

UM, I DON'T WANT TO GET INTO THE SCIENCE OF IT ALL BECAUSE EVERYBODY HAS THEIR OPINION ON THAT.

BUT I DO THINK IT'S TIME THAT WE TAKE A HARD LOOK AT GETTING OUR SKIT, OUR KIDS BACK TO SOME NORMAL SENSE OF GOING TO SCHOOL AND THE INTERACTION SCHOOL, BECAUSE I BELIEVE THAT PART OF THE ELEMENTARY HIGH SCHOOL, MIDDLE SCHOOL, EVEN COLLEGIATE EXPERIENCE IS A CRITICAL PART OF EVERY SCHOOL SYSTEM.

THAT'S REALLY THE THING THAT'S BEING SACRIFICED WITH THESE MASS MANDATES WITH THESE SOCIAL DISTANCING, UM, POLICIES EVEN, WHEREAS AT WORK, UH, WE HAD THE SIMILAR POLICIES FOR SO LONG.

I WORKED FOR THE GOVERNMENT.

UM, WE'RE BACK TO A SENSE OF NORMALCY NOW THAT MY KIDS DON'T GET TO ENJOY.

AND IT HAS BEEN A HUGE BURDEN LIFTED AND IT'S, IT FEELS LIKE THINGS ARE GETTING BACK TO NORMAL IN EVERY ASPECT OF LIFE, EXCEPT FOR OUR KIDS.

SO MASON RIDER, LANELESS, HE'S A FIRST GRADER AT RESI JEFFREY'S ELEMENTARY SCHOOL.

THAT KIND OF ATTACKS IS HIS BLOOD CELLS AND IT KIND OF LIMITS HIS LIFE'S ACTIVITIES.

SO A FEW WEEKS AGO HE NEEDED TO GO TO A CHILDREN'S HOSPITAL OF PHILADELPHIA AND GET AN EVALUATION FOR A LIVER TRANSPLANT, WHICH IS VERY RARE FOR SOMEONE DIAGNOSED WITH THIS DERRICK HOUSE'S AGENDA.

SO NINA AND I, WE GOT TOGETHER AND SAID, WE NEED TO DO SOMETHING.

SO WE CHALLENGED OUR STUDENTS TO DO A LITTLE POINT DRIVE.

WE TOLD THE KIDS, WHOEVER DONATED THE MOST MONEY IS GOING TO GET THE PIE, ANYONE IN THE FACE IN OUR SCHOOL, WHOEVER COMES IN SECOND PLACE THAT GETS BY ME, THIRD PLACE GETS THE TIE MRS. HELMET.

AND I'M NOT SURE IT CAME.

I DON'T KNOW IF THIS IS GOING TO GO TO THE NEXT SLIDE, BUT WE JUST WANTED TO KIND OF SHARE JUST HOW SUCCESSFUL IT WAS.

WE HAD FOUR CLASSROOMS THAT RAISED OVER A THOUSAND DOLLARS.

A THIRD GRADE CLASSROOM RAISED OVER $2,000.

HONESTLY, WE THOUGHT WE WOULD RAISE MAYBE TWO, $3,000 DOING A TRUANT, A CHANGE THAT WE HAD 37 DONORS WHO DONATED OVER A HUNDRED DOLLARS.

SO NINA AND I SAID, THERE'S NO WAY WE CAN ONLY HAVE THREE PODS.

SO WE WENT TO MARTIN BOTTLE WITH GRAIN, UH, AND YOU'LL SEE ON THE NEXT SLIDE, THERE'S QUITE A FEW, UH, FACE COVERINGS WITH, WITH PRAYING.

UH, BUT I MEAN, JUST OUR STAFF ALONE RAISED OVER $2,000 AND IT'S JUST, I THINK SOMETIMES THESE STORIES REALLY DON'T GET OUT.

I WAS THINKING THAT WE TALKED ABOUT SOL SCORES AND WE TALKED ABOUT SOME OF THE THINGS, YOU KNOW, THE ACADEMICS, BUT THESE ARE THE THINGS THAT REALLY, I FEEL LIKE BRINGS OUR SCHOOL COMMUNITY TOGETHER.

AND WE STILL HAVE MONEY.

WE DID THIS TWO WEEKS AGO AND THERE'S STILL PEOPLE SENDING IN CHECKS AND STILL DOING IT AND NOT, UH, NOT ONLY OUR SCHOOL COMMUNITY, THE COMMUNITY ITSELF.

WE'VE HAD PEOPLE THAT HAVE THAT, UM, HAVE REACHED OUT TO US THAT ARE NEW TO THE AREA, SAW THE ARTICLE IN THE NEWSPAPER AND HAVE BROUGHT MONEY TO THE SCHOOL FOR MASON.

SO IT'S, IT'S A TESTAMENT TO OUR SCHOOL COMMUNITY AND THE COMMUNITY IN WHICH WE LIVE.

AND I JUST WANT TO SHARE ONE STORY.

WE HAVE A TEACHER MRS. TROWBRIDGE, A FIFTH GRADE TEACHER, TWO OF HER CHILDREN GO TO OUR SCHOOL FIRST AND A THIRD GRADER AND THEY WANTED TO DO SOMETHING.

