I AM AMY FLORA AND I AM THE WCEA PRESIDENT OF SECONDARY EDUCATION AND A MATHEMATICS TEACHER AT WARREN COUNTY HIGH SCHOOL FOR SOMEONE WHO IS NOT A FAN OF PUBLIC SPEAKING, DOING THIS TWICE IN A ROW IS HIGHLY UNUSUAL. SO CLEARLY A MUST FEEL. WHAT I HAVE TO SAY IS MORE IMPORTANT THAN MY OWN COMFORT TONIGHT IS ABOUT BUDGET. LUCKILY, I'M KIND OF FAMILIAR WITH NUMBERS ACTUALLY BEFORE MY TEACHING LIFE, I HELD MULTIPLE CERTIFICATIONS WITH THE STATE FOR INVESTING SO CONTRARY TO POPULAR TO SOME BELIEFS. I AM NOT TEACHING BECAUSE I CAN'T HANDLE WORKING IN ANOTHER PROFESSION. I'M TEACHING BECAUSE IT IS MY PASSION AND THIS IS TRUE FOR ALMOST EVERY SINGLE TEACHER OUT THERE. SO TONIGHT I'M GOING TO THROW SOME NUMBERS AT YOU. 62 VIRGINIA HAS INCREASED OPEN TEACHING VACANCIES BY NEARLY 62%, SINCE 2018. ACCORDING TO A DECEMBER VIRGINIA MERCURY ARTICLE, PERHAPS THIS IS BECAUSE OF THE NEXT NUMBER, 50TH BUSINESS.ORG REPORTS SET VIRGINIA RANKS LAST WHEN COMPARING SALARY TO THE STATE AVERAGE 17,942 $17,942 IS THE PAY DIFFERENCE FOR THE 2 21 22 SCHOOL YEAR FOR A TEACHER WITH THE SAME EXPERIENCE AT WARREN COUNTY PUBLIC SCHOOLS AND AT LOUDON COUNTY PUBLIC SCHOOLS. AND SO THERE'S NO CONFUSION. IT IS LOUDEN COUNTY THAT PAYS NEARLY $18,000 MORE. EVEN THOUGH WE DO LOSE A LOT OF TEACHERS TO ALLOW AND COUNTY SOME SAY, IT'S TOO FAR. SO HOW ABOUT $8,347? THAT IS THE PAY DIFFERENCE [00:05:01] FOR THE SAME POSITION IN PRINCE WILLIAM COUNTY. SO LET ME REFER TO THE NUMBERS THAT ARE ON THE TABLE. TONIGHT 5%, THERE IS A PROPOSED 5% RAISE. THIS 5% IS ACTUALLY A MANDATE FROM THE STATE AND IT'S NOT ACTUALLY COMING FROM THE WARREN COUNTY BUDGET. EVERY COUNTY IN VIRGINIA HAS TO GIVE A 5% RAISE, BUT IN WARREN COUNTY, YOU'RE COMBINING THAT WITH MONEY THAT WE WOULD'VE GOTTEN FOUR STEP DUTY YEARS OF EXPERIENCE. ALSO 5% IS NOT EQUAL ACROSS SALARIES. THAT LOUDEN POSITION 5% MEANS $3,508 IN PRINCE WILLIAM. IT MEANS 3020 $8, BUT IN WARREN COUNTY, IT IS ONLY 2,611 OH. AND PRINCE WILLIAM IS ACTUALLY PROPOSING A 7% RAISE. I CAME TO YOU LAST MONTH WITH GREAT CONCERN ABOUT TEACHER LOSS. THIS DISCREPANCY IN PAY IS ONLY WIDENING THE GAP BETWEEN WARREN COUNTY AND SURROUNDING AREAS. WE STILL HAVE UNFILLED POSITIONS. WHAT IS THE COUNTY PREPARED TO DO WHEN WE DON'T HAVE ENOUGH TEACHERS TO RUN THE SYSTEM? WHEN WE ARE RELYING ON SUBSTITUTES, AS GREAT AS THEY MAY BE TO GET KIDS THROUGH THE SOL, WHICH AFFECTS ACCREDITATION AND THUS AFFECTS STATE FUNDING. SO AS YOU REVIEW THE BUDGET AND TRY TO IMAGINE THE 20 22 23 SCHOOL YEAR ASK YOURSELF, WHAT IS WARREN COUNTY DOING TO ENCOURAGE TEACHERS TO STAY. I STRONGLY RECOMMEND YOU DELAY A BOAT ON THE FISCAL YEAR 23 WARREN COUNTY PUBLIC SCHOOL BUDGET UNTIL THE COMMUNITY HAS HAD A THOROUGH OPPORTUNITY TO CLOSELY REVIEW IN UNDERSTANDABLE TERMS. AND THEN COMMENT ON THE PROPOSED BUDGET, $70.7 MILLION BUDGET, WHICH REPRESENTS AN 11% INCREASE OVER LAST YEAR'S BUDGET, WHICH MANY IN THE COMMUNITY CONSIDERED EXCESSIVE. IF