BEFORE WE, UH, PROCEED TO COMMUNITY PARTICIPATION, I WOULD LIKE TO READ SOMETHING A LITTLE PUBLIC ANNOUNCEMENT.

THE WARREN COUNTY SCHOOL BOARD WOULD LIKE TO TAKE THIS TIME TO ADDRESS THE COMMUNITY CONCERNING AN EVENT THAT OCCURRED IN ONE OF OUR SCHOOLS AND HAS CAUSED A DISRUPTION WITHIN OUR SCHOOLS AND COMMUNITY.

THE SCHOOL BOARD ENSURES A SAFE LEARNING ENVIRONMENT FOR ALL STUDENTS, STAFF AND COMMUNITY MEMBERS.

WE ENSURE AN INCLUSIVE LEARNING ENVIRONMENT WHERE WE VALUE EACH INDIVIDUAL.

WARREN COUNTY PUBLIC SCHOOLS DOES NOT DISCRIMINATE AND HAS NO TOLERANCE FOR DISCRIMINATION BASED ON SEX, SEXUAL ORIENTATION, GENDER, GENDER, IDENTITY, RACE, COLOR, NATIONAL ORIGIN, DISABILITY, RELIGION, ANCESTRY, AGE, MARITAL STATUS, PREGNANCY CHILDBIRTH, OR RELATED MEDICAL CONDITIONS, MILITARY STATUS, GENETIC INFORMATION, OR ANY OTHER CHARACTERISTIC PROTECTED BY LAW.

WE UNDERSTAND THAT STUDENTS DO POSSESS A CERTAIN LEVEL OF FREE EXPRESSION RIGHTS UNDER THE FIRST AMENDMENT THOUGH, THEY HAVE THESE RIGHTS, THEY MUST NOT INTERFERE WITH THE EDUCATIONAL ENVIRONMENT.

WE ARE COMMITTED TO PROVIDING AN ORDERLY, SUPPORTIVE, AND RESPECTFUL ENVIRONMENT ON A DAILY BASIS.

WE ARE COMMITTED TO PROVIDING AN EDUCATION THAT IS OPEN AND PREPARES OUR STUDENTS TO BE ACTIVE COMMUNITY MEMBERS.

WE VALUE INDIVIDUALITY AND RESPECT.

SELF-EXPRESSION.

HOWEVER, WE WILL NOT ALLOW THIS TO INTERFERE WITH THE SCHOOL ENVIRONMENT AND OR THE RIGHTS OF OUR STUDENTS.

COMMUNITY PARTICIPATION IS A TIME INTENDED FOR THE PUBLIC TO GIVE INPUT ON RELEVANT SCHOOL ISSUES AND NOT INTENDED TO BE A QUESTION AND ANSWER PERIOD, AS THIS MAY BE THE FIRST TIME THE BOARD HAS HEARD THIS INFORMATION, PLEASE DO NOT EXPECT INDIVIDUAL RESPONSES OR ANY COMMENT BY THE BOARD AT THIS TIME, BUT BE ASSURED THAT ANY CONCERNS WILL BE REVIEWED.

PLEASE PRINT YOUR NAME ON THE SHEET AT THE PODIUM, STATE YOUR NAME AND ADDRESS AND LIMIT YOUR COMMENTS TO THREE MINUTES.

MR. BALLANTINE, MADAM CHAIR.

THE FIRST NAME ON THE LIST IS SOMEONE WHO HAD SUBMITTED A LETTER LAST MEETING, AND IT WAS NOT ABLE TO BE READ.

SO I HAVE ASKED THAT IT'D BE READ AT THIS MEETING AND WITH YOUR PERMISSION, I WILL GO AHEAD AND READ THAT LETTER IS FROM BAMBI MAYOR AND SHE BEGINS BY ASKING THE QUESTION, WHAT DO WE HAVE TO SHOW FOR THE LAST YEAR AND A HALF OF HYSTERIA, OTHER THAN PAIN SUFFERING AND THE LOSS OF OUR LIBERTIES? LIKE, DO WE HAVE ANYTHING POSITIVE TO SHOW FOR IT? ANYTHING AT ALL, HOW MANY CHILDREN ARE WE WILLING TO SACRIFICE THE MENTAL, PHYSICAL, AND EMOTIONAL HEALTH OF, FOR THE SAKE OF ABIDING, BY WHAT WE ARE TOLD TO DO BY THE SAME PEOPLE WHO HAVE BEEN WRONG AT EVERY STEP OF THE WAY OVER THE LAST YEAR AND A HALF.

THIS IDEA OF TURNING OUR CHILDREN INTO NEUROTIC ANXIETY, ADULT ZOMBIES, SCARED OF THEIR OWN SHADOWS WITH ALL THIS NONSENSE IS NEITHER MORALLY ACCEPTABLE OR SUSTAINABLE LOCKDOWNS, SOCIAL DISTANCING, MASKS, VACCINATIONS, NONE OF THESE HAVE PROVEN EFFECTIVE TO QUOTE MY HUSBAND FROM HIS FIRST TIME.

