I'M HAPPY TO BE HERE WITH A MESSAGE OF POSITIVITY AND OPTIMISM IS THE NEW SCHOOL YEAR IS WELL UNDERWAY.

I HAVE NOTHING TO COMPLAIN ABOUT IN PARTICULAR, AT LEAST NOTHING WORTH PISSING AWAY ANY OF MY THREE MINUTES OF TIME.

WHAT I'D RATHER USE THAT TIME FOR TONIGHT IS TO EXPRESS MY ENTHUSIASM FOR SOMETHING I TOOK FOR GRANTED FOR YEARS BEFORE OUR WORLD WAS TURNED UPSIDE DOWN BY THE COVID HYSTERIA ERA, ALL THROUGH THE ELEMENTARY SCHOOL YEARS OF MY TWO OLDER DAUGHTERS, I LOVED VISITING THEIR CLASSROOMS TO READ THAT.

OF COURSE IS SOMETHING THAT WOULD'VE LED CRAZY CAT LADIES TO CLUTCH THEIR PEARLS IN N 95 MASKS AND TERROR OVER SINCE THE SWEET AND SOUR SNIFFLES MADE ITS WAY ONTO OUR SHORES AND GUTLESS BRAINLESS IDEOLOGUES USED IT AS A PRETEXT TO INFOR INFLICT HARM ON OUR CHILDREN FOR THE SAKE OF A DISGUSTING PARAGRAPH AND SOME AWESOME TIME QUOTE, UH, EXCUSE ME, SOME AWESOME TIME.

QUOTE, UNQUOTE, WORKING REMOTELY FOR THE RECORD.

I MISSED EXACTLY ZERO DAYS OF MY COMMUTE TO DULLES EVERY DAY.

SO I CAST THESE STONES FROM A POSITION OF STRENGTH AND NOT HYPOCRISY.

SO WE'VE BEEN IN SCHOOL APPROXIMATELY ONE MONTH NOW.

SO IN A COUPLE DAYS, IT'LL BE EXACTLY ONE MONTH SINCE WE START ON AUGUST THE NINTH.

UM, WE'VE HAD A GREAT START TO OUR SCHOOL YEAR, ALTHOUGH WE HAVE HAD SOME HICCUPS.

UM, A COUPLE OF HICCUPS THAT I WILL MENTION IS OF COURSE, THE, UH, LOCKDOWN AT EE AT RELEASE TIME.

THE, WE ALSO THEN THE VERY NEXT DAY, UH, WE HAD A SOFT LOCKDOWN AT AS ROADS, DIVERSIFIED MINDS, BRIGHTER FUTURES, BUT, UM, YOU KNOW, EVEN THOUGH WE HAD THOSE, I WANT TO THANK OUR, OUR PARTNERS IN THE SHERIFF'S OFFICE AND FRONT ROW POLICE DEPARTMENT, UM, IN, IN HELPING US AND MAKING SURE THAT OUR STUDENTS AND STAFF WERE SAFE.

UH, SO I CANNOT THANK THOSE, THOSE DEPARTMENTS ENOUGH, UM, IN HELPING US THROUGH, THROUGH THOSE, UH, SITUATIONS AT BOTH AT ALL THREE OF THOSE LOCATIONS, OUR CURRENT ENROLLMENT IS CURRENTLY 5,055 STUDENTS K THROUGH 12.

PLUS YOU HAVE 173 PRE-K STUDENTS FOR A TOTAL OF 5,000, 228 STUDENTS IN THE DIVISION.

PRINCIPALS AND STAFF HAVE BEEN WORKING HARD TO ENSURE THAT THE EXPECTATIONS ARE BEING IMPLEMENTED AND FOLLOWED.

AND ALL OF OUR SCHOOLS SPECIFICALLY THE CELL PHONE AND GRADING POLICIES FALL TESTING HAS BEGUN.

UH, SO THOSE ARE FOR OUR GROWTH ASSESSMENTS.

UM, ALSO THE FENCE AROUND E WILSON MIL E WILSON MORRISON IS ALMOST COMPLETE.

