I ALWAYS GOT TO MAKE SURE I GOT THIS RIGHT.

MIKE MAYER, 1 0 8 PEBBLE LANE, FRONT ROW, VIRGINIA, 2 2 6 3 0.

GOOD EVENING.

BOARD LOWLY COMMONERS OF WARREN COUNTY AND SCUMBAG AGENTS OF THE STATE TASKED WITH MONITORING, MONITORING THIS MEETING REMOTELY.

I CERTAINLY HOPE EVERYONE ENJOYED THEIR THANKSGIVING HALF AS MUCH AS I DID MINE SPENT IN THE COMPANY OF LOVED ONES, ACCRUING A HEALTHY BUZZ AND LAYING WASTE TO PLATES OF DELICIOUS FOOD WITH NO MERCY.

IT'S THE LITTLE THINGS IN LIFE TO BE THANKFUL FOR.

AND IN THAT SPIRIT, I'D LIKE TO TAKE THIS TIME TO SPEAK ON SOME THINGS I'M THANKFUL FOR THAT RELATE ON A LOCAL LEVEL.

I'M THANKFUL FOR THE VERY FEW EXAMPLES OF EXCELLENCE AMID THE DREADFUL CULTURE OF MEDIOCRITY.

I HAVE OBSERVED IN OUR SCHOOLS, MISS BROGAN AND MS. NICHOLSON AT RESI JEFFERIES, MS. HOBBINS, MR. DENT AND SRO, DEPUTY VALEN AT SKYLINE MIDDLE.

HOW EMBARRASSING IS IT THAT I CAN COUNT THE PEOPLE? I HAVE A HIGH OPINION OF IN OUR SCHOOLS ON ONE HAND AND TO MAKE IT WORSE, THAT IS REPRESENTATIVE OF ALL THREE LEVELS OF SCHOOLS.

YIKES.

I'M THANKFUL FOR THOSE OF YOU ON THE BOARD WHO FIRMLY STOOD YOUR GROUND AND DID NOT REVERSE YOUR VOTE ON THE ADOPTION OF INSANE STATE MANDATED TRANSGENDER MUMBO-JUMBO IN THE FACE OF THE SCREECHING LUNATIC, NARCISSIST CULT MEMBERS WHO WERE SO DEEPLY OFFENDED BY YOUR INITIAL VOTE OF DISRESPECT TOWARD THEIR FAVORITE IDENTITY GROUP OF THE MOMENT.

IT TAKES A LOT OF GUMPTION TO STICK WITH WHAT YOU KNOW DAMN WELL TO BE RIGHT.

AND THOSE OF YOU WHO TUCK TAIL AND COWARD ON THIS ISSUE SHOULD NEVER LIVE DOWN THAT INFAMY IN THIS COUNTY AND AMONG YOUR VOTING CONSTITUENCY.

I ONCE AGAIN OFFER YOU AN OFF RAMP FROM THAT MISERABLE HIGHWAY OF SHAME, REVERSE THE REVERSAL AND TELL EVERYONE FROM THE WEIRDO ACTIVIST CLASS TO THE VIRGINIA DEPARTMENT OF EDUCATION TO KISS THE COLLECTIVE ASS OF WARREN COUNTY AND SCRAP THAT POLICY, IT'S NOT TOO LATE TO GET IT RIGHT, SHAWL.

ALTHOUGH I HAVE NO CONFIDENCE IN ANY WILLINGNESS TO MAKE SUCH A BOLD MOVE.

I'M THANKFUL THAT WE ARE NOT A DISASTROUS MESS TO THE LIKES OF FAIRFAX ARE LOUD IN COUNTIES, AT LEAST NOT YET.

HOPEFULLY THE INSTALLATION OF GLEN YUNCKEN AND WINSOME SEARS INTO THEIR RESPECTIVE OFFICES.

WE'LL PROVIDE YOU ALL THE COVER THAT YOU NEED TO REJECT ALL GARBAGE CULT OF WOKENESS POLICY THAT PROPELLED THOSE TWO TO VICTORY IN THEIR ELECTIONS MOVING FORWARD, LASTLY, BUT CERTAINLY NOT LEASTLY.

I'M THANKFUL THAT THE DREADED QUOTE UNQUOTE, UM, THE CRON VARIANT HAS NOT YET RAVAGED OUR COMMUNITY.

HOPEFULLY ALL OF YOU WILL FIGHT ANY PROPOSAL OF ADOPTING USELESS MITIGATION STRATEGIES TO THOUGHT THE LATEST BOOGEYMAN WHEN IT COMES KNOCKING.

I WISH I COULD MUSTER A LITTLE BIT MORE CONTENT IN TERMS OF WHAT I'M THANKFUL FOR, BUT UNFORTUNATELY I HAVE NOT BEEN GIVEN MUCH MATERIAL TO WORK WITH.

I LOOK FORWARD TO NEXT MONTH'S MEETING WHERE I WILL ADD SOME NEW YEAR'S RESOLUTIONS FOR OUR SCHOOLS.

THANK YOU ALL VERY MUCH AS ALWAYS FOR THE OPPORTUNITY TO SPEAK MY MIND THIS EVENING.

