OF WARREN COUNTY IN ANY WORTHLESS LOSER FEDS TASKED WITH MONITORING THIS MEETING, BRACE YOURSELVES, EVERYONE TONIGHT, I'M COMING STRONG WITH POSITIVE THOUGHTS FOR A CHANGE YOU MUST UNDERSTAND IS LEGENDARY BOXING REFEREE JOE CORTEZ FAMOUSLY STATED THREAD IS YEARS OFFICIATING.

I'M FAIR, BUT I'M FIRM IN THAT SPIRIT, I WOULD LIKE TO GIVE A BIG SALUTE TO MR. JOHNSON, MS. HEALING, AND EVERYONE ELSE FROM SKYLINE MIDDLE SCHOOL FOR PUTTING ON A FANTASTIC SEMIFORMAL DANCE.

LAST WEEK, I WOULD ALSO LIKE TO EXTEND A HEARTFELT TIP OF THE PROVERBIAL CAP TO MY FELLOW PARENTS WHO CAME OUT TO CHAPERONE THE EVENT.

WE NEED A LOT MORE LIKE Y'ALL WHO ARE WILLING TO STEP UP AND PARTICIPATE ASIDE FROM A COUPLE OF GIRLS GETTING INTO A LOW GRADE SLOPPY SCUFFLE THAT WOULD HAVE MADE THE EFFORT, MENTION JOE CORTEZ, SHAKE HIS HEAD WITH DISAPPOINTMENT AT THE LACK OF DISCIPLINE AND SKILL ON DISPLAY.

ALL THAT I SAW THROUGH THE COURSE OF THE EVENING, IT WAS A GOOD BEING HAD BY ALL.

I HAVE A PROPOSAL FOR YOU TONIGHT.

WHY NOT MAKE THIS A MORE FREQUENT SORT OF THING IN OUR SCHOOLS AFTER THE LAST COUPLE OF YEARS OF INSANE HYSTERIA AND UNFORGIVABLE STUNTING OF OUR CHILDREN'S DEVELOPMENT, THE LEAST WE COULD DO IS OFFER UP A SOCK HOP ONCE A MONTH OR A SCHOOL SANCTIONED NIGHT OUT AT THE SKATING RINK OR MOVIE THEATER.

THAT WOULD GO A LONG WAY IN TERMS OF ATONING FOR THE SINS OF BLINDLY AND FOOLISHLY PLAYING ALONG WITH COVID MANIA FOR SO LONG.

I'M JUST THINKING OUT LOUD HERE, BUT I'M HOPEFUL THAT MY RARE POSITIVITY AT ONE OF THESE MEETINGS MIGHT INSPIRE SOMEONE TO CONSIDER GETTING SUCH A CONCEPT AT A MINIMUM IN DISCUSSION.

AGAIN, BIG SALUTE TO EVERYONE WHO HAD A PART IN MAKING THE EVENT A WINNER.

I APPRECIATE IT.

AND I KNOW THAT A WHOLE LOT OF KIDS AND PARENTS DO AS WELL.

THAT CONCLUDES MY BLOWING SUNSHINE UP EVERYONE'S REAR THIS EVENING.

I'LL BE BACK NEXT TIME TO EXPRESS DISGUST AND OR VITRIOL OF SOME SORT.

UM, I VISITED SKYLINE HIGH SCHOOL SKYLINE, MIDDLE SCHOOL, THE TRANSPORTATION DEPARTMENT, UM, A S RHODES ELEMENTARY.

AND THEN I ALSO MET WITH OUR COUNTY TRANSITION COORDINATOR AND LEARNED ABOUT THE OPTIONS THAT OUR STUDENTS, UM, FROM 18 TO 22 THAT ARE SERVED, UM, HAVE AVAILABLE TO THEM.

AND THEN I ALSO WAS ABLE TO GET TO BLUE RIDGE TECHNICAL CENTER.

AND, UM, THAT WAS A GREAT COUPLE OF DAYS.

I WAS VERY WELCOMED AND, UM, I BELIEVE I TALKED TO SOME OF THE STUDENTS IN THAT, UH, THAT WERE SIGNING UP FOR THAT CNA, UM, UH, CLASS AT THE TIME THEY WERE THERE.

AND IT WAS REALLY AMAZING BECAUSE THEY WERE ALL JUST FINISHING THEIR JUNIOR YEAR AND THEY'RE SIGNING UP TO TAKE THAT CNA TEST.

SO I WAS REALLY PROUD OF THEM.

I DID ASK THEM TO LET ME KNOW HOW THEY DID.

UM, I WAS ABSOLUTELY SURE THEY'RE ALL GONNA DO GREAT.

UM, BUT I DO APPRECIATE THE TIME THAT EVERYBODY TOOK, UM, TO, TO SHOW ME YOUR BUILDINGS AND TALK WITH ME AND I LOOK FORWARD TO, UM, HEADING OUT TO ALL THE OTHER PROGRAMS AND BUILDINGS.

THANK YOU, DR.

FUNK, MS. TALONS.

UM, I TOO WANTED TO THANK ALL OF OUR TEACHERS.

OBVIOUSLY SCHOOL WOULD NOT BE WHAT IT IS WITHOUT THEM.

UM, I ALSO WANTED TO THANK YOU, DR.

PENCE FOR SETTING UP THE BOARD DEVELOPMENT TRAINING.

THAT WAS AN AMAZING TEAM BUILDING EXPERIENCE.

AND THEN, UM, IT, I WANTED TO TALK ABOUT SKYLINE HIGH SCHOOL WHO WAS IN NEED OF A ROCK FOR THEIR CLASS OF 20, 20, 20, 20, 22 TO DECORATE PER THEIR TRADITION.