UM, THE CONTRACTOR SHORTED THEMSELVES A COUPLE OF PANELS WHEN THEY ORDERED, UH, THE MATERIALS, BUT WE DID ASK THE CONTRACTOR TO PUT UP A TEMPORARY FENCE SO THAT WE COULD OPEN THE PLAYGROUND.

SO THE PLAYGROUND IS OPEN TO OUR STUDENTS, UM, AND HOPEFULLY THEY WILL HAVE, UM, THOSE OTHER PANELS IN SHORTLY TO FINISH OUT AND DEFENSE DOES LOOK GOOD.

SO I ENCOURAGE EVERYBODY TO, TO GO AROUND AND SEE WHAT IS UP.

UM, AND YOU WILL SEE THE TEMPORARY PANELS THERE AS WELL.

FALL SPORTS ARE IN FULL SWING RIGHT NOW.

UM, I JUST ASK EVERYBODY TO, TO PLEASE COME OUT TO, UM, OUR SCHOOLS AND, AND HELP SUPPORT OUR, OUR TEAMS AND PROGRAMS. UM, AS WE, WE WORK THROUGH, UM, THIS FALL SEASON, THE WARREN COUNTY EDUCATIONAL ENDOWMENT HAS OPENED UP THE GRANT PORTAL FOR STAFF TO REQUEST FUNDING FOR NEW AND INVITE INNOVATIVE IDEAS.

THE ENDOWMENT HAS DONATED OVER $628,546 FOR EDUCATIONAL PROGRAMS SINCE 1996.

LAST YEAR, THEY PROVIDED $46,721 IN FUNDING TO OUR SCHOOL SYSTEM.

THE CLOSING DAY FOR APPLICATIONS THIS YEAR IS SEPTEMBER 23RD.

THE WARREN COUNTY EDUCATIONAL FOUNDATION IS A GREAT PARTNER, AND I LOOK FORWARD TO MANY MORE YEARS OF WORKING ALONGSIDE OF THEM.

AND I DID SEND AN EMAIL OUT TODAY TO STAFF MEMBERS TO LET THEM KNOW THAT THE, UM, APPLICATION PORTAL IS OPEN.

AND SO I JUST ENCOURAGE ALL OF OUR STAFF MEMBERS TO THINK OUTSIDE OF THE BOX AND LOOK AT DIFFERENT PROGRAMS THAT THEY MAY WANT TO IMPLEMENT AND TO, TO FILL OUT A GRANT APPLICATION.

A LOT OF OUR PROGRAMS THAT WE WE HAVE WITHIN WARREN COUNTY THAT ARE STILL GOING STARTED WITH AN INITIAL GRANT FROM THE WARREN COUNTY EDUCATIONAL ENDOWMENT.

SO, UM, THEY, THEY HAVE REALLY HELPED US, UM, IN OUR SCHOOL SYSTEM E WILSON MORRISON SCHOOLS, UH, E WILSON MORRISON'S GIRLS ON THE RUN CLUB MET FOR THE FIRST TIME YESTERDAY.

THIS CLUB HAS THREE STAFF MEMBERS WHO HAVE BEEN TRAINED AND ARE WORKING TO INSPIRE GIRLS TO BUILD CONFIDENCE AND OTHER IMPORTANT LIFE SKILLS THROUGH INTERACTIVE LESSONS AND PHYSICAL ACTIVITY BECAUSE THE, THE CLUB IS SPONSORED BY THE SHENANDOAH VALLEY CHAPTER.

THERE WAS EVEN A YOUNG LADY FROM HILL TO JAY HILL, TO JAY BARBER WHO SIGNED UP AND PARTICIPATED IN THE FIRST MEETING YESTERDAY WE HAVE AND ARE CREATING SOME PARTNERSHIPS TO HELP WITH OUR GROWING, UH, WITH OUR GROW YOUR OWN TEACHERS PROGRAMS. UH, WE'RE PARTNERING, PARTNERING WITH LAUREL RIDGE AND JMU, AND WE'VE HAD ADDITIONAL CONVERSATIONS WITH GRAND CANYON UNIVERSITY TO, TO LOOK AT THEIR PROGRAM.

AND SO THIS, THIS ACTUALLY HELPS US WITH GROWING OUR OWN STAFF MEMBERS, LOOKING AT INSTRUCTIONAL ASSISTANCE THAT MAY WANT TO, TO RECEIVE A BACHELOR'S AND WORKING THROUGH A PROGRAM.

