THE PARENTS ARE REFERRED TO AS AN OLDER GENERATION AND THESE ROLE PLAY SCENARIOS. BALLENGER IS SAYING THAT IT'S BEEN USED HERE FOR SEVEN YEARS AND MY CHILDREN WERE NEVER IN GUIDANCE LAST YEAR IN WARREN COUNTY PUBLIC SCHOOLS. SO WHEN CAN I GET DIRECT ANSWERS ON MY QUESTIONS? AS WE MOVE INTO THIS, THIS, UH, SECOND SEMESTER LOOKING AT OUR COVID DASHBOARD, WE HAVE, UH, 36 ACTIVE STUDENT CASES, 99 QUARANTINED. WE ALSO HAVE 21 STAFF ACTIVE CASES AND SEVEN QUARANTINE WINTER IS HERE AND WE ALREADY HAD THE MODIFY, UM, OUR PROFESSIONAL DEVELOPMENT DAYS LOOKING AT FRIDAY RIGHT NOW, AS WE COULD SEE SOME MORE SNOW. SO WE ARE IN THE MIDST OF WINTER AND, UH, WE DID HAVE TO MODIFY, WE MADE MONDAY BECAUSE OF THE SNOW, A VIRTUAL PROFESSIONAL DEVELOPMENT DAY. WE DID COME IN ON A TWO HOUR DELAY FOR PROFESSIONAL DEVELOPMENT ON TUESDAY. UM, AND THEN STUDENTS STARTED BACK TODAY, UH, NORMAL TIME. SO WE, WE ARE LOOKING AT A STORM THAT'S COMING IN A THURSDAY EVENING THAT COULD AFFECT THIS FRIDAY. AGAIN, WE ARE OFFICIALLY IN OUR SECOND SEMESTER REPORT CARDS WILL BE ISSUED ON JANUARY THE 10TH. UM, WE HAVE, WE HAVE UPDATED OUR MITIGATION PLAN AND PROVIDED INFORMATION TO FAMILIES AND STAFF. WE ARE MOVING TO A FIVE DAY QUARANTINE VERSUS THE SEVEN OR THE 10 THAT WE HAD TYPICALLY DONE. UH, WE HAVE ALWAYS DONE A SEVEN DAY QUARANTINE WITH A TEST ON DAY FIVE. UH, SO MOST SCHOOLS AROUND US, WE'RE STILL DOING A 10 WHILE WE WERE DOING A SEVEN. UH, NOW WITH THE NEW CDC GUIDANCE, THEY DIDN'T DROP THAT DOWN TO FIVE DAYS. SO WE, WE ARE ADJUSTING OUR MITIGATION STRATEGIES AND THE QUARANTINE TIMELINE THERE AS WELL. SO WE ARE MOVING THAT, UH, AS WE LOOK AT OUR CASE COUNT, WE MAY FACE A TIME WHEN, WHEN WE HAVE TO HAVE THE DECISION OF POSSIBLY CLOSING SCHOOLS DUE TO STAFFING, UM, YOU KNOW, STAFFING IS BECOMING AN ISSUE, UM, EVERYWHERE. AND SO, YOU KNOW, WE, WE WILL LOOK AT THAT ON A DAILY BASIS. WE ARE HAVING CONVERSATIONS WITH PRINCIPALS THEY'RE THERE, THEY'RE MONITORING THEIR STAFF. UM, AND WE ALSO KNOW THAT THERE COULD BE A TRICKLE EFFECT THAT, YOU KNOW, IF YOU HAVE AN ELEMENTARY, SAY FOR INSTANCE, HILL THE J THAT THAT HAS TO CLOSE BECAUSE OF STAFFING. WELL, THAT COULD AFFECT WARREN COUNTY HIGH SCHOOL WITH THOSE PARENTS THAT HAVE CHILDREN AT HILDA, UH, BECAUSE NOW THEY WOULD HAVE TO GO HOME. SO, YOU KNOW, WE WOULD HAVE TO SEE, AND, UH, WE WORKED WITH PRINCIPALS AND TALK TO THEM THE OTHER DAY, UM, CONCERNING THE POSSIBILITY AND TO BE READY, TO MAKE THE SWITCH TO, TO VIRTUAL AND TO HAVE