IN PAST YEARS, ANDREW'S GRADING AND EXCAVATING HAS PROVIDED THE ROCKS WHEN THEY HAD STUDENTS AT THE SCHOOL.

UM, I'VE SPOKEN TO MY FRIENDS AT ANDREWS GRADING AND EXCAVATING, AND I'M PLEASED TO SAY THEY ARE WILLING TO DONATE TWO LARGE ROCKS DESPITE HAVING NO KIDS IN THE SCHOOL ANYMORE.

UM, SO I JUST WANTED TO SAY A BIG THANK YOU TO JOE ANDREWS AND EVERYONE AT ANDREW'S GRADING AND EXCAVATING.

THANK YOU, ASSAILANTS MR. RINALDI.

UH, YES.

I'D LIKE TO THANK ALL THE STAFF MEMBERS, TEACHERS, COUNSELORS, PRINCIPALS, AND THE SCHOOL BUILDINGS.

UM, THEY ALL HAVE A DIRECT EFFECT WITH OUR KIDS.

UM, EVA BUS DRIVERS INCLUDED IN THAT MY BUS DRIVER'S NAME.

I'LL NEVER FORGET.

UM, HE TOOK CARE OF US, YOU KNOW, HE GOT US ON THE BUS, HE GOT US OFF THE BUS.

IT WAS ON TIME.

MR. BRADFORD WAS HIS NAME WITH THE, A, B AND W BUS COMPANY.

HE USED TO JOKE ABOUT THAT AND SAY IT WAS ALWAYS BETTER TO WALK, UH, FOR A B AND W UH, I ATTENDED THE, UM, UH, SCHOOL BOARD RETREAT THAT MS. SAILINGS HAD MENTIONED.

WE, UH, PARTICIPATED IN SOME TEAM BUILDING ACTIVITIES AND ALSO SOME COMMUNICATIONS.

UH, THE, THE FACILITATOR OF THE, UH, RETREAT WAS GREAT.

WE, I THINK WE ALL LIKED HIM.

HE WAS PRETTY ENERGIZING PERSON.

SO HE SAID HE WOULD COME TO ONE OF OUR MEETINGS ONE NIGHT AND SIT IN THE BACK AND KIND OF LOOK AT US AND MAKE US NERVOUS.

IT WAS A GREAT EXPERIENCE.

[00:20:01]

UM, UH, THAT'S ALL I HAVE.

MR. AND MRS. CHAIRMAN, THANK YOU, MR. RENALDI.

UM, I'D LIKE TO ECHO MOSTLY WHAT EVERYONE ELSE HAS ALREADY SAID WITH HAPPY TEACHER APPRECIATION WEEK.

WE HAD A MOUNTAIN VISTA GOVERNOR'S SCHOOL MEETING, UM, TWO WEEKS AGO, AND WARREN COUNTY HAS FULL ENROLLMENT FOR OUR SEATS FOR THE 20 22 23 SCHOOL YEAR.

SO THAT'S GREAT.

AND THEN, UM, I ALSO HAD A GREAT TIME WITH OUR TRAINING AND TEAM BUILDING RETREAT LAST WEEK.

AND SO I APPRECIATE ALL THE BOARD MEMBERS, UM, AND DR.

BALLENGER COMING AND PARTICIPATING IN THAT.

OKAY.

[5A. 2021-22 Calendar Adjustment - Mr. Smith]

MOVING ON TO THE ACTION AGENDA THIS EVENING, THE 20 21 22 CALENDAR ADJUSTMENT, MR. SMITH.

THANK YOU.

AND GOOD EVENING, UH, WARREN COUNTY PUBLIC SCHOOLS EXCEEDS THE 990 CLASSROOM INSTRUCTIONAL HOUR HOURS AS REQUIRED BY CODE.

UM, IT IS RECOMMENDED THAT THE LAST DAY OF SCHOOL FOR STUDENTS TO BE MOVED FROM FRIDAY, JUNE 3RD, 2022, WHICH IS AN EARLY RELEASE DAY SCHEDULED TO THURSDAY, JUNE 2ND, 2022.

AND WE WOULD REMAIN AS AN EARLY RELEASE.

UM, THIS MOVE WOULD ALLEVIATE THE NEED FOR TEACHERS TO REPORT ON THAT FOLLOWING MONDAY TO, UM, TO, TO FINISH OUT INVENTORY.

AND THIS ACTION, UH, ALSO WILL ALLOW FOR ADMINISTRATION TO START THE WEEK OF JUNE 6TH IN PREPARATION FOR SUMMER REMEDIATION.

UM, WE, WE EXCEED THE HOURS, UH, THUS FAR AS FAR AS FULL DAYS, WE'VE MISSED SIX FULL DAYS, AND THEN WE'VE HAD SOME EARLY RELEASE DAYS, UH, IN THERE.

UM, SO THUS FAR FROM A TOTAL OF, ONCE YOU PUT IN THE TWO HOUR DELAYS, IT'S, UH, EIGHT TO EIGHT DAYS THAT WE HAVE MISSED.

UM, WE EXCEED THE 990, UM, HOURS BY, UM, 90 HOURS, UM, A SCHOOL DAY.

NORMALLY IT'S A FIVE AND A HALF HOUR INSTRUCTIONAL DAY, UH, NOT INCLUSIVE OF LUNCH AND HOURS AS A SIX AND A HALF, UH, A DAY, UM, WITH A SIX HOUR INSTRUCTIONAL DAY THAT WOULD, UH, NOT INCLUDE LAUNCH.

