HAVE AN ATTENDANCE AWARD PRESENTATION, DR.

BALLINGER.

THANK YOU, MADAME CHAIR FOR THE MONTH OF OCTOBER.

UH, WE WILL BE GIVING AWAY THREE ATTENDANCE AWARDS TONIGHT.

UH, ONE WILL BE FOR THE SCHOOL THAT HAD THE HIGHEST ATTENDANCE AT ELEMENTARY.

UH, ALSO WE WILL BE GIVING THE AWARD FOR THE SECONDARY SCHOOL WITH THE HIGHEST ATTENDANCE FOR THE MONTH OF OCTOBER.

AND THEN WE WILL BE GIVING AN AWARD FOR THE SCHOOL THAT IMPROVED THE MOST FROM LAST MONTH TO THIS MONTH WITH THEIR ATTENDANCE.

AND SO I WOULD FIRST LIKE TO RECOGNIZE AS ROADS, UH, THEY WERE OUR WINNERS LAST MONTH.

THEY ARE OUR WINNERS THIS MONTH WITH AN ATTENDANCE RATE OF 94.12%.

SO THANK YOU.

THANK YOU DR.

BALLINGER AND BOARD.

UM, WE'RE HAPPY TO BE HERE TONIGHT TO RECEIVE THE AWARD FOR OCTOBER.

WE'VE REALLY BEEN JUST TRYING TO WORK HARD WITH OUR FAMILIES.

FOCUS ON, YOU KNOW, BEING AT SCHOOL AS LONG AS YOU'RE NOT SICK OR CONTAGIOUS.

UM, MAKING SURE WE'RE STILL KEEPING EVERYONE HEALTHY SO THAT EVERYONE CAN BE AT SCHOOL AS MANY DAYS AS POSSIBLE.

WE, UM, HAVE BEEN DOING OUR ATTENDANCE INCENTIVE, AS WE MENTIONED LAST TIME, AND I HAVE MY FIFTH GRADE TEACHERS WITH ME TONIGHT BECAUSE THEY WON FOR THE HIGHEST ATTENDANCE FOR SEPTEMBER AND THEY ALSO WON FOR HIGHEST ATTENDANCE IN OCTOBER.

SO, UM, THEY ARE GRACIOUS ENOUGH TO COME WITH ME THIS EVENING.

AND THEN FOR NOVEMBER AND DECEMBER, WE'RE GOING TO DO A WEEKLY CHALLENGE WHERE STUDENTS THAT HAVE PERFECT ATTENDANCE EARN TICKETS.

AND THEN AT THE END OF THE, OF DECEMBER, BEFORE THE BREAK, WE WILL DO LEVELED PRIZES.

SO OUR TOP PRIZE WILL BE EITHER REINDEER GAMES OR ARCTIC ART, AND WE'LL ALLOW THE STUDENTS TO CHOOSE.

AND MRS. CURTIS, I BELIEVE WANTED TO SAY SOMETHING.

I DO.

I'VE PREPARED A SPEECH FOR YOU GUYS.

.

UM, I JUST WANTED TO SAY THANK YOU AGAIN FOR HAVING US COME TONIGHT.

UM, WE HAVE SET VERY HIGH EXPECTATIONS FOR OUR STUDENTS AND WE HAVE INFORMED THEM THAT SCHOOL IS THEIR JOB AND THE ONLY WAY TO GET BETTER AT YOUR JOB IS TO ACTUALLY GO IN TO DO YOUR JOB.

UM, WE DO LOVE A GREAT COMPETITION.

WE'RE VERY COMPETITIVE, AS ARE OUR STUDENTS, AS YOU CAN TELL.

UM, AND IT DOES HELP THAT WE HAVE SPECIALS FIRST THING IN THE MORNING.

THANK YOU GUYS SO MUCH.

WE REALLY APPRECIATE IT.

THANK YOU.

THANK YOU.

ONE, TWO.

[00:05:06]

YEAH, FOR OUR SECONDARY THIS MONTH WE HAD A CLOSE TIE, YOU KNOW, LAST MONTH THAT WAS, UH, SKYLINE MIDDLE SCHOOL WAS OUR ATTENDANCE WINNER.

AND, UM, THIS MONTH, WARREN COUNTY MIDDLE SCHOOL IS, WILL RECEIVE OUR ATTENDANCE FLAG.

UH, THEY WON BY 0.02%.

UM, SO THAT'S HOW COMPETITIVE IT CAN BE.

SO I WANT TO WELCOME MISS GOBLER AND HER STUDENTS, UM, UP TO THE PODIUM TO ACCEPT THE FLAG FOR THE SECONDARY ATTENDANCE AWARD.

AND CONGRATULATIONS.

GOOD EVENING.

THANK YOU SO MUCH FOR HAVING US.

UM, OUR GOAL AT WARREN COUNTY MIDDLE SCHOOL IS TO HIT 95% ATTENDANCE EVERY DAY.

IT'S A HIGH GOAL FOR SECONDARY IN OCTOBER, HOWEVER, I'M HAPPY TO REPORT WE WERE ABLE TO MEET THAT TWO DIFFERENT DAYS, AND WE ARE PUTTING THAT IN FRONT OF OUR STUDENTS AND OUR FAMILIES AND JUST ASKING THEM TO HELP US HIT THAT GOAL EVERY DAY SO THAT OUR STUDENTS CAN LEARN.

AND THESE STUDENTS THAT I HAVE HERE WITH ME, KYLER JENKINS, MAY FERGUSON, MOLLY FERGUSON, AND ISABELLA NORTH ARE HERE BECAUSE THEY'RE PART OF OUR PERFECT ATTENDANCE GROUP.

SO I WANTED THE STUDENTS THAT EARNED THE AWARD TO COME WITH US TONIGHT.

AND SO I'M VERY HAPPY TO HAVE THEM WITH ME AND WE'RE VERY EXCITED TO EARN THIS AWARD.

THANK YOU.

UM, I REALLY LIKE SCHOOL.

SO ONE OF THE REASONS WHY I REALLY LIKE SCHOOL AND COMING IS BECAUSE LIBRARY AND A WHOLE BUNCH OF OTHER THINGS, LIKE TEACHERS ARE SUPER NICE AND WARREN COUNTY MIDDLE SCHOOL, AND I WANNA THANK MY PARENTS AND MY BUS DRIVER FOR GETTING ME TO SCHOOL ON TIME AND EVERYTHING.

I REALLY LIKE GOING TO SCHOOL BECAUSE I LIKE GETTING MY WORK DONE.

AND IF I DON'T GET MY WORK DONE AND I GET BEHIND, I GET REALLY STRESSED AND THEN I CAN'T LEARN IN MY FULLEST.

I LIKE GOING TO SCHOOL BECAUSE, UM, I LIKE, I LOVE MY TEACHERS AND THE MATERIAL THAT WE'RE LEARNING, BUT ESPECIALLY, I LIKE GOING TO SCHOOL BECAUSE I GET TO SEE MY FRIENDS AND ON A DAYS WE GET TO WORK ON OUR PROJECT AND DO RECYCLING .

AND THIS MONTH WE ARE GIVING OUR AWARD FOR THE MOST IMPROVED.

AND THIS SCHOOL IMPROVED THEIR ATTENDANCE ALMOST, UM, WELL BY ONE PERCENTAGE POINT FROM LAST MONTH.

