THE WARREN COUNTY SCHOOL BOARD WOULD LIKE TO TAKE THIS TIME TO ADDRESS THE COMMUNITY CONCERNING AN EVENT THAT OCCURRED IN ONE OF OUR SCHOOLS AND HAS CAUSED A DISRUPTION WITHIN OUR SCHOOLS AND COMMUNITY.
THE SCHOOL BOARD ENSURES A SAFE LEARNING ENVIRONMENT FOR ALL STUDENTS, STAFF AND COMMUNITY MEMBERS.
WE ENSURE AN INCLUSIVE LEARNING ENVIRONMENT WHERE WE VALUE EACH INDIVIDUAL.
WARREN COUNTY PUBLIC SCHOOLS DOES NOT DISCRIMINATE AND HAS NO TOLERANCE FOR DISCRIMINATION BASED ON SEX, SEXUAL ORIENTATION, GENDER, GENDER, IDENTITY, RACE, COLOR, NATIONAL ORIGIN, DISABILITY, RELIGION, ANCESTRY, AGE, MARITAL STATUS, PREGNANCY CHILDBIRTH, OR RELATED MEDICAL CONDITIONS, MILITARY STATUS, GENETIC INFORMATION, OR ANY OTHER CHARACTERISTIC PROTECTED BY LAW.

WE ARE COMMITTED TO PROVIDING AN ORDERLY, SUPPORTIVE, AND RESPECTFUL ENVIRONMENT ON A DAILY BASIS.
WE ARE COMMITTED TO PROVIDING AN EDUCATION THAT IS OPEN AND PREPARES OUR STUDENTS TO BE ACTIVE COMMUNITY MEMBERS.

COMMUNITY PARTICIPATION IS A TIME INTENDED FOR THE PUBLIC TO GIVE INPUT ON RELEVANT SCHOOL ISSUES AND NOT INTENDED TO BE A QUESTION AND ANSWER PERIOD, AS THIS MAY BE THE FIRST TIME THE BOARD HAS HEARD THIS INFORMATION, PLEASE DO NOT EXPECT INDIVIDUAL RESPONSES OR ANY COMMENT BY THE BOARD AT THIS TIME, BUT BE ASSURED THAT ANY CONCERNS WILL BE REVIEWED.PLEASE PRINT YOUR NAME ON THE SHEET AT THE PODIUM, STATE YOUR NAME AND ADDRESS AND LIMIT YOUR COMMENTS TO THREE MINUTES.
THE FIRST NAME ON THE LIST IS SOMEONE WHO HAD SUBMITTED A LETTER LAST MEETING, AND IT WAS NOT ABLE TO BE READ.
SO I HAVE ASKED THAT IT'D BE READ AT THIS MEETING AND WITH YOUR PERMISSION, I WILL GO AHEAD AND READ THAT LETTER IS FROM BAMBI MAYOR AND SHE BEGINS BY ASKING THE QUESTION, WHAT DO WE HAVE TO SHOW FOR THE LAST YEAR AND A HALF OF HYSTERIA, OTHER THAN PAIN SUFFERING AND THE LOSS OF OUR LIBERTIES? AND WHAT ARE ACTUALLY STEPS REGARDING VIOLATIONS ARE THE FIRST STEPS IN ENSURING THAT THE STUDENTS AND EMPLOYEES ARE TREATED AND CONSISTENTLY CAN A STUDENT CARRYING A FLAG WITH A TEAR BARREL ON IT IN THE SCHOOLS? YES, IS IT WAS EXPLAINED TO ME BY AN ADMINISTRATOR.
AS SOON AS THAT FLAG IS USED TO BULLY AND HURT ANOTHER STUDENT, THEN IT WILL BE REMOVED.
LET'S START WITH THE UNDERSTANDING THAT ALL THOSE, SOME STUDENTS MAY HAVE HAD ANCESTORS WHO FOUGHT IN THE CONFEDERACY.
THERE ARE OTHER STUDENTS WHO HAVE HAD ANCESTORS WHO WERE OPPOSED WELL, OPPRESSED UNDER THE CONFEDERACY, GENERATIONAL TRAUMA MIXED WITH RACIST RACISM, WHICH IS STILL VERY MUCH ALIVE IN OUR COUNTY.

FAST FORWARD TO LAST WEEK, NV DAILY HEADLINE, SOL SCORES, PLUMMET, AND THE ACCOMPANYING PASS RATE BREAKDOWN FROM LAST YEAR, A 10% DROP IN ENGLISH AND READING A 28% DROP IN MATH, A 29% DROP IN SCIENCE.
AND THAT'S JUST IN ONE YEAR, COULD YOU PLEASE WRAP IT UP? THERE IS NOT ENOUGH TIME ON THE CLOCK FOR ME TO RIP EVERYONE WHO CONTRIBUTED TO THIS DISASTER TO THE EXTENT THAT THEY ALSO DEEPLY DESERVE.