YOU ELECT TO PASS THIS BUDGET THIS EVENING, I HAVE TALKED THIS AFTERNOON TO TWO MEMBERS OF THE BOARD OF SUPERVISORS THAT CONTROL THE AMOUNT OF MONEY THAT IS SPENT ON PUBLIC EDUCATION IN WARREN COUNTY. AND THEY HAVE AUTHORIZED ME TO SAY THE FOLLOWING AT THIS MEETING, QUOTE, ANY SCHOOL BOARD BUDGET THAT PRESIDENT PRESENTED TO THE BOARD OF SUPERVISORS FOR THE NEXT FISCAL YEAR WILL BE THOROUGHLY REVIEWED AND ADJUSTED DEPENDING ON TWO FACTORS. WHERE'S THE MONEY BEING SPENT AND TO, FOR WHAT REASON, MANY WARREN COUNTY TAXPAYERS ARE AMAZED WHEN THEY LEARN MANY FOR THE FIRST TIME, JUST HOW MUCH PUBLIC EDUCATION COSTS AND WARREN COUNTY FIVE FIGURES THAT SEEM TO AMAZE AND UPSET. BUT LOCAL CITIZENS ARE ONE. IT COSTS LOCAL TAXPAYER $64 MILLION TO EDUCATE 5,000 STUDENTS IN, UH, IN LOCAL PUBLIC SCHOOLS AND AVERAGE OF 13,000 PER CHILD PER YEAR TO OF LAST YEAR $64 MILLION BUDGET. APPROXIMATELY 33 MILLION WAS SPENT ON SALARIES FOR ADMINISTRATORS, STAFF, AND TEACHERS. WHY HASN'T THE SCHOOL AND THE SCHOOL ADMINISTRATION BEEN MORE TRANSPARENT WITH TAXPAYERS ON WHERE THE REST OF THE $64 MILLION IS BEING SPENT. THREE, WHAT DO THE 35 MORTON COUNTY PUBLIC SCHOOL ADMINISTRATORS WHO WERE PAID A TOTAL OF APPROXIMATELY $3.6 MILLION ACTUALLY DO ALL OF THESE POSITIONS NECESSARY. THE HIGHEST PAID ADMINISTRATOR MAKES $165,200 A YEAR. THE LOWEST PAID ADMINISTRATOR, $72,102. THE AVERAGE SALARY OF THE 35 ADMINISTRATORS IS $104,269 FOR THE BASIC SALARY OF BARNEY COUNTIES. MOST EXP EXPERIENCED CLASSROOM TEACHER, ONE WAS TAUGHT FOR 30 YEARS IS $67,624. ALL 35 ADMINISTRATORS EMPLOYED BY THE WARREN COUNTY PUBLIC SCHOOL SYSTEM MAKE MORE MONEY THAN THIS CLASSROOM TEACHER FIVE, AND MAYBE THE MOST REBUILDING OF THE FIVE FIGURES IS A 23% OF THE SCHOOL-AGE CHILDREN. WARREN COUNTY ARE NOT ATTENDING FREE PUBLIC SCHOOLS. ACCORDING TO THE 2020 US NATIONAL [00:10:01] CENSUS FOR WARREN COUNTY. WHY HAVE THE PARENTS OF ALMOST ONE IN FOUR SCHOOL AGED CHILDREN IN THIS COUNTY ELECTED TO ENROLL THEIR CHILDREN IN SMALL PRIVATE SCHOOLS, A GREAT FINANCIAL SACRIFICE FOR MOST OF THEM OR INSTRUCT THEIR CHILDREN, THEIR HOME. STUDENTS WITH DISABILITIES ARE NOT IMMUNE TO BEING INVOLVED IN BULLYING INCIDENTS WITH MANY STUDIES, SUGGESTING THAT THEY ARE ACTUALLY OVERREPRESENTED. MOST TEACHERS ARE LIVING, BREATHING EXAMPLES OF THE KIND OF MEDIOCRITY ON STEROIDS THAT IS ONLY FOUND IN FIELDS THAT LACK COMPETITION AND ACTUAL STANDARDS OF EXCELLENCE IN PERFORMANCE. I SALUTE THE GOOD ONES, BUT A GOOD LOOK AT TEST SCORES AND THE GENERAL QUALITY OF OUTPUT FROM THESE GOVERNMENT SCHOOLS SHOULD MAKE ANYONE WITH EVEN A SMIDGEN OF INTELLECTUAL HONESTY, WANT TO VOMIT UNTIL DEATH. MY NAME IS GEORGE CARNES AND I'M THE PRESIDENT OF THE WARREN COUNTY EDUCATIONAL ENDOWMENT. I'M JOINED THIS EVENING BY SEVERAL TEACHERS WHO HAVE BENEFITED. AND IN A MOMENT I'M GOING TO CALL THEM FORWARD. IT IS THE ENDOWMENTS AIM TO BE A COMMUNITY SUPPORT FOR THE ENORMOUS ENERGY, PUT