RINALDI AND IT SAYS, I AM WRITING FOR MY HUSBAND AND I AS CONSTITUENTS OF YOURS AND AS PRIVATE CITIZENS, I RETIRED AS THE SCHOOL NURSE AT ASLD RHODES ELEMENTARY SCHOOL AND LEAD NURSE FOR WARREN COUNTY PUBLIC SCHOOLS AT THE END OF THE 20, 20, 20 21 SCHOOL YEAR, OUR CONCERNS ARE OUR OWN, AND I DO NOT PRESUME TO REPRESENT THE VIEWS OF ALL WARREN COUNTY PUBLIC SCHOOL EMPLOYEES, INCLUDING ADMINISTRATION.
I AM WRITING TO EXPRESS OUR SUPPORT OF THE GOVERNOR'S DIRECTIVE FOR SCHOOLS TO REQUIRE A MASK WHILE INDOORS FOR BOTH STUDENTS AND STAFF.
WE ALSO SUPPORT WEARING MASKS IN ANY INDOOR SPACES AS OUR REGION IS ONCE AGAIN, EXPERIENCING AND OTHER DEVASTATING SURGE IN LOCAL COVID CASES, WE APPRECIATE AND APPLAUD THE SCHOOL BOARD'S DECISION TO BEGIN THE SCHOOL YEAR USING PHASE TWO OF THE MITIGATION PLAN, THE SCHOOL NURSES, ADMINISTRATORS, AND MANY STAFF MEMBERS WORK EXTREMELY HARD LAST YEAR TO PROVIDE A SAFE ENVIRONMENT IN WHICH OUR CHILDREN CAN LEARN.
WE CONTINUOUSLY REMIND STAFF AND CHILDREN OF PROPER MASK WEARING, COVERING BOTH THE MOUTH AND NOSE.
WE PROVIDE ANATOMY LESSONS TO SHOW THE WAY, SHOW THAT THE WAY AIR AND THEREFORE ANY GERMS GOES INTO OUR LUNGS IS THROUGH BOTH OUR NOSE AND MOUTH, AS THEY ARE CONNECTED IN THE BACK OF THE THROAT.
WE TAUGHT PROPER COUGH AND SNEEZE, ETIQUETTE, AND HOW TO WASH HANDS WITH SOAP AND WATER.
AS WELL AS HAND SANITIZER, WE INCREASED FIRST AID SUPPLIES AND BEEFED UP TEACHERS' CONFIDENCE IN PROVIDING BASIC CARE IN THE CLASSROOM.
WE SUPPORTED THEIR TRIAGED EFFORTS WITH ROUTINE STUDENTS' SYMPTOMS IN ORDER TO KEEP THE CLINIC AS CLEAN AS POSSIBLE FOR THE SAFETY OF THOSE STUDENTS WHO MUST COME TO THE CLINIC FOR CHRONIC CONDITION CARE, WE SPENT MANY EVENINGS AND WEEKENDS DOING CONTACT TRACING OF ANY KNOWN POSITIVE CASES AND CONTACTS WITH POSITIVE CASES.
AND ALREADY THIS YEAR, THEY ARE BURDENED WITH EVEN MORE CONTACT TRACING CALLS EVERY WEEK, SINCE THE CLOSURE OF OUR SCHOOLS IN MARCH, 2020, I ATTENDED A ZOOM CALL WITH THE VIRGINIA DEPARTMENT OF EDUCATION, SCHOOL, HEALTH SERVICES SPECIALIST, AND DOE LIAISON TO VIRGINIA DEPARTMENT OF HEALTH, WHO WAS LATER JOINED BY THE VIRGINIA DEPARTMENT OF HEALTH SCHOOL, NURSE HEALTH NURSE CONSULTANT IN THE DIVISION OF CHILD AND FAMILY HEALTH.
SOME OF OUR NURSES FREQUENTLY JOINED AS WELL.
AND I ALWAYS SHARED THE INFORMATION WITH THEM AS WELL AS OUR SPECIAL SERVICES DEPARTMENT.
THESE CALLS MOVE TO EVERY TWO WEEKS, THEN MONTHLY, SOMETIME THIS SPRING, WE ALSO HAD ZOOM CONFERENCES IN CONJUNCTION WITH THE VIRGINIA CHAPTER