ARE THERE ANY QUESTIONS FOR MR. SMITH? IS THERE A MOTION? UH, YES.

MADAM CHAIR I'LL MAKE THAT MOTION.

I MOVE THAT THE WARREN COUNTY SCHOOL OF PROVES THE LAST DAY OF SCHOOL FOR STUDENTS TO BE AN EARLY RELEASE ON THURSDAY, JUNE THE SECOND, 2022.

AND MAKE FRIDAY, JUNE THE THIRD, 2022 LITTLE LAST DAY FOR TEACHERS.

IS THERE A SECOND? I'LL SECOND.

ANY DISCUSSION? ALL IN FAVOR? AYE.

AYE.

OPPOSED? NO.

OKAY.

THANK YOU.

[5B. Second Reading - VSBA revised policy GCL Professional Staff Development to reflect the statutory requirement - Mr. Smith]

NEXT UP IS SECOND READING.

THE VSBA REVISED POLICY GCL PROFESSIONAL STAFF DEVELOPMENT TO REFLECT THE STATUTORY REQUIREMENT MR. SMITH.

THANK YOU.

EVERY EMPLOYEE HOLDING LICENSE ISSUED BY THE BOARD OF EDUCATION IS REQUIRED TO COMPLETE A CULTURAL COMPETENCY TRAINING IN ACCORDANCE WITH THE GUIDANCE ISSUED BY THE BOARD OF EDUCATION.

UM, THIS IS CURRENTLY CITED AT AT LEAST EVERY TWO YEARS.

UH, EACH EMPLOYEE, UH, REQUIRED TO COMPLETE CULTURAL COMPETENCY TRAINING MUST COMPLETE AT LEAST ONE SUCH TRAINING NO LATER THAN THE BEGINNING OF THE 20 22, 20 23 SCHOOL YEAR.

UH, THIS WAS A JULY 21ST, JULY, 2021 POLICY REVISION OF THE APPROVED MAY, 2021 GCL POLICY, UH, VDO E UH, WILL PROVIDE THE MODULE.

UH, THIS IS TO NOTE TOO, THAT, UH, THE MODULE, THE TRAINING ITSELF HAS NOT BEEN RELEASED, UH, THAT THIS, UH, ACTION SO FORTH CAME UNDER THE PREVIOUS GOVERNOR, GOVERNOR NORTHAM, AND THAT NOW WITH GOVERNOR YOUNKIN, AND HE HAS, UM, ASKED THE, THE STATE SUPERINTENDENT TO LOOK AT THIS PARTICULAR, UH, REQUEST AND BASICALLY TO LOOK AT WHAT, IF ANY REVISIONS WOULD BE MADE TO THIS PARTICULAR ITEM.

SO, UNFORTUNATELY WE DO NOT HAVE AN EXAMPLE TO SHARE, HOWEVER, AS SOON

[00:25:01]

AS WE ARE ABLE TO HAVE THAT EXAMPLE OF WHATEVER THAT MAY LOOK LIKE OR BE, AND WHEN I SAY, UH, WE KNOW PROBABLY MR. GOODWIN, OUR HR DIRECTOR, AND I WILL, UH, SHARE THAT WITH THE BOARD.

I AM COMPLETELY UNCERTAIN OF WHEN THIS ACTUALLY WILL OCCUR.

IF I SHOULDN'T SAY IF, BUT I FELT LIKE IT COULD BE SOME TIME BEFORE SOMETHING COMES OUT, SIMPLY BECAUSE YOU'RE, YOU'RE DEALING WITH, UM, UH, A NEW PARTY AND AN OFFICE AND SO FORTH AND LOOKING AT SOME OF THE, UH, LEGISLATIVE TYPE MATERIALS AND INITIATIVES AND THOSE TYPES OF THINGS TO LOOK FOR REVISIONS.

SO THIS IS THE SECOND READING OF THIS PARTICULAR ITEM.

I THINK WE ASKED THIS LAST TIME, BUT I FEEL LIKE I'M UNCLEAR ABOUT IT STILL.

SO, UM, BECAUSE IT'S NEW EVERY EMPLOYEE BEFORE THE START OF THE SCHOOL YEAR THAT HAS A TEACHING CERTIFICATE WOULD BE EXPECTED TO DO IT LIKE, OR IT'S DEPENDS ON WHERE THEY'RE AT WITH THEIR LICENSE.

I BELIEVE THAT THAT IN PARTICULAR, I'M NOT SURE THE TIMELINE IS GOING TO ALLOW ANYONE TO BE ABLE TO HAVE THIS DONE BY THE START OF THE YEAR.

AND PERHAPS THAT REVISION AS IT COMES OUT, MAY ADJUST THAT PARTICULAR TIMELINE, BECAUSE I THINK IT'S GOING TO BE UNREALISTIC TO THINK OF THOSE HOLDING LICENSE WHEN THEY'RE LEAVING FOR THE SUMMERTIME, TO BE ABLE TO COMMUNICATE WITH THAT MASS GROUP OF INDIVIDUALS, TO BE ABLE TO GET SOMETHING LIKE THIS ACCOMPLISHED IT PERHAPS COULD BE VERY SIMILAR TO, UM, SOME, UH, SOME TRAINING THAT WAS REQUIRED BY, UH, BY THE STATE A YEAR TO ABOUT TWO YEARS AGO WHERE THEY MOVED IT TO JANUARY 1ST, THAT THAT WOULD START.

SO I THINK THERE WILL BE LEEWAY IN, UM, IN THIS PARTICULAR, UM, POLICY.

UM, I DO NOT HAVE THE BUY POLICY NOW.