THEY WENT FROM 92.27% IN SEPTEMBER TO 93.03% IN OCTOBER.

SO THEIR ATTENDANCE ACTUALLY WENT UP THIS MONTH.

SO AT THIS POINT IN TIME, I WOULD LIKE TO CONGRATULATE E WILSON MORRISON FOR MOST IMPROVED ON ATTENDANCE THIS MONTH.

THANK YOU.

WE ARE SUPER EXCITED TO HAVE WON THIS AWARD.

UM, WE'RE VERY EXCITED ABOUT BEING RECOGNIZED.

WE WORK REALLY HARD TO CREATE AN ENVIRONMENT WHERE OUR KIDS WANT TO BE IN SCHOOL.

AND, UH, SO GREETING STUDENTS AT THE DOOR.

WE'VE DONE SOME INCENTIVES RECENTLY.

UM, WE'VE WORKED WITH THE, THE BUSINESS IN TOWN PLAY FAVORITES WHO HAS GAMES AND ARCADE GAMES.

AND SO ALL OF OUR STUDENTS FOR THE MONTH OF OCTOBER, WHO GOT 95% ATTENDANCE, UH, HE DONATED 30 MINUTES OF FREE GAME PLAY FOR THEM.

UM, SO WE HAD 301 STUDENTS WHO RECEIVED THOSE CERTIFICATES.

SO WE REALLY APPRECIATE OUR BUSINESS PARTNERS, UH, FOR HELPING ENCOURAGING OUR STUDENTS IN AN ADDITIONAL WAY.

[00:10:01]

WE HAVE SEVERAL ATTENDANCE INCENTIVES IN PLACE FOR NOVEMBER AND DECEMBER.

NEXT WEEK'S GONNA BE A TOUGH WEEK.

WE GO TO SCHOOL, WE'RE OFF, WE GO TO SCHOOL, WE'RE OFF.

SO WE'RE DOING SOME POP-UP SURPRISES FOR ALL THE STUDENTS WHO ARE THERE EACH DAY.

UM, SO WE HAVE A POPUP SURPRISE ON MONDAY, ONE ON WEDNESDAY, ONE ON THURSDAY, AND WE'RE DOING A SPECIAL MOVIE FOR THOSE STUDENTS WHO ARE, WHO HAVE PERFECT ATTENDANCE FROM NOVEMBER 1ST THROUGH THE DAY BEFORE THANKSGIVING BREAK.

ALSO A TOUGH TIME.

UM, AND THEN WE ARE GONNA DO SOME WINTER GAMES FOR THE STUDENTS WHO HAVE 95% ATTENDANCE FROM NOVEMBER 1ST TILL THE DAY BEFORE WINTER BREAK.

AND, UM, IT IS, EVERYONE KNOWS E WILSON MORRISON DOES NOT HAVE A GYM.

SO WE ARE HOPING TO USE THE GYM AT THE HEALTH AND HUMAN SERVICES BUILDING.

AND WE'LL TAKE A BUS AND TAKE OUR KIDS OVER AND WE'LL HAVE A, A WHOLE MINI FIELD DAY INSIDE OF THE GYMNASIUM FOR OUR WINTER GAMES AS OUR ATTENDANCE INCENTIVE FOR, FOR THAT MONTH.

AND I HAVE THREE BEAUTIFUL YOUNG CHILDREN HERE WITH US EON MORRISON STUDENTS WHO I PROMISED DID NOT HAVE TO TALK THIS EVENING, .

SO I DON'T KNOW IF THEY'VE CHANGED THEIR MINDS AND WOULD LIKE TO SPEAK, BUT I PROMISE THEM THANK YOU, WOULD BE ABOUT ALL THEY WOULD HAVE TO SAY.

UM, BUT WE HAVE DALIN CRAIG, DEMAYA CRAIG AND DELANEY CRAIG, WHO ARE HERE WITH US THIS EVENING.

AND, UM, THREE OF OUR BRIGHTEST, NICEST KIDS AND WHO ARE AT SCHOOL ON A VERY CONSISTENT BASIS.

SO WE ARE HAPPY TO HAVE THEM REPRESENT E WILSON MORRISON THIS EVENING.

AND WE HAVE MS. CAMERON, OUR ASSISTANT PRINCIPAL, AND MR. HOYT, OUR DEAN OF STUDENTS.

AND, UH, THEY HAVE BOTH WORKED REALLY HARD TO MONITOR OUR ATTENDANCE DATA AND DO EVERYTHING.

WE JUST TRY TO DO EVERYTHING WE CAN TO MAKE OUR KIDS WANT, WANT TO COME AND NOT WANT TO MISS SCHOOL.

SO THANK YOU ALL VERY MUCH.

THANK.

READY.

THREE.

OKAY.

OVER HERE PLEASE.

.

OH, YOU, THANK YOU.

GREAT JOB.

THANK YOU ALL.

AND PLEASE FEEL FREE TO, TO LEAVE AFTER THOSE ATTENDANCE PRESENTATIONS.

, THEY HAVE TO BE AT SCHOOL.

YEAH, THEY HAVE TO BE THERE EARLY, SO PLEASE DON'T FEEL LIKE YOU HAVE TO STAY.

THANK YOU.

THANK YOU.

OKAY, NEXT UP,

[2.D. Community Participation]

DR.

BALLINGER.

WE HAVE BUSINESS PARTNER RECOGNITION, OR I THINK THAT'S MR. SMITH, SOME, WHOEVER WOULD LIKE TO SPEAK.

THANK YOU.

UH, GOOD EVENING.

UH, MR. GARDNER, UH, WAS UNABLE TO BE HERE THIS EVENING, UM, IN ORDER TO REPRESENT HIS DECA, UH, CHAPTER, WHICH HE'S DONE A TREMENDOUS JOB OVER THE YEARS, AND HE HAS ASKED THAT, UH, THAT I PRESENT, UH, THIS YEAR, THE WARREN COUNTY HIGH SCHOOL DECA CHAPTER WOULD LIKE TO FORMALLY RECOGNIZE TWO LOCAL BUSINESS OWNERS AS OFFICIAL PARTNERS OF WARREN COUNTY HIGH SCHOOL.

DECA.

UH, THEY'D LIKE TO RECOGNIZE THEM THIS AT THIS MEETING DURING, UH, DECA MONTH.

AND LIMIT YOUR COMMENTS TO THREE MINUTES.

MR. GRANT, DO WE HAVE ANYBODY ON THE LIST THIS EVENING? WE HAVE ONE ON THE LIST IS, UH, LARRY JOHNSON.

OKAY.

GOOD EVENING.

I'LL BE BACK IN A MINUTE.

TEACHERS DROPPED THEIR VERY NICE MARKING PIN.

I USED TO BE A TEACHER.

I WAS IN EDUCATION FOR NEARLY 40 YEARS, SO WE USED SIMILAR THINGS TO THAT.

MY NAME IS LARRY JOHNSON.

I LIVE HERE IN WARREN COUNTY, 5 82 SIMONS WAY, JUST ON THE OUTSIDE OF TOWN.

AND, UM, I, UM, AM FORTUNATE I HAVE A GRANDCHILD IN YOUR, IN OUR, IN OUR SCHOOLS HERE.