OF THE AMERICAN ACADEMY OF PEDIATRICS.THAT INCLUDED EXPERTS IN ALL SPECIALTIES OF CHILD OF CHILDREN'S CARE, RESPIRATORY CARDIAC, INFECTIOUS DISEASES, UH, IMMUNOLOGY, ENDOCRINOLOGY, PEDIATRIC EMERGENCY, AND INTENSIVE CARE MEDICINE AMONG OTHERS ON THAT PARTICULAR CALL, THEY SAID IT WOULD BE A VERY, VERY RARE CASE OF A CHILD WITH ANY PHYSICAL CONDITION IN WHICH WEARING A MASK WOULD BE DETRIMENTAL TO THEIR HEALTH.
I RELATE THIS BECAUSE I WANT YOU TO UNDERSTAND THAT WE WERE WELL-INFORMED AND NOT MAKING THIS UP.
AS WE WENT ALONG, I WOULD VENTURE TO SAY THAT MOST OF THE STUDENTS HAD LITTLE PROBLEM WITH MASKS AS THEY WERE MOSTLY COMPLIANT AND HAD FAR FEWER COMPLAINTS THAN THE ADULTS AND TRUTH.
THOSE WITH RESPIRATORY CONDITIONS, SUCH AS ASTHMA ARE PROTECTED FROM CATCHING ILLNESSES THAT MAY EXACERBATE THEIR CONDITION.
I KEPT TRACK OF CONTAGIOUS, CONTAGIOUS DISEASES.
WHILE AT AES ROADS, MY NUMBERS ARE CONFIRMED RESPIRATORY CASES DURING SCHOOL YEAR 1920 VERSUS 2021 WERE AS FOLLOWS INFLUENZA, THE FLU 35 VERSUS THREE STREP THROAT 36 VERSUS FOUR BRONCHITIS THREE VERSUS ZERO PNEUMONIA, TWO VERSUS ZERO.
EVEN THIS SMALL SAMPLE SHOWS THAT MASKS WORK MITIGATION STRATEGIES WORK.
WE BELIEVE THE VERY VOCAL GROUP THAT HAS SHOWN UP AT SCHOOL BOARD MEETINGS AND PARTICIPATED IN ANTI-VACCINATION AND ANTI MASK PROTESTS ARE REALLY A MINORITY.
THEY DO NOT BELIEVE IN THE DISEASE.
DO NOT BELIEVE THEY OR THEIR LOVED ONES CAN BE ASYMPTOMATIC SPREADERS OF THE DISEASE AND DO NOT BELIEVE THEY WILL GET SICK AND OR DIE.
THEY ARE JUST MISINFORMED AND LOUD.
I CANNOT BELIEVE SO MANY HEALTHCARE COLLEAGUES ARE INCLUDED IN THIS GROUP, BUT ESPECIALLY DISAPPOINTED IN NURSE COLLEAGUES, AS I BELIEVE THEY ARE VITAL IN VIOLATION OF THE CODE OF ETHICS FOR NURSES SPECIFICALLY, THE FOLLOWING PROVISIONS PROVISION TO THE NURSE'S PRIMARY COMMITMENT IS TO BE, IS TO THE PATIENT, WHETHER AN INDIVIDUAL FAMILY GROUP OR COMMUNITY AND PROVISION NUMBER EIGHT, THE NURSE COLLABORATES WITH OTHER HEALTH PROFESSIONALS AND THE PUBLIC AND PROMOTING COMMUNITY NATIONAL AND INTERNATIONAL EFFORTS TO MEET HEALTH NEEDS.
IN THE MEANTIME, THERE ARE MANY IN OUR COMMUNITY WHO HAVE LISTENED TO SCIENCE AND DONE EVERYTHING WE'VE ASKED TO DO TO KEEP DO, TO KEEP OURSELVES OUR LOVED ONES AND OUR COMMUNITY SAFE.
EVEN INCLUDING THOSE WHO REFUSE TO KEEP US SAFE.
MY HUSBAND AND I FELT IT IMPORTANT THAT THOSE OF US WHO BELIEVE IN SCIENCE SHOULD ALSO BE HEARD SINCE OUR DAUGHTER IS TOO YOUNG YET TO RECEIVE A VACCINE.
WE PROTECTED HER BY WEARING A MASK WHEN WE ARE OUT IN THE PUBLIC IN THE COMMUNITY, I HAVE RECENTLY NOTICED THAT SOME LOCAL BUSINESSES ARE NO LONGER REQUIRING MASKS IN THE MIDST OF THIS SURGE.
SO I WILL, ONCE AGAIN, MINIMIZE MY VISITS TO ANY STORE SALON, HEALTHCARE PROVIDER OR RESTAURANT.
I WAS GOING TO SAY, UNLESS THEY CAN GUARANTEE THAT ALL EMPLOYEES ARE VACCINATED, BUT I NO LONGER TRUST ANYONE KNOWING THAT SOME ARE FAKING VACCINATION RECORDS.
IT IS FOR THIS REASON THAT I HAVE NOT, AND WE WILL NOT APPEAR IN PERSON AT THE SCHOOL BOARD MEETING FRONT ROYAL WARRING COUNTY COULD HAVE BEEN WELL BEYOND THIS.
NOW, IF ALL HAD PULLED TOGETHER FOR THE GOOD OF OUR COMMUNITY AND LOCAL BUSINESSES, OUR DAUGHTER IS GOING TO IS GOING TO PUBLIC SCHOOLS FOR THE FIRST TIME THIS YEAR, WE HAVE BEEN WATCHING CAREFULLY TO SEE IF THE SCHOOL BOARD ALLOWS THIS ANTI MASS ANTI-VAX SEASON AND THAI VACCINE COVID DENYING GROUP TO DICTATE DECISIONS AND NEGATE ALL THE EFFORTS OF THE HARDWORKING WARREN COUNTY PUBLIC SCHOOL EMPLOYEES WHO WANT ONLY THE BEST FOR OUR CHILDREN.