GOD BLESS AMERICA AND GOD BLESS WARREN COUNTY.

IS THERE ANYONE ELSE WHO WOULD LIKE TO ADDRESS THE BOARD? THANK YOU.

[2. Consent Agenda]

[3A. Linda Kroll Family Meal Program - Samantha Barber, President]

AND REPORTS.

LINDA KROLL FAMILY MEAL PROGRAM.

SAMANTHA BARBER.

.

THANK YOU.

GOOD EVENING.

THANK YOU ALL SO MUCH FOR GIVING US THE OPPORTUNITY TO BE HERE TONIGHT.

UM, IF I COULD CALL, UH, SHANE GOODWIN UP TO THE PODIUM WITH ME, UM, SHANE GOODWIN IS THE EXECUTIVE PRESIDENT OF REACHING OUT NOW AND, UH, TONIGHT WE ARE TRULY HONORED TO BE HERE, UM, TO REPRESENT REACHING OUT NOW AND TO, UM, REPRESENT THE GOOD THAT WE SEE IN OUR COMMUNITY.

AND, UM, THE GOOD THAT WE ARE A PART OF.

SO PART OF THAT IS OUR LINDA CROWE FAMILY MEAL PROGRAM THAT WE STARTED BACK IN APRIL OF 2020.

AND, UM, IT'S TRULY BEEN SUCH AN HONOR AND TO BE ABLE TO WORK WITH THE WARREN COUNTY PUBLIC SCHOOL SYSTEM, NAMELY THE BLUE RIDGE TECHNICAL CENTER UNDER MS. JANE BAKER, UM, WHO AFFORDED US THE OPPORTUNITY TO SUPPORT OUR STUDENTS IN THE PUBLIC SCHOOL SYSTEM.

AND, UM, NOT ONLY THAT, UH, TO, UM, HAVE THIS MEAL PROGRAM THAT HAVE SUPPORTED, UM, OVER A HUNDRED FAMILIES, UM, SINCE WE STARTED IN APRIL, 2020, AND AT THE END OF THE 2021 SCHOOL YEAR, WE HAD SERVED OVER 38,000 HOT MEALS TO FAMILIES IN OUR PUBLIC SCHOOL, FIXED BY OUR STUDENTS AND THE RECIPIENT OF OUR AWARDS TONIGHT.

AND I'LL NOW GIVE THE MIC TO SHEA.

THANK YOU.

THANK YOU FOR THE MANY WAYS, EACH ONE OF YOU PERSONALLY, AND PROFESSIONALLY SUPPORT THE WAYS THAT WE HELP OUR FAMILIES IN WARREN COUNTY.

AND THANK YOU TO YOU FOR YOUR LEADERSHIP AND YOUR COMPASSION AND YOUR HEART FOR STUDENTS AND ADULTS IN OUR COMMUNITY.

THANK YOU.

WE'D LIKE TO CALL DEVIN SMITH.

IF WE COULD UP TO THE PODIUM TO JOIN US DEVIN TONIGHT, AND I HAVE SOMETHING TO GIVE YOU.

AND ON THIS PLAQUE THAT I HAVE IN FRONT OF ME, IT CAPTURES THE ESSENCE OF WHY WE WANT TO RECOGNIZE YOU TONIGHT.

IT SAYS TO DEVIN SMITH AND APPRECIATION FOR YOUR DEDICATION AND COMMITMENT TO SERVING AND SUPPORTING FAMILIES IN OUR PUBLIC SCHOOLS, WE HONOR YOUR SELFLESSNESS.

AND I WOULD SAY TO A PERSON WHO OPENS THEIR HANDS THERE, YOUR HEART, YOUR MIND, AND ESPECIALLY YOUR KITCHEN, YOU MAKE SUCH A DIFFERENCE IN THE LIVES OF THE FAMILIES OF THIS COMMUNITY.

SO WE GIVE YOU THIS SMALL TOKEN OF OUR APPRECIATION AND OUR LOVE FOR WHAT YOU DO FOR OUR KIDS.

THANK YOU FOR YOUR SERVICE.

THANKS EVERYBODY.

THANK GOD FOR THE GAME.

I'M GOING TO JUST DO THE GAME FOR THE GAME FOR A LONG TIME.

I'M READY.

MY THING, MY WIFE SHE'S SUPPORTING, BEING IN THE RESTAURANT IS NOT NATTY BANK, NO SEVEN DAYS A WEEK, 16 HOUR DAYS, HOURS DAILY.

THEY BE BLESSED OPPORTUNITY

[00:15:02]

TO BE ABLE TO COME BACK HOME AND EITHER PASS THE TORCH, THE YOUNG PEOPLE AND INSPIRING THEM TO GROW.

SO THE THING THEY'RE TRYING TO DO TO GROW, YOU HAVE TO INVOLVE PEOPLE WHEN YOU'VE DONE THAT BEHIND THAT.

YOU KNOW, WE, WE TRULY APPRECIATE, AGAIN, EVERYTHING THAT, UM, THAT OUR COUNTY DOES FOR OUR STUDENTS AND, UM, TO BRIEFLY SHARE WITH YOU.