FORTH BY OUR TEACHERS, STUDENTS, STAFF, AND PARENTS, TO ENSURE THAT GRADUATES OF WARREN COUNTY PUBLIC SCHOOLS HAVE AN ENHANCED ABILITY TO LEAD SUCCESSFUL LIVES. OUR MISSION IS TO SERVE AS A CATALYST FOR THE CONTINUING IMPROVEMENT OF THE LEARNING ENVIRONMENT IN OUR SCHOOLS, BY FUNDING PROJECTS THAT ARE SPONSORED BY THE SCHOOL SYSTEM AND CONSISTENT WITH ITS MISSION AND DIRECTION TO INITIATE SUSTAINED IMPROVEMENT IN THE FUNDAMENTAL CAPABILITY OF THE SCHOOL SYSTEM AND TO ENHANCE THE ATTRACTIVENESS OF THE COMMUNITY THROUGH THE PROMOTION OF EDUCATIONAL EXCELLENCE. CURRENTLY AT 1.5 MILLION, [00:20:01] WE HAVE A GOAL OF GROWING OUR CORPUS TO $2,500,000 BY 2025. AND WE'RE WELL ON OUR WAY THAT WILL ALLOW US TO MAKE GRANTS OF APPROXIMATELY 100,000 PLUS DOLLARS PER YEAR. EVERY YEAR. RIGHT NOW WE USUALLY HAVE SOMEWHERE AROUND $50,000 THAT WE CAN MAKE GRANTS TO TEACHERS FOR THE ENDOWMENT BELIEVES THAT SOMETIMES IT TAKES PRIVATE SUPPORT OF PUBLIC EFFORTS. AND IN FACT, WHEN THIS ENDOWMENT WAS FORMED BACK IN 1994, IT WAS ONE OF THE FIRST EXAMPLES OF PUBLIC PRIVATE PARTNERSHIP, SOMETHING THAT IS A REALLY COMMON TERM THAT YOU HEAR TODAY. AND IT TURNS OUT TO BE A VERY SUCCESSFUL THING TO DO FOR THE 2021 GRANT CYCLE. THE WARREN COUNTY EDUCATIONAL AWARDED 11 GRANTS TOTALING $46,721 TO THE WARREN COUNTY PUBLIC SCHOOL SYSTEM. AND I'D LIKE TO JUST READ THROUGH THOSE GRANTS AND RECOGNIZE THE TEACHERS WHO HAVE RECEIVED THEM. AND YOU WILL NOTICE AS I DO THAT, UM, WE DO SIGNIFICANT GRANTS, BUT WE ALSO DO REALLY IMPACTFUL GRANTS THAT DON'T REQUIRE A LOT OF MONEY, BUT IT IS FUNDING THAT YOU JUST CAN'T REALLY PUT INTO A SCHOOL BUDGET, GINGER NEWTON, ENGAGING AND REACHING STUDENTS ON THEIR LEVELS. $397, FAITH, FALCON STEIN, AND JUSTIN LUKE FOCUSING ON AN ABUNDANCE OF ACHIEVEMENT GRANT IN THE AMOUNT OF $15,000, DR. ALISON, PHIL AND DINO LET'S GET MOVING IN THE AMOUNT OF $5,000, MICHAEL WILLIAMS TURNING THE CORNER IN THE AMOUNT OF $5,600. SAMANTHA MORRISON, SENSORY ROOM UPDATES IN THE AMOUNT OF $1,200. BEN BAILEY. I GOT TO SAY, THIS IS PROBABLY MY FAVORITE GRANT, AND YOU'LL KNOW WHY IN A MINUTE, TROUT IN THE CLASSROOM RAISE AND RELEASE IN THE AMOUNT OF $1,644. KATIE PRIEST SERVE SAFE CERTIFICATION FOR ELEMENTS, STUDENTS IN THE AMOUNT OF $150. GRACE GROSSMAN, SIXTH GRADE READING IN THE AMOUNT OF $330. JEN DAVIS RECYCLING CLUB CARTS IN THE AMOUNT OF $800, RHONDA VERDUN SAUNA, BRIGHTER FUTURES, RECESS, AND PLAYGROUND AREA UP TO $15,000. AND THAT'S GOING TO BE A MATCHING GRANT, UH, AN EXAMPLE OF PUBLIC AND PRIVATE PARTNERSHIP. AND FINALLY, EMMA VANDER, LINDEN THE USE OF HAPPY ATOMS TO SUPPORT THE KINESTHETIC LEARNERS IN THE AMOUNT OF $1,600. THE WARREN COUNTY EDUCATIONAL ENDOWMENT FEELS, FEELS A COMPELLING COMMITMENT TO OUR MISSION OF HELPING THE LOCAL SCHOOL SYSTEM SUPPORT HIGH LEVEL AND CREATIVE PROGRAMS FOR OUR CHILDREN. WE'RE IN COUNTY PUBLIC SCHOOLS HAS TO CONTINUE TO MAKE DIFFICULT DECISIONS IN DEALING WITH BUDGET