AND THE TROUBLE IS THAT THEY WANT TO CHANGE THAT.
I HAVEN'T VERY SELDOM HAD A GIRL COME TO ME AND TELL ME THAT SHE DIDN'T LIKE SOMETHING ABOUT HERSELF.
AND IT WAS A YOUNG GIRL THAT THOUGHT SHE WAS TOO FAT.
I DIDN'T THINK SHE WAS FAT AT ALL.

AND THIS YEAR IS MY FIRST TIME EVER TO ADDRESS ANY SCHOOL BOARD WHO HAS EVER SERVED HERE IN WARREN COUNTY.
SO THAT'S KIND OF A PLUS WHEN I THINK ABOUT IT.
UM, SO REALLY WHAT THAT MEANS IS NO ONE HEARS FROM ME UNLESS I HAVE RELEVANT COMPLAINTS OR CONCERNS.
SO WHAT I'M ABOUT TO SHARE TONIGHT, I, UM, ASKED THAT YOU GUYS JUST PLEASE TAKE INTO CONSIDERATION THESE CONCERNS THAT I'M HAVING.
UM, YOU WILL RECALL THAT DURING THE FIRST WEEK OF SCHOOL, THIS YEAR, I EMAILED ALL OF YOU REGARDING THE TRANSPORTATION DEPARTMENT AND WITH A MONTH AND A HALF INTO SCHOOL.
NOW THE SITUATION REALLY HASN'T IMPROVED.
I HAD ADJUSTED MY WORK HOURS, UM, WITH THE TIME THAT THE TRANSPORTATION DEPARTMENT HAD SAID THE BUS WOULD DEPART AND ARRIVE EACH DAY AT OUR STOP.
THE MORNING TIME SEEMS TO STAY ACCURATE, BUT THE AFTERNOONS HAVE CHANGED DRASTICALLY.
ARRIVO HAS GONE FROM 3:21 PM TO A WINDOW OF 3 0 8 AND THREE 13.
THEN IT HAS BEEN EVEN MOVED UP FURTHER, UM, TO 305 WITH THIS BUS ARRIVING AS EARLY AS 2:58 PM.
AND THAT HAPPENED THE OTHER DAY.
SO I'VE SPOKEN TO TONY AND THE TRANSPORTATION DEPARTMENT TWICE.
AND I HAVE HAD EMAIL EXCHANGES WITH MR. MITCHELL.
I'VE EXPLAINED HOW DIFFICULT IT IS TO KEEP UP WITH THIS BUSES, ARRIVAL TIME IN ORDER FOR ME TO BE THERE FOR BOTH OF MY GRANDDAUGHTER'S SAFETY, I HAVE ASKED HOW A SCHOOL BUS CAN PICK UP ELEMENTARY STUDENTS AT A 2:30 PM DISMISSAL AND GO THROUGH BROWNTOWN AND STILL ARRIVE AT MATTHEW'S LANE IN BENTONVILLE BY 2 58, 3 0 1 OR 3 0 5 EACH DAY.
THERE'S ABSOLUTELY NO SAFE WAY.
I DRIVE THESE ROADS ALL THE TIME.