SO THANK YOU FOR THE OPPORTUNITY TO SHARE WITH YOU JUST A LITTLE BIT OF WHAT WE'VE DONE.

UM, OVER THE SHORT TIME THAT WE'VE BEEN, UM, A NONPROFIT ORGANIZATION HERE IN OUR COMMUNITY AND HOW I WANT TO SHARE IS OUR 2021 IMPACT REPORT.

SO WE GO BY THE SCHOOL SYSTEM.

SO WHEN THE SCHOOL SYSTEM ENDS, OUR YEAR OF PROGRAMS ENDS, AND THIS IS A NOTE AT THE BEGINNING OF THE IMPACT REPORT IS THIS PROGRAM.

THIS GROUP IS MORE THAN A PROGRAM, BUT A SAFE SPACE, A FAMILY, A GROUP OF PEOPLE WHERE EACH PERSON BRINGS SUCH A UNIQUE AND DIFFERENT THING TO THE TABLE.

THE TEAMWORKS MAKES US UNSTOPPABLE.

WE HAVE SO MUCH GOOD HEARTS AND INTENTION THAT SAM'S WORK IN SUCH BRINGING IN, JUST BRINGING OUT THE BEST IN US.

WE'RE SO MUCH MORE THAN A PROGRAM, BUT A FAMILY WITH A BRIGHTER FUTURE AND DETERMINATION, THERE WAS NO WAY WE COULD BE WHERE WE ARE WITHOUT EVERYONE'S CONTINUED SUPPORT AND GENEROSITY, HALEY MCINTURFF.

AND MS. BAUER KNOWS HAILEY QUITE WELL.

UM, HALEY IS ONE OF OUR STUDENTS IN OUR LEADERSHIP PROGRAM AND HE LEAVES STARTED WITH US WHEN SHE WAS IN SEVENTH GRADE.

AND NOW SHE'S A 10TH GRADER AT SKYLINE HIGH SCHOOL AND WAS THE KEYNOTE SPEAKER AT OUR GALA IN JUNE.

UM, AND THIS IS WHAT WE ARE, UM, AS A LEADERSHIP PROGRAM, WE JUST, UH, COVERED A VERY FIRST SENIOR PLANNING NIGHT, UM, IN PARTNERING WITH WARREN COUNTY PUBLIC SCHOOL AND SKYLINE HIGH SCHOOL, BOTH SCHOOLS COMING TOGETHER TO DO SOMETHING AMAZING.

WE HAD 81 FAMILIES THAT SIGNED UP.

UM, WE HAD FAMILIES THAT CAME IN AND OUT BECAUSE IT WAS A BASKETBALL GAME THAT NIGHT.

AND WE HAD FIVE COLLEGES THAT CAME OUT THAT NIGHT.

WE HAD JAMES MADISON, LIBERTY UNIVERSITY, WEST VIRGINIA.

WE HAD THE EMT, UM, THE AIR FORCE WAS SUPPOSED TO BE THERE, BUT THAT NIGHT WE HAD FAMILIES AND STUDENTS THAT CAME OUT TO LISTEN AND TO BE A PART, AND TO HAVE THAT OPPORTUNITY TO WORK WITH OUR PRINCIPALS AND OUR COUNSELORS TO HELP OUR STUDENTS WHEN IT COMES TO POST-SECONDARY EDUCATION, WE'RE JUST TRULY, TRULY SO HONORED.

UM, AND THROUGH A LEADERSHIP PROGRAM, WE, AS YOU CAN SEE, THESE ARE GIRLS AND WE'RE SO BLESSED THAT WE'RE GOING TO BE STARTING ON BOAT BOYS PROGRAM, WHICH IS A LOTUS PROGRAM IN JANUARY.

UM, AND EVEN THAT JUST BEING BLESSED TO HAVE A SPACE WITH A NON-PUBLIC SCHOOL SYSTEM.

AND MOST OF THESE GIRLS THAT YOU'RE SEEING HERE, THEY STARTED WITH US FROM SIXTH GRADE.

UM, AND SOME OF THEM STARTED AT SEVENTH GRADE.

AND AS I SAID, THE HIGH SCHOOLERS, THEY STARTED WITH US WHEN THEY'RE IN SEVENTH GRADE.

AND THIS IS OUR THIRD YEAR WITH THESE GIRLS AND, UM, OUR MEAL PROGRAM.

WHAT CAN I SAY? DEVIN SAID AT MOST LAST YEAR, 2021, WE STARTED, WE STARTED WITH $600.

IT WAS A HOPE OF PRAYER AND FAITH OF HOW CAN WE DO THIS AND MYSELF, SHANE DEVIN, MICHELLE SMELSER, AND THE ROTARY.

UM, THE, OF WARREN COUNTY CAME TOGETHER WITH US AND WE STARTED WITH 25 FAMILIES.

AND AT THE END OF 2021 SAYS THAT WE SERVED 177 FAMILIES.

AND WARREN COUNTY IS AMAZING.

I'M A TRANSPLANT.

YES, BUT IN ONE YEAR WITH THE SUPPORT OF OUR COMMUNITY, WE RAISED $98,000, $98,000.