ISSUES. THEY WERE THE STATE RUNNER UP FOR THE SECOND YEAR IN A ROW THIS YEAR. UH, YOU HAD TWO INDIVIDUAL STATE CHAMPIONS, THREE STATE RUNNER UP, UH, THREE STATE RUNNER UPS, ONE THIRD, ONE FOURTH, AND ONE FIFTH PLACE. UM, THEY, UM, APPROVED OUR ACADEMIC CALENDAR AND BUDGET DURING THAT MEETING. THEY'RE ALSO STARTING TO DO MORE FIELD EXPERIENCES, FIELD TRIPS WITH THE STUDENTS THERE, UM, AS MR. RENALDI. AND MENTIONED, UM, WE MET WITH THE BOARD OF SUPERVISORS AND SHERIFF BUTLER, UM, WHICH WERE BOTH GREAT MEETINGS. AND THEN I JUST WANT TO READ A STATEMENT, UM, FROM THE BOARD REGARDING CLARIFICATION FROM OUR WORK SESSION, UM, THAT WE HAD ON FEBRUARY 16TH, OUR SCHOOL DIVISION HAS RECEIVED A FEW QUESTIONS REGARDING THE PERSONNEL REPORT PRESENTED AT THE FEBRUARY 16TH, 2022 SCHOOL BOARD WORK SESSION. WE WOULD LIKE TO TAKE THIS OPPORTUNITY TO CLARIFY A FEW OF THE CONCERNS WE HAVE HEARD. ONE, IF AN EMPLOYEE CHANGES NOTED AS RELEASED, THAT MEANS THE INDIVIDUAL WAS RELEASED FROM EMPLOYMENT WITH OUR SCHOOL DIVISION. THIS IS AN ACCORDANCE WITH CURRENT POLICY NUMBER THREE, IN ORDER TO GIVE THE PUBLIC THE MOST ACCURATE AND UP-TO-DATE INFORMATION CONCERNING AGENDA ITEMS ON AUGUST 19TH AND SEPTEMBER 1ST, 2021, THE BOARD REVIEWED AND MADE MODIFICATIONS TO THE POLICY ON AGENDA PREPARATION AND DECIMATION. THIS INDIVIDUAL WAS HIRED BY WARREN COUNTY PUBLIC SCHOOLS AT THE START OF THE 20 21, 20 22 SCHOOL YEAR. PREVIOUSLY. WHEN WE LOOK AT OUR, UM, BUDGET, WE WANT TO, WE NEED TO BUILD UP OUR TEXTBOOK FUND. WE'RE GOING TO LOOK AT MOVING 370,000 6 72. OUR TEXTBOOK FUND ADDITIONAL POSITIONS WILL, UM, RUN AROUND $1,587,447 POSITION, A SUPPLEMENTAL ENHANCEMENTS, 384,608 ADDITIONAL NON-LABOR 1 MILLION, THREE 20, UH, $222. UM, SO WE, WE'VE GOT TO GO THROUGH THAT BECAUSE THE HOUSE RELEASED WHAT THEY WANT OR WHAT THEY WERE PROPOSING, THE SENATE RELEASE, WHAT THEY WERE PROPOSING. UM, WE NEED TO LOOK AT THOSE, THOSE CROSS, UM, BUDGETS TO SEE KIND OF HOW, WHAT EFFECTS THAT MAY HAVE ON THIS BUDGET, BECAUSE RIGHT NOW, THIS BUDGET THAT WE'RE WORKING OFF OF IS THE ONLY BUDGET THAT WE WERE PRESENTED WITH. AND THAT WAS THE GOVERNOR, UM, THE GOVERNOR'S BUDGET FROM GOVERNOR NORTHAM BACK IN DECEMBER. UM, NO OTHER BUDGET NUMBERS HAVE CHANGED, UM, FROM THE GOVERNOR'S BUDGET THAT WE RECEIVED BACK IN DECEMBER. SO WE HAVE NOT RECEIVED ANY FINAL OR UPDATES TO WHAT WE COULD BE RECEIVING. UH, THERE ARE SOME THINGS OUT THERE THAT, THAT WE'RE KIND OF HOPEFUL FOR. UH, WE WILL JUST HAVE TO SEE IF THAT THEY, THEY MAKE THE CUT WITHIN THE BUDGET. UM, IF THEY DO, THEN THAT COULD BE, UH, GOOD FOR US IN THE LONG RUN AS A SCHOOL DIVISION. UH, IF THEY DON'T, UH, RIGHT NOW WE'RE, WE'RE SET FOR, YOU KNOW, WE, WE, WE'VE ALREADY PLANNED FOR THAT, UM, FOR THAT HIGH COST. SO, AND THAT'S WITH VRS. UM, RIGHT NOW THOSE RATES, THEY PUSH THEM BACK UP. AND SO WE, WE ARE PLANNING FOR THOSE, THOSE INCREASED VRS RATES. UM, YOU KNOW, THE HOPE IS, IS THAT THEY PUT