[2.C. Attendance Award Presentation]

UP THIS EVENING WE HAVE DR.

BALLINGER WITH AN ATTENDANCE AWARD PRESENTATION.

THANK YOU MADAM CHAIR.

UM, AS WE KNOW, SCHOOL ATTENDANCE IS ESSENTIAL TO ACADEMIC SUCCESS AND WE HAVE NOW BEEN GIVING OUR ATTENDANCE AWARDS.

THIS WILL BE THE, UH, THIRD MONTH.

AND SO WE HAVE A FEW NEW, UH, FACES IN THE CROWD TONIGHT AS FAR AS FOR OUR ATTENDANCE AWARDS.

SO TONIGHT, UM, I WOULD LIKE TO CONGRATULATE HILDA J BARBER FOR WINNING THE ELEMENTARY AWARD.

ALSO, I WOULD LIKE TO CONGRATULATE SKYLINE MIDDLE SCHOOL FOR WINNING THE, UM, SECONDARY ATTENDANCE AWARD.

AND THEN FOR OUR MOST IMPROVED AND THE ONLY SCHOOL THAT ATTENDANCE ACTUALLY WENT UP THIS MONTH BECAUSE WE DID HAVE A LOT OF, UH, SICKNESS WITHIN THE SCHOOLS, BUT THIS SCHOOL ACTUALLY, THE ATTENDANCE WENT UP AND THAT IS SKYLINE HIGH SCHOOL.

SO I WOULD LIKE TO ASK HILDA J BARBER TO COME UP.

GOOD EVENING EVERYONE.

WE'D LIKE TO THANK YOU FOR WELL, WE'RE APPRECIATIVE OF EVERYTHING THAT YOU'RE DOING FOR US, AND WE'RE GLAD THAT WE COULD BE HERE TO WIN THIS ATTENDANCE AWARD.

I BROUGHT SOME FRIENDS WITH ME.

WE HAVE LOUIS LAMA SANCHEZ HERE, AND WE HAVE ZION ZANA AND JASON JOHNSON ALL HERE TO HELP US ACCEPT THIS AWARD.

UM, FIRST WE'D LIKE TO SAY THAT WE COULDN'T DO WHAT WE DO WITHOUT THE GREAT SUPPORT FROM OUR PARENTS, AND ESPECIALLY WITH THE FLU AND THE RSV AND EVERYTHING GOING ON.

AND YET THEY STILL WORK SO HARD TO MAKE SURE THEIR KIDS CAME TO SCHOOL EVERY DAY.

AND WE APPRECIATE THAT.

UM, WE ALSO COULDN'T DO THIS WITHOUT A AMAZING STAFF THAT WE HAVE THAT MAKE IT SO EXCITING FOR THE KIDS TO BE THERE EVERY DAY AND FORMING THOSE POSITIVE RELATIONSHIPS WITH, WITH ALL THEIR STUDENTS THAT MAKE THEM WANNA BE THERE.

WE ALSO DO THINGS AND HAVE SOME CHALLENGES.

WE DO THE CHALLENGE 10, LIKE THE OTHER SCHOOLS ARE DOING, AND WE HAVE A COMPETITION BETWEEN THE CLASSES WHERE THE ONE AT THE END OF THE MONTH, IT HAS THE MOST PEOPLE SHOW UP EVERY DAY.

THEY EARN A TROPHY.

YOU HAVE A TROPHY? NOT YET.

YOU'LL GET IT.

.

HAVE YOU HAD IT? NOT YET.

YOU'LL GET IT.

SO, UM, SO IT'S FUNNY BECAUSE SOME OF THE TEACHERS WILL, THEY'LL CALL EACH OTHER AND WHEN THEY KNOW THEY'RE CLOSE, THEY'LL BE LIKE, HEY, ALL YOUR KIDS SHOW UP TODAY.

SO IT'S KIND OF FUN.

UM, BUT WE ALSO DO THINGS NOT JUST FOR WHAT THE KIDS CAN EARN OR OUR, UM, GET, IT'S ABOUT, UM, MAKING IT FUN JUST TO BE AT SCHOOL.

SO FOR INSTANCE, ALL THIS MONTH THEY HAVE SPECIAL DRESSUP DAYS AND WE HAVE THE SINGING ALONG COMING AND THE PARENTS CAME FOR THE TURKEY TROT AND WE, THE LAST DAY BEFORE BREAK, WE HAVE A SINGING SCIENTIST COMING.

SO HOPEFULLY THAT'LL KEEP 'EM ALL THERE THAT LAST DAY.

SO WE JUST WANNA SAY THANK YOU FOR THIS OPPORTUNITY TO ACCEPT THIS ATTENDANCE AWARD.

OKAY.

SO,

[00:05:35]

AND THEN WE HAVE MR. JOHNSON WITH SKYLINE MIDDLE SCHOOL, DR.

BALLINGER BOARD MEMBERS, UH, MEMBERS OF THE PUBLIC.

UM, I'M HONORED TO SPEAK ON THE BEHALF OF SKYLINE MIDDLE SCHOOL.

UM, THIS EVENING I HAVE WITH US OUR STUDENT SUPPORT COACHES AND SUPPORT COACH AIDS.

I'M MRS. LACEY MILLER.

OKAY.

UM, MS. TAYLOR WEIR, UM, MRS. TINA FLANAGAN AND MS. UH, JAMIE LYNN.

PASTOR, UH, THESE NUMBERS WOULD NOT BE POSSIBLE WITHOUT THEIR SUPPORT.

THESE LADIES HAVE MET WITH, UH, A TOTAL OF 354 OF OUR STUDENTS THIS YEAR, UH, UP TO THIS POINT DOING CHECK-INS AND CHECKOUTS, SUPPORTING STUDENTS ACADEMICALLY AND THE IMPORTANT PURPOSE OF WHY WE'RE HERE THIS EVENING.

UH, THEY MEET WITH 160 OF OUR STUDENTS TO SUPPORT THEIR, UH, ATTENDANCE NEEDS.

UM, BECAUSE OF THEIR EFFORTS, UH, OUR CREDIT ABSENTEEISM NUMBERS HAVE, HAVE DROPPED.

UM, SPECIFICALLY ONE STUDENT HAD, HAS MISSED LAST YEAR.

OH, NEARLY 60 DAYS HAS MISSED ZERO THIS YEAR.

SO, UM, THEY HAVE, THEY'VE DONE AWESOME WORK, UM, WORKING THROUGH OUR ALL HERE SYSTEM THAT WE HAVE SET UP.

UM, ALONG WITH NOT TO TAKE ANYTHING AWAY FROM SKYLINE HIGH SCHOOL, BUT WITH SKYLINE HIGH SCHOOL, IT WAS THEIR IDEA.

UH, WE'VE PARTNERED WITH THEM AND, UH, THE PARENTS TO SUPPORT, UH, UM, GETTING STUDENTS HERE ON TIME TO SCHOOL.

EXCUSE ME.

AND SINCE NOVEMBER 15TH, THESE LADIES HAVE PERFORMED AT LEAST 39 APPARENT MEETINGS.

SO WITH THANKSGIVING IN THERE, THAT IS AN AWESOME NUMBER.

SO, BUT DON'T TAKE MY WORD FOR IT.

I'M GONNA KICK IT OVER TO MISS, UH, MILLER.

CAN SHE TELL YOU A LITTLE BIT ABOUT HI.

UM, WE ARE REALLY GRATEFUL FOR THE OPPORTUNITY TO MEET WITH OUR PARENTS.

UM, WE FEEL LIKE WE HAVE GREAT, UM, RELATIONSHIPS WITH THESE KIDS AND WE GOT TO KNOW SOME OF THESE PARENTS AND KIND OF GET TO KNOW WHAT THEY'RE COMING FROM.

SO WE'RE REALLY GRATEFUL FOR THE OPPORTUNITY THAT MR. JOHNSON HAS GIVEN US.

UM, WE ALSO HAVE DONE LIKE A LITTLE INCENTIVES WITH ATTENDANCE FOR THEM IMPROVING FROM LAST YEAR, AND THEY REALLY ENJOYED THAT.

AND, UM, I THINK IF ANYBODY ELSE HAS ANYTHING TO SAY, YEAH, WE HAVE LIKE A LITTLE PIZZA PARTY AND WE'RE ALSO DOING A, UM, EMOTIONAL DEFINITELY NEED.

UM, WE'RE KINDA ON CALL ALL DAY, KINDA POPPING OUT, UH, WHEREVER WE CAN.

SO WE'RE DEFINITELY BUSY.

ALL ALL, THANK YOU.

THANK YOU FOR ALL YOUR SUPPORT, WE APPRECIATE IT.

AND FOR OUR MOST IMPROVED MS. NELL SPERLING SKYLINE HIGH SCHOOL HERE.

ALRIGHT, I'M LOOKING AT YOU TOO.

I'M LOOKING AT YOU GUYS.

.

ALL RIGHT.

WE HAVE SOME RELUCTANT HAWKS IN THE AUDIENCE, BUT THEY'RE STILL THERE.

YOU CAN SEE THEM.

GOOD EVENING EVERYBODY.

I'M NELL SPERLING.

I'M THE PRINCIPAL AT SKYLAND HIGH SCHOOL, AND I HAVE WITH ME SOME OF MY AWESOME HAWKS WHO YOU WILL MEET LATER ON THIS EVENING.

SOME MEMBERS OF OUR CROSS-COUNTRY TEAM AND SOME OF OUR LIFESAVERS THAT ARE RIGHT BEHIND ME.

I ALSO HAVE ONE OF OUR, OUR FABULOUS AGRICULTURE TEACHER, MS. GRACE BUCKLAND HERE WITH ME THIS EVENING.

AND, UH, KIND OF STEMMING OFF OF WHAT MR. JOHNSON SAID.

UM, WE KNOW THAT WE HAVE THIS, WE SHARE THE SAME STUDENTS, WE SHARE THE SAME FAMILIES, AND WE'VE BEEN REALLY TRYING TO WORK HARD TOGETHER TO TACKLE THE ISSUE OF CHRONIC ABSENTEEISM.

UM, WE'VE TRIED TO TAKE SOME REALLY CREATIVE, UM, UH, OUT OF THE BOX STEPS TO REALLY ADDRESS A REALLY COMPLICATED ISSUE.

UM, ALL THE ALL HERE PROGRAM, WE'RE JUST KIND OF GETTING ROLLING WITH THAT, AND I'M EXCITED TO SEE ABOUT THE POSSIBILITIES THAT WE HAVE WITH THAT.

UM, WE ALSO, I BELIEVE,

[00:10:01]

HAVE OUR, OUR NEW DEAN THAT'S BEING APPROVED THIS EVENING.

WE REALLY HOPE THAT THAT DEAN WILL REALLY BE ABLE TO FOCUS ON MAKING RELATIONSHIPS WITH FAMILIES AND WITH STUDENTS AND TO REALLY KIND OF GET AT THE HEART OF, OF WHERE SOME OF OUR CHRONIC ABSENTEEISM, UH, DIFFICULTIES ARE COMING FROM.

UM, SO AGAIN, WE THANK YOU SO MUCH.

WE'VE, WE'VE BEEN WORKING REALLY HARD ON OUR ATTENDANCE AND, UM, IT'S, IT'S, IT'S A COMPLICATED ISSUE.

UM, BUT WE ARE VERY PROUD TO HAVE, HAVE IMPROVED THAT.

UM, I WANNA TAKE JUST A MOMENT AND GIVE YOU A FEW LIKE, EXCITING THINGS THAT ARE GOING ON AT SKYLINE.

UM, WE TOOK 21 STUDENTS ON A SITE VISIT TO MOUNTAIN VISTA GOVERNOR'S SCHOOL A COUPLE OF WEEKS AGO.

UM, WE TOOK, IT WAS THE LARGEST GROUP THAT WE'VE TAKEN.

UM, THEY WERE REALLY EXCITED.

THEY HAD AN OPPORTUNITY TO SEE LESSONS THAT WERE TAUGHT BY GOVERNOR SCHOOL TEACHERS TO KIND OF GET A TASTE ABOUT WHAT THAT WOULD ACTUALLY FEEL AND LOOK LIKE TO ATTEND THAT STEM-BASED SCHOOL.

UM, OUR CORAL AND UH, THEATER PROGRAM HAS BEEN COLLABORATING AND THEY ARE DOING THE NORTH POLE STAR.

UM, THEY'VE ACTUALLY BEEN PERFORMING THAT THIS WEEK.

THEY HAVE, UM, PUT ON SHOWS FOR OUR ELEMENTARY FEEDER SCHOOLS WHO WILL BE COMING TO US AGAIN, KIND OF HOPING TO BUILD THAT SENSE OF COMMUNITY AND THAT EXCITEMENT ABOUT WHAT THEY CAN PARTICIPATE IN WHEN THEY GET TO OUR LEVEL AT THE HIGH SCHOOL.

UM, WE HAVE ONE MORE SHOW TOMORROW FOR ELEMENTARY SCHOOLS AT 9 45.

YOU CAN ALSO CATCH THEM THIS WEEKEND ON SUNDAY AT THREE O'CLOCK.

UM, IT'S, IT'S A REALLY ENJOYABLE SHOW.

UM, OUR HONOR SOCIETY JUST HAD A BLOOD DRIVE THIS PAST WEEK, AND THEY MET THEIR GOAL OF 27 UNITS OF VIABLE DONATED BLOOD.

SO, UH, GREAT JOB TO OUR SENIOR CLASS SPONSOR, KELLY THOMPSON AND THE NATIONAL HONOR SOCIETY GROUP AS WELL.

UM, LASTLY THIS EVENING, OUR REACHING OUT NOW PROGRAM IS, UM, GONNA BE HOSTING THE LINDA KROLL COMMUNITY MEAL PROGRAM.

