[1B. Accept or Modify the Agenda - School Board]
ITEM ON THE AGENDA IS TO ACCEPT OR MODIFY THE AGENDA.IS THERE A MOTION? ALL THOSE IN FAVOR.
[1C. Community Participation]
COMMUNITY PARTICIPATION.COMMUNITY PARTICIPATION IS THE TIME INTENDED FOR THE PUBLIC TO GIVE INPUT ON RELEVANT SCHOOL ISSUES AND NOT INTENDED TO BE A QUESTION AND ANSWER PERIOD, AS THIS MAY BE THE FIRST TIME THE BOARD HAS HEARD THIS INFORMATION, PLEASE DO NOT EXPECT INDIVIDUAL RESPONSES OR ANY COMMENT BY THE BOARD AT THIS TIME, BUT BE ASSURED THAT ANY CONCERNS WILL BE REVIEWED.
PLEASE PRINT YOUR NAME ON THE SHEET AT THE PODIUM.
STATE YOUR NAME AND ADDRESS AND LIMIT YOUR COMMENTS TO THREE MINUTES.
MR. BALLANTINE, DO WE HAVE ANYONE SIGNED UP MADAM VICE CHAIR? WE DO.
I ALSO HAVE A LETTER THAT A CITIZEN HAS SHARED WITH A COUPLE BOARD MEMBERS AND ASKED THAT IT'D BE RED.
WOULD IT BE OKAY TO READ THAT FIRST? THANK YOU.
THIS LETTER IS FROM HEATHER ELLIOTT AND SHE WRITES DEARBORN COUNTY SCHOOL BOARD MEMBERS.
THIS LETTER IS INTENDED TO, UH, TO ADDRESS, TO BE ADDRESSED TO SCHOOL BOARD MEMBERS AND TO BE READ FOR THE PUBLIC.
MY DAUGHTER IS A SIXTH GRADER IN WARREN COUNTY MIDDLE SCHOOL.
I DO WANT TO SAY I AM GRATEFUL FOR THE HARD WORK OF THE TEACHERS, SCHOOL STAFF AND SHERIFFS WHO ARE AT OUR CHILDREN'S SCHOOL DAILY.
THEY HAVE WORKED VERY HARD TO TRY TO GET THINGS BACK TO NORMAL WITHIN, WITHIN PERSON LEARNING AND HAVE BEEN SUCCESSFUL.
DESPITE THE LIMITS PLACED ON THEM BY RESTRICTIONS OF THE GOVERNMENT.
MY COMPLAINTS AND CONCERNS ARE NOT WITH WARREN COUNTY SCHOOLS, BUT THEY ARE WITH WHAT APPEARS TO BE A REFUSAL OF ANYONE WITH AUTHORITY ON BEHALF OF THE SCHOOLS TO SAY NO TO LAWS AND RULES THAT HAVE LITTLE TO NO SPECIFIC SCIENTIFIC SUPPORT.
I WAS UNABLE TO ATTEND THE SCHOOL BOARD MEETING ON WEDNESDAY, OCTOBER THE SIXTH, 2021, BUT I WAS ABLE TO WATCH ONLINE.
A LETTER WAS READ, SUBMITTED TO BE READ BY PARENTS.
I'M ASSUMING, EXPRESSING HOW GLAD THEY WERE THAT MASKED MANDATES WERE ENFORCED AND THEY FELT SAFER BECAUSE THE MASK HELPED PREVENT THE SPREAD OF THE VIRUS.
WHAT I DO NOT UNDERSTAND IS NO ONE SEEMS TO BE CONCERNED ABOUT THE PHYSICAL BEHAVIORAL AND PSYCHOLOGICAL EFFECTS THESE MASS ARE HAVING ON OUR CHILDREN.
THERE IS NO STUDY THAT I WAS ABLE TO FIND DURING MY RESEARCH ANYWAY, THAT HAD STRONG EVIDENCE, THAT EVIDENCE, THAT MASK PREVENT THE VIRUS, BUT ONLY THAT THEY MAY PREVENT THE VIRUS.
FORTUNATELY, OUR CHILDREN TO WEAR MASKS TO THEM, THE CHANCE THAT THE MASK MAY HELP PREVENT THE SPREAD OF COVID.
AND IT IS NONSENSE, ESPECIALLY WHEN IT IS NOT DONE FOR ANY OTHER VIRUS OR ILLNESS, INCLUDING THE FLU OR COMMON COLD.
THERE ARE STUDIES THAT HAVE SHOWN THAT MASS TRIGGERING ANXIETY IN OUR CHILDREN, WHICH WOULD EXPLAIN WHY FROM APRIL OF 2020 TO OCTOBER OF 2028, IT WAS FOUND THAT EMERGENCY ROOM VISITS INCREASED BY 25% FOR CHILDREN, AGE FIVE TO 11 AND INCREASED 31% BETWEEN AGES 12 TO 17, A NEUROLOGIST DR.
MARGUERITE GREYS BRISSON, M D P H D STATED THE REBREATHING OF ERIK SAILED AIR EXHALED AIR WILL WITHOUT A DOUBT, CREATE AUCTION DEFICIENCY AND FLOODING OF CARBON DIOXIDE.
THIS IN TURN CAUSES OTHER PROBLEMS FOR OUR CHILDREN, SUCH AS HEADACHES, DIZZINESS, SLEEPINESS, AND AN INABILITY TO CONCENTRATE.
THIS CAN BE HARMFUL BECAUSE WHEN A CHILD IS SEEN TO HAVE TROUBLE CONCENTRATING, IT COULD EASILY BE MISTAKEN TO BE A D H D AND UNNECESSARY MEDICATIONS.
WHEN IN FACT IT IS BECAUSE THE MASK MAKE IT IMPOSSIBLE FOR THEM TO GET THE REQUIRED OXYGEN FOR THEIR BRAIN TO FUNCTION PROPERLY.
THERE IS ALSO EVIDENCE THAT THE MASS WEEK IN OUR CHILDREN'S IMMUNITY IMMUNE SYSTEM AND COULD MAKE THEIR RISK OF GETTING THE VIRUS WORSE.
NOT TO MENTION SOME CHILDREN WITH DISABILITIES NEED TO SEE FACIAL
[00:05:01]
EXPRESSIONS FOR THEIR ONGOING DEVELOPMENT.AND THESE MANDATES RESTRICT THAT FROM THE CHILDREN THEY ARE SUPPOSED TO BE PROTECTING AND EDUCATING.
THESE MANDATES ARE PHYSICALLY AND MENTALLY HINDERING OUR CHILDREN, NOT HELPING THEM AS RESEARCHING STATISTICS.
I FOUND THAT IN AUGUST OF 2020, THE CDC REPORTED THAT THERE WERE 188 CHILDREN WHO DIED OF THE FLU, THE VIRGINIA DEPARTMENT OF HEALTH STATES ON THEIR WEBSITE.
THAT SO FAR 128,347 CHILDREN HAVE HAD COVEN AND OUT OF THIS NUMBER, ONLY 10 CHILDREN HAVE DIED.
I AM NOT SAYING THIS IN A CALLOUS WAY, AS ANY CHILD WHO LOSES THEIR FIGHT TO ANY ILLNESS IS HORRIBLE.
AND MY HEART GOES OUT TO PARENTS WHO HAVE LOST THEIR CHILDREN.
HOWEVER, WE WOULD BE NAIVE NOT TO LOOK AT THESE STATISTICS AND SEE THAT THE FLU IS CLEARLY MORE HARMFUL TO CHILDREN AND NO MANDATES, NO MASK MANDATE HAS EVER BEEN PUT IN PLACE EXCEPT THE EPIDEMIC OF 1918.
OUR CHILDREN HAVE MISSED MONTHS OF VALUED EDUCATION TIME DUE TO A VIRUS THAT IS RELATIVELY HARMLESS TO THEM WHILE THE FLU IS MORE DANGEROUS TO THEM, NOTHING HAS DONE THE SAFETY OF OUR CHILDREN IS NOT THE PURPOSE OF THESE MANDATES.
AND IT'S TIME TO START PUTTING OUR CHILDREN'S NOT ONLY PHYSICAL, BUT THEIR PSYCHOLOGICAL WELLBEING.
FIRST TO EMPHASIZE MY POINT THAT MASS MANDATES PROVIDE LITTLE TO NO PREVENTION OF CATCHING THE VIRUS.
THERE WAS A STUDY FROM THE RATIONAL GROUND FROM MAY OF 2020 TO DECEMBER OF 2020.
HERE ARE THE RESULTS DURING THE NO MASK MANDATE 17 OUT OF A HUNDRED THOUSAND WERE INFECTED WITH COVID WITH A MASK MANDATE 27 OUT OF 105,000 WERE INFECTED WITH COVID.
I ALSO WANT TO MENTION, I RECEIVED AN EMAIL STATING THAT CHILDREN WILL BE PUNISHED FOR NOT WEARING FACE MASKS ON THEIR BUS.
WHEN MY DAUGHTER'S BUS, THEY REQUIRE THREE CHILDREN TO A SEAT.
