THEY APPROACHED US AS MEMBERS OF THE VFW AND DECIDED THEY WOULD LIKE TO PURSUE A JOINT PURCHASE OF FLAGS TO PRESENT TO EACH ONE OF THE SCHOOLS IN THE COUNTY. AND SO, AS YOU CAN SEE, MOST OF OUR MEMBERS ARE ALL THERE. SO SOME OF THE LOGISTICS OF TRYING TO FIGURE OUT WHAT TIME WE CAN GET TO EACH SCHOOL AND PRESENT PRESENTS SOMEWHAT OF A CHALLENGE. AND SO IN LIEU OF THAT, I REACHED OUT TO ALL OF YOU, THE MEMBERS OF THE BOARD OF, UH, THE SCHOOL BOARD AND CAME UP WITH PRESENTING THE FLAGS TO THE BOARD. AND SO WE HAVE NINE FLAGS. I DID WANT TO SPEAK UP ABOUT TWO VERY IMPORTANT EVENTS FOR THE MONTH OF APRIL. THE FIRST IS AUTISM AWARENESS MONTH. THIS IS VERY NEAR TO MY HEART AND I FELT IT SHOULD BE RECOGNIZED. ONE IN FOUR CHILDREN ARE DIAGNOSED WITH AUTISM SPECTRUM DISORDER AS FROM THE CDC IN 2018, BOYS ARE FOUR TIMES MORE LIKELY TO BE DIAGNOSED WITH AUTISM THAN GIRLS. MOST CHILDREN WERE STILL BEING DIAGNOSED AFTER AGE FOUR, THE AUTISM CAN BE READILY OR RELIABLY. EXCUSE ME, DIAGNOSED AS EARLY AS AGE TWO, AUTISM AFFECTS ALL ETHNIC AND SOCIOECONOMIC GROUPS. EARLY INTERVENTION AFFORDS THE BEST OPPORTUNITY TO SUPPORT HEALTHY DEVELOPMENT AND DELIVER BENEFITS ACROSS THE LIFESPAN. THERE IS NO MEDICAL DETECTION FOR AUTISM. WE AS A COMMUNITY NEED TO ALWAYS BE AWARE AND COMPASSIONATE FOR OUR CHILDREN AND ADULTS. WITH THIS DISORDER. I AM FOREVER GRATEFUL TO HAVE TAUGHT SOME OF THE MOST BEAUTIFUL MINDS OF STUDENTS WITH ASD. I HOPE THAT ALL WILL CONTINUE TO SPREAD AWARENESS OF SUCH A MISUNDERSTOOD DISORDER. APRIL WAS ALSO NATIONAL SCHOOL LIBRARY MONTH. AND THIS WEEK WE CELEBRATE NATIONAL LIBRARY WEEK. WHAT A GREAT OPPORTUNITY TO THANK OUR WONDERFUL LIBRARIANS WHO ARE HIGHLY TRAINED PROFESSIONALS THAT WORK TIRELESSLY TO PROMOTE OUR STUDENTS LOVE OF READING [00:10:01] WITH THE LATEST POLITICAL STUNT OF WANTING TO BAN BOOKS THAT ARE IN OUR SCHOOL LIBRARIES. I FELT IT WAS IMPORTANT, SO IMPORTANT TO ACKNOWLEDGE WHAT OUR LIBRARIANS DO DAY IN AND DAY OUT, WORKING EXTRA HOURS BEFORE AND AFTER THE SCHOOL YEAR TO PREPARE AND ORGANIZE OUR AMAZING LIBRARIES. I TRULY HOPE ALL OF OUR BOARD MEMBERS TAKE THIS TIME TO VISIT OUR SCHOOL LIBRARIES AND SEE JUST HOW WONDERFUL AND REWARDING OUR BOOKS AND OUR LIBRARY MEDIA SPECIALISTS TRULY ARE. MY CONCERN RELATES TO A FACEBOOK POST MADE RECENTLY BY BOARD MEMBER, MELANIE SALADS, REGARDING BOOKS AVAILABLE IN THE SECONDARY LIBRARIES IN THE POST. AND THE SALADS ASSERTS THAT THE SECONDARY LIBRARIES HOUSE GRAPHIC ADULT EROTIC FICTION, SUGGESTING THE MATERIALS ARE SMART THOUGH. I AM NOT ONE OF OUR DISTRICTS, EXCELLENT SCHOOL LIBRARIANS. I STILL FIND THIS ASSERTION TO BE DEFAMATORY AND OFFENSIVE. OUR SECONDARY LIBRARIANS ENSURE THAT THE LIBRARY SHELVES ARE FILLED WITH AGE APPROPRIATE LITERATURE AND OTHER MATERIALS FOR OUR OLDEST STUDENTS WHO ARE GETTING READY TO SOON ENTER INTO ADULTHOOD, ISOLATED PASSAGES THAT YOU DEEM EXPLICIT OR GRAPHIC, I SUGGEST ARE NOT CENTRAL TO THE WORKS AS A WHOLE AND ARE USED BY THE AUTHORS TO ILLUSTRATE THE SOMETIMES UGLY AND VERY REAL WORLD IN WHICH THEY HAVE LIVED OR OBSERVED FURTHER OUR STUDENTS' SOCIAL MEDIA CHANNELS ALLOW THEM UNFETTERED ACCESS TO MUCH MORE OBJECTIONABLE MATERIAL THAN WE WOULD FIND ON THE SHELVES AT EITHER HIGH SCHOOL. WHERE IS THIS CONCERN COMING FROM? DID A GROUP OF PARENTS CONTACT YOU WITH WORRY OVER THE BOOKS IN OUR SCHOOL'S LIBRARY, OR ARE YOU ASSUMING A PROBLEM IN OUR SCHOOLS BASED ON A LIST OF CONCERNING BOOKS PUSHED BY A NATIONAL POLITICAL ACTION NETWORK, IF A LARGE NUMBER OF SAY, A MAJORITY OF PARENTS IS COALESCING AROUND THE NOTION OF REMOVING CERTAIN BOOKS IN OUR LIBRARIES. THAT WOULD BE ONE THING. HOWEVER, I WOULD BE DISMAYED TO LEARN THAT A SCHOOL BOARD MEMBER MANUFACTURED A PROBLEM WITHIN