THEM BACK DOWN AND IF THAT'S THE CASE THAT THAT COULD BE A SIGNIFICANT FOR US AND A LOT OF SCHOOL DIVISIONS. SO THERE'S STILL A LOT OF THINGS THAT WE HAVE TO LOOK AT WHEN IT COMES TO WHERE WE'RE GOING TO BE, UM, COME MAY, BUT, UH, THAT'S ONE THING THAT WE CONTINUE TO FOCUS ON. THANK YOU, DR. BALLENGER, WHEN YOU SAID THE STEPS AND THE 5% RAISE, SO A TEACHER ON STEP ONE WOULD GET A 5% RAISE, PLUS SHE WOULD GO TO STEP TWO. AM I READING THAT? CORRECT. AND THEN THAT IS INCLUSIVE OF THE STEP, SIR. SO THAT MEANS, UM, IF THERE IS A, A 1.3% DIFFERENCE BETWEEN, OR LET'S JUST SAY THERE'S A 1% DIFFERENCE BETWEEN STEP ONE AND STEP TWO, AND YOU'RE ON STEP ONE AND YOU GO TO STEP TWO, THAT'S AUTOMATIC, 1%, THEN THERE'S A 4% ADDED TO THAT TO GIVE A TOTAL OF A 5% IT'S INCLUSIVE OF THE STEP. SO, UM, SO REALLY THEY'RE GOING TO GET A STEP PLUS 4% OR WHATEVER'S THE DELTA OR THE DIFFERENCE BETWEEN WHATEVER THAT STEP DIFFERENCE MAY BE. UH, NOT ON THE TEACHER SCALE THAT'S, THAT'S, UM, THAT'S PRETTY STRAIGHT FORWARD ALL THE WAY THROUGH, AND ACTUALLY THE DELTA ON THE TEACHER STEP IS 1.3%. OKAY. TO LOOK AT WHAT YOU'RE ASKING, UM, MR. RINALDI WOULD BE THAT IT WOULD BE AN, UH, AN ADDITIONAL RIGHT AT AROUND $700,000. UH, IF YOU GIVE THE, THE STEP PLUS A 5%. OKAY. WHICH WOULD THEN WIND UP BEING LIKE A 6.3%, UH, RIGHT BECAUSE OF THE STEP INCREASE. YES, SIR. ALRIGHTY. UM, SO ON THE LF, K, I'VE BEEN TO A COUPLE OF PRESENTATIONS ON THAT AND, UM, I FULLY AGREE THAT THE WHOLE PROJECT SHOULD BE DONE AT ONE TIME, RATHER THAN HALF NOW, HALF LATER AT DOUBLE THE COST LATER, AM I CORRECT? IN MY THINKING THERE? UH, IT COULD BE BECAUSE HOW WE, YOU KNOW, THE BIGGEST PIECE OF THAT IS THE HVHC AND THE ELECTRICAL. BALLANTINE, PROBABLY AS SORRY IF WE DID THAT FOR ALL, EMPLOYEES GAVE THEM THE STEP AND 5%, NOT JUST TEACHERS, BUT ALL EMPLOYEES, THE COST IS CALCULATED AT $678,000. I DON'T HAVE A NUMBER FOR YOU IF WE DID IT JUST IF WE DID EMPLOYEES AT, UM, A 5% AND THEN TEACHERS STEP PLUS 5%, I'D HAVE TO CALCULATE THAT NUMBER. SO TO GIVE EVERYBODY THE STEP, AND THAT'S ALREADY INCLUDED IN THE BUDGET THAT'S BEFORE YOU IS 2 MILLION, $324,206 OF THAT, THE STATE IS PROVIDING AN INCENTIVE OF 1,000,020 $9,320. SO JUST UNDER HALF OF IT, THE STATE IS PROVIDING, IF WE DO NOT GIVE THAT 5% INCREASE, THEN WE WOULD NOT BE ELIGIBLE FOR THE MILLION 29,000 STATE INCENTIVE THAT THE CARROT THAT THEY DANGLE OUT THERE IN FRONT OF US TO DO THIS. SO BASICALLY WE HAVE TO GIVE A 5% OR WE LOSE. YEAH, WE HAVE TO. OR IF WE DON'T, WE LOSE, WE HAVE TO CERTIFY THAT THERE WAS A 5% PERCENT. YES. THE SUPERINTENDENTS REQUIRED TO CERTIFY NEXT YEAR THAT WE DID GIVE A 5% RAISE TO EMPLOYEES BECAUSE IS THERE A BIGGER CARROT, IF WE WERE TO DO THE STEP PLUS THAT'S, THAT'S AS BIG AS THE CARROT GETS, AT LEAST IN THE BILL THAT WE'VE SEEN. NOW, THERE ARE TWO OTHER BILLS NOW THAT DR. BALLENGER MENTIONED, AND WE'LL HAVE TO LOOK AT THEM IN THE MORNING, BUT I DON'T THINK THERE'S A