SO TUESDAY NIGHT, UH, THEY DECIDED TO MAKE SOME COOKIES, SOME BROWNIES AND MUFFINS.

AND THAT'S ONE OF THE TEACHERS THERE ON WEDNESDAY.

AND THEY WENT AROUND WITH A BAIT BAR AND SOLD ABOUT $150

WORTH OF BAKERY, ALL THE TEACHER'S SIDE THAT NEXT MORNING.

UM, I CHECKED WITH, UM, LORD FAIRFAX HEALTH DEPARTMENT, UH, EARLIER TODAY AND ON OUR MA AT OUR MAY 5TH CLINIC, WE HAD 266 INDIVIDUALS THAT WERE 16 AND OVER COME IN TO GET VACCINATED AT OUR MAY 26TH CLINIC AT SKYLINE HIGH SCHOOL.

WE HAD 414, 12 AND OLDER COME IN AND GET VACCINATED AT THAT CLINIC.

SO WE WILL HAVE ONE MORE VACCINATION CLINIC, UM, BECAUSE AT THAT MAY 26, THAT WOULD HAVE BEEN THE FIRST FOR THE 12 AND OVER.

SO, YOU KNOW, WE, WE DO, YOU KNOW, WE'RE DOING OUR DUE DILIGENCE AND, AND BEING, GETTING OUT THERE.

AND, AND FOR, FOR US AS A DIVISION, WE ARE ACTUALLY DOING REALLY GOOD WHEN IT COMES TO PEOPLE GOING IN AND GETTING VACCINATED AND STUDENTS ACTUALLY BEING VACCINATED.

AND, UM, I ACTUALLY TOOK MY DAUGHTER THERE AT THIS LAST CLINIC AND MR. WELLS ACTUALLY GOT THE, UH, GIVE HER, HER, HER VACCINE.

SO, UM, YOU KNOW, I, YOU KNOW, AS A PARENT THAT HELPS ME WITH, UM, A LITTLE SENSE OF SECURITY, UH, EXECUTIVE ORDER STILL WE, UM, YEAH, 79 WENT INTO EFFECT ON MAY 28TH.

UH, STUDENTS MUST STILL WEAR A MASK.

WE HAVE A BIOMEDICAL SCIENCE, WHITE COAT AND CNA PINNING CEREMONY ON THURSDAY, THAT'S TOMORROW EVENING AT SIX 30 AT SKYLINE HIGH SCHOOL.

WE HAVE AN ENGINEERING SHOWCASE THAT WILL BE HELD ON JUNE 10TH AT SIX O'CLOCK AT SKYLINE HIGH SCHOOL.

UM, THE ROTARY TEACHER OF THE YEAR WILL BE HELD ON FRIDAY AT 12 O'CLOCK AT THE COMMUNITY CENTER.

OUR ARCHITECT PROPOSALS FOR LF K AND BLUE RIDGE TECH ARE DUE FRIDAY AT TWO O'CLOCK.

BALLENGER, IN ORDER TO ALLOW THE, UH, SUPERINTENDENT TO REASSIGN TEACHERS, ASSISTANT PRINCIPALS AND PRINCIPALS WITHIN THE SCHOOL DIVISION, THE SCHOOL BOARD MUST ADOPT ON AN ANNUAL BASIS.

AND WHEREAS THE, THE COUNTY SCHOOL BOARD OF WARREN COUNTY WISHES TO AUTHORIZE THE SUPERINTENDENT SCHOOLS TO MAKE SUCH REASSIGNMENTS FOR THE 2122 SCHOOL YEAR.

THE COVID-19 PANDEMIC HAS CAUSED SCHOOL DIVISIONS TO EVALUATE EDUCATIONAL DELIVERY METHODS.

AS PART OF THIS EVALUATION, WARREN COUNTY PUBLIC SCHOOLS RECOGNIZE THE NEED FOR A VIRTUAL COMPONENT WITHIN THE SCHOOL SYSTEM.

THE ATTACHED HANDBOOK OUTLINES THE PROGRAM AND REQUIREMENTS FOR STUDENTS WISHING TO ATTEND WARREN COUNTY PUBLIC SCHOOLS THROUGH THE VIRTUAL ACADEMY.

THE VIRTUAL ACADEMY WILL FOCUS ON STUDENTS IN GRADES THREE THROUGH 12.

STUDENTS MUST MEET RESIDENCY REQUIREMENTS AS WELL AS ELIGIBILITY REQUIREMENTS.

AND MUST GO THROUGH AN APPLICATION PROCESS.

CLASSES WILL BE LIMITED TO 20 STUDENTS PER GRADE AT THE ELEMENTARY LEVEL AND CLASSES AT THE SECONDARY LEVEL WILL BE BASED ON THE STUDENT NEED AND STUDENT ENROLLMENT, OUR CTE AND DUAL ENROLLMENT CLASSES WILL BE AVAILABLE AS WELL.

VIRTUAL STUDENTS WILL BE ELIGIBLE FOR A HIGH SCHOOL DIPLOMA FROM ONE OF OUR TWO HIGH SCHOOLS.

AS YOU DIG DEEPER INTO THAT HANDBOOK OR INTO THIS HANDBOOK, UM, I'LL JUST HIGHLIGHT A COUPLE OF AREAS.