UH, CURRENTLY WE ALSO HAVE, AS FAR AS VACANCIES,

WE HAVE TWO INSTRUCTIONAL ASSISTANT VACANCIES, 12 TEACHERS, AND TWO MAINTENANCE STAFF.

SO WE'VE DONE A GOOD JOB AS FAR AS, UM, FILLING IN FOR OUR STAFFING THIS YEAR, SEPTEMBER IS ATTENDANCE AWARENESS MONTH WITH THE, UH, VIRGINIA DEPARTMENT OF EDUCATION SCHOOL ATTENDANCE IS ESSENTIAL TO THE ACADEMIC SUCCESS RESEARCH SHOWS THAT MISSING A LITTLE AS LITTLE AS TWO DAYS EVERY MONTH OR 10% OF THE SCHOOL YEAR CAN HAVE SIGNIFICANT IMPACT ON STUDENTS.

ALMOST HALF OF THE STUDENTS WHO MISSED BETWEEN TWO AND FOUR DAYS IN SEPTEMBER, CONTINUE TO BE CHRONICALLY ABSENT THROUGHOUT THE REST OF THE YEAR.

WE WORKED TODAY IN OUR ATTENDANCE MEETING.

I DID HAVE AN ATTENDANCE MEETING TODAY.

WE WORKED THROUGH, UH, SOME LETTERS THAT WE'RE GONNA SEND OUT.

UH, SO WE'RE HOPEFULLY GONNA SEND THOSE OUT FRIDAY, UH, JUST TO REMIND PARENTS ABOUT ATTENDANCE AND SOME THINGS.

AND SO, UH, THAT IS GOING OUT.

AND THEN ALSO THIS MONTH IS, UH, NATIONAL, UM, SUICIDE AWARENESS MONTH.

OUR SCHOOL SYSTEM IS NOT IMMUNE TO THIS TRAGEDY AND WE'VE PLACED AN EMPHASIS ON MENTAL HEALTH.

UM, I WOULD LIKE TO ASK MR. MICHAEL HIRST TO COME UP TO THE PODIUM AT THIS TIME AND, AND KIND OF TALK ABOUT SOME OF OUR PROGRAMS AND THINGS THAT WE'RE DOING, UH, TO SUPPORT MENTAL HEALTH.

BOER, MADAME CHAIR, MEMBERS OF THE BOARD, YOU KNOW, EVEN THOUGH MENTAL HEALTH ORGANIZATIONS RECOGNIZE SEPTEMBER, UM, AS SUICIDE AWARENESS MONTH, UM, WORKING TO DEVELOP, WORKING TOGETHER TO DEVELOP OUR COLLECTIVE UNDERSTANDING, UM, OF AWARENESS OF SUICIDE IN, IN ORDER TO PREVENT IT IS, IS DONE EVERY DAY.

UM, AND WE'VE BEEN DOING THAT EVERY DAY.

HOWEVER, SOME OF THE THINGS THAT WE'RE WE'RE DOING THIS MONTH, UM, WELL HAPPENS TO BE STARTING TOMORROW.

UM, TOMORROW THE SPECIAL SERVICES STAFF, UM, IS WORKING AT SKYLINE HIGH SCHOOL, UM, IN THE AFTERNOON, UM, AT THREE 40, UM, WORKING WITH ALL OF THE STAFF THERE TO GO OVER WARNING SIGNS, RISK FACTORS, PROTECTIVE FACTORS, AND A VARIETY OF INTERVENTION STRATEGIES, UM, THAT ARE APPLICABLE FOR, FOR SCHOOL BASED PERSONNEL.

UM, ONCE WE GET SOME FEEDBACK FROM SKYLINE HIGH SCHOOL TOMORROW, UM, WE'LL BE OFFERING THAT TO ALL OF OUR SECONDARY SCHOOLS THIS MONTH, UM, IN SEPTEMBER, UM, TO SUPPORT, UH, SEPTEMBER'S MONTH.