THIS OF COURSE DOES NOT FOLLOW THE RULES TO SAY, STAY SOCIALLY DISTANT.
BUT IN THE CLASSROOM, THE DESKS ARE SIX FEET APART.
HOW CAN YOU PUNISH CHILDREN FOR NOT WANTING TO WEAR A MASK WHILE BEING SHOVED INTO ONE BUS SEAT WITH TWO OTHER CHILDREN? BECAUSE THE SCHOOL WAS NOT ABLE TO PROVIDE THE PROPER RESOURCES TO INSTILL THEIR OWN RULES.
THE NEGATIVE EFFECTS OF THE MASK FAR OUTWEIGH THE POSITIVE, WHICH IS THE MASK MAY HELP PREVENT THE COVID SPREAD OF COVID.
IT IS TIME TO PUT THE NEEDS OF THE CHILDREN.
FIRST, IF THE SCHOOL BOARD DOES FAIL TO PUT OUR CHILDREN FIRST, WE PARENTS WILL LOOK FOR OTHER SOURCES OF EDUCATION, FORCING OUR CHILDREN TO WEAR MASKS SO THAT ADULTS FEEL SAFE AS CHILD ABUSE.
IT IS NOT MY DAUGHTER'S JOB TO MAKE ANOTHER ADULT FEELS SAFE.
THE MASK SHOULD BE OPTIONAL AND UP TO THE PARENT, ESPECIALLY SINCE THERE IS NOT ONE STUDY THAT CAN SHOW THAT MASS DO IN FACT HELP STOP THE SPREAD OF COVID.
IN FACT, FROM MY UNDERSTANDING, THE VIRUS IS SO SMALL THAT THE ONLY MASK THAT WILL PREVENT THE SPREAD ARE IN 90 FIVES.
FOR THE MOST PART, I SEE CHILDREN WEARING CLOTH OR SURGICAL MASS, PLEASE END THE MASK MANDATES AND ALLOW OUR CHILDREN TO BE CHILDREN SIGNED.
HEATHER ELLIOTT CONCERNED PARENT.
THE FIRST SPEAKER SIGNED UP FOR THIS EVENING IS MIKE MAYER.
WHEN I WRITE A BOOK, I'M GOING TO HAVE MR. BALLANTINE DO THE AUDIO BOOK VERSION SUCH AS SOOTHING, SOOTHING VOICE THAT MAN HAS, UH, MIKE MAYER, 1 0 8 PEBBLE LANE, FRONT ROW, VIRGINIA.
GOOD EVENING, BOARD LOWLY COMMONERS OF WARREN COUNTY, AND ANY FEDERAL AGENTS TASKED WITH MONITORING THIS MEETING.
FIRST THINGS FIRST I'D LIKE TO CONGRATULATE MELANIE SAILINGS ON HER GLORIOUS TRIUMPH AND YESTERDAY'S ELECTION.
OVER THE COURSE OF HER CAMPAIGN TO RETAIN HER SEAT.
I OBSERVED A DISGUSTING CAMPAIGN BEING WAGED AGAINST HER, NOT ONLY BY HER OPPONENT, BUT BY MANY ONLINE LOSERS, WEIRDOS AND CREEPS, NOT GOING AGAINST HER ON SUBSTANTIVE ISSUES, BUT WITH REALLY DISTURBING PERSONAL ATTACKS THAT MADE ME CONSISTENTLY WANT TO VOMIT UNTIL DEATH ALONG THE WAY.
CONGRATULATIONS TO YOU ON YOUR VICTORY, MELANIE, I WILL ENJOY THE PERPETUALLY FLOWING SALTY TEARS OF YOUR DETRACTORS.
AS YOU CONTINUE TO DO A GREAT JOB IN SERVING THE COMMUNITY IN THAT SEAT.
I HOPE ALL OF THOSE ABSOLUTE ZEROES WHO DID THEIR BEST TO DO THE RAIL, YOU HAVE HAD A GOOD TIME TO BE CLOWNING THEMSELVES ONLY TO BE TRANCED.
SPEAKING OF A GOOD OLD FASHIONED PASSIONATE ASS WHOOPING.
HOW ABOUT THOSE STATEWIDE ELECTION RESULTS? GOVERNOR CHICK, LIEUTENANT GOVERNOR
[00:10:01]
CHECK, ATTORNEY GENERAL CHECK.AND HOW'S THE DELEGATES CHECK JUST WHEN I THOUGHT VIRGINIA WAS SET TO CEMENT ITSELF AS THE CALIFORNIA OF THE EAST, GOOD PEOPLE STEPPED UP AND REJECTED, NOT JUST THE AWKWARD DANCING MEAN-SPIRITED GREAZY SCUMBAG CAREER POLITICIAN, TERRY MCAULIFFE, BUT MORE AND MORE IMPORTANTLY, EXCUSE ME.
THE CULT OF WOKE ISM AND ALL OF ITS DIVISIVE ANTI-AMERICAN GARBAGE IDEOLOGY.
I THINK IT'S SAFE TO SAY THAT VIRGINIANS HAVE MADE THEIR VOICES HEARD LOUD AND CLEAR WHEN IT COMES TO THE NONSENSE BEING PUSHED BY THESE CULT MEMBERS.
AND HOPEFULLY THE BLOODBATH OF THIS ELECTION WILL GIVE SOME OF YOU ON THE BOARD, THE COURAGE TO REJECT THESE ILLOGICAL CONCEPTS MOVING FORWARD.
HOW ABOUT REVERSING YOUR REVERSAL ON THE WHOLE TRANSGENDER DEAL FOR STARTERS, NOW THAT THE SHRIEKING MINORITY OF THE MINORITY HAVE BEEN SO HARSHLY REJECTED AT THE BALLOT BOX, MAYBE THOSE OF YOU WHO WERE EXPOSED AS WISHY-WASHY COWARDS BY AN ANGRY MOB OF THE MOST INTOLERANT SELF-AGGRANDIZING NARCISSIST QUOTE UNQUOTE ACTIVISTS, THIS SIDE OF THE MISSISSIPPI WILL FIND THE COURAGE DEEP DOWN INSIDE TO MAKE, RIGHT? WHICH YOU SO SADLY MADE WRONG, NOT SO LONG AGO IN THIS VERY ROOM, A ROOM CLEARED OUT AFTER THAT ANGRY MOB SHATTERED ME OF ALL PEOPLE DOWN BECAUSE I OFFENDED THEIR DELICATE SENSIBILITIES BY NOT COWERING TO THEIR INSANITY.
I CHALLENGE YOU ALL TO FOLLOW SUIT AND GIVE ONE HELL OF A COLD SHOULDER TO THE CULT OF WOKE ISM IN THIS COUNTY, THE WAY THE VIRGINIANS DID STATEWIDE YESTERDAY, IT WOULD MOST CERTAINLY BE TO THE BENEFIT OF OUR SCHOOLS AND ESPECIALLY OUR KIDS.
CRITICAL THINKING THEORY IS FAR SUPERIOR TO CRITICAL RACE OR GENDER THEORY IN TERMS OF BENEFICIAL REAL-WORLD APPLICATION.
IT'S A NEW DAY FOR VIRGINIA, AND I HOPE THAT YOU WILL ALL EMBRACE IT FOR THE BETTERMENT OF THINGS HERE AT HOME.
I IMPLORE YOU NOT TO WASTE SUCH A GOLDEN OPPORTUNITY.
THANK YOU VERY MUCH AS ALWAYS FOR THE OPPORTUNITY TO SPEAK MY MIND THIS EVENING.
GOD BLESS THE COMMONWEALTH OF VIRGINIA.
AND ONE LAST THING FOR THE ROAD FOR ALL THE GREAT PATRIOTS YOU STEP UP YESTERDAY, LET'S GO BRANDON.
I LIVE IN THE FORK DISTRICT AND I HAVE A CHILD IN THE WARREN COUNTY PUBLIC SCHOOL SYSTEM.
UM, TONIGHT I HAVE A FEW THINGS I JUST WANTED TO ADDRESS REALLY QUICKLY.
UM, ONE OF THEM IS THE, I ATTENDED A WORK SESSION.
SO, UM, A FEW BY MAYBE ABOUT A MONTH AGO.
AND ONE THING THAT SURPRISED ME IS THAT THERE WAS VOTING THAT HAPPENED ON DIFFERENT ISSUES DURING THE WORK SESSION.
AND THAT JUST SURPRISED ME BECAUSE THERE WAS NO PUBLIC COMMENTARY DURING THAT TIME.
AND IT SEEMED THAT THE BOARD WAS MAKING DECISIONS, UM, WITHOUT ANY PUBLIC COMMENTARY.
SO I KIND OF WANTED TO ADDRESS THAT.
IT SEEMED AT THE, AT THE COUNCIL MEETINGS THAT THEY ONLY VOTE DURING THE ACTUAL BOARD MEETINGS, TOWN COUNCIL AND NOT AT THEIR WORK SESSIONS.
SO I WAS JUST WONDERING ABOUT THAT WITH THE SCHOOL BOARD AS WELL.