OUR COMMUNITY BASED ON POLITICAL AGENDAS THAT DO NOT DIRECTLY IMPACT OUR STUDENTS AS AN AMERICAN, I CELEBRATE FREE SPEECH. AND IN INDEPENDENT THINKING, I PULLED THESE IDEALS AND VIEW EFFORTS TO LIMIT OR REMOVE THESE FREEDOMS AS UNPATRIOTIC. IN SHORT, I VIEW TRYING TO REMOVE AGE APPROPRIATE BOOKS FROM SCHOOL SHELVES AS CENSORSHIP. I ALSO BELIEVE THAT PARENTS HAVE THE RIGHT TO DECIDE WHAT IS RIGHT FOR THEIR OWN CHILDREN, BUT NOT FOR MINE. WARREN COUNTY HAS A MECHANISM IN PLACE TO ALLOW PARENTS TO KEEP THEIR CHILDREN FROM MEETING SPECIFIC LIBRARY, TITLES AND PARENTS SHOULD UTILIZE THIS PROCESS AS THEY SEE FIT. HOWEVER, PREVENTING ALL STUDENTS FROM ACCESSING CERTAIN LIBRARY TITLES IS THE WRONG APPROACH AND IT'S UNCONSTITUTIONAL. IN FACT, AN ISLAND TREE SCHOOL DISTRICT VERSUS PICO, THE SUPREME COURT RULED THAT THE RIGHT TO READ AS IMPLIED BY THE FIRST AMENDMENT, THE GOVERNMENT IN THIS CASE, A PUBLIC SCHOOL CAN NOT RESTRICT SPEECH BECAUSE IT DOES NOT AGREE WITH THE CONTENT OF THAT SPEECH. THE DECISION CALLED LIBRARIES, PLACES FOR VOLUNTARY INQUIRY AND CONCLUDED THAT THE SCHOOL BOARD'S ABSOLUTE DISCRETION OVER THE CLASSROOM DID NOT EXTEND TO THE LIBRARY FOR THAT REASON. AS A PARENT, I WANT MY CHILD PROVIDED WITH AN HONEST AND ACCURATE EDUCATION. THAT MEANS LEARNING REAL HISTORY, APPRECIATING A DIVERSITY OF IDEAS AND RESPECTING EVERYONE ACROSS OUR DIFFERENCES. I WANT MY CHILD TO BE PREPARED TO DEAL WITH THE CHALLENGING ISSUES SHE WILL FACE WHEN SHE GRADUATES. AND I BELIEVE PART OF THAT IS HAVING ACCESS TO THE KIND OF LITERATURE THAT EXPOSES HER TO WHAT CAN BE A HARSH WORLD AND CHALLENGES HER TO THINK CRITICALLY. WE MUST DO RIGHT BY OUR CHILDREN. AND AS A RESIDENT OF THIS COUNTY, I EXPECT THAT THE MEMBERS OF THE WARREN COUNTY SCHOOL BOARD WILL STRIVE TO ADDRESS REAL ACTUAL PROBLEMS WITHIN OUR SCHOOLS AS THEY WERE ELECTED TO DO THANK YOU FOR YOUR TIME. I HAVE SEEN THE EFFORT TO BAN BOOKS BEFORE EDUCATION IS DESIGNED TO EXPAND OUR HORIZONS AND BROADEN OUR PERSPECTIVE. ITS PURPOSE IS NOT TO LIMIT OUR STUDIES. ONLY TO THOSE IDEAS WE PERSONALLY AGREE WITH. IF PARENTS WISH TO LIMIT THEIR CHILD'S ACCESS TO CERTAIN POINTS OF VIEW, LET THEM DO THAT IN THEIR ROLE AS [00:15:01] PARENTS, WITHOUT LIMITING ACCESS TO WHAT MY GRANDCHILDREN CAN READ IN THEIR SCHOOLS. HE HIMSELF DESCRIBES HIS JOB TO BE PROVIDING THE SCHOOL BOARD WITH INFORMATION SO THEY CAN MAKE SOUND DECISIONS FOR THE SCHOOL DIVISION. HE LIED TO A SCHOOL BOARD MEMBER ABOUT SEXUALLY EXPLICIT CON BOOK BOOKS BEING AVAILABLE TO OUR CHILDREN IN PUBLIC SCHOOL LIBRARIES DIME BY ER FRANK BOOK DESCRIPTION. THE STARTLING REALITIES OF TEEN PROSTITUTION ARE REVEALED IN THIS EYE. OPENING. HEARTBREAKING STORY GOES ON TO SAY DIME, WANT SOMEONE TO CARE ABOUT HER, TO LOVE HER A FAMILY. BALLENGER ALSO LIED IN A COMMUNITY PARTICIPATION MEETING STATING THAT ALL SEL CURRICULUM HAD BEEN STOPPED IN SCHOOLS DURING A REVIEW OF THE UPDATED SECOND STEP CURRICULUM LATER IN A WORK SESSION, HE ADMITTED THAT THAT WASN'T THE CASE. HE ALSO LIED ABOUT TEACHERS GETTING THEIR FULL 5% RAISE ON TOP OF THEIR YEARLY RATES. BETTER KEPT SCHOOL GROUNDS DOES NOT IMPROVE STUDENT EDUCATION. THOSE THAT WORK WITH MY CHILD DAILY DESERVE THE FULL RES I'M CALLING ON SCHOOL BOARD MEMBERS TO STOP OVERLOOKING THE FLAT-OUT LIVES. PARENTS OPT OUT IS AVAILABLE FOR LIBRARY BOOKS IN OUR PUBLIC SCHOOLS. I AM THE PARENT OF AN AUTISTIC CHILD THAT DOES NOT HAVE A VOICE AND CAN NOT TELL ME WHAT THE BOOK IS IN OUR SCHOOLS. I RELY ON EACH AND EVERY ONE OF YOU TO TELL ME WHAT THAT CONTENT IS. THE OPT-OUTS ALSO JUST PREVENT THE CHILD FROM BEING ABLE TO CHECK OUT THE BOOK. THEY DO NOT PREVENT THE CHILD FROM GOING TO A SHELF, SETTING DOWN AT A TABLE AND READING WHAT CONTENT