WHEN WE STARTED APRIL 1ST WITH $600 AND WE THEN ASKED THE COMMUNITY FOR ANYTHING THEY SAW AND THEY GAVE US, AND WE WERE ABLE TO FEED 177 FAMILIES PARTNERED WITH LEIDOS PIZZA.

I HOP, UM, SO MOUNTAIN, UM, ANTHONY'S PIZZA TO PROVIDE 38,000 HOT MEALS TO OUR FAMILIES LAST SCHOOL IN THE 2019, 2020 AND 20 20, 20, 21 SCHOOL YEAR.

AND WE'VE STARTED A MEAL PRO PROGRAM AGAIN, UM, THREE WEEKS AGO, AND WE'RE ALREADY SERVING 110 CHILDREN AND 90 INDIVIDUALS.

SO HERE WE ARE, UM, AS A COMMUNITY, AS A BODY TO MAKE A DIFFERENCE AND CONTINUE TO SEE HOW WE CAN WORK TOGETHER TO HELP OUR FAMILIES AND OUR STUDENTS AND OUR PUBLIC SCHOOL SYSTEM.

SO THANK YOU SO MUCH FOR GIVING US THIS OPPORTUNITY TONIGHT.

[00:20:01]

THANK YOU.

THANK YOU, MRS. BARBARA, AND THANK YOU FOR YOUR PASSION FOR OUR CHILDREN TO SEE THAT THEY DON'T GO HUNGRY AND THEIR FAMILIES, AND TO SEE THAT THEY HAVE THE OPPORTUNITY TO EXCEL SUPERINTENDENT

[3B. Superintendent]

AND THEN FINALLY, UH, SKYLINE HIGH SCHOOL AGRICULTURE AND FFA CHAPTER IS HOSTING A HOLIDAY POINT SET OF SALE.

THE GREENHOUSE IS OPEN TO THE PUBLIC EVERY MONDAY AND WEDNESDAY FROM FOUR O'CLOCK TO SIX O'CLOCK IN DECEMBER AND WILL CONTINUE UNTIL EVERYTHING IS SOLD OUT.

AND THEN THE ONLY THING, I DON'T KNOW WHERE THAT IS, UH, THE GREENHOUSE, THE GREENHOUSE.

SO, YEAH, SO THAT'S ON THE BACKSIDE OF SKYLINE HIGH SCHOOL.

SO WHEN YOU COME IN, YOU HAVE TO GO DOWN THAT ONE ROAD, THE ONE WAY IN FRONT OF SKYLINE, UM, WHERE THE MAIN DOORS ARE WHEN YOU COME TO THAT STOP SIGN, YOU WILL TURN RIGHT AND BACK BEHIND THERE, YOU WILL SEE THE GREENHOUSE AND IT'S OPEN MONDAY AND WEDNESDAY.

FROM WHAT TIME DURING SCHOOL HOURS FROM FOUR O'CLOCK TO SIX O'CLOCK TO SIX.

OKAY.

THEY WOULD, THEY WOULD ENJOY THAT.

SO, AND THE ONLY OTHER THING IS WE DID SEND OUT A COMMUNICATION TO FAMILIES CONCERNING OUR WEATHER RELATED, UM, CALL LIST AND, AND OUR PROCEDURES.

SO WE ARE GETTING INTO THE TIME OF THE YEAR WHERE WEATHER MAY HAVE AN IMPACT ON OUR SCHOOL SYSTEM.

AND SO WE DO HAVE THAT ON OUR WEBSITE AND, UM, AND WE DID SEND THAT INFORMATION OUT.

SO, UM, YOU KNOW, HOPEFULLY WE WILL BE ABLE TO NOT HAVE A LOT OF DISRUPTION DUE TO WEATHER THIS YEAR, BUT, UM, WE ARE PREPARED FOR THAT IN CASE WE NEED TO.

OKAY.

THANK YOU.

MA'AM THANK YOU.

[4A. Scholarship Acceptance - Mr. Fox]

SCHOLARSHIP ACCEPTANCE.

MR. FOX.

GOOD EVENING.

THE LIVE LIKE LOGAN RADIKO MEMORIAL SCHOLARSHIP HAS BEEN ESTABLISHED IN MEMORY OF LOGAN.

.

LOGAN WAS A SHINING STAR, NOT ONLY IN ATHLETICS, BUT IN OUR COMMUNITY.

LOGAN WAS A SELFLESS PERSON WHO ALWAYS PUT OTHERS.

FIRST.

LOGAN WAS A GENUINE KIND PERSON THAT WOULDN'T THINK TWICE ABOUT LENDING, A HAND TO A TEAMMATE OFFERING PART OF HIS PAY TO HELP LOCAL LOCAL ORGANIZATIONS OR HELPING DELIVER HOT MEALS TO THOSE IN NEED.

THE LOGAN MEDICO MEMORIAL SCHOLARSHIP WILL BE AWARDED TO TWO SKYLINE HIGH SCHOOL GRADUATES AND THE AMOUNT OF $1,000 EACH, ANY MALE OR FEMALE WHO PARTICIPATES IN ATHLETICS IN ANY SPORT, OR ARE IN CLASSES IN THE BLUE RIDGE TECHNICAL CENTER ARE ELIGIBLE WITH PLANS TO CONTINUE THEIR EDUCATION IN COLLEGE OR VOCATIONAL SCHOOL.