SPEAKING WITH THE BOARD BACK IN MAY, NONE OF THESE SYMBOLS OF COMPLIANCE, CONFORMITY AND SUBMISSION HAVE DONE ANYTHING QUANTIFIABLE TO BETTER THE LIVES OF OUR CHILDREN.

QUITE THE CONTRARY.

IN FACT, HE WAS RIGHT WHEN HE SAID IT THEN, AND THAT STATEMENT STANDS CORRECT TODAY.

OUR THREE CHILDREN ARE ALL IN WARREN COUNTY SCHOOLS AND ALL OF THEM HAVE SUFFERED OVER THE LAST YEAR AND A HALF WITH ALL OF THIS IN SPITE OF OUR TRYING TO KEEP LIFE AS NORMAL AS POSSIBLE OUTSIDE OF SCHOOL.

AND I'M NOT ALONE, DO NOT FORCE PARENTS INTO ANOTHER YEAR OF HYSTERICS AND LOSS OF NORMAL CHILDHOOD.

THE IDEA OF IT IS DISGUSTING.

SHAME ON EVERY SINGLE PERSON INVOLVED.

IF THIS IS BROUGHT BACK AGAIN, LET OUR CHILDREN GET BACK TO LIFE AS NORMAL CHILDREN FOR GOD'S SAKE.

WHEN I ATTEND THE SCHOOL, THE BUDWEISER FROGS WERE A POPULAR MARKETING SENSATION SO MUCH.

SO STUDENTS WOULD WEAR BUDWEISER FROGS SHIRTS TO SCHOOL.

THESE SHIRTS WERE OBVIOUSLY INAPPROPRIATE FOR A STUDENT TO WEAR TO SCHOOL IS ALCOHOLIC.

BEVERAGES ARE NOT FOR CONSUMPTION OF PEOPLE BELOW THE AGE OF 21.

THEY ALSO VIOLATED POLICY.

I HAVE REVIEWED WARREN COUNTY PUBLIC SCHOOLS POLICY, AND I HAVE A GRAVE CONCERN THAT EQUITY ISSUES EXIST.

AS POLICIES ARE BIG AT THE BEST OF SOME POLICY SIMPLY DO NOT EXIST.

ISSUES THAT ARISE.

CAN'T BE TREATED ON A CASE BY CASE BASIS, POLICY AND PROCEDURE REGARDING WHAT IS AND IS NOT PERMITTED.

AND WHAT ARE ACTUALLY STEPS REGARDING VIOLATIONS ARE THE FIRST STEPS IN ENSURING THAT THE STUDENTS AND EMPLOYEES ARE TREATED AND CONSISTENTLY CAN A STUDENT CARRYING A FLAG WITH A TEAR BARREL ON IT IN THE SCHOOLS? YES, IS IT WAS EXPLAINED TO ME BY AN ADMINISTRATOR.

AS SOON AS THAT FLAG IS USED TO BULLY AND HURT ANOTHER STUDENT, THEN IT WILL BE REMOVED.

LET'S START WITH THE UNDERSTANDING THAT ALL THOSE, SOME STUDENTS MAY HAVE HAD ANCESTORS WHO FOUGHT IN THE CONFEDERACY.

THERE ARE OTHER STUDENTS WHO HAVE HAD ANCESTORS WHO WERE OPPOSED WELL, OPPRESSED UNDER THE CONFEDERACY, GENERATIONAL TRAUMA MIXED WITH RACIST RACISM, WHICH IS STILL VERY MUCH ALIVE IN OUR COUNTY.

MAKE THE CONFEDERATE FLAG, A RECOGNIZED SYMBOL OF HATE AND OPPRESSION.

VERY MUCH A CURRENT CONCERN FOR STUDENTS START REVIEWING POLICIES, START ENACTING POLICIES THAT WILL PROVIDE OUR

STUDENTS WITH A SAFE LEARNING ENVIRONMENT THAT DOES NOT EMBRACE HATE AS A AS FREE SPEECH.

THIS INCLUDES PROTECTING AND SUPPORTING LB GBTQ STUDENTS.

THE A V D O E POLICIES WERE NOT ADOPTED BY THIS BOARD AND THEY OFFER SUPPORT GUIDANCE AND PROTECTION FOR THE STUDENTS.

NOW CAN I DO MINE? CAN I GO HIT LIKE THREE MINUTES? I AM HERE TONIGHT TO TALK ABOUT THE STATE OF WARREN COUNTY PUBLIC SCHOOLS.

OUR STUDENTS TEST SCORES, HABITS SUFFERING FOR QUITE A WHILE.

WE ARE NEAR THE BOTTOM IN THE STATE OF VIRGINIA YET INSTEAD OF FOCUSING ON IMPROVING STUDENT PERFORMANCE, WE FOCUS ON DISTRACTIONS THAT PROVIDE NO VALUE TO STUDENT PERFORMANCE.

AT THIS LAST MEETING AT THE LAST MEETING, THIS ROOM WAS FULL OF ADULTS WITH VARIOUS OPINIONS ON THE TRANSGENDER BATHROOM, THE VIRGINIA DEPARTMENT OF EDUCATION, AND ALREADY MANDATED WHAT WE NEEDED TO DO.