THEY WOULD LIKE TO READ. I AM A PARENT 24 7. I AM WITH MY CHILD 24 7. I KNOW WHAT SHE ACCESSES ON THE INTERNET. I KNOW WHAT SHE ACCESSES IN HER CLASSROOM. I SHOULD HAVE THE RIGHT TO KNOW WHAT SHE ACCESSES IN THE PUBLIC LIBRARY AT THE SCHOOLS. OTHER ISSUES IN OUR SCHOOLS IS STUDENT CONDUCT. IT IS ALARMING THAT WE HAVE STUDENTS RECORDING FIGHTS AND ANNOUNCEMENT WAS MADE THAT A CHILD RECORDING WOULD HAVE THEIR PHONES TAKEN AND THE VIDEO DELETED. AND THIS ISN'T AN ISSUE ABOUT FIRST AMENDMENT. THIS ISN'T AN ISSUE ABOUT FREE SPEECH. HALF OF THE PEOPLE THAT WENT BEFORE ME AND CITED THAT WOULD LIKE IF BOARD MEMBERS SAY LENS AND OUR FORMER PRESIDENT TRUMP WERE CENSORED, THEY SUPPORTED THAT TYPE OF CENSORSHIP, BUT EXPOSING OUR CHILDREN TO THE MOST DISGUSTING TYPE OF LITERATURE FOR THE SAKE OF MAKING THEM NOT BIGOTS AND MAKING THEM OPEN AND LETTING THEM FLOURISH IS ABSOLUTELY APPALLING TO ME. I HAVE A SON BEHIND ME WHO'S GOING INTO SIXTH GRADE NEXT YEAR. AND WHEN I TALKED TO THE SHERIFF OF WARREN COUNTY AND SEVERAL, UM, ADMINISTRATORS AND TEACHERS AND MORGAN COUNTY PUBLIC SCHOOLS, AND I LEARNED THAT THESE CHILDREN WERE BEING EXPOSED TO IT AND DESENSITIZED FROM IT, IT CAUSES MUCH MORE HARM THAN IT DOES. GOOD. IT'S NOT HELPING THEM FLOURISH AND LEARN AND GROW. I'D ALSO LIKE TO, TO JUST OPEN YOUR MIND TO THE FACT THAT THIS LITERATURE COULD TRIGGER TRAUMA IN CHILDREN WHO HAVE BEEN RAPED AND EXPOSED TO THESE TERRIBLE SITUATIONS, I'M NOT GOING TO RELY ON AN AMAZON REVIEW. AND I HAVE A DEEP CONVICTION AGAINST WHAT'S BEING SHOWN IN OUR LIBRARIES. I HAVE A FAMILY MEMBER, WHO'S A LIBRARY, A MORGAN COUNTY PUBLIC SCHOOLS, AND I LOVE HER DEARLY. UM, AND LIKE EACH INGREDIENT HAD A STORY FOR WHY IT WAS THERE. SO IT WAS REALLY KIND OF BEAUTIFUL AND CREATIVE. UM, I WAS VERY IMPRESSED, UM, BUT ALL THE FOOD WAS DELICIOUS. SO THAT'S WHAT I'VE BEEN UP TO YOU, DR. FUNK. ALRIGHT, THANK YOU. UM, SO OVER THE LAST COUPLE OF WEEKS, I DID VIRTUALLY ATTEND THE VSBA VALLEY SPRING REGIONAL FORUM. BASICALLY THEY WERE SHARING THE AWARD WINNERS OF A RECENT ART CONTEST THAT HAD TAKEN PLACE. WE DID NOT HAVE ANY LOCAL WINNERS HERE IN OUR COUNTY, BUT THERE WERE SOME FROM NEIGHBORING COUNTIES. AND SO THEY DISPLAYED ALL THE ARTWORK AND SHARED THAT INFORMATION, UM, FROM THOSE STUDENTS WHO PARTICIPATED. UM, I ALSO WAS ABLE, I WAS, I WASN'T ONE OF THE JUDGES CAUSE IT, THE SCHEDULING DIDN'T WORK OUT, BUT I WAS ABLE TO POP BY FOR THAT EVENING AND IT DID SMELL FABULOUS. UM, AND IT WAS JUST GREAT TO SEE, YOU KNOW, THE CREATIVITY AND THE TALENT OF THOSE STUDENTS. SO I CERTAINLY APPRECIATE THAT. AND THEN OF COURSE I HAVE TO ADDRESS THE ISSUE WITH, UM, THE ACCUSATION THAT I WANT TO BAN BOOKS. UM, NOBODY HAS A CONSTITUTIONAL RIGHT TO SHOW ANOTHER PERSON'S CHILD PORNOGRAPHY. SO THE REASON ONCE IT WAS BROUGHT TO OUR ATTENTION ABOUT THESE BOOKS BEING IN OUR SCHOOL THAT I DID TALK ABOUT IT IS BECAUSE THAT'S WHERE CONSENT STARTS IS WITH KNOWLEDGE THAT IT EVEN EXISTS. PARENTS CAN'T OPT THEIR CHILD OUT OF BOOKS THAT THEY DON'T EVEN KNOW ARE IN OUR LIBRARIES. WHY ARE WE NOT MAKING THE PARENTS OPT IN INSTEAD? UM, I, YOU KNOW, ME, I'M A CONSTITUTIONALIST. IT'S IT AS TIME IS THE ESSENCE OF FORMAL COMPETITIVE BID PROCESS WAS NOT FEASIBLE. STAFF HAS REQUESTED PROPOSALS FOR TWO SEPARATE CONTRACTING FIRMS UTILIZING PREVIOUSLY COMPETED FOR VIRGINIA STATE APPROVED CONTRACTS AND A CONTRACT WITH ARLINGTON COUNTY THAT PROVIDES A RIDER CLAUSE FOR OTHER LOCALITIES OR SCHOOL DISTRICTS TO UTILIZE THE NATIONAL SECURITY AND DOOR CORPORATION WAS A LOW BIDDER, UH, 70,843 AND S A C S T I INCORPORATE AT $83,944 AND 76 CENTS. UM, THE COST AND FINANCING ONCE AGAIN, THE, THE GRANT IS 56,127. WE HAVE TO MATCH THAT WITH ONE, UH, 25% AND 25% OF