SO TO BE ABLE TO ENROLL IN OUR ACADEMY, ONE, STUDENTS HAVE TO BE ELIGIBLE TO EARN A DIPLOMA AT THE HIGH SCHOOL THROUGHOUT AT THE HIGH SCHOOL LEVEL.

SO THAT MEANS IF THEY'VE BEEN A HOME INSTRUCTION STUDENT, THEN THEY WANT TO COME

IN, WE HAVE TO ACCEPT THEIR CLASSES IN ORDER TO GET THEM TO WHERE IT WOULD PUT THEM ON SCHEDULE TO GRADUATE.

IF IT'S, UM, AT THE ELEMENTARY LEVEL.

AGAIN, THAT THAT IS A LITTLE BIT DIFFERENT STORY, BUT THAT ONE GOES MAINLY FOR OUR SECONDARY STUDENTS.

UM, YOU KNOW, THEY MUST HAVE TECHNOLOGY SUPPORT.

YOU KNOW, THERE IS A COMPONENT TO VIRTUAL LEARNING IT'S CALLED VIRTUAL BECAUSE YOU HAVE TO HAVE A CONNECTION AT HOME.

UM, IF THOSE CONNECTIONS CAN NOT BE MADE, THEN YOU KNOW, THAT MAY BE SOMETHING THAT, YES, WE NOW HAVE THE ABILITY TO HELP WITH THAT.

IF SOMEBODY NEEDS THAT SUPPORT, UM, ACCESS TO THE PROCESSES OF EVALUATION FOR ELIGIBILITY OF SPECIAL SERVICES AND OR OTHER SYSTEM OF SUPPORT, WILLIAM WARREN COUNTY PUBLIC SCHOOLS SHALL PROVIDE SERVICES TO STUDENTS REQUIRED BY THE INDIVIDUAL INDIVIDUALS WITH DISABILITIES EDUCATION ACT AND SECTION FIVE OH FOUR OF THE REHABILITATION ACT OF 1973.

SO FOR THOSE STUDENTS THAT DO HAVE, OR DO REQUIRE SOME SERVICES, WE WILL PROVIDE THOSE SERVICES TO THEM.

ALSO STUDENTS THAT ARE IN OUR VIRTUAL ACADEMY, THEY'RE GOING TO BE A PART OF OUR SCHOOL SYSTEM.

SO THEY WILL ACCESS HAVE ACCESS TO THE SCHOOL, TO THE LIBRARY, TO A TEACHER, TO CLUBS, TO ATHLETICS.

IF THEY'RE, IF THEY MEET THE VHSL REQUIREMENTS FOR THAT, UH, FIELD TRIPS, OTHER THINGS THAT WE CAN DO, ELIGIBILITY REQUIREMENTS, STUDENT MUST BE ENROLLED IN WARREN COUNTY PUBLIC SCHOOLS.

SO IN ORDER FOR THEM TO BE IN OUR ACADEMY, THEY HAVE TO BE ENROLLED IN OUR SCHOOL OR IN ONE OF OUR SCHOOLS RECOMMENDATION FROM A TEACHER ADMINISTRATOR OR OTHER EDUCATOR.

SO THAT, THAT RECOMMENDATION IS BASICALLY SAYING THAT YES, THEY ARE A GOOD INDIVIDUAL LEARNER THAT THEY TAKE THE TIME TO GET OUT HERE.

YOU KNOW, THEY ARE SELF-DRIVEN THEY'RE SELF-PACED BECAUSE WE KNOW THAT WE HAVE HAD SOME DIFFICULTIES THIS YEAR WITH STUDENTS AND THE VIRTUAL WORLD.

AND SO FOR THOSE STUDENTS THAT HAVE BEEN SUCCESSFUL, WE WANT THEM TO CONTINUE TO BE SUCCESSFUL.

THIS MAY BE THE PATH FOR THEM INSTEAD OF PUTTING THEM BACK IN THE CLASSROOM.

AND SO I WROTE A RECOMMENDATION TO MAKE SURE THAT THEY ARE A GOOD STUDENT AND THAT THEY'RE, THEY'RE DOING THEIR JOB GOING FORWARD.

RELIABLE INTERNET, EMAIL, PHONE SERVICE, UH, DEMONSTRATES SUCCESS AS A, AS AN INDEPENDENT LEARNER COMPLY WITH ALL WCPN POLICIES, SPECIFICALLY ENROLLMENT AND ATTENDANCE PROTOCOL, A CURRENT GPA OF 2.5 OR HIGHER OR RECOMMENDATION BY AN ADMINISTRATOR WHEN APPLE GO ON TRACK TO GRADUATE ON TIME WITH SUCCESSFUL COMPLETION OF THE STATE STANDARD OF LEARNING.

SO OTHER THINGS THAT WE HAVE IN PLACE FOR THE APPLICATION, BECAUSE WE'RE, WE'RE IN THE PART RIGHT NOW WHERE WE REALLY NEED TO START MOVING FORWARD TO R FOUR APPLICATION TO FIND OUT WHAT OUR NUMBERS ARE GONNA LOOK LIKE AT THE SECONDARY LEVEL, WHAT OUR NUMBERS ARE GONNA LOOK LIKE AT THE ELEMENTARY LEVEL.