IT SEEMS THAT VOTING SHOULD ONLY HAPPEN IF THERE'S PUBLIC COMMENTARY HAPPENING ON THE SAME TIME.
UM, UNLESS I GUESS IT'S SOMETHING REALLY JUST ADMIN RELATED.
UM, SO THAT'S SOMETHING THAT I WAS CURIOUS ABOUT THE POLICIES THERE, AND THEN THE TWO OTHER ISSUES I WANTED TO MENTION TODAY, UM, AS A PARENT WITH A CHILD IN THIS PUBLIC SCHOOL SYSTEM, UM, ESPECIALLY WITH OUR NEW GOVERNOR ELECTED, MAYBE THERE'S A COUPLE OF THINGS WE COULD ADDRESS ON AT OUR LOCAL LEVEL BECAUSE THINGS CAME DOWN BEFORE FROM THE GOVERNOR'S OFFICE, SUCH AS THE MASK MANDATE.
UM, FOR ONE, UM, IF THAT WAS SOMETHING THAT CAME DOWN FROM THE OLD ADMINISTRATION, CAN WE REACH OUT DIRECTLY TO OUR, UM, GOVERNOR'S OFFICE? AND EVERYONE WAS SAYING THAT WE COULDN'T MAKE THAT DECISION OURSELVES BECAUSE OF THE GOVERNOR AND ALL OF THAT.
UM, THE MASS MANDATE IS A TERRIBLE EXPERIMENT ON THESE CHILDREN WHO ARE GOING DAY AFTER DAY, UM, IN THIS ENVIRONMENT WHERE EVERY SINGLE FACE, MY SON HAS A RELIGIOUS EXEMPTION, BUT EVERY SINGLE FACE HE SEES IS COVERED IN A MASK.
AND HE IS NOT AWARE OF ANYONE ELSE IN THE ENTIRE SCHOOL WHO DOESN'T WEAR A MASK.
SO HE'S MISSING OUT ON HIS PEERS, UM, ON DAY ONE, HIS PEERS, HIS TEACHERS, EVERYONE IN THAT SCHOOL SYSTEM THAT HE COMES ACROSS, HAS THEIR FACE COVERED.
HE'S NOT SEEING EMOTION, HE'S NOT, HE'S NOT SEEING THE PERSON AND HE'S AN ODDITY BECAUSE HE'S NOT WEARING A MASK.
UM, IT'S PROBLEMATIC ON SO MANY LEVELS.
THAT LETTER FROM MS. ELLIOT WAS REALLY WONDERFUL AT SUMMARIZING.
A LOT OF THE REASONS WHY, SO I WOULD BE REPETITIVE AND THEY'LL HAVE A LOT OF THE SAME THINGS.
UM, FROM THE ANXIETY TO THE SUICIDE, WE'RE PROBABLY LOSING MORE CHILDREN HEALTH-WISE TO MASKS, WHICH DON'T SEEM LIKE THEY'RE THAT BIG A DEAL TO A LOT OF PEOPLE THAN TO COVID.
AND IF OUR, ALL OF OUR TEACHERS CAN BE VACCINATED, IF THEY WISH TO BE, OR IF THEY CAN GET THEIR TITERS
[00:15:01]
DONE, TO SEE IF THEY HAVE IMMUNITY, WE SHOULDN'T BE FEARFUL OF THESE CHILDREN BECAUSE THEY'RE NOT, THEY'RE NOT DYING OF THE DISEASE ARE NOT TYPICALLY SPREADING THIS DISEASE, UM, SUCH AS IT IS.UM, AND THEN AGAIN, ON THE BUSES, SO YOU HAVE A RELIGIOUS EXEMPTION IN THE SCHOOL, THEY'RE STILL BEING FORCED TO WEAR THEM ON THE BUSES.
SO THAT'S MAKING TRANSPORTATION ISSUES FOR PARENTS WHOSE CHILDREN CAN'T WEAR A MASK FOR MEDICAL OR RELIGIOUS REASONS.
UM, SO IN THE MASTER, ONE THING THAT NEEDS TO BE DONE AWAY WITH, IN OUR SCHOOL AS A PARENT, UM, I THINK THIS IS AN ATROCITY AND I THINK WE'RE COWARDS.
IF WE DON'T REALLY PUT THE CHILDREN FIRST, ALL OF THEM, UM, NOT JUST MINE, HE HAS A EXEMPTION, BUT LIKE I SAID, THERE'S SO MANY CHILDREN WHO ARE SUFFERING IN MANY WAYS.
UM, THE OTHER THING IS THE VACCINATIONS THAT ARE COMING DOWN AT THE FIVE TO 11, I'VE BEEN APPROVED FOR THIS VACCINE THAT, UM, CAN DO FAR MORE HARM THAN GOOD.
IF NO CHILDREN ARE DYING OF IT, WHY ARE WE VACCINATING THEM? BECAUSE EVERY VACCINE, WHETHER IT'S FOR CHICKEN POX OR COVID, EVERY SINGLE VACCINE COMES WITH RISKS THERE ON THE PIECE OF PAPER, I'M NOT MAKING IT UP.
SO IF COVID HAS HIGH TOO LOW MORTALITY OR EVEN COMPLICATION RATE, IF WE INJECT THEM WITH SOMETHING THAT HAS FAR GREATER RISK, WE'RE HARMING OUR CHILDREN.
SO MY THING IS, YOU GUYS CAN'T CHANGE THAT MANDATE OR THAT APPROVAL.
WHAT WE CAN DO IS KEEP IT OUT OF OUR SCHOOLS COMPLETELY.
IT'S NOT A REQUIREMENT FOR THE CHILDREN AND WE'RE NOT DOING ANY VACCINE CLINICS IN OUR PUBLIC SCHOOLS BECAUSE WHY WOULD WE HARM THE CHILDREN? THANK YOU.
THAT IS THE LAST, UH, INDIVIDUAL TO SIGN UP IN ADVANCE.
IS THERE ANYONE ELSE HERE THAT WOULD LIKE TO ADDRESS THE BOARD? NO PUBLIC COMMENT CLOSED.
[2. Consent Agenda]
CONSENT AGENDA.IS THERE A MOTION FOR THE CONSENT AGENDA? MADAM CHAIR.
WE APPROVE THE CONSENT AGENDA AS PRESENTED ALL THOSE IN FAVOR.
OPPOSED? NO MOTION CARRIES REPORTS.
[3C. Ms. Kelly Huff, Director Mountain Vista Governor's School]
MS. KELLY, HUFF DIRECTOR, MOUNTAIN VISTA GOVERNOR'S SCHOOL.MADAM CHAIR, MEMBERS OF THE WARREN COUNTY SCHOOL BOARD.
THANK YOU SO MUCH FOR INVITING ME TO BE HERE THIS EVENING.
UM, MY NAME IS KELLY HOFF, UM, DIRECTOR, PRINCIPAL, MOUNTAIN VISTA, GOVERNOR SCHOOL, OFFICIALLY DIRECTOR.
UM, BUT I JUST KINDA GO WITH PRINCIPAL, UM, TO GIVE YOU A LITTLE BIT OF BACKGROUND ABOUT ME FIRST BECAUSE I AM NEW HERE.
UM, I CAME ON BOARD AT MOUNTAIN VISTA IN JANUARY, JUST THIS PAST ONE IN THE MIDDLE OF A PANDEMIC.
UM, BY WAY OF ALLEGHENY PUBLIC SCHOOLS, I SPENT A 20 YEAR CAREER DOWN THERE.
I WAS AN ENGLISH TEACHER BY TRADE AT THE HIGH SCHOOL ASSISTANT PRINCIPAL PRINCIPAL, DIRECTOR OF INSTRUCTION, ACTING SUPERINTENDENT.
AND THEN I WAS TOLD IN A WAY, UM, TO ACTUALLY RETURN TO THIS AREA, UH, TO FAMILY.
UM, I ACTUALLY DECIDED TO RESIDE IN WARREN COUNTY AND LIVE RIGHT HERE IN FRONT ROYAL NOW WITH MY MOM AND SUPER HAPPY THAT I DID THAT, UM, CAME INTO MOUNTAIN VISTA UNDER A HUNDRED PERCENT REMOTE LEARNING AND HAVE BEEN SO THRILLED TO OPEN THE DOORS, UM, AND HAVE MOUNTAIN VESTA BACK IN STYLE AND DOING WHAT IT DOES.
I HAVE GIVEN EACH OF YOU IN YOUR CUB, OUR LITTLE PERSPECTIVE STUDENT FLYER, UM, FOR STUDENTS THAT ARE THINKING ABOUT, HEY, MAYBE THAT MIGHT BE INTERESTING, UH, TO LET YOU KNOW, THERE ARE 19 GOVERNOR SCHOOLS IN THE STATE OF VIRGINIA MOUNTAIN VISTA IS ONE OF THE 19, UH, GOVERNOR SCHOOLS RANGE FROM FOCUSING ON FINE ARTS, UM, TO FULL HIGH SCHOOL PROGRAM, OR TYPICALLY STEM PROGRAMMING, SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH, WHICH IS WHAT MOUNTAIN VISTAS FOCUS IS.