IF THEY MEET THE CRITERIA OF 15 MINUTES OVER 24 HOUR PERIOD.

THE RESULTS OF STANDARDS OF LEARNING

ASSESSMENTS ADMINISTERED DURING THE 2021 SCHOOL YEAR PROVIDED A BASELINE FOR RECOVERY FOR STUDENTS IN SCHOOLS, FOLLOWING AN IMPRESSIVE DATA, DISRUPTION AND INSTRUCTION CAUSED BY THE COVID 19 PANDEMIC.THE SUPERINTENDENT OF PUBLIC INSTRUCTION, JAMES LANE STATED WHEN SOL TESTS WERE ADMINISTERED IN APRIL.
THE FOCUS OF THE TESTING DURING THE 2021 WAS ON COLLECTING DATA TO IDENTIFY THE ACADEMIC NEEDS OF THE STUDENTS AND INFORM STATE AND LOCAL EFFORTS TO HELP STUDENTS RECOVER ACADEMICALLY FROM THE IMPACT OF THE PANDEMIC.
SO SOME OF THE THINGS THAT WE SAW WITHIN THE PANDEMIC IS ONE PARTICIPATION RATES ALL ACROSS THE, THE, THE COMMONWEALTH KIND OF DROPPED.
UH, YOU HAD, UH, 75% LESS STUDENTS, UH, TO THE 80% TEST RATES.
UH, ONE THING THAT SCHOOLS RELY ON A LOT IS RETAKES.
IF A STUDENT SCORES WITHIN A CERTAIN NUMBER OR CERTAIN SCORE OR RANGE, THEN IF THEY MEET THAT CRITERIA OR SOMETHING ELSE, THEN THEY ARE ALLOWED TO TAKE A RETAKE.
TYPICALLY YOU SEE IN VIRGINIA SCHOOLS AROUND 32,000 RETAKES, UH, BECAUSE OF EXTENUATING CIRCUMSTANCES, OR IF THEY HIT A CERTAIN MARK THAT ALLOWS THEM TO TAKE THAT RETAKE.
SO A HUGE DIP IN THE NUMBER OF RETAKES THAT WERE GIVEN IN, IN SCHOOLS LAST YEAR.
UM, AND, AND SO THERE'S, THERE, THERE WERE A LOT OF VARIOUS THINGS THAT WENT ON.
SO ONE OF THE THINGS THAT WE, WE REALLY DON'T WANT TO DO IS WE DON'T WANT TO COMPARE OUR SCORES TO ANYBODY ELSE'S SCORES.
AND WE DON'T WANT TO COMPARE OUR SCHOOLS, THE SCHOOL BECAUSE LAST YEAR WAS A LITTLE BIT DIFFERENT FOR EVERY SCHOOL.
UH, ONE OF THE THINGS THAT YOU, YOU GUYS, ALL REAL YOU GUYS KNOW IS THAT OUR SECONDARY SCHOOLS STARTED THE SCHOOL YEAR.
IF I WAS AN, A STUDENT, I GOT ONE DAY, THE OTHER WERE VIRTUAL, THE OTHER FOUR WERE VIRTUAL.
IF I WAS A B STUDENT, I GOT ONE DAY, THE OTHER FOUR WERE VIRTUAL UNTIL WE WERE ABLE TO GET THEM BACK IN FOUR DAYS A WEEK, OF COURSE, GOING INTO LAST YEAR, WE DIDN'T KNOW THERE WASN'T A SCHOOL IN THE COMMONWEALTH THAT KNEW EXACTLY HOW TO GO ABOUT LAST YEAR.
UM, AND SO THE STRUCTURES THAT WE PUT IN LAST YEAR, SOME OF THOSE STRUCTURES, WE'RE NOT USING THIS YEAR BECAUSE WE KNOW HOW TO WORK WITH THEM.
WE KNOW HOW TO HANDLE IT, AND WE KNOW HOW TO DO WHAT IS BEST FOR OUR STUDENTS AND FOR, FOR OUR STAFF AND KEEPING THEM SAFE, BUT ALSO TO INCREASE INSTRUCTIONAL OPPORTUNITIES FOR OUR STUDENTS.
SO, AS WE LOOK THROUGH THIS DATA, JUST, JUST REMEMBER THAT SOME SCHOOLS WITH, EVEN WITHIN OUR COUNTY, THEY HAD SET UP TO WHERE CERTAIN TEACHERS WERE TEACHING HYBRID.
SOME SCHOOLS HAD TO SET UP TO WHERE THEY HAD DESIGNATED TEACHERS THAT WOULD JUST TEACH TO THE VIRTUAL STUDENTS.
AND THEN THOSE CLASSROOM TEACHERS WOULD TEACH TO THE STUDENTS THAT WERE IN PERSON.
SO EVEN WITHIN OUR OWN COUNTY, WE HAD, WE HAD DIFFERENT SETUPS WITHIN THE SCHOOLS.
AND SO THAT'S WHY I REALLY, YOU CAN NOT JUST LET'S LOOK AT ONE SCHOOL VERSUS THE OTHER SCHOOL TO SEE, WELL, VERY SCORED HERE.
WHY DID THIS SCHOOL SCORE HERE? THERE WERE SO MANY UNDERLYING, UM, ISSUES THAT, THAT YOU'D HAVE TO LOOK AT TOO.
HOW MANY OF THOSE STUDENTS ACTUALLY CAME IN AND OUT OF THE SCHOOL, YOU WOULD FLIP INTO TWO VIRTUAL ONE, YOU KNOW, FOR A MONTH OR TWO, AND THEN COME BACK TO THE IN-PERSON, BUT THEN THEY WOULD JUMP RIGHT BACK OUT TO A, TO A VIRTUAL, UH, BECAUSE WE DID ALLOW FOR ONE EVERY SEMESTER.
AND SO THERE, THERE WERE PARENTS ACTUALLY, AND STUDENTS DID THAT.
SO HAVING THEM JUMPING IN AND OUT ALSO, UM, COULD BE A CAUSE.