THOSE CONVERSATIONS WITH THEIR STAFF, UM, THEN, AND TO BE READY TO PUT THOSE LESSONS AND, AND HAVE THOSE MEATS, UM, OUT THERE ON THE LMS. SO WE DO KNOW THAT WE, UH, WE COULD FACE THAT WE, WE HAVE BEEN SINCE THE START OF SCHOOL, WE'VE BEEN DOING DEEP SANITIZING EVERY NIGHT, UM, AND THE HALLWAYS AND THE CLASSROOMS WE'RE GOING TO CONTINUE TO DO THAT EVERY NIGHT. UM, WE'RE ALSO GOING TO ENHANCE OUR, OUR CLEANING ON THE HIGH TOUCH SERVICES THROUGHOUT THE DAY. SO WE ARE, WE ARE INCREASING THE FREQUENCY THAT, THAT WE HAVE SOMEBODY GOING AROUND, WIPING DOWN THE DOORKNOBS AND THE HANDLES, AND YOU KNOW, WHERE PEOPLE WILL, MAY PUSH TO GO INTO A DOOR. UM, SO TONIGHT I WANTED TO USE MY TIME TO VOICE THE CONCERNS FOR THE PARENTS AND WHAT I HAVE HAVE HEARD FROM THEM ABOUT THEIR CONCERNS WITH THIS SOCIAL, EMOTIONAL LEARNING. AND I KNOW I'VE BEEN TOLD NOT TO USE THAT TERM, BUT THAT IS THE TERM THAT IS USED BY SECOND STEP ON THEIR WEBSITE. SO THAT IS THE TERM THAT I'M GOING TO USE, BECAUSE THAT IS HOW THEY DEFINE THEIR CURRICULUM. IT IS SOCIAL, EMOTIONAL LEARNING. UM, WHAT EXACTLY IS SECOND STEP IT'S A TRADEMARKED CURRICULUM PRODUCED BY THE COMMITTEE FOR CHILDREN, WHICH IS A NONPROFIT BASED OUT OF SEATTLE, WASHINGTON. IT IS CHAMPIONED BY PEOPLE LIKE CHAN-ZUCKERBERG, AS WAS MENTIONED EARLIER, AND ALSO THE BILL AND MELINDA GATES FOUNDATION. PARENTS CANNOT EASILY VIEW THE SCRIPTED LESSON PLANS BECAUSE NO ONE IS ALLOWED TO PUBLICLY POST THEM BECAUSE IT IS TRADEMARK MATERIAL. THEY DO HAVE A FEW BASIC OVERVIEWS ONLINE. UM, THERE SEEMS TO BE A LOT OF GRAY AREA THAT I'M NOT GOING TO WEIGH THE PROS AND CONS OVER THE SOCIAL EMOTIONAL LEARNING MIGHT BE GREAT FOR SOME FAMILIES THAT MIGHT NOT BE GREAT FOR OTHERS. UH, MY CHILDREN WOULD BE OPTED OUT, BUT THAT I BELIEVE IS MY ROLE AS A PARENT. UM, BUT EVERYBODY NEEDS TO BE ABLE TO MAKE THAT DECISION FOR THEMSELVES. AND I THINK THE ISSUE HERE THAT HAS RAISED A LOT OF CONCERN IS THAT THE PARENTS HAVE, HAVE BEEN, UM, ROBBED OF THEIR OPPORTUNITY TO MAKE THAT DECISION FOR THEMSELVES. UM, IT WAS SPRUNG ON THEM. IT HASN'T BEEN PRESENTED IN A VERY CLEAR WAY, WHICH I FOUND TO BE VERY IRONIC BEING THAT SOCIAL, EMOTIONAL LEARNING TEACHES ABOUT FEELINGS AND EMPATHY, BUT IT DOESN'T APPEAR THAT THE SCHOOL SYSTEM IS TAKING PARENTS' FEELINGS INTO CONSIDERATION. THEY'RE NOT BEING EMPATHETIC TO THE PARENT'S SITUATION. AND AT A TIME WHERE EMOTIONS ARE ALREADY HIGH, THE SCHOOL SYSTEM ALREADY KNOWS THAT EMOTIONS ARE HIGH. HAVING WATCHED THE