THAT IS $14,031 AND 75 CENTS. THAT FUNDING COMES OUT OF OUR GENERAL MAINTENANCE, UH, BUDGET. SO THE FUNDING IS THERE. WE'RE JUST ASKING FOR APPROVAL TO GO AHEAD AND TO, UH, DO THE PURCHASE, TO USE THE GRANT FUNDING AND OUR MATCH, UH, TO BE ABLE TO, UH, GET OUR CARD READERS ON OUR ELEMENTARY SCHOOLS. THIS PAST SEVERAL MONTHS, THERE HAS BEEN A REVIEW OF WHAT WE CURRENTLY DO IN WARREN COUNTY WITH OUR CAREER AND TECHNICAL EDUCATION PROGRAMS AND WHERE WE WANT TO HEAD. UM, THAT INFORMATION IS GOING TO BE SHARED WITH YOU TONIGHT. THIS IS NOW A REQUIREMENT THAT IS DONE EVERY TWO YEARS IN EVERY SCHOOL SYSTEM THAT USES FEDERAL FUNDING. I E PERKINS FIVE, WHICH IS WHERE THE MAJORITY OF THE FUNDING THAT I USE TO RUN. THESE PROGRAMS COMES FROM PERKINS, LOOKS AT STUDENT PERFORMANCE, THE PROGRAM SIZE SCOPE, QUALITY PROGRAM ALIGNMENT WITH THE LABOR MARKET PROGRAM, IMPLEMENTATION STAFF, RECRUITMENT, RETENTION, AND DEVELOPMENT AND PROGRAM ACCESS AND EQUITY. THESE ARE ANNUAL PERFORMANCE BENCHMARKS THAT ARE GIVEN TO EVERY SCHOOL SYSTEM USING THAT FUNDING. THE BENCHMARKS ARE SET BY THE STATE OF VIRGINIA, AND WE ARE EXPECTED TO MEET THOSE JUST LIKE THE ACADEMIC SIDE IS EXPECTED TO MEET CERTAIN SOL GOALS. FOR INSTANCE, A COMPLETER IS A STUDENT THAT HAS TAKEN A SEQUENCE OF CAREER AND TECHNICAL EDUCATION CLASSES. [01:15:01] SO IT MIGHT BE SOMETHING AS EASILY IDENTIFIABLE AS WELDING ONE AND WELDING TWO, OR IT MIGHT BE ANOTHER TYPE OF SEQUENCE SUCH AS EARLY CHILDHOOD DEVELOPMENT AND NUTRITION AND WELLNESS. THOSE TWO GO TOGETHER AND IN A CAREER OPPORTUNITY, THEY COULD BE USED IN BE USED DULY TO GIVE A STUDENT THE INFORMATION OR THE EDUCATIONAL PIECES THAT THEY NEED TO BE SUCCESSFUL. OUR GRADUATION RATE WITH OUR COMPLETERS HAS A THREE-YEAR TREND OF 97 POINT 13%. IN THE PAST YEAR, WE HAVE HAD A HUNDRED PERCENT GRADUATION OF OUR CTE COMPLETERS THIS PAST YEAR. ACADEMIC SCIENCE IS 92.4 AND SPECIAL POPULATIONS AT 88.9. AND OUR POST-SECONDARY PLACEMENT IS 96.6%, WHICH IS UP 5% FROM THE 19 TO 20 SCHOOL YEAR. WHEN WE SAY POST-SECONDARY PLACEMENT, WE DO A FOLLOW-UP SURVEY WITH OUR STUDENTS ONE YEAR OUT AFTER GRADUATION. THAT INCLUDES WHETHER THEY ARE EMPLOYED. A NON-TRADITIONAL STUDENT IS A STUDENT THAT SEEKS EDUCATION IN AN AREA WHERE THE GENDER, THEIR GENDER IS NOT MORE THAN 25%. SO AN EXAMPLE MIGHT BE A FEMALE STUDENT ENTERING THE AUTOMOTIVE TRADES VERSUS, UM, WELL, BELIEVE IT OR NOT A FEMALE STUDENT ENTERING CULINARY ARTS IS ALSO A NON-TRADITIONAL, UM, A MALE ENTERING THE TEACHING PROFESSION. SO YOU'VE GOT THAT OPPOSITE GOING ON. AND, UM, WE ARE UP 10% IN THAT AREA IN THE PAST FOUR YEARS. SO WHAT WE HAVE DONE IS WE HAVE STARTED TO OFFER MORE CLASSES IN THOSE AREAS THAT ARE CONSIDERED NON-TRADITIONAL IN ORDER TO UP THAT PARTICIPATING IN HIGH SCHOOL, UH, HIGH-QUALITY, WORK-BASED LEARNING 20%. OUR WORK-BASED LEARNING, UM, INCLUDES INTERNSHIPS, MENTORSHIPS. UM, THIS, THE SCHOOL-BASED ENTERPRISES, THERE'S EIGHT DIFFERENT ONES. UM, AND WE'VE BEEN WORKING VERY HARD IN ORDER TO INCREASE THOSE. WE CURRENTLY HAVE THE PART-TIME, UM, WORK-BASED LEARNING COORDINATOR WHO IS HOUSED AT BLUE RIDGE TECH CENTER. AND AT SOME POINT THAT POSITION WILL NEED TO BE ABLE TO MOVE INTO A FULL-TIME POSITION BECAUSE PART OF THOSE DUTIES IS TO ACTUALLY VISIT THE EMPLOYMENT AREAS WHERE THESE STUDENTS ARE TO MAKE SURE THAT SAFETY PROCEDURES, SUPERVISION, PROCEDURES ARE ALL BEING FOLLOWED PROPERLY, A TECHNICAL ATTAINMENT. THAT MEANS A INDUSTRY RECOGNIZED CERTIFICATION, 94.4% OF THOSE GRADUATING IN THE PAST THREE YEARS HAVE EARNED THOSE SPECIAL POPULATIONS AT 93.4%. WE HAVE MET ALL BENCHMARKS IN THE PAST THREE YEARS. WHAT YOU WILL SEE THOUGH IS LAST YEAR, WE HAD SPECIAL POPULATIONS PRE PARTICIPATING IN CREDENTIAL LING