UH, THIS IS OUR HIGH SCHOOL DATA.
AND YOU CAN SAY THAT WARREN COUNTY HIGH SCHOOL HAD AN ENGLISH, UH, 83% PASS RATE MATH AND 82% PASS RATE AND SCIENCE, A 63% PASS RATE.
UM, AND THE ONE ON THE RIGHT, IT DOES SAY WARREN COUNTY, BUT THAT SKYLINE HIGH SCHOOL, I APOLOGIZE TO SKYLINE HIGH SCHOOL FOR NOT GETTING THAT CORRECT.
MATH WAS A 35% AND SCIENCE WAS A 47%.
SO YOU CAN SEE THAT EVEN THOUGH OUR SCORES FAIL, THEY DID.
AND WE KNOW THAT WE HAVE HAVE A JOB AHEAD OF US THIS YEAR, BUT THEY FAIL IN CONJUNCTION WITH EVERY OTHER SCHOOL ACROSS THE COMMONWEALTH.

SO FOR THOSE THAT ARE NOT FAMILIAR STUDENTS FROM CLARK COLEPEPPER, FOGGIER, FREDERICK RAPPAHANNOCK, WARREN COUNTY, AND THE CITY OF WINCHESTER ATTEND AT THE LORD FAIRFAX CAMPUS.
THERE ARE A TOTAL OF 196 STUDENTS THERE THIS YEAR.
AND 20 OF THOSE ARE STUDENTS FROM WARREN COUNTY.

THE PROBLEM THAT ARISES IN THAT SCENARIO IS THAT OFTEN NO ONE ACTUALLY CONTACTED THE TEACHER, THE PRINCIPAL, THE GUIDANCE COUNSELOR, THE TRANSPORTATION DEPARTMENT, OR ANYONE ELSE WITHIN THE SCHOOL DIVISION TO MAKE THEM AWARE OF THE ISSUE.
IT IS ABSOLUTELY CRITICAL THAT THE PERSON WHO CAN ACTUALLY HELP YOU AND YOUR CHILD SOLVE THE PROBLEM IS AWARE OF THE PROBLEM.
OTHERWISE THEY WILL NOT BE ABLE TO WORK WITH YOU TO CORRECT THIS ISSUE.
THE ISSUE OUR CHILDREN ARE WATCHING OUR BEHAVIORS, PARENTS, AND THEY ARE LEARNING HOW TO NAVIGATE THE WORLD AND SOLVE PROBLEMS BY WATCHING US, PLEASE SHOW THEM THAT JUMPING ON SOCIAL MEDIA WITHOUT TAKING THE TIME TO HAVE A ONE-ON-ONE CONVERSATION WITH SOMEONE IN A POSITION TO HELP IS NOT THE SOLUTION.