THIS, UH, NEXT THURSDAY THE 15TH, UM, IT'S A HOLIDAY DINNER, SO FAMILIES WITH STUDENTS THAT ARE ATTENDING OUR SCHOOL SYSTEM ARE INVITED TO JOIN US AT SKYLINE HIGH SCHOOL IN THE CAFETERIA, UH, AN EVENING OF COMMUNITY AND A DINNER AND GIFTS AND JUST CONNECTION WITH OUR COMMUNITY.

UM, THIS MONTH'S MENU AS SMOKED TURKEY, HONEY, HAM, SHEPHERD'S PIE, MIXED VEGGIES, AND A SPECIAL DESSERT ALL PREPARED BY OUR STUDENTS AT THE BLUE RIDGE TECH CENTER IN THE CULINARY ARTS PROGRAM.

WELL, THERE WILL ALSO BE SOME FEATURED GUESTS, UM, FROM THIS DEPARTMENT OF SOCIAL SERVICES AND ST.

LUKE'S CLINIC ABOUT RESOURCES AVAILABLE TO OUR STUDENTS AND COMMUNITY.

REALLY GOING BACK TO THAT IDEA OF COMMUNITY AND CONNECTION BUILDING WITH OUR, OUR GREATER COMMUNITY AND OUR SCHOOL COMMUNITY.

AND RIGHT AFTER THAT DINNER STAY FOR THE BAND CONCERT THAT EVENING AT 7:00 PM UH, DIRECTED BY OUR TEACHER OF THE YEAR.

MR. DANNY HOLLAND, THANK YOU AGAIN FOR YOUR OPPORTUNITY THIS EVENING.

THANK YOU ALL.

NEXT

[2.D. Warren County Educational Endowment Presentation - Mr. George Karnes]

UP THIS EVENING, WE HAVE A PRESENTATION FROM MR. GEORGE CARNS FROM THE WARREN COUNTY EDUCATIONAL ENDOWMENT, , MADAM CHAIR, MEMBERS OF THE BOARD, DR.

BALLINGER, THANK YOU VERY MUCH FOR ALLOWING US SOME TIME ON THE AGENDA.

WE ARE ALWAYS GLAD TO COME TO THE SCORE BOARD MEETING, BUT ESPECIALLY, UH, AT THIS TIME OF YEAR WHEN WE GET TO, UH, PRESENT A CHECK, UM, TO THE BOARD OFFICIALLY.

UH, BUT WHAT WE'RE REALLY DOING IS PAYING FOR THESE WONDERFUL GRANTS AND ALL OF THE WORK THAT THESE, UH, TEACHERS AND ADMINISTRATORS HAVE DONE WITHIN THE SCHOOL SYSTEM.

THIS YEAR.

WE HAVE AWARDED GRANTS FOR EVERYTHING FROM RAISED BEDS TO FLORAL, UH, COOLERS AND RECYCLING CARTS TO GO-KARTS.

UM, AND OVER $65,000 THIS YEAR.

WHEN I FIRST JOINED THE WARREN COUNTY EDUCATIONAL ENDOWMENT BOARD, WE WERE AVERAGING ABOUT $30,000 A YEAR.

AND IN SIX YEARS, WE HAVE MORE THAN DOUBLED HOW MUCH WE'RE ABLE TO PRESENT, UH, EVERY YEAR.

AND THROUGH GENEROUS CONTRIBUTIONS FROM THE WARREN COUNTY COMMUNITY, UM, WE HAVE A CORPUS THAT WILL ALLOW US TO CONTINUE TO MAKE GRANTS AT THAT DOLLAR LEVEL AND CONTINUE TO INCREASE THEM THROUGH THE YEARS.

SO, UM, THAT IS THE EXTENT OF MY COMMENTS.

I WOULD LIKE TO INVITE, BECAUSE I UNDERSTAND SEVERAL MEMBERS, UH, OF YOUR FACULTY THAT WERE AWARDED GRANTS ARE HERE TONIGHT.

AND THAT'S WHAT THIS IS

[00:15:01]

REALLY ALL ABOUT.

I'D LIKE TO INVITE THEM TO COME FORWARD AND I HAVE AT LEAST TWO BOARD MEMBERS, UM, OUR VICE PRESIDENT, MARYANNE BIGGS, WHO IS A LONG-TERM EDUCATOR, AND ONE OF THE NEWER MEMBERS OF OUR BOARD, MS. VITA TIMBERS, WHO IS A LONG-TERM, LONG-TIME EDUCATOR HERE IN WARREN COUNTY.

WE'RE GRATEFUL TO HAVE HER HERE WITH US TONIGHT.

AND, UM, IF I COULD ASK, UH, THE BOARD AND DR.

BALLINGER TO COME DOWN.

I THINK WE HAVE A BIG CHECK TO, UH, PRESENT.

IS EVERYONE READY? 1, 2, 3.

1, 2, 3.

AMAZING.

THANK.

OKAY.

IF YOU EVERYBODY COULD TURN YOUR EYES SLIGHTLY MORE TO THE RIGHT DIRECTLY.

OUR ADMINISTRATIVE ASSISTANT, ONE, TWO, THANK YOU, ADMINISTRATOR ASSISTANT, AND FOR HER.

[2.E. Student Recognition for Life Saving Actions - Dr. Chris Ballenger]

NEXT UP THIS EVENING, WE HAVE RECOGNITION FOR, UM, STUDENT LIFESAVING ACTIONS, AND THAT'S DR.

BALLINGER.

MADAM CHAIR.

I WOULD LIKE TO INVITE LIEUTENANT CHUKAR FROM THE FRONT ROYAL FIRE DEPARTMENT TO PLEASE COME UP.

YEAH, ONE CAMERA.

SORRY.

MADAM CHAIR BOARD.

DR.

BALLINGER, THANK YOU FOR HAVING ME.

MY NAME'S AUSTIN ARD.

I WORK FOR WARREN COUNTY FIRE AND RESCUE.

SO PARKER MCGANN AND CARSON RICHARDSON.

YOU GUYS WANT TO COME ON UP? WE'RE DEFINITELY NOT GETTING, GETTING OUT OF THIS ONE.

.

SO ON NOVEMBER 4TH, 2022, WHILE AT THE SKYLINE VERSUS WARREN COUNTY HIGH SCHOOL FOOTBALL GAME, UH, SOPHOMORES, PARKER MCGANN AND CARSON RICHARDSON, WHICH WITNESSED AN ELDERLY FEMALE ACTIVELY CHOKING JUST FEET AWAY FROM THEM WITHOUT HESITATION, PARKER IMMEDIATELY RUSHED HER AID AND BEGAN PERFORMING LIFESAVING ABDOMINAL THRUSTS.

AND CARSON BEGAN NOTIFYING EMERGENCY RESPONDERS JUST LIKE THEY HAD BEEN TRAINED TO DO.

THEIR QUICK RESPONSE LED TO SUCCESSFULLY CLEARING THE OBSTRUCTION OUTTA THE LADY'S AIRWAY.

AND THANKS TO PARKER AND CARSON'S QUICK RECOGNITION AND FAST REACTION, THE VICTIM AVOIDED ANY SERIOUS COMPLICATIONS AND DID NOT REQUIRE ANY FURTHER MEDICAL ATTENTION.

WHEN ASKED PARKER HUMBLY ATTRIBUTED HIS ACTIONS AND SKILLS HE LEARNED FROM A CPR COURSE HE ATTENDED DURING HIS FRESHMAN YEAR AT SKYLINE HIGH SCHOOL.

AS MANY OF YOU MAY KNOW, IN 2016, THE COMMONWEALTH OF VIRGINIA ADOPTED THE GWYNETH GWYNETH LAW, WHICH REQUIRES ALL HIGH SCHOOL FRESHMAN STUDENTS TO BECOME CERTIFIED IN EMERGENCY FIRST AID.

CPR IN THE USE OF AN A E D CURRENTLY 39 STATES, INCLUDING THE DISTRICT OF COLUMBIA, HAVE ENHANCED OR ENACTED SIMILAR LAWS RESPECTIVELY.

RESEARCH HAS FOUND HIGHER RATES OF BYSTANDER CPR IN STATES REQUIRING THIS EDUCATION, UM, BY 41% VERSUS THOSE THAT DID NOT AT A MERE 30%.

SO PLEASE, UH, ASSIST ME IN, IN THANKING THESE YOUNG MEN FOR THE, UH, LIFE-SAVING ACTIONS.

AND, UM, WE CAN, WE, SHE CERTAINLY, UH, IS GRATEFUL FOR THEM.

SO THANK YOU TO GO YET.

[2.F. VAcorp Presentation - Dr. Lee Brannon]

[00:20:41]

NEXT UP WE HAVE AVE CORP PRESENTATION FROM DR.

LEE BRANNAN.

DR.

BRANDON, YOU'RE, UM, I HAD TO MUTE YOU, SO I NEED YOU TO MUTE YOUR, UNMUTE YOUR MIC.

YES, I DO.

I DO.

TIM, THANK YOU.

THANK YOU, DR.

BRAN.

YOU ARE UP, SIR.

OKAY, WELL, GOOD EVENING, UH, MADAM CHAIR, OTHER MEMBERS OF THE WARREN COUNTY, UH, SCHOOL BOARD AND DR.

BALLINGER, I APPRECIATE THE OPPORTUNITY, FIRST OF ALL TO BE ABLE TO COME BEFORE YOU TONIGHT AND PRESENT THIS AWARD.

UH, I AM PLEASED TO INFORM YOU THAT YOUR SCHOOL DIVISION THROUGH RISK MANAGEMENT SERVICES, HAS EARNED AN EXCELLENCE IN RISK MANAGEMENT AWARD FROM BAY CORP.

BAY CORP, AS YOU KNOW, IS THE PROVIDER RISK MANAGEMENT INSURANCE PROVIDER FOR ALL OF YOUR NEEDS IN WORKERS' COMPENSATION, PROPERTY LIABILITY, AND CYBER RISK COVERAGE.

THIS, UH, WE WANT TO THANK YOU, FIRST OF ALL FOR YOUR MEMBERSHIP IN BEING A PART OF ACOR AND IT ALLOWS ME THE OPPORTUNITY TO WORK WITH, UH, DR.

BALLINGER, A LOT OF YOUR STAFF, ROB VALENTINE, BUCK SMITH, AND OTHERS.

AS WE NAVIGATE AND MITIGATE ANY TYPE OF RISK THAT YOU'VE ALL MIGHT HAVE DURING THE SCHOOL YEAR.

THIS IS PROBABLY NOT A TOPIC THAT'S ON YOUR AGENDA A LOT OF TIMES, AND THAT'S A CREDIT TO THE SCHOOL BOARD AND TO YOUR STAFF FOR ALL THE EFFORTS THAT THEY MAKE TO MAKE SURE THE LEARNING ENVIRONMENT IS A SAFE ONE IN WARREN COUNTY PUBLIC SCHOOLS TONIGHT, THERE'S CERTAIN CRITERIA, UH, FOR THIS AWARD, UM, THAT YOU ALL HAVE MET.

WE HAVE THREE CATEGORIES IN THIS AWARD THAT WE GIVE OUT STATEWIDE, I WORK WITH 121 SCHOOL DIVISIONS THROUGHOUT THE STATE OF VIRGINIA.

WE GIVE OUT USUALLY SIX AWARDS, UM, FOR THIS.

TWO OF THE AWARDS GO IN SCHOOL DIVISIONS WHO HAVE ZERO TO 5,000 STUDENTS, TWO AWARDS, GO TO SCHOOL DIVISIONS WHO HAVE 5,000 TO 10,000 STUDENTS, AND THEN TWO AWARDS GO TO THOSE DIVISIONS WHO HAVE 10,000 OR MORE STUDENTS ENROLLED IN THEIR SCHOOL DIVISION.

IT IS MY PLEASURE TONIGHT TO GO OVER THIS CRITERIA WITH YOU AND TELL YOU THAT WARREN COUNTY PUBLIC SCHOOLS HAS WON IN THE 5,000 TO 10,000 CATEGORY FOR PROPERTY AND CASUALTY RISK MANAGEMENT.

FIRST OF ALL, LIKE I SAID, THE STUDENT POPULATION DETERMINES THE CATEGORIES THAT EACH, UH, SCHOOL DIVISION IS CONSIDERED IN.

AND IF YOU'RE CONSIDERED SIX, ONE OF THE SIX OF THE TOP OUT OF 121 SCHOOL DIVISIONS WITHIN THE STATE OF VIRGINIA, IT IS A VERY MERITORIOUS AWARD FOR YOU TO RECEIVE THIS.

MOST OF THE TIME, THE EFFORTS ARE LED BY YOUR STAFF AND BY THE PEOPLE WHO WORK WITHIN YOUR DIVI DIVISION.

IT'S A CONTINUOUS EFFORT BY EACH AND EVERY PERSON IN THAT DIVISION TO EVALUATE, LOOK AT POTENTIAL RISKS THAT YOU MAY HAVE, MITIGATE THOSE RISKS WHERE POSSIBLE, AND THEN MAKE THE BEST DECISIONS POSSIBLE TO HAVE THOSE THINGS IN PLACE THAT HELP TO ELIMINATE OR AT LEAST KEEP TO A MINIMUM THE RISK THAT YOUR EMPLOYEES AND THAT YOUR SCHOOL DIVISION PROPERTY IS UNDER EACH AND EVERY DAY.

CLAIM LOSSES ALSO PLAY A ROLE IN THIS THROUGHOUT THE DIVISION.

YOUR CLAIM LOSS RATIO WAS LESS THAN 25% IN THE PROPERTY AND CASUALTY.