AND REGULAR POPULATION DROPPED. THAT WAS BECAUSE OF COVID IN ALL HONESTY, WE JUST COULDN'T GET THE KIDS IN TO BE ABLE TO TEST THEM. SO WHAT THAT HAS DONE THIS YEAR IS WE HAVE OUR CLOSE TO DOUBLING THE NUMBER OF TESTS THAT WE HAVE. WE HAVE ADMINISTERED BECAUSE THIS YEAR WE'RE PLAYING CATCH UP OVER WHAT DIDN'T HAPPEN LAST YEAR, PROGRAM SIZE SCOPE, AND QUALITY. UM, WE HAVE CURRENTLY 10 DIFFERENT CAREER CLUSTERS AND UNDER THAT 20 [01:20:01] CAREER PATHWAYS, WE ALSO STARTING NEXT YEAR, WE'LL BE OFFERING 70 DIFFERENT CAREER AND TECHNICAL EDUCATION CLASSES HERE IN WARREN COUNTY. AND I HAVE BROUGHT WITH ME THE BOOKS. AND I'D LOVE TO SHARE THOSE WITH YOU AFTER THE MEETING SO THAT YOU CAN SEE WHERE WE'RE HEADED. THE TOTAL ENROLLMENT THIS YEAR IS 3,185. THAT MEANS SEATS TAKEN. AND FINALLY WE COMPLETED OR RENEWED PATHWAYS FOR THIS COMING YEAR, CRIMINAL JUSTICE. WE WILL BRINGING BE BRINGING IN YEAR TWO, OUR ARCHITECTURE AND DESIGN. I'M CALLING THAT A RENEWAL BECAUSE THE INTEREST HAS CIRCLED BACK AROUND AND WE'RE ADDING BACK IN BESIDES THE TECHNICAL DRAWING WE'RE ADDING IN THE ARCHITECTURAL DRAWING CLASS OR RE ADDING IT, I SHOULD SAY. NO, WE'RE NOT OFFERING HVAC AS A WHOLE YET, ALTHOUGH THAT IS, UM, IN THE FUTURE PLANS, AT SOME POINT TO BE ABLE TO BRING THAT IN. AND THEN THE LAST PIECE THAT WE'RE BRINGING, WE ARE BRINGING IN ADVANCED PROGRAMMING, SO THAT WE'LL COMPLETE OUR PROGRAMMING SEQUENCE, THE ALIGNMENT, UM, LOOKING AT LOCAL AND AREA INDUSTRY. UM, AND THIS INFORMATION COMES FROM JOBS, QUEUE TRAILBLAZERS, AND THE BUREAU OF LABOR STATISTICS. WE CURRENTLY OFFER THE ELECTRICITY, CARPENTRY, WELDING BRINGING IN THE BUILDING TRADES AND THE POTENTIAL GROWTH AREA. THERE WOULD BE FOR HVAC CURRENTLY IN THE HOSPITALITY, TOURISM CULINARY, ONE SPORTS AND ENTERTAINMENT, MARKETING INTRODUCTION TO HOSPITALITY. OTHER AREAS THAT COULD BE ADVANCED INTO WOULD INCLUDE EXPANDING THE AGRISCIENCE PROGRAM TO INCLUDE WILDLIFE FISHERIES AND TOURISM THERE. AND THEN NUMBER FOUR, CURRENTLY, AS FAR AS THE EDUCATIONAL PIECE, WE OFFER EARLY CHILDHOOD EDUCATION AND OUR VIRGINIA TEACHERS FOR TOMORROW AS WELL. OUR ALIGNMENT, WHEN YOU LOOK AT THE JOB PROJECTION AND WHAT IS GOING ON DATA IS TELLING US THAT THE MANUFACTURING SECTOR IS NOT GROWING. HOWEVER, I WILL TELL YOU WITHOUT A DOUBT, LOCALLY MEETING WITH PEOPLE FROM THE DIFFERENT MANUFACTURING GROUPS RUNNING UP FROM HERE TO WINCHESTER, IT IS DEFINITELY GROWING AND THEY ARE CONSTANTLY LOOKING FOR EMPLOYEES AND ARE SETTING ON MY ADVISORY BOARD AND ARE WORKING WITH US TO INCREASE INTEREST AND TO OFFER OPPORTUNITIES. UM, ONE OF THE OPPORTUNITIES THAT'S COMING DOWN, THE PIKE IT IS PLANNED FOR THIS SUMMER IS ACTUALLY A BOOT CAMP FOR OUR 12TH GRADERS. IT'S A TWO WEEK BOOTCAMP, UM, THAT IF IT COMES INTO PLAY AS THIS EXPECTED FINAL DECISION TO BE MADE IN THE NEXT COUPLE OF WEEKS, IT WOULD ACTUALLY PLACE STUDENTS OUT INTO A MANUFACTURING, UM, POSITION FOR TWO WEEKS TO GO THROUGH THE PROCESS OF LEARNING THE DIFFERENT ASPECTS LOCATED INSIDE THAT FACILITY, UM, AND WORKING WITH THEM IN ORDER TO SEE WHAT'S THERE QUITE OFTEN, OUR ISSUE IS STUDENTS DON'T UNDERSTAND WHAT'S OUT THERE. AND I KNOW GROWING UP, WHEN YOU EVER HEARD THE MANUFAC, AT LEAST WHEN I HEARD THE WORD MANUFACTURING ALWAYS THOUGHT OF SOMEPLACE DIRTY OR, YOU KNOW, SWEATY OR MANUFACTURING FACILITIES NOWADAYS ARE BEAUTIFUL, YOU KNOW, [01:25:01] AND A LOT OF IT IS JUST GETTING THE STUDENTS TO UNDERSTAND AND TO SEE WHAT'S THERE AND WHAT'S AVAILABLE AND TO UNDERSTAND THE GROWTH POTENTIAL THAT'S THERE FOR THEM. UM, EACH YEAR WE HAVE TO, UM, CREATE OR CHANGE TO BETTER A CAREER, AN ACADEMIC CAREER PLAN THAT WE HAVE IN PLACE FOR 2022 AND OUR PERKINS PLAN. THAT IS THE ARCHITECTURE IN ENGINEERING. AND THAT IS BECAUSE WE ARE BRINGING BACK THOSE CLASSES AND INTRODUCING THE BUILDING TRADES CLASS, OUR COMPLETE, UH, DATA. UM, LAST YEAR WE WERE ABLE TO REACH 77% OF OUR GRADUATES FROM THE YEAR BEFORE WITH OUR SURVEY 47.6% OF THEM ARE IN POST-SECONDARY EDUCATION. 