MOUNTAIN VISTA IS A HALF DAY PROGRAM.
STUDENTS COME TO MOUNTAIN VISTA STUDENTS FROM THIS COUNTY SPECIFICALLY TO THE MIDDLETOWN CAMPUS ON LORD FAIRFAX, COMMUNITY COLLEGE, WHO IS GRACIOUS ENOUGH TO HOST US.
UM, THEY COME FROM SEVEN 30 OR 11 AND THEY TAKE FOUR CLASSES IN MOUNTAIN VISTA, UM, TWO, AND THEN TWO, AND THEN THEY RETURN TO THEIR BASE SCHOOL SKYLINE WARREN COUNTY HIGH SCHOOL, UM, FOR OTHER PROGRAMMATIC COURSES, UH, BAND CHOIR, FOREIGN LANGUAGE.
UM, WE OFFER MATH, WE OFFER SCIENCE, UM, UNIQUELY WHAT MOUNTAIN VISTA DOES OFFER, WHICH I THINK IS GREAT, WHICH ATTRACTED ME, UM, BEING AN ENGLISH TEACHER IS THAT WE DO OFFER THE, A HUMANITIES, UM, BASE TO OUR SCIENCE AND OUR MATH AS WELL FOR FULL INTEGRATION.
UM, BEING THAT IN 10TH GRADE, THEY TAKE HUMANITIES 10, THEY GET THEIR ENGLISH CREDIT IN 11TH GRADE.
THEY TAKE, UH, ENGLISH, UH, HUMANITIES, 11, GET THEIR ENGLISH.
AND THEN IN 12TH GRADE, SAME THING, AND THOSE HUMANITIES COURSES ARE MATCHED
[00:20:01]
UP TO WHAT THEY'RE DOING IN THEIR SCIENCE CLASSES AND THEIR MATH CLASSES RIGHT NOW.UM, THEY'RE STILL STUDYING THE SCIENTIFIC REVOLUTION AND HUMANITIES AS WELL AS PRACTICING AND LEARNING ABOUT A LOT OF THOSE SAME ENGINEERS, UM, AND INVENTORS IN THEIR PHYSICS CLASSES.
UM, THERE ARE TWO MOUNTAIN VISTA CAMPUSES.
WE DO HAVE ANOTHER ONE IN WARRINGTON IN FAUQUIER COUNTY, AND WE HAVE SEVEN TOTAL DISTRICTS AND SERVE 13 BASED HIGH SCHOOLS.
UM, IT'S ABSOLUTELY MAGNIFICENT RIGHT NOW WE HAVE 193 STUDENTS THAT ATTEND BOTH CAMPUSES.
UM, AND YOU CAN SEE SOME OF THE INFORMATION JUST ON THE FORM THAT I GAVE TO KIND OF ANSWER SOME OF THE BASIC QUESTIONS THAT PEOPLE KIND OF HAVE OR INQUIRE ABOUT THE PROGRAM.
STUDENTS DO APPLY TO GET INTO MOUNTAIN VISTA.
THEY APPLY THROUGH, UM, THEIR COUNSELORS IN THEIR BASE HIGH SCHOOLS.
THEY'RE GIFTED AND TALENTED COORDINATORS.
YOU GUYS HAVE A WONDERFUL ONE AND MRS. WALTON HERE, UM, IN WARREN COUNTY, UM, ACTUALLY SHE WAS WITH ME TODAY.
I WAS AT SKYLINE HIGH SCHOOL TODAY AND BLESSED ENOUGH TO BE THERE AND START TO MEET SOME OF, UM, HOPEFULLY WHAT MIGHT BE MY PERSPECTIVE STUDENTS.
UM, ONE THING THAT I KIND OF AM BIG ON IS WHEN WE STARTED FRAMING THESE PROSPECTIVE STUDENT MEETINGS, IT'S LIKE, OKAY, WHAT DO I WANT, WHAT DO I WANT STUDENTS TO KNOW ABOUT MOUNTAIN VISTA? HOW, HOW DO I WANT TO SEE IF THEY'RE INTERESTED IN COMING? CAUSE IT'S NOT FOR EVERY CHILD, NEVER GOING TO CLAIM THAT IT IS.
UM, SO WHAT WE DECIDED WITH OUR PROSPECTIVE STUDENT MEETINGS, AND I ALMOST DID THIS TO YOU GUYS TONIGHT, AND I KIND OF WISH I HAD NOW.
UM, I PUT THEM STRAIGHT INTO A CHALLENGE, PUT THEM INTO GROUPS AND I SAID, YOU HAVE EIGHT PENCILS, TWO POST-IT NOTES, A PAPER CLIP, AND A RUBBER BAND WHO CAN BUILD THE HIGHEST TOWER FREESTANDING GOTTA BE ABLE TO STAND UP, CAN'T LEAN AGAINST ANYTHING ELSE.
SO THEY SPENT 15 MINUTES INSTANTLY JUST WORKING WITH EACH OTHER, TRYING TO ACHIEVE AN ENGINEERING, KIND OF PHYSICAL KIND OF CHALLENGE STRUCTURE.
AND THEN WE GAVE AWAY, I MADE LITTLE MEDALLIONS AND THEN I SAT HIM DOWN AND SAID, THAT'S WHAT MOUNTAIN VISTA IS.
IT'S A CHALLENGE AND YOU ALL HAVE ALREADY ACCEPTED IT.
AND I WOULD LOVE TO SEE YOU DO THAT WHEN APPLICATIONS COME OUT IN JANUARY AND JUST KIND OF GIVE THEM THAT TASTE.
I MEAN, MOUNTAIN VISTA IS BASED ON PROJECT-BASED LEARNING HANDS-ON UM, EXACTLY WHAT LAUREN COUNTY PUBLIC SCHOOLS ARE DOING AS WELL, BECAUSE WE ARE LOCATED AT LORD FAIRFAX, COMMUNITY COLLEGE.
WE DO OFFER THE MAJORITY OF OUR CLASSES ARE YOU CAN DUAL ENROLL, JUST LIKE A LOT CAN AT SKYLINE AND WARREN COUNTY, UM, STUDENTS CAN TAKE THEIR AP EXAMS. WE PREPPED THEM FOR THAT AS WELL.
WE HAVE STUDENTS THAT GRADUATE WITH ASSOCIATE DEGREES TWO YEAR DEGREES, ALONG WITH THEIR HIGH SCHOOL DIPLOMA, THEY GET THEIR GOVERNORS SEAL FOR GOVERNOR SCHOOL AND THEIR DIPLOMA.
I HAD STUDENTS THAT EARN ALL THEIR AP CREDENTIAL.
I HAVE STUDENTS THAT JUST TAKE MOUNTAIN VISTA CLASSES AND ARE HAPPY DOING THAT AS WELL.
AND WE TRY TO CUSTOMIZE THAT FOR THE STUDENTS TOO.
UM, BUT TO LET YOU KNOW THAT GIFTED AND TALENTED IS ALIVE IN WARREN COUNTY PUBLIC SCHOOLS AT THE SECONDARY LEVEL.
AND I'M HONORED TO HAVE BEEN CHOSEN TO COME AND, AND PROMOTE THAT IN YOUR COUNTY AS WELL.
SO DO I, ARE THERE ANY QUESTIONS, ANY WONDERINGS INQUIRIES THAT YOU MAY HAVE? ANY QUESTIONS I HAD A QUESTION, DO YOU ACCEPT HOMESCHOOL STUDENTS? UM, WE DO NOT NOW.
YOU CAN APPLY WHEN YOU ARE ON HOME BOUND, UM, PRIVATE SCHOOL, UM, CHARTER SCHOOL, BUT YOU DO HAVE TO SIGN A COMMITMENT TO ATTEND AND ENROLL IN ONE OF OUR SEVEN DISTRICTS IN ORDER TO ATTEND MOUNTAIN VISTA.
SO YOU CAN APPLY THAT WAY, BUT THEN WHEN YOU DO OFFICIALLY ENROLL, YOU HAVE TO BE ONE OF THE SEVEN DISTRICTS AND ONE OF THE 13 BASED HIGH SCHOOLS.
PENCE IS OUR BOARD'S REPRESENTATIVE ON MOUNTAIN VISTA, GOVERNOR SCHOOL BOARD.
SO WE THANK HER FOR HER SERVICE WITH THAT.
AND IF YOU DON'T WANT TO STAY FOR THE REMAINDER OF THE MEETING, WE WILL EXCUSE YOU.
[3A. Superintendent]

WARREN COUNTY PUBLIC SCHOOLS, STUDENTS, AND THEIR FAMILIES THAT WILL BE FED ONCE A WEEK.SO THAT'S JUST INCREDIBLE WHAT THE COMMUNITY IS DOING.