SO WITH THAT, WE CAN GO AHEAD AND START PUTTING ALL THOSE PIECES TOGETHER.

WE HAVE, WE HAVE EVERYTHING SET AND NOW WE NEED TO START DROPPING THE, THE BLOCKS IN THE HOLE HERE, SO TO APPLY, ALL RIGHT, SO APPLICATIONS CAN BE SUBMITTED DIGITALLY, BUT TOO, YOU APPLY FOR ALL WCPN VIRGINIA ELEMENTARY STUDENTS, APPLICATIONS MUST BE SUBMITTED TO E WILSON MORRISON ELEMENTARY SCHOOL.

UM, AS FAR AS OUR SECONDARY STUDENTS, THEY WILL SUBMIT THEIR APPLICATIONS AT THEIR HOMESCHOOL OF RESIDENCY.

SO IF THEY'RE IN THE WARREN COUNTY, IT'LL EITHER BE WARREN COUNTY, MIDDLE SCHOOL OR WARREN COUNTY HIGH SCHOOL, LET'S GO IN MIDDLE SCHOOL.

SCOTT LET'S GO IN HIGH SCHOOL.

THERE IS A DEADLINE FOR APPLICATIONS.

UM, YOU KNOW, SEATS ARE LIMITED.

A COMMITTEE WILL REVIEW THE APPLICATIONS.

AS I STATED EARLIER, WE, WE WILL BE LIMITING THE NUMBER OF STUDENTS ALSO AT THE HIGH SCHOOL LEVEL.

IF OUR, WE HAVE TO MAKE SURE THAT WE HAVE ENOUGH TO MAKE A CLASS.

SO THAT IS ONE THING WE LOOK AT SCHEDULING.

AND AS, AS PRINCIPALS START LOOKING AT SCHEDULES FOR THEIR TEACHERS, DO WE HAVE ENOUGH TO MAKE A CLASS VIRTUAL OR NOT? IS THERE AN OPPORTUNITY TO ALLOW A TEACHER, DOES A TEACHER HAVE AN OPEN BLOCK WHERE THAT TEACHER CAN NOW STEP IN AND TEACH VIRTUAL FOR THAT BLOCK INSTEAD OF HAVING ANOTHER BLOCK OR PUTTING THEM DOING SOMETHING THAT, YOU KNOW, WE, WHEN WE COULD USE THEM IN THAT VIRTUAL WORLD, AND REALLY THAT'S KIND OF THE, TO HIGHLIGHT OUR, OUR HANDBOOK RIGHT NOW, THIS IS OUR FIRST READING OF THE HANDBOOK AS WE CONTINUE TO MOVE FORWARD AND TO UPDATE THIS, UM, YOU KNOW, WE, WE REALLY NEED TO GET THIS PROCESS GOING SO THAT WE

A LOT OF SCHOOLS IN VIRGINIA ARE USING VIRTUAL VIRGINIA, BUT ALSO I THINK THAT VIRTUAL VIRGINIA DOESN'T REALLY TIE YOUR STUDENTS TO THE SCHOOL AND DOESN'T BRING THEM IN, UH, THIS IS A PERSONAL TOUCH.

THIS IS ALLOWING US TO MAKE THOSE CONNECTIONS BECAUSE WE KNOW THAT IN EDUCATION RELATIONSHIPS IS REALLY WHAT'S IMPORTANT.

AND SO WE WANT TO BUILD RELATIONSHIPS WITH OUR VIRTUAL STUDENTS.

SO OUR TEACHERS ARE NOT GOING TO BE DEDICATED JUST TO VIRTUAL EDUCATION.

THEY'RE GOING TO ALSO HAVE IN CLASS STUDENTS AS WELL AS, SO AT ELEMENTARY IT WAS RECOMMENDED.

SO WE BROUGHT IN TEACHERS AT THE ELEMENTARY LEVEL AND AT THE SECONDARY LEVEL, AND WE HAD MULTIPLE MEETINGS WITH THEM TO, TO REALLY KIND OF PUT FORTH THE BEST PLAN OF WHAT IT WAS, WHAT IT SHOULD LOOK LIKE.

AND SO AT THE ELEMENTARY LEVEL, THE REOCCURRING THEME THERE WAS THAT WE WILL HAVE A DESIGNATED TEACHER THAT ALL THEY WILL TEACH IS VIRTUAL, NO HYBRID AT THE ELEMENTARY LEVEL, IT'S ALL DESIGNATED.

SO WE'RE GOING TO HAVE THREE TEACHERS AT THE ELEMENTARY, ONE THIRD GRADE, ONE FOURTH GRADE, ONE FIFTH GRADE, BECAUSE WE STILL HAVE TO MEET ALL OF VIRGINIA, UM, SOQ AND SOA.

SO WE HAVE TO MEET ALL THOSE REQUIREMENTS, EVEN WITH THOSE VIRTUAL TEACHERS.

SO WE WILL HAVE THREE TEACHERS THAT WILL BE DESIGNATED JUST FOR THOSE CLASSES.