THE LAWS ARE SIMPLE.

YOU CANNOT DISCRIMINATE IN OUR REPEAT THAT YOU CANNOT DISCRIMINATE THIS PAST WEEK.

THE SUPREME COURT MADE A TRANSGENDER STUDENT, A VERY RICH MAN.

GAVIN GRIMM HAD SUED THE GAR CHESTER COUNTY VIRGINIA SCHOOL BOARD.

AFTER HE WAS BARRED FROM USING THE BOYS BATHROOM, THE SCHOOL BOARD HAS NOW HAVE TO PAY $1.3 MILLION.

PLUS ATTORNEY FEES.

THIS SUIT LASTED FOR APPROXIMATELY THREE YEARS.

WE DO NOT NEED LEADERS THAT ARE WILLING TO EXPOSE THE COUNTY TO UNNECESSARY LAWSUITS, ESPECIALLY WHEN THE SUBJECT MATTER HAS ALREADY BEEN LITIGATED.

DON'T LET PERSONAL OPINIONS AND PERSONAL RELIGIOUS CLOUD, YOUR GOOD JUDGMENT.

TELL YOUR CONSTITUENTS, THE COLD, HARD FACTS.

IF WE WANT A MASS, IF THE ADULTS CHOSE TO GET VACCINATED, WE WEAR MASKS TO STOP THE SPREAD OF COVID.

WE GET THE VACCINE TO STOP THE SPREAD, WEARING A MASK, PROTECT THOSE AROUND YOU IN CASE IF THEY ARE INFECTED AND SHOW NO SYMPTOMS, EXCUSE ME.

I PLAYED TO ALL OF YOU, UNFORTUNATELY, NOT MANY OF Y'ALL HERE THAT I WILL NEVER SHOUT ANY OF YOU DOWN BECAUSE I THINK YOU'RE AN EVIL PERSON WITH EVIL IDEAS OR FOR ANY OTHER REASON, FOR THAT MATTER TO PULL OUT ANOTHER FANCY QUOTE, LET'S GO WITH THE GREEK PLAYWRIGHT, YOUR EQUITIES, WHO SAID A SLAVE IS HE WHO CANNOT SPEAK HIS THOUGHTS.

IN FACT, SUCH SILENCING IS DAMN NEAR GUARANTEED TO LEAD TO ESCALATION FROM WORDS TO SOMETHING ELSE.

AND I'M CERTAIN THAT ALL OF US CAN FIND COMMON GROUND AND SAY THAT THERE IS NOTHING IN THAT THAT BENEFITS ANY OF US WOULD THAT BE SAID, I WOULD LIKE TO ADDRESS ONE MORE TOPIC BEFORE I GET THE BUZZER.

WHEN I FIRST CAME TO A SCHOOL BOARD MEETING A COUPLE OF, OR EXCUSE ME, A FEW MONTHS AGO, I STATED THAT THE DAMAGE BEING INFLICTED UPON OUR CHILDREN WITH THE FORCE OF VIRTUAL LEARNING WOULD NOT BE FULLY RECOGNIZED FOR YEARS.

FAST FORWARD TO LAST WEEK, NV DAILY HEADLINE, SOL SCORES, PLUMMET, AND THE ACCOMPANYING PASS RATE BREAKDOWN FROM LAST YEAR, A 10% DROP IN ENGLISH AND READING A 28% DROP IN MATH, A 29% DROP IN SCIENCE.

AND THAT'S JUST IN ONE YEAR, COULD YOU PLEASE WRAP IT UP? THERE IS NOT ENOUGH TIME ON THE CLOCK FOR ME TO RIP EVERYONE WHO CONTRIBUTED TO THIS DISASTER TO THE EXTENT THAT THEY ALSO DEEPLY DESERVE.

SO I WON'T, BUT MAKE NO MISTAKE.

THE ABJECT FAILURE OF LAST SCHOOL YEAR HAS ALREADY PROVEN MY PROGNOSIS TO HAVE BEEN WISHFUL THINKING ON STEROIDS.

PEOPLE WITH FANCY CREDENTIALS WILL PONTIFICATE ON THE REASON FOR SUCH AN EMBARRASSMENT, BUT I SAY LET'S IGNORE THEM.

MAYBE CONSIDER GETTING RID OF PARALYSIS BY ANALYSIS AND START DOING SOMETHING SUBSTANTIVE TO CORRECT THE ISSUE, THE TAX DOLLARS OF WE, THE PEOPLE BEING SQUANDERED DEMAND IT AND OUR CHILDREN CERTAINLY DESERVE IT.

LET'S STOP WASTING TIME ON NONSENSE AND FOCUS ON THINGS THAT ACTUALLY MAKE A DIFFERENCE.

I KNOW IT'S A PRAGMATIC CONCEPT THAT BUREAUCRATS FEAR, BUT CONQUERING SUCH A FEAR CAN BE BENEFICIAL TO ASSIST THEM WOEFULLY IN NEED OF IMPROVEMENT, ACCOUNTABILITY, AND SOME STANDARD OF EXCELLENCE I WOULD LOVE TO GO ON, BUT OBVIOUSLY MY TIME IS ABOUT UP AND I WILL LEAVE IT AT THAT.