BIGGER CARROT IN THOSE EITHER. UH, THE REASON I'M ASKING THIS AS, UM, UH, YEARS AGO, WHEN WE WENT THROUGH, UM, UM, A RECESSION, UM, A LOT OF TEACHERS IN THE COUNTY THAT I WAS IN, WE LOST THE RAISES AND THE STEPS. AND WHEN IT CAME BACK IN, WE STAYED ON THE ORIGINAL STEP THAT WE WERE WHEN, WHEN IT GOT HIT. AND, UM, THAT TO ME WAS, UM, KIND OF A DISSERVICE TO THE TEACHERS. AND, UM, I, I DON'T, UM, IF I WOULD RATHER SEE MORE MONEY GOING TO THE TEACHERS IN ORDER TO SOLVE A LOT OF PROBLEMS, ONE OF THEM BEING THE TEACHER EXIT, WE ARE THE TRAINING ACADEMY, SO TO SPEAK. SO I WOULD LIKE TO SEE IF THERE'S ANYTHING WE CAN DO TO STRETCH THAT, RAISE BACK UP A LITTLE BIT SO THAT WE, WE D WE CAN RETAIN TEACHERS AND, YOU KNOW, FOLKS, IT'S NOT ONLY TEACHERS, IT'S FIREMAN, SHERIFF'S EVERYBODY ELSE ON THE COUNTY PAYROLL THAT'S AFFECTED BY THIS. SO, UM, I GUESS I'M TIRED OF BEING THE TRAINING ACADEMY FOR LOUDON COUNTY AND PRINCE WILLIAM AND THE REST OF THEM. SO, UM, AND I SAW THAT HAPPEN IN FAUQUIER COUNTY, AND I WOULD HATE TO SEE IT HAPPEN HERE. WELL, AND, AND ONE OF THE PUSHES THIS YEAR, MR. RINALDI HAS BEEN TO REMOVE THE SUPPORT CAP. SO BACK IN THE, UH, 2008, 2009, UM, HOUSING BUBBLE, UM, THE GREAT RECESSION, THEY BASICALLY PUT A SUPPORT CAP, UM, LIMIT ON SCHOOLS. AND THEY, THAT IS 17.5 POSITIONS PER THOUSAND [01:05:01] STUDENTS. I BELIEVE RIGHT NOW THEY HAVE SOME BILLS OUT THERE TO INCREASE THAT SUPPORT CAP TO 25. AND WHAT, WHAT, WHEN YOU LOOK AT THE NUMBERS THAT MR. BALLANTINE GAVE YOU ABOUT THE A 1,029,000 THAT'S FOR YOUR SOQ. SO WHEN YOU LOOK AT YOUR OF QUALITY POSITIONS, UM, IT MAY BE, AND I'M JUST GOING TO GIVE THIS AS AN EXAMPLE, BUT SAY THE STANDARDS OF QUALITY, TELL US THAT FOR KINDERGARTEN TEACHERS, WE NEED 10 OF THEM, BUT BECAUSE YOU HAVE ONE SCHOOL THAT NEEDS ONE MORE TEACHER, BECAUSE IF YOU DON'T HAVE THAT TEACHER, THERE, IT, YEAH. THEY CAN FIT IN THAT CLASSROOM, BUT YOU MAY HAVE A CLASSROOM OF 26 STUDENTS IN ALL THREE OF THOSE OTHER CLASSROOMS. AND IF YOU DIVIDE IT UP A LITTLE BIT, IT REDUCES YOUR CLASS SIZE. IT ALLOWS THERE'S A LOT OF THINGS WITH SMALLER CLASSES. SO WHEN THAT SOQ FUNDING COMES THROUGH, AND WHEN THEY LOOK AT THE MONEY FOR THE RAISES OR THE PERCENT, AND THEY ONLY FUND ON THE 10 THAT THEY THINK YOU NEED. SO THAT EXTRA ONE THAT YOU HAVE, THERE'S NO MONEY IN THE POT FOR THAT. SO THAT'S WHERE WE, AS A DIVISION, WE HAVE TO COME UP WITH THAT OTHER, THAT OTHER PIECE, OTHERWISE YOU, IF YOU'RE JUST GOING TO GIVE SOQ POSITIONS, YOU'RE ONLY GOING TO GIVE IT TO THE PEOPLE THAT THE STATE SAYS, YOU, YOU, YOU NEED TO FILL YOUR P YOUR, YOUR SCHOOLS, WHICH IS GROSSLY UNDER WHAT IS ACTUALLY NEEDED BY ALL DIVISIONS. SO EVERY SCHOOL DIVISION IN THE COMMON, ACROSS THE COMMONWEALTH. UM, THERE, THE STATE INCENTIVE FOR THE, THE 5% SALARY IS NOT GOING TO THAT IS NOT GOING TO TOUCH WHAT THEY ACTUALLY NEED TO GIVE EVERYBODY WITHIN THEIR DIVISION. UM, A 5% DR. BALLENGER, THE QUESTION WAS ASKED A