THAT TELLS ME AS A FORMER ADMINISTRATOR OF IN A SCHOOL DIVISION IN THE STATE OF VIRGINIA, THAT NUMBER ONE, THIS BOARD TAKES VERY SERIOUSLY YOUR CAPITAL IMPROVEMENT PLAN, HOW YOU LOOK AT THE CONDITION OF YOUR BUILDINGS, HOW YOU HAVE THE UPKEEP AND MAINTENANCE AND OPERATIONS OF YOUR BUILDINGS, AND HOW YOU INSPECT EACH AND EVERY YEAR.

AND GO THROUGH AND MAKE SURE THAT THE LEARNING ENVIRONMENT FOR YOUR STUDENTS IS THE BEST POSSIBLE.

THE WORKING ENVIRONMENT FOR YOUR STAFF IS THE BEST POSSIBLE, AND THE SAFETY TRAINING THAT YOU GIVE IS, IS THE BEST POSSIBLE SO THAT YOU CAN KEEP YOUR STAFF SAFE.

ANOTHER, ANOTHER PART OF THIS AWARD IS THAT ACCIDENTS DO HAPPEN.

AND WE ALL KNOW THAT THROUGHOUT THE COURSE OF A SCHOOL YEAR, THERE ARE THINGS THAT MAY HAPPEN, BUT THE MOST IMPORTANT PART ABOUT THAT IS WHEN THINGS DO HAPPEN THAT YOU TAKE CORRECTIVE ACTION TO

[00:25:01]

LIMIT THOSE THINGS IN THE FUTURE.

WARREN COUNTY PUBLIC SCHOOLS HAS DONE THIS, AND IT'S OVER A FI THE LAST FIVE YEAR TIME PERIOD WHERE THESE AWARDS ARE GENERATED FROM, IT'S NOT JUST FOR ONE YEAR, IT'S NOT JUST FOR TWO YEARS OR THREE YEARS, BUT YOU ALL HAVE SHOWN A CONTINUOUS EFFORT OVER THE YEARS TO MAKE SURE THAT THESE TYPES OF THINGS, IF AND WHEN THEY DO HAPPEN, THEN YOU TAKE CORRECTIVE ACTION INTO THE FUTURE TO MAKE SURE THEY DON'T HAPPEN AGAIN.

WHETHER IT BE, UH, INSTEAD OF SOMEONE STANDING IN A CHAIR, UH, WORKING ON SOMETHING WITH ROLLERS ON THE BOTTOM OF IT.

AND I KNOW YOU MIGHT LAUGH, BUT THAT DOES HAPPEN VERY OFTEN.

INSTEAD OF GETTING A LADDER, INSTEAD OF PULLING OUT THINGS THAT ARE NECESSARY TO BE SAFE, UH, MAINTENANCE WORKERS, UH, DRIVERS, UH, SUPPORT STAFF, PERSONNEL, TEACHERS, ALL THOSE PEOPLE MAKE DECISIONS EACH AND EVERY DAY THAT PLAY INTO A SAFETY, A SAFE AND WORKABLE ENVIRONMENT.

SO, HAVING SAID ALL THAT, IT'S FOR ME TO CONGRATULATE YOU ALL THE SCHOOL BOARD FOR ALL YOUR EFFORTS THAT YOU PUT FORTH TO THANK YOUR STAFF, YOUR PERSONNEL, AND EVERYONE WHO'S ASSOCIATED WITH WARREN COUNTY SCHOOLS IN HELPING EARN THIS AWARD, UH, FROM BAY COURT.

CONGRATULATIONS, AND I THANK DR.

BALLINGER.

YOU HAVE A AWARD THAT, UH, YOU CAN PRESENT TO THE BOARD AT THIS TIME, AND AFTER YOU DO THAT, I'LL BE GLAD TO ANSWER ANY QUESTIONS IF ANYONE HAS ANY FOR ME.

THANK YOU DR.

BRANNAN, FOR VISITING US WITH US THIS EVENING.

DO ANY OF YOU GUYS HAVE ANY QUESTIONS OR COMMENTS FOR HIM? DR.

BRANDON, THANK YOU FOR YOUR TIME.

THANK YOU FOR V CORP AND BEING A GREAT PARTNER WITH WARREN COUNTY PUBLIC SCHOOLS.

WE DO APPRECIATE THE WORK.

I KNOW THAT, THAT WE DO WORK CLOSELY TOGETHER.

UM, AND I THINK WE BOTH, YOU KNOW, WELL, I KNOW I HAVE YOUR CELL PHONE.

I THINK BUCK HAS YOUR CELL PHONE.

I THINK ROB HAS YOUR CELL PHONE.

SO, YOU KNOW, WE, WE, WE ALL HAVE, UM, QUICK COMMUNICATION.

SO WE, WE LIKE THE PERSONAL TOUCH THAT, THAT YOU GUYS PROVIDE, THE SERVICE YOU PROVIDE.

AND SO THANK YOU FOR, FOR BEING A GREAT PARTNER TO US.

THANK YOU ALL.

SORRY,

[2.G. Recognition of Student Athletes from Warren County High School and Skyline High School]

NEXT UP THIS EVENING WE HAVE RECOGNITION OF STUDENT ATHLETES FROM WARREN COUNTY HIGH SCHOOL AND SKYLINE HIGH SCHOOL.

SO GUESS WE'LL START.

SO AT THIS POINT IN TIME, MADAM CHAIR, I WOULD LIKE TO INTRODUCE MR. BILL HALL WITH WARREN COUNTY HIGH SCHOOL.

HE IS THE ATHLETIC DIRECTOR AND HE WILL INTRODUCE, UM, THE WARREN COUNTY HIGH SCHOOL VOLLEYBALL TEAM TONIGHT.

THERE WE GO.

, UH, DR.

BALLINGER AND ME, MEMBERS OF THE BOARD.

UH, THANK YOU GUYS FOR HAVING US AND RECOGNIZING THE WARREN COUNTY HIGH SCHOOL VOLLEYBALL TEAM THIS EVENING.

UH, I BECAME THE ATHLETIC DIRECTOR HERE, JULY ONE, AND IT DIDN'T TAKE ME LONG TO RECOGNIZE EXCELLENCE THAT EXISTED WITHIN OUR VOLLEYBALL PROGRAM.

UH, EXCELLENCE HAPPENS BY DESIGN AND BY CHOICE.

AND, UM, THE DAILY TALKS WITH COACH DETWEILER FOR HOW TO BEST REACH THESE, UH, YOUNG LADIES AND HELP THEM REALIZE THEIR POTENTIAL IS A REFLECTION OF HER AND HER PURSUIT OF EXCELLENCE AND HER STAFF.

AND WE'RE FORTUNATE TO HAVE COACH DETWEILER AND HER STAFF LEAD OVER VOLLEYBALL PROGRAM.

THANK YOU, UH, FOR SOME HISTORY.

JUST SO YOU GUYS KNOW, AND I'M SURE YOU PROBABLY ALREADY DO, LAST YEAR'S VOLLEYBALL TEAM HAD A SUCCESSFUL SEASON AS WELL, BUT LOST IN THE REGION CHAMPIONSHIP TO GLAND, WHICH THEY WERE UP TO OH, IN THAT GAME.

SO LADIES, I DON'T KNOW IF YOU REMEMBER, UH, WE HAD TO MEET HIM BACK DURING THE SUMMER TALKING ABOUT, UM, HOW WE WERE GONNA WRITE A DIFFERENT SCRIPT THIS YEAR AND, UM, HOW THAT WAS GONNA BE BASED ON DAILY PURSUIT AND, AND THE FACE OF ADVERSITY AND HOW THEY WOULD MANAGE EXCELLENCE ON A DAILY BASIS.

AND, UM, THOSE STANDARDS OF EXCELLENCE, UH, THEY LIVE BY AND AS A RESULT, UM, EXCUSE ME, LET ME BACK UP HERE REAL QUICK.

UM, I CHALLENGE EACH OF THEM FACE TO FACE.

I HOPE YOU REMEMBER THAT MEETING, HOW I CHALLENGE THEM TO BE THE FACE OF WARREN COUNTY ATHLETICS AND SET THE STANDARD FOR OUR STUDENT ATHLETES AND OUR SCHOOL.

AND THEY DO THAT DAILY AND THEY DO NOT DISAPPOINT.

SO THANK YOU LADIES FOR, UH, ACCEPTING THAT CHALLENGE.

UM, AS FATE WOULD HAVE IT, WE FACED GIN AGAIN IN THE REGION CHAMPIONSHIP GAME, AND THESE LADIES DEFINED THAT MOMENT DIFFERENTLY THIS YEAR.

UH, THEY WON THE CHAMPIONSHIP THAT NIGHT AND THEY EARNED THE CHA THAT CHAMPIONSHIP, UH, EVERY DAY WITH THEIR COMMITMENT AND PASSION TO BE THE BEST VERSION OF THEMSELVES DAILY.

UH, THE JOURNEY ENDED IN THE STATE SEMI-FINAL, UH, LOSS, BUT THE RELATIONSHIPS AND LESSONS WILL LAST A LIFETIME.

I'M PROUD OF THIS GROUP OF COACHES AND LADIES AS THEY MODEL HOW WE REP WC

[00:30:01]

BOTH IN THE CLASSROOM AND ON THE COURT.

AND OUR HEAD COACH, MS. LESLIE DETWEILER.

GOOD EVENING TO SAY WE HAD AN AMAZING SEASON IS AN UNDERSTATEMENT.

UM, THESE YOUNG LADIES HAVE WORKED SO HARD.

THEY HAVE PUT SO MUCH TIME AND DEDICATION INTO THE SUCCESS OF OUR PROGRAM.

UM, THEY ARE A SPECIAL GROUP OF YOUNG LADIES.

THEY ARE THE DEFINITION OF TEAM.

UM, THEY PLAY TOGETHER ALL THE TIME.

THEY ALWAYS HAVE EACH OTHER'S BACKS, AND THEY ALWAYS GIVE ME 110%.

UM, THE RELATIONSHIPS THAT WE HAVE CREATED AND THE MEMORIES THAT WE HAVE MADE GO FAR BEYOND THE SCHOOL AND FAR BEYOND THE VOLLEYBALL COURT.

UM, SO THEY'RE A SPECIAL GROUP OF GIRLS AND I'M VERY, VERY PROUD OF THEIR ACCOMPLISHMENTS, NOT ONLY ON THE COURT, BUT HOW THEY HAVE REPRESENTED WARREN COUNTY HIGH SCHOOL AS WELL.

SO, AS YOU KNOW, WE WERE THE, WE ARE THE THREE B REGION CHAMPIONS.

UM, WE MADE IT TO THE STATE SEMI-FINAL MATCH, WHICH WE UNFORTUNATELY LOST TO THE EVENTUAL CLASS THREE STATE CHAMPIONS YORK HIGH SCHOOL.

UM, ACADEMICALLY, THESE GIRLS MAINTAINED A TEAM GPA OF 3.875 THROUGHOUT OUR SEASON.

WE HAD FIVE GIRLS, UM, EARN FIRST TEAM ALL REGION JUNIORS, SOPHIA KOSKI, SENIOR NATALIA CARTER, SENIOR FAREN GORE, UH, SOPHOMORE, AVA DICKERSON, WHO IS ALSO NAMED SECOND TEAM ALLSTATE AND SENIOR SARAH WALLER, WHO WAS ALSO NAMED FIRST TEAM ALLSTATE, REGION THREE B PLAYER OF THE YEAR, AND THE NORTHERN VIRGINIA DAILY PLAYER OF THE YEAR.

UM, SO CONGRATULATIONS TO ALL OF YOUR HARD WORK AND HOW MUCH IT HAS SHOWN.

AND SARAH WOULD LIKE TO SAY A FEW WORDS ON BEHALF OF THE TEAM.

HI, UM, THANK YOU FOR THE OPPORTUNITY TO SPEAK TO YOU GUYS.

I WOULD JUST LIKE TO SAY THAT I'M JUST SO BLESSED AND HONORED TO BE ABLE TO SURROUND IT, TO BE SURROUNDED BY JUST THE LOVELY AND AMAZING GIRLS AND COACHES AND JUST THE SUPPORT FROM OUR SCHOOL TOO.

LIKE KOTAL OUR ATHLETIC DIRECTOR, HE HAS BEEN SO IMPACTFUL AND JUST HELPFUL MEETING WITH US AND JUST GIVING US LOTS OF ENCOURAGEMENT AND THINGS LIKE THAT.

AND ALSO, MR. KNE, I WOULD ALSO LIKE TO THANK JUST THE COMMUNITY.

WE'VE HAD SO MANY PEOPLE AND JUST SO MANY MEMBERS OF THE COMMUNITY COME TOGETHER, ESPECIALLY IN THE POSTSEASON, JUST TO WATCH US PLAY AND JUST TO BE THERE TO SUPPORT US.

AND THAT MEANT SO MUCH TO EACH, EACH AND EVERY ONE OF US.

AND I WOULD ALSO LIKE TO THANK OUR SPONSORS, SUGAR CREEK, BETH WALLER, TRUE VALUE JEANS, JEWELERS FRONT, ROYAL DENTAL, DENTAL CARE QUALITY TITLE.

AND SO THEY SPONSORED OUR STUDENT SECTION, SO WARREN COUNTY HIGH SCHOOL STUDENTS GOT TO GO IN TO THE GAME FOR FREE, WHICH ALSO MEANT THAT WE HAD A LOT MORE FANS THAN BEFORE.

SO THAT WAS JUST SO GREAT.

SO THANK YOU ABOUT ALL OF THEM.

YOU'RE WELCOME.

JUST THANK YOU, THANK YOU.

AND CONGRATULATIONS ON A SUCCESSFUL YEAR.

THANK YOU.

THANK YOU ALL FOR BEING HERE THIS EVENING.

THANK YOU SO MUCH, MADAM CHAIR.

I'D NOW LIKE TO INTRODUCE OUR ATHLETIC DIRECTOR FROM SKYLINE HIGH SCHOOL, UH, MR. BILL CUP.