47.6 ARE IN FULL-TIME EMPLOYMENT. 2.6 ENTERED THE MILITARY, AND THEN 2% DID NOT SUCCESSFULLY TRANSITION, UM, ONCE GRADUATED THE ALIGNMENT OF MANY OF THE LFCC PROGRAMS AND THE G THREE INITIATIVE, UM, IS HELPING US TO OFFER MORE OPPORTUNITIES. THIS ACTUALLY, THIS MORNING, I WAS ACTUALLY OVER AT SKYLINE HIGH SCHOOL BECAUSE WE HAVE STARTED WORKING WITH LORD FAIRFAX HAS WORKFORCE SOLUTIONS, UM, TO OFFER SOME OPPORTUNITIES THAT WE CAN'T DO WITHIN OUR SYSTEM. AND, UM, THE ONE THAT I'VE BEEN, UH, I GUESS ON THE SOAP BOX WITH IS THE HEAVY EQUIPMENT OPERATIONS PROGRAM THAT THEY HAVE. AND, UM, SO FAR I'VE HAD TWO TAKERS ON IT AND WE'RE USING GRANT FUNDS. SO I'M REAL PLEASED WITH THE OPPORTUNITY TO BE WORKING WITH WORKFORCE, UM, CTE PROGRAM, PROFESSIONAL RECRUITMENT, RETENTION, AND DEVELOPMENT. UM, LAST YEAR WE SAW A HIGH TURNOVER RATE OF TEACHERS. AGAIN, I, A LOT OF THAT DOES HAVE TO DO I BELIEVE WITH COVID AND ADDED STRESS AND CHALLENGES THAT CAME WITH THAT IN THE CAREER AND TECHNICAL AREA. WE ONLY HAD TO REPLACE THREE TEACHERS, UM, BUT THERE WAS A SIGNIFICANT LOSS IN COUNSELORS. UM, AND SOME OF THOSE POSITIONS HAD TO BE USED FILLED USING, UM, INTERNS, WARREN COUNTY PUBLIC SCHOOLS HAS PROPOSED 5% INCREASE TEACHERS GO TO PROFESSIONAL DEVELOPMENT. UM, AS YOU LOOKED THROUGH, OR AS YOU LOOK THROUGH, UM, THE BREAK DOWN OF THE PERKINS MONEY, YOU WILL SEE THAT THERE IS FUNDS THAT ARE SET ASIDE FOR THAT. UH, THERE IS AN OPPORTUNITY TO WORK CLOSER WITH BUSINESSES, COMMUNITY MEMBERS, AND TO PROVIDE INDUSTRY SPECIFIC NEEDS. UM, FOR OUR TEACHERS PROGRAM ACCESS AND EQUITY HERE, OUR ANNUAL PERFORMANCE REPORT SHOWS THAT WE'RE MEETING THE MARK OR SPECIAL POPULATIONS AND NON TRADITIONAL. UH, WHEN THE JAIL WAS DOWN THERE ON JACKSON STREET, WHEN THE REGIONAL JAIL WAS BUILT, WARREN COUNTY'S RESPONSIBILITY TO EDUCATE INMATES WITH DISABILITIES CHANGED, UM, DUE TO THE JAIL, BEING IN THE GEOGRAPHIC LOCATION OF WARREN COUNTY, WE'RE RESPONSIBLE FOR SERVING ALL STUDENTS, WHETHER THEY'RE FROM RAPPAHANNOCK, SHENANDOAH, OR WARREN, IF THEY DO HAVE A DISABILITY AND THEY'RE BETWEEN THE AGES OF 18 AND 22 YEARS OLD. I DON'T WANT TO STEAL ANY OF HER THUNDER, BUT, UH, I KNOW THAT SOME OF OUR, UH, AFTERSCHOOL PROGRAMS AND THOSE TYPES OF THINGS HAVE BEEN USING SOME OF THESE FUNDING AND AS A FORMER COACH, FORMER ATHLETIC DIRECTOR AND THOSE TYPES OF THINGS, HOW BENEFIT I CANNOT BEGIN TO TELL YOU HOW BENEFICIAL IT IS TO BE ABLE TO HAVE A PROGRAM, TO BE ABLE TO GET FOOD TO OUR KIDS, BECAUSE SOMETIMES WITH SOME OF THOSE KIDS, LUNCH IS PROBABLY THE LAST MEAL THEY'VE HAD. AND SOMETIMES WE DON'T PULL IT ON THAT BUS UNTIL LATE, LATE, LATE AT NIGHT. AND, UH, WE'RE NOT ALWAYS ABLE TO STOP AND, AND GET STUFF AND NOT EVERYONE'S ABLE TO AFFORD STUFF ONCE WE STOPPED. SO THIS PROGRAM IS TREMENDOUS. SO I'M GOING TO TURN IT OVER TO NICOLE, WHO IS ACTUALLY THE, THE DRIVING FORCE BEHIND THIS PROGRAM. THANK YOU. UM, SO MARTINS [01:50:01] IS DOING A ROUNDUP CAMPAIGN. SO I HAVE A SHARED THE FUNDS WITH THE PRINCIPALS AND THEN THEY SHARE WITH DIFFERENT TEACHERS AND COACHES. AND SO IT'S NOT JUST FOR SPORTS KIDS, WHICH I THINK IS GREAT TOO, BECAUSE IT'S SHARING THE WEALTH SORT OF, UM, THEY HAVE AN ORDER FORM THAT THEY CAN ORDER MEALS OR SNACKS FOR AFTERSCHOOL FOR THEIR PROGRAMS. AND THEN THEY TURN IT INTO ME AND THEN I KIND OF COORDINATE IT, MAKE SURE THE GRANT MONEY. WE, WE, WELL, IT'S NOT A GRANT, IT'S A DONATION, BUT WE, UM, JUST RAN DOWN TO $700 RIGHT BEFORE MARTIN'S