AND, UM, HER DAD'S RIGHT HERE WITH ME.

HE'S THE GUY.

DID HE, DID HE STAY AROUND? YEAH, HERE HE IS.

YEAH, THAT'S, THAT'S ONE OF MY SMALLER BOYS.

AND, UM, DID I, DID I COVER EVERYTHING ACCORDING TO REGULATIONS THERE? I'VE STATED IT'S SOMETHING I MISSED YOU, YOU'D HELP ME OUT.

RIGHT.

OKAY.

I'VE NEVER HEARD SO MANY REGULATIONS AT A REGULAR SCHOOL BOARD MEETING.

I'VE BEEN A LOT OF SCHOOL BOARD MEETINGS IN MY DAY, BUT WHY AM I HERE? DID YOU GET A COPY, MR. SUPERINTENDENT? DID YOUR ASSISTANT PASS? WELL, THAT THING RIGHT UP THERE, ISN'T IT? YES, SIR.

THEY, THEY EACH HAVE A COPY OF IT.

UPDATE.

OKAY, SO, WELL, I SAW IT'S IMPORTANT.

AND, UH, SO IF ANYBODY ELSE LIKE TO HAVE A COPY, EXTRA COPY, TAKE HOME, PASS OUT, PASS OUT AT MCDONALD'S OR SOMETHING.

AND TONIGHT WHEN YOU GO THROUGH, I, I HAVE SOME MORE HERE.

WHY AM I HERE? I'M HERE TO INVITE YOU TO ATTEND, UH, WHAT I THINK IS A VERY SIGNIFICANT MEETING ON THE 19TH OF NOVEMBER.

THIS IS A PERSONAL INVITATION.

IT'S NOT NECESSARILY, I MEAN, ANY, ANYONE IS, ANYONE CAN COME, OF COURSE, THE SUPERINTENDENT, BUT I UNDERSTAND HE'S GONNA BE OUT OF TOWN AND, UH, BUT, BUT WHAT IS HAPPENING? DID YOU READ, I WON'T ASK YOU THAT.

IF YOU HAD A CHANCE TO READ THE, UM, THE NEWS RELEASE, YOU KNOW WHAT I'M GONNA SAY? AND IN CASE YOU DO IT, AND I SORT OF ANSWER YOUR QUESTIONS, BUT, UM, WHAT WE'VE BEEN DOING HERE FOR A LONG, LONG TIME IS WE'VE BEEN TRYING TO, UM, INCLUDE, UH, AS A FORM OF COOPERATIVE EDUCATION WITH THE PUBLIC SCHOOL SYSTEM.

I KNOW WHAT COOPERATIVE EDUCATION IS.

I USED TO WORK IN THAT FIELD WAS DISTRIBUTIVE EDUCATION, INDUSTRIAL COOPERATIVE TRAINING, TECHNICAL EDUCATION, A FEW OTHER THINGS.

BUT THERE'S ALSO ANOTHER FORM OF COOPERATIVE EDUCATION THAT IS COMMUNITY COOPERATION WITH THE

[00:20:01]

SCHOOL BOARD.

NOW I KNOW WE'VE BEEN GOING THROUGH COVID HERE FOR EVER SINCE YOU SHOWED UP, RIGHT? YOU BROUGHT, YOU BROUGHT THAT OUT FROM OKLAHOMA.

I WISH YOU'D TAKE IT.

NO, YOU CAN, YOU CAN STAY.

SEND IT AWAY.

UM, SO, BUT I WOULD LIKE TO SEE GREATER COOPERATION AND UTILIZATION, AND MAYBE IT'S HAPPENING.

I JUST DON'T KNOW ABOUT IT.

UH, COOPERATION, COOPERATIVE COOPERATION WITH OUR RESOURCES IN, IN THE COMMUNITY.

AND WE HAVE TREMENDOUS RESOURCES.

WE HAVE, WE HAVE NUMBERS OF PEOPLE THAT RETIRED HERE.

THEY HAVE TREMENDOUS SKILLS.

I HAVE FRIENDS THAT, UH, I HAVE MET OVER THE PAST 20, MORE THAN 20 YEARS THAT I'VE LIVED IN THE COUNTY.

WELL, I MOVED HERE FROM .

I MOVED HERE FROM LOUDON COUNTY.

I WAS, I WAS GLAD TO GET OUT OF TOWN OVER THERE AND FARMED OVER THERE FOR 30 YEARS AND, UH, RAISED CATTLE.

THAT WAS AFTER I FINISHED A COUPLE OF OTHER CAREERS.

BUT NOW THAT, NOW THAT I'M HERE, I'VE TRIED MY VERY BEST TO, UM, TO HELP OUR COMMUNITY AND OUR CITIZENS UNDERSTAND THE HISTORY OF OUR COUNTY.

AND BECAUSE, UH, BECAUSE IF YOU DON'T KNOW WHERE YOU CAME FROM, IT'S GONNA BE REAL HARD TO SEE WHERE YOU'RE GONNA GO IN THE FUTURE.

AND WE HAVE A RICH HERITAGE, 1836.

OUR COUNTY WAS FORMED HERE AND IT WAS NAMED WARREN COUNTY.

AND WHEN I STARTED LOOKING, UH, HERE SOME YEARS WHEN I MOVED HERE, I WOULDN'T A, YOU KNOW, I GOT A DEGREE IN HISTORY.

YOU KNOW, WHY IS THIS COUNTY NAMED WARREN COUNTY? AND I STARTED, I'M SORRY, I LOOKED AROUND.

I COULDN'T FIND A SINGLE POLE, SINGLE SOUL, YOU KNOW, SUPERINTENDENT, YOU KNOW THAT NO ONE, NOT ONE.

I EVEN CHECKED AT MCDONALD'S A LOT, YOU KNOW, WHERE THE OLD GUYS SIT OVER THERE.

AND I THOUGHT, YOU KNOW, THE OLD GUYS KNOW STUFF.

I HATE TO INTERRUPT YOU, BUT WHEN I READ ALL THOSE REGULATIONS, IT DID SAY THREE MINUTES.

AND I GET IN TROUBLE WHEN WE OVER, WELL, I WANNA DO TWO THINGS.

I WANT TO ENCOURAGE, UH, COOPERATION WITH, UH, UH, BETWEEN THE COMMUNITY AND THE SCHOOL SYSTEM AND US UTILIZATION OF A TREMENDOUS NUMBER OF RESOURCES THAT CITIZENS HAVE HERE THAT YOU DON'T USUALLY CALL UPON.

THE OTHER THING IS I WANT TO INVITE YOU TO COME TO THIS MEETING AT TWO O'CLOCK AT RIVERTON METHODIST CHURCH, UM, ON THE 19TH OF NOVEMBER.

AND WE HAVE, UH, BEEN WORKING REALLY HARD AT, AT HELPING OUR COMMUNITY TO UNDERSTAND JOSEPH WARREN AND WHO HE IS.

AND LAST WEEK THERE WAS A, UH, UH, EDITORIAL, UH, IN THE WASH, THE, UH, UM, WALL STREET JOURNAL.

AND IT GAVE THIS BOOK HERE A TREMENDOUS BOOST.

AND IT JUST SO HAPPENED BEFORE THAT EDITORIAL SHOWED UP IN THERE, I HAD INVITED THAT YOUNG AUTHOR TO COME HERE.