GOOD EVENING.

IT'S ALWAYS A GREAT OPPORTUNITY FOR ME TO BE ABLE TO SPEAK ON BEHALF OF THE STUDENT ATHLETES AT SKY HIGH SCHOOL.

UH, WE ARE CURRENTLY TRANSITIONING FROM, WE JUST ENDED THE FALL SEASONS AND ALL THAT GOES INTO THE POST-SEASON AWARDS AND THINGS AND TEAMS LIKE AT COW CROSS COUNTRY MEMBERS THAT WE'RE GONNA SPEAK WITH OR SPEAK ON HERE IN A MINUTE, BUT WE'RE ALSO ALREADY INTO THE WINTER SPORTS.

UM, BASKETBALL STARTED WRESTLING AND STARTED.

SO FOR US IT GOES, YOU KNOW, ON AND ON.

THE BIGGEST COMPLIMENT THAT I CAN GIVE THIS GROUP UP HERE, UH, ENDURING THE ALL ACADEMIC STANDARDS FOR THE FALL ATHLETES, ABOUT 90% OF THEM MAY ALL ACADEMIC, WHICH IS A 3.5 GPA OR HIGHER FOR THE ADVISORY.

SO THEY'VE DONE, HAVE DONE A TREMENDOUS JOB AND THEY CONTINUE TO DO A TREMENDOUS ALBUM BOTH IN THE CLASSROOM, OUTRUNNING AND JUST DID BEING CITIZENS.

I'M GONNA NOW INTRODUCE OUR HEAD CROSS COUNTRY COACH, MISS MISTY BORDNER.

GOOD EVENING AND THANK YOU FOR INVITING OUR TEAM HERE THIS EVENING.

UM, OUR TEAM HAS HAD A GREAT SEASON.

IT WAS FILLED WITH A LOT OF PERSONAL RECORDS.

CROSS COUNTRY IS A

[00:35:01]

TOUGH SPORT.

IT CAN PUSH ANY ATHLETE TO THEIR ABSOLUTE LIMITS.

THIS, IN THIS SPORT, YOU RAISE 3.1 MILES AND YOU DO SO ON HILLY DIFFICULT TERRAIN.

THESE YOUNG ADULTS TRAIN IN ALL CONDITIONS, WHETHER IT BE RAIN, SNOW, SLEET, HEAT, THEY'RE OUT RUNNING THE SIDEWALKS AND TRAILS OF OUR BEAUTIFUL TOWN.

MAYBE YOU'VE SEEN THEM.

THIS SEASON WAS FULL OF SUCCESS WITH THREE ATHLETES WHO EARNED ALL DISTRICT.

THEY WERE ALISON SEARS, LOUDON SHUCKER, AND AVA BORDNER, WHO WAS ALSO OUR DISTRICT CHAMPION, EARNING THIS TITLE FOR THE FOURTH TIME.

FOUR, FOUR ATHLETES ALSO RECEIVED ALL REGION.

THEY WERE LOUD AND SHUCKER, GABRIEL TWEEDY, MEGAN ARP, AND AVA BORDNER, WHO WAS ALSO OUR REGIONAL CHAMPION, EARNING THIS TITLE FOR THE THIRD TIME DOING THIS.

THESE FOUR ATHLETES COMPETED IN THE STATE CHAMPIONSHIP ON NOVEMBER 12TH, THE FOURTH, THE FOUR STATE QUALIFIED QUALIFIERS ALL COMPETED VERY WELL THAT DAY.

AVA BORDNER BATTLED HER WAY TO BECOMING THE STATE RUNNER UP.

AVA HAS BEEN ALLSTATE ALL FOUR YEARS OF HIGH SCHOOL EARNING SEVENTH PLACE.

HER FRESHMAN YEAR STATE RUNNER UP HER SOPHOMORE YEAR STATE CHAMPION, HER JUNIOR YEAR AND STATE RUNNER UP AGAIN THIS PAST SEASON.

SHEEO ALSO HOLDS THE CROSS COUNTRY RECORD AT SKYLINE HIGH SCHOOL, AND RECENTLY WAS AWARDED NORTHERN VIRGINIA DAILY RUNNER OF THE YEAR, BECOMING THE ONLY ATHLETES WHO HAVE EVER EARNED IT FOUR TIMES IN A ROW.

WHAT A CAREER YOU'VE HAD AND WHAT A LEGACY YOU'RE LEAVING BEHIND FOR THE FUTURE RUNNERS AT SKYLINE.

THOSE THINGS ARE THE THINGS YOU CAN READ ABOUT IN ANY OF OUR LOCAL NEWSPAPER PAPERS.

BUT WHAT YOU MIGHT NOT KNOW AND READ IS THAT THIS TEAM IS NOT ONLY FULL OF OUTSTANDING YOUNG ADULTS AND GREAT ATHLETES, BUT THESE KIDS ARE GOOD PEOPLE AND EXCEPTIONAL STUDENTS.

THIS TEAM HAD THEIR AWARDS BANK WITH THE OTHER EVENING, AND TO NO SURPRISE TO ME, LIKE MR. CUPID SAID, 90% OF OUR TEAM EARNED ALL ACADEMIC HONORS.

THE STUDENTS ON THIS TEAM INCLUDE CLASS OFFICERS, MEMBERS AND OFFICERS OF THE NATIONAL HONOR SOCIETY MEMBERS AND OFFICERS OF THE KEY CLUB GOVERNOR SCHOOL ATTENDEES, AND MANY ARE ALSO INVOLVED IN VARIOUS LEADERSHIP ROLES WITHIN SKYLINE HIGH SCHOOL.

AND IN OUR COMMUNITY, A LARGE NUMBER OF THESE STUDENTS ARE RANKED AMONGST THE TOP IN THEIR CLASSES AS WELL.

UM, A COUPLE OTHER THINGS.

I I JUST WANTED TO GIVE YOU SOME OF THE THI GIVE THE BOARD SOME THINGS THAT ARE HAPPENING AT OUR SCHOOLS SO THAT, THAT YOU'RE AWARE OF IT.

I DID ALSO INCLUDE THAT THIS WEEKEND, THIS LAST WEEK IN MY, UM, UM, AND MY UPDATE.

BUT I DID WANNA BE ABLE TO, TO TELL EVERYBODY, UM, SO THAT IF THEY DO WANT TO ATTEND THOSE THINGS THAT THEY CAN, WE DO HAVE OUR DIVISION LOGOS.

WE WERE DOING A CHALLENGE THIS YEAR.

THEY'RE GONNA BE DUE COMING UP ON DECEMBER THE NINTH.

UH, WHAT WE'LL DO IS ONCE WE GET ALL THOSE IN, PROBABLY SOMETIME IN JANUARY, WE'LL PUT A COMMITTEE TOGETHER TO REVIEW 'EM.

THEN WE'LL PLANNING ON HAVING A, UM, A, A SCHOOL BOARD RETREAT IN FEBRUARY.

WE'LL LOOK AT 'EM, LET YOU GUYS KIND OF WILL 'EM DOWN A LITTLE MORE.

THEN WE CAN THROW 'EM OUT TO THE, THE COMMUNITY TO SELECT A NEW LOGO FOR THE SCHOOL SYSTEM.

UH, SO, SO WE DO HAVE THAT AND WE'LL BE COMING THAT THAT'LL BE COMING UP OVER THE NEXT COUPLE OF MONTHS.

OUR NEW WEBSITE IS UP AND RUNNING.

UH, SO IF YOU GO TO THE OLD WEBSITE, IT'S GONNA LAUNCH YOU OUT THERE.

UM, I KNOW TIM, TIM HAS SPENT A LOT OF TIME ON THAT.

SO, UH, I, I DO APPRECIATE THE WORK THAT HE AND HIS, HIS, UM, DEPARTMENT HAS PUT TOWARDS.

AND I KNOW THERE WAS A LOT OF THINGS THAT HAVE NOT MIGRATED OVER TO OUR WEBSITE.

UM, TIM IS WORKING ON GETTING THOSE THINGS

[00:45:01]

PUT ON THE WEBSITE.

SO, UH, ONE THING THAT TIM AND I DID TALK TO TODAY ABOUT MAYBE, UH, PUTTING OUT A, A PRESS RELEASE AND JUST LETTING PARENTS KNOW THAT WE DO HAVE THIS NEW WEBSITE AND THAT IF YOU SEE SOMETHING THAT YOU'RE USED TO HAVING ON THERE, HERE'S A CONTACT FOR US BECAUSE WE'RE FINDING THAT THERE'S THINGS THAT, THAT TIM HAS TO GO BACK IN AND ADD HERE AND ADD THERE THAT JUST DIDN'T GET TRANSFERRED FROM ONE WEBSITE TO THE OTHER.

UM, I HOPE YOU'RE FINDING THE WEBSITE, YOU KNOW, IF YOU'VE BEEN ON IT, IT'S A LITTLE EASIER TO TO, TO MOVE AROUND WITHIN THE WEBSITE.

AND, UH, IT, IT JUST FLOWS A LOT NICER AND, AND IT'S A LITTLE CATCHIER.

UH, SO, SO I, I DO LIKE OUR NEW WEBSITE, UM, ALSO, AS MR. CUP SAID, OUR WINTER SPORTS, THEY ARE FULLY UNDERWAY RIGHT NOW.

THEY'RE, THEY'RE GOING.

SO I JUST ENCOURAGE EVERYBODY TO COME OUT AND SUPPORT YOUR LOCAL TEAMS. AND, UM, THAT IS ALL I HAVE.

THANK YOU DR.

BALLINGER.

UM, NEXT UP

[4.B. School Board]

WE HAVE SCHOOL BOARD MEMBERS, MS. SALEENS.

UM, SO THIS MONTH I ATTENDED THE DELEGATE ASSEMBLY.

UM, I ALSO ATTENDED THE BRIDGE NAMING CEREMONY THAT WE WERE INVITED TO BY REVEREND JOHNSON.

THAT WAS VERY EDUCATIONAL.

AND, UM, WE'VE GOT A LOT OF RICH HISTORY HERE, AND HOPEFULLY WE'RE EDUCATING EVERYBODY ABOUT ALL OF THAT.

I KNOW THAT THE, UM, THE GUYS WHO PUT ON THE PRESENTATION AND MADE MENTION OF, OF MAYBE COMING INTO THE SCHOOLS TO, TO TEACH ABOUT, UM, HOW WARREN COUNTY GOT ITS NAME.

UM, AND THEN I WAS ABLE TO ATTEND THE EVENT AT WARREN COUNTY HIGH SCHOOL, THEIR DRUG PREVENTION PROGRAM WITH MRS. YOUNGEN.

AND THEN THE, UM, V E O A MEETING WITH, UH, THE SECRETARY OF EDUCATION, AMY GUERA.

THANK YOU, MR. VANDI.

MY, MY REPORT'S GONNA BE A LITTLE BIT LONGER THAN NORMAL, SO BEAR WITH ME.

UH, CONGRATULATIONS TO THE STUDENT ATHLETES AND THEY'RE GONE .

BUT WHAT I WOULD LIKE YOU ALL TO DO IS, WE ALWAYS USED TO SAY THAT FALL SPORTS SET THE TONE FOR WHAT HAPPENS IN THAT BUILDING FOR THE REST OF THE YEAR.

AND SO IF YOU, UH, COULD HELP PUT THAT WORD OUT THERE.

AND STUDENT ATHLETES REALLY DO MAKE A BIG DIFFERENCE FOR YOUR SCHOOLS, YOUR HIGH SCHOOLS.

I WAS IMPRESSED WITH THE GRADE POINT AVERAGE OF NOT ONLY THE VOLLEYBALL TEAM, BUT THE CROSSCOUNTRY TEAM ALSO.

AND, AND THAT TO ME, UM, IS REALLY THE ONE OF THE MOST IMPORTANT THINGS OF BEING INVOLVED IN SCHOOL, SCHOOL ACTIVITIES.

THE FUTURE LEADERS OF THIS COUNTRY ARE KIDS THAT ARE IN STUDENT GOVERNMENT, THE KIDS THAT ARE IN THE BAND, THE ATHLETES IN THE, AND, AND, UH, PLAYING BALL.

ALL THOSE KIDS ARE GONNA BE THE FUTURE LEADERS OF THIS COUNTRY.

SO, UM, IF YOU CAN COMMUNICATE THAT BACK TO THE, TO THEM, AND I GUESS THEY HAD SOMEWHERE THEY WANTED TO GO.

UM, ALSO I'D LIKE TO THANK, UM, UH, GEORGE CARNS FOR THE, UH, WARREN COUNTY ENDOWMENT, UM, UH, EDUCATIONAL ENDOWMENT PROGRAM.

UM, HE HAS DONE A GREAT JOB GETTING THE, UH, MONIES INCREASED OVER 50%, UH, FOR THE LAST SEVERAL YEARS.

SCHOOLS FOR ATTENDANCE SHOULD BE AWARDED SKYLINE.

I AM REALLY HAPPY ABOUT THAT BECAUSE IT'S BEEN AN ISSUE THERE.

AND CONGRATULATIONS, AND I KNOW YOU'LL KEEP WORKING HARD ON THAT.

UM, PARKER AND CARSON, WHAT CAN YOU SAY, UM, YOU KNOW, THEY JUMPED IN AND GOT THE JOB DONE.

I MEAN, WHAT MORE CAN YOU ASK? UM, AND SCHOOL STAFF FOR, UM, FROM THE MAINTENANCE GUYS TO THE CUSTODIAL STAFF, TO ADMINISTRATORS AND TO STUDENTS TEACHERS? THIS, UM, INSURANCE AWARD IS REALLY QUITE AN HONOR FOR, FOR YOU GUYS.

I DIDN'T DO ANYTHING FOR THAT.

YOU ALL DID.

ALL RIGHT.