BROUGHT ME ANOTHER $10,000 CHECK LAST WEEK. SO $10,339 AND 64 CENTS. SO I'M EXCITED THAT IT'S KIND OF REPLENISHED IT'S A LITTLE LESS THAN LAST YEAR. UM, I HAVEN'T PUT ANY, WE HAVEN'T PUT ANY LIMITS ON WHAT CAN BE REQUESTED. THE COACHES HAVE BEEN GOOD CONSERVATIVE. THEY'RE NOT OVER ASKING. I DON'T FEEL LIKE AT THIS POINT, UM, BUT WORD IS SPREADING. AND SO THE MONEY IS GETTING USED A LITTLE BIT QUICKER NOW. AND, UM, BUT I THINK IT'S A REALLY GOOD OPPORTUNITY. AND THE, UM, THE POLICY BASICALLY HELPS TO PROVIDE, UM, SOME EDUCATION FOR ALL OF OUR STUDENT ATHLETES AND THOSE INVOLVED IN EXTRACURRICULAR ACTIVITIES AND FOR THEIR PARENTS TO REVIEW. AND THEY REVIEW THIS ON AN ANNUAL BASIS. THIS IS INFORMATION THAT'S PROVIDED BY THE SCHOOL DIVISIONS ON, ON SYMPTOMS THAT MAY LEAD TO SUDDEN CARDIAC ARREST. AND THEN THE POLICY KIND OF OUTLINED SOME OTHER INFORMATION. THE REASON THAT I JUST BRING THIS UP IS IT IS A NEW POLICY AND THAT, BUT THIS POLICY IS VERY SIMILAR TO ANOTHER POLICY THAT WE HAD A FEW YEARS BACK THAT WAS ALSO NEW, THAT DEALT WITH CONCUSSIONS. AND THAT THAT POLICY, UM, HAD TO HAVE A, WELL, WE DEVELOPED A COMMITTEE. I WAS IN CHARGE OF THAT COMMITTEE AND WE LOOKED AT, UM, WHAT TYPE OF INFORMATION IS OUT THERE IN REGARDS TO CONCUSSIONS. AND WE DEVELOPED SOME, UM, LITERATURE AND SOME, UM, EDUCATIONAL OPPORTUNITIES FOR THE COACHES, THE STUDENT ATHLETES AND PARENTS REGARDING CONCUSSIONS. NOW THIS SEEMS LIKE IT'S FALLING VERY SIMILAR TO THAT PREVIOUS STORY AND THAT AS WE KNOW THAT, UH, WITH PEOPLE IN GENERAL, BUT IN PARTICULAR STUDENT ATHLETES, A LOT OF TIMES THE, UH, SPORT OF WHICH THEY PLAY COULD PUT THEIR HEART AT A PACE OF WHICH, UM, UH, IT COULD BE VERY STRESSFUL AND THERE ARE, UM, SITUATIONS, A FEW SITUATIONS, BUT SOMETIMES VERY TRAGIC SITUATIONS OF WHICH A YOUNG PERSON OR AN ATHLETE AND SO FORTH WHO SEEMS LIKE WHO SEEMS, UH, TO BE IN THE PERFECT CONDITION AND SHAPE WE'VE, YOU KNOW, READ ABOUT IT ON. AND WE'VE SEEN IT ON TV WHO MAY HAVE A SUDDEN CARDIAC ARREST OR, OR, OR THOSE TYPES OF THINGS. SO THIS PARTICULAR POLICY IS PUTTING OUT THERE INFORMATION TO PARENTS, TO STUDENT ATHLETES, EVEN THE COACHES AND SOME SIGNS AND SYMPTOMS AND THOSE TYPES OF THINGS. SO SINCE THAT'S A NEW POLICY, I WANTED JUST, JUST TO LET YOU KNOW THAT WE'LL HAVE TO DEVELOP, I THINK WITH THIS, A COMMITTEE OF SORTS, TO BE ABLE TO REVIEW SOME MATERIALS AND LITERATURE. UM, I KNOW THAT WITH OUR CONCUSSION MANAGEMENT STUFF, WE HAVE IT ON OUR WEBSITES. UH, WE HAVE THAT AT OUR, OUR, OUR MEET THE TEAM NIGHTS. I DON'T, THE VIRGINIA HIGH SCHOOL LEAGUE IS THE GOVERNING BODY OF FOUR, UH, SPORTS AND SOME ACTIVITIES IN THE STATE OF VIRGINIA. I'M NOT SURE AS I DID NOT CHECK EARLIER TODAY, IF THEY ARE PLANNING ON PUTTING OUT SOME TYPE OF GENERIC TYPE OF, UH, INFORMATION THAT WE COULD USE AS PART OF THIS, THE OTHER, UH, POLICY. HIRSCH, JUST TO SPEAK ON THIS PARTICULAR POLICY, UH, POLICY, JM, RESTRAINT, AND SECLUSION [02:00:01] OF STUDENTS, WHERE HE CAN IDENTIFY SOME OF THE THINGS WE DO AND DO NOT DO MR. HIRSCH, THANK YOU, MR. SMITH, MADAM CHAIR, MR. SUPERINTENDENT. UM, WELL WITH THE FIRST READING, UM, MY RECOMMENDATION WOULD BE, CAUSE THIS, THIS POLICY HAS CHANGED, CHANGED SOME, AND IT WAS NEW IN MARCH OF 2000 OR NOT MARCH IN, IN 2020, RIGHT PRIOR, PRIOR TO, TO, UM, UH, THE SCHOOL CHANGING A LITTLE BIT, BUT MY RECOMMENDATION WOULD BE TO REMOVE THE WORD SECLUSION FROM EVERYWHERE IN THE POLICY. AND HERE'S WHY, AND WHAT THIS POLICY IS, IS A RESTRAINT AND SECLUSION OF STUDENTS IN WARREN COUNTY PUBLIC SCHOOLS. UM, OUR BELIEF THROUGH TRAINING IS TO DEESCALATE STUDENTS WITHOUT THE USE OF, OF PUTTING YOUR HANDS ON STUDENTS AND RESTRAINING THEM. UM, AND WE DO EVERYTHING IN OUR POWER TO TREAT STUDENTS WITH