AND SO ON THE 19TH, IT WON'T JUST BE CELEBRATING A BRIDGE BEING NAMED BY THE WAY THE SIGNS ARE IN.

I KNOW I GOTTA CUT IT OUT, BUT THE SIGNS ARE HERE.

BUT I INVITE YOU TO COME AND BE A PART OF THAT AND SET AN EXAMPLE FOR OTHER FOLKS PERHAPS, AND TO TAKE PART IN THAT HISTORICAL EVENT, THE DEDICATION OF THE BRIDGES AND, UM, ANY, ANY OTHER QUESTIONS I'LL BE HAPPY TO ASK.

AND I'M SORRY, OVERSTATED, NOT A CLOCK IN HERE.

THANK YOU.

THANK YOU FOR SHARING WITH US THIS DAY.

THERE'S NOT A CLOCK.

I DIDN'T KNOW WHAT THE TIME, WHAT THE TIME WAS HERE.

WELL, GOD BLESS ALL OF YOU, AND I HOPE I SEE YOU AGAIN SOMEWHERE ALONG THE WAY.

THANK YOU.

ALL RIGHT, WE'RE MOVING ON TO

[3. Consent Agenda]

THE CONSENT AGENDA THIS EVENING.

IS THERE A MOTION ON THE CONSENT AGENDA? I MOVE THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED.

IS THERE A SECOND? A SECOND.

ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

OPPOSED? NO THANK YOU REPORTS THIS

[4.A. Superintendent]

EVENING.

DR.

BALLINGER.

THANK YOU, MADAME CHAIR.

UH, JUST WANTED TO, UH, REITERATE THE, UH, PRESS RELEASE.

I DID GIVE YOU GUYS A COPY, UH, FOR THE EVENT ON NOVEMBER 19TH, SO WANTED TO MAKE SURE THAT YOU DID HAVE THAT.

UM, ALSO WANTED TO TALK ABOUT OUR CYBER BULLYING FORM ON THURSDAY, NOVEMBER 3RD.

SO THAT'S TOMORROW NIGHT, UH, FROM SIX O'CLOCK TO EIGHT O'CLOCK AT THE WARREN COUNTY HIGH SCHOOL AUDITORIUM.

UH, THAT IS A PARTNERSHIP WITH OUR SHERIFF'S OFFICE.

UM, WE'VE HAD A LOT OF WORK BEING PUT INTO THAT.

SO WE WILL HAVE, UH, INDIVIDUALS FROM THE SHERIFF'S OFFICE, UH, TALK.

WE WILL HAVE COUNSELORS TALK, AND WE WILL HAVE SOME HELPFUL HINTS FROM OUR TECHNOLOGY DEPARTMENT ON HOW PARENTS CAN, UM, MONITOR THEIR CHILDREN'S, UH, USE AND ON SOCIAL MEDIA.

UM, ALSO TOMORROW IS TAKE YOUR LEGISLATOR TO LUNCH.

UM, ACTUALLY IT'S A BREAKFAST, UH, AT TRIPLET TECH, AND I KNOW MRS. LOWE AND I ARE MEETING FIRST THING IN THE MORNING TO DRIVE DOWN TO THE SOUTH END OF SHENANDOAH COUNTY TO TRIPLET TECH.

UM, ALSO WANTED TO REMIND EVERYBODY, DO NOT FORGET TO TURN THOSE CLOCKS BACK THIS WEEKEND.

UH, DAYLIGHT SAVINGS TIME IS OVER, SO THAT MEANS IT'S GONNA START GETTING A LITTLE DARKER, UH, QUICKER,

[00:25:01]

UH, STUDENTS WILL BE OUT.

AND AS MS. RUDA STILL MENTIONED, NEXT WEEK IS GOING TO BE KIND OF, UM, OUT OF THE NORM.

UH, SO WE ARE IN SCHOOL ON MONDAY.

WE DO NOT HAVE SCHOOL ON TUESDAY.

THAT'S ELECTION DAY.

WE ARE IN SCHOOL ON WEDNESDAY AND THURSDAY, BUT THEN VETERAN'S DAY, THERE IS NO SCHOOL.

SO WE JUST ARE ENCOURAGING STUDENTS AND PARENTS THAT, UM, YOU KNOW, WE WANT YOUR CHILDREN IN SCHOOL.

WE WILL STILL BE DOING ALL OF THE STUFF THAT WE NORMALLY DO IN SCHOOL, SO WE'RE NOT GONNA BE TAKING A BREAK, UH, BECAUSE WE'RE GONNA BE SCATTERED THERE.

UH, BUT NEXT WEEK, UM, YOU KNOW, WE WILL HAVE TWO DAYS OUT.

SO WE WILL BE THREE DAYS IN NEXT WEEK, AND IT IS KIND OF STAGGERED.

SO JUST WANTED TO REMIND EVERYBODY THAT WE WILL CONTINUE TO HOLD CLASSES AT ON, UH, NORMAL FOR MONDAY, WEDNESDAY, AND THURSDAY.

I DID SEND OUT THIS LAST WEEK, UH, LETTERS NOTIFYING FAMILIES ABOUT OUR WEATHER PROCEDURES.

UM, WE, AS WE MOVE INTO WINTER, UH, THOSE PROCEDURES WILL BECOME ACTIVE.

UM, AND SO THAT WENT OUT THIS WEEK.

ALSO, THE THANKSGIVING LUNCH WILL BE SERVED AT ALL OF OUR SCHOOLS ON NOVEMBER 17TH.

SO I KNOW A LOT OF PARENTS WILL BE THERE.

AND I THINK SCHOOLS HAD THEIR DEADLINES BY A CERTAIN DAY TO MAKE SURE THAT WE HAD COUNT SO THAT CHILD NUTRITION COULD MAKE SURE THAT ORDERED ENOUGH FOOD FOR, FOR PARENTS THAT, THAT WANTED TO ATTEND THE EVENT.

SO, UH, BUT NOVEMBER 17TH, WE WILL BE HAVING, UM, OUR THANKSGIVING LUNCHES AT, AT ALL OF OUR SCHOOLS.

YOU ALSO HAVE SOME SCHOOLS DOING VARIOUS ACTIVITIES.

UM, AND, AND AS FAR AS FUNDRAISERS, SO PLEASE JUST, JUST CHECK YOUR, YOUR CHILD'S SCHOOL'S WEBSITE, SEE WHAT FUNDRAISERS THEY HAVE COMING UP.

UM, I KNOW THAT L FK REY JEFFRIES AND HILDA J BARBER, UM, THEY ALL HAVE THEIR TURKEY TROT FUNDRAISERS THIS MONTH.

SO, UM, YOU KNOW, THERE'S, THERE'S OTHER FUNDRAISERS GOING ON AT E WILSON MORRISON.

I KNOW THEY HAVE A MOVIE FUNDRAISER.

UH, SO JUST JUST LOOK AT YOUR CHILD'S WEBSITE TO SEE WHAT FUNDRAISERS ARE GOING ON AT THEIR SCHOOLS.

ALSO, HILLA J BARBER EARLY ACT CLUB HAS STARTED COLLECTING CAKE MIXES AND FROSTINGS FOR DOC SMITH'S BASKETS THAT GET DISTRIBUTED TO, TO THE COMMUNITY.

