OUR TAX MONEY WILL VOTE ON RENEWING ITS MEMBERSHIP IN THE VIRGINIA SCHOOL BOARDS ASSOCIATION.
BSBA I AM ASKING YOU ALL TO VOTE AGAINST THE RENEWAL OF THE POLICY SERVICES AGREEMENT WITH THE VSBA.

I ASKED YOU TO VOTE NO TO RENEWING THE WARREN COUNTY SCHOOL BOARD MEMBERSHIP IN THE PROBLEMATIC VSBA VIRGINIA SCHOOL BOARD ASSOCIATION, MELANIE SALEM'S EYE OPENING EXPERIENCE, WHICH I'M VERY GRATEFUL SHE SHARED WITH OUR COUNTY IS ONLY ONE OF THE REASONS I'M ASKING YOU TO KEEP OUR FUNDS AT HOME AND MOVE FORWARD WITH A SCHOOL BOARD THAT ACTUALLY SERVES THE PARENTS AND STUDENTS AND OUR COMMUNITY, RATHER THAN THE QUESTIONABLE INTERESTS OF OTHERS, NOT LOCAL TO OUR COMMUNITY.
AS A MOTHER, TO A STUDENT IN OUR SCHOOL DISTRICT, I'VE BECOME FAMILIAR WITH THE GOOD AND THE BAD IN OUR SCHOOL SYSTEM.
WE NEED TO WORK TOGETHER WITH A SCHOOL BOARD THAT RECOGNIZES THE PRIMARY RIGHTS AND DUTIES OF PARENTS IN EDUCATING THEIR CHILDREN.
AND SO MEMBERS OF THE SCHOOL BOARD, AS IT IS YOUR RESPONSIBILITY TO IMPLEMENT THE BEST INTEREST OF STUDENTS AND FAMILIES IN OUR COUNTY, PLEASE VOTE NO TO CONTINUING MEMBERSHIP IN THE VIRGINIA SCHOOL BOARD ASSOCIATION.
ADDITIONALLY, I BELIEVE THERE SHOULD BE AN AMENDMENT MADE TO THE CELL PHONE POLICY SENT OUT BY THE SUPERINTENDENT OF SCHOOLS RECENTLY IN GENERAL, I AGREE THAT CELL PHONES SHOULD NOT BE USED DURING THE SCHOOL DAY.
HOWEVER, IN THE CASE WHERE A CHILD FEELS THREATENED OR ANOTHER STUDENT IS BEING THREATENED OR TEACHERS TEACHING OR INDOCTRINATING CHILDREN, APART FROM THE STANDARD CURRICULUM, THEY CAN AND SHOULD BE ALLOWED TO RECORD THIS ON THEIR DEVICES.
SO PARENTS CAN BECOME INVOLVED AS NECESSARY.

DOES IT NOT STRIKE YOU ALL ODD THAT THEIR INCOME STREAMS ARE PRIVATE? THEY'RE NOT A NONPROFIT ORGANIZATION.
SO WHO EXACTLY IS THE FUNDING, THE VSBA AND THEIR AGENDA ASIDE FROM OUR TAX DOLLARS.
THIS IS A LEGITIMATE QUESTION THAT I ASK YOU.
AND I IMPLORE YOU TO EITHER ANSWER TONIGHT WITH YOUR VOTE OR FIND THE ANSWERS TO ASAP.
IS IT ZUCKERBERG WHO WAS ALSO FUNDING A CONTROVERSIAL, HOT TOPIC CURRICULUM YOU VOTED ON EARLIER IN THIS YEAR? OR IS IT THE SOROS CLAN, WHICH ELITISTS ARE PUTTING UP THEIR MONEY TO INFLUENCE THE SCHOOLS AND OUR CHILDREN HERE IN THE STATE OF VIRGINIA, NOT PAYING THE VSBA WITH OUR SCHOOL BUDGET COULD GO TOWARDS, I DON'T KNOW, PERHAPS PLAYING FOR OUR PLAYGROUND AT RESI JEFFREY'S IT'S SO DESPERATELY NEEDED OR, UM, THE ATROCITY THAT'S THE NEGLECTED, UH, ONCE BEAUTIFUL, EQUAL SOME MORRISON SCHOOL THAT I ATTENDED.
UM, WHEN DID WE DECIDE THAT WE WERE GOING TO PAY LOBBYING GROUPS WITH TAXPAYER MONEY TO LOBBY? I HAVE BOTH PRAISED AND CONDEMNED THIS BOARD AND MANY OTHERS FOR BEING BRAVE ENOUGH TO BE THE ONLY ONE DOING OR NOT DOING SOMETHING FOR BEING A LEADER AND FORGING THE WAY AND EXPOSING THE WAY FOR COUNTIES TO FOLLOW WARREN COUNTY SCHOOL BOARD.
YET AGAIN, HAS THE CHANCE TONIGHT TO SET THE EXAMPLE TO LEAD CHANGE WITHIN THIS STATE, PLEASE CONSIDER DOING IT TONIGHT.
YOU COLLECTIVELY, AS A BOARD, DECIDE IF YOU WANT TO KEEP PAYING A HIGHLY POLITICALLY CHARGED AGENDA FOR THE MERE CONCEPT OF HAVING A LEGAL CONSULTANT.
I WOULDN'T SUPPORT YOU PAYING A RIGHT WING LOBBYING GROUP WITH THE COUNTY'S TAX DOLLARS EITHER.
AND I SAY THAT AS THE VICE CHAIR OF THE WARREN COUNTY REPUBLICAN COMMITTEE ACROSS THE BOARD, OUR COUNTY AND OUR CHILDREN'S EDUCATION, SHOULDN'T BE FOCUSED ON WHAT A LOBBYING GROUP DECIDES IS RELEVANT.
REMOVE THE HOT TOPICS AND GET BACK TO THE BASICS, USE THE MONEY TO FUND OUR MATH AND SCIENCE TEACHERS.
THE THOUGHT OF OUR FUTURE WITH THESE FAILING TEST RESULTS WE'RE SEEING YEAR AFTER YEAR IS ALARMING.
IT SHOULD BE SOBERING AS A SCHOOL BOARD AND AS SCHOOL BOARD MEMBERS, PLEASE FOCUS ON ENRICHING THE SCHOOLS AND OUR AREA AND DOING WHAT'S BEST FOR WARREN COUNTY, NOT PAYING A PRIVATE ENTITY TO GO TO RICHMOND AND PLAY POLITICS.