IT SAYS BY THE START OF THE 20 22, 20 23 SCHOOL YEAR, WHICH WOULD BE AUGUST, BUT WITHOUT THE INFORMATION THEY HAVE OUT TO TELL US WHAT TO DO, I WOULD ASSUME THAT THAT WOULD BE EITHER, UH, THERE COULD BE A HOLD ON THAT, OR PERHAPS IT COULD BE THAT THE TIME SCHEDULE ITSELF HAS MOVED BACK.

AND I THINK ALMOST REALISTICALLY THAT'S WHAT WOULD HAVE TO HAPPEN.

AND MADAM CHAIR, IT WAS ISSUED THAT IT WAS SUPPOSED TO BE AT THE START OF THE SCHOOL YEAR IN AUGUST.

BUT AGAIN, AS MR. SMITH MENTIONED, DEPENDING UPON HOW LONG IT TAKES FOR THE VIRGINIA DEPARTMENT OF EDUCATION TO CREATE THOSE MODULES AND TO THEN DISSEMINATE THOSE SAID MODULES, UM, WOULD DETERMINED UPON WHEN ACTUALLY THEY ARE AVAILABLE TO STAFF MEMBERS.

CAN I JUST ASK A CLARIFICATION WITH THIS PARTICULAR, UM, POLICY? I MEAN, WE'RE LOOKING AT PASSING IT AS A POLICY OF THE COUNTY, BUT MY UNDERSTANDING IS REGARDLESS IF WE WERE TO PASS THIS OR NOT, OUR TEACHERS WOULD STILL HAVE TO DO THIS TRAINING TO KEEP THEIR LICENSE.

IS THAT ACCURATE? THAT IS CORRECT.

OKAY.

THIS IS A, I'M I SAY LIKE A STATUTORY REQUIREMENT OR A STATE REQUIREMENT, UM, BEYOND THE REGULAR REQUIREMENTS OF GETTING A LICENSE.

AND YOU MAY SAY, WELL, WHAT DOES REGULAR REQUIREMENT THAT OF HAVING THE COURSEWORK OR THE PRAXIS AND THOSE TYPES OF THINGS, YOUR BOARDS, AND SO FORTH TO BECOME A TEACHER AS, UM, AS TIME PASSES AND LEGISLATION GOES IN, THERE ARE CERTAIN INITIATIVES THAT WILL COME OUT OF THE GENERAL ASSEMBLY, UH, ONE SUCH INITIATIVE, UM, SEVERAL YEARS AGO, PROBABLY MORE THAN SEVERAL, BUT IT'S AN EXAMPLE AT LEAST THAT, UM, THERE WAS A, A, A MIDDLE SCHOOL STUDENT, UM, SOMEWHERE IN, IN THE STATE HERE WHO UNFORTUNATELY AT AN ACTIVITY, UM, UH, EVENING ACTIVITY ENDED UP HAVING CARDIAC ARREST.

AND BECAUSE THE, UH, STAFF WHO WERE THE STAFF PRESENT AT THE TIME IN THE EVENING, THEY WERE NOT FAMILIAR WITH, UM, AED FIRST AID AND SO FORTH, UM, THAT THE YOUNG LADY, BY THE TIME THAT THEY GOT HER TO THE HOSPITAL PASSED WELL, THAT'S AN OBVIOUSLY A TRAUMATIC EVENT FOR THE COMMUNITY AS WELL AS FOR THE FAMILY AND THOSE TYPES OF THINGS.

SO AN INITIATIVE WAS PUSHED FORWARD LEGISLATORS IN THE LEGISLATURE TO, UH, LOOK AT MAKING SURE THAT A REQUIREMENT WOULD BE SINCE WE'RE AROUND CHILDREN AND WE'RE AROUND PEOPLE IN GENERAL, THESE TYPES OF THINGS COULD, I COULD BE SAVING YOU, OR YOU COULD BE SAVING ME BY GOING THROUGH THIS DRAINING THAT THE, UM, THAT THE GENERAL ASSEMBLY PASSED, UH, FOR THE VIRGINIA DEPARTMENT OF EDUCATION TO HAVE A REQUIREMENT AND FOR FIRST AID CPR, AED TRAINING.

SO, UM, WHETHER WE WOULD AGREE TO HAVE THAT TRAINING OR NOT, AND THIS FALLS VERY SIMILAR IDENTICAL TO THIS, IT STILL WOULD OCCUR IF THE STATE SAYS THAT'S WHAT YOU HAVE TO HAVE IN ORDER TO HAVE YOUR LICENSE.

SO THERE'S OTHER TYPE OF STATUTORY REQUIREMENTS.

UH, THIS, THIS WOULD BE AN EXAMPLE OF THAT

[00:30:01]

ALSO, UH, FOR ANYONE HOLDING A, UH, A SOCIAL STUDIES ENDORSEMENT AND THOSE TYPES OF THINGS.

THERE'S A FOR VIRGINIA STUDIES MODULE, THEY'D HAVE TO DO, UM, EVERY TIME SOMEONE RENEWS THEIR LICENSE OR GET, GETS A NEW LICENSE IN VIRGINIA.

UH, THERE'S SEVERAL OTHER ITEMS. ONE IS A CHILD ABUSE AND NEGLECT RECOGNITION TRAINING.

ANOTHER ONE IS ALSO A DYSLEXIA AWARENESS TRAINING AND THOSE TYPES OF THINGS AND THEIR MODULES THAT ARE DONE THROUGH, UM, NOT NECESSARILY ALWAYS THROUGH, UH, VDOT VOE.

SOMETIMES WE'LL ALLOW PERHAPS A COLLEGE, A UNIVERSITY TO DEVELOP THAT MODULE FOR THEM.