THE NEXT THING IS, I WENT TO BLUE RIDGE TECH A FEW WEEKS AGO.

UM, I WANTED TO REPORT IT AT THE LAST MEETING WE HAD, BUT I WAS SICK.

THAT MEETING I OBSERVED WHEN I WALKED IN THE BUILDING, A FRIENDLY, UH, ATMOSPHERE, UM, WAS GREETED AND THE SCHOOL WAS VERY CLEAN.

UM, CLEANLINESS IN A SCHOOL BUILDING IS IMPORTANT BECAUSE IT SETS THE TONE FOR THE EDUCATION.

IF YOU WALK INTO A CLASSROOM THAT'S NOT CLEAN, IT SORT OF GETS THAT ATTITUDE STARTED.

AND SO I,

[00:50:01]

I DEFINITELY NOTICED THAT, UH, THE CRIMINAL JUSTICE PROGRAM, THE IN, WE TALKED WITH THE INSTRUCTOR FOR A WHILE AND HE WAS, HE WAS ON TARGET.

HE KNEW WHAT HE WAS TALKING ABOUT.

HIS KIDS WERE VERY IMPRESSED AND LIKED HIM.

SO I, I WAS IMPRESSED WITH THAT.

THE DRAFTING STUDENTS, OH, I WALKED IN THERE AND IT WAS, YOU COULD HEAR A PIN DROP, THEY WERE ALL WORKING.

THERE WAS NO, NO FOOLISHNESS GOING ON.

THEY WERE ON TASK.

SO I WANTED TO POINT THAT OUT.

UM, ENGINEERING, IN MY YEARS IN THE CONCRETE INDUSTRY, A BIG THING WITH US IS THE SI ANALYSIS OF SAND.

AND THAT'S WHAT THEY WERE DOING WHEN I WALKED IN THERE.

AND SO WE HAD A GREAT CONVERSATION ABOUT THAT.

UM, FOR, FOR Y'ALL THAT DON'T KNOW, THE QUALITY OF SAND THAT GOES INTO A CONCRETE MIX SETS THE STANDARD FOR THAT MIX, OTHERWISE IT'S NOT GONNA PERFORM.

AND THEY KNEW WHAT THEY WERE TALKING ABOUT ON THAT, UH, ELECTRICAL, I CAN'T SAY ENOUGH ABOUT THAT ONE.

THEY HAD ALL THESE EXAMPLES OF HOW KIDS WERE, WERE GONNA, YOU KNOW, TO RUN THE CONDUIT, THE BOXES, ALL OF THAT.

IT WAS JUST REALLY, UH, IMPRESSIVE TO SEE ALL THESE DIFFERENT EXAMPLES.

AND THE ONLY THING I CAN TELL YOU IS THE INSTRUCTORS MUST HAVE BUILT THE EXAMPLES.

SO THERE YOU GO.

UM, THE CARPENTRY PROJECT, THEY WERE, THEY WERE WORKING ON THE MODULAR HOUSE THAT THEY'RE BUILDING AND, UM, THERE'S NOT MUCH ROOM IN THAT PARKING LOT FOR THEM TO WORK ON THAT.

SO THEY WERE BUILDING, THEY BUILT HALF THE FLOOR AND THEY WERE BUILDING THE, THE NEXT PART OF THAT FLOOR RIGHT ON TOP OF THAT.

UM, AND THAT WAS GOOD TO SEE THAT THE INSTRUCTOR WAS VERY ENGAGED WITH THE KIDS AND THE KIDS.

THERE WAS NO GOOFING AROUND NONE OF THAT GOING ON.

UH, WE SEE THAT IN CONSTRUCTION ALL THE TIME WITH WORKERS.

THEY FOOLING AROUND.

WE DIDN'T SEE ANY OF THAT.

AND A KID CAME UP AND GAVE ME A PAIR OF SAFETY GLASSES TO WEAR.

SO THEY, THEY HAD, THEY WERE HITTING IT ON ALL CYLINDERS IN THAT PARTICULAR, UM, EVENT.

THE, UH, AUTO SHOP HAD A VERY, WAS VERY ORGANIZED.

AND, UM, I, I ONLY GOT TO TALK TO THAT INSTRUCTOR FOR A LITTLE WHILE.

SEEMS LIKE HE KNOWS WHAT HE'S DOING.

THE SHOP ITSELF WAS CLEAN.

UH, THAT SHOWS YOU THE DISCIPLINE WITHIN THAT PROGRAM.

UH, AND LAST BUT NOT LEAST, THE, UH, CULINARY ARTS, THERE WAS SO MUCH EXCITEMENT IN THAT KITCHEN.

IT WAS, UH, I, I COULDN'T BELIEVE IT.

IT WAS JUST THAT INSTRUCTOR CARRIES THOSE KIDS.

HE KEEPS THEM ROLLING IN THERE AND, AND THEY WERE ALL HAPPY AND PROUD OF WHAT THEY WERE DOING.

AND IT WAS JUST REALLY NICE TO SEE THAT.

UM, NOW FOUR OF THE INSTRUCTORS THAT I TALKED WITH ARE VETERANS OF THE ARMED FORCES.

THREE OF THOSE INSTRUCTORS ARE NAVY VETERANS.

THE NAVY HAS THE LARGEST EDUCATIONAL SYSTEM IN THE WORLD.

AND THAT'S ONE REASON YOU SAW, OR I SAW THE, THE QUALITY OF EDUCATION GOING ON IN THERE.

SO KUDOS TO THOSE GUYS.

UM, AND I'LL TRY TO WRAP THIS UP.

UH, UM, NOW YOU MIGHT BE WONDERING, WELL, WHY IS HE GOING ON AND ON ABOUT BLUE RIDGE TECH AND WHAT'S GOING ON IN THERE? I THINK AS WE MOVE FORWARD IN THE FUTURE, THAT WE NEED TO EXPAND BLUE RIDGE TECH.

WE NEED TO ENLARGE IT.

WE NEED A BIGGER AREA FOR THEM TO WORK ON THAT MODULAR HOUSE.

UM, A A LARGER FACILITY NEEDS TO BE, WE NEED TO START PLANNING FOR THAT AS AS SOON AS WE CAN.

UM, AND I THINK THAT'S ALL I HAVE.

THANK YOU, MADAME CHAIR.

THANK YOU MR. RONDI.

MS. LOEB.

THANK YOU.

UM, I'LL BE SHORTER.

THERE'S, UM, WE, UM, ATTENDED TWO DIFFERENT, UM, BUDGET COMMITTEE MEETINGS, BUT I KNOW DR.

FUNK IS PLANNING TO UPDATE US ON THAT, SO I'LL LEAVE THAT TO HER.

AND, UH, THE ONLY OTHER THING THAT I WAS GOING TO SAY IS THAT, UM, MY FIFTH GRADER DID SEE THE NORTH POLE STAR SHOW TODAY, AND I'VE HEARD IT'S WONDERFUL.

SO THANK YOU TO YOUR STUDENTS AND EVERYBODY SHOULD GO CHECK IT OUT, UM, THIS WEEKEND.

THAT'S ALL I HAVE.

THANK YOU, DR.

FUNK.

ALL RIGHT.

UM, I JUST HAVE A COUPLE OF THINGS.

UM, I WANTED TO MAKE SURE I, UH, ANNOUNCED THIS, I FORGOT AT THE LAST TIME, UM, OR LAST MONTH, BUT I DID ATTEND BACK IN OCTOBER, AND I, I INADVERTENTLY DID NOT MENTION IT.

I WAS, UM, ATTENDED THE, UH, SKYLINE MIDDLE SCHOOL NATIONAL HONOR SOCIETY INDUCTION OF THE, OF THEIR STUDENTS.

AND THEY DID A GREAT JOB, UM, RECOGNIZING THOSE STUDENTS.

I THINK, UM, YOU KNOW, BECAUSE OF COVID, IT HADN'T HAD THE OPPORTUNITY TO BE VERY ACTIVE, SO IT WAS REALLY EXCITING.

AND I, I DON'T REMEMBER THE NUMBERS, UM, OF HOW MANY, UH, SINCE IT'S

[00:55:01]

BEEN A LITTLE BIT HOW MANY STUDENTS THEY INDUCTED.

BUT, UM, IT'S GREAT TO SEE THAT BACK IN ACTION BECAUSE, UM, THERE'S ALSO A LEVEL OF SERVICE THAT'S EXPECTED WITH THE STUDENTS.

UM, IT'S NOT JUST THEIR GPA, BUT IT'S THEIR COMMUNITY AND SERVICE TOO.

SO IT'S GREAT TO SEE THAT.

UM, EARLIER IN NOVEMBER, UM, I HAD SOME TECH TECHNICAL DIFFICULTY, BUT I DID, UM, ATTEMPT TO JOIN THE BLUE RIDGE TECH.

UM, THEY HAD A, UM, ADVISORY MEETING, AND I DID.

UM, AND IT'S, AND I'M GLAD YOU BROUGHT THAT UP BECAUSE ONE, I WAS LOOKING BACK AT THE POWERPOINT, I, I WASN'T ABLE, WE HAD SOME TECHNICAL DIFFICULTIES, SO I WASN'T ABLE TO JOIN IN, BUT THEY SENT ME THE POWER P POINT, AND IT SAYS HERE, FOR THE 2220, UH, THREE ENROLLMENT, SIX THROUGH 12, THEY HAD 3,207 SEATS.

I MEAN, THAT SPEAKS VOLUMES TO WHAT'S HAPPENING THERE AND THE INTEREST THAT OUR STUDENTS HAVE.

SO, UM, I'M NOT, I DON'T WANT TO MISQUOTE OR MISS ANYTHING.

I DON'T KNOW IF THAT MEANS THAT'S HOW MANY SEATS ARE OPEN, THAT'S HOW MANY KIDS ARE, YOU KNOW, PARTAKE, PARTAKING IN THERE.

BUT, YOU KNOW, I THINK THAT SPEAKS VOLUMES TO THE OPPORTUNITIES THAT OUR STUDENTS, UM, CAN TAKE THERE.

SO, UM, IT, IT IS A WONDERFUL PROGRAM I'VE VISITED IN THE PAST AND, UM, THEY, THEY'RE DOING GREAT THINGS THERE.

UM, AND THEN I WAS ABLE THROUGH MY ROTARY TO, UM, HELP E WILSON MORRISON, MY SON AND I DECORATED ONE OF THEIR TREES.

UM, SO IT WAS GREAT TO, TO START OUR, UH, CUZ WE, WE HADN'T EVEN DECORATED OURS AT HOME YET.

SO WE WERE, UM, YOU KNOW, WE GOT THAT ONE DONE AND THEN WE GOT OURS AT HOME DONE.

UM, I WAS ABLE TO ALSO ATTEND THE RETIREMENT DINNER FOR ALLEN FOX.

AND SO THAT WAS REALLY NICE, UM, UH, EVENT FOR, TO HONOR HIS YEARS IN EDUCATION.

UM, AND THEN, UM, BEFORE I TALK ABOUT THE BUDGET, JUST TO, UM, YOU KNOW, PIGGYBACK, I THINK WHEN ALL OF US ARE, ARE SAYING ALL OF OUR STUDENTS THAT WERE, WERE HONORED AND RECOGNIZED HERE TONIGHT, UM, I, YOU KNOW, IT WAS GREAT TO SEE EVERYBODY FEEL, I'M KIND OF SAD THAT THEY'VE ALL LEFT, BUT I GET IT.

UM, AND, AND THAT, THAT'S WHY WE DO WHAT WE DO.

WE ARE HERE TO, UM, EDUCATE OUR STUDENTS, UM, THROUGH A VARIETY OF, OF WAYS.

AND IT WAS GREAT TO SEE THEM ALL HONORED HERE.

UM, BECAUSE THEY ARE WORKING REALLY HARD AND BEING A STUDENT ATHLETE, UM, UH, YOU KNOW, A MOTHER OF A STUDENT ATHLETE, I UNDERSTAND HOW, UH, THEY HAVE TO MAKE REALLY HARD CHOICES AND THEY REALLY HAVE TO BE COMMITTED.

AND THEY DO THAT THROUGH THE GUIDANCE OF THEIR COACHES AND THEIR TEACHERS WHO ENCOURAGE 'EM AND SUPPORT THEM TO DO THAT.

UM, SO IT WAS GREAT TO SEE ALL OF THOSE, UH, STUDENTS AND I'M VERY HAPPY FOR ALL OF THEIR ACHIEVEMENTS THAT THEY DIDN'T, UH, MADE.

UM, THE WEBSITE, I DO WANT TO SAY LOVING THE NEW WEBSITE, HAD A LITTLE DIFFICULTY THERE NAVIGATING IT AT FIRST, BUT I, I FOLLOWED UP ON AN EMAIL THERE, MR. GRANT.

I THINK I FIGURED OUT WHAT MY, WHAT WAS PROBLEM.

UM, BUT I, I'VE BEEN A, A REALLY HUGE PROPONENT OF LET'S GET THAT NEW INTERACTIVE, UM, MODERN WEBSITE AND SHOWCASE SO THAT BY ONE CLICK OUR PARENTS, OUR GRANDPARENTS CAN, YOU KNOW, GET INFORMATION THAT THEY NEED.

UM, SO I'M REALLY EXCITED ABOUT THAT.

UM, AND I LOVE THAT IDEA.

CAUSE I KNOW, YOU KNOW, WITH TECHNOLOGY IT'S GREAT UNTIL IT ISN'T.

SO, YOU KNOW, I'M SURE THAT'S A HUGE UNDERTAKING.

SO THANK YOU FOR DOING THAT.

UM, AND YOU KNOW, WE'LL WORK THROUGH ALL THE GLITCHES AS WE, UH, FIND THEM.

AND THEN LAST BUT NOT LEAST IS THE BUDGET.