HOWEVER, I REALLY DO WANNA STRESS THAT IT TAKES WORKING EVERY DAY TO DO THIS, UM, THE SPECIAL SERVICES ALSO, AND THE SCHOOL DIVISION IS ALSO WORKING WITH THE WARREN COALITION TO PROVIDE A WHOLE, HE A WHOLE HOST OF RESILIENCE ACTIVITIES, UM, IN THE COMMUNITY THIS YEAR.

UM, THEY'RE NOT LIMITED TO SEPTEMBER THEY'LL GO ON THROUGH ALL THE YEAR.

UM, ONE EXAMPLE IS WHAT WE USED TO CALL ROCK AND STROLL.

THAT'S NOW CALLED FUN FEST.

IT'S AT, ALMOST AT EVERY SCHOOL, UM, AND ALSO CELEBRATE KIDS' DAY.

AND WHAT THE FOCUS IS, IS TEACHING STUDENTS ABOUT RESILIENCE AND PRO-SOCIAL COPING SKILLS AND, AND HELPING THEM MAKE GOOD HEALTHY DECISIONS.

UM, OUR COUNSELORS LAST YEAR AND OUR ADMINISTRATORS AT THE VERY END OF THE YEAR, UM, RECEIVED SIGNIFICANT TRAINING FROM THE VIRGINIA DEPARTMENT OF MENTAL HEALTH AND BEHAVIORAL, MENTAL, AND BEHAVIORAL HEALTH AND NORTHWESTERN COMMUNITY SERVICES ON, UM, THE SAME THINGS THAT WE'RE TALKING ABOUT TOMORROW AT SKYLINE THAT WILL BE OFFERED AGAIN VERY SHORTLY TO ALL OF OUR NEW ADMINISTRATORS AND NEW COUNSELORS.

SO OUR APPROACH TO SUICIDE AWARENESS IS NOT LIMITED TO THE MONTH OF SEPTEMBER.

UM, THIS VERY SERIOUS TOPIC IS, IS, UM, THOUGHT ABOUT EVERY DAY, HAVE OUT CHAIR.

AND, UM, I WANT TO DO A SHOUT OUT FOR THE, UM, THE LADIES IN THE CAFETERIA.

THAT PLACE IS SPOTLESS.

I'VE SEEN ME DECKS IN THE NAVY AND, UH, UH, BOTH ON SHIP AND SHORE, AND I'VE NEVER SEEN A KITCHEN THAT CLEAN.

I EVEN LOOKED UP AT THE VENTS TO SEE IF I COULD SPOT SOME DUST HANGING OFF OF THERE.

I TELL YOU WHAT UNBELIEVABLE.

SO SHOUT OUT TO THOSE LADIES, THEY'VE DONE AN OUTSTANDING JOB THERE.

WE ALSO, UH, SAW WHERE SOME OF THE ADDITION THINGS WERE GONNA BE GOING AND, UM, THE BUILDING ITSELF, UM, WITH A CONCRETE AND MASONARY BACKGROUND, I WAS LOOKING FOR ANY TYPES OF CRACKS IN A WALL OR MORTAR LOOSE MORTAR.

AND THAT'S WHERE I COULDN'T FIND ANYTHING

UM, WE HAD A BUILDING COMMITTEE MEETING, WHICH WE DISCUSSED, UH, THE CONTRACTS THAT CAME IN AND SOME WAYS TO, UH, SAVE SOME MONEY WITHOUT INTERFERING WITH THE INTEGRITY OF THE ADDITION.

AND I THINK WE'LL BE ABLE TO MEET THOSE GOALS.

UH, THE PROJECT DID COME IN UNDER BUDGET.

UM, YEAH, I WANTED TO TALK A LITTLE BIT ABOUT THE BUDGET SUBCOMMITTEE THAT, UM, I SIT ON WITH DR.

UM, WE HAVE MADE SOME PROGRESS RECENTLY IN OUR DISCUSSIONS WITH THE COUNTY BOARD OF SUPERVISORS, UM, AND THEY DID APPROPRIATE SOME ADDITIONAL FUNDING FOR US FOR THIS, UM, CURRENT FISCAL YEAR, UM, WHICH IS APPRECIATED.

AND I THINK IS AN AGENDA ITEM FOR US A LITTLE BIT LATER.