UM, OUR SUBCOMMITTEES HAVE BEEN DILIGENTLY WORKING.
WE'VE SPENT HOURS WORKING WITH OUR BOARD OF SUPERVISORS, UH, CO SUB COMMITTEES AND, UM, COUNTY ADMINISTRATOR AND OUR SUPERINTENDENT AND OUR WONDERFUL FINANCE GURU.
UM, I THANK YOU ALL FOR YOUR HARD WORK BECAUSE WE ASKED FOR A LOT OF THINGS AND WE KNOW IT TAKES A LOT OF TIME TO PUT THAT TOGETHER.

IF THEY ARE ASYMPTOMATIC OR SYMPTOMS ARE RESOLVING, AND THEY'VE BEEN FEVER FREE FOR 24 HOURS, THEY MAY RETURN TO PROGRAMMING AFTER FIVE DAYS, I'VE ATTACHED THE GUIDANCE TO YOUR PACKETS.

THE VSB PROVIDES AMONG OTHER SERVICES, THE FOLLOWING, A STRONG LOBBYING AND ADVOCACY VOCAL VOICE, LOCALLY STATEWIDE AND NATIONALLY PUBLICATIONS, DAILY NEWS SCHOOL BOARD, YOU WEBINARS, PODCASTS, VIRTUAL MEETINGS, TRAININGS, REGULAR UPDATES ABOUT IMPORTANT EDUCATIONAL ISSUES, HIGH QUALITY CONFERENCES, WEBINARS, AND MEETINGS, INCLUDING ONE OF THE LARGEST ANNUAL EDUCATION CONVENTIONS IN VIRGINIA SCHOOL BOARD DEVELOPMENT AND TRAINING PROGRAMS ON A VARIETY OF TOPICS, ACCESS TO POLICY SERVICES THAT MEET THE SPECIFIC NEEDS OF SCHOOL BOARD MEMBERS, UH, PROFESSIONALS TO ASSIST WITH SUPERINTENDENT SEARCHES, COMMUNICATIONS AND PUBLIC RELATIONS, LEGAL CONCERNS, AND OTHER, UH, BOARD NEEDS.