[4A. Approval of the Logan Maiatico Memorial Bell (Logan's Bell) to be placed at Skyline High School Stadium - Mr. Cupp, Skyline High School Athletic Director]

THANK YOU FOR HAVING THIS OPPORTUNITY TO SPEAK ON BEHALF OF, UH, A PROJECT, UH, AS YOU PROBABLY WELL AWARE.
FORTUNATELY, A MONTH AGO WE HAD A YOUNG MAN FROM OUR COMMUNITY THAT WAS LIFE WAS CUT SHORT DUE TO A CAR ACCIDENT.
AND HE WAS A, SOMEONE WHO WAS VERY, UH, NOT ONLY POPULAR IN SCHOOL.
HE WAS, UH, AN ALL DISTRICT, ALL REGION, ALL STATE PLAYER AND BASEBALL, FOOTBALL, AND TRACK AND FIELD.
UH, AFTER GRADUATION, HE WAS WORKING HIS WAY TO, UH, THROUGH THE FIRE RESCUE DEPARTMENT TO BECOME A CERTIFIED FIREFIGHTER.
SO HE WAS WEARING WELL, UH, RECEIVED WITHIN THE COMMUNITY, UH, PHONE, HIS DEATH A DAY OR SO AFTERWARDS, I GOT A PHONE CALL FROM A GROUP HERE WITHIN OUR COMMUNITY SHENANDOAH VALLEY COMMUNITARIANS, WHICH IS A LOCAL GROUP OF BUSINESSES AND OWNERS AND BUSINESS PEOPLE WITHIN THE COMMUNITY.
AND THEY REACHED OUT AND ASKED, YOU KNOW, WHAT COULD, WHAT COULD THEY DO TO SUPPORT THEIR FAMILY AND TO, YOU KNOW, KIND OF GIVE BACK TO OUR SCHOOL.
UH, I MET WITH THEM WHEN WE HAD A LOT OF DISCUSSION AND KIND OF WENT BACK AND FORTH ON DIFFERENT THINGS THAT WE COULD DO.
UH, WE SETTLED ON A MEMORIAL BELL, UH, TO BE PLACED JUST INSIDE THE TRACK IN THE SOUTH END OF OUR STADIUM.
AND THE IDEA BEHIND IT EVOLVED INTO NOT JUST A MONUMENT TO HIM OR A MEMORIAL TO HIM, BUT TO ANYONE WITHIN OUR SCHOOL COMMUNITY OR THE COMMUNITY AS A WHOLE, YOU KNOW, IF THEY HAVE A LOVED ONE THAT THEY WOULD LIKE TO REMEMBER TO RING THE BELL AND MEMORY OF THAT WOULD BE APPROPRIATE.
AND THAT'S KIND OF HOW THE IDEA STARTED.
AND THAT'S KIND OF HOW WE CAME TO, UH, BILL.
UH, IT WILL, WOULD BE PLACED, LIKE I SAID, RIGHT INSIDE THE TRACK.
IF YOU'VE BEEN, THERE ARE GAMES WHERE OUR TEAM ENTERS THE FIELD, UH, THEY WOULD HAVE THE OPPORTUNITY OF THE PLAYERS AND COACHES TO RING THE BELL AT THE END OF THE FIELD FOR A GAME.
SO THAT'S WHERE THE PLAN WOULD BE TO LOCATED.
UH, WE WOULD LIKE TO GET IT UP OBVIOUSLY AS FAST AS POSSIBLE AS DR.
BALLENGER MENTIONED, UH, WE ARE HOSTING OUR LAST HOME FOOTBALL GAME, WHICH WOULD BE AGAINST WARREN COUNTY ON FRIDAY NIGHT.
UH, SO THAT WE'RE WELL INTO THE PROCESS OF GETTING THIS DONE, UH, WHETHER OR NOT WE'RE GOING TO BE ABLE TO GET THE ACTUAL PILLAR, WHICH WILL BE THE PLAN WOULD BE JUST A FIVE FOOT TALL PILLAR WITH THE BELL ATTACHED TO IT AND WITH A PLAQUE ON IT THAT COMMEMORATES HIM THE NAME AND KIND OF WHAT WE, UH, YOU KNOW, MORE LIKE WHAT I JUST SAID IN MEMORY OF NOT JUST HIM, BUT FOR ALL OF OUR COMMUNITY THAT, YOU KNOW, IT MEANS SOMETHING TO US THAT WE'VE LOST.
SO THAT'S KIND OF, WE, UH, WHERE WE'RE AT WITH THAT, WE WANT TO OBVIOUSLY GET YOUR FREE WILL TO DO IT, UM, BECAUSE IT WILL BE A PERMANENT STRUCTURE THERE WITHIN OUR SCHOOLS OR ANY OF THE SHENANDOAH VALLEY COMMUNITARIANS WITH US TONIGHT OR ANY OF LOGAN'S FAMILY.
I JUST WANTED TO RECOGNIZE THEM IF THEY WERE BEING A BOARD MEMBER.
I MEAN, WE SIT UP HERE AND CONDUCT BUSINESS AND APPROVED POLICY AND BUDGET AT SOME OF THE FUN THINGS ARE GETTING TO SUPPORT THE STUDENTS AND, YOU KNOW, IN THE ARTS AND THE ATHLETICS.
AND I ESPECIALLY ENJOY GOING TO A LOT OF THE DIFFERENT GAMES, WRESTLING, FOOTBALL, BASKETBALL, WHATEVER'S OUT THERE.
I THINK MY HUSBAND ENJOYS IT MORE THAN I DO.
SO IT'S SORT OF DATE NIGHT, BUT I REMEMBER, UH, GOING TO A GAME LAST YEAR THAT LOGAN WAS PLAYING IN AND I THINK IT WAS THE BRENTSVILLE CORRECT ME IF I'M WRONG.
AND I THINK HE HAD LIKE FIVE TOUCHDOWNS IN A ROW, FOUR OR FIVE TOUCHDOWNS.
AND I REMEMBER HEARING HIS FATHER, ESPECIALLY IN HIS FAMILY, UP IN THE BLEACHERS, SCREAMING AND CHEERING HIM ON.
AND, UM, I JUST THINK THIS, THIS IS A REALLY WONDERFUL WAY TO MEMORIALIZE THEM.
AND, UM, I THINK THAT PEOPLE, YOU KNOW, THE MEMBERS OF THE SHENANDOAH VALLEY, COMMUNITARIANS WANTING TO DO THIS.
THAT, THAT WAS A SPECIAL NIGHT FOR HIM.
UH, YOU KNOW, HE WAS, YOU KNOW, A LARGE, WE WERE LUCKY ENOUGH TO BE DISTRICT CHAMPIONS LAST YEAR AND PLAYING IN THE REGION SEMIFINALS.
AND HE WAS A HUGE PART OF THAT.
ANY OTHER COMMENTS? IS THERE A MOTION? UM, I MOVED TO APPROVE THE MEMORIAL LOGAN'S BELL TO BE ERECTED AT SKYLINE HIGH SCHOOL STADIUM AND FUNDED BY THE SHENANDOAH VALLEY.
[00:40:02]
MOTION CARRIES.[4B. Approval of the Patricia Hand Memorial Music Lover's Scholarship - Mr. Fox ]
APPROVAL OF THE PATRICIA HAD MEMORIAL MUSIC LOVERS SCHOLARSHIP, MR. FOX.THIS, UH, MOST OF WHAT I'M READING TONIGHT IS FROM MARIANNE HENRY.
PATRICIA A HAND WAS A RESIDENT OF FRONT ROYAL AND GRADUATED FROM WARREN COUNTY HIGH SCHOOL, MARIANNE AND PATRICIA WERE NEIGHBORS AND FRIENDS FOR 65 YEARS.
IT WAS HER REQUEST TO ESTABLISH A SCHOLARSHIP FOR A STUDENT WHO LOVES MUSIC FROM HER ALMA MATER WARREN COUNTY HIGH SCHOOL.
PATRICIA PLAYED THE CLARINET IN GRADE SCHOOL AND WAS ACTIVE IN MUSIC THROUGHOUT HER SCHOOL YEARS.
SHE ASSISTED IN COMMUNITY THEATER GROUPS AND ATTENDED MANY LIVE MUSICAL PERFORMANCES.
PATRICIA ENJOYED ALL TYPES OF MUSIC.
SHE WORKED AT SKYLINE CAVERNS DURING HIGH SCHOOL.
SHE WORKED FOR THE LOCAL SHERIFF'S OFFICE LATER.
SHE ACCEPTED A POSITION WITH AMERICAN MANAGEMENT SYSTEMS AMS AS A COMPUTER PROGRAMMER IN ARLINGTON, VIRGINIA.
THIS POSITION AFFORDED HER THE OPPORTUNITY TO RELOCATE WITH AMS AND NEWTON, IOWA UNTIL HER RETIREMENT PATRICIA LOVED TO TRAVEL AND WAS ENTHRALLED WITH THE ROYALS OF ENGLAND.
SHE LOVED MEETING NEW PEOPLE AND GETTING TO KNOW THEM, NOT JUST A QUICK CHAT FOR A FEW MINUTES, BUT SHE WOULD SIT FOR HOURS AND CONVERSE.