THE STUDENT WILL HAVE TO HAVE MAINTAINED A 3.0 GRADE POINT AVERAGE OR HIGHER WILL NEED TO BE RECOMMENDED IN WRITING

[00:30:01]

BY THEIR COACH OR TEACHER.

AND WE'LL HAVE TO HAVE PARTICIPATED IN COMMUNITY CHAIR, CHARITABLE EVENTS, AND WE'LL HAVE TO SUBMIT AN ESSAY ON WHY THEY SHOULD BE REWARDED.

THE LOGAN MEDICO FOUNDATION WILL CHOOSE THE RECIPIENTS OF THE SCHOLARSHIP AND WE'LL PRESENT THE SELECTED STUDENTS, THE SCHOLARSHIP AT THE PRESENTATION BANQUET.

AND BEFORE I ASK YOUR PERMISSION TO APPROVE THE SCHOLARSHIP, I'D LIKE TO RECOGNIZE SEVERAL SPECIAL PEOPLE IN THE BACK OF THE ROOM.

UM, I SEE THAT, UH, WELL, FIRST OFF, LET ME SAY THAT, UH, LOGAN'S FATHER AND SEVERAL OF HIS FRIENDS FROM WARREN COUNTY AND, UH, LYNDON HAD TO TAKE OFF ON A CALL AND IT JUST GOES TO SHOW THAT WAS, THAT WAS THE PATH LOGAN WAS HEADED DOWN AND HE HAD JUST SUCH WONDERFUL FRIENDS AND, AND WHAT A SERVICE THEY HAVE DONE FOR OUR COMMUNITY, OUR LARGER COMMUNITY, AND WHAT A WONDERFUL LIFE HE WAS GOING TO HELL HAVE HELPING OTHER PEOPLE.

UH, I'D ALSO LIKE TO RECOGNIZE HIS MOTHER CHRISTIE AND HIS BROTHERS, NICK AND BRANDON.

UM, AND I WANT TO THANK THEM THAT THE YOUNG MAN, IF HE WERE TO WALK IN THIS ROOM, YOU WOULDN'T SAY THAT HE WAS, UH, HE WAS GOING TO BE THE STAR OF THE FOOTBALL TEAM, BUT ANYBODY WHO WATCHED HIM, UH, WITH HIS FIVE TOUCHDOWNS, THEY WOULD, THEY WOULD SAY HE WAS A, CERTAINLY A SPARK AND FROM EVERYTHING, UH, I'VE HEARD FROM, FROM HIS FRIENDS AND HIS FAMILY, THE YOUNG MAN WAS JUST A LOT OF FUN.

UM, AND AT THIS TIME I WOULD LIKE TO, UM, ASK YOUR APPROVAL, UH, OF THE LOGAN BIOTIKA MEMORIAL SCHOLARSHIP.

IS THERE A MOTION? YES.

MS. CHAIRMAN, UH, I MOVED THAT THE LOGAN MEDICO MEMORIAL SCHOLARSHIP BE ACCEPTED WITH GRATITUDE, ALL THOSE IN FAVOR.

[4B. Appproval of Adult Meal Prices - Ms. Kinsey/Mr. Smith]

OF ADULT MEAL PRICES, MS. KENZIE AND MR. SMITH.

GOOD EVENING.

AND OUR, UH, WORK SESSION, UH, AT THE LAST WORK SESSION WE DISCUSSED THE, UH, TH TH THIS ACTION AGENDA ITEM AGENDA THAT WOULD BE COMING UP AS THE, UH, THE APPROVAL OF OUR ADULT MILL PRICES GOING INTO THIS, UH, NEW YEAR.

UM, IN ORDER TO THE 2020 1 22, UH, VIRGINIA DEPARTMENT OF EDUCATION, MINIMUM ADULT PRICE REQUIREMENT, A WARREN COUNTY PUBLIC SCHOOLS, CHILD NUTRITION DEPARTMENT IS REQUIRED TO INCREASE THE ADULT BREAKFAST AND THE ADULT MEALS PRICE.

CURRENTLY THE ADULT MEAL PRICE, UH, ARE, WOULD BE A DOLLAR 75 FOR BREAKFAST AND $3 FOR LUNCH.

UM, THE VIRGINIA DEPARTMENT OF EDUCATION STATES THAT THE SCHOOL FOOD AUTHORITIES MUST ENSURE THAT FEDERAL REIMBURSEMENT CHILDREN'S, UH, PAYMENTS AND OTHER NONPROFIT FOOD REVENUES DO NOT, UH, SUBSIDIZE PROGRAM MEALS, SERVED TO ADULTS.

ADULT MILK PRICES MUST BE HIGH ENOUGH TO COMPENSATE FOR THE TOTAL PAID REIMBURSEMENT AND THE COMMODITY VALUE OF THAT, OF THE USDA, UH, DOES NOT PROVIDE FOR THESE A MILL, UH, PRICES.