I KNOW WE BLAME COVID FOR WHY WE ARE LOCKING PARENTS OUT OF THEIR SCHOOLS, BUT THAT DOESN'T MAKE LOGICAL SENSE TO ME.
THESE CHILDREN LIVE WITH THEIR PARENTS.
GERMS ARE SHARED BETWEEN THEM IN THE CAR RIDE TO SCHOOL AND AT THE DINNER TABLE.
SO, SO IS EXCLUDING THE PARENT FROM THE BUILDING, THEIR TAXES PAY FOR REALLY NEXT.
I'M HEARING A LOT ABOUT MASK EXEMPTIONS, NOT BEING TAKEN SERIOUSLY.
I KNOW A LOT OF PEOPLE DON'T UNDERSTAND THE MEDICAL AND RELIGIOUS REASONS FOR NOT MASKING.

THOSE ARE THE ISSUES I'M HEARING ABOUT LECTURES FROM THESE TYPES OF CLASSES AND ASSISTANCE IN TEACHING THE MATERIAL IS KEY AND THE CHILD MASTERING THESE SUBJECTS.

SO AS WE'RE, AS WE'RE GOING THROUGH THIS PROCESS, AND AS WE'RE LOOKING AT TIME SCHEDULES, AND WE'RE LOOKING AT FUNDING, AND WE'RE LOOKING AT THOSE TYPES OF THINGS, WE THOUGHT IT WOULD BE BENEFICIAL TO BE ABLE UPFRONT, TO BE ABLE TO SET SOME PRIORITIES AND SO FORTH ON THE THINGS THAT WE FELT LIKE THAT WOULD NEED TO BE ADDRESSED.
BALLENGER MENTIONED EARLIER THIS EVENING OF, UM, OF TWO SEPARATE ACTIONS OF GRANT MONEY, ONE WOULD BE, UH, RECENTLY, AS HE MENTIONED, THERE IS A VENTILATION ADDITIONAL VENTILATION GRANT OF WHICH THE AMOUNT OF MONEY THAT'S WAS GIVEN FROM THE GENERAL ASSEMBLY.
I WANTED TO SAY IT WAS ROUGHLY $250 MILLION THAT WAS GIVEN OUT FROM THE GENERAL ASSEMBLY IS BASED UPON YOUR MARCH 30TH, 2021, UH, ADM NUMBERS AND SO FORTH.
AND WE QUALIFIED UNDER THAT FOR, UM, 1 MILLION, 1 MILLION, 14,000 OR SO NOW THAT FUNDING, UM, IS A MATCH FUNDING.
SO IF WE WERE TO USE THAT, UH, WE WOULD USE THAT WITH A MATCH FUNDING.
THIS IS SOMETHING THAT'S NOT IN YOUR PACKET.
THIS IS JUST SOMETHING THAT WE, WE, WE CAME ACROSS.
UM, SO THERE WOULD BE, UH, OPPORTUNITIES FOR SOME ADDITIONAL FUNDING FOR SOME OF THESE PROJECTS AND THOSE TYPES OF THINGS.
AND INSIDE THE, UH, INSIDE THAT PARTICULAR GRANT ITSELF, THE MATCHING FUNDS CAN ACTUALLY COME FROM SOME OF THE CURRENT GRANT FUNDS THAT WE HAVE CURRENTLY.
SO THERE IS A WAY TO BE ABLE TO, TO MATCH THE FUNDS, TO BE ABLE TO GET THAT ADDITIONAL, UM, 1 MILLION, UH, FOR THOSE TYPES OF PROJECTS.
BALLENGER MENTIONED HE HAD $2 MILLION PROJECTS.
AND ONE OF THE THING WAS BASICALLY, UM, FROM OUR GRANTS THAT WE CURRENTLY HAVE, THAT WE WOULD BE USING FOR A AND E AND THESE TYPES OF THINGS THAT WE WOULD LIKE TO PULL BACK FROM THAT, UH, 1 MILLION OF THAT, BECAUSE THESE CRIMES GRANTS THAT WE HAD, UH, PART OF IT IS FOR RENOVATION WELL FOR VENTILATION AND THOSE TYPES OF THINGS, BUT THERE'S ALSO A REQUIREMENT IN THERE TO, UH, HAVE AT LEAST A MINIMUM OF 20% OF THAT GRANT USED TOWARD, UM, UM, RECOVERY LEARNING AND THOSE TYPES OF THINGS, WHICH WE HAVE SET THAT ASIDE FOR.
BUT AS WE WENT OVER EARLIER WITH SCORES, AS WE WENT OVER EARLIER WITH THE CHALLENGES THAT WE HAVE OF BRINGING STUDENTS BACK IN THE SCHOOL, AS WE WENT OVER EARLIER WITH SOME