ELECTION THAT JUST TOOK PLACE, KNOWING THAT PARENTS ARE CURRENTLY SHUT OUT OF THE SCHOOLS, LITERALLY NOT ALLOWED IN A BUILDING WITH THEIR OWN CHILDREN THAT THEIR TAX DOLLARS PAY FOR. AND NOW IT FEELS TO THEM THAT THE SCHOOL WANTS TO SHUT THEM OUT OF THEIR JOB AS PARENTS, AS WELL, BY CHOOSING WHAT MORALS AND VALUES TO INSTILL IN THEIR CHILDREN AND NOT EVEN TELLING THEM WHAT EXACTLY THOSE MORALS AND VALUES ARE GOING TO BE. UM, I'M SURE. AND, AND I HOPE THAT MOST OF THE TEACHERS IN WARREN COUNTY WILL NOT RUN WITH THIS, LIKE THE SCHOOLS IN LAVIN COUNTY AND PLACES IN NORTH CAROLINA IN CALIFORNIA HAVE, UM, HOPEFULLY OUR TEACHERS USE THEIR DISCRETION TO, TO TEACH THEM THE GOOD PARTS OF THIS CURRICULUM AND DON'T TAKE IT TO THE EXTREME. SO WE ALREADY HAD ONE EXAMPLE GIVEN TONIGHT, SO I WON'T GIVE OTHERS, BUT THIS COMES BACK TO THE POINT THAT I HAVE SAID AGAIN AND AGAIN, NOT JUST HERE, BUT AT TOWN COUNCIL MEETINGS, BOARD OF SUPERVISOR MEETINGS, IF YOU GO TO A RESTAURANT AND YOU'RE ABOUT TO EAT YOUR FAVORITE MEAL AND IT IS BEAUTIFULLY PREPARED, AND THEN THEY SERVE IT TO YOU ON A GARBAGE CAN LID INSTEAD OF A PLATE, IT'S NO LONGER APPEALING HOW WE DO THINGS IS IMPORTANT. AND I DO NOT THINK THAT THIS HAS BEEN HANDLED IN A WAY THAT FOSTERS TRUST BETWEEN ALREADY SUSPICIOUS PARENTS AND THE SCHOOL SYSTEM. AND I DON'T KNOW WHAT HAS TO HAPPEN TO GET THAT TO CHANGE, BUT IT HAS TO CHANGE MOVING FORWARD BECAUSE WE ARE IN THIS SITUATION TIME AND TIME AGAIN, IF WE WOULD JUST HAVE AN OPEN LINE OF COMMUNICATION, IF WE HAD SIMPLY SENT OUT AN EMAIL BEFORE WINTER BREAK THAT SAID, HEY, WE'RE GOING TO USE THIS NEW CURRICULUM. TAKE YOUR TIME, REVIEW IT OVER WINTER BREAK. IF YOU HAVE CONCERNS, LET US KNOW. I THINK PARENTS WOULD HAVE BEEN MORE OPEN TO LEARNING MORE ABOUT IT, BUT THE WAY THAT THIS HAS COME ABOUT IT'S SUSPICIOUS. I MEAN, I FEEL SUSPICIOUS OVER IT. I KNOW I'VE BEEN ASKING QUESTIONS ABOUT THIS FOR A MONTH NOW. AND QUITE FRANKLY, I'M FRUSTRATED AND I'M, I'M A LITTLE BIT ANGRY AT THE FACT THAT MY QUESTIONS HAVE BEEN NAUGHTY ANSWERED. THEY'VE BEEN DODGED [00:30:01] AND IT, THIS IS CURRENTLY A WARREN COUNTY MIDDLE SCHOOL ISSUE BECAUSE OF THE EMAIL THAT WENT OUT. BUT IT'S NOT, IT'S ALL THE SCHOOLS, THIS, THIS, THIS SECOND STEP PROGRAM IS IN SOME WAY IN ALL OF THE SCHOOLS. AND I KNOW IT'S BEEN SAID THAT THIS WAS INCLUDED IN THE HANDBOOK AND THAT THERE WAS AN OPT OUT FORM IN THE HANDBOOK, BUT THAT IS NOT THE SAME THING AS BEING UPFRONT, OPEN, HONEST, AND TRANSPARENT AND