SO I DID WANT TO KIND OF GO OVER A COUPLE OF THINGS THAT ACCORDING TO CDC GUIDELINES THAT WE HAVE TO FOLLOW AND WHEN IT COMES TO QUARANTINE, CAUSE YOU KNOW, OUR GOAL THIS YEAR IS TO PROTECT STUDENTS AND, AND STAFF, BUT ALSO TO PROTECT INSTRUCTION TO THE BEST OF OUR ABILITY BECAUSE WE WANT TO PROTECT INSTRUCTION FOR ALL STUDENTS.

UH, WE KNOW THAT HAVING OUR STUDENTS IN THE CLASSROOM IS THE MOST BENEFICIAL FOR THEM.

SO WHEN WE LOOK AT OUR QUARANTINE REQUIREMENTS, IF A STUDENT IS UNVACCINATED AND UNMASKED, UM, IF THAT STUDENT IS WITHIN SIX FEET, THEY HAVE TO AUTOMATICALLY QUARANTINE.

IF THEY MEET THE CRITERIA OF 15 MINUTES OVER 24 HOUR PERIOD.

UH, BUT IF THAT STUDENT IS OVER SIX FEET UNVACCINATED ON MASS, THEN THEY DO NOT HAVE TO QUARANTINE, UNVACCINATED AND MASS STUDENTS THAT ARE WITHIN ZERO TO THREE FEET.

UH, YOU DO HAVE TO QUARANTINE.

SO WHEN YOU'RE OUTSIDE OF THAT, THAT, THAT THRESHOLD, THEN THEY DO NOT HAVE TO QUARANTINE.

IF WE CAN FOLLOW THIS GUIDANCE, THIS SLIDE, I JUST WANTED TO KIND OF SHOW YOU A LITTLE DIAGRAM OF WHEN YOU'RE LOOKING AT A CLASSROOM SET UP AND YOU CAN SEE THE ONE ON THE LEFT THERE, I GUESS YES.

UM, IF THE STUDENT IN THE CENTER WAS THAT TESTED POSITIVE FOR COVID AND THOSE DESKS ARE THREE FEET APART, ALL OF THOSE STUDENTS AROUND THAT, THAT, THAT ONE STUDENT WOULD HAVE TO QUARANTINE, UH, ACCORDING TO THE GUIDANCE THAT WE'RE GIVEN THAT WE HAVE TO FOLLOW, IF THAT SAME STUDENT IS IN THE MIDDLE AND THEY HAVE THE NEXT SIDE OVER THERE THAT, AND THEY'RE MASKED ALL OF THOSE STUDENTS GET TO STAY IN SCHOOL.

AND ONLY THE STUDENT THAT TESTED POSITIVE WOULD HAVE TO QUARANTINE BECAUSE OF THE, BECAUSE OF THE GUIDANCE THAT WE HAVE TO FOLLOW.

THESE ARE THE THINGS THAT WE ARE SETTING UP TO TRY TO MAKE SURE THAT WE CAN MAXIMIZE THE INSTRUCTION FOR ALL OF OUR STUDENTS.

GREEN ON A DAILY BASIS, AND I KNOW THAT MR. HIRSCH AND HIS TEAM, UH, TALK WITH THE EPIDEMIOLOGISTS ON A DAILY BASIS AS WELL.

UH, IN, IN CONVERSATION WITH DR.

GREEN TODAY, WARREN COUNTY SCHOOLS IS NOT ON THE MOST RECENT LIST OF OUTBREAKS AND THERE IS NO CLEAR KNOWLEDGE OF ANY OUTBREAKS, UH, WITHIN OUR SCHOOLS.

UH, ALL OF THE CASES THAT THAT DR.

GREEN HAS REPORTED TO ME AS FAR AS WHEN IN OUR CONVERSATION, THROUGH OUR VERY WORKING WITH THE LORD FAIRFAX HEALTH DISTRICT, THAT ALL THE CASES THAT WE'RE REPORTING ON OUR DASHBOARD OR CASES THAT ARE IDENTIFIED IN THE COMMUNITY.

AND SO, YOU KNOW, HE, HE CONTINUED TO TELL ME THAT, YOU KNOW, WE ARE DOING A GOOD JOB WITH OUR IDENTIFICATION, WITH OUR QUARANTINING TO MAKE SURE THAT WE DO NOT HAVE ANY COMMUNITY SPREAD WITHIN OUR SCHOOLS.

AND, AND WHAT WE ASK IS FOR OUR COMMUNITY TO HELP SUPPORT US AS WE TRY TO PROVIDE INSTRUCTION FOR EVERY SINGLE STUDENT, UM, WE UNDERSTAND THAT THE STUDENTS BEING IN THE CLASSROOM ARE THAT, THAT THAT'S MOST BENEFICIAL FOR THEM, BUT WE KNEW THAT OUR COMMUNITY TO HELP SUPPORT US AND TO MAKE THAT HAPPEN FOR, FOR ALL OF OUR STUDENTS, THE 2021 SOL RESULTS, UH, WERE, WERE REPORTED LAST WEEK.