LITTLE EARLIER. UM, WHAT WOULD IT COST TO GIVE THE TEACHERS A STEP PLUS 5%? AND I SAID, I'D HAVE TO CALCULATE THAT. I DIDN'T HAVE THAT NUMBER IN FRONT OF ME. I WAS ABLE TO PULL IT OUT OF A COUPLE OF THINGS AND, UH, TO GIVE THE TEACHERS A STEP PLUS 5% WOULD COST AN ADDITIONAL $444,111 4 4 4 1 1 1. SO THAT WOULD BE THE ADDITIONAL TO GO BEYOND GIVING A 5% TO GIVING A STEP PLUS 5% TO TEACHERS. AND AS I PREVIOUSLY MENTIONED TO DO IT FOR EVERYONE WOULD BE THE $678,161. SO THAT'S THE DIFFERENCE BETWEEN DOING IT FOR TEACHERS AND DOING IT FOR EVERYONE? WELL, IT'S NOT ONLY TEACHERS THAT, UH, DESERVE A, A FINANCIAL INCREASE. IT'S A, THE BUS DRIVERS AND ANYBODY ELSE THAT'S IN CONTACT WITH A KID IN THE SYSTEM. UM, AND I THINK, UM, I MEAN, I, I, I WOULDN'T MIND SEEING THAT BECAUSE IT'S, UM, IT'S SORT OF SETS THE STAGE AND THE PERCEPTION OF THAT. WE'RE TRYING TO KEEP THESE TEACHERS HERE. UM, AND I THINK WE'RE 40 SOME POSITIONS SHORT NOW. IS, IS THAT RIGHT? WHAT WAS IT? 41. I THOUGHT I SAW SOMEWHERE TEACHING POSITIONS. I'M NOT SURE I'D HAVE TO CHECK ON THAT. I HAVEN'T LOOKED. UM, SO I'D HAVE TO LOOK AT THE CHECK ON, GET BACK TO YOU, SIR. IT IS, UM, IT IS ABOVE 20 PER SE. I BELIEVE THAT'S WHAT I SAW THAT ABOUT. RIGHT. BUCK. UH, WE, WE WOULD HAVE TO DEFER TO YOU ON THAT. SO BY CODE THAT MONEY AT THE END OF THE YEAR, UM, REVERTS BACK TO THE COUNTY AND WE HAVE TO, TO REQUEST FOR THAT THOSE FUNDS, UM, TO BE APPROPRIATED TO US. SO SIMILAR TO LAST YEAR WHEN WE HAD, UH, WE ASKED THE COUNTY FOR A MILLION DOLLARS FOR THE BUSES, A MILLION DOLLARS FOR THE CAPITAL IMPROVEMENT. AND I THINK IT WAS 280, SOME THOUSAND THAT WE ROUGHLY SOMEWHERE IN THERE THAT WE WANTED TO PUT IT IN OUR TEXTBOOKS. SO YOU HAVE TO REQUEST THAT. AND THEN IT'S UP TO THE BOARD OF SUPERVISORS TO DETERMINE IF THOSE FUNDS ARE GOING TO BE GIVEN BACK OR NOT. THEY DID NOT HAVE TO GIVE THOSE BACK. UM, SO, AND RIGHT NOW THERE IS ALSO A, UM, YOU KNOW, I HAVEN'T CHECKED THE LAST TIME I LOOKED, I KNOW THERE WAS A BILL WRITING OUT THERE THAT ANY, ANY PROPOSED CARRY OVER THAT A SCHOOL DIVISION WOULD HAVE, UM, THAT WOULD GO INTO A CAPITAL IMPROVEMENT. IF THAT BILL PASSES, THEN I DON'T THINK THAT YOU COULD PUT IT INTO, UM, OPERATIONS. IF, IF, IF THAT ONE IS STILL ALIVE, I HAVEN'T CHECKED. UH, I JUST REMEMBER LOOKING [01:10:01] AT THAT ONE LATELY, BUT WE WOULD HAVE TO REQUEST THAT FROM THE BOARD OF SUPERVISORS AND THEN WHAT YOU'RE LOOKING AT AT THAT POINT IN TIME, UM, YOU'RE, YOU'RE GOING TO HAVE TO FILL THAT GAP AT SOME POINT, UH, WITHIN YOUR BUDGET. UM, BECAUSE YOU MAY NOT, THIS YEAR, YOU MAY HAVE A CARRY OVER LAST YEAR. YOU MAY HAVE TO CARRY OVER, BUT NEXT YEAR YOU MAY NOT HAVE A CARRY OVER AT ALL. AND THEN, THEN, THEN WHAT ARE YOU GOING TO DO WITH THAT EXTRA $700,000 IT'S SETTING OUT THERE THAT, YOU KNOW, YOU'RE GOING TO HAVE TO, AND THEN IF YOU WANT TO CONTINUE TO GIVE THAT STEP INCREASE, THAT'S GOING TO BE AN ADDITIONAL ON TOP OF THAT, THAT YOU'RE