UM, SO FOR LUNCH PRICES FOR ADULTS MUST BE THE FREE REIMBURSEMENT RATE, UH, PLUS A PERFORMANCE-BASED REIMBURSEMENT PLUS THE MILLS, UM, VALUE OF USDA FOODS.

SO IN ORDER TO MEET WHAT, AS A REQUIREMENT, UH, FOR OUR FOOD SERVICE, UM, THE BREAKFAST PRICE, WE GO FROM 1 75, $1 75 CENTS TO $2 30 CENTS.

AND THE ADULT, UH, LUNCH PRICE WOULD BE FROM $3 TO 3 85, $3 85 CENTS.

IN ORDER TO MEET THOSE REQUIREMENTS, ANY QUESTIONS OR DISCUSSION? NO.

COULD I HAVE A MOTION? I MAY HAVE THAT THE WARREN COUNTY SCHOOL BOARD APPROVES THE ADULT BREAKFAST RATE TO $2 AND 30 CENTS AND THE ADULT LUNCH TO $3 AND 85 CENTS EFFECTIVE JANUARY 3RD, 2022.

WELL, SECOND, ALL THOSE IN FAVOR.

AYE.

AYE.

MOTION CARRIES.

THANK YOU.

BEFORE WE MOVE ANY FURTHER, IF THERE'S ANYONE OUT THERE THAT WOULD LIKE TO LEAVE AND, YOU KNOW, YOU DON'T FEEL LIKE YOU NEED TO STAY FOR THE REMAINDER OF THE MEETING.

I SAY, MRS. SLACK, THANK YOU ALL FOR BEING HERE THIS EVENING.

SET DATE AND TIME

[4C. Set Date and Time for 2022 Organizational Meeting - Dr. Ballenger]

FOR 2022

[00:35:01]

ORGANIZATIONAL MEETING.

DR.

BALLENGER.

THANK YOU.

MADAM CHAIR, THE WARREN COUNTY SCHOOL BOARD POLICY FILE BCA SCHOOL BOARD ORGANIZATIONAL MEETING REQUIRES THAT AN ORGANIZATIONAL MEETING BE HELD IN JANUARY OF EACH YEAR.

ONE OF THE ACTIONS TO BE TAKEN AT THE MEETING IS TO ESTABLISH THE REGULAR MEETING SCHEDULE FOR THE YEAR.

FOLLOWING CURRENT PRACTICE.

IT IS RECOMMENDED THAT THIS MEETING BE SCHEDULED FOR WEDNESDAY, JANUARY 5TH, 2022 AT 7:00 PM.

AND THE BOARD BROOM OF THE COUNTY GOVERNMENT CENTER DISCUSSION OR COMMENTS.

WELL GOOD.

OKAY.

I HAVE A MOTION THAT THE 2022 ORGANIZATIONAL MEETING OF THE WARREN COUNTY SCHOOL BOARD BE HELD ON WEDNESDAY, JANUARY 5TH, 2022 AT 7:00 PM IN THE BOARDROOM OF THE WARREN COUNTY GOVERNMENT CENTER.

THANK YOU.

[4D. Third Reading - Policy BDDH/KD Participation at School Board Meeting - Dr. Ballenger ]

THIRD READING POLICY, BDD, H SLASH K D PARTICIPATION AT SCHOOL BOARD MEETINGS.

DR.

BELL.

THANK YOU, MADAM CHAIR.

SO WE'VE BEEN WORKING ON THIS POLICY SINCE I FIRST GAVE IT TO THE BOARD BACK IN, UH, AUGUST 18TH OF 21.

UM, AND YOU KNOW, WE'VE HAD A LOT OF DISCUSSIONS.

THERE'S BEEN QUITE A FEW CHANGES.

UH, I KNOW MRS. BAUER, YOU WORKED WITH EACH BOARD MEMBER ORIGINALLY AFTER THAT, THAT MEETING TO GIVE ME SOME GUIDANCE ON HOW THE BOARD WANTED TO CRAFT THE POLICY.

AND FROM THAT, WE HAVE ACTUALLY HAD SOME DELETIONS AND SOME ADDITIONS, EVEN FROM THAT ORIGINAL, UH, CONVERSATION UP AND EVEN TO THE LAST WORK SESSION.

UM, WHEN, WHEN LOOKING AT THAT, AND I, I DO WANT TO CLARIFY THAT, YOU KNOW, THERE, THERE MAY HAVE BEEN SOME AS FAR AS TO MAKE SURE THAT WHEN THIS POLICY IS ADOPTED, IT, IT REPLACES THE CURRENT POLICY IN THERE.

BECAUSE AS I STATED AT THE, UM, SEPTEMBER 15TH MEETING THIS WORK SESSION, THIS IS A TOTAL REWRITE OF THE POLICY BDD, H K D.

UM, AND SO WHAT, WHAT WE HAVE IN THIS POLICY, WHATEVER THE CURRENT POLICY IS, WILL, WILL BE, WILL BE GONE IN WHICH THERE IS CURRENT POLICY.

I DID PROVIDE THAT TO THE BOARD MEMBERS TO LOOK AT AND TO READ ALONG WITH THOSE OTHER SAMPLES AT THAT AUGUST MEETING.