THE RESPECT THAT THEY SHOULD BE AFFORDED. AND THAT INCLUDES NOT PUTTING OUR HANDS ON CHILDREN. UM, IF A STUDENT CAN, I'LL GIVE YOU AN EXAMPLE IS RUNNING INTO THE STREET. UM, OF COURSE WE EXPECT, UH, A STAFF MEMBER, UM, TO PHYSICALLY GRAB THAT STUDENT AND RESTRAIN THAT STUDENT FROM GETTING HURT. AND THE SAME IS TRUE TO KEEP, KEEP THE STUDENTS SAFE AND, AND KEEP THEM, UH, KEEP A STUDENT FROM HURTING OTHERS. UM, AND THAT WOULD BE THE ONLY TIME, UM, THAT, UH, A WOULD BE TOUCHED LIKE THAT. UM, WE HAVE, UH, A VERY OUTLINED, DETAILED OUTLINE OF REPORTING AND COMMUNICATING WITH THE PARENT WHEN THAT HAPPENS, DOCUMENTING THE INCIDENT AND REPORTING TO THE BUILDING ADMINISTRATOR AND TO MY OFFICE, AND THEN TO THE SUPERINTENDENT. UM, BUT WE DO NOT HAVE ANY TYPE OF SECLUSION EVER IN WARREN COUNTY SCHOOLS. SO, AND IF YOU LOOK AT SOME OF THE NOTES HERE, AND I DID A LITTLE RESEARCH WHEN I WAS LOOKING AT THIS POLICY FOR THE FIRST READ, UM, I BELIEVE A LOT OF SCHOOL DIVISIONS WILL BE DOING THAT AND REMOVING SECLUSION FROM, FROM THE REGULATION. WE DO NOT ADVOCATE FOR SECLUSION. WE DO NOT ALLOW SECLUSION AND, AND I DON'T BELIEVE WE SHOULD EVEN ENTERTAIN IT IN OUR POLICY. UM, THAT WOULD BE MY RECOMMENDATION TO YOU IN THE SECOND AND THIRD READING. UM, BUT I'D LOVE TO HAVE SOME QUESTIONS ABOUT THIS. I CAN, I CAN TALK ABOUT THE TRAINING THAT, THAT WE HAVE IN PLACE. AND I CAN, I PUT TOGETHER SOME NUMBERS AS I WAS SITTING BACK THERE, THE NUMBER OF STAFF AND THE NUMBER OF TRAINERS AND THE NUMBER OF PEOPLE WE HAVE TRAINED IN THE VARIOUS, UM, CRISIS INTERVENTION METHODS. SO CAN WE TALK ABOUT THAT? SURE. OKAY. WELL, THE DEPARTMENT OF EDUCATION HAS PUT SOME MODULES TOGETHER FOR ALL LICENSED STAFF. AND, UH, WHEN, WHEN TEACHERS, UM, ARE WORKING WITH THE HR DEPARTMENT, SHANE, UH, THERE THEY GO THROUGH THESE MODULES, UM, THESE VERY BASIC MODULES OF CRISIS INTERVENTION, THEN, UM, IT'S OUR JOB TO SPECIAL SERVICES DEPARTMENT. WE HAVE A CADRE OF, OF, OF TRAINERS NINE TO BE EXACT, UM, THAT TRAINED TEACHERS IN RELATIONAL CRISIS INTERVENTION. THE COMPANY THAT WE USE IS CALLED MAT. IT'S NOT A VERB, IT'S ACTUALLY A PERSON'S NAME, BUT IT'S TURNED INTO THIS THING. YOU'RE GOING TO GET MANDATED. WELL, IF YOU GET MAD AT IT'S PRETTY DARN GOOD, BECAUSE WHAT THAT MEANS IS YOU'RE TREATING, YOU'RE TREATING EACH OTHER WITH DIGNITY AND RESPECT AND, AND, AND COMMUNICATING THEM WITH IN SUCH A WAY WHERE YOU CAN DEESCALATE IN A NON-PHYSICAL WAY. WE HAVE CURRENTLY, UH, 250 STAFF TRAINED IN RELATIONAL MAP, AND WE HAVE 90 STAFF TRAINED IN TECHNICAL MAP, WHICH GOES FAR, FAR ABOVE WHAT THE REGULATIONS REQUIRE. THEY REQUIRE ONE ADMINISTRATOR IN EACH BUILDING TO BE TRAINED IN TECHNICAL MAT. OUR GOAL IS TO HAVE EVERY ADMINISTRATOR IN A DIVISION TRAINED IN TECHNICAL MAN. AND THEN THE, THE, UM, THE REGULATIONS SAY THAT IF AN IEP DETERMINES THAT A STUDENT'S BEHAVIOR, UM, FOR WHATEVER REASON COULD CONSTITUTE THE USE OF, OF SOME KIND OF INTERVENTION, UM, THAT ALL OF THOSE PEOPLE SHOULD BE TRAINED IN CRISIS INTERVENTION AS WELL. SO WE HAVE TRAINED EVERY SPECIAL EDUCATION TEACHER IN OUR PATHWAYS AND CONNECTIONS PROGRAM. WE'VE ALSO TRAINED ALL OF THE INSTRUCTIONAL ASSISTANTS, AND I PERSONALLY TRAIN OUR, UH, DRIVERS OF CARS THAT GO TO OUR PRIVATE FACILITIES, AS WELL AS OUR, UM, SPECIAL NEEDS BUSES AND THE ATTENDANCE THAT STAY ON THOSE BUSES. AND I DO THAT ANNUALLY. I WORK WITH MR. MITCHELL, MR. MITCHELL, AND WE TRAIN THEM [02:05:01] DOWN AT THE TRANSPORTATION OFFICE TO ENSURE THAT EVEN ALL THOSE DRIVERS ARE TRAINED AS WELL. SO WE'RE VERY PROUD OF THE TRAINING, UM, COMPONENT THAT WE HAVE. AND WE LOOK FORWARD TO CONTINUING THE TRAINING THROUGHOUT THE YEAR, UM, TRAINERS GET RE-CERTIFIED EVERY TWO YEARS. AND I WANT TO THANK MR.