L FK EARLY ACT.

KINDNESS CLUB VISITED LAVENDER HILLS NURSING HOME STUDENTS PERFORMED SONGS FOR RESIDENTS UNDER THE DIRECTION OF OUR MUSIC TEACHER.

MISS FRISTO, THE RESIDENTS AND STUDENTS ENJOYED PLAYING BALLOON VOLLEYBALL, CREATING CRAFTS.

IT WAS A GREAT EXPERIENCE OF SPREADING KINDNESS AND JOY.

UH, WARREN COUNTY HIGH SCHOOL VOLLEYBALL WON THEIR QUARTER FINAL REGION THREE B MATCH VERSUS MERIDIAN ON TUESDAY NIGHT.

THE WILDCATS HOST WILLIAM AND MONROE HIGH SCHOOL AT WARREN COUNTY HIGH SCHOOL AND REGION THREE B SEMIFINALS TOMORROW NIGHT AT SIX O'CLOCK.

SO WE WILL HAVE A VOLLEYBALL GAME GOING ON IN THE GYM AND OUR COMMUNITY FORUM ON CYBERBULLYING IN THE AUDITORIUM, UM, TOMORROW NIGHT AT WARREN COUNTY HIGH SCHOOL.

SO IT'S GONNA BE A BUSY PLACE THERE.

UH, WARREN COUNTY HIGH SCHOOL ONE ACT THEATER FINISHED SECOND LAST SATURDAY AT THE VHSL ONE ACT COMPETITION, AND WE'LL BE MOVING ON TO REGION THREE B CHAMPIONSHIP ON NOVEMBER 12TH AT KPE HIGH SCHOOL.

CONGRATULATIONS TO THE WARREN COUNTY HIGH SCHOOL MARCHING BAND, UH, MARCHING WILDCATS FOR RECEIVING AN EXCELLENT RATING AT MARCHING ASSESSMENT ON SATURDAY MORNING.

NEXT WEEK, THEY HEAD TO HERSHEY, PENNSYLVANIA FOR THE ATHLETIC COAST CHAMPIONSHIP.

UH, WARREN COUNTY HIGH SCHOOL STUDENTS DONATED 1,390 FOOD ITEMS FOR LOCAL CHARITIES DURING HOMECOMING WEEK.

STUDENTS ARE NOW HAVING A CLASS COMPETITION TO BEAT THAT NUMBER, TO HELP PROVIDE MEALS FOR FAMILIES.

IN DECEMBER, THE WINNING HOMEROOM CLASS WILL HAVE BREAKFAST COOKED AND SERVED TO THEM BY THE WARREN COUNTY HIGH SCHOOL ADMINISTRATION TEAM.

AND THEN FINALLY, I JUST WANNA REMIND EVERYBODY THAT THANKSGIVING BREAK WILL BE THE 21ST THROUGH THE 25TH.

IT'S THAT FULL WEEK.

AND THAT IS ALL I HAVE.

THANK YOU.

AND I WANNA MOVE BACKWARDS REALLY QUICK, UM, BECAUSE I REALIZE WE HAD ONE PERSON ON THE LIST FOR COMMUNITY PARTICIPATION, BUT I DIDN'T CALL FOR ANYONE ELSE TO SPEAK.

SO WAS THERE ANYONE ELSE HERE THAT I SKIPPED OVER? NO.

OKAY.

I APOLOGIZE FOR THAT BOARD COMMENT.

WE'LL START WITH, THANK YOU.

UM,

[4.B. School Board]

I DON'T HAVE A LOT OF UPDATES.

I JUST WANTED TO, UM, THANK EVERYONE WHO'S INVOLVED IN PULLING TOGETHER THAT CYBER BULLYING FORUM THAT WILL BE TOMORROW EVENING, UM, BETWEEN THE SHERIFF'S, UM, OFFICE AND OUR STAFF HERE.

SO, UM, THANKS TO ALL OF THOSE PEOPLE AND I HOPE OUR COMMUNITY, UM, GOES OUT AND MAKES USE OF THAT.

THE FLYER FOR THAT IS ON OUR FACEBOOK PAGE, THE WARREN COUNTY PUBLIC SCHOOL'S FACEBOOK PAGE, IF YOU WANNA SEE THAT INFORMATION.

AND I THINK I SAW THAT THE ROYAL EXAMINER MIGHT BE RECORDING IT AS WELL.

THE ROYAL EXAMINER WILL BE RECORDING IT.

UH, IT'S ON THE CALENDAR ON ALL

[00:30:01]

OF THE PAGES ON OUR WEBSITES.

OKAY.

UM, SO PEOPLE CAN CHECK THAT OUT.

AND IF YOU CAN'T MAKE IT TO THE EVENT, MAYBE YOU CAN WATCH IT AS WELL.

I KNOW I SAW SOME OF THE RESOURCES THAT, THAT THEY HAD LINKED ABOUT THAT, UM, FROM THE FAMILY ONLINE SAFETY INSTITUTE, WHICH IS F O S I.ORG.

AND THAT HAS ANOTHER GREAT RESOURCE FOR PARENTS, UM, IF YOU WANNA SEE SOME TOOLS TO TALK TO YOUR KIDS OR YOUR TEENAGERS ABOUT THESE ISSUES.

SO THANKS, THANKS FOR ALL THAT DR.

FUNK.

THANK YOU.

AND I CAN GIVE A REPORT THIS MONTH, .

UM, MY VOICE IS BACK.

SO, UM, AGAIN, NOT A WHOLE LOT TO, TO REPORT OUT.

I DO WANNA, UM, MAKE NOTE THAT OUR BUDGET SUBCOMMITTEES ARE CONTINUING TO MEET.

WE WERE NOT ABLE TO MEET IN OCTOBER.

UM, WE ARE GONNA PICK UP, OR I'M SORRY, IN OCTOBER OR NOVEMBER, BUT WE ARE GONNA PICK UP IN DECEMBER.

UM, I THINK AT THIS POINT IN THE YEAR, UM, YOU KNOW, I FEEL WE'RE GONNA BE HEADING ONTO THE NEW BUDGET YEAR.

UM, WE'RE GONNA CONTINUE TO BE VERY HOPEFUL WITH THOSE DISCUSSIONS THAT THEY ARE, UH, CONTINUE TO, TO SERVE OUR STUDENTS, UM, FIRST AND FOREMOST.

AND OUR STAFF AND I DO PLAN ON ATTENDING THE, UM, CYBER BULLYING, UH, EVENT TOMORROW.

SO I'M LOOKING FORWARD TO THAT.

AND I THINK THAT'S ABOUT IT.

SO THANK YOU.

THANK YOU.

UM, I REALLY ENJOYED THE ATTENDANCE AWARDS THAT WE'VE BEEN BEEN DOING.

I LOVE SEEING THAT, THAT POSITIVE.

UM, SO I'VE BEEN RATHER BUSY.

I COMPLETED MY FINANCE TRAINING THROUGH GEORGETOWN UNIVERSITY.

UM, I'VE ALSO COMPLETED MY, ALL OF MY DELEGATE TRAININGS FOR THE, THE VSBA AND THE UPCOMING, UM, DELEGATE ASSEMBLY.