UM, HOWEVER, WE ARE STILL 1.2 MILLION SHORT OF OUR FULL APPROPRIATIONS OF WHAT WE HAD REQUESTED FOR THE FISCAL YEAR 2223.

UM, AND THIS IS STILL HAVING SIGNIFICANT IMPACTS ON OUR BUDGET.

UM, THERE'S A NUMBER OF, EXCUSE ME, STAFF STIPENDS THAT WE HAD WANTED TO AWARD TO OUR CURRENT STAFF, UM, FOR SOME INDIVIDUALS WHO ARE DOING KIND OF ABOVE AND BEYOND, WE WANTED TO BE ABLE TO GIVE A, UM, A FINANCIAL BENEFIT TO THOSE FOLKS.

AND WE ARE NOT ABLE TO DO THAT CURRENTLY BECAUSE OF THE BUDGET SITUATION.

UM, AS WELL AS SEVERAL INSTRUCTIONAL POSITIONS THAT WE WOULD LIKE TO HIRE THAT WOULD BE WORKING DIRECTLY WITH OUR STUDENTS, INCLUDING ELEMENTARY TEACHERS, UM, ELEMENTARY ART TEACHERS, LIBRARY ASSISTANTS, UM, FOLKS WHO WOULD WORK WITH OUR SPECIAL NEEDS STUDENTS, THINGS LIKE THAT, THAT WE'RE NOT ABLE TO HIRE BECAUSE WE'RE STILL WAITING FOR THAT 1.2 MILLION.

UM, IN OUR CONVERSATIONS, MY UNDERSTANDING IS THAT, UM, THE BOARD OF SUPERVISORS DOES NOT WANT TO MOVE THAT FUNDING AWAY FROM THE SCHOOLS.

THEY STILL HAVE IT EARMARKED FOR SCHOOLS, BUT THEY HAVE IT, UM, EARMARKED RIGHT NOW TOWARDS BUILDING PROJECTS.

UM, AND AS, AS YOU ALL KNOW, WE AS A SCHOOL BOARD FEEL THAT WE HAVE IDENTIFIED FUNDS FOR OUR BUILDING PROJECTS AT L FK AND E WILSON MORRISON.

UM, THE FUNDS THAT WE WE'VE IDENTIFIED FOR, THOSE ARE THINGS THAT WE CANNOT SPEND ON THE THINGS I JUST MENTIONED, LIKE TEACHERS, UM, THAT CAN ONLY BE SPENT FROM OUR OPERATING FUNDS AND THAT'S THE MONEY THAT WE'RE WAITING ON FROM THE BOARD OF SUPERVISORS.

SO WE ARE ABLE TO FUND THOSE PROJECTS.

WE FEEL QUITE CONFIDENT, BUT THAT'S MONEY THAT IS NOT AVAILABLE TO US FOR THESE PURPOSES.

SO THAT'S WHY WE ARE STILL CONTINUING TO CON UM, HAVE THOSE CONVERSATIONS WITH THE BOARD OF SUPERVISORS.

WE ARE STILL OPTIMISTIC THAT WE MAY BE ABLE TO, UM, GET THEM TO APPROPRIATE THAT LAST 1.2 MILLION THAT WE HAD REQUESTED FOR OUR OPERATING FUNDS.

UM, BUT WE'LL SEE, WE HAVE ANOTHER MEETING, UM, NEXT WEEK.

SO THOSE DISCUSSIONS CONTINUE AND I, UM, CONTINUE TO BE HOPEFUL FOR THAT.

I WENT TO CAL COFFEE WITH THE COUNSELORS AT REI AND WAS ABLE TO HEAR FROM MISS FRANKEL AND MS. CHARLES ABOUT THE, UM, THE WONDERFUL PROJECTS THEY'RE DOING WITH GUIDANCE THIS YEAR AND HOW THEY'RE SUPPORTING OUR STUDENTS THERE.

UM, I, I WOULD AGREE THAT I THINK THAT THE STAFF AT OUR SCHOOLS, AS WELL AS THE SHERIFFS AND THE POLICE DEPARTMENT DID A GREAT JOB WITH THAT SOFT LOCKDOWN.