AS THE BUSES ARRIVE, THE SCHOOL JUST SENT OUT THE SCHOOL'S OCTOBER NEWSLETTER AND REMINDED PARENTS.THE SCHOOL BEGINS AT 8:00 AM, AND TO PLEASE HAVE YOUR CHILDREN TO SCHOOL BY 8:00 AM.
AND THE PICKUP LINE IS ONLY UNTIL 2 45.
THERE ARE OVER 600 CHILDREN IN THAT SCHOOL.
AND DISMISSAL IS SUPPOSED TO BE 2:30 PM.
SO A 15 MINUTE WINDOW FOR BUSES AND PARENTS TO PICK UP CHILDREN AFTER DISMISSAL WOULD BE QUITE CHALLENGING WITH THAT TIME RESTRAINT.
SO I ASKED TONY WHY THE BUS DRIVERS WERE PICKING THE CHILDREN UP 10 MINUTES OR SO EARLIER THAN SCHOOL DISMISSAL.
AND HE ASSURED ME THAT IT WAS THE SCHOOL'S DWAYNE, NOT THE DRIVERS.
SO THEREFORE WHEN THE SCHOOLS ARE TAKEN 50 MINUTES AND MORE FROM OUR CHILDREN'S INSTRUCTION A WEEK TO KEEP IN TIME WITH HER OWN DISMISSAL SCHEDULE, THIS HAS BECOME AN, A PRIORITY OVER OUR STUDENT'S EDUCATION.
AND THAT CONCERNS ME NOW, MY OTHER CONCERN, AND I REALLY WANT Y'ALL TO TAKE THAT INTO CONSIDERATION.
MY OTHER CONCERN IS REGARDING ASSIGNMENT THAT THE GUIDANCE COUNSELOR AT RESI JEFFERY'S PRESENTED TO MY FOURTH GRADE GRANDDAUGHTER'S CLASS, WHEN SHE HAD THEM GO AROUND THE CLASSROOM AND READ 19 STATEMENTS THAT SHE PRINTED ON PAPER.
AND SHE GAVE EACH STUDENT A SHEET THAT HAD NUMBERED BOXES WITH A YES OR NO, AND INSIDE OF EACH BOX.
AND I DO HAVE THAT WITH ME WHILE REVIEWING HER DAILY SCHOOLWORK.
I SAW THAT THIS PAPER HAD SOME ANSWERS THAT WERE CIRCLED.
AND THEN ERASED TO SAY NO, BUT THERE WAS STILL NO QUESTIONS ATTACHED.
SO I REACHED OUT TO THE TEACHER THROUGH THE DOJO AND ASKED THAT SHE PLEASE FORWARD ME THE QUESTIONS.
SO I CAN REVIEW ALONG WITH THE ANSWER SHEET.
I REPEATED THE SAME REQUEST THE NEXT DAY.
AND SHE CALLED AND LEFT A MESSAGE ON MY HOME PHONE EXPLAINING THAT THE STATEMENT SHEETS WOULD BE TOO MUCH TO FORWARD ON DOJO.
AND THAT EVERY SHEET WAS JUST FOR STUDENTS TO UNDERSTAND WHAT A COUNSELOR IS FOR.
SO I'VE REACHED OUT TO HER FOR THE THIRD TIME TO ASK HER AGAIN, TO PLEASE FORWARD ME THE SHEETS THROUGH MY EMAIL.
AND MOST OF THE STATEMENTS I FOUND WERE OKAY, EXCEPT FOR STATEMENT NUMBER NINE, WHICH STATED A SCHOOL COUNSELOR WILL TELL YOUR PARENTS EVERYTHING YOU SHARE.
NOW, MY FOURTH GRADE GRANDDAUGHTER, SHE HAD CIRCLED, YES.
WHEN THE COUNSELOR WENT THROUGH THE ANSWERS AND TOLD THE CHILDREN THAT IT SHOULD BE NO, THAT SHE WILL NOT TELL THEIR PARENTS EVERYTHING THEY SHARE.
I KNOW THAT THERE ARE CHILDREN WHO DO NOT HAVE GOOD SUPPORT WHEN THEY LEAVE THE SCHOOL, BUT THOSE, BUT FOR THOSE WHO DO TRUST IN THEIR FAMILIES, THEY DO BECOME CONFUSED AS TO WHY AN EDUCATOR WOULD TELL THEM THEY WON'T TELL YOUR PARENTS THINGS.
SO I FEEL THAT THIS SHOULD NOT BE A FIT ALL TEACHING FOR EVERYONE.
I ALSO LEARNED TODAY THAT THE BUS DRIVER IS PLAYING LOUD MUSIC WHILE IN ROUTE.
AND I'M JUST GOING TO SHOW YOU ALL THOSE.
UM, AND HERE'S A PICTURE OF ONE OF THE ARTIST WHOSE SONGS ARE BEING HEARD BY OUR ELEMENTARY SCHOOL STUDENTS, AS YOU SEE, THIS IS NOT APPEALING.

OUR CHILDREN ARE THE MOST VULNERABLE AND IMPRESSIONABLE PEOPLE ALIVE, AND WE STAND UP AND WE WILL DO WHAT'S RIGHT FOR THEM.