AND THEN I ALSO HAD THE OPPORTUNITY TO PARTICIPATE IN A WEBINAR THAT WAS PUT ON BY THE THOMAS JEFFERSON INSTITUTE.

UM, THEY HOSTED YOUNGIN'S EDUCATION SECRETARY AMY GUERA, AND SHE REPORTED ABOUT, UM, THE NATION'S REPORT CARDS.

SHE, SHE HAD SOME BAD NEWS AS FAR AS HOW FAR VIRGINIA HAS FALLEN IN OUR STANDINGS AND SAID THAT WE HAVE ACTUALLY THREE TIMES NATIONAL AVERAGE OF LEARNING LOSS AND THAT SHE'S TRACKED THE, THE LOSS BACK TO, TO 2017.

SO SHE DOES NOT BELIEVE THAT IT'S JUST COVID RELATED.

SHE ALSO STATED THAT VIRGINIA HAS THE, UM, THE LOWEST DEFINITION OF PROFICIENCY FOR THE NATION.

AND, BUT THE GOOD NEWS IS SHE ENCOURAGED LOCAL CREATIVITY AND SAID THAT YOUNGEN HAS SOME NEW THINGS IN THE WORKS FOR HELPING ALL OF THIS.

AND ONE OF THE THINGS THAT I FOUND TO BE VERY POSITIVE FROM THIS, UH, WEBINAR WAS SHE HAD HAD TOUCHED ON THE CELL PHONE USAGE AND THE 50% GRADING SCALE.

AND WARREN COUNTY IS ALREADY AHEAD OF THE GAME ON THAT.

WE'VE ALREADY TAKEN CARE OF THAT, UM, THAT ISSUE.

SO I WAS PLEASED AND, AND PROUD THAT WE HAD ALREADY ACCOMPLISHED THAT.

AND THEN SEEING TONIGHT WITH THE ATTENDANCE AWARDS, THE, THE CREATIVITY OF, OF, UM, HEARING JUST THAT WE HAVE THE PROGRAM THAT YOU'VE IMPLEMENTED DR.

BALLINGER, AND THEN THE HEARING, THE PRINCIPALS TALK ABOUT SETTING THE STANDARDS HIGH, UM, THAT REALLY ECHOED A LOT OF THE SAME THINGS THAT SHE HAD SAID.

SO I'M, I'M PROUD OF WARREN COUNTY FOR THOSE THINGS.

THANK YOU.

UM, I THINK JUST ECHOING SOME OF WHAT'S ALREADY BEEN SAID, I LOVE HAVING THE ATTENDANCE AWARDS AND SEEING SOME STUDENTS HERE AND HEARING FROM THE PRINCIPALS OF THE SCHOOL.

UM, I THINK IT ONE SHINES ON THOSE SCHOOLS.

AND THEN ALSO JUST LETS US SEE SOME PARTICIPATION FROM OUR SCHOOLS, WHICH IS WHAT WE'RE ALL HERE FOR.

UM, LOOKING BACK OVER THE PAST MONTH, UM, SOUTH RIVER SUPERVISOR CHERYL COLORS AND I, UM, HAD A SOUTH RIVER FORUM ON OCTOBER 16TH AT SKYLINE HIGH SCHOOL.

UM, WE HAD PARTICIPATION FROM THE SHERIFF'S DEPARTMENT, THE FIRE DEPARTMENT NORTHWEST, UM, THE POLICE DEPARTMENT.

I'M LOOKING AT DR.

BALLINGER SO HE CAN HELP ME REMEMBER WHO ELSE WAS THERE.

THE COUNTY PLANNING SOCIAL SERVICES WAS THERE AS WELL.

WE HAD A HUGE REPRESENTATION FROM LOTS OF DEPARTMENTS WITHIN THE COUNTY.

UM, UNFORTUNATELY WE HAD ABOUT EIGHT COMMUNITY MEMBERS THAT CAME OUT, UM, TO SEE US WHILE WE WERE OUT THERE.

BUT, UM, I APPRECIATE EVERYONE, UM, FROM THE COUNTY AND FROM THE DIFFERENT SERVICE DEPARTMENTS THAT CAME AND SPENT TWO HOURS THERE SUNDAY.

UM, WE ALL CHATTED WITH EACH OTHER AND HAD A GOOD TIME MEETING, UM, AND SOME OF THOSE INDIVIDUALS THAT I DON'T SEE FREQUENTLY.

SO, UM, IN THE FUTURE, HOPEFULLY WE SEE MORE OF THOSE TYPE OF EVENTS WITH, UM, OUR OTHER SCHOOL BOARD MEMBERS AND OTHER SUPERVISORS, UM, THROUGH THE DIFFERENT DISTRICTS OF OUR COUNTY.

AND, UM, MOUNTAIN VISTA GOVERNOR'S SCHOOL IS STILL TRYING

[00:35:01]

TO DECIDE, UH, WHAT THEIR MASCOT IS GONNA BE.

THEY'RE DOWN TO THE MEGALODONS OR THE OWLS.

SO THAT'S BEEN A REALLY FUN COMPETITION TO WATCH THOSE STUDENTS DO THEIR, UM, ART DRAWINGS AND SEE WHAT THEIR MASCOTS ARE GONNA LOOK LIKE.

SO THEY'RE HAVING A VOTE AND TRYING TO FIGURE THAT ALL OUT STILL.

UM, AND THEN LAS, I'D JUST LIKE TO THANK EVERYBODY THAT'S PUTTING TOGETHER THE, THE CYBER BULLYING FORUM TOMORROW NIGHT, BECAUSE CERTAINLY THAT IS MUCH NEEDED, UM, IN OUR COUNTY AND I'M SURE IN EVERY COUNTY.

BUT I'M REALLY THANKFUL FOR EVERYONE THAT'S PUTTING THE TIME AND EFFORT INTO THAT.

AND HOPEFULLY WE'LL HAVE A, A REALLY GOOD TURNOUT AND WITH ROYAL EXAMINER'S HELP, HOPEFULLY AT LEAST THOSE THAT CAN ATTEND, WE'LL BE ABLE TO WATCH IT LATER.

SO I APPRECIATE ALL OF THAT.

OKAY.

MOVING ON TO OUR ACTION AGENDA

[5.A. Salary Scale Supplement Updates- Mr. Goodwin]

THIS EVENING.

THE FIRST ITEM IS A SALARY SCALE SUPPLEMENT UPDATES.

AND THAT'S MR. GOODWIN.

GOOD EVENING.

I DUNNO WHY I SET IN THE BACK TODAY.

WE HAVE A LITTLE BIT MORE ROOM IN THE FRONT.

I SHOULD BE UP CLOSER.

SORRY, YOU HAD TO WAIT.

I BRING TO YOU TONIGHT FOR CONSIDERATION SOME SUPPLEMENT, UH, OPPORTUNITIES FOR US TO MAKE, UH, IN YOUR PACKET YOU HAD SOME SALARY SCALES.

THESE ACTUALLY ARE ITEMS WE HAD HOPED TO OFFER EARLIER IN THE YEAR.

SO NOW THAT THE GOOD WORK OF THE BUDGET COMMITTEE IS COMING TO FRUITION, I HOPED YOU MIGHT CONSIDER IT TONIGHT.

SO I ASK YOU IF YOU HAVE ANY QUESTIONS ABOUT ANY OF THESE, AND I ASK YOU TO PLEASE APPROVE THEM.