THE RESULTS OF STANDARDS OF LEARNING

ASSESSMENTS ADMINISTERED DURING THE 2021 SCHOOL YEAR PROVIDED A BASELINE FOR RECOVERY FOR STUDENTS IN SCHOOLS, FOLLOWING AN IMPRESSIVE DATA, DISRUPTION AND INSTRUCTION CAUSED BY THE COVID 19 PANDEMIC.

THE SUPERINTENDENT OF PUBLIC INSTRUCTION, JAMES LANE STATED WHEN SOL TESTS WERE ADMINISTERED IN APRIL.

THE FOCUS OF THE TESTING DURING THE 2021 WAS ON COLLECTING DATA TO IDENTIFY THE ACADEMIC NEEDS OF THE STUDENTS AND INFORM STATE AND LOCAL EFFORTS TO HELP STUDENTS RECOVER ACADEMICALLY FROM THE IMPACT OF THE PANDEMIC.

SO SOME OF THE THINGS THAT WE SAW WITHIN THE PANDEMIC IS ONE PARTICIPATION RATES ALL ACROSS THE, THE, THE COMMONWEALTH KIND OF DROPPED.

UH, YOU HAD, UH, 75% LESS STUDENTS, UH, TO THE 80% TEST RATES.

UH, ONE THING THAT SCHOOLS RELY ON A LOT IS RETAKES.

IF A STUDENT SCORES WITHIN A CERTAIN NUMBER OR CERTAIN SCORE OR RANGE, THEN IF THEY MEET THAT CRITERIA OR SOMETHING ELSE, THEN THEY ARE ALLOWED TO TAKE A RETAKE.

TYPICALLY YOU SEE IN VIRGINIA SCHOOLS AROUND 32,000 RETAKES, UH, BECAUSE OF EXTENUATING CIRCUMSTANCES, OR IF THEY HIT A CERTAIN MARK THAT ALLOWS THEM TO TAKE THAT RETAKE.

LAST YEAR, THERE WERE 3,200.

SO A HUGE DIP IN THE NUMBER OF RETAKES THAT WERE GIVEN IN, IN SCHOOLS LAST YEAR.

UM, AND, AND SO THERE'S, THERE, THERE WERE A LOT OF VARIOUS THINGS THAT WENT ON.

SO ONE OF THE THINGS THAT WE, WE REALLY DON'T WANT TO DO IS WE DON'T WANT TO COMPARE OUR SCORES TO ANYBODY ELSE'S SCORES.

AND WE DON'T WANT TO COMPARE OUR SCHOOLS, THE SCHOOL BECAUSE LAST YEAR WAS A LITTLE BIT DIFFERENT FOR EVERY SCHOOL.

UH, ONE OF THE THINGS THAT YOU, YOU GUYS, ALL REAL YOU GUYS KNOW IS THAT OUR SECONDARY SCHOOLS STARTED THE SCHOOL YEAR.

IF I WAS AN, A STUDENT, I GOT ONE DAY, THE OTHER WERE VIRTUAL, THE OTHER FOUR WERE VIRTUAL.

IF I WAS A B STUDENT, I GOT ONE DAY, THE OTHER FOUR WERE VIRTUAL UNTIL WE WERE ABLE TO GET THEM BACK IN FOUR DAYS A WEEK, OF COURSE, GOING INTO LAST YEAR, WE DIDN'T KNOW THERE WASN'T A SCHOOL IN THE COMMONWEALTH THAT KNEW EXACTLY HOW TO GO ABOUT LAST YEAR.

IT'S AN ANOMALY.

UM, AND SO THE STRUCTURES THAT WE PUT IN LAST YEAR, SOME OF THOSE STRUCTURES, WE'RE NOT USING THIS YEAR BECAUSE WE KNOW HOW TO WORK WITH THEM.

WE KNOW HOW TO HANDLE IT, AND WE KNOW HOW TO DO WHAT IS BEST FOR OUR STUDENTS AND FOR, FOR OUR STAFF AND KEEPING THEM SAFE, BUT ALSO TO INCREASE INSTRUCTIONAL OPPORTUNITIES FOR OUR STUDENTS.

SO, AS WE LOOK THROUGH THIS DATA, JUST, JUST REMEMBER THAT SOME SCHOOLS WITH, EVEN WITHIN OUR COUNTY, THEY HAD SET UP TO WHERE CERTAIN TEACHERS WERE TEACHING HYBRID.

SOME SCHOOLS HAD TO SET UP TO WHERE THEY HAD DESIGNATED TEACHERS THAT WOULD JUST TEACH TO THE VIRTUAL STUDENTS.

AND THEN THOSE CLASSROOM TEACHERS WOULD TEACH TO THE STUDENTS THAT WERE IN PERSON.

SO EVEN WITHIN OUR OWN COUNTY, WE HAD, WE HAD DIFFERENT SETUPS WITHIN THE SCHOOLS.

AND SO THAT'S WHY I REALLY, YOU CAN NOT JUST LET'S LOOK AT ONE SCHOOL VERSUS THE OTHER SCHOOL TO SEE, WELL, VERY SCORED HERE.