SO WE'RE ASKING TAXPAYERS TO FUND A LOBBYING GROUP.
UM, WHEN I STARTED ON THE SCHOOL BOARD A YEAR AGO, I ASSUMED THAT VIRGINIA SCHOOL BOARD ASSOCIATION, I ASSUMED IT WAS, HAD SOME SORT OF AUTHORITY OVER US THAT IT WAS A REQUIREMENT, UM, THAT WE HAD TO LISTEN TO WHAT THEY SAY AND, UM, FOLLOW THEIR, AND I ATTENDED MY FIRST TRAINING WITH THEM.
AND BOY WAS THAT EYE-OPENING I ACTUALLY STILL HAVE MY CONFERENCE NOTES FROM THAT, FROM THAT DATE.
UM, IT WAS FOR MY FOYA TRAINING AND SOME OF THE, THE THINGS THAT, THAT STRUCK MY, MY EARS AS CONCERNING WAS THEY, THEY SAID, AND I QUOTE THAT THEY WERE CONCERNED ABOUT THE UPCOMING ELECTION FOR OUR NEW GOVERNOR, BECAUSE THERE HAS BEEN A DEMOCRAT ENTHUSIASM GAP, MEANING THAT, UM, THE DEMOCRATS HAD WON THE PRESIDENTIAL ELECTION.
AND SO THEN HISTORICALLY THEY DON'T SHOW UP FOR THE GOVERNOR'S RACE.
I THOUGHT THAT WAS VERY ODD FOR A SCHOOL BOARD ASSOCIATION.
THAT'S SUPPOSED TO BE NON-PARTISAN TO SAY THAT, UM, THEN THEY WENT ON TO SAY THAT THERE'S BEEN A REAL REALIGNMENT OF SUBURBAN VOTERS, AND THIS COULD THREATEN THE DEMOCRAT SEATS BECAUSE REPUBLICANS DO A GOOD JOB OF FOCUSING ON LOCAL ISSUES TO GET VOTES.
UM, THEN THEY JOKED HOPEFULLY NO ONE CHALLENGES THE RESULTS OF THIS ELECTION.
UM, THEY WENT ON TO TALK ABOUT HOW SCHOOL BOARD MEMBERSHIP FOCUS ON THE GENERAL ASSEMBLY AND HOW THEY WANT TO ADD SUPPORT POSITIONS TO BRING PSYCHOLOGISTS, SOCIAL WORKERS AND BEHAVIORAL ANALYSTS INTO THE SCHOOLS.
I ASKED, DO WE NEED PARENTAL CONSENT? THEY DID NOT ANSWER.

UM, THEN SOMEONE PROPOSED THAT SCHOOL BOARDS START TO WORK TOWARDS GUN CONTROL AND HOW WE CAN LOBBY OUR STATE OFFICIALS, UM, THROUGH OUR ROLES AS PARENTS BEING CONCERNED ABOUT SAFETY OF THEIR CHILDREN TO GET GUN CONTROL PASSED IN VIRGINIA.UM, THEY WENT ON TO EXPLAIN THAT THEY WANTED ALL OF US TO MAKE A CONCERTED EFFORT, TO DEVELOP CLOSE RELATIONSHIPS WITH OUR STATE LEGISLATURE, LEGISLATORS, BECAUSE WE CAN HAVE PULL WITH CONVINCING THEM ON THESE TOPICS.
THEN THEY INVITED US TO THE VSBA CAPITAL CONFERENCE IN JANUARY, WHICH I DID ATTEND.
SO THEY TOLD US IN ADVANCE WHO OUR STATE REPRESENTATIVES WERE, OUR DELEGATES, OUR STATE SENATORS ASKED US TO SET UP APPOINTMENTS WITH THEM, TO TALK WITH THEM, WHICH I DID.
AND THEN THEY GAVE US SCRIPTS THAT THEY WANTED US TO FOLLOW.
UM, THE CONFERENCE WAS EXTREMELY UNCOMFORTABLE.
THEY ALIENATED A LOT OF THE NEW SCHOOL BOARD MEMBERS THAT WERE THERE BECAUSE MOST OF THE NEW SCORE SCHOOL BOARD MEMBERS WERE CONSERVATIVES.
UM, THE, THE THINGS THAT WERE SAID WERE JUST OUTRIGHT OUTLANDISH, THEY WERE MAKING FUN OF PARENTS.
THEY WERE MAKING FUN OF, UM, OUR REPUBLICAN DELEGATES AND SENATORS.
UM, I ACTUALLY HAVE VIDEO OF SOME OF IT, WHICH I WOULD LIKE TO PLAY BECAUSE REALLY NOTHING DOES THINGS, JUSTICE LIKE HEARING IT RIGHT OUT OF THE HORSE'S MOUTH.
AND I WILL, I GUESS, PLAY IT THROUGH THE MICROPHONE.
THIS, THESE VIDEOS HAVE BEEN PUT INTO A YOUTUBE VIDEO, LOOKING AT SCHOOL BOARD ASSOCIATION, TRANS EVERY SCHOOL BOARD MEMBER IN THE COMMONWEALTH, ACCORDING TO ONE VIRGINIA SCHOOL BOARD MEMBER, THE VSBA TRAINED ALL FREE THOUGHT OUT OF NEW MEMBERS.
THEY SCARE US INTO SUBMISSION EARLIER THIS YEAR AT THE BSBA HOW TO LEGISLATIVE SESSION SCHOOL BOARD MEMBERS WERE TOLD THE SESSION WOULD INTRODUCE THEM TO NEW EDUCATION BILLS COMING UP OR BOAT.
THESE BILLS CONTAIN LANGUAGE THAT PARENTS HAVE BEEN REQUESTING PAY CLOSE ATTENTION TO HOW THESE REPUBLICAN SPONSORED BILLS ARE PRESENTED TO THE SCHOOL BOARD MEMBERS.
THE FIRST BILL GIVES PARENTS THE RIGHTS TO REVIEW INSTRUCTIONAL MATERIAL, OPT THEIR CHILD OUT OF MATERIAL.
THEY DON'T AGREE WITH HAVE ACCESS TO ALL READING MATERIALS AND THE LIBRARY IN CLASSROOMS BE ALERTED TO AND BE ABLE TO ATTEND ALL PUBLIC SCHOOL BOARD MEETINGS, REVIEW THE SUPERINTENDENTS BUDGET, LIMIT THE TEACHING OF DIVISIVE GENDER CONCEPTS AND REQUIRE STUDENTS TO USE THE RESTROOM AND LOCKER ROOM THAT CORRESPONDS WITH THEIR BIOLOGICAL SEX.
THE SBA CHIEF LOBBYIST, STACEY HANEY DESCRIBED THE SPILL AS AFTER ITS PLANNING, TIM ANDERSON SCHOOL SECURITY BILL HANEY HAD THIS TO SAY ANYWAY, GOOD NEWS IS THIS
THAT MIGHT BE THE ONLY PIECE OF GOOD NEWS I HAVE.
WELL, INTRODUCING DELICATE DABBLER ROCKS, FAMILY LIFE EDUCATION BILL, THE FIRST ONE WOULD REQUIRE IN FAMILY LIFE, UH, THAT REQUIRE THE VIEWING OF A VIDEO RECORDING OF AN ULTRASOUND OF THE LIVE UNBORN HUMAN AND THE UTERUS.