UM, SO I DO WANNA SAY THAT, YOU KNOW, WE'VE WORKED REALLY HARD, UM, THIS PAST, UH, YEAR SINCE WE'VE COME ON WITH THE BUDGET AND, AND IN OUR SUBCOMMITTEES.

UM, I THINK IT IS, IS, YOU KNOW, AT THIS TIME I CAN CERTAINLY SAY I'M VERY SADDENED THAT OUR 2122 BUDGET WILL NOT BE FULLY, UM, THE MONEY WILL NOT BE, YOU KNOW, AT THIS POINT IN TIME.

I DON'T ANTICIPATE IT BEING FULLY RELEASED.

UM, BUT I WANNA SAY, UM, YOU KNOW, THE OPPOSITE OF THAT IS I APPRECIATE HOW HARD THAT OUR STAFF, UM, FROM THE CENTRAL OFFICE DOWN TO OUR TEACHERS HAVE WORKED TO MAKE SURE OUR STUDENTS DO NOT GO WITHOUT, YOU KNOW, DESPITE NOT MAYBE HAVING SOME FUNDS THAT WE AS A BOARD HAD APPROVED, UM, TO SUPPORT THAT.

I KNOW THAT EVERYONE IS STILL WORKING HARD TO MAKE SURE OUR STUDENTS, YOU KNOW, ARE STILL GETTING THE BEST THAT THEY CAN GET, UM, FOR THE 2223 BUDGET THAT SEASON.

AND I DON'T KNOW THAT THERE'S EVER A, A NON SEASON THAT IT STOPS, BUT IT'S, UM, IN PROCESS WE'VE GOT SOME MEETINGS SET UP.

WE'RE GONNA CONTINUE TO HAVE GOOD CONVERSATIONS ABOUT ALL THE THINGS THAT, UM, YOU KNOW, WE CAN PUT INTO PLACE AND CONTINUE TO SUPPORT OUR STUDENTS AND OUR STAFF.

SO I THINK THAT ABOUT COVERS IT.

THANK YOU.

THANK YOU DR.

FUNK.

UM, I DON'T THINK I HAVE MUCH ELSE TO ADD THIS EVENING, EXCEPT I REALLY DO JUST LOVE WALKING INTO, OBVIOUSLY NOT NOW, BUT A PACKED, LOUD FILLED HAPPY BOARDROOM.

AND SO I REALLY JUST APPRECIATE EVERYONE FROM OUR SCHOOL COMMUNITY, OUR COMMUNITY AT LARGE THAT CAME THIS EVENING TO

[01:00:01]

SUPPORT OUR STUDENTS AND OUR SCHOOL MEMBERS INTO DR.

BALLINGER FOR MAKING SURE THAT ALL OF THOSE PEOPLE WERE ABLE TO GET HERE THIS EVENING TO, TO RECEIVE THAT RECOGNITION.

BECAUSE I THINK THAT'S, YOU KNOW, AS DR.

FUNK SAID AND EVERYBODY ELSE UP HERE, THAT'S WHAT WE'RE HERE FOR.

AND WE JUST REALLY LOVED HEARING FROM ALL OF THEM AND RECOGNIZING THEM THIS EVENING.

AND I LOVE THE WORK THAT SKYLINE MIDDLE AND SKYLINE HIGH SCHOOL ARE TRYING TO DO TOGETHER TO MAKE THOSE STUDENTS PUT THAT CONNECTION TOGETHER.

I KNOW MY FIRST GRADER WENT, UM, TO SKYLINE YESTERDAY AND HER FAVORITE PART, SHE LIKED THE PLAY, BUT ALSO RIDING THE BUS AND GETTING TO SEE HER FUTURE HIGH SCHOOL WAS HER FAVORITE PART.

SO, UM, YOU ARE TOUCHING THOSE ELEMENTARY KIDS EDUCATION AND INTERESTS WITH THAT TRIP AS WELL.

SO THANK YOU FOR THAT.

MOVING ON THIS EVENING TO OUR ACTION AGENDA, WE

[5.A. Increase of Board approved hourly rates for selective positions- Mr. Goodwin]

HAVE AN INCREASE OF BOARD APPROVED HOURLY RATES FOR SELECTIVE POSITIONS.

MR. GOODWIN, THANK YOU.

I DIDN'T SIGN UP TO SPEAK TONIGHT, BUT IF I HAD, I WOULD'VE SAID THANK YOU FOR THE MANY WAYS THAT YOU HELP OUR EMPLOYEES AND THE COMPLIMENTS YOU GAVE THEM, NOT ONLY DURING THIS MONTH BUT TONIGHT.

SO I'M GRATEFUL FOR WHAT YOU DO.

I STAND BEFORE YOU TONIGHT JUST ASKING YOU PLEASE TO CONSIDER ARTICLE 1.1 OF VIRGINIA MINIMUM WAGE ACT STATES THAT FROM JANUARY 1ST, WHICH IS COMING UP QUICKLY, 2023 UNTIL JANUARY 1ST, 2025, EVERY EMPLOYER SHALL PAY ITS EMPLOYEES AT A RATE NO LESS.

UH, WELL ACTUALLY IT SAYS TO PAY THE RATE OF NOT LESS THAN THE GREATER OF $12 PER HOUR OR THE FEDERAL MINIMUM WAGE TONIGHT.

I STAND BEFORE YOU ASKING YOU TO PLEASE APPROVE MOVING ALL OUR POSITIONS CURRENTLY THAT ARE ON THE MISCELLANEOUS PAY SCALE THAT WAS ADOPTED BY OUR BOARD LAST YEAR, THAT ARE PAID AT THE $11 PER HOUR RATE TO BE PAID AT THE $12 PER HOUR RATE TO BE IN COMPLIANCE WITH THE MINIMUM VIRGINIA MINIMUM WAGE ACT.

AS, UH, ATTACHMENTS TO THIS REQUEST, I DID PUT THE LEGISLATION IN THERE FOR THE MINIMUM WAGE ACT OF VIRGINIA.

OUR CURRENT BOARD APPROVED HOURLY RATES AS WELL AS A PROPOSED BOARD APPROVED HOURLY RATE SHEET SO THAT YOU CAN SEE EXACTLY THOSE POSITIONS THAT WOULD, UM, INCUR AN INCREASE OF A DOLLAR, WHICH WILL BE GREAT FOR OUR EMPLOYEES.

SO I ASK YOU TONIGHT TO PLEASE CONSIDER THIS CHANGE.

ARE THERE ANY QUESTIONS FOR MR. GOODWIN? IS THERE A MOTION? UH, YES, MADAM CHAIR.

I'LL MAKE THAT MOTION.

I MOVE THE BOARD APPROVE, UH, HOURLY RATES FOR THE POSITIONS IDENTIFIED TO INCREASE TO $12 PER HOUR.

IS THERE A SECOND? A SECOND? ANY DISCUSSION? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

AYE.

OPPOSE? NO.

GREAT.

THANK YOU MR. GOODWIN.

THANK YOU.

NEXT

[5.B. Substitute Employment Compensation Rate Addendum- Mr. Goodwin]

UP WE HAVE SUBSTITUTE EMPLOYMENT COMPENSATION RATE ADDENDUM.

MR. GOODWIN, THANK YOU AGAIN.

UH, THIS MOTION IS RELATED TO THE PRIOR MOTION OR PREVIOUS MOTION THAT YOU JUST VOTED UPON TO BE IN COMPLIANCE.

AGAIN, WITH THE VIRGINIA A MINIMUM WAGE ACT, WE NEED TO INCREASE OUR RATES TO $12 PER HOUR FOR EMPLOYEES BEGINNING IN JANUARY 1ST, 2023.

THE MINIMUM WAGE ACT INCREASE WILL IMPACT OUR RATES FOR SUBSTITUTE EMPLOYEES AND REQUIRES AN ADDENDUM TO BE SIGNED WITH ESS TO REFLECT THE NEW BOARD APPROVED RATES.

I DID ONCE AGAIN, PROVIDE THE LEGISLATION FOR THE MINIMUM WAGE ACT AND ALSO THE ADDENDUM REQUEST, WHICH STATE SPECIFICALLY HOW MUCH, UH, THE RATES WOULD BE FOR SUBSTITUTE EMPLOYEES AS WELL AS HOW MUCH WE WOULD PAY FOR THOSE EMPLOYEES.

SO I ASK YOU TONIGHT TO PLEASE CONSIDER THIS REQUEST.

ARE THERE ANY QUESTIONS FOR MR. GOODWIN? IS THERE A MOTION I MOVE THAT THE DAILY RATE FOR SUBSTITUTE EMPLOYEES BE INCREASED AS PRESENTED AND THAT DR.

BALLINGER OR HIS DESIGNEE BE AUTHORIZED TO SIGN THE ADDENDUM TO THE AGREEMENT TO REFLECT THE AGREED UPON CHANGES? IS THERE A SECOND? SECOND? ANY DISCUSSION? ALL IS IN FAVOR? AYE.

AYE.

AYE.

OPPOSE? NO.

GREAT.

THANK YOU.

THANK YOU.

NEXT UP

[5.C. Purchase of Network Battery Backup Equipment for SMS - Mr. Grant]

WE HAVE PURCHASE OF NETWORK BATTERY BACKUP EQUIPMENT FOR SKYLINE MIDDLE SCHOOL.

MR. GRANT.

THANK YOU.

UM, GOOD EVENING.

UH, WARREN COUNTY PUBLIC SCHOOLS WOULD LIKE TO PURCHASE EQUIPMENT TO UPGRADE THE BATTERY BACKUP SYSTEM.

UM, OFTEN WE CALL THAT THE UPS SYSTEM, UH, FOR, UH, THE NETWORK EQUIP EQUIPMENT AT SKYLINE MIDDLE SCHOOL.

UM, WE ARE USING, UH, THE FCCS ERATE PROGRAM TO, UM, TO PAY FOR 70% OF THIS.

UM, SO THE TOTAL COST OF THE PROJECT IS 51,296, UH, AND 94 CENTS.

UH, THE ERATE PROGRAM REIMBURSES UP TO, UH, THE 35,888 AND 96 CENTS, UM, BACK TO WARREN COUNTY.

SO WE'RE REALLY RESPONSIBLE FOR 15,000 THREE HUNDRED AND EIGHTY NINETY EIGHT, UH, WHICH WILL COME OUT OF, UM, LOCAL FUNDS.

UM, I HAVE ATTACHED TO THE QUOTE AND, UM,

[01:05:02]

AND THIS, UH, THIS, UM, THIS EQUIPMENT IS, UH, BID THROUGH THE E-RATE PROGRAM, WHICH IS VERY STRICT.

UM, IT'S EVEN MORE STRICT THAN OUR ROLES.

SO, UM, YOU KNOW, IT'S, IT'S BASICALLY THE SAME AS AS THE THREE BIDS THAT WE NORMALLY DO OR THE STATE CONTRACT.

UM, ANY QUESTIONS? DO WE NEED TO ALSO ASK FOR INCREASED, UM, APPROPRIATIONS IF WE'RE GETTING OUR REIMBURSEMENT IN FROM AT THIS TIME? NO.

UM, BUT IT, IT DEPENDS ON WHAT HAPPENS LATER.

SO WE, WE MAY I RIGHT NOW WE'RE COVERED, CORRECT.

WELL, I WOULD DEFER TO THE GUY BACK THERE IN THE BACK, UM, HIDING OUT.

BUT, UM, I THINK THAT WE DID BUILD IN SOMETHING AS FAR AS FOR E-RATE, NO, UH, AS FAR AS FOR E-RATE THIS YEAR.

SO WE MAY NOT NEED TO AT THIS POINT IN TIME, BUT, UM, LOOKING AT IT, WE, WE MAY NEED TO, SO, UH, LATER ON WITH SOME OTHER THINGS THAT ARE COMING UP, SO, YEP.

OKAY.

ANY ADDITIONAL QUESTIONS FOR MR. GRANT? UH, YES, MR. GRANT? SURE.

CAN YOU, CAN YOU EX EXPLAIN THE BIDDING PROCESS THAT YOU FOLLOWED ON THAT? OKAY, SO, UH, IT'S, IT'S FOLLOWS THIS.

UM, SO WHAT WE DO IS WE PUT OUT A BID, UH, AND IT, THEY HAVE, UH, THE, UM, THE COMPANIES HAVE 30 DAYS TO RESPOND.

SO WE PUT THAT BID OUT, UH, AND THEN THROUGH THE, THERE'S A USAC, WHICH USAC C UNIVERSAL SERVICES SOMETHING COMPANY.

UM, THEY'RE THE ONES THAT HANDLE THAT.

AND WHAT THEY DO IS THEY WILL GO THROUGH AND, UM, THROUGH THAT SYSTEM, SEND US BIDS.

UM, WE WILL PICK THE BIDS BASED ON, UH, SEVERAL CRITERIA, UH, THE BIGGEST BEING, UM, THE, THE CHEAPEST.

UM, BUT THERE'S ALSO OTHER CRITERIA WITHIN THAT, UH, WHICH, YOU KNOW, WILL LET US GET OUR BEST PRODUCT, UM, AND OUR BEST SERVICE.

SO, UM, AND THEN ONCE, UH, BEFORE THAT HAPPENS, ACTUALLY THE, UH, THE, THERE'S A TEAM THAT GOES THROUGH AND MAKES SURE THIS IS THE RIGHT, UM, UH, THE RIGHT PRODUCTS THAT, THAT THAT WILL DO, YOU KNOW, THAT WILL, UM, THAT WILL GIVE US OUR BEST BANG FOR OUR BUCK.

SO THERE'S, THEY HAVE COMMITTEES AND TEAMS AND EVERYTHING, AND THEY WILL, UH, GO THROUGH AND, AND JUST WITH A FINE TOOTH COMB, GO THROUGH EVERY SINGLE BIT OF, UH, YOU KNOW, WHAT WE'VE APPLIED FOR AND, UH, MAKE SURE THAT IT'S, IT FOLLOWS ALL THE RULES OF FCC AND, AND WHATNOT.