POINTING OUT PARENTS WANT TO KNOW SPECIFICALLY WHAT IS BEING TAUGHT. SO RIGHT NOW IN THIS ENVIRONMENT THAT WE'RE IN, WE AS A SCHOOL SYSTEM, HAVE TO TAKE ON THIS RESPONSIBILITY TO BE HYPERVIGILANT, TO DISSEMINATE THIS INFORMATION IN AN EASY TO UNDERSTAND, AND AN EASY TO FOLLOW MANNER, STOP WITH THIS VERBAL GYMNASTICS OF USING THIS WORD OR THIS WORD. PARENTS JUST WANT TO KNOW WHAT THEIR KIDS ARE LEARNING ABOUT. AND I DON'T THINK THAT THEY'RE ASKING TOO MUCH WHEN IT COMES TO THAT. UM, I MEAN, GRANTED, I'VE HAD ONLY ABOUT 24 HOURS TO LEARN ABOUT THIS PROGRAM, BUT THERE ARE SOME VERY CONCERNING PIECES OF INFORMATION OUT THERE AND, UM, UNIVERSAL MENTAL HEALTH TREATMENT FOR ALL STUDENTS BEING PROVIDED BY PEOPLE WHO ARE NOT LICENSED PSYCHIATRISTS, UH, THAT IS A SLIPPERY SLOPE. IT'S ONE SIZE FITS ALL FITS ALL IT'S CONSTANT SELF EXAMINATION USING PEER PRESSURE TO INFLUENCE BASELINE VALUES. IT'S GROOMING THAT'S. MAYBE SOME PARENTS WILL FIND OTHERWISE, BUT PARENTS SHOULD AT LEAST BE GIVEN THE OPPORTUNITY TO LEARN ABOUT IT AND MAKE THAT DECISION FOR THEMSELVES. AND WE CAN AVOID A LOT OF THESE PROBLEMS GOING FORWARD. SO THANK YOU, MR. RENALDI, WEAR THE MASK BECAUSE OUR KIDS HAVE TO WEAR THE MASK IN THE SCHOOL. SO I FIGURED I'D HOP RIGHT IN THERE WITH THEM. THAT'S NOT MY PLACE. MY PLACE IS TO TEACH THE CURRICULUM. AND I TRIED MY BEST TO DO THAT. UM, IF YOU EVER STEERED AWAY FROM THE CURRICULUM, THE KIDS WOULD LET YOU KNOW, ESPECIALLY IN THE FAMILY LIFE DEAL. SO WHEN THE SECOND STEP I DID WATCH THE VIDEO AND I TELL YOU WHAT, AS A FORMER TEACHER, FORMER FEL TEACHER, FORMER FOOTBALL COACH, I LOOKED AT IT AND I SAID, ARE THERE, IS THERE A POSSIBILITY THAT SOME TEACHERS CAN ENTER WEAVE? THE CRITICAL RACE THEORY IS IDEA. UM, THE SECOND STEP IDEA, CAN THEY, CAN THEY DO THAT? AND SO I WAS THINKING ABOUT THAT WATCHING THE VIDEO, AND THEN WE GOT TO THE POINT WHERE THEY SHOWED US SOME OF THE QUESTIONNAIRES THEY GAVE THE KIDS. AND THAT WAS THE MOST DISTURBING PART. ONE OF THE QUESTIONS WAS, UM, WHEN, WHAT DO YOU SEE WHEN YOU LOOK IN THE MIRROR? AND TO ME, I MEAN, WHEN I LOOK IN THE MIRROR, WHEN I'M IN THE MORNING, I'M SHAVING, I'M, I'M JUST LOOKING AT MYSELF, NO BIG DEAL. ZIG ZIGLAR SAYS, YOU LOOK IN THE MIRROR AND YOU GET YOURSELF CHARGED UP FOR WHAT YOU NEED TO DO THAT DAY. UH, MOTIVATIONAL SPEAKER, GUY AND IT'S, BUT A LITTLE KID, A SIXTH GRADER, A SEVENTH GRADER, WHO'S GOING THROUGH THE CHANGES OF ADOLESCENTS IN MIDDLE SCHOOL. AND WE ALL KNOW WHAT THAT'S LIKE WHEN