WE GIVE THE BOARD OF EDUCATION, THE AUTHORITY TO APPROVE CHARTER SCHOOLS.
I THINK THAT'S UNCONSTITUTIONAL, OBVIOUSLY BSBA HAS A LEGISLATIVE POSITION ITSELF.
WE JT AND I HAD A LONG CHAT WITH DELEGATE DAVIS, WHO HE'S A SPONSOR POINTING HIS BILLS.
AND HE'S ALSO THE NEW CHAIR OF THAT AUTHENTICATION COMMITTEE.
AND HE REALLY DOESN'T TAKE THIS UNCONSTITUTIONAL, BUT I THINK HE'S WRONG.
THIS ONE ALLOWS SCHOOL BOARDS TO CREATE EDUCATION SAVINGS ACCOUNTS, TO ALLOW PARENTS TO PAY FOR THAT TURN OF EDUCATION PROGRAMS THAT THIS IS THE FIRST TIME I'VE EVER SEEN IT GO LIKE THIS.
THIS IS TOTALLY THE VSBA IS A LOBBYING GROUP WITH A CLEAR AGENDA AND THEY SHOULD NOT BE TRAINING OUR SCHOOL BOARDS I'M INCLUDING THE LINK.
SO OBVIOUSLY THOSE WERE JUST SNIPPETS OF WHAT WENT ON AT THAT LOBBYING CONFERENCE.
BUT I DON'T THINK LOBBYING BELONGS IN ON THIS BOARD.
I DON'T THINK WE SHOULD BE TAKING