SHE REALLY WAS INTERESTED IN LEARNING ABOUT THEIR CULTURE, HISTORY FAMILIES.
SHE READ THE NORTHERN VIRGINIA DAILY, THE WINCHESTER EVENING STAR AND THE WARREN COUNTY SENTINEL ONLINE EVERY DAY TO KEEP UP WITH ALL OF HER EXTENDED FAMILY FRIENDS, AND THE HOMETOWN NEWS MS. HAND IN HER WILL LEFT A SCHOLARSHIP IN THE AMOUNT OF $25,000 TO BE MADE TO WARREN COUNTY HIGH SCHOOL WITH A YEARLY AMOUNT OF $2,000 PER YEAR.
THIS IS TO BE AWARDED TO A GRADUATING SENIOR WHO INTENDS TO CONTINUE THEIR EDUCATION AND MUSIC.
THE LAST YEAR FOR THE AWARD WILL HOPEFULLY BE 2033 OR LATER.
UM, AND THE FINAL YEAR FOR AN AWARD IN THE AMOUNT, MAYBE LESS, MORE OR LESS, DEPENDING ON IF A QUALIFYING STUDENT RECEIVES THE AWARD, THE ELIGIBILITY REQUIREMENTS, THE APPLICANT WHO ANSWERS AND STAND OUT WHY THEY ARE GOING TO CONTINUE THEIR EDUCATION MUSIC, AND HOW THEY WILL CONSIDER HOW THEY WILL USE THIS KNOWLEDGE AFTER COLLEGE, THEIR NEED FOR FINANCIAL ASSISTANCE AND THEIR GPA.
AND I WOULD ASK AT THIS TIME THAT THE BOARD APPROVE THE PATRICIA A HAND MUSIC LOVERS SCHOLARSHIP.
I JUST WANT TO SAY ONCE AGAIN, THIS COMMUNITY JUST BENEFITS THE SCHOOL SYSTEM SO MUCH, AND THIS IS SUCH A BEAUTIFUL GIFT.
THAT'S GOING TO BENEFIT A LOT OF OUR STUDENTS.
UM, PATRICIA AND HER SISTER, BARBARA BELL USED TO BABYSIT FOR ME WHEN I WAS A LITTLE PATRICIA, HIS FATHER AND MY FATHER WERE FISHING BUDDIES.
AND I WORKED WITH, UM, HER SISTER BARBARA.
AND I'D LIKE TO RECOGNIZE THAT, UH, PATRICIA'S NIECE BETH OR ONE IS WITH US TONIGHT.
FOR COMING IN, YOU LOOK MORE AND MORE LIKE YOUR AUNT.
UM, IS THERE A MOTION AARON CHAIRMAN? I WOULD MOVE THAT.
WE APPROVE THE PATRICIA AND HAND MEMORIAL MUSIC LOVER SCHOLARSHIP WITH GRATITUDE.
THANK YOU, MR. FOX, CAN YOU JUST A QUICK UPDATE? WARREN COUNTY DID WIN TONIGHT, DEFEATING JAMES AND RO AND, UH, DR.
BALLENGER PAULINE IS I THINK THEY'RE PLAYING FOR THE CHAMPIONSHIP NEXT.
[4C. Approval of Additional ESL Teacher due to Increased Program Enrollment - Dr. Ballenger ]
APPROVAL OF ADDITIONAL ESL TEACHER DO TO INCREASE PROGRAM ENROLLMENT, DR.MADAM CHAIR, OUR ESL POPULATION OR ENROLLMENT, UM, INCREASED THIS YEAR.
UH, CURRENT DIVISION ESL ENROLLMENT IS 171 STUDENTS.
WE HAVE SIX ESL TEACHERS, TEACHER CASE LOADS.
UM, FOR OUR, AS, AS FOLLOWS EACH STUDENT DARE EACH TEACHER YOU CAN SEE HAS APPROXIMATELY 26 TO 32, SOME MAY HAVE 42 STUDENTS.
UM, AT THE HIGH SCHOOL, YOU CAN SEE THE CASE LOADS THERE AS WELL.
THE PURPOSE OF THIS IS BECAUSE WE NEED TO STAY WITHIN, UM, GUIDANCE AS FAR AS THE NUMBER OF MINUTES THAT OUR STUDENTS ARE RECEIVING, UM, ESL SERVICES.
AND BY ADDING THIS ADDITIONAL, UH, ESL TEACHER, IT WILL KEEP US IN COMPLIANCE.
UM, THE ONE THING THAT WE DO NEED TO, I DO WANT TO MAKE NOTE IS THAT WE WILL BE USING CONTINGENCY FUNDS.
AND SO THIS MOTION WOULD BE A TWO, UM, ITEM MOTION, ONE, WE WOULD NEED TO REQUEST THE TRANSFER OF $63,650,
[00:45:03]
UH, FROM 69,000 CONTINGENCY FUND TO 6,100 INSTRUCTION FOR THAT ESL TEACHER.THE REASON WE ARE USING CONTINGENCY FUNDS IS BECAUSE THIS NEEDS TO BE BUILT INTO OUR BUDGET.
UM, OUR ESL NUMBERS ARE CONTINUING TO RISE EACH YEAR.
AND SO WE'RE GOING TO NEED THIS ADDITIONAL, UM, TEACHER.
DO YOU HAVE A TEACHER IDENTIFIED ALREADY? IS THAT, UM, UH, AND IT'S BEEN A CHALLENGE.
THERE ARE A LITTLE EASIER TO FIND BECAUSE YOU CAN FIND SOMEBODY WITH A CERTIFICATION THAT, UM, AND I THINK, UH, THE DON DONNA SAID SHE HAD ONE OR NOT CAMERA.
BUT WE NEED TO, AT LEAST, EVEN IF WE CANNOT.
UM, ONE OF THE THINGS THAT WE LOOK FOR IS IF WE WERE TO GET AUDITED ON THE HOURS, IF WE'RE NOT DOING ANYTHING ABOUT IT, THEN THAT CAN BE A FINDING.
BUT IF WE HAVE THIS POSITION POSTED AND WE ARE TRYING TO FILL IT, THEN THEY WILL KNOW THAT WE'RE MAKING A GOOD FAITH EFFORT INTO, UM, MAKING SURE THAT WE'RE MEETING THE REQUIREMENTS THAT THOSE STUDENTS NEED.
AND THAT WOULD BE BY THE DEPARTMENT OF JUSTICE.
HE'S A DOJ, ANY QUESTIONS OR DISCUSSION? I DON'T THINK WE NEED TO MOTION.
THAT'S A TWO PART MOTION, RIGHT? WE NEED TO SEPARATE IT INTO TWO.
WELL, UM, AND, AND MR. BALLANTINE, I THINK I'LL DEFER TO YOU ON THIS ONE A LITTLE BIT, BECAUSE WE DO NEED TO MAKE SURE THAT WE REQUEST THE COUNTY TO TRANSFER THE FUNDS FROM THE CONTINGENCY INTO THE INSTRUCTION.
AND THEN WE ALSO NEED YOU TO, UM, MAKE SURE THAT YOU APPROVED THAT WE GO AHEAD AND POST AND CREATE THIS NEW POSITION.
I THINK THE WAY THE MOTION IS WORDED, IT'S SORT OF THE TWO PART MOTION COMBINED INTO ONE.
SO I THINK THAT MOTION THERE WOULD ACCOMPLISH WHAT YOU NEED TO DO TONIGHT TO, UH, NOT ONLY APPROVE THE POSITION, BUT ALSO REQUEST THE FUNDS, BE TRANSFERRED WITHIN OUR BUDGET TO ALLOW US TO PAY THAT PERSON ONCE WE HIRE THEM.
AFTER AN HOUR, MOVE, THE SUPERINTENDENT BE AUTHORIZED TO REQUEST THAT THE WARREN COUNTY BOARD OF SUPERVISORS AUTHORIZES THE TRANSFER OF $63,650 FROM LINE ITEM 69, 0 0 0 CONTINGENCY FUND TO LINE ITEM 6 1 0 0 0 INSTRUCTION FOR THE ESL TEACHER AND THAT WARREN COUNTY SCHOOL BOARD APPROVES AN ADDITIONAL ESL TEACHER THROUGH JUNE 30TH, 2022, DUE TO DIVISION STUDENT ENROLLMENT, VSL STUDENTS, BASED UPON THE APPROVAL OF THE TRANSFER OF FUNDS FROM THE CONTINGENCY FUND TO INSTRUCTION.
IS THERE A SECOND? SECOND, ALL THOSE IN FAVOR? AYE.
[4D. First Reading - Policy BDDH/KD Public Participation at School Board Meetings - Dr. Ballenger ]
FIRST READING OF POLICY BDD, H SLASH K D PUBLIC PARTICIPATION AT SCHOOL BOARD MEETINGS.BALLENGER, AND AGAIN, UM, MADAM CHAIR.
THIS HAS BEEN SOMETHING THAT WE'VE HAD AT OUR LAST COUPLE OF WORK SESSIONS FOR YOU GUYS TO WORK THROUGH AND, AND TO TALK OUT.