SHE WAS UNDERSTANDABLY NOT VERY HAPPY ABOUT THAT EVENING.
MY WIFE EMAILED PRINCIPAL JOHNSTON AND MS. HEALING, THE RESPONSE WAS IMMEDIATE, IMPRESSIVE, AND DAMN WELL APPRECIATED.
IT WAS ALL HANDS ON DECK AND WOULD BE HANDLED FIRST THING THE NEXT DAY OR SO WE WERE LED TO BELIEVE THE NEXT MORNING, MY DAUGHTER GREETED BY THIS OTHER STUDENT AND HER FRIENDS STARING AT HER AND LAUGHING FROM ACROSS THE ROOM.
SO SHE WENT TO SEE HER COUNSELOR, MS. SASSER, THE RESPONSE WAS LAUGHABLE, ALBEIT PREDICTABLE, STAY AWAY FROM THOSE GIRLS AND TRY NOT TO PAY ATTENTION TO THEM.
THE STARING AND LAUGHING CONTINUED.
SO MY DAUGHTER APPROACHED THE GIRL AND ASKED HER WHY SHE MADE THE VIDEO, THE RESPONSE LAUGHING AT HER AND INSULTING HER TO HER FACE.
SO MY DAUGHTER RESPONDED IN A MANNER.
GIVEN THE SITUATION AS A RESULT, SHE HAS HAD A FEW DAYS OFF OF SCHOOL WAS KICKED OFF THE CHEER SQUAD AND NOW GETS TO DO 20 HOURS OF COMMUNITY SERVICE, SOME SORT OF ONLINE ANTI ASSAULT REHABILITATION PROGRAM.
AND WHAT SOUNDS LIKE THREE TO FOUR MONTHS OF SOMETHING AKIN TO PROBATION, EASILY AVOIDABLE.
ALL OF IT HAD THE QUOTE UNQUOTE LEADERSHIP OF THE SCHOOL LIFTED A FINGER IN AN EFFORT TO PREVENT THIS ESCALATION TO THE ROAM OF PHYSICALITY.
THE RESPONSE FOLLOWING THE ALTERCATION WAS DISAPPOINTING TO SAY THE LEAST NO FEEDBACK ON THE PENALTY, IF ANY EXISTED FOR THE OTHER CHILD'S ONLINE BULLYING EFFORTS, NO MANNER OF APPEALING OUR DAUGHTER BEING BOOTED FROM THE CHEER SQUAD FOR STANDING UP FOR HERSELF.
WHEN LET DOWN BY THE SCHOOL, I WOULD LIKE TO PROPOSE AN IMMEDIATE REMOVAL OF ALL ANTI-BULLYING SIGNAGE FROM THE HALLS OF SKYLINE MIDDLE SCHOOL IS THEY HAVE PROVEN TO US THAT THEY DO NOT WALK THE WALK ANYWHERE NEAR AS EFFECTIVELY AS THEY TALK THE TALK, TAKE IT ALL DOWN AND DON'T DARE RE-INSTALL ANY OF IT UNTIL YOU'RE READY TO DO MORE THAN MAKE EMPTY PROMISES AND ADDRESS PARENTS WITH PLATITUDES.

UM, SOMETIMES THAT JUST GOES OVER KIDS' HEAD, AND I THINK, UM, UM, AND, BUT THE, SEEING ALL THIS ON THE EMAILS THAT WE GET, AND I REALLY THINK, UM, START EXPELLING A COUPLE OF KIDS CALL THEIR PARENTS, HAVE THEM COME TO THE SCHOOL BETWEEN THE HOURS OF 10 AND TWO APPARENT WILL HAVE TO TAKE OFF WORK IF HE HAS TO BE THERE BETWEEN 10 AND TWO.
AND THAT IS, UH, TO ME WOULD BE THE, UH, A REAL POSITIVE INFLUENCE FOR THESE KIDS NOT TO MESS UP.
CAUSE IF MY KID CAME HOME TO ME BACK IN THE DAY, KIDS ARE ALL OLDER NOW, BUT, AND IF I HAD TO MISS UP A HALF A DAY'S WORK, HE'D BE PAYING THE PRICE ON THAT ONE.
SO I THINK SOME, SOME FIRM DISCIPLINE IS GOING TO HAVE TO BE ISSUED OUT AND THEN THE OTHER KIDS WILL SEE THAT, AND MAYBE THAT'LL MAKE AN IMPRESSION ON THEM, BUT, UM, I THINK WE NEED TO TIGHTEN UP ON THE BEHAVIOR.
AND WE'VE, WE'VE HAD THAT CONVERSATION WITH PRINCIPALS, UM, CONCERNING THE SAFETY AND SECURITY OF OUR BUILDINGS AND OUR STUDENTS.
AND IN, IN SOME INSTANCES IT HAS WORKED THAT, UM, YOU KNOW, YOU, YOU HAD SOME STUDENTS THAT SOME OF THE HIGH SCHOOLS THAT, THAT WERE ACTUALLY TIRED OF SEEING THE BATHROOMS GET, UM, TORN UP.
AND SO THEY WOULD COME IN AND, AND INTERVENE AND, AND BRING, BRING TO THE ADMINISTRATION'S ATTENTION OF WHO ACTUALLY DID THE DAMAGE.
AND SO THEY WERE HELPING US TO, UH, YOU KNOW, BE ABLE TO FIND OUT WHO, WHO WAS COMMITTING