AND ACTUALLY, FURTHERMORE, I WILL READ ONE MORE THING BECAUSE, UM, MY ONE EXPERIENCE IN UTILIZING WHAT'S LISTED HERE AS THEIR LEGAL SERVICES, UM, BACK WHEN WE DID HAVE THE, UM, THE TRANSGENDER BATHROOM VOTE, UM, I DO MY DUE DILIGENCE.
I READ THE COURT RULING THAT THEIR POLICIES WERE BASED UPON, AND I HAD QUESTIONS BECAUSE, UM, THE POLICY THAT THEY WROTE EXCEEDED WHAT THE, WHAT THE COURTS HAD HAD SAID.
SO I, I WROTE INTO THE VSBA LEGAL TEAM TO, TO GET ADVICE.
AND UNFORTUNATELY, I DIDN'T GET THAT ADVICE UNTIL WAY AFTER THAT VOTE, BUT THEY DID.
IN FACT, THEIR LEGAL TEAM CONFIRMED THAT I WAS RIGHT.
AND THE RESPONSE WAS SORRY FOR THE DELAY READ THE GRIM CASE, REFERRING TO THE GRIM CASE.
THAT WAS THE CASE THAT THE POLICY WAS BEING CHANGED FOR.
NO FOURTH CIRCUIT CASE HAS TAKEN UP LOCKER ROOMS AND THE HOTEL ISSUE, THE HOTEL ISSUE BEING THAT BOYS AND GIRLS ARE ALLOWED TO SHARE A HOTEL ROOM WHEN GOING ON OVERNIGHT SCHOOL TRIPS WITHOUT PARENTAL CONSENT OR EVEN KNOWLEDGE.
BUT WE THINK THAT IT'S REASONABLE TO ANTICIPATE THAT AT LEAST THE OFFICE FOR CIVIL RIGHTS WOULD VIEW ANY RESTRICTIONS WITH REGARD TO LOCKER ROOMS AS DISCRIMINATION.
SO THEY, THEY SENT THIS RESPONSE AFTER THE FACT, AFTER IT DID ANY GOOD, AND THEY AGREED THAT THEIR POLICY EXCEEDED WHAT THE LAW REQUIRED US TO DO.
SO WHY ARE WE GOING TO PAY FOR BAD LEGAL ADVICE? I WOULD MUCH RATHER WITHDRAW FROM THIS AND SEEK OUR OWN LEGAL ADVICE ON, ON POLICYMAKING.
ANYONE ELSE? I MEAN, I WOULD QUESTION WHAT IS THE OTHER POLICY ADVICE THAT'S AVAILABLE? I CERTAINLY AGREE THAT THOSE CLIPS THAT YOU PLAYED ARE INAPPROPRIATE AND I WOULD PREFER THAT OUR TAX PAYER MONEY WAS NOT BEING SPENT TO SUPPORT THOSE USE.

IT WAS, UM, THAT FOR THE FIRST YEAR HE SAID, UM, IT WOULD BE IN THE TENS OF THOUSANDS AND HE SAID ACTUALLY PROBABLY CLOSER TO 40 TO 50,000.
UM, AND HE SAID THAT WOULD BE BECAUSE WE WOULD NEED TO COME IN AND REVIEW, UM, YOUR CURRENT POLICIES AND ALSO HAVE CONVERSATION WITH EACH OF THE DIRECTORS, UM, TO SEE BASICALLY HOW THEY'RE IMPLEMENTING AND UTILIZING THOSE POLICIES.
BUT THEY SAID AFTER THAT, IT WOULD BE BASICALLY A COST OF HOWEVER ACTIVE THE LEGISLATION WAS THAT YEAR.
AND THEN IF THERE WERE ANY OTHER UPDATES THAT WE MADE NEEDED TO DO, HE SAID, SO IT WOULD VARY YEAR AFTER YEAR, BUT YOU HAVE, HE SAID IT WOULD BE, UH, AN INITIAL COST OF, UM, YOU KNOW, WOULD BE SUBSTANTIAL.

UM, SO THAT'S, THAT'S WHERE YOU GET IN TROUBLE AS IS, IS MAKING SURE THAT YOUR, IF YOUR POLICIES GET OUTDATED AND, AND FINDING A SOLUTION FOR THAT IS, YOU KNOW, IF THAT'S A DIRECTION THAT THE BOARD WANTS US TO GO, THEN THAT'S THE DIRECTION WE WILL GO.
SO, SO THE STRONG UP-FRONT CROSS THOUGH, IS WITH THE ATTORNEY GOING THROUGH AND REVIEWING ALL OF OUR POLICIES SO I CAN SEE WHY THAT'S, THAT'S A STRONG, UPFRONT COST.
HOWEVER, I MEAN, I DON'T KNOW HOW EVERYBODY RUNS THEIR HOUSEHOLDS, BUT I WOULD PREFER TO SPEND, UM, A DECENT AMOUNT UPFRONT AND THEN PAY FOR A QUALITY SERVICE GOING FORWARD, WHICH WOULD BE SUBSTANTIALLY LESS, UM, RATHER THAN PAY $12,000 OR 10, 9,000, WHATEVER THE AMOUNT IS TO DO, TO HAVE POOR QUALITY POLICY REVIEW HAPPENING.