AND THAT'S WHAT WE WOULD USE.

I BELIEVE ONE OF THOSE THAT I JUST MENTIONED, AND I DON'T RECALL WHICH, UM, COMES THROUGH OLD DOMINION UNIVERSITY CREATED THAT, BUT YES, TO ANSWER THAT, UM, UH, TO ANSWER THAT REGARDLESS IF THAT'S WHAT THE STATE SAYS THEY'RE REQUIRED TO DO, THEY WOULD HAVE TO HAVE THAT IN ORDER TO GET A LICENSE OR TO KEEP THE LICENSE.

I SEEM TO REMEMBER AT THE WORK SESSION, YOU HAD SAID SOMETHING ABOUT THAT.

WE COULD CREATE OUR OWN MODULE IN MORE.

I BELIEVE THERE IS AN MR. GOODWIN, UH, PROBABLY GOOD SHARE AS NOW IS THAT HE FOLLOWS A LICENSE A LITTLE BIT CLOSER THAN I NOW, UM, THAT I BELIEVE THERE IS SOME LEEWAY WITH AN ALTERNATIVE, UH, UH, NOT AN ALTERNATIVE ASSESSMENT, BUT AN ALTERNATIVE, UM, UM, MODULE OR SO FORTH.

BUT, UM, I DON'T KNOW IF MR. GOODWIN, IF YOU HAVE ANYTHING TO SHARE ON THAT GOOD EVENING, THAT'S ACTUALLY CORRECT.

UM, YOU ARE ALLOWED TO EACH COMMUNITY CAN LOOK AT THE REQUIREMENTS AND THEN MAKE MODIFICATIONS TO WHAT THEY REQUIRE THAT WOULD BE ACCEPTABLE IN THE COMMUNITY.

OBVIOUSLY WE WOULD LIKE FIRST TO LOOK AT THE MODULE THAT'S ALREADY CREATED BECAUSE OF THE EXPERTISE AND THE AMOUNT OF WORK THAT WOULD, IT WOULD TAKE TO ACTUALLY CREATE THAT.

BUT AS I MENTIONED THE LAST TIME, I THINK AT THE WORK SESSION, WE WANT TO GIVE THAT TO YOU, TO HAVE THE OPPORTUNITY, TO VIEW, TO BE CLEAR.

WHAT WE'RE ASKING YOU TO DO IS TO ADOPT THE POLICY THAT THE TRAINING IS ACTUALLY REQUIRED.

THAT'S REALLY WHAT WE'RE AT, NOT TO ADOPT THE TRAINING ITSELF.

AND SO THAT WOULD BE VIEWED BY YOU AS SOON AS WE RECEIVE IT.

UM, UNIVERSITIES AND COLLEGES ARE SUPPOSED TO MEET THIS REQUIREMENT FOR STUDENTS THAT GRADUATE THIS YEAR.

SO WE'LL HAVE A LOT OF PEOPLE WHO'VE HAD THAT TRAINING, WHATEVER THE UNIVERSITY HAS DEEMED THAT TO BE.

WE'LL CHECK THAT OFF AS PART OF THAT CERTIFICATE, BUT THE LICENSE WOULD BE REQUIRED FOR FOLKS WHO HAVEN'T.

AND THAT'S WHY IT'S IMPORTANT.

BUT I THINK BUCK HAS SAID EVERYTHING ELSE, PROBABLY THAT, THAT I KNOW.

SO ANY OTHER QUESTIONS FOR ME, THE STUDENTS THAT ARE GRADUATING FROM THE UNIVERSITIES THAT HAVE GOTTEN THE TRAINING THROUGH THE UNIVERSITY, UM, THEY WOULD HAVE TO REPEAT OUR TRAINING IN TWO YEARS, THEY WOULD NOT HAVE TO THAT TRAINING WOULD MEET THE REQUIREMENT, WHATEVER IT WERE TO BE.

THAT'S WHAT THE VIRGINIA DEPARTMENT OF EDUCATION, THE LETTER TO THE SUPERINTENDENT STATED WHEN I READ THAT, I WAS JUST CONFUSED BECAUSE IT SAID, YOU SAID IN TWO YEARS, THE TRAINING HAS TO BE OFFERED EVERY TWO YEARS.

SO IF WE HIRE SOMEONE AND THEY'VE JUST HAD THAT TRAINING, THEN IN TWO YEARS, WE'D HAVE TO OFFER THAT TO EMPLOYEES EVERY TWO YEARS.

OKAY.

I THINK THEN THE REASON I ASKED ABOUT DOING IT LOCALLY WAS IN THE DEVELOPMENT TRAINING, THE TALK ABOUT CULTURE AND, AND THE DIFFERENCE BETWEEN CULTURE IN ONE COUNTY TO THE NEXT.

UM, I THINK WE HAVE TO KIND OF KEEP THAT IN MIND, AND THAT WOULD BE WHY WE'D WANT YOU TO VIEW THAT, JUST TO SAY, I WISH WE HAD THAT.

IT'S ONE OF THE, I REALLY WISH WE WERE ABLE TO PRESENT THAT TO YOU SO THAT YOU COULD, COULD HAVE THAT.

WE JUST HAVEN'T RECEIVED IT YET, BUT I DON'T KNOW BUCK, IF YOU SAID THAT ALREADY, BUT BUCK AND I WERE TALKING TO EACH OTHER TODAY AND SAID, WE'D LIKE TO CALL, AND WE'LL PROVIDE YOU WITH AN UPDATE FROM THE VIRGINIA DEPARTMENT OF EDUCATION THAT WE WILL TRY TO FIND MORE INFORMATION OUT.