THE, UH, DAMAGES TO, TO THOSE FACILITIES AND, AND HELP US OUT.SO, YOU KNOW, THE STUDENTS WERE, WERE GETTING TIRED OF IT AS WELL.
AND SO, UM, IT'S JUST ONE OF THESE THINGS THAT'S ON SOCIAL MEDIA AND IT SEEMS LIKE, UM, KIDS PAY MORE ATTENTION TO SOCIAL MEDIA THAN I GUESS, THAN WHAT THEY'RE DOING IN SCHOOL.
AND IT'S, IT'S, YOU KNOW, THEY'RE SUPPOSED TO FILM THEMSELVES DOING THIS AND POST IT TO GET A SCORE OR SOMETHING.
I DON'T KNOW SOME TYPE OF GAME, BUT, YOU KNOW, WE, WE HAVE HAD THAT CONVERSATION WITH PRINCIPALS TO TELL THEM TO, TO TIGHTEN DOWN AND TO CHARGE WHEN NECESSARY.
I THINK WHEN, UM, WHEN, WHEN KIDS MISBEHAVE IN A CLASSROOM OR THEY GET AWAY WITH SOMETHING AND THE RESTROOMS, UM, I THINK THEY SHOULD BE CHARGED WITH THEFT BECAUSE THEY'RE STEALING THE OPPORTUNITY FOR OTHER KIDS TO LEARN.
THEY'RE STEALING THE OPPORTUNITY FROM A TEACHER TO CHEECH.
AND, UM, YOU KNOW, THIS PARTICULAR MAGNITUDE OF MISBEHAVIOR IS, UM, I THINK, NEEDS TO BE STOPPED AT THE SCHOOL LEVEL.
AND UNFORTUNATELY MY OPINION ONLY IS THAT IT NEEDS TO, WE NEED TO HAVE SOME KIDS EXPELLED PARENTS BROUGHT IN BETWEEN WORK HOURS SO THAT THEY CAN HELP OUT HERE A LITTLE BIT, UM, YOU KNOW, AND MAKE SURE THAT WE PUNISH THE CORRECT PEOPLE AND NOT SOMEBODY THAT'S JUST THE BYSTANDER SO WAY.
AND WE ARE, WE ARE WORKING ON THAT AND THEN WE'LL HAVE ANOTHER PRINCIPALS MEETING ON FRIDAY AND DISCUSS, UH, SOME, SOME, SOME OTHER THINGS.

AND SO SHE WAS TIED UP WITH, UH, FIGURATIVELY SPEAKING WAS ABOUT FOUR AND A HALF HOURS OF HAVING TO RE FENCE TO KEEP THE HORSES FROM DOING LORD KNOWS WHAT, AND TWO OTHER GIRLS THAT, UH, THAT WERE INVOLVED IN ANOTHER THING.
AND THEY UNFORTUNATELY WERE NOT ABLE TO MAKE IT TONIGHT BECAUSE THERE WAS A TRANSPORTATION ISSUE AT THE LAST MINUTE.
BUT I DID BRING MY FRIEND LUCAS WITH ME.
HIS PARTNER WAS THE ONE WHO WAS HORSE GOT LOOSE TODAY.
UM, BUT THEY, I TOOK 22 STUDENTS DOWN TO THE VIRGINIA STATE FAIR, UH, THIS PAST WEDNESDAY.
UM, AND IT'S VIRGINIA DECA DAY.
EACH ONE OF THE CTE PROGRAMS HAVE A DAY AT THE STATE FAIR FFA GETS LIKE TWO OR THREE DAYS.
UM, BUT THE ONE DAY WE DO AND WHAT WE DO IS WE RUN THEM THROUGH A COMPETITION, A ROLE-PLAY COMPETITION.
IT'S A TEAM-BASED THING WHERE TWO STUDENTS CAN TEAM UP TOGETHER.
WE CAN TAKE AS MANY AS I THINK IT'S 10 TEAMS. AND SO LUCAS AND EMILY PAIRED UP, I WILL TELL YOU BEFORE THEY START, WHERE HE PUT, HE TELLS YOU WHAT THE, WHAT THEY DID AND WELL, HE'S DOING, HE AND EMILY ARE DOING THIS YEAR, ALONG WITH ANOTHER STUDENT.
UM, LUCAS WAS A STATE WINNER LAST YEAR.
LOUIS WAS ONE AND EMILY WAS ALSO, THEY WERE ONE OF 12 STUDENTS WHO WERE FAKE WINNERS IN VIRGINIA DECKER'S VIRTUAL CONFERENCE LAST YEAR COMPETITIONS.
AND THEY QUALIFIED AND COMPETED AT THE INTERNATIONAL CONFERENCE, WHICH WAS SUPPOSED TO BE IN ANAHEIM, CALIFORNIA INSTEAD OF ON A DELL COMPUTER, BUT WE GOT THROUGH IT.
AND, UM, AS A RESULT OF THAT, THE, THE EXPERIENCE THEY GOT FROM THAT, UM, I'LL TALK ABOUT HERE IN A COUPLE OF MINUTES, BUT LET'S GO AHEAD AND TURN OFF.
I'M THE PRESIDENT OF THE WARREN COUNTY'S FFA CHAPTER, AND I'M ALSO PRESIDENT OF OUR DRAMA CLUB AND ITS CHAPTER.
UH, SO ON LAST WEDNESDAY I COMPETED IN TWO CONTESTS.
THE FIRST SWITCH I WON A STATE METAL IN IS THE ROLE-PLAY EVENT.
SO WE WERE GIVEN A SITUATION WHERE WE HAD TO TAKE ON IN HOSPITALITY AND TOURISM IN THE FIELD, AND WE HAD ROLES.
AND THEN WE BASICALLY JUST HAD TO GO THROUGH A 10 MINUTE PRESENTATION AND THEN, UH, WE WOULD GET SCORED.