AND SO FROM THAT MEETING TO NOW, TO THE THIRD READING, WE DO HAVE SOME ADDITIONAL CHANGES.

NOW, AS FAR AS FROM TONIGHT, THE FINAL LANGUAGE IN LOOKING AT THIS POLICY, THERE, THERE ARE BASICALLY TWO DIRECTIONS THAT THE BOARD CAN GO.

UM, AND I WILL HIGHLIGHT THE CHANGES RIGHT NOW THAT, THAT WE LOOKED AT.

SO WHEN, WHEN TALKING ABOUT PUBLIC PARTICIPATION, ANY, ANY WARREN COUNTY RESIDENT, WARREN COUNTY PUBLIC SCHOOL, STUDENT, PARENTS OF WARREN COUNTY PUBLIC SCHOOL STUDENTS OR SCHOOL BOARD EMPLOYEE MAY ADDRESS THE BOARD ON MATTERS RELATED TO WARREN COUNTY PUBLIC SCHOOLS AT THE REGULAR MONTHLY MEETING.

AND THIS IS OPTION ONE, WHICH IS IDENTIFIED AS THE FIRST MEETING OF THE MONTH, ANY WARREN COUNTY RESIDENT, WARREN COUNTY, PUBLIC SCHOOL, STUDENT, PARENTS OF WARREN COUNTY PUBLIC SCHOOL STUDENT OR SCHOOL BOARD EMPLOYEE MAY ALSO ADDRESS THE BOARD ON MATTERS RELATED TO ANY ACTION ITEM AT THE WORK SESSION MEETING, WHICH IS IDENTIFIED AS THE SECOND MEETING OF THE MONTH, OR THE SECOND OPTION IS, UM, ANY WARREN COUNTY RESIDENT, WARREN COUNTY, PUBLIC SCHOOL, STUDENT, PARENTS OF WARREN COUNTY PUBLIC SCHOOL STUDENTS, OR SCHOOL BOARD MEMBER EMPLOYEES MAY ADDRESS THE BOARD ON MATTERS RELATED TO WARREN COUNTY PUBLIC SCHOOLS AT THE REGULAR MONTHLY MEETING, WHICH IS IDENTIFIED AS THE FIRST MEETING OF THE MONTH OR AT THE WORK SESSION, WHICH IS IDENTIFIED AT THE SECOND MEETING OF THE MONTH.

ALSO IN BULLET NUMBER ONE, THERE WAS THE ADDITION OF WARREN COUNTY PO WCPN STUDENTS THAT WAS ADDED, UM, JUST FOR CLARITY AND TO MAKE SURE THINGS FLOWED ALSO BULLET NUMBER TWO, UH, TO DEFINE THAT EVEN BECAUSE YOU GUYS DID WANT THE NON-RESIDENT PIECE IN THERE, BUT IF WE DO HAVE TRANSFERS FROM OUTSIDE OF THE COUNTY GOING TO SCHOOL WITHIN OUR, WITHIN OUR SYSTEM.

AND SO TO ALLOW THOSE PARENTS TO ADDRESS THE BOARD, WE ADDED THE FOLLOWING, UM, EXCEPT FOR SO NON-RESIDENTS OF WARREN COUNTY, EXCEPT FOR WCPN NON-RESIDENT STUDENTS, PARENTS OF NON-RESIDENT STUDENTS AND NON-RESIDENT EMPLOYEES.

SO THIS PILE THAT, THAT BULLET RIGHT THERE, THOSE ARE THE EXCEPTIONS.

SO IF YOU HAVE A NON-RESIDENT THAT WANTS TO TALK TO A BOY TO TALK, TALK AT A MEETING, THEY HAVE TO WITHIN, UM, THEY HAVE TO NOTIFY THE CLERK 24 HOURS BEFORE THE START OF THE MONTHLY MEETING.

NOW THAT WOULD BE FOR EVERYBODY EXCEPT THOSE THAT WE JUST, THAT WE JUST TALKED ABOUT.

SO THAT WOULD BE A STUDENT THAT'S A NON-RESIDENT

[00:40:01]

OF WARREN COUNTY PUBLIC SCHOOLS, OR THE PARENT OF A STUDENT THAT IS NON-RESIDENT OR AN EMPLOYEE THAT DOES NOT LIVE IN THE COUNTY, BUT WORKS IN THE COUNTY SINCE THEY ARE A NON-RESIDENT.

UM, AND THEN THE OTHER ADDITION WAS ON THE, THE BACK WHERE IT TALKS ABOUT RECOMMENDED PROCEDURES, THE CHAIRPERSON COMMODIFY TIME WITH THE APPROVAL OF THE MAJORITY OF THE SCHOOL BOARD THAT GOES WITH WHAT THE BOARD WANTED FROM ONE OF THE FIRST WORK SESSIONS, OR WHEN WE BROUGHT THIS POLICY UP TO TALK ABOUT TO WHERE THE CHAIR COULD ONLY, UM, MODIFY TIME WITH THE MAJORITY OF THE CONSENT OF THE BOARD.

OKAY.