UM, THAT WAS A UNFORTUNATE SITUATION, ESPECIALLY WITH THE TIMING, BUT I HAD, UM, A LOT OF COMMUNICATION AT ALL TIMES FROM MY, UM, MY DAUGHTER'S TEACHERS, AS WELL AS THE PRINCIPAL.

I ALWAYS KNEW IT WAS HAPPENING.

UM, SO I DON'T THINK THEY COULD HAVE HANDLED THAT ANY BETTER.

MADAM CHAIR, THE WARREN COUNTY BOARD OF SUPERVISORS APPROVED THE 20, UH, 20 20, 20 21 AUDIT AS, UH, PRESENTED AT THEIR JUNE 7TH, 2022 MEETING A COPY OF THE PAGE SHOWN IN THE SCHOOL BOARD'S OPERATING FUNDS.

SUR PLACE IS ATTACHED THE TOTAL OF THE TOTAL FY 20 20, 20 21 SCHOOL OPERATING SURPLUS IS $1,677,113.

IT'S BEING REQUESTED THAT THE BOARD OF SUPERVISORS APPROPRIATE 400, 9,913 OF THE SURPLUS TO THE SCHOOL TRANSPORTATION FUND THAT IS HELD BY THE COUNTY 1 MILLION TO THE SCHOOL CAPITAL IMPROVEMENT FUND THAT IS HELD BY THE SCHOOL AND THAT THE REMAINING 267,200 BE RETAINED BY THE COUNTY 267,200 IS THE AMOUNT PREVIOUSLY COMMITTED TO THE SCHOOL BOARD, UM, BY THE BOARD OF SUPERVISORS IN THE 21 BUDGET FOR INSTRUCTIONAL ASSISTANCE AND NURSES RAISES, UM, AND SOME OTHER RAISES THAT YEAR.

SO THAT WAS THE YEAR THAT WE ENTERED COVID AND THEY SAID, HOLD BACK ON EVERYTHING.

SO THAT WAS HELD BACK ON, UM, THAT YEAR WE DID A BONUS AND BECAUSE WE DID NOT UTILIZE THOSE FUNDS FOR WHAT WE SAID, WE WOULD USE THEM FOR, WE OFFERED TO GIVE THOSE FUNDS BACK WHEN THE AUDIT CAME THROUGH.

AND SO THAT IS WHAT, WE'RE WHAT THAT IS WHAT WE'RE DOING RIGHT HERE WITH THIS.

SO THAT IS RETURNING THOSE FUNDS, UM, THE 267,200 TO THE COUNTY, 1 MILLION TO THE CAPITAL IMPROVEMENT FUND AND 409,009 13 TO TRANSPORTATION FUND FOR BUSES.

AND THAT $1 MILLION WILL GO TOWARD L FK.

UM, WHEN YOU LOOK AT THE SOURCE FROM THE STATE, WE SAW A 41%, UM, INCRE, UH, OR ACTUALLY PERCENT OF OPERATIONAL REVENUE, 41.2, 5%.

UM, AND APRIL OF THIS YEAR, GOVERNOR GLENN YOUNGIN ANNOUNCED THE AVAILABILITY OF 6.5 MILLION, UH, THROUGH THE DEPARTMENT OF CRIMINAL JUSTICE SERVICES TO ASSIST PUBLIC SCHOOLS IN THE DEVELOPMENT OF DIGITAL FLOOR PLANS IN CONJUNCTION WITH THAT ANNOUNCEMENT, GOVERNOR Y AND ALSO SIGNED HOUSE BELLS 7 41, WHICH REQUIRES LOCAL SCHOOL BOARDS TO CREATE DETAILED AND ACCURATE FLOOR PLANS FOR EACH OF THEIR SCHOOL BUILDINGS.

UM, THE DIGITAL MAPPING FOR VIRGINIA K THROUGH 12 SCHOOLS WILL FUND UP TO $3,500 PER SCHOOL TO CREATE A COMMON OPERATION PICTURE.

IN SOME CASES, STUDENTS REQUIRE SUPPORT ALL DAY.

AN INSTRUCTIONAL ASSISTANT IS DESIGNED TO CARRY OUT THESE DUTIES.

THESE DUTIES CAN INCLUDE TOILET ETIQUETTE, SPECIALIZED FEEDING, STRETCHING, EXERCISE, AND MUCH, MUCH MORE.