WHY DID THIS SCHOOL SCORE HERE? THERE WERE SO MANY UNDERLYING, UM, ISSUES THAT, THAT YOU'D HAVE TO LOOK AT TOO.

HOW MANY OF THOSE STUDENTS ACTUALLY CAME IN AND OUT OF THE SCHOOL, YOU WOULD FLIP INTO TWO VIRTUAL ONE, YOU KNOW, FOR A MONTH OR TWO, AND THEN COME BACK TO THE IN-PERSON, BUT THEN THEY WOULD JUMP RIGHT BACK OUT TO A, TO A VIRTUAL, UH, BECAUSE WE DID ALLOW FOR ONE EVERY SEMESTER.

AND SO THERE, THERE WERE PARENTS ACTUALLY, AND STUDENTS DID THAT.

SO HAVING THEM JUMPING IN AND OUT ALSO, UM, COULD BE A CAUSE.

SO THERE'S A LOT OF THINGS THAT WENT INTO LAST YEAR THAT NOT JUST FOR WARREN COUNTY, BUT FOR THE ENTIRE COMMONWEALTH THAT CAUSED THE SOL SCORES TO BE LOWER SO WHEN WE LOOK AT THE DIVISION OVERALL, YOU CAN SEE THE 1819 SCORES ON THE LEFT.

OF COURSE THERE WAS NO 1920, BECAUSE THAT'S WHEN WE FIRST, WHEN SCHOOLS WERE SHUT DOWN ON MARCH 13TH.

AND, UH, YOU CAN SEE THAT FOR ENGLISH.

UM, AND THE ONE ON THE RIGHT, IT DOES SAY WARREN COUNTY, BUT THAT SKYLINE HIGH SCHOOL, I APOLOGIZE TO SKYLINE HIGH SCHOOL FOR NOT GETTING THAT CORRECT.

UH, ENGLISH WAS A 76%.

MATH WAS A 35% AND SCIENCE WAS A 47%.

SO YOU CAN SEE THAT EVEN THOUGH OUR SCORES FAIL, THEY DID.

IT IS ABSOLUTELY CRITICAL THAT THE PERSON WHO CAN ACTUALLY HELP YOU AND YOUR CHILD SOLVE THE PROBLEM IS AWARE OF THE PROBLEM.

OTHERWISE THEY WILL NOT BE ABLE TO WORK WITH YOU TO CORRECT THIS ISSUE.

I HAD ASSUMED ALL THE MONEY WE SPENT LAST YEAR ON SETTING UP VIRTUAL WOULD BE USED THIS YEAR, DURING TIMES OF NEEDED QUARANTINE.

I'M FINDING OUT THAT THIS ISN'T THE CASE.

I KNOW TEACHING VIRTUALLY IS A LOT OF WORK FOR THE TEACHERS, BUT MY CONCERN IS FOR YET ANOTHER YEAR OF LOST LEARNING, ESPECIALLY FOR THE OLDER KIDS WHO HAVE A HIGHER LEVEL OF WORK THAT IS LIKELY TO INVOLVE FOR THE PARENTS TO HELP OR TEACH AT HOME ADVANCED MATH, FOREIGN LANGUAGE, ET CETERA.

THOSE ARE THE ISSUES I'M HEARING ABOUT LECTURES FROM THESE TYPES OF CLASSES AND ASSISTANCE IN TEACHING THE MATERIAL IS KEY AND THE CHILD MASTERING THESE SUBJECTS.

I WORRY THAT MISSING OVER A WEEK OF SCHOOL WILL SET CHILDREN BACK, WHICH COULD SNOWBALL INTO YET ANOTHER YEAR OF LOSS LEARNING.

I WOULD REALLY LIKE TO REVISIT HOW WE CAN TROUBLESHOOT THIS PROBLEM AND FIND A BETTER SOLUTION.

UM, I WENT TO, UM, WARREN COUNTY MIDDLE SCHOOL.

UM, IT IS, UH, I GOT THERE EARLY.

I STOOD OUT THERE WITH MY UMBRELLA, CAUSE IT WAS TODAY AND WATCH THE CARS COME IN, KIDS GOT OUT, IT WAS VERY ORDERLY.

THERE WAS NO CONFUSION.

OF COURSE, THESE KIDS HAVE BEEN DOING THIS FOR A WEEK OR TWO NOW.

UH, AND I WAS IMPRESSED THE WAY THE CARS CAME UP, THE RESOURCE OFFICER WAS OUT THERE AND EVERYBODY WAS ON THE SAME PAGE.

IT WAS LIKE A WELL-OILED MACHINE THERE.

UM, THERE ALSO, UH, SHE EXPLAINED TO THE KIDS, EVERYTHING THEY NEEDED TO KNOW, UM, AND A LITTLE BIT MORE HER POSITIVE ATTITUDE WAS SEEN BY THE STAFF IN THAT OFFICE.

REMEMBER I GOT THERE EARLY.

I HAD TO SIT THERE FOR 20 MINUTES AND I, IT, I SAW THE WAY THE STAFF INTERACTED WITH EACH OTHER WHEN THE SUBSTITUTE CAME IN, THEY HAD A PACKAGE READY FOR THE SUB.