UM, SO THIS IS JUST THE FIRST READING OF THE, UH, AN UPDATED POLICY.
UM, THERE WAS 1:00 AM, STILL TRYING TO FIND IT ONE ABOUT THE CHAIRPERSON BEING ABLE TO ALTER THE TIME FOR SPEAKING.
I'M NOT, I'M NOT FINDING IT RIGHT NOW.
I THINK IT'S BULLET THREE, KATHY.
WHAT'S THAT? I THINK IT'S A BULLET THREE BULLET THREE, SO, OKAY.
UM, I WOULD LIKE TO ADD TO THAT, UH, WITH APPROVAL BOARD APPROVAL.
I DON'T THINK THAT SHOULD BE LEFT UP TO ONE YES.
WITH THE APPROVAL OF THE MAJORITY OF THE BOARD.
AND THAT SAME VEIN, I THINK PROBABLY THE NEXT CHAIRPERSON MAY ALSO LIMIT THE TOTAL TIME AVAILABLE FOR PUBLIC COMMENTS.
I THINK THE BOARD SHOULD HAVE THAT ALL SET.
I THINK EVERYBODY SHOULD HAVE AN OPPORTUNITY TO SPEAK.
AND IF IT'S, IF IT'S AN UNUSUAL SITUATION AND IT RUNS FOR MORE THAN AN HOUR, THAT'S JUST THE WAY IT SHOULD BE.
BUT I THINK THE BOARD SHOULD, SHOULD BE ABLE TO, TO OPEN IT UP IF THEY FEEL COMFORTABLE WITH THAT.
AND, UM, AS FAR AS MAKING THE ADJUSTMENT TO, WITH THE APPROVAL OF A MAJORITY OF THE BOARD ON THOSE TWO, OR MAYBE WE CAN REWORD THAT TO WHERE THEY'RE, THEY'RE BOTH INTO ONE WHERE IT'S AN APPROVAL OF THE BOARD
[00:50:01]
THAT WILL COVER BOTH OF THEM.I LIKED THE IDEA WITH THE PUBLIC COMMENT AT THE WORK SESSION, UM, THE TOWN COUNCIL AND BOARD OF SUPERVISORS, THEY DON'T VOTE AT WORK SESSIONS.
SO IF WE ARE GOING TO CONTINUE TO VOTE AT WORK SESSIONS, UM, WE NEED TO ALLOW FOR A PUBLIC COMMENT.
I KNOW WE DON'T ALWAYS VOTE ON OR HAVE ACTION ITEMS AT A WORK SESSION.
THAT'S THAT'S WITHIN THE PURVIEW OF THE LAW OR, UH, OF WHAT WE CAN DO.
UM, I KNOW WHAT WE DO AT WORK SESSION.
IT'S TYPICALLY IN A SMALL ROOM, WE USED TO MEET IN THE LITTLE CONFERENCE ROOM IN THE SCHOOL BOARD OFFICE, AND NOW WE'RE MEETING OUT AT DIVERSIFIED MINDS.
AND YOU KNOW, THAT, THAT CERTAINLY MAKES A DIFFERENCE AS FAR AS PUBLIC PARTICIPATION.
NOT TO, NOT TO KICK THE CAN DOWN THE ROAD OR ANYTHING LIKE THAT, BUT I WOULDN'T SUGGEST THAT THE NEW BOARD, WHEN THEY DO THEIR REORGANIZATION AND THAT KIND OF THING, MAYBE MAKE A DECISION.
THE SECOND BOTH MEETINGS WILL BE FULL SCREEN
AND THIS ROOM IS NOT AVAILABLE ON OUR SECOND BOARD MEETING OF THE MONTH, BUT WE ALREADY ALLOW THEM TO, IS THAT RIGHT? OR IS IT IN, IT'S NOT, YEAH.
THE PLANNING COMMISSION MEETS ON THAT WEDNESDAY, SO IT'S NOT AVAILABLE.
THERE WAS THAT REASON FOR WHY WE MEET IN A SMALLER AREA.
I DON'T KNOW THAT IT WOULD NECESSARILY ATTRACT MORE PEOPLE.
WE, WE DO ALREADY ALLOW THE PUBLIC TO SIT IN ON THE WORK SESSIONS.
SO EVEN IF WE JUST LEFT IT AS IF THERE ARE ITEMS TO BE VOTED ON, IF YOU WOULD LIKE TO SPEAK ON ONE OF THOSE ITEMS BEING VOTED ON THAT NIGHT, THEY COULD SPEAK, BUT NOT OPEN IT UP FOR JUST GENERAL OVERALL PARTICIPATION.
COULD THERE BE SOME KIND OF BIGGER LIMIT FOR THAT ONE BECAUSE THAT'S NOT OUR MAIN BOARD MEETING, UM, THAT THAT IS MAYBE DIFFERENT, UM, MAYBE A DIFFERENT SET OF TIME LIMIT FOR THAT ONE.
I DON'T KNOW THE MAIN ACTION ITEMS TO THE REGULAR MEETING AND NOT THE WORK SESSION.
SO WE HAVE THREE READINGS OF THIS, SO IT'LL BE THIS TONIGHT.
AND THEN THE TUESDAY, THE 16TH IS THE NEXT MEETING, NOVEMBER 16TH AT FIVE.
AND THEN DECEMBER THE FIRST MEETING IN DECEMBER, WHICH IS DECEMBER 1ST, WE'LL BE SEEING ON THE FIRST IN JANUARY, IF YOU WOULD LIKE WE COULD ADD THIS AS A WORK SESSION TO DISCUSS THAT AT THE NOVEMBER 16TH MEETING, WOULD YOU LIKE FOR THIS TO BE ADDED AS A WORK SESSION ITEM? YES.
WELL IT JUST KIND OF THE BEGINNING OF IT SAYS DURING THE PUBLIC COMMENT PORTION OF THE MONTHLY REGULAR SCORED.
SO, BUT THIS DOES SPECIFICALLY SPEAK TO THIS MEETING.
IT DOESN'T, WHAT'S YOUR PLEASURE.
SO MAYBE IF WE PUT IT ON THE WORK SESSION FOR WORKS.
BECAUSE THERE IS NO VOTE ON THIS IT'S THIS IS THE FIRST BREEDING.
UM, SO THERE IS NO MOTION OR VOTE TO BE HAD ON THIS TONIGHT BECAUSE WE'LL HAVE TO DO THIS TWO MORE TIMES AT THE NEXT TWO MEETINGS.
ONE WILL BE, UH, THE WORK SESSION AND THEN THE NEXT ONE WOULD BE THE DECEMBER MEETING.
SO, UH, IF YOU WOULD LIKE TO ADD A WORK SESSION ITEM TO TALK ABOUT PUBLIC COMMENT AT A WORK SESSION, THEN WE CAN DEFINITELY DO THAT AT THE NEXT
[00:55:01]
WORK SESSION.I HAD ONE MORE THING THAT HAD KIND OF POPPED UP.
UM, I KNOW THAT SPEAKERS HAVE TO GIVE THEIR ADDRESS.
UM, I'M CONCERNED ABOUT SPEAKERS HAVING TO ANNOUNCE THEIR ADDRESS AND THEN HAVE THESE VIDEOS POSTED ON YOUTUBE, ESPECIALLY WITH HOW CONTENTIOUS THINGS ARE RIGHT NOW AND HOW THERE IS, THERE ARE ATTACKS GOING ON.
SO MAYBE IF THEY CAN ONLY LIST THEIR ADDRESS TO YOU, BUT NOT HAVE TO STAND UP AND PUBLICLY SAY THEIR ADDRESS THAT IT'S ANNOUNCED ON YOUTUBE.
I THINK THAT MIGHT PROVIDE A LITTLE MORE SAFETY FOR THE PUBLIC TO SPEAK.
AND I THINK THERE'S A, THERE'S A PIECE IN HERE THAT SPEAKS TO OUT OF COUNTY AND THE RESIDENTS WHERE WE'RE SERVING, WE'RE SERVING THE ENTIRE COUNTY.
SO IT REALLY DOESN'T MATTER IF YOU LIVE ON PEBBLE LANE, ROCKY ROAD, WHERE YOU LIVE TO US, BECAUSE YOU'RE SPEAKING TO US AS A COUNTY CITIZEN, AND THIS ALREADY ADDRESSES OUT OF COUNTY CITIZENS HAVING TO GET PERMISSION, PERMISSION A LITTLE BIT SOONER AND THAT KIND OF THING.
NOW MADAM CHAIR, I KNOW IN THE PAST, UH, YOU KNOW, I'VE BEEN HERE FOR A FEW MEETINGS, NOT, YOU KNOW, I GUESS ABOUT 18 MONTHS WORTH OF MEETINGS, BUT, UM, OR A LITTLE MORE, BUT I KNOW IN THE PAST, I THINK THAT A LOT OF TIMES THEY DIDN'T NECESSARILY HAVE TO STATE THEIR ADDRESS AS LONG AS THEY WROTE THE ADDRESS DOWN ON, ON THE SHEET OF PAPER.