DID, WE DID AN INTEGRATED MARKETING CAMPAIGN FOR THE FAIR.WE SADLY DIDN'T PLACE FOR THAT, BUT WE STILL COMPETED AND GOT SOME VALUABLE SKILLS FROM THE EXPERIENCE.
CURRENTLY, WE ARE WORKING ON A DECA PROJECT.
ORIGINALLY, IT WAS GOING TO BE AN INTEGRATED MARKETING CAMPAIGN, BUT WE RECENTLY CHANGED IT TO A BUSINESS SOLUTIONS PLAN.
WE ARE BASICALLY DOING ALL THE BUSINESS RELATED STUFF FOR OUR ENTIRE THEATER DEPARTMENT.
CURRENTLY WE HAVE THREE STUDENTS ON IT, INCLUDING MYSELF.
WE HAVE ALL, THIS WILL BE OUR ALL FOR EVERY SINGLE MEMBER OF IT.
IT'LL BE OUR FOURTH YEAR IN THEATER AND WE ALL HAVE DIFFERENT JOBS.
I'M CURRENT, I'M GOING, I'M THE HEAD OF THE SALES.
SO TICKETS T-SHIRTS ALL THE MERCHANDISE.
UH, EMILY, THE STUDENT THAT I WON THE AWARD WITH IS OUR PRODUCER.
SO THEY ARE FOCUSING ON OUR, ALL OF OUR MARKETING AND PUBLICITY, AND THEN ANOTHER STUDENT, OLIVIA TURNER, WHO IS OUR HEAD OF OUR SOCIAL MEDIA AND MARKETING.

WE HAD, LIKE I SAID, WE HAD 12 STATE WINNERS, THAT NATIONAL LEVEL, WE ACTUALLY RECERTIFIED TO SCHOOL-BASED ENTERPRISES.
SCHOOL-BASED ENTERPRISE IS STUDENT MANAGED AND STUDENT OPERATED.
ALL I DO IS MAKE SURE THEY DON'T DO SOMETHING THAT'S UNETHICAL, BUT THESE KIDS DON'T HAVE TO WORRY ABOUT THAT.
UM, WE DID A, OUR, OUR SCHOOL STORE WAS I STOREFRONT BRICK AND MORTAR.
WELL, BECAUSE OF THE HYBRID SITUATION AND THE, AND THE THING WENT ON LAST YEAR, I SAID, OKAY, WELL, I GUESS WE'LL JUST HAVE TO SHUT THIS DOWN.
NOPE, MR. GUARDIAN, WE'RE NOT SHUTTING THIS THING DOWN.
THEY ACTUALLY CONVERTED IT OVER TO AN E-COMMERCE BASED BUSINESS.

WE DID THE BASKETBALL, UH, AND THEN THE SPRING FALL, SPORTS, FOOTBALL, VOLLEYBALL.
AND THEN WE DID BASEBALL AND SOFTBALL AND SOCCER GAMES IN THE SPRING, COMPLETELY STUDENT RUN, STUDENT MATH, STUDENT MANAGED STUDENT OPERATED.