ALREADY SET IN THERE AND THE WHOLE END, BECAUSE YOU'RE USING A CARRY OVER ONE TIME. UM, THAT THAT'S THE ONLY CONCERN THAT AS FAR AS WHEN YOU LOOK AT THAT, IT COMES DOWN TO THE, THE BOARD OF SUPERVISORS APPROVING THAT. DO WE HAVE ANY IDEA HOW MUCH THAT, THAT IS WRITTEN, THE DOLLAR AMOUNT THAT WE WOULD BE ASKING BACK FOR THOSE VACANCIES? WE DON'T KNOW. OKAY. UM, SO I DID HAVE OTHERS. DO WE KNOW WHAT IS THE PROJECTED NUMBER OF STUDENTS FOR 2223? YEAH, WE'RE USING FOR OUR BUDGET 4,989. UM, THAT IS THE NUMBER THAT THE STATE IS USING TO PROJECT WHAT OUR FUNDING WILL BE. UM, AND THEY USE, I THINK WELDON COOPER GROUP OUT OF THE UNIVERSITY OF VIRGINIA TO DO A LOT OF DEMOGRAPHICS AND, AND, UH, POPULATION STUDIES AND THINGS LIKE THAT. AND THEY'RE THE ONES THAT HAVE COME UP WITH THAT. SO THAT'S WHAT WE HAVE USED FOR OUR BUDGET FOR BUDGETING PURPOSES. I ALWAYS LIKE TO BE A LITTLE BIT CONSERVATIVE ON THAT, BECAUSE IF YOU BUDGET A NUMBER HIGHER THAN WHAT YOU, WHAT IT ENDS UP BEING AND MAKE COMMITMENTS ON THOSE NUMBERS, UH, THEN YOU DON'T GET THE STATE FUNDING. THEY DON'T MAKE IT UP. NOW THIS YEAR. AND LAST YEAR THEY DID, THEY HELD US HARMLESS BECAUSE OF THE EFFECTS OF THE PANDEMIC, BUT IN YEARS, GOING FORWARD IN YEARS PRIOR TO THAT, UM, SCHOOL DIVISIONS ARE ON THEIR OWN. IF THEY OVERESTIMATE AND MAKE COMMITMENTS ON A HIGHER NUMBER THAN WHAT THEY HAVE, THEN THEY'RE LEFT WITH THAT SHORTAGE TO MAKE UP ON THEIR OWN. SO, UM, YOU KNOW, YOU, YOU WANT TO BE REALISTIC, BUT IF YOU ARI, MY PERSONAL PREFERENCE IS TO AIR A LITTLE BIT ON THE CONSERVATIVE SIDE. SO YOU DON'T OVER COMMIT FUNDS AND THEN FIND OUT THREE FOURTHS OF THE WAY THROUGH THE YEAR THAT YOU HAVE TO, YOU KNOW, MAKE CUTS THAT IN AREAS THAT ARE CRITICAL. SO EARLY ON ABOUT AN ADDITION OF 10 STUDENTS, THAT'S, THAT'S WHAT THEY'RE LOOKING AT. AND THAT'S, YOU KNOW, PROBABLY LOOKS PRETTY REASONABLE THE WAY WE'VE TRENDED IT TO. OKAY. UM, ONE OF THE POSITIONS I WAS LOOKING AT THAT WAS BEING ADDED WAS THE COMMUNICATIONS DIRECTOR, UM, WHICH OBVIOUSLY IMPROVED COMMUNICATIONS IS SOMETHING THAT I CERTAINLY WANTED TO SEE, BUT I HAD NO IDEA THAT THAT WAS GOING TO COME WITH A FULL-TIME POSITION AT A PRICE TAG OF A HUNDRED THOUSAND DOLLARS A YEAR. UM, I KNOW THE TOWN RECENTLY HIRED SOMEBODY FOR COMMUNICATIONS, BUT IT'S AN HOURLY AS NEEDED KIND OF A SITUATION. UM, COULD WE RE-LOOK AT HIRING. I MEAN, IT JUST, WHEN WE'VE GOT A 7% INFLATION RATE AND WE'RE GIVING TEACHERS A RAISE LESS THAN THE INFLATION RATE TO THEN HIRE SOMEONE TO COMMUNICATE FOR A HUNDRED THOUSAND DOLLARS A YEAR, THAT JUST SEEMS LIKE A REAL SLAP IN THE FACE TO OUR TEACHERS. UM, WHERE DID THAT FIGURE, HOW DID, HOW DID WE COME TO THAT? SO THAT WAS JUST FIGURED THAT I BELIEVE IT WAS, WAS THAT 10 YEARS MR. VALENTINE ON THE ADMINISTRATIVE, UH, THREE SCALE. YEAH. AND IT COULD COME IN LESS THAN THAT. IT COULD BE THAT IF YOU GET SOMEBODY THAT IS, DOESN'T HAVE 10 YEARS, THEN OF COURSE IT WOULD BE, UM, LESS.