SO THE SUB KNEW WHAT ROOM, WHAT SUBJECT, ET CETERA.

UM, VERY WELL ORGANIZED, VERY WELL ORGANIZED.

SO I WAS, I WAS PRETTY PLEASED WITH IT.

THE, UM, THE OTHER THING I SAW WAS IN THE FRONT OF THE BUILDING WHEN I WALKED UP WAS A L LIKE A LENDING LIBRARY BOX.

WHEN I MET THE SHOP TEACHER LATER IN OUR TOUR, HE AND HIS STUDENTS BUILT THAT BOX.

IF YOU HAVEN'T SEEN IT, YOU NEED TO GO LOOK.

IT IS REMARKABLE.

UM, SO I WANTED TO GIVE SOME, UH, THANKS TO THE SHOP TEACHER WHO PUT THAT TOGETHER.

I SAID, WHAT IS ALL THAT? THEY LOOKED LIKE THEY WERE ON BATTERY CHARGERS, YOU KNOW? AND HE SAID, THAT'S WHAT WE USE TO TREAT THE BUSES.

SO, AND THEY GOT PLENTY OF THEM.

SO IT'S NOT GOING TO TAKE TWO PEOPLE, YOU KNOW, FOUR HOURS TO DO THIS THING.

IF YOU LOOK AT, UH, LF LSK, UM, THEIR, UH, UH, SCHEME DESIGN, UM, AND THEIR DESIGN CONSTRUCTION DOCUMENTS, THE BID ASSESSMENT ASSISTANCE, NEGOTIATION, CONSTRUCTION, AND SO FORTH FOR THE A AND E IS $929,258 AND 80 CENTS.

AND AS I MENTIONED, THESE, UM, UM, THE FUNDS FOR THIS OR OUR GRANT FUNDING, WE WOULD LOOK DR.

BALLENGER, MYSELF, UH, MR. LEVACY, WE, UH, WE MET EARLIER THIS WEEK TO LOOK AT A PRIORITY AND SO FORTH UPON THESE, UH, UH, PROJECTS.

UH, OUR FIRST PRIORITY OBVIOUSLY WOULD BE TO GO AHEAD AND BE ABLE TO COMPLETE AND DO THE A AND E FOR THESE, SO THAT WE WOULD HAVE THE DESIGNS AND SO FORTH THAT WE WOULD NEED, UH, FOR IMMEDIATE ACTION, AS WELL AS ANY, UH, FUTURE ACTIONS.

SECONDLY, UM, THE PRIORITY WOULD BE ONCE WE HAD THE DESIGNS IS TO PUT LMK, UH, AS OUR FIRST PLACE TO MAKE SURE THAT WE, UH, TAKE CARE OF LK IS, UH, AS A, UM, A LARGER MUCH LARGER FACILITY.

IT NOT ONLY HAS, UH, NEEDS AT THE HPAC, BUT ALSO, AS WE MENTIONED EARLIER, THE DESIGN AND SO FORTH OF THAT SCHOOL CREATES THE OPEN POD SYSTEM AND THOSE TYPES OF THINGS.

SO, UH, WE FEEL LIKE THAT THAT PROBABLY OF THE TWO DIFFERENT FACILITIES WOULD BE A HIGHER PRIORITY.

UM, AND THEN OUR BLUE RIDGE TECHNICAL CENTER AND SO FORTH WOULD BE OUR THIRD PRIORITY.

SO AS WE'RE, AS WE'RE GOING THROUGH THIS PROCESS, AND AS WE'RE LOOKING AT TIME SCHEDULES, AND WE'RE LOOKING AT FUNDING, AND WE'RE LOOKING AT THOSE TYPES OF THINGS, WE THOUGHT IT WOULD BE BENEFICIAL TO BE ABLE UPFRONT, TO BE ABLE TO SET SOME PRIORITIES AND SO FORTH ON THE THINGS THAT WE FELT LIKE THAT WOULD NEED TO BE ADDRESSED.

BALLENGER MENTIONED EARLIER THIS EVENING OF, UM, OF TWO SEPARATE ACTIONS OF GRANT MONEY, ONE WOULD BE, UH, RECENTLY, AS HE MENTIONED, THERE IS A VENTILATION ADDITIONAL VENTILATION GRANT OF WHICH THE AMOUNT OF MONEY THAT'S WAS GIVEN FROM THE GENERAL ASSEMBLY.

I WANTED TO SAY IT WAS ROUGHLY $250 MILLION THAT WAS GIVEN OUT FROM THE GENERAL ASSEMBLY IS BASED UPON YOUR MARCH 30TH, 2021, UH, ADM NUMBERS AND SO FORTH.

AND WE QUALIFIED UNDER THAT FOR, UM, 1 MILLION, 1 MILLION, 14,000 OR SO NOW THAT FUNDING, UM, IS A MATCH FUNDING.

SO IF WE WERE TO USE THAT, UH, WE WOULD USE THAT WITH A MATCH FUNDING.

THIS IS SOMETHING THAT'S NOT IN YOUR PACKET.

THIS IS JUST SOMETHING THAT WE, WE, WE CAME ACROSS.