IN ADDITION TO OUR, UH, AGREEMENTS THAT WOULD GRANT A THREE PARTY AGREEMENT BETWEEN THE SCHOOL BOARD COUNTY AND LIBRARY BOARD TO CONSENT TO THE BUILDING OF THE AMPHITHEATER ITS LOCATION, UM, ON THE LEASE PROPERTY AND ITS DESIGNS.
AND THIS IS WHERE ALL THE LEGALITIES WOULD FALL IN AS FAR AS A DIFFERENT TYPE OF, UH, ALL THE LEGALITIES THAT ARE INVOLVED.
AND WHEN WE, WE OWN THE LAND AND SO FORTH.
AND, UM, AS I SPOKE WITH COUNSEL THIS AFTERNOON, YOU KNOW, OUR LIABILITY IS WE STILL HAVE LIABILITY ON ANYTHING THAT WE OWN.
UH, BUT BY THROUGH THIS AGREEMENT, IT HELPS TO ELIMINATE THE MAJORITY OF, OF LIABILITY.
UM, WE COULD HAVE LIABILITY AT A, AT A, AN EVENT THAT WE HAVE, UH, THAT WOULD JUST BE A STANDARD ACTIVITY THAT WE WOULD HAVE IN THE EVENINGS AND THOSE TYPES OF THINGS.
BUT, UM, OUR COUNCIL WOULD DRAFT THAT, UM, THAT AGREEMENT.
AND, UH, I, I, THEN I COULD BRING THAT BACK, UH, TO THE BOARD, UH, FOR YOUR APPROVAL.
SO THAT'S THE PROCESS, AS WE MENTIONED, UM, PREVIOUSLY IT'S, IT'S NOT A COMPLICATED PROCESS PER SE.
IT'S REALLY THAT THOSE PEOPLE INVOLVE THE SCHOOL BOARD AND THEN THE, UH, BOARD OF SOUP, THE COUNTY, THE BOARD OF SUPERVISORS, AS WELL AS, UH, SAMUEL'S PUBLIC LIBRARY, UH, JUST, UH, PUTS IN WRITING, UH, SOME OF THESE ITEMS THAT THEY WOULD LIKE TO MOVE FORWARD.
WE WOULD LIKE TO MOVE FORWARD.
AND THEN WE PROVIDE, UH, AN AGREEMENT FOR THOSE THREE PARTIES.
WOULD THE LIBRARY BE RESPONSIBLE FOR ALL MAINTENANCE AND UPKEEP AND YEAH, THAT WOULD BE HOWEVER THEY'RE CURRENTLY WORKING.
THAT, THAT, THAT WOULD CONTINUE.
I THINK, AS THE PROPOSAL, AS WE HEARD FROM THE SEPTEMBER 15TH MEETING, UM, I, WHEN DR.
BALLENGER AND MYSELF AND, UH, MR. LEVACY, OUR DIRECTOR OF FACILITIES, UH, SAW THE PRESENTATION EARLIER THE SUMMER, IT WAS, IT WAS PRETTY EXCITING.
UM, REALLY WAS ANY QUESTIONS AND DISCUSSION.
MAY I HAVE A MOTION? UH, YES, MADAM CHAIRMAN, I MOVED THE WARREN COUNTY SCHOOL BOARD AUTHORIZE THE SUPERINTENDENT TO PROVIDE A WRITTEN CONFIRMATION, NOT OBJECTING TO A CONFLICT OF INTEREST WITH BOTH PARTIES, CLIENTS OF SANDS AND ANDERSON OF SANS ANDERSON, A WRITTEN CONFIRMATION THAT THE AMPHITHEATER PROJECT IS WITHIN THE 3.072 ACRE PROPERTY SPECIFIED IN THE LEASE AGREEMENT, A WRITTEN CONFIRMATION THAT THE SCHOOL BOARD AGREES TO MOVE FORWARD WITH THE PROJECT AND THAT LEGAL COUNSEL DRAFTS ADDITIONAL DOCUMENT THAT GRANTS A THREE PARTY AGREEMENT FOR THE PROJECT.

INSTRUCTIONAL COVERAGE COMPENSATION RATE APPROVAL FOR INSTRUCTIONAL ASSISTANCE.SO AS WE'VE DISCUSSED, UM, AND, AND I KNOW THIS IS A LENGTHY RIGHT UP HERE, SO I'M JUST GONNA SHORTEN IT A LITTLE BIT, BUT, UH, AS WE'VE DISCUSSED SUBS AND GETTING CLASSROOM COVERAGE HAS BEEN DIFFICULT AT TIMES.
UH, WE ALREADY HAD, AND WE DISCUSSED THIS WITH THE BOARD AT THE LAST WORK SESSION.
UH, WE ALREADY HAVE IN OUR SALARY

SCALES FOR AN HOURLY RATE OF $20 AN HOUR FOR OUR TEACHERS.WHAT WE DO NOT HAVE IS THE $10 AN HOURLY RATE FOR INSTRUCTIONAL ASSISTANTS AND THE $50 A DAY THAT WE DISCUSSED WITH THE BOARD AT THE LAST WORK SESSION AND WHAT WE NEED THE APPROVAL OF THE BOARD IS TO GO AHEAD AND ESTABLISH THAT $10 AN HOUR RATE AND THAT $50 PER DAY RATE FOR THOSE INSTRUCTIONAL ASSISTANTS TO BE PAID WHEN THEY'RE COVERING THOSE, THOSE CLASSES DISCUSSION.