ARE THERE ANY QUESTIONS FOR MR. GOODWIN? I THINK MY ONLY ONE IS THIS ISN'T ADDING TO OUR BUDGET.

THAT WAS THE ONLY QUESTION I HAD RECEIVED, WAS IF YOU COULD CLARIFY THAT WE'RE NOT, WE'RE NOT EXPANDING OUR BUDGET, WE'RE NOT ADDING TO THE EXPENSE WE'RE JUST DISTRIBUTING.

CORRECT? THAT IS CORRECT.

THESE, I WILL TRY MY BEST TO ANSWER THAT QUESTION.

UM, THESE ARE ITEMS THAT WE HAD ORIGINALLY APPROVED FOR THESE PARTICULAR EMPLOYEES BECAUSE WE WERE NOT FULLY FUNDED AT THAT POINT IN TIME.

THE MONEY WAS NOT DISTRIBUTED.

NOW I'M ASKING YOU TO ALLOW ME TO DO THAT BECAUSE OF THE GOOD WORK OF THE COMMITTEES.

WELL, AND ACTUALLY JUST TO, TO, TO EXPAND ON THAT, WE DID LOOK AT OUR COST SAVINGS BETWEEN, UH, TURNOVER FROM LAST YEAR TO THIS YEAR AND PLUS ANY SAVINGS THAT WE'VE CURRENTLY HAD FROM OUR VACANCIES.

UM, AND SO THAT'S WHAT'S ALLOWING US TO DO THIS AT THIS POINT IN TIME BECAUSE WE'VE HAD THOSE SAVINGS FROM THE BEGINNING OF THE YEAR TO NOW.

SO IT'S NOT ANY ADDITIONAL FUNDS OR ANYTHING, IT'S JUST THE SAVINGS FROM TURNOVER FROM INDIVIDUALS THAT LEFT LAST YEAR TO THE PEOPLE THAT WE HIRED THIS YEAR.

AND THEN ALL OF THE VACANCIES THAT WE STILL HAVE ON OUR BOOKS THAT WE'RE NOT PAYING THAT OUT.

THAT IS A, A SAVINGS THAT IS BUILT IN.

AND SO NOW AS WE, WE GAIN THAT MONTH IN AND, UH, UNTIL WE FILL THOSE POSITIONS WHERE IF WE DON'T, THEN WE WILL START ADDING OTHER INITIATIVES THAT WE WANTED TO ADD, UM, THROUGH OUR ORIGINAL BUDGET, UH, THROUGHOUT THE YEAR AS, AS IT ALLOWS US TO DO SO.

YEP.

AND I JUST WANNA PIGGYBACK ON THAT.

IT PRETTY MUCH, JUST TO REITERATE EVERYTHING THAT WAS JUST SAID, UM, UNFORTUNATELY, YOU KNOW, WE, WE WERE NOT FUNDED FULLY.

UM, WE HAVE CONTINUED TO AD ADVOCATE FOR THAT.

UM, UNFORTUNATELY IT, IT'S NOT HAPPENING.

UM, AND THROUGH, YOU KNOW, TURNOVER AND, AND THE COST SAVINGS WITH, WITH HIRING DIFFERENT, UM, YOU KNOW, A VETERAN TEACHER RETIRING VERSUS HIRING A BRAND NEW TEACHER, THAT'S A HUGE COST SAVINGS SOMETIMES.

UM, YOU KNOW, I'M, I'M GLAD THAT YOU GUYS WERE VERY DILIGENT AND RAN THE NUMBERS AND I APPRECIATE THAT.

I KNOW IT, IT TAKES A, A LOT OF DETAIL TO DO THAT IN ORDER TO FIND THAT COST SAVINGS THAT WE CAN PUT BACK INTO OUR COUNTY, UM, FOR OUR TEACHERS.

UM, AND I, I DO APPRECIATE THAT.

SO THANK YOU.

I WANNA THANK THE BOARD FOR THE WORK THAT YOU CONTINUE DO TO HELP ME RETAIN THE EMPLOYEES THAT WE HAVE.

IT'S VALUABLE.

I KNOW WE'VE HAD A LOT OF DISCUSSION ABOUT HOW IMPORTANT IT IS FOR US TO ACQUIRE GREAT EMPLOYEES, BUT ALSO TO RETAIN THEM.

SO I THANK THE BOARD AGAIN FOR THE WORK THAT YOU'VE BEEN DOING TO HELP ME DO THAT.

THANK YOU.

MR. GOODWIN.

IS THERE A MOTION ON THIS? I MOVE THAT THE UPDATES TO THE 20 22, 20 23 WARREN COUNTY PUBLIC SCHOOL'S SALARY SCALES BE APPROVED AS PRESENTED.

IS THERE A SECOND? SECOND? ANY ADDITIONAL DISCUSSION ON THIS? ALL THOSE IN FAVOR? AYE.

I OPPOSE? NO.

GREAT.

THANK YOU MR. GOODWIN.

THANK YOU.

NEXT UP

[5.B. Approval of One-time Employee Bonus for Part-time Warren County Public Schools Employees - Dr. Ballenger]

WE HAVE APPROVAL OF ONETIME EMPLOYEE BONUS FOR PART-TIME WARREN COUNTY PUBLIC SCHOOL'S EMPLOYEES, DR.

BALLINGER.

SO THIS IS JUST SOMETHING AS, UM, IN OUR ORIGINAL BUDGET, WE DID HAVE THE $1,000 BONUS ALREADY BUILT IN.

UH, WHAT WE DID NOT HAVE WAS FOR ANY PART-TIME EMPLOYEES, AND THAT IS A $500 BONUS.

AND SO THIS IS ADDING THE $500 BONUS FOR ALL OF OUR PART-TIME EMPLOYEES, WHICH YOU CAN SEE TOTALS UP THERE TO JUST A LITTLE OVER $14,000.

UM, AND IT IS A ONE TIME BONUS AS THE THOUSAND IS FOR ALL FULL TIME.

[00:40:02]

ANY QUESTIONS FOR DR.

BALLINGER ON THIS? IS THERE A MOTION? CAN I ASK A QUESTION REAL QUICK? JUST WHAT I CLARIFY TOO, THIS IS THE, THE, THE, UM, IT'S AGAIN THE STAFF TURNOVER SAVINGS.

YES, MA'AM.

FOR THAT WE, WHERE THE, THE MONEY HAS BEEN YES, MA'AM.

TAKEN FROM YES, MA'AM.

CORRECT.

OKAY.

YES, MA'AM.

GOTCHA.

IS THERE A MOTION, I MOTION THAT APPROVAL BE GIVEN TO ISSUE A ONETIME 500 GROSS PAY BONUS ON NOVEMBER 21ST, 2022 TO ELIGIBLE PART-TIME WARREN COUNTY PUBLIC SCHOOL STAFF MEMBERS EMPLOYED AS OF OCTOBER 31ST, 2022.

IS THERE A SECOND? A SECOND.

ANY DISCUSSION? ALL THOSE IN FAVOR? I, I, I OPPOSE? NO.

GREAT.

THANK YOU.

NEXT UP WE HAVE TRANSPORTATION,

[5.C. Transportation Sports/Field trip driver pay rate - Mr. Smith]

SPORTS, AND FIELD TRIP DRIVER PAY RATE.