NOW, IF WE SEE THAT OUR NUMBERS ARE UP, YOU KNOW, COULD WE OPEN UP ANOTHER CLASS? UM, POSSIBLY, BUT RIGHT NOW WE THINK OUR NUMBERS ARE GOING TO PUT US AROUND.

UM, WE'RE GOING TO BE SOMEWHERE BETWEEN 15 TO, TO 1819 STUDENTS PER CLASS IS WHAT WE'RE LOOKING AT AT THE ELEMENTARY LEVEL.

AND THEY COULD DO ONE COMPONENT IN THE MORNING, ONE COMPONENT IN THE AFTERNOON.

SO IT'S, THERE'S STILL A LOT OF FLEXIBILITY THAT WE'RE, WE'RE GOING TO HAVE TO CONTINUE TO, TO HAVE, AS WE, WE FIND OUT WHAT OUR FINAL NUMBERS ARE IN MIDDLE SCHOOL AND HIGH SCHOOL WILL BE DIFFERENT BECAUSE OF THE CLASSES.

SO MIDDLE SCHOOL AND HIGH SCHOOL AND THOSE GROUPS, THEY, THEY RECOMMENDED THAT, THAT ONE, THEY, THAT WE LOOK AT PAYING THEM FOR HALF OF THEIR BLOCK OR THEIR BLOCK, SO THAT IT'S WITHIN THE SCHOOL DAY.

UM, SO IF, IF ONE TEACHER SAY, UH, A MATH, I'M AN ALGEBRA ONE TEACHER, I HAVE MY, MY THREE CLASSES AND I HAVE MY PLANNING PERIOD BECAUSE WE'RE BLOCKED SCHEDULE WE'RE ON A FOUR BY FOUR THAT I MAY TEACH ONE VIRTUAL CLASS, 40 MINUTES A DAY, AND THEN STILL HAVE 40 MINUTES FOR MY PLAN.

AND THAT WAS THE RECOMMENDATION FROM THE SECONDARY SCHOOL.

ARE THE STUDENTS GOING TO HAVE TO BE ONLINE AT THE EXACT TIME THAT CLASS IS TAUGHT OR IS IT SOMETHING THEY CAN PICK UP ON LATER IN THE DAY THAT WERE, WE WOULD HAVE THE FLEXIBILITY WITH THAT AS WE DID THIS YEAR.

SO WE DID NOT REQUIRE AT ANY POINT IN TIME THAT OUR STUDENTS ALL BE ON TIME WHEN THAT TEACHER WAS ON ONLINE AT THAT TIME, WE MONITORED AND MADE SURE THAT THEY WERE MAKING PROGRESS.

AND AS LONG AS THEY HAD ASSIGNMENT STARTED, AND NOW THEY ARE GOING TO HAVE TO KEEP PACING GUIDES, THEY'RE GOING TO HAVE TO FOLLOW PACE AND STAY UP TO DATE.

YOU KNOW, TH THERE IS A COMPONENT IN HERE THAT IF A STUDENT FALLS BEHIND BY OVER TWO WEEKS, THEN WE COULD ACTUALLY REMOVE THEM FROM THE VIRTUAL SCHOOL.

WELL, WE CAN PIPE THAT STUDENT IN THE SKYLINE AND STILL OFFER THAT DUAL ENROLLMENT CLASS.

THE ATTACHED CALENDAR IS BEING PRESENTED FOR YOUR CONSIDERATION FOR THE 2020 TO 2023 SCHOOL YEAR.

A FEW KEY DATES INCLUDE AUGUST THE NINTH 2022 WOULD BE THE FIRST DAY OF SCHOOL FOR STUDENTS.

APRIL 10TH WILL BE A WEATHER MAKEUP DAY.

IF IT'S NOT USED AS A WEATHER MAKEUP DAY, IT WILL BE, UM, A HOLIDAY MAY 25TH, 2023 WITH THE LE WOULD BE THE LAST DAY OF SCHOOL FOR STUDENTS, WHICH IS PRIOR TO THE MEMORIAL HOLIDAY.

THE TITLE ONE, A TITLE TWO, A THREE AND FOUR EIGHT APPLICATIONS SEEK FEDERAL FUNDING FUNDING TO IMPROVE BASIC INSTRUCTIONAL PROGRAMS, TEACHER AND PRINCIPAL TRAINING AND RECRUITMENT SUPPORT FOR LANGUAGE INSTRUCTION FOR OUR ENGLISH LEARNERS AND TO INCREASE CAPACITY OF DIVISIONS TO PROVIDE ALL STUDENTS WITH ACCESS TO A WELL-ROUNDED EDUCATION.

UM, IN THE AGENDA ITEM, YOU'LL SEE A LIST OF EVERYTHING THAT WE HAVE INCLUDED IN OUR TITLE.

ONE, TWO, THREE, AND FOUR GRANT APPLICATIONS FOR THIS YEAR.

AND I JUST WANTED TO HIGHLIGHT A FEW OF THE THINGS THAT, UM, WE HAVE PROVIDED AND HOPE TO CONTINUE TO PROVIDE WITH THOSE GRANT FUNDS.

UH, WE EMPLOY SIX FULL TIME INSTRUCTIONAL COACHES AND, UH, FOUR OF OUR ELEMENTARY SCHOOLS THAT QUALIFY FOR TITLE ONE FUNDING.