UM, YOU KNOW, REALLY BECAUSE THIS BOARD HAS WANTED TO MAKE SURE THAT WE ONLY HAVE RESIDENTS OF WARREN COUNTY SPEAK, THERE WILL NEED TO BE A WAY TO SOMEHOW MAKE SURE THAT THEY ARE WARREN COUNTY RESIDENT, BECAUSE YOU'RE WANTING TO MAKE SURE THAT YOU'RE ELICITING TO YOUR RESIDENTS AND NOT SOMEBODY FROM THREE HOURS AWAY.
SO I GUESS WHEN THEY SIGN UP PRIOR TO THE MEETING, MR. BALLANTINE WILL BE IN CHARGE OF RECOGNIZING THE ADDRESS AS A CURRENT WARREN COUNTY ADDRESS.
I GUESS HE'LL HAVE TO PULL UP HIS GIS REAL QUICK AND SEARCH ALL MY GUESS NOW, WARREN COUNTY RESIDENT.
I MEAN, THEY CAN JUST IDENTIFY THEMSELVES GO, GO AHEAD.
I WAS JUST SAYING THEY COULD JUST IDENTIFY THEMSELVES AS WARREN COUNTY RESIDENT WHEN THEY SAY IT.
AND JUST WRITE IT ON THE PAPER AND MR. VALENTINE WE'LL HAVE THE RECORD, WE'LL HAVE THE RECORD.
MAYBE WE COULD EVEN JUST PUT A BOX THAT THEY CHECK IN AND SAY, I CERTIFY I'M A WARREN COUNTY RESIDENT OR SOMETHING LIKE THAT.
OR THE OTHER BOX WOULD BE IONA.
I AM AN EMPLOYEE OF WARREN COUNTY PUBLIC SCHOOLS BECAUSE I THINK WE WOULD OPEN IT UP FOR THEM IF THEY DON'T LIVE IN THE COUNTY TO BE ABLE TO COME AND ADDRESS YOU A COURSE.
UH, YOU KNOW, IT'S AN HONOR SYSTEM, BUT I THINK YOU WOULD HAVE A PRETTY GOOD FEEL.
AND ESPECIALLY WITH FAMILIES WHO ARE NOT NECESSARILY ALL LIVING TOGETHER, I THINK WE SHOULD MAKE SURE THAT THAT PARENTS WHO MAY LIVE OUTSIDE OF THE COUNTY, BUT THEIR CHILD ATTENDS OUR SCHOOLS.
UM, I'M A RESIDENT I'M CERTIFIED.
I'M A RESIDENT I'M CERTIFIED, NOT AN EMPLOYEE OR I'M A PARENT OF A STUDENT.
[4E. First Reading of the Warren County Public Schools 2021-2026 Comprehensive Long-Range Plan - Dr. Ballenger ]
FIRST READING OF THE WARREN COUNTY PUBLIC SCHOOLS, 2021 THROUGH 2026 COMPREHENSIVE LONG RANGE PLAN.MADAM CHAIR, THE 20 21, 20 26 CONFERENCE OF LONG RANGE PLAN WAS DEVELOPED BY TEACHERS, ADMINISTRATORS, SCHOOL, BOARD MEMBERS, AND INPUT FROM THE COMMUNITY.
THE VISION STATEMENT, LEARNING THROUGH INSPIRATION, ENGAGEMENT, EMPOWERMENT, AND INNOVATION, EVERY STUDENT, EVERY DAY MISSION STATEMENT.
WE WILL EMPOWER EVERYONE TO ACHIEVE EXCELLENCE BY SPARKING INSPIRATION AND LEARNING THROUGH INNOVATION.
I HAVE LISTED THERE, THE GOALS.
UH, AGAIN, WE HAVE WORKED ON THIS AT THE LAST COUPLE OF WORK SESSIONS AS WELL, LOOKING OVER IT.
UM, IT WAS POSTED, UH, FOR, FOR, I BELIEVE ABOUT A MONTH.
WASN'T A MR. GRANT, UH, FOR, FOR PUBLIC COMMENT, WE DID SHARE THOSE COMMENTS WITH EACH BOARD MEMBER.
AND WE DID PUT THOSE COMMENTS AT THE, AT THE LAST WORK SESSION TO DISCUSS THIS.
SO AGAIN, THIS IS JUST THE FIRST READING OF THE, UH, COMPREHENSIVE LONG RANGE PLAN, COMMENTS, OR DISCUSSION WHERE WE'RE RESIDENTS, PARENTS SEE, THIS IS AMAZING.
SO I BELIEVE IT'S STILL STILL ON OUR WEBSITE.
[01:00:01]
UP.AS SOON AS YOU GOT ONTO THE WEBSITE, YOU COULDN'T IGNORE IT.
IT STILL, NO, NO RIGHT NOW, RIGHT NOW, UH, THERE'S ANOTHER MESSAGE BEING POPPED UP, BUT, UM, BUT IT SHOULD BE UNDERNEATH.
I THINK THERE IS A TAB MR. GRANT, YOU MAY HAVE TO HELP ME ON IT IS DIVISION AND IT'S THE FIRST TAB UNDER DIVISION.
IT SAYS WARREN COUNTY CONFERENCE OF A LONG RANGE PLAN.
SO THAT IS STILL ON OUR WEBSITE WHERE THEY CAN STILL READ THAT.
[4F. 2021-22 Calendar Change - Dr. Ballenger ]
20 21, 20 22 CALENDAR CHANGED DR.MADAM CHAIR, UH, AT THE MAY 19TH, 2021 MEETING THE WARREN COUNTY SCHOOL BOARD APPROVED THE RECOMMENDATION TO MOVE THE START OF SCHOOL FOR STUDENTS FROM TUESDAY, AUGUST 10TH, 2021 TO TUESDAY, AUGUST 17TH, 2021 IN DOING SO SEVERAL MODIFICATIONS WERE INCLUDED IN THE APPROVAL.
ONE MODIFICATION WAS CHANGING NOVEMBER 22ND AND NOVEMBER 23RD FROM HOLIDAYS TO SCHOOL DAYS AS THIS CHA AS THIS CHANGING SEMESTERS, AS THIS CHALLENGING SEMESTER HAS PROGRESSED.
TEACHER STAFF HAVE REQUESTED ADDITIONAL TIME FOR PLANNING AND AN OPPORTUNITY TO RECHARGE FOR THEIR EXTREMELY STRESSFUL SEMESTER.
UNDER THE CURRENT PANDEMIC, IT IS RECOMMENDED THAT THE 20 21 20 22 SCHOOL CALENDAR BE REVISED TO REFLECT MONDAY, NOVEMBER 22ND, 2021 AS A PROFESSIONAL DEVELOPMENT DAY FOR STAFF AND NO SCHOOL FOR STUDENTS AND TUESDAY, NOVEMBER 23RD AS A HOLIDAY FOR BOTH STAFF AND STUDENTS.
UM, AGAIN, THIS IS JUST, WE KNOW THAT WE'VE HAD A LOT OF CONVERSATIONS ABOUT STAFFING ISSUES.
UM, WE HAVE HAD CONVERSATIONS ABOUT DISCIPLINE ISSUES THAT ARE GOING ON IN SCHOOLS.
UM, THERE WE NEED, YOU KNOW, THE, THE GOAL OF THIS IS TO PROVIDE THE STUDENTS AND STAFF WITH AN EXTRA COUPLE OF DAYS BREAK TO, TO KIND OF UNWIND AND KIND OF RECHARGE BECAUSE WE KNOW THAT'S LEADING INTO THAT THANKSGIVING HOLIDAY.
UH, WE KNOW THAT'LL GIVE US A GOOD BREAK GOING INTO, UM, THE END OF THE SEMESTER IN, IN DECEMBER, UH, BEFORE WE ROLL OVER TO THE START OF THE SECOND SEMESTER, I'LL SUPPORT THIS.
I'VE HAD THE OPPORTUNITY RECENTLY TO SPEAK WITH A NUMBER OF OUR TEACHERS AND THEY ARE JUST TIRED.
WHAT ELSE CAN I SAY? THEY'RE HAVING FIGHT SO MANY BATTLES WORKING WITH THE STUDENTS AND TEACHING THEM.
I THINK THEY COULD USE A FEEDBACK.
I'VE HEARD FROM A LOT OF TEACHERS AND PARENTS AND STUDENTS.
I THINK WE'RE ALL TIRED EMOTIONALLY AND PHYSICALLY.
ANY OTHER COMMENTS? NO, I AGREE.
I MOVE THAT THE WARREN COUNTY SCHOOL BOARD REVISES THE 20 21 22 SCHOOL CALENDAR TO REFLECT MONDAY, NOVEMBER 22ND, 2021 AS A PROFESSIONAL DEVELOPMENT DAY FOR STAFF AND NO SCHOOL FOR STUDENTS AND TUESDAY, NOVEMBER 23RD, 2021 AS A HOLIDAY FOR BOTH STAFF AND STUDENTS.