BUT, UM, I DON'T WANT A LOBBYING GROUP WRITING OUR POLICIES.
I THINK THAT'S ABSOLUTELY INSANE THAT THAT WE'RE WILLING TO, I DON'T CARE WHETHER WE WERE PAYING THEM $5, THE ALTERNATIVE TO IT, WHICH I HAD PRESENTED TO YOU IS WAY CHEAPER.
AND, BUT I DON'T WANT THE RIGHT WING GROUP WRITING OUR POLICIES EITHER.
I THINK THAT WE WERE, EACH OF US WAS ELECTED TO THIS POSITION TO SERVE THE CITIZENS OF WARREN COUNTY.
THEY DO NOT EXPECT US TO FARM THAT OUT TO SOME LOBBYING GROUP THAT IS GOING TO PUT THEIR OWN POLITICAL SPIN ON IT.
UM, I THINK IT WAS IN THE EMAIL FAUQUIER COUNTY USES THE LEGAL TEAM TO DO IT.
SO NO UNDER, UNDER NO CIRCUMSTANCES.
AM I OKAY WITH GIVING TAXPAYER DOLLARS TO A LOBBYING GROUP? IT, I MEAN, WHERE DOES THIS END? WHAT OTHER LOBBYING GROUPS ARE WE GOING TO HAND OUT MONEY TO? JUST BECAUSE THEY PROVIDE US A SERVICE.
UM, YOU KNOW, WHAT IF SOME, SOME OTHER RADICAL HATE GROUP DECIDES, YOU KNOW WHAT, WE CAN PROVIDE YOU GUYS WITH A GREAT SERVICE AND THAT SERVICE MIGHT EVEN BE GREAT, BUT THERE ARE HORRIBLE ENTITY.
SO IT, THIS IS IT'S JUST INSANE TO ME THAT WE WOULD ALLOW A LOBBYING GROUP TO DO THIS.

SO IT, IT REALLY MAKES FOR UNFAIR GROUNDS FOR CONSTRUCTION COMPANIES, FOR BUS SELLERS, FOR ARCHITECTS, FOR ALL OF THEM, BECAUSE IF YOU'RE NOT WILLING TO FORK OVER THE MONEY TO THE VSBA TO PAY FOR THEIR ADVERTISING, WELL, YOU DON'T REALLY HAVE MUCH OF A FAIR SHOT.
SO I MEAN, THAT TO ME IS A MAFIA STYLE TECHNIQUE.
AND IF THEY HAVE THIS MONOPOLY, WHICH THEY BRAG ABOUT HAVING WHERE EVERY SINGLE COUNTY IN THE STATE OF VIRGINIA USES THEIR SERVICES, THAT, THAT DOESN'T SIT RIGHT WITH ME THERE.
I THINK WE SHOULD BE INDEPENDENT THINKERS AND NOT JUST FOLLOW ALONG WITH WHAT SOME LOBBYING GROUP TELLS US TO DO.

AND THAT'S, AGAIN, NOT TO MINIMIZE WHAT YOU HAVE SHARED, WHICH I DO THINK IS INAPPROPRIATE, BUT, UM, I WENT TO THE, UH, LARGE VSBA CONFERENCE.
I DON'T RECALL THE NAME OF IT, BUT IT WAS IN NOVEMBER.
UM, AND IT WAS NOT A LOBBYING CONFERENCE AND THERE WAS NOT, I DID NOT OBSERVE CONVERSATION LIKE THAT.
UM, THERE WERE A LOT OF OTHER BOARD MEMBERS THERE, WHICH AS YOU MIGHT EXPECT IN VIRGINIA, SOME WERE CONSERVATIVE, SOME WERE LIBERAL MANY.
I DIDN'T KNOW WHAT THEY WERE CAUSE WE WERE JUST TALKING ABOUT SCHOOLS.
UM, I DO REMEMBER THAT AT ONE OF THE LIKE BIG, YOU KNOW, EVERYBODY WAS IN ONE ROOM, THEY MADE AN ANNOUNCEMENT THAT THE VSBA WAS WITHDRAWING FROM THE NSPA BECAUSE IT HAD BEEN AROUND THE TIME THE PRESIDENT, UM, PRESIDENT BIDEN HAD MADE SOME COMMENTS.
I DON'T REMEMBER EXACTLY ABOUT INVESTIGATING PARENTS WHO WERE SPEAKING AT SCHOOL BOARD MEETINGS AND THE NSBE, THE NATIONAL SCHOOL BOARD ASSOCIATION HAD SUPPORTED HIM OR WERE ON HIS SIDE.
AND BECAUSE OF THAT, THE BSBA WITHDREW FROM THE NATIONAL MEMBERSHIP.
SO THEY'RE NO LONGER NATIONAL MEMBERS.
SO I KIND OF, I MEAN, I FEEL LIKE IF THERE'S, IF THERE'S SOME POINTS WHERE LIBERALS ARE UPSET AND SOME POINTS WHERE CONSERVATIVES ARE UPSET, MAYBE IT IS MORE MIDDLE OF THE ROAD WHERE, WHERE ARE THE POINTS THAT LIBERALS ARE UPSET? SO THE VSBA THE REASON THAT THEY WITHDREW FROM THE NSPA IS THERE WAS AN ENTIRE MOVEMENT ON LINE.
AND WE HAD THE MAJORITY OF THE, OF THE COUNTIES IN VIRGINIA, UM, THREATENED TO REMOVE THEMSELVES FROM BEING MEMBERS OF THE VSBA, UM, RIGHT.
CAUSE IT'S A MEMBER DRIVEN ORGANIZATION.
SO THEY RESPONDED TO WHAT THEIR MEMBERS WANTED.
I MEAN, I JUST, I DON'T THINK THAT'S A LIBERAL MOVE TO RESIGN FROM THE NSPA OVER SOMETHING THAT DEMOCRATIC PRESIDENTS.
I THINK IT WAS A SAVE THEIR OWN SKIN MOVE BECAUSE THEY'RE GOING TO LOSE THEIR, THEIR PROFITS COMING IN THEIR MEMBERSHIP, THEIR CONTROL.
SO, I MEAN, I HAVE LOTS AND LOTS OF VIDEO FROM THAT LOBBYING CONFERENCE AND I WILL HAPPILY PLAY IT FOR, FOR ALL OF YOU.
UM, IT, IT WAS, IT WAS OUTRAGEOUS.
I BELIEVE YOU, I'M NOT, YOU KNOW, I'M NOT CHALLENGING THAT.
AND LIKE I SAID, THAT DOESN'T, IT DOESN'T MAKE IT RIGHT.
SO THEN YOU WOULD HAVE NO OBJECTION TO HAVING THE REPUBLICAN FOR US TO BECOME MEMBERSHIPS MEMBERS WITH THE REPUBLICAN VERSION OF THIS THAT WAS MENTIONED EARLIER.
I WOULD CERTAINLY RATHER THERE WAS AN OPTION THAT WAS NOT A LOBBYING GROUP AND NOT LIBERAL OR REPUBLICAN.