WE EMPLOY FOUR FULL-TIME INSTRUCTIONAL ASSISTANTS.

WE PROVIDE PARENT AND FAMILY ENGAGEMENT ACTIVITIES WITH THOSE FUNDS.

AND THEN WE HAVE A COHORT OF TEACHERS WHO ARE GOING THROUGH A READING MASTER'S PROGRAM THROUGH SHANANDOAH UNIVERSITY, AND WE'RE ABLE TO USE OUR TITLE ONE FUNDING TO ALLEVIATE THAT COST FOR THEM.

AS FAR AS OUR TITLE TWO FUNDING GOES, WE PAY FOR ONE CLASS SIZE REDUCTION TEACHER AT THE ELEMENTARY LEVEL.

UM, WE'RE ABLE TO HAVE OUR INSTRUCTIONAL TECHNOLOGY COORDINATOR, MR. .

HIS IS, UM, PAID FOR THROUGH TITLE TWO GRANT FUNDING.

AND THEN WE HAVE INDUCTION COACHES, WHICH ARE LIKE LEAD MENTORS AT EACH OF OUR, UM, ELEMENTARY, MIDDLE AND HIGH SCHOOLS THAT, UH, WORK WITH MENTORING OUR BRAND NEW TEACHERS.

AND THEY RECEIVE A STIPEND THROUGH THIS GRANT MONEY TO DO THAT.

AND THEN WITH TITLE THREE FUNDING, WE'RE PROVIDING SUPPLEMENTAL INSTRUCTIONAL MATERIALS, PROFESSIONAL DEVELOPMENT, PARENT OUTREACH, AND THEN TUTORING FOR OUR ELL STUDENTS.

AND FINALLY, OUR TITLE FOUR GRANT APPLICATION INCLUDES THE PURCHASE OF A FOREIGN LANGUAGE PROGRAM FOR OUR MIDDLE SCHOOL.

UH, THIS IS WHERE MR. GRANT HAS BEEN ABLE TO GET SOME OF THE CHROMEBOOKS THAT WE HAVE NEEDED.

SO REPLACEMENT AND NEW CHROMEBOOKS THAT, THAT WE WILL CONTINUE TO NEED FOR OUR ONE-TO-ONE PROGRAM.

AND THEN WE ALSO PURCHASE PROGRAMS THAT MONITOR STUDENTS' DIGITAL BEHAVIOR TO PREVENT, UH, ONLINE AND CYBER BULLYING.

SO THOSE ARE JUST SOME OF THE HIGHLIGHTS.

UM, I ATTACHED ALL FOUR OF THE GRANT APPLICATIONS, UM, AND THE AGENDA ITEM, IF YOU HAVE ANY QUESTIONS ABOUT THOSE IN BETWEEN NOW AND THE TIME THAT WE ASK THAT YOU VOTE TO APPROVE THOSE APPLICATIONS AT THE NEXT BOARD MEETING, WE'RE HAPPY TO HELP WITH THAT.

UH, WE DO HAVE THAT NOW THAT THE APPLICATIONS ARE OUT ON BOARD DOCS, THEN WE ARE REQUIRED TO GIVE SOME TIME FOR PUBLIC COMMENT AND, UM, AN OPPORTUNITY TO REVIEW THOSE.

UM, I KNOW THERE'S A LOT OF CARES MONEY FLOWING IN AND THINGS LIKE THAT, REALLY THE ONLY, NO DON'T, WE DON'T ANTICIPATE THAT AT ALL, ACTUALLY WHERE, UM, EVEN THERE IS EVEN THE POSSIBILITY THAT OUR TITLE ONE FUNDING MAY INCREASE.

UM, SO THAT'S FANTASTIC.

UH, TITLE TWO FUNDS ARE ALWAYS, UM, FROM YEAR TO YEAR, THERE'S ALWAYS SOME QUESTION, BUT THERE DOES NOT APPEAR TO BE ANY, UM, ANYTHING THAT THEY'RE GOING, UH, TITLE FOUR OR FIVE.

SO AS OF RIGHT NOW, WE ARE FEELING PRETTY SECURE IN THE CONTINUING CONTINUATION OF THE TITLE ONE, TWO, THREE, AND FOUR GRANT FUNDS FOR ELEMENTARY SCHOOLS, OUR TITLE ONE.

YES, WHAT'S THE TIMEFRAME WE'LL BE DOE MAKING A DECISION.

I CAN'T REMEMBER WHEN YOU ACTUALLY RECEIVED THE MONEY IN THE, OKAY, WELL, WE HAVE TO HAVE THE APPLICATION, UH, SENT TO THEM BY JULY ONE.

AND THEN IT ISN'T UNTIL AT LEAST SEPTEMBER 30TH, THAT YOU CAN GUARANTEE THAT THE FUNDS THAT YOU, YOU ARE COMPLETELY CONFIDENT THAT THE FUNDS YOU'RE GOING TO RECEIVE ARE THERE FOR FREE TO, TO SPEND.

SO WE, EVERYTHING THAT WE BASE OUR APPLICATION ON IS BASED ON WHAT WE'VE RECEIVED FOR THE PREVIOUS GRANT FUNDING.