MR. SMITH.

THANK YOU.

GOOD EVENING.

UM, FROM, UH, MR. MITCHELL IN OUR TRANSPORTATION DEPARTMENT, UM, HE, HE STATES THAT WE'RE EXPERIENCING A SHORTAGE OF AFTER HOUR TRIP DRIVERS FOR ACTIVITY TRIPS AND FIELD TRIPS.

UH, THE CONTRACTUAL HOURLY RATE FOR A BUS DRIVER WITH ZERO YEARS OF EXPERIENCE AS $19 64 CENTS.

OUR CURRENT ACTIVITY TRIPS AND FIELD TRIPS IS $14 PER HOUR.

UM, THIS RATE, UH, ASK OUR DRIVERS TO WORK EXTRA HOURS AT A SIGNIFICANTLY REDUCED RATE THAN FROM THE STARTING SALARY RATE.

UM, THIS RATE IS NO LONGER ENTICING FOR AFTER HOUR ACTIVITY DRIVING.

UH, WE DID, UH, LOOK AROUND AT SEVERAL COUNTIES TO SEE WHAT THEY PAY FOR THEIR ACTIVITY TRIPS, UM, IN THE EVENING.

AND THE SHENANDOAH COUNTY PAID $20 PER HOUR, AND FREDERICK COUNTY PAID $20 75 CENTS PER HOUR.

UM, SO TRANSPORTATION STAFF IS PROPOSING TO INCREASE THE HOURLY RATE FROM 14 TO 20 PER HOUR.

UH, THIS ADJUSTMENT WILL SIGNIFICANTLY HELP US IN RECRUITING AFTER HOUR DRIVERS TO SERVE OUR STUDENTS' NEEDS FOR THEIR EXTRACURRICULAR ACTIVITIES.

ONE THING IN REGARDS TO TRANSPORTATION THAT OCCURS IS THAT WHEN WE HAVE, AS DR.

BALLINGER MENTIONED EARLIER, OUR WINTER BREAK, PERHAPS EVEN OUR THANKSGIVING BREAK DURING THAT WEEK, OUR TRANSPORTATION PART, UH, DEPARTMENT CONTINUES TO, TO GO.

THERE ARE STUDENTS THAT WE TAKE TO VARIOUS DIFFERENT, UM, CAMPUSES THROUGHOUT THE AREA, UH, THAT OUR SCHEDULE, UM, REALLY DOESN'T MATCH THEIRS IN PARTICULAR, SOME OF THOSE SERVICES THAT THEY RECEIVE.

UM, IT, IT'S CONTINUOUS AS WELL AS LIKE OVER THE, UH, WINTER BREAK.

UM, YOU KNOW, WE HAVE SPORTS TRIPS THAT GO OUT OVER THE ENTIRE WINTER BREAKS.

THE ATHLETIC DEPARTMENT DOESN'T STOP BECAUSE OF, UM, OF, OF HOLIDAY BREAKS AND, AND THOSE TYPE OF THINGS.

UM, MR. MITCHELL HAS REACHED OUT TO SOME OF THE DRIVERS TO GET SOME INPUT OF WHAT WOULD, UH, BE, UH, YOU KNOW, WHY NOT TO TAKE SOME OF THE TRIPS AT $14 AN HOUR, REALISTICALLY, ESPECIALLY SAY ON A FRIDAY NIGHT.

OR LET'S SAY YOU'RE, YOU'RE GOING TO A CROSS COUNTRY INVITATIONAL, YOU'RE TAKING THE TEAM ON A SATURDAY OR TRACK IN THE SPRING, OR WRESTLING IN THE WINTER.

THEY'RE ALL DAY EVENTS INTO THE NIGHT.

AND THAT, UM, $14 AN HOUR ONCE YOU LEAVE TAXES, YOU, YOU TAKE TAXES OUT THERE.

THERE'S NOT A A, A LOT THERE TO ENTICE SOMEONE TO DO THAT.

SO WE WOULD ASK TO BE ABLE TO BE COMPETITIVE WITH THOSE PARTICULAR RATES FOR OUR AFTER SCHOOL, OUR EVENINGS AND OUR FIELD TRIP RATES.

ANY QUESTIONS ON THIS FOR MR. SMITH? IS THERE A MOTION I MOVE THAT THE WARREN COUNTY SCHOOL BOARD APPROVES THE RECOMMENDED HOURLY RATE FOR TRANSPORTATION, SPORTS ACTIVITY AND FIELD TRIPS FROM $14 AN HOUR TO $20 AN HOUR? IS THERE A SECOND? WELL SECOND.

ANY DISCUSSION ON THIS? UM, I JUST WANTED TO SAY, I, I LIKE THAT THE EXTRA WORK IS A, IS REFLECTING THE EXTRA PAY.

I THINK THAT'S, THAT'S REALLY IMPORTANT FOR EMPLOYEE RETENTION.

IF YOU'RE GONNA DO THE EXTRA WORK, YOU DESERVE EXTRA PAY, NOT, NOT LOWER PAY FOR DOING SO.

ALL THOSE IN FAVOR? I I.

OPPOSED? NO.

GREAT.

THANK YOU.

THANK YOU.

AND, UM, UH, THE, IT'S A, AGAIN, A 36 MONTH LEASE, UM, AT $1,989 A MONTH, UM, WHICH COMES OUT TO BE, UM, 71,604 OVER THE THREE YEARS, OR 23,868 PER YEAR.

UM, AND OF COURSE, THE FUNDING COMES OUT OF THE SKYLINE MIDDLE SCHOOL, UH, COST CENTER.

ANY QUESTIONS FOR MR. GRANT ON THIS ONE? CAN YOU SAY AGAIN WHAT THE FULL CONTRACT AMOUNT IS FOR THIS ONE? THE FULL CONTRACT AMOUNT IS, UH, 71,604.

OKAY.

THAT MOTION NEEDS TO, TO BE AMENDED THERE.

YEAH, BECAUSE IN THE MOTION IT SAYS 99 7 20.

SO, OKAY.

I, UM, HANG ON, LET ME JUST DOUBLE CHECK HERE.

AND IS THAT STILL WITH DSI? THAT IS WITH DSI.

UM, LET ME DOUBLE CHECK THE, THE LEASE.

IT LOOKS LIKE IT JUST GOT COPIED DOWN FROM THE YEAH, I COPIED OVER THE ONE TO THE OTHER, SO I PROBABLY MADE A MISTAKE.

UM, YOU MIND IF I MATH JUST A SECOND.

SEE NINE, IT'S THE 71.

604 IS THE 1989 A MONTH IN THE CONTRACT.

OKAY.

71,604.

SO YEAH, WE NEED TO AMEND THE MOTION.

OKAY.

IS THERE A MOTION I MOVE THAT THE CONTRACT IN THE AMOUNT OF $71,604 BE AWARDED TO DOCUMENT SOLUTIONS INCORPORATED DSI FOR THE LEASE OF THE COPIERS AT SKYLINE MIDDLE SCHOOL AND THAT THE SUPERINTENDENT BE AUTHORIZED TO SIGN THE LEASE AGREEMENT.

IS THERE A SECOND? SECOND.

ANY DISCUSSION ON THIS? ALL THOSE IN FAVOR? AYE.