DISTRACTIONS THAT YOU HAVE OF TRYING TO GET THINGS BACK TO NORMAL, ALL OF THAT REALLY TAKES AWAY CLASSROOM INSTRUCTIONAL TIME TO SOME DEGREE.SO IN A YEAR'S TIME PERIOD, WE CAN REEVALUATE WHERE WE ARE WITH WHERE WE ARE ACADEMICALLY AND RECOVERING OF LEARNING AND THOSE TYPES OF THINGS WE THEN COULD POSSIBLY HAVE THAT FUNDING AVAILABLE, UH, FOR, UH, MORE, UH, ACADEMIC TYPE ACTIVITIES AND RECOVERY.
OR WE COULD THEN REASSIGN THAT BACK TO THIS PROJECT.
UM, BUT, UM, THE TIMELINE ALLOWS US TO BE ABLE TO BE ABLE TO MAKE THAT DECISION ABOUT A YEAR FROM NOW.

UM, AND YOU KNOW, I WAS ACTUALLY, I UNDERSTAND WE'RE ON A TIGHT SCHEDULE.
I WE'RE ON A TIGHT OF FUNDING FOR A LOT OF THIS, BUT, UM, WE HAVE FOUND OTHER WAYS TO, TO ASSIST ON SOME FUNDING THAT WE MAY RECLASSIFY OVER TO SOME MORE LEARNING RECOVERY.
NOW, THE COMPLETION TIME OF THE GRANTS WERE DIFFERENT.
AND YOU DON'T SEE ANY PROBLEM IN GETTING EVERYTHING COMPLETED.
MA'AM, WE'VE BEEN GIVEN A TIMELINE TO BE ABLE TO MEET THOSE, UH, TO MEET THAT, BUT THAT OBVIOUSLY WILL, IT WILL OBVIOUSLY BE A CONCERN BECAUSE WE, UH, WE DON'T WANT TO, AT THE END OF THIS PROJECT, BE LEFT WITH THINGS TO DO IN A BILL TO PAY OUTSIDE OF THAT.
WE'VE ALSO CONTACTED WITH OUR GRANTS AND THE VIRGINIA DEPARTMENT OF EDUCATION TO SEE IF ON SOME OF THESE GRANTS, IF WE COULD POSSIBLY FLIP-FLOP SOME OF THEM AROUND WHERE, UH, SOME OF THE LARGER FUNDINGS, UH, COULD BE, UH, EXTENDED OUT TO A LONGER TIME SPAN.
IT WOULDN'T, IT WOULDN'T EXCEED THE 20, 24, BUT, AND, AND WORKING WITH SOME OF THE PROJECTS.
AND THAT'S ONE REASON WHY WE WERE AT PRIORITIZE LMK UPFRONT IS TO BE ABLE TO MAKE SURE THAT WE CAN GET THAT WENT UNDER, UM, BECAUSE THAT'S THE LARGER PROJECT.
UH, THAT'S GOING TO BE THE MOST COSTLY PROJECT.
UM, AND THAT'S PROBABLY THE MOST IMMEDIATE NEED OF THE TEAM.
WELL, I THINK THAT FOR A AND E ON L F K GRIM AND PARKER HAD RECENTLY COMPLETED A SCHOOL THAT WAS VERY SIMILAR IN DESIGN WITH THE PODS IS THEY DID.
THEY CREATED, UM, THEY, THEY COME, THEY WORKED ON, UH, MADISON PRIMARY, UH, THERE IN, IN MADISON FOR VIRGINIA.
AND THAT SCHOOL WAS VERY SIMILAR TO LF K UH, THAT SCHOOL IS VERY SIMILAR AND IT, AT THE TIMEFRAME IT WAS BUILT IS EXTREMELY SIMILAR.
UM, I ONLY PUT THIS IN HERE BECAUSE IT'S THE TRUTH.
UM, I'VE BEEN IN AT SCHOOL MANY, A TIMES.
I WENT TO MADISON, I GRADUATED FROM THE HIGH SCHOOL THERE AND SO FORTH.
SO, UM, THAT SCHOOL, UM, I'VE BEEN IN IT MANY TIMES, IT'S, IT'S SORTA LIKE A DIFFERENT VERSION OF A VERY SIMILAR, BUT MAYBE SOME DIFFERENT COLORS, UH, AND THE HALLWAY OF STUFF OF LF K, BUT THEY HAVE WORKED ON THAT.
SO, AND WE'VE BEEN ABLE TO PICK THEIR BRAIN A LITTLE BIT IN REGARDS TO SOME OF THE CHALLENGES THEY FACE THERE, SOME OF THE THINGS THAT MADISON, UM, UH, WISH THEY WOULD HAVE DONE.