WARREN COUNTY PUBLIC SCHOOLS IS ATTEMPTED TO HIRE CERTIFIED NURSES ASSISTANCE TO DO THIS WORK WITH THE ABILITY TO BE, UH, REIMBURSED BY THE STATE THROUGH MEDICAID BILLING AND CSNA, WHICH STANDS FOR STUDENTS WITH INTENSIVE SUPPORT NEEDS A NEW PROGRAM, WHICH IS APPROXIMATELY TWO YEARS OLD.

UM, TH ALL THESE FUNDS THAT I'M REQUESTING CAN BE REIMBURSED AT NO LOCAL COST.

I'M PROPOSING A STIPEND FOR IDENTIFIED INSTRUCTIONAL ASSISTANCE WHO HAVE AN ACTIVE CNA CERTIFICATION AND IS ASSIGNED TO ONE OF THESE ROLES.

JUST, UM, THIS COMMITTEE IS A PART OF OUR GIFTED LOCAL PLAN.

AND, UM, I JUST WANNA POINT OUT THE COMMITTEE IS MADE UP OF A TEACHER AND A PARENT THAT REPRESENT EACH SCHOOL ARE TWO GIFTED RESOURCE TEACHERS, AND THEN MYSELF, AND WOULD LIKE TO POINT OUT ON THE, UM, ON THE LIST OF MEMBERS THAT YOU HAVE.

THE SECOND WARREN COUNTY MIDDLE SCHOOL SHOULD BE WARREN COUNTY HIGH SCHOOL.

HOW DO YOU IDENTIFY THE PARENTS? I, I, WELL, THE TEACHERS ARE SELECTED BY THE PRINCIPALS AND WE ASKED THAT THE, UH, TEACHER WOULD BE ENDORSED IN GIFTED EDUCATION.

THERE WERE TWO SCHOOLS THAT DIDN'T HAVE A TEACHER ENDORSED THAT CHOSE A FACULTY MEMBER.

AND THEN FOR THE PARENTS, PARENTS, I SENT OUT AN EMAIL TO ALL THE PARENTS OF OUR CHILDREN THAT ARE IDENTIFIED AS GIFTED.

AND I DID A GOOGLE FORM AND LEFT IT OPEN FOR ABOUT 10 DAYS AND HAD, UM, PEOPLE SUBMIT IF THEY WERE INTERESTED IN BEING IN ON.

AND LUCKILY I HAD SOMEONE AT EVERY SCHOOL.

UM, NOT ONLY IS THIS A, A, AN APPROPRIATION, UH, INCREASE, LET, LET ME EXPLAIN WHERE THE, WHERE THESE DOLLARS ARE COMING FROM TO BEFORE I, UM, EXPLAIN WHAT, WHAT THE PLAN IS.

UM, WE'VE HAD AN INCREASE IN THE NUMBER OF STUDENTS WITH DISABILITIES, UH, GRADUALLY OVER THE YEARS.

UM, AND WITH THAT, AND THE INCREASED INTENSITY AND STUDENT

NEED, UH, THE FEDERAL DOLLARS HAVE INCREASED, UM, WHEN PLANNING BUDGET FOR THIS YEAR, WHEN WE'RE LOOKING AT THOSE FEDERAL DOLLARS, UM, WE MADE THE ACTIVE CHOICE TO LEVEL FUND, UM, UNTIL THAT INFORMATION CAME BACK AND THAT WAY, IF IT WAS LEVEL FUNDED, WE WERE FINE.

AND IF THE DOLLARS CAME UP A LITTLE BIT HIGHER, THEN IF, IF NEED BE, WE COULD ASK FOR THAT ADDITIONAL APPROPRIATION.

AND THAT'S WHAT I'M DOING TODAY.

THE, UH, THE SIX B, WHICH IS THE, UH, SPECIAL EDUCATION FLOW THROUGH DOLLARS, UM, CAME THROUGH AT AN INCREASE OF $149,133.