WE JUST HAVEN'T BEEN ABLE TO GET ANY OTHER INFORMATION WHEN WE'VE TALKED TO THE LICENSURE SPECIALIST.

SO THEY DON'T KNOW EITHER IS THAT NORMAL FOR THEM TO ASK US TO VOTE, TO APPROVE THINGS BEFORE THEY'VE ACTUALLY EVEN CREATED IT, IT DOESN'T SEEM FAIR.

IT WAS A REALLY INTERESTING AND VERY GOOD QUESTION.

UH, DR.

BALLENGER, YOU HAVE A LOT MORE EXPERTISE AND I KNOW BUCK THAN I DO IN THIS AREA OF POLICY, THIS PARTICULAR POLICY ITSELF, ACTUALLY THIS, THIS POLICY ITSELF, THE, UH, THE ONE THAT WE'RE REFERRING TO HERE IS, UH, IT ACTUALLY WAS PART OF A MAY 20, 21 REVISION.

AND THEN IN JULY, IT CAME OUT AS TO ADD THE SECOND PART TO THIS.

AND IS IT UNUSUAL FOR IT TO BE THAT FAR IN ADVANCE? UM, IT DOES SEEM UNUSUAL IN THE SENSE THAT FROM THAT POINT UNTIL NOW, WE STILL DON'T HAVE A MODULE TO FOLLOW.

AND, UM, AND THAT IT WILL BE A REQUIREMENT TO BE ABLE TO COMPLETE THAT MODULE.

UM, I REALLY FEEL LIKE THAT IT WAS FELT THAT THIS WOULD MOVE A LOT QUICKER THAN IT HAS, BUT I THINK PERHAPS IT COULD BE POLITICAL PARTIES, DIFFERENCES OF OPINIONS, PHILOSOPHIES,

[00:35:01]

AND SO FORTH THAT, UM, THAT CREW, THAT STARTS STARTS PART OF THIS AND ALSO, UH, IMPLEMENTS IT IN THE, IN THE FUTURE.

IT'S JUST DIFFERENT ADMINISTRATIONS.

SO IT'S, IT IS UNUSUAL.

YOU ARE RIGHT.

AND REALLY HAD WE IMPLEMENTED IT IN JULY.

WE STILL WOULD BE AT THE SAME PLACE WE ARE RIGHT NOW IN MAY OF 2022.

ANY OTHER QUESTIONS FOR MR. SMITH OR MR. GOODWIN? THANK YOU.

THANK YOU, MR. GOODWIN, MOVE THE MICROPHONE DOWN THERE.

YES.

STANDING NEXT TO MR. GOODWIN.

HE REMINDS ME OF THE OLD THING OF WHERE YOU LOOK AT SOMETHING BEFORE AND AFTER OR SOMETHING LIKE THAT.

SO LOOKS LIKE BEFORE, AND THEN WE ATE MIRACLE GROW OUT AND AFTER THERE WAS MR. GOODWIN AND STUFF, BUT THE WORLD LOOKS GREAT FROM THIS, THIS LEVEL, THIS LIGHT, OH MY

[5C. Third Reading February 2022 VSBA Policies - Mr. Smith]

GOSH.

THE NEXT WE HAVE THE THIRD READING OF THE FEBRUARY, 2022 VSBA POLICIES STILL.

MR. SMITH.

THANK YOU.

IN FEBRUARY, 2022 FOR J VSBA SUBMITTED 29 POLICIES FOR CONSIDERATION BY THE WARREN COUNTY SCHOOL BOARD, A CHART SHOWING THE UPDATED POLICIES, UH, HAS BEEN PREPARED BY STAFF NOTING THE PROPOSED CHANGES AND ADDITIONAL THREE POLICIES ARE PRESENTED FOR REVIEW, BUT HAVE NO REC, UH, RECOMMEND, HAVE NOT BEEN RECOMMENDED FOR REVISIONS.

UM, WE ALSO, UH, LIKE TO RECOMMEND AN ADDITION TO POLICY J G F UM, AND THEN TO NOTE FROM OUR LAST MEETING, THERE WERE THREE PARTICULAR POLICIES OF WHICH WE REVIEWED TOGETHER, AND WE MAY A FEW CHANGES TO, AND ONE IS POLICY B, A F C, AND THAT PARTICULAR POLICY TOOK OUT.

UH, WE HAD DISCUSSION IN REGARDS TO POLICY ADOPTION, AND WE TOOK OUT MAY AND CAPTAIN SHALL NOW THOSE POLICIES AND SO FORTH ARE GOING TO COME BEFORE THE BOARD AND THEY'RE GOING TO BE, UM, APPROVED BY THE BOARD WITHIN THAT POLICY.

IT, IT SORTA, UH, EXPLAINS THAT, BUT, UM, WE DECIDED THAT YOU DECIDED THERE AS A, AS A COLLECTIVE GROUP TO, TO MAKE THAT CHANGE FROM THE ORIGINAL.

SO, UH, THAT WAS KEPT IN AND THEN B H A B WE, UM, LOOKED AT THE IN-SERVICE ACTIVITIES AND THAT, UH, WE FELT THAT IT WAS IMPORTANT TO KEEP THE, UM, THE PARTS IN REGARDS TO, UH, FUND SHELBY BUDGETED ANNUALLY TO SUPPORT THE, UH, UH, THE PROGRAM OF, UH, IN SERVICES FOR, UM, OUR SCHOOL BOARD MEMBERS.

AND SO, UM, I SIMPLY ADDED THAT TO THE END OF THE POLICY SO THAT, UH, WE ARE, UM, SO WE ARE, WE ARE GOOD THERE.