UM, I AM TRY TO STAY THE MIDDLE OF THE ROAD ON THESE POLITICAL ISSUES BECAUSE YOU HAVE TO LOOK AT WHAT'S RIGHT FOR THE SCHOOL SYSTEM, FOR THE PEOPLE ADMINISTERING THE SCHOOL SYSTEM AND A TEACHERS TEACHING WITHIN THE SCHOOL SYSTEM.
SO WITH THAT IN MIND, UM, I THINK IT'S IMPORTANT TO KEEP THESE ISSUES LOCAL AT THE SAME TIME, I'M CONCERNED ABOUT THE EXPENSE OF DOING IT OURSELVES OR HAVING A DIFFERENT GROUP.
SO I LOOK FORWARD TO THE WORK SESSION.
I'M GLAD YOU BROUGHT THAT UP, DR.
AND THAT IS MY BIGGEST CONCERN.
UM, AS YOU KNOW, I'M ON THE BUDGET COMMITTEE AND WHEN I HEAR 40 TO $50,000, THAT SCARES ME.

UP IS DUAL ENROLLMENT CONTRACT WITH LAUREL RIDGE COMMUNITY COLLEGE.THE PURPOSE OF THIS AGREEMENT IS TO SET OUT THE TERMS AND CONDITIONS UPON WHICH COURSES WILL BE OFFERED UNDER THE VCCS DUAL ENROLLMENT PROGRAM, AS OUTLINED IN THE CONCURRENT ENROLLMENT QUALITY STANDARDS AND THE VCCS POLICY MANUAL 6.7.
THE PURPOSE OF THE OFFERING IS STILL OUT OF HIGH SCHOOL STUDENTS TO TAKE COLLEGE LEVEL COURSES AND RECEIVE BOTH COLLEGE CREDIT AND HIGH SCHOOL CREDIT TOWARDS GRADUATION.
SO THIS IS BASICALLY OUR DUAL ENROLLMENT AGREEMENT WITH LAUREL RIDGE.
AND THIS IS THE CONTRACT THAT WE USE AS FAR AS FOR, UM, THEM CERTIFYING, UM, DUAL ENROLLMENT COURSES FOR STUDENTS TO TAKE AND TO GET THAT CREDIT.