SO, YEP.

SO THAT COMMITTEE, UM, UM, MAKE SURE THAT THE SYSTEM THAT WE'RE PURCHASING YEAH.

IS GONNA BE THE BEST FOR OUR NEEDS.

YES.

CORRECT.

YES.

OKAY.

THANKS A LOT FOR WORKING ON THAT.

SURE.

SURE.

MM-HMM.

.

SURE.

ANY ADDITIONAL QUESTIONS? IS THERE A MOTION I MOVE THAT PERMISSION BE GIVEN TO PURCHASE U P S EQUIPMENT FOR SKYLINE MIDDLE SCHOOL IN THE AMOUNT OF $51,270? IS THERE A SECOND? UH, YES.

I'LL SECOND THAT.

MR. CHAIRMAN, ANY DISCUSSION? ALL IS IN FAVOR.

AYE.

AYE.

AYE.

AYE.

OPPOSE? NO.

GREAT.

THANK YOU, MR. GRANT.

NEXT

[5.D. Second Reading of 2023 - 2024 School Calendar - Mr. Smith]

UP, WE HAVE THE SECOND READING OF THE 2324 SCHOOL CALENDAR.

MR. SMITH.

THANK YOU AND GOOD EVENING, UH, POLICY I C I D REQUIRES THE SCHOOL BOARD TO ESTABLISH THE DIVISION'S CALENDAR IN ACCORDANCE WITH REGULATIONS TO INCLUDE CONTINGENCIES FOR MAKING UP, UH, TEACHER DAYS AND, UH, HOURS MISSED WITH EMERGENCY SITUATIONS AS IT RELATES TO THE CALENDAR.

UM, ATTACHED IS OUR CALENDAR PROPOSED FOR NEXT YEAR.

THIS PROPOSAL COMES FROM A COMMITTEE.

UH, THE COMMITTEE IS MADE UP OF TEACHERS, UH, ADMINISTRATORS, OUR INSTRUCTIONAL PERSONNEL, UH, FOR THIS UPCOMING, UM, SCHOOL YEAR 20 23, 20 24.

I'LL JUST HIGHLIGHT A FEW OF THE KEY, UH, AREAS REGARDING OUR PROPOSED CALENDAR.

UH, WE WOULD PROPOSE ON 2023 THAT THE FIRST DAY OF SCHOOL WOULD BE AUGUST THE NINTH.

UM, OUR FIRST END OF OUR ADVISORY, UH, WOULD BE OCTOBER THE 11TH, 2023.

WE HAVE INCLUDED A PARENT TEACHER CONFERENCE IN BOTH THE, UH, FALL AS WELL AS THE SPRING.

OUR, UH, FALL, UM, PARENT TEACHER CONFERENCE WOULD BE SEPTEMBER THE 14TH, 2023, AND FEBRUARY 8TH, 2024.

[01:10:01]

UH, FOR THE SPRING, WE HAVE IMPLEMENTED A FALL BREAK FROM NOVEMBER 20TH TO NOVEMBER 24TH.

UH, DECEMBER, UH, 21ST WOULD BE THE END OF OUR ADVISORY, WHICH WOULD BE FOR THE SECONDARY WOULD BE THE END OF THE FIRST SEMESTER.

THE FIRST SEMESTER ITSELF WOULD HAVE 87 DAYS.

UM, WE EITHER GO OFF DAYS OR WE GO OFF HOURS.

UH, WE'RE REQUIRED TO DO 990, UM, HOURS.

UM, OUR CALENDAR, UH, FULLY, I THINK HAS 100 AND, UM, 108, UH, 77 UM, DAYS.

UM, WE GO, UH, SIX HOURS, UM, OF, OF A DAY.

WE GO SIX AND A HALF REALLY, BUT, UH, HALF OF THAT HALF HOUR THAT IS FOR LUNCH.

AND I THINK THAT THE STATE REQUIREMENT, I BELIEVE IS FIVE AND A HALF HOURS.

UM, SO THEREFORE WE CREATE SOMETHING CALLED BANK TIME.

SO EACH DAY, BEYOND THOSE FIVE AND A HALF HOURS, WE ARE ABLE TO BANK THAT HALF HOUR AND SO FORTH.

AND THAT'S HOW WE ARE ABLE TO GO FEWER DAYS THAN 180, BUT YET EQUAL OR MATCH OR EXCEED THE REQUIREMENTS.

OUR WINTER BREAK IS FROM FOR STAFF AS WELL AS FOR STUDENTS.

FOR UM, STUDENTS, IT'S DECEMBER 22ND, 2023 THROUGH FEBRUARY 3RD, 2024.

OUR STAFF WOULD BE FROM DECEMBER 22ND, 2023 THROUGH JANUARY 1ST, 2024.

WE NORMALLY DO TWO PROFESSIONAL DAYS UPON RETURN FROM SECOND SEMESTER.

AND A LOT OF THAT, UH, REALLY, UH, IT, IT'S FOR ALL LEVELS, BUT I BELIEVE IT'S PROBABLY MORE BENEFICIAL AT THAT TIME FOR SECONDARY TO DO THAT CHANGEOVER TO THEIR SECOND SEMESTER CLASSES.

WE HAVE ADDED, UM, AN ADDITIONAL PROFESSIONAL DAY AT THE BEGINNING OF THE YEAR, AND HONESTLY, THAT'S MORE FOR ELEMENTARY.

UM, IT'S FOR THE ENTIRE DIVISION, BUT IT'S MORE HELPFUL FOR ELEMENTARY AS, UM, I, I, AS BEING A FORMER HIGH SCHOOL TEACHER AND BEING MARRIED TO AN ELEMENTARY TEACHER, THERE'S PROBABLY JUST, UH, A LOT MORE THAT NEEDS TO GET BE DONE AT THAT ELEMENTARY LEVEL TO PREPARE FOR THE FIRST DAY OF CLASS.

FEBRUARY 8TH, AS I MENTIONED EARLIER, WOULD BE OUR PARENT TEACHER CONFERENCE.

MARCH 12TH WOULD BE THE END OF OUR THIRD ADVISORY.

WE HAVE INCLUDED, UH, ONCE AGAIN A WEEK IN FOR SPRING BREAK, MARCH 29TH THROUGH APRIL 5TH.

THE LAST DAY OF SCHOOL WITH THIS CALENDAR WOULD BE MAY 23RD, 2024.

SO THIS CALENDAR REFLECTS ROUGHLY 1,062 INSTRUCTIONAL HOURS, NINE 90, AS I MENTIONED EARLIER, IS WHAT IS REQUIRED.

THIS, UH, CALENDAR PROVIDES 72 BANK INSTRUCTIONAL HOURS FOR INCLEMENT WEATHER AND CANCELLATIONS.

UH, THERE'S 13 PROFESSIONAL DEVELOPMENT DAYS INCLUDED.

I BELIEVE WE'RE REQUIRED TO HAVE 10, BUT WE HAVE 13 INCLUDED IN THIS.

AND THIS IS THE SECOND READING OF THIS CALENDAR.

AND THE, UM, FINAL, UH, VERSION OF THIS CALENDAR WOULD BE, UH, BROUGHT FORTH TO YOU AT YOUR FIRST, UH, JANUARY MEETING.

SO ARE THERE ANY QUESTIONS FROM OUR PREVIOUS CONVERSATION OR FROM ANY OF THE, UH, INFORMATION I JUST PRESENTED? THANK YOU, MR. SMITH.

I KNOW CALENDARS MAY NOT BE ALL THAT EXCITING, BUT I'M PRETTY EXCITED ABOUT GETTING THIS CALENDAR, UH, UNDERWAY.

IT'S A LOT OF WORK TO PUT THAT ALL TOGETHER.

IT'S A LOT OF WORK.

THERE'S A LOT OF EYES, AND THERE'S A LARGE GROUP, UH, BOTH AT THE SECONDARY ELEMENTARY INSTRUCTIONAL LEVEL TO, UH, TO DO THIS.

WELL, THANK YOU FOR ALL THE WORK YOU'RE PUTTING INTO THAT.

UH, MADAM CHAIR, DO HAVE A QUESTION? MM-HMM.

, UM, ON EARLY CLOSINGS, WHEN IS IT CONSIDERED A FULL DAY? IF YOU CLOSE EARLY BECAUSE OF, UH, SAY SNOW, WE WOULD GO OFF ONCE WE GO OFF HOURS.

SO IF WE CLOSE TWO HOURS EARLY, THEN WE WOULD GET CREDIT UP TO THE AMOUNT OF TIME THAT WE, UH, WE WOULD HAVE FOR THAT DAY.

SO I WOULD THEN, WHAT I NORMALLY DO IS IF WE COME IN LATE TWO HOURS, OR IF WE CLOSE TWO HOURS EARLIER, THOSE TYPE OF THINGS, I SUBTRACT THAT TIME FROM, UM, FROM THE, THE TOTAL NUMBER OF HOURS, UH, FOR THE WHOLE YEAR.

I JUST SUBTRACT TWO LESS HOURS FOR THAT DAY.

OKAY.

THANK YOU.

YOU'RE WELCOME.

OKAY.

AND THEN YOU

[5.E. Policy IIA - Instructional Materials - Mr. Smith]

HAVE AN UPDATE ON INSTRUCTIONAL MATERIALS NEXT? YES, MA'AM.

THANK YOU.

UM, AT OUR LAST MEETING, UH, WE HAD SOME CONVERSATION IN REGARDS TO, UM, A POLICY THAT DEALS

[01:15:01]

WITH, UM, UH, OUR MATERIALS AS IT RELATES TO, UH, SEXUALLY EXPLICIT CONTENT.

AND WE HAD A LIVELY CONVERSATION ON THAT, AND I'VE RECRUITED DR.

BALLINGER AND MS. BRAGG ALSO TO, IF QUESTIONS ARISE, UM, THROUGH THIS THAT WE CAN DISCUSS TOGETHER.

UH, BUT POLICY, I I, A INSTRUCTIONAL MATERIALS, IT'S BEEN REVISED TO MEET THE REQUIREMENT OF SENATE BILL 6 56 AND ENACTED BY THE 2022 VIRGINIA GENERAL ASSEMBLY.

THE ADDITION OF LANGUAGE IS CONSISTENT WITH THE VIRGINIA DEPARTMENTS OF EDUCATION'S MODEL POLICIES CONCERNING INSTRUCTIONAL MATERIALS WITH SEXUAL EXPLICIT CONTENT.

THE ATTACHMENTS THAT YOU HAVE AS THE, UH, INFORMATION AS FAR AS IT CAME OUT FROM THE VIRGINIA DEPARTMENT OF EDUCATION, AS WELL AS THE POLICIES.

I, I A AND I SAY REVISED.

THIS IS FROM, THIS IS NOT REVISED FROM OUR LAST MEETING.

THIS IS REVISED FROM WHEN WE FIRST RECEIVED THE DOCUMENT, AND THEN WE CREATED THIS DOCUMENT ALONG WITH OUR ATTORNEY THAT WAS THE REVISION.

SO THERE IS NOT A CLERICAL, THERE'S NOT A CLERICAL CHANGE FROM WHERE WE WERE AT OUR LAST CONVERSATION.

AND, UM, SO I, I JUST WANT LET THAT KNOW WHEN I SEE THAT WORD REVISED THERE, THIS POLICY, UH, I BELIEVE IS TO BE IN EFFECT BY JANUARY 1ST, 2023.

THERE'S A SECOND PART OF THIS.

IT'S NOT NECESSARILY THE POLICY, IT'S THE PROCESS.

AND THAT MS. BRAGG AND I AND A COMMITTEE ARE WORKING ON THE PROCESS OF BEING ABLE TO, UM, IDENTIFY MATERIALS AND SO FORTH THAT WE'VE BE USING IN OUR CLASSES, UM, TEACHERS OR PRINCIPALS ON FRIDAY, WE'RE HAVING A, A MEETING WITH OUR PRINCIPALS ON MULTIPLE DIFFERENT THINGS.

BUT ONE THING THAT WE'RE COVERING IS THE OPPORTUNITY TO START TO DISCUSS, UH, FOR OUR STAFF MATERIALS USED AND THOSE TYPE OF THINGS TO IDENTIFY.

SO WE CAN PUT THAT ON OUR WEBSITE, UM, A LISTING.

AND THAT WOULD BE BY SCHOOL, UH, RATHER THAN BY ENTIRE DIVISION.

MAINLY BECAUSE IF MY CHILD WAS TO GO TO ONE OF THE SCHOOLS, IT WOULD BE A WHOLE LOT EASIER FOR ME TO GO TO THAT PARTICULAR WEBSITE AND LOOK UP MY PARTICULAR TEACHER RATHER THAN GOING THROUGH A WHOLE LIST.

EVEN THOUGH IT MAY BE IDENTIFIED AS, THIS IS SKYLINE HIGH SCHOOL MATERIAL, THIS IS WARREN COUNTY HIGH SCHOOL.

IT'S JUST A LOT EASIER.

SO WE'RE GONNA HAVE THAT IN PLACE.

AND THEN IF THERE IS SOMETHING IN THERE THAT A PARENT WOULD OBJECT TO, DOES NOT NECESSARILY MEAN THAT THAT MATERIAL ITSELF IS STOPPED FOR THE REMAINDER PART OF THE CLASS, IS THERE COULD BE AN ALTERNATIVE ASSIGNMENT OR ALTERNATIVE, UM, YOU KNOW, ALTERNATIVE ASSIGNMENT OF THOSE TYPE OF THINGS FOR, UH, THAT PARTICULAR, UM, STUDENT.