AND THE LAST ONE IS I G B A, AND THAT WAS THE ONE THAT IN REGARDS TO PARENTS VERSUS PARENT.

AND, UM, AND WE DECIDED TO LEAVE.

PARENTS ARE, UH, PARENTS.

AND, UH, I CONTACTED, UH, VSBA, UH, THEY CALL BACK, LEFT A MESSAGE.

AND I ASKED SIMPLY, WHY WAS THE CHANGE MADE? AND THEY SAID, THE REGULATIONS TO THE STATE BOARD OF EDUCATION MADE THOSE CHANGES.

AND I THINK FOR US, UH, AS SIMPLY, SO IT WAS JUST A CLERICAL CHANGE THAT THEY MADE AND THIS PARTICULAR POLICY.

AND I THINK FOR US, IT WAS TO MAKE SURE THAT ALL OF OUR PARENTS, UM, ARE AWARE OF DIFFERENT MEETINGS THAT THEIR CHILD, UH, MAY, UM, AND TO MAKE SURE THAT ALL PARTIES ARE INVOLVED.

SO THIS WOULD BE THE THIRD READING OF THE POLICIES AND THAT THIS WOULD BE, UM, THE TIME THAT I WOULD RECOMMEND, UM, THESE POLICIES FOR APPROVAL.

ARE THERE ANY QUESTIONS FOR MR. SMITH? I JUST WANTED TO SAY THANK YOU FOR MAKING THE CHANGES.

YOU'RE WELCOME.

THANK YOU.

THANK YOU.

IS THERE A MOTION ON THE POLICIES I MOVED THAT WARREN COUNTY, THE WARREN COUNTY SCHOOL BOARD APPROVES THE POLICIES AS PRESENTED.

IS THERE A SECOND? I'LL SECOND.

ANY DISCUSSION? ALL IN FAVOR? AYE.

AYE.

OPPOSED? NO.

OKAY.

THANK YOU, MR. SMITH.

YOU

[5D. 2022-2023 Program of Studies]

NEXT UP, WE HAVE THE 20 22 23 PROGRAM OF STUDIES.

I THINK THAT'S MISS BRI.

SO YES, I'M GOING TO ASK MS. BRAGG TO COME UP, BUT I'LL START US OFF THE WARREN COUNTY PUBLIC SCHOOL PROGRAM WITH STUDIES FOR GRADE SIX THROUGH 12 IS A VALUABLE TOOL FOR STUDENTS AND PARENTS TO USE, TO HELP PLAN AND GUIDE STUDENTS THROUGH MIDDLE AND HIGH SCHOOL.

IT IS IMPORTANT TO BEGIN TO SET GOALS FOR LIFE AFTER GRADUATION FROM HIGH SCHOOL, THE COURSE HAS HELPED TO PREPARE STUDENTS TO EITHER CONTINUE THEIR EDUCATION OR INTO THE WORLD OF WORK.

THE PROGRAM OF STUDIES ALSO CONTAINS IMPORTANT INFORMATION REGARDING GRADUATION GRADUATION REQUIREMENTS.

IT EXPLAINS THE NUMBER AND KINDS OF CREDITS NEEDED FOR VARIOUS DIPLOMA OPTIONS.

IN ADDITION TO SPECIFIC COURSE

[00:40:01]

OFFERINGS AND PREREQUISITES, THE DOCUMENT STATES, THE TYPES OF VERIFIED CREDITS NECESSARY TO MEET STATE STANDARDS FOR GRADUATION.

AND MRS. BRAGG WILL, WE'LL ACTUALLY HIGHLIGHT, UM, SOME OF THE CHANGES AND SOME OF THE THINGS THAT WE MAY HAVE TO CHANGE, UM, ONCE WE GET THROUGH OUR GRADING POLICY.

SO MS. BRAGG, THANK YOU.

THANK YOU, DR.

BALLINGER.

GOOD EVENING.

SINCE THE BOARD'S WORK SESSION ON APRIL 20TH, THE FOLLOWING CHANGES HAVE BEEN MADE TO THE PROGRAM OF STUDIES.

UM, A NOTE HAS BEEN ADDED IN THE GENERAL INFORMATION SECTION ON THREE TOPICS TO INDICATE THE, THAT A POTENTIAL CHANGE MAY EXIST IN THE PROGRAM OF STUDIES BASED ON A REVISION OF OUR INSTRUCTIONAL PRIORITY OBJECTIVES POLICY.

AND THAT'S WHAT MR OR DR.

BALLENGER WAS REFERENCING THERE ON PAGE EIGHT, UNDER PROMOTION AND CREDIT INFORMATION.

AND ON PAGE 10, THE WEIGHTED GRADES AND SUBJECT LOAD TOPICS COULD POTENTIALLY CHANGE BASED ON A REVISION TO THAT POLICY.

THE OTHER CHANGE THAT HAS OCCURRED, THE DUAL ENROLLED COURSE OFFERINGS, ALL OF THOSE DESCRIPTIONS HAVE BEEN UPDATED TO ENSURE THAT THEY ALIGN WITH THE COURSE DESCRIPTIONS FROM LFCC TO MAKE SURE THAT OUR COURSES THAT ARE OFFERED DUAL ENROLLED ARE ALIGNED TO THE SAME OBJECTIVES AS THOSE PROPOSED AT THE COMMUNITY COLLEGE.

AND FINALLY, UH, CALCULUS TWO HAS BEEN ADDED TO THE PROGRAM OF STUDIES.