THE CONSTRUCTION OF AN AMPHITHEATER ON A PORTION OF THE PROPERTY ON CHRYSLER ROAD, WHICH SERVES AS THE SAMUEL'S PUBLIC LIBRARY, CAMPERS, UH, CAMPUS, UM, THAT IS OWNED BY WARREN COUNTY, UH, SCHOOL BOARD AND LEASE TO THE COUNTY OF WARD.AND IN TURN LEASED TO THE BOARD OF TRUSTEES OF SAMUEL'S PUBLIC LIBRARY WHEN OCTOBER 6TH, 2021, UH, THE WARREN COUNTY SCHOOL BOARD AUTHORIZED THE UTILIZATION OF SANDS ANDERSON TO PREPARE AGREEMENTS BETWEEN THE COUNTY OF WARREN, UH, THE WARREN COUNTY SCHOOL BOARD, AND THE BOARD OF TRUSTEES WITH SAMUEL'S PUBLIC LIBRARY REGARDING THE DEVELOPMENT AND MAINTENANCE OF AN AMPHITHEATER ON THE LIBRARY CAMPUS.
HOWEVER, THE GROUNDS LEASE AGREEMENT BETWEEN THE SCHOOL BOARD OF WARREN COUNTY AND THE COUNTY OF WARREN, AS WELL AS THE LEASE AGREEMENT BETWEEN THE COUNTY OF WARREN AND THE BOARD OF TRUSTEES OF THE SAMUEL'S PUBLIC LIBRARY DID NOT PERMIT THE LIBRARY CAMPUS TO BE USED FOR ANYTHING EXCEPT A LIBRARY, THE PROPOSED FIRST AMENDMENT TO THE LEASE, AMENDS THE AGREEMENT TO ALLOW FOR A PORTION OF THE LIBRARY CAMPUS, THAT AREA THAT COMES DOWN FROM RESI JEFFRIES.
IF YOU LOOK OVER RESI JEFFRIES, AS YOU DOWN TO THE LIBRARY, THERE'S A, UH, A DECLINE THERE THAT GOES DOWN.
THAT'S WHERE, UH, THE AMPHITHEATER WOULD BE AS THE PRESENTATION THAT WAS PRESENTED BACK TO US, UH, LAST FALL.
UM, AND SO THIS AREA WOULD BE USED FOR THE CONSTRUCTION AND OPERATION OF AN OPEN AIR AMPHITHEATER, AS WELL AS A LIBRARY.
UH, THE PROPOSED FIRST AMENDMENT TO THE LEASE IS ATTACHED, UH, FOR REVIEW.
THE SECOND DOCUMENT IS THE PROPOSED AGREEMENT REGARDING AMPHITHEATER REGARDING THE AMPHITHEATER PREPARE BY SANS ANDERSON.
UH, THE AGREEMENT PERMITS THE BOARD OF TRUSTEES TO CONSTRUCT THE AMPHITHEATER, UH, ON THE LIBRARY CAMPUS.
IT FURTHER OBLIGATES THE BOARD OF TRUSTEES TO BE SOLELY RESPONSIBLE FOR FUNDING, THE CONSTRUCTION OPERATION, AND MAINTENANCE OF THE AMPHITHEATER.
BOTH OF THE AGREEMENTS THAT YOU HAVE HERE HAVE BEEN APPROVED BY OUR, UH, COUNTY OF WARREN, AS WELL AS THE SAMUEL'S PUBLIC, UH, BOARD OF TRUSTEES.
UM, AND THIS WAS FROM LAST YEAR'S PRESENTATION WHEN THEY CAME TO REALIZE THAT IN ORDER FOR US TO DO THIS, WE WERE ALL USING, UH, UH, SANS ANDERSON OR THE COUNTY AS WELL AS OURSELVES.
SO THE ATTORNEYS, UH, WE HAD AN AGREEMENT TO SAY, WE'RE OKAY.
IT WOULDN'T BE A CONFLICT OF INTEREST FOR SANS ANDERSON TO PUT TOGETHER THE AGREEMENT IN ORDER FOR THIS TO HAPPEN.
OUR ATTORNEYS HAVE MET, UH, COUNTY'S ATTORNEYS AND MET ALSO THE BOARD OF TRUSTEES.
AND THEY PUT TOGETHER THESE AGREEMENTS TO BASICALLY STATE THAT THE PROPERTY ITSELF WAS ORIGINALLY, UH, UH, GRANTED TO PUT A LIBRARY.
WE WOULD CHANGE THAT TO ALLOW THEM TO PUT AN AMPHITHEATER ON THAT.
UM, AND THEN WE WOULD JUST AMEND THE CONTRACT.
SO THIS IT'S ALREADY GONE THROUGH EVERYONE'S LEGAL TEAM.

SO WE CAN GO INTO THE MOUNTAINS WITH OUR, WITH OUR, WITH OUR VEHICLES, TO, UM, TRANSPORT STUDENTS IN WHEELCHAIRS.
UH, RIGHT NOW WE'RE HAVING A REAL DIFFICULT TIME.
THE ONLY THINGS THAT HAVE WHEELCHAIR ACCESSIBILITY ARE OUR BIG BUSES.

UM, AND WE'LL BE ABLE TO PURCHASE THESE FIVE VEHICLES THAT ARE WHEELCHAIR ACCESSIBLE TO SUPPORT OUR KIDS AND MADAM CHAIR.