UM, SO THERE WOULD BE, UH, OPPORTUNITIES FOR SOME ADDITIONAL FUNDING FOR SOME OF THESE PROJECTS AND THOSE TYPES OF THINGS.

AND INSIDE THE, UH, INSIDE THAT PARTICULAR GRANT ITSELF, THE MATCHING FUNDS CAN ACTUALLY COME FROM SOME OF THE CURRENT GRANT FUNDS THAT WE HAVE CURRENTLY.

SO THERE IS A WAY TO BE ABLE TO, TO MATCH THE FUNDS, TO BE ABLE TO GET THAT ADDITIONAL, UM, 1 MILLION, UH, FOR THOSE TYPES OF PROJECTS.

THE SECOND THING THAT DR.

BALLENGER MENTIONED HE HAD $2 MILLION PROJECTS.

AND ONE OF THE THING WAS BASICALLY, UM, FROM OUR GRANTS THAT WE CURRENTLY HAVE, THAT WE WOULD BE USING FOR A AND E AND THESE TYPES OF THINGS THAT WE WOULD LIKE TO PULL BACK FROM THAT, UH, 1 MILLION OF THAT, BECAUSE THESE CRIMES GRANTS THAT WE HAD, UH, PART OF IT IS FOR RENOVATION WELL FOR VENTILATION AND THOSE TYPES OF THINGS, BUT THERE'S ALSO A REQUIREMENT IN THERE TO, UH, HAVE AT LEAST A MINIMUM OF 20% OF THAT GRANT USED TOWARD, UM, UM, RECOVERY LEARNING AND THOSE TYPES OF THINGS, WHICH WE HAVE SET THAT ASIDE FOR.

BUT AS WE WENT OVER EARLIER WITH SCORES, AS WE WENT OVER EARLIER WITH THE CHALLENGES THAT WE HAVE OF BRINGING STUDENTS BACK IN THE SCHOOL, AS WE WENT OVER EARLIER WITH SOME

DISTRACTIONS THAT YOU HAVE OF TRYING TO GET THINGS BACK TO NORMAL, ALL OF THAT REALLY TAKES AWAY CLASSROOM INSTRUCTIONAL TIME TO SOME DEGREE.

SO IN A YEAR'S TIME PERIOD, WE CAN REEVALUATE WHERE WE ARE WITH WHERE WE ARE ACADEMICALLY AND RECOVERING OF LEARNING AND THOSE TYPES OF THINGS WE THEN COULD POSSIBLY HAVE THAT FUNDING AVAILABLE, UH, FOR, UH, MORE, UH, ACADEMIC TYPE ACTIVITIES AND RECOVERY.

OR WE COULD THEN REASSIGN THAT BACK TO THIS PROJECT.

UM, BUT, UM, THE TIMELINE ALLOWS US TO BE ABLE TO BE ABLE TO MAKE THAT DECISION ABOUT A YEAR FROM NOW.

IT WOULDN'T, IT WOULDN'T EXCEED THE 20, 24, BUT, AND, AND WORKING WITH SOME OF THE PROJECTS.

AND THAT'S ONE REASON WHY WE WERE AT PRIORITIZE LMK UPFRONT IS TO BE ABLE TO MAKE SURE THAT WE CAN GET THAT WENT UNDER, UM, BECAUSE THAT'S THE LARGER PROJECT.

UH, THAT'S GOING TO BE THE MOST COSTLY PROJECT.

UM, AND THAT'S PROBABLY THE MOST IMMEDIATE NEED OF THE TEAM.

WELL, I THINK THAT FOR A AND E ON L F K GRIM AND PARKER HAD RECENTLY COMPLETED A SCHOOL THAT WAS VERY SIMILAR IN DESIGN WITH THE PODS IS THEY DID.

THEY CREATED, UM, THEY, THEY COME, THEY WORKED ON, UH, MADISON PRIMARY, UH, THERE IN, IN MADISON FOR VIRGINIA.

AND THAT SCHOOL WAS VERY SIMILAR TO LF K UH, THAT SCHOOL IS VERY SIMILAR AND IT, AT THE TIMEFRAME IT WAS BUILT IS EXTREMELY SIMILAR.

UM, I ONLY PUT THIS IN HERE BECAUSE IT'S THE TRUTH.

UM, I'VE BEEN IN AT SCHOOL MANY, A TIMES.

I WENT TO MADISON, I GRADUATED FROM THE HIGH SCHOOL THERE AND SO FORTH.

SO, UM, THAT SCHOOL, UM, I'VE BEEN IN IT MANY TIMES, IT'S, IT'S SORTA LIKE A DIFFERENT VERSION OF A VERY SIMILAR, BUT MAYBE SOME DIFFERENT COLORS, UH, AND THE HALLWAY OF STUFF OF LF K, BUT THEY HAVE WORKED ON THAT.

SO, AND WE'VE BEEN ABLE TO PICK THEIR BRAIN A LITTLE BIT IN REGARDS TO SOME OF THE CHALLENGES THEY FACE THERE, SOME OF THE THINGS THAT MADISON, UM, UH, WISH THEY WOULD HAVE DONE.