THANK YOU.

DISCUSSION SO WE HAVE, UM, THE TWO OPTIONS, TWO OPTIONS HERE, THE FIRST ONE, AND THEN, UM, WHICH IS LABELED ON HERE AND THEN THE SECOND ONE AND OKAY.

THEN WE LOOKED AND WE DISCUSSED THE TIME LIMIT.

OKAY.

I'M IN FAVOR OF THE FIRST OPTION.

UM, I'M IN FAVOR OF THE FIRST OPTION, IT ALLOWS PUBLIC INPUT AT BOTH MEETINGS, BUT AT THE SECOND MEETING, WHICH IS A WORK SESSION THAT HAS TO BE ON ACTION ITEMS. UM, I'M WITH YOU ON THAT TOO.

I JUST, I WOULD LIKE TO KEEP THE WORK SESSION AND WORK SESSION.

IF THERE HAPPENS TO BE AN ACTION ITEM ON THE AGENDA, THEN IF ANYONE WANTS TO ADDRESS IT, I THINK THEY SHOULD HAVE THE RIGHT TO DO SO.

AND THEN THAT OPTION KEEPS US MORE ON TRACK FOR KEEPING THE WORK SESSION, A WORK SESSION, WHERE WE CAN HAVE AN ACTUAL DISCUSSION AND SEE MORE WHAT WE'RE GOING TO TALK ABOUT AT OUR PUBLIC MEETING AND WHAT WE WILL BE, OR OUR MAIN MEETING HERE, WHAT WE'RE GOING TO HAVE ACTION ITEMS ON.

AND THAT KEEPS OUR WORK SESSION FOR SESSION AND NOT VOTING EVERYDAY.

YEAH, I'M JUST, I'M TORN.

UM, I LIKE GIVING CITIZENS THE CHANCE TO SPEAK AS MUCH AS THEY WOULD LIKE TO IDEALLY I LIKE SEEING WORK SESSIONS AS WORK SESSIONS AND MEETINGS AS MEETINGS.

SO, UM, THAT WAS AN ADJUSTMENT FOR ME COMING ONTO THE BOARD BECAUSE I'M USED TO WHAT I SEE WITH TOWN COUNCIL AND THE SUPERVISORS WHERE WORK SESSIONS ARE STRICTLY WORK SESSIONS.

THEY'RE ALL AROUND A TABLE THERE THEY'RE REALLY WORKING ON THE ITEMS. WE USED TO DO THAT BEFORE COVID AND WE HAD A DISTANCE.

YEAH.

HOPEFULLY WE CAN GET BACK TO WORKING AROUND THE TABLE IN A SMALL ROOM AT SOME POINT, BUT YEAH.

SO I GUESS WE NEED TO MAKE A MOTION ON THESE CHANGES.

IS THAT CORRECT? IT WOULD JUST BE ON WHETHER YOU WANT OPTION ONE OR OPTION.

YEAH.

JUST WHICHEVER LANGUAGE YOU WANT THERE.

UH, AS FAR AS FOR, FOR THAT, THAT'S THE ONLY PART YOU, YOU KNOW, YOU NEED TO MAKE THE MOTION WITH, WITH THE LANGUAGE AND THEN TO ADOPT THE POLICY, IF THAT'S WHAT YOU'RE WANTING TO DO.

OKAY.

IS THERE ANY FURTHER DISCUSSION ON IT? OKAY.

OKAY.

UM, UH, MADAM CHAIRMAN, WARREN COUNTY RESIDENTS, WARREN COUNTY, PUBLIC SCHOOL STUDENTS AND SCHOOL BOARD EMPLOYEES ARE INVITED AND ENCOURAGED TO ATTEND MEETINGS OF THE WARREN COUNTY SCHOOL BOARD TO OBSERVE ITS DELIBERATIONS.

ANY WARREN COUNTY RESIDENT, WARREN COUNTY PUBLIC SCHOOL STUDENT OR SCHOOL BOARD EMPLOYEE MAY ADDRESS THE BOARD ON MATTERS RELATED TO WARREN COUNTY PUBLIC SCHOOLS AT THE REGULAR MONTHLY MEETING, WHICH IS IDENTIFIED AS THE FIRST MEETING OF THE MONTH.

AND HE WARREN COUNTY RESIDENT WARREN COUNTY PUBLIC SCHOOL STUDENT OR SCHOOL BOARD EMPLOYEE MAY ALSO ADDRESS BOARD ON MATTERS RELATED TO ANY ACTION.

EXCUSE ME, RELATED TO ANY ACTION ITEM AT THE WORK SESSION MEETING, WHICH IS IDENTIFIED AS THE SECOND MEETING OF THE MONTH.

AND ALSO I WOULD LIKE TO ADD TO THAT MOTION, THE TIME LIMIT AND OR TOTAL TIME AVAILABLE FOR PUBLIC COMMENTS MAY BE MODERATE MODIFIED BY THE CHAIRPERSON WITH THE APPROVAL OF THE MAJORITY OF THE BOARD.

SECOND, ALL THOSE IN FAVOR? AYE.

OPPOSED.

NO MOTION CARRIES.

THANK YOU.