UM, SINCE JULY, THE FIRST OF 2004 WARREN COUNTY PUBLIC SCHOOLS HAS PARTICIPATED IN AND BEEN INSURED BY THE VIRGINIA ASSOCIATION OF COUNTIES GROUP SELF-INSURANCE RISK POOL OR VAPE CORP AS THEY ARE KNOWN.

UM, THIS IS THE SAME INSURER THAT THE COUNTY OF WARREN USES AND MANY OF THE COUNTIES THROUGHOUT THE STATE, AND MANY OF THE, UH, SCHOOL DISTRICTS THROUGHOUT THE STATE USE THIS SELF-INSURED RISK POOL, UM, TO, TO COVER THEIR, THEIR INSURANCE NEEDS.

I'VE ATTACHED A 21 YEAR HISTORY OF THE RATES.

UM, THE NEW RENEWABLE RATES FOR NEXT YEAR ARE ACTUALLY, UM, VERY SIMILAR, UH, SLIGHTLY LESS THAN WHAT THEY ARE FOR THIS YEAR.

UH, THE ONLY CHANGE THAT WE'RE RECOMMENDING THAT YOU MAKE THIS YEAR IS TO ADD STUDENT ACCIDENT, INSURANCE COVERAGE, AND THAT WE EXPAND THAT TO INCLUDE ATHLETICS FOR MANY YEARS, WE'VE ISSUED A STUDENT ACCIDENT POLICY THAT IT'S A SUPPLEMENTAL WHEN IT WOULDN'T, YOU KNOW, IT DOESN'T TAKE THE PLACE OF A COMPREHENSIVE INSURANCE POLICY THAT THE PARENT MAY HAVE FOR THE CHILD.

BUT WHAT IT DOES DO, IF THEY DON'T HAVE INSURANCE, IT DOES PROVIDE SOME BASIC COVERAGE.

AND IF THEY DO HAVE INSURANCE, IT'LL HELP WITH, UH, COPAYS AND DEDUCTIBLES AND THINGS LIKE THAT.

THE ONE THING ABOUT IT IS IT DOES NOT INCLUDE, UM, BASICALLY VIRGINIA HIGH SCHOOL LEAGUE, UM, ACTIVITY.

SO IF A STUDENT GETS HURT IN PE IT COVERS IT, BUT IF THEY GET HOOD HURT DURING FOOTBALL PRACTICE OR OTHER SPORT, UM, IT DOES NOT COVER IT, UM, FOR A RELATIVELY SMALL FEE, JUST OVER 5,400, ALMOST $5,500.

WE CAN INCLUDE THAT INSURANCE AND WHAT WE'VE DONE IN THE PAST, WE'VE OFFERED VOLUNTARY INSURANCE TO PARENTS.

UM, WE PROBABLY HAVEN'T DONE A REAL GOOD JOB ABOUT ADVERTISING IT AND WE HAVEN'T HAD MANY IT, IF ANY, THE TAKERS OF THAT OVER THE YEARS.

AND, AND PART OF IT MAY BE IF A PARENT CAN'T AFFORD TO HAVE THE INSURANCE IN THE FIRST PLACE, THEN SPENDING MONEY ON SOMETHING THEY IN THEIR MINDS MAY OR MAY NOT NEED, UM, MAY NOT BE WORTH IT.

SO THIS WAY WE WOULD BE ABLE TO COVER THE STUDENTS PRETTY MUCH ON ANY SCHOOL-RELATED ACT ACTIVITY, WHETHER IT BE IN CLASS, ON A FIELD TRIP OR PARTICIPATING IN, UM, INTERSCHOLASTIC SPORTS.

UM, SO WE'RE RECOMMENDING THAT YOU DO THAT.

AND EVEN WITH THAT INCLUDED THIS YEAR, IT'LL STILL COST SLIGHTLY LESS THAN LAST YEAR.

AND I WAS JUST LOOKING AT THE, UH, CHART HERE THAT GOES BACK MANY YEARS.

AND IF YOU GO CLEAR BACK TO, UH, 2007 EIGHT, OUR TOTAL INSURANCE COSTS THEN WERE WITHIN A FEW DOLLARS OF WHAT THEY ARE TODAY.

AND IF YOU LOOK AT MANY THINGS, THE COST HAS GONE UP CONSIDERABLY DURING THAT TIME PERIOD, THE VALUE OF OUR PROPERTY HAS OVER DOUBLED, AND WE'RE STILL INSURING IT AT A RATE THAT'S LESS THAN WHAT IT WAS BACK THEN.

AND I THINK THAT SPEAKS VOLUMES FOR THE JOB THAT FAYE CORP DOES IN MANAGING THE RISK POOL WHEN THEY PROVIDE A LOT OF HELP.

AND THEN THE OTHER THING ARE, I'M A BIG PART OF THIS, THAT THE FLUCTUATES IS OUR WORKER'S COMP INSURANCE.

AND, UH, I KNOW OUR HR DEPARTMENT WORKING WITH OUR INSURER ON SOME PROGRAMS HAS HELPED US THAT SIGNIFICANTLY OVER THE YEARS, BECAUSE THAT'S BASED ON A THREE-YEAR ROLLING AVERAGE OF WHAT OUR CLAIMS HAVE BEEN, AND WE'RE, WE'RE DOING MUCH BETTER IN THAT AREA.