SO WITH THESE INCREASED NEEDS OF OUR, OF OUR STAFF AND OUR, OF OUR STUDENTS, UM, AND OUR STAFF, UM, REFLECTED BY THIS INCREASE, WE'RE ASKING FOR AN ADDITIONAL INSTRUCTIONAL ASSISTANT IN OUR SKYLINE HIGH SCHOOL PATHWAYS AND CONNECTIONS PROGRAM AT THE COST OF $33,000, WHICH INCLUDES BENEFITS.

THERE'S, UH, A REMAINDER, UM, IN OUR INCREASED FEDERAL ALLOCATION OF APPROXIMATELY $117,000.

WHAT I'M ASKING TO FOR YOU TO DO IS TO ASK THE BOARD OF SUPERVISORS FOR THAT APPROPRIATION.

SO WE CAN USE THOSE DOLLARS IN CONTRACTED SERVICES, AS WELL AS INSTRUCTIONAL SUPPLIES AND SPECIAL EDUCATION, AN EXAMPLE OF SOME OF THE CONTRACTED SERVICES AND THE PRICES THAT WE HAVE SEEN INCREASED TO A FLAT FUNDED BUDGET.

UM, I'LL USE VISION SERVICES FOR INSTANCE, FIRST, UM, WE WERE FUNDED, UM, WE EXPERIENCED THE COST OF, UH, VISION SERVICES AT ABOUT $48,000 IN 2019 DUE TO INCREASE STUDENT NEED IN SUPPORTING STUDENTS IN WARREN COUNTY.

AND OUR SET ASIDE PLAN FOR HOMESCHOOL STUDENTS AND PRIVATE SCHOOL STUDENTS WITH REGARDS TO VISION SERVICES.

OUR CURRENT COST IS $93,913.

THOSE, UH, THOSE RESOURCES HAD TO BE SHIFTED AROUND FROM OTHER AREAS.

SO WE CAN FUND THAT IN ADDITION, UM, THE COST OF, OF PHYSICAL THERAPY EQUIPMENT AND, UM, ASSISTIVE TECHNOLOGY HAS INCREASED SIGNIFICANTLY.

IT'S ACTUALLY TRIPLED IN THE LAST FIVE YEARS AND WE'RE SPENDING ABOUT $36,000 ON THAT.

SO WITH THESE INCREASES, UM, THIS APPROPRIATION, THIS INCREASED APPROPRIATION FROM THE FEDERAL GOVERNMENT WILL ALLOW US TO FUND THOSE CONTRACTED SERVICES AND EDUCATIONAL EQUIPMENT, UM, TO SUPPORT THESE STUDENTS.

SO NOT ONLY ARE WE ASKING FOR, UM, AN ADDITIONAL INSTRUCTIONAL ASSISTANT TO MEET THOSE INTENSIVE NEEDS, UM, TO PREVENT A STUDENT FROM BEING IN A MORE RESTRICTIVE ENVIRONMENT, WE'RE ALSO, UM, ASKING FOR, UH, THE APPROPRIATION TO BE ALLOCATED TO OUR NON-LAB FUNDS SO WE CAN SUPPORT OUR STUDENTS .

SO WHEN WE DO THE APPROPRIATION REQUEST, IT'S GONNA BE TWO DIFFERENT CATEGORIES TO GET WELL, THAT THAT'S ALL IN INSTRUCTION, EVEN THE NON OKAY.

EVEN THE NON-LAB.

SO YES, YES.

CAUSE THAT'S DEALING WITH INSTRUCTIONAL NEEDS, SO THAT'S OKAY.

YOU MAY REMEMBER OVER THE SUMMER, I HAD ED WHITE WITH ME FROM MCG GRIFF INSURANCE SERVICES, AND YOU WERE, UM, ABLE TO FOLLOW OUR RECOMMENDATION, THANKFULLY, WHICH WAS TO HELP US PROVIDE EXCELLENT OPPORTUNITIES FOR BENEFITS FOR OUR EMPLOYEES AND ALSO FOR THE DIVISION TO SAVE MONEY.

UH, TONIGHT I STAND BEFORE YOU ASKING FOR YOU TO CONSIDER THE OPPORTUNITY FOR US TO SIGN A BROKER SERVICE AGREEMENT BETWEEN WARREN COUNTY PUBLIC SCHOOLS AND MCGRIFF INSURANCE SERVICES.