THAT KID LOOKS IN THE MIRROR. WHAT'S HE SAYING, IS HE, IS HE SEEING A BIG ZIT ON THE SIDE OF HIS FACE, AS HE, AS HE WORRIED THAT KIDS ARE GONNA SAY SOMETHING ABOUT ALL OF THAT, UM, YOU KNOW, THE CHANGE THEY'RE GOING THROUGH SO THAT AS HE START WORRYING ABOUT THAT FOR THE REST OF THE DAY. SO THESE ARE IDEAS THAT, THAT I SAW IN THIS PROGRAM THAT GETS, GETS PEOPLE THINKING, GETS KIDS THINKING, AND ARE THEY THINKING CORRECTLY OR INCORRECTLY? THEY MIGHT, THEY MIGHT NOT UNDERSTAND EXACTLY WHAT [00:35:01] THAT QUESTION MADE OR THAT STATEMENT MEANS. SO THERE'S SOME CONFUSION IN THEIR MIDDLE SCHOOL. KIDS ARE CONFUSED. ANYWAY, I GUARANTEE YOU THAT, AND YOU KNOW THAT AS FORMER MIDDLE SCHOOL KIDS, ALL OF US. SO I'M CONCERNED ABOUT THIS STEP. AND SO EVEN THOUGH THE, THIS EMAIL THAT WENT OUT WAS, WAS SHOCKING TO PARENTS, I MEAN, THANK GOODNESS THE DIALOGUE HAS NOW STARTED, AND WE'RE REALIZING THAT IT'S IT'S EVERYWHERE BECAUSE THE OTHER THING THAT THE SECOND STEP IS THEY ENCOURAGE THIS CURRICULUM TO NOT JUST BE DURING SECOND STEP CLASS. THEY WANT IT WOVEN INTO THE FABRIC OF EVERY CLASS OF THE DAY, UM, INTO THE CORE SUBJECTS AS WELL. SO HOW ARE YOU GOING TO OPT CHILDREN OUT OF THAT WHEN THEY'RE USING THESE SOCIAL SCENARIOS IN MATH WORD PROBLEMS? UM, SO I MEAN, WE, WE CAN'T REMOVE THE INFORMATION FROM THE CHILD'S HEAD ONCE IT'S IN THERE. SO I THINK DOING OUR DUE DILIGENCE BEFORE IT'S PRESENTED IS GOING TO BE KEY. AND, UM, I THINK IT'S ALSO UNFAIR WITH THAT. UM, THE CODE OF VIRGINIA, AS WELL AS SCHOOL BOARD POLICY, BOTH PROVIDE FOR THE DRAWING OF WHAT WE WOULD CALL SPECIAL WARRANTS FOR THE PAYMENT OF COMPENSATION PRIOR TO SCHOOL BOARD APPROVAL. IF THE SCHOOL BOARD HAS BY RESOLUTION, AND THAT'S WHAT WE'RE ASKING YOU TO PASS THIS EVENING, AUTHORIZE SUCH A [00:55:01] PROCEDURE. THE PROCEDURE ALLOWS FOR THE PAYMENT OF ALL EMPLOYEES AND SCHOOL BUS OPERATORS UNDER WRITTEN CONTRACT. AND IT ALSO ALLOWS FOR THE PAYMENT OF ALL OTHER EMPLOYEES WHOSE RATES OF PAY HAVE BEEN ESTABLISHED BY THE SCHOOL BOARD AND FOR WHOM CERTIFIED TIME SHEETS OR OTHER EVIDENCE OF SERVICES PERFORMED HAVE BEEN RECEIVED. SO WHAT THIS DOES IS IT ALLOWS US TO PAY OUR EMPLOYEES PRIOR TO THE BOARD RECEIVING IT IN THE CLERK'S REPORT EACH MONTH. THAT DOESN'T HAPPEN VERY OFTEN, BUT JUST IN CASE IT DOES. UM, IF WE NEEDED TO PARK FOR A BOILER TO SCHOOL, WE WOULDN'T WANT TO HAVE TO WAIT TWO WEEKS TO GET IT IF, IF WE HAD TO PAY FOR IT IN ADVANCE, BECAUSE IT WAS FROM SOME VENDOR WE DON'T NORMALLY DEAL WITH.