SO, UM, WOULD BE GLAD TO ANSWER ANY QUESTIONS, BUT WE RECOMMEND, UH, APPROVAL OF THE RENEWAL WITH VA CORP AND THE INCLUSION OF THE STUDENT ACCIDENT TO EXPAND IT TO INTERSCHOLASTIC ATHLETICS.

UM, I'M IN FAVOR OF THIS, BUT THE ONLY QUESTION I HAVE IS THERE IS A POSSIBILITY WITH HAVING ATHLETICS COVERED THAT OUR EXPERIENCE RATE COULD SHOOT UP FAIRLY SIGNIFICANTLY.

COULDN'T IT? WELL, THEY, I DON'T KNOW THAT THEY RATE US INDIVIDUALLY ON THAT.

UM, SCHOOL BOARD POLICY REQUIRES SCHOOL ACTIVITY FUNDS TO BE AUDITED AT LEAST ONCE A YEAR BY A DULY QUALIFIED ACCOUNTANT OR ACCOUNTING FIRM.

THE POLICY ALSO STATES THAT THE TYPE OF ENGAGEMENT, WHETHER IT BE AN AUDIT, EXAMINE AND AUDIT AND EXAMINATION OR REVIEW, AND THE ACCOUNTANT ACCOUNTING FIRM OR INTERNAL AUDITOR SHALL BE APPROVED BY THE SCHOOL BOARD.

SO THAT'S WHAT WE'RE ASKING YOU TO DO THIS EVENING.

UM, WE CURRENTLY HAVE, UH, NINE ACTIVITY FUNDS, UM, THROUGHOUT OUR, AND THE ACCOUNTING FIRM OF ROBINSON FARMER COX AND ASSOCIATES HAS CONDUCTED THIS AUDIT FORREST IN THE PAST.

AND IT'S BEING RECOMMENDED AS THE FIRM TO CONDUCT THE AUDIT THIS YEAR.

UM, THEY ARE THE SAME FIRM THAT DOES THAT, THAT THEY PERFORM THE, UH, COUNTY WIDE AUDIT FOR THE COUNTY EACH YEAR.

UH, THE PROPOSED COST THIS YEAR IS $15,500.

UM, IT'S MORE THIS YEAR BECAUSE, UH, THE REQUIREMENTS HAVE EXPANDED.

IT'S CALLED GASBY 84, WHICH NOW THE SCHOOL ACTIVITY FUNDS HAVE TO BE FLOWED INTO OUR ANNUAL SCHOOL REPORT THAT WE REPORT TO THE STATE.

AND THERE ARE DIFFERENT REPORTING REQUIREMENTS PREVIOUSLY, IT WAS DONE ON A CASH BASIS.

NOW IT MUST BE DONE THE SCHOOL ACTIVITY FUNDS ON A, UM, AN ACCRUAL BASIS.

AND THAT MEANS MORE WORK FOR THE AUDITORS AND PROBABLY OUR BOOKKEEPERS TO, AS FAR AS KEEPING TRACK OF THAT.

AND THEN IT'LL BE MORE WORK FOR US IN FINANCE, IN MERGING ALL THAT IN TO THIS ANNUAL SCHOOL REPORT THAT WE HAVE TO DO BY SEPTEMBER 15TH OF EACH YEAR.

UM, BUT BE GLAD TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THE AUDIT, UM, AND DO RECOMMEND THAT YOU APPROVE ROBINSON FARMER COX AND ASSOCIATES AS THE FIRM THAT YOU HAVE CONDUCT THAT AUDIT THIS YEAR.

UH, WARREN COUNTY PUBLIC SCHOOLS SWITCHED INSURANCE CARRIERS IN FEBRUARY OF 2021 FROM ANTHEM TO AETNA.

AETNA PROVIDED A 20 MONTHS OF FIXED RATES, UM,

AS PART OF OUR HSA OR HIGH DEDUCTIBLE PLAN ELIGIBLE EMPLOYEES WHO ENROLL OR RE-ENROLL IN THE HIGH DEDUCTIBLE HEALTH SAVINGS PLAN DURING THE DIVISION'S OPEN ENROLLMENT PERIOD WILL BE ELIGIBLE FOR, UM, AN EMPLOYERS PAID CONTRIBUTION OF $1,000 TO THEIR HEALTH SAVINGS ACCOUNT.

THE ANTICIPATED SAVINGS SWITCHING FROM ANTHEM TO AETNA WILL BE PLACED IN OUR HEALTH CARE FUN ACCOUNT TO ALL SET FUTURE ANTICIPATED RATES INCREASES AFTER THE 20 MONTH FIXED RATES HAVE EXPIRED.

SO THE RATES THEMSELVES WOULD REMAIN THE SAME AS WE WERE ABLE TO GATHER FROM OUR CHANGE GOING INTO THE YEAR AND OUR SAVINGS FROM THAT WOULD BE INVESTED IN OUR HEALTH CARE FUND IN ORDER TO OFFSET, WHICH MOST LIKELY WOULD OCCUR, UM, AS AN INCREASE, UH, ONCE WE COME OUT OF THE 20 MONTHS QUESTIONS FOR MR.