THIS EDITION ALLOWS STUDENTS THAT DID NOT HAVE AN OPPORTUNITY TO RECEIVE DUAL ENROLLED CREDIT FOR MATH ANALYSIS TO RECEIVE DUAL ENROLLED CREDITS THAT COULD POTENTIALLY TRANSFER TO THEIR INSTITUTION.

WHAT QUESTIONS DO YOU GUYS HAVE FOR MS. BRAGG OR DR.

BALLENGER? I DON'T THINK I HAVE ANY QUESTIONS.

I THINK I'VE, I'VE TALKED TO ALL OF YOU MULTIPLE TIMES, UM, ABOUT THE PROGRAM OF STUDIES.

I'D REALLY JUST LIKE TO SAY THANK YOU FOR ALL THE HARD WORK THAT WENT INTO THE PROGRAM OF STUDIES.

I THINK THAT WE DIDN'T MAYBE HIGHLIGHT SOME OF THE REALLY INTERESTING, UM, COURSES THAT ARE IN OUR PROGRAM OF STUDIES, UH, AT ALL OF OUR WARREN COUNTY SCHOOLS.

UM, AS MUCH AS MAYBE WE, WE COULD HAVE, BUT THERE'S REALLY JUST SUCH A WIDE VARIETY OF OFFERINGS, UM, TO ALL OF OUR STUDENTS, BUT I THINK THEY ALL JUST REALLY HAVE AMAZING OPPORTUNITIES.

UM, IS THERE A MOTION ON THIS? THE QUESTION WE HAVE IS THE SCHEDULE WORKED OUT WELL FOR THE CALCULUS? WELL, SO I KNOW WE HAD A FEW QUESTIONS ABOUT JUST ADDING THAT CALCULUS TO BACKEND AND THE LOGISTICS OF DOING THAT BECAUSE STUDENTS ARE IN THE MIDDLE OF SCHEDULING CURRENTLY.

AND ARE YOU ALL STILL SORT OF WORKING THROUGH THAT AT THIS POINT? YES.

THAT'LL STILL BE WORKED THROUGH AS YOU KNOW, THEY, YOU KNOW, IT, THEY'RE STILL DOING SCHEDULING.

AND SO AS SCHEDULES COME IN, WE'LL JUST HAVE TO WORK THROUGH EVERYTHING AS WE, WE NEED TO AND DEVELOP IT AS WE MOVE ALONG WITH IT.

OKAY.

HAVING TALKED TO THE GUIDANCE COUNSELORS, THEY'RE PREPARED TO CONTACT THOSE STUDENTS THAT WOULD BE ELIGIBLE TO TAKE, UM, CALCULUS TWO IN A SECOND SEMESTER, UM, TO SEE IF THEY'RE INTERESTED IN PURSUING THAT THAT IS A LITTLE BIT DIFFERENT THAN THE WAY WE CURRENTLY SCHEDULE CALCULUS CALCULUS IN THE, UH, 20 TO 2223 PROGRAM OF STUDIES.

THE WAY IT'S PROPOSED IS THAT IT IS CALCULUS ONE FIRST SEMESTER AND CALCULUS TWO SECOND SEMESTER.

SO A STUDENT THAT TAKES CALCULUS ONE DOES NOT HAVE TO TAKE CALCULUS TWO.

UM, IT'S CURRENTLY SCHEDULED PRETTY MUCH AS A YEAR LONG PROGRAM WITH MINIMAL DROPS BETWEEN CALC, UH, BETWEEN THE FIRST SEMESTER AND SECOND SEMESTER.

UM, SO THAT IS BEING LOOKED AT TO MAKE THOSE ADJUSTMENTS TO THOSE SCHEDULES THAT ARE INTERESTED IN TAKING THE CALCULUS TWO FOR THE, THE SECOND, THE SECOND PORTION.

AND I UNDERSTAND THIS IS SOMEWHAT OF A TRANSITION YEAR JUST TO SEE HOW THIS GOES AS SPLIT INTO TWO SEPARATE SEMESTERS AND HOLIDAY DUAL ENROLLMENT WORKS FOR THOSE STUDENTS, CORRECT? YES.

AND THERE IS, THERE IS A REQUIREMENT, UM, AND IT COMES FROM THE COMMUNITY COLLEGE THAT A STUDENT THAT EARNED A B OR BETTER, THEY MAY DUAL ENROLL IN COUNT TWO, A STUDENT THAT EARNS A C MAY TAKE CALCULUS TWO, BUT ARE NOT ELIGIBLE TO DUAL ENROLL AT, FOR CREDIT.

UM, SO THAT'S A LITTLE BIT MAYBE DIFFERENT AS WELL.

SO THERE'S A LITTLE BIT MORE OF A GREAT REQUIREMENT THERE FOR THAT SECOND PORTION AND IT IS

[00:45:01]

OPTIONAL AND THEY WILL ALSO REACH OUT TO THOSE STUDENTS WHO SIGNED UP FOR THE COURSES THAT, UM, ADDING THE COUNT TO IMPACTS WITH, UH, STATISTICS, FOR EXAMPLE, THEY'LL HAVE, THEY'LL HAVE SOME STUDENTS, UM, THAT WILL HAVE TO RE RESCHEDULE BASED ON THAT ADDITION.

OKAY.

ANY ADDITIONAL QUESTIONS FOR MS. BRAGG? IS THERE A MOTION? I MOVED AT THE 20 22, 20 23 PROGRAM OF STUDIES BE APPROVED AS PRESENTED.

IS THERE A SECOND, A SECOND, ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? AYE.

AYE.

OPPOSED? NO.

OKAY.

THANK YOU, MS. BRAGG.

THANK YOU.

AND LAST