AND THAT, UM, HOW THIS WOULD, UH, BE, WOULD BE VERY SIMILAR TO A FORM IF A PARENT HAD AN OBJECTION AND THOSE TYPE OF THINGS TO, TO A MATERIAL THAT WOULD BE PRESENTED, UM, THAT THEY COULD, UM, FILL THAT FORM OUT.

ALWAYS THEY CAN CONTACT THEIR PRINCIPALS, CONTACT THEIR TEACHERS, AND THAT, UM, THEN WE WOULD GO THROUGH A, A PROCESS WITH THAT TO MAKE SURE THAT, UM, YOU KNOW, IF THERE'S AN ALTERNATIVE ASSIGNMENT, THEN, THEN MOST LIKELY WE CAN DO THAT.

UM, SO I, I, I REALLY NOW REACH OUT TO YOU TO SEE WHAT QUESTIONS THAT YOU MAY HAVE OR ABBREVIATIONS OR SUBTRACTIONS TO WHAT WE PUT TOGETHER AS A REVISED POLICY.

QUESTIONS FOR MR. SMITH.

UH, WE ALL GOT THE PROPOSED CHANGES TO MM-HMM.

, SECTION FIVE B.

YES.

UM, AND I KNOW UP ON MY PHONE, MR. KING HAD, HAD SAID THAT SUGGESTION THREE OR SUGGESTION FOUR, WOULD HE BE HIS PREFERENCES, UM, FOR THOSE WHO, WHO DON'T HAVE THAT IN FRONT OF THEM? UM, MY CONCERN WAS, WAS THE AREA WHERE IT TALKED ABOUT, UM, THE, UNLESS NOT TECH TECHNICALLY FEASIBLE OR PROHIBITED BY COPYRIGHT PROTECTION.

AND SO JUST THE REPHRASING OF THAT WITH OUR, OUR OPTION THREE, UM, WOULD MAKE IT TO WHERE OBVIOUSLY THERE, THERE COULD BE COPYRIGHT VIOLATIONS IF WE WERE POSTING PUBLICLY ON A WEBSITE, UM, TEXTBOOKS, UM, IMAGES OF A TEXTBOOK.

BUT THE IMPORTANCE TO ME IS THAT PARENTS ARE ABLE TO TAKE THAT MATERIAL HOME AND REVIEW IT IN THE COMFORT OF THEIR OWN HOME, NOT INTERRUPTING THEIR, THEIR WORK SCHEDULES, NOT HAVING TO FIND BABYSITTERS AND NOT HAVING TO, UM, REVIEW SEXUALLY EXPLICIT MATERIAL INSIDE OF THE SCHOOL, BUT RATHER TAKE IT HOME WITH THEM SO THAT THE OPTION THREE, IT, IT JUST SIMPLY ADDS THAT THAT SCHOOL SHALL ALSO MAKE AVAILABLE, MAKE MATERIALS AVAILABLE TO BE CHECKED OUT FROM THE SCHOOL BY PARENTS WISHING TO VIEW THIS SEXUALLY EXPLICIT MATERIALS.

[01:20:01]

UM, WERE THE REST OF YOU GOOD WITH THAT? I MEAN, I DON'T HAVE A STRONG OPINION.

I THINK THAT ADDING THAT SENTENCE IS PERFECTLY FINE WITH ME.

AND IT SOUNDS LIKE MR. KING ALSO THOUGHT THAT THAT OPTION WAS PERFECTLY FINE.

YES, MADAM CHAIR.

UM, AND VISITING WITH, UH, MR. KING EARLIER TODAY, UM, WITH THE, THE SAMPLE OR, OR OPTIONS, UM, HE LOOKED AND HE IDENTIFIED NUMBER THREE AND NUMBER FOUR, UM, THAT HE FELT STILL MET THE, UH, INTENT OF THE POLICY.

AND THEN HE WENT ON TO SAY THAT NUMBER FOUR WAS ACTUALLY WOULD BE HIS FIRST CHOICE.

HE PREFERRED THAT ONE BECAUSE IT WAS A LITTLE EASIER TO READ AND IT, AND IT JUST KIND OF ENCAPSULATED EVERYTHING AND A A LITTLE BETTER.

AND MY ONLY OBJECTION TO NUMBER FOUR IS THAT IT APPLY, IT COULD, THE WAY THAT IT IS WRITTEN COULD APPLY THE NOT TECHNICALLY FEASIBLE OR PROHIBITED BY COPYRIGHT TO ANY OF THE A, B OR C ONLINE DIGITAL SCHOOL, PRO ON SCHOOL PROPERTY OR PARENTS CHECKING IT OUT.

AND, UM, I, I JUST DON'T WANNA LEAVE THAT DOOR OPEN TO HAVING A PARENT WHO WANTS TO CHECK OUT MATERIAL BEING TOLD, SORRY, COPYRIGHT LAW, YOU CAN'T, YOU CAN'T CHECK THAT OUT.

UM, WHEREAS WITH, WITH OPTION THREE, UM, MAYBE IT'S NOT PHRASED AS ELOQUENTLY, BUT UM, IT MAKES IT CLEAR BY SEPARATING SCHOOLS, ALLOWING PARENTS TO CHECK OUT THE MATERIAL, IT SEPARATES THAT FROM THE COPYRIGHT SECTION.

SO, UH, IT'S VERY SIMILAR, BUT I JUST FEEL MORE COMFORTABLE WITH, WITH OPTION THREE.

AND YEAH, I SEE WHAT YOU'RE SAYING.

IT MAKES SENSE.

I'M, I'M FINE WITH THAT ONE.

OKAY.

ANY OTHER DISCUSSION? YEAH, I'M GOOD.

UM, I LIKE THAT THE MATERIALS LISTED, UH, BY SCHOOL KEEPS THINGS A LITTLE, UH, BIT, UH, SEPARATED FOR PARENTS.

UM, MAKES IT A LITTLE EASIER TO NAVIGATE THAT.

THAT'S A GOOD THING.

THAT'S A GOOD IDEA.

AND, UM, UM, I'M VERY HAPPY THAT, UM, PARENTS CAN CHECK THE MATERIAL OUT TO TAKE HOME AND, UM, WE, UH, HAVE TIME TO GO THROUGH IT IN A RELAXED ATMOSPHERE.

SO THAT'S A GOOD DEAL.

SO I'M GOOD WITH THAT.

WOULD ANYONE LIKE TO MAKE A MOTION WITH, UM, INCLUDING THAT, UM, PROPOSED CHANGE THERE? I MOVE THAT THE WARREN COUNTY SCHOOL SCHOOL BOARD APPROVES POLICY TWO A INSTRUCTIONAL MATERIALS WITH THE PROPOSED CHANGES TO SECTION FIVE B USING OPTION NUMBER THREE.

I WILL SECOND THAT.

UH, MR. CHAIRMAN, ANY ADDITIONAL DISCUSSION ON THAT? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

OPPOSE? NO.

GREAT.

THANK YOU MR. SMITH.

NEXT UP

[5.F. 2023 General Assembly Legislative Priorities]

WE HAVE THE 2023 GENERAL ASSEMBLY LEGISLATIVE PRIORITIES, OR, WELL, I THINK IT WAS SUPPOSED TO BE POSITIONS, MS. SALEENS, I BELIEVE THAT'S YOU.

UM, THESE ARE THE LEGISLATIVE POSITION DIFFERENCES.

THE CHANGES ARE LOCAL POSITIONS THAT, UH, WE WISH TO, TO TAKE DIFFERENT THAN VSBA.

THESE POSITIONS WILL BE SUBMITTED, UM, TO OUR LEGISLATORS TO ACKNOWLEDGE THAT THAT WARREN COUNTY DOES HAVE A DIFFERENT, UM, STANCE.

UM, THEY'RE, THEY REMAIN THE SAME FROM WHEN, WHEN WE DISCUSS THEM IN THE, IN THE WORK SESSION.

I JUST HAD A QUESTION, UM, JUST ABOUT THE PROCEDURE YOU WERE JUST TALKING ABOUT.

SO IS THE VS B NOW GONNA LIKE APPEND THIS TO WHAT THEY GIVE TO THE LEGISLATORS? OR IS IT OUR RESPONSIBILITY TO GIVE IT TO OUR LEGISLATORS? HOW'S THAT WORK? SO WE HAVE TO BY OPPOSING VS B AUTOMATICALLY, UM, THE VS B A WILL BE PUTTING WARREN COUNTY'S NAME ON THEIR LOBBYING PRIORITIES.

SO WE NOW HAVE TO SUBMIT THIS TO THE VS B A TO SAY, YOU KNOW, HEY, REMOVE WARREN COUNTY PLEASE FROM, FROM THESE THREE POSITIONS.

UM, AND THEN WE NEED TO ALSO SUBMIT THAT PROACTIVELY TO OUR REPRESENTATIVE SO THAT THEY ARE AWARE THAT, THAT WE HAVE OUR, HAVE A DIFFERENT STANCE.

THANK YOU.

MM-HMM.

, IS THERE A MOTION ON THIS? I MOVE TO ACCEPT THE 2023 LEGISLATIVE SHOULD POSITIONS, POSITIONS AS LISTED.

IS THERE A SECOND? A SECOND? YES, MADAM CHAIR.

I'LL SECOND THAT.

ANY ADDITIONAL DISCUSSION? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

AYE.

[5.G. Approval of Expenditure - Virtual Virginia Spring Enrollments - Ms. Bragg]

OPPOSE NOW.

GREAT.

[01:25:01]

THANK YOU MS. ALLENS FOR ALL YOUR WORK ON THAT APPROVAL OF EXPENDITURE, VIRTUAL VIRGINIA SPRING ENROLLMENTS.

MS. BRAGG, GOOD EVENING BEFORE YOU, IS THE REQUEST TO APPROVE PAYMENT OF THE VIRTUAL VIRGINIA INVOICE FOR THE SECOND SEMESTER.

VIRTUAL VIRGINIA IS OUR ONLINE INSTRUCTIONAL PROVIDER FOR OUR STUDENTS THAT HAVE CHOSEN, UH, A VIRTUAL EDUCATION OPTION.

THE AMOUNT OF THE BILL FOR SPRING 2023 IS $72,600.

AND THAT IS FOR ELEMENTARY, MIDDLE, AND HIGH SCHOOL STUDENTS IN OUR VIRTUAL OPTION.

AND THESE ARE ALL STUDENTS THAT HAVE DONE THIS PROGRAM THROUGH THE FALL SEMESTER, AND NOW THEY'RE CONTINUING IN THE SPRING.

THE MAJORITY OF THEM WOULD BE CONTINUING THROUGH THE SPRING.

IT IS POSSIBLE THAT WE WOULD'VE HAD, UM, SOME STUDENTS WHO MAYBE DIDN'T DO IT IN THE FALL, WHO HAVE MOVED TO A VIRTUAL OPTION FOR THE SPRING, BUT THAT WOULD BE MINIMAL.

I DON'T HAVE AN EXACT NUMBER OF HOW MANY STUDENTS WOULD BE A NEW VIRTUAL STUDENT.

UM, I, I DO HAVE THAT WE HAVE 10 ELEMENTARY STUDENTS, UH, ENROLLED FOR THE SPRING SEMESTER FOR VIRTUAL AND 55 SECONDARY STUDENTS ENROLLED IN VIRTUAL.

ANY ADDITIONAL QUESTIONS FOR MS. BRAD? HOW DOES IT SEEM TO BE WORKING OUT? UM, ARE THE, AFTER THE FALL, DO THEY SEEM TO BE DOING WELL AND LEARNING WELL, AS FAR AS THE STUDENTS GOES, RIGHT? YEAH.

IT'S VIRTUAL VIRGINIA WORK.

IT'S WORKING OUT.

CAUSE I KNOW LAST YEAR WE HAD OUR OWN, YOU KNOW, WARREN COUNTY VERSION, BUT PEOPLE ARE SEEMING TO LIKE IT AND IT'S WORKING OUT WELL.

I THINK THAT THE, UM, YOU KNOW, THE RIGOR OF THE INSTRUCTION FROM LICENSED VIRGINIA TEACHERS THROUGH VIRTUAL VIRGINIA, UM, HAS BEEN A GOOD OPTION FOR OUR STUDENTS AS FAR AS THEIR CLASSROOM LEARNING.

THE PARTICIPATION REQUIREMENT FROM VIRTUAL VIRGINIA IS PRETTY HIGH.

SO, YOU KNOW, THEY HAVE TO SHOW UP FOR CLASS AND THINGS LIKE THAT.

VIRTUALLY THERE IS, UM, SOME ASYNCHRONOUS COURSEWORK THAT THEY CAN COMPLETE.

BUT, UM, YOU KNOW, MOST OF OUR STUDENTS ARE ENROLLED IN COURSES WHERE THEY HAVE TO BE ATTENDING ON A REGULAR BASIS.

UM, I THINK THAT, UH, THE PARTNERSHIP WORKS OUT WELL AS FAR AS THE BREADTH OF COURSES WE CAN OFFER THROUGH VIRTUAL VIRGINIA STUDENTS CAN GET THEIR ELECTIVES AND THINGS LIKE THAT.

WHEREAS WHEN WE WERE RUNNING AN IN-HOUSE OPTION, IT'S, IT WAS DIFFICULT TO PROVIDE, UM, MUCH ELECTIVES BEYOND JUST OUR CORE CLASSES AND THINGS LIKE THAT.

ANY ADDITIONAL QUESTIONS? SO IS MY, MY UNDERSTANDING THAT WE HAVE A TOTAL OF 65 STUDENTS IN VIRTUAL VIRGINIA? THAT, THAT WAS MY MATH , YES.

65, 10 ELEMENTARY AND 55 SECONDARY.

RIGHT.

OKAY.

I WAS JUST GONNA ASK, DO YOU KNOW IF WE'VE HAD ANY THAT, UM, I KNOW YOU SAID WE MIGHT HAVE A FEW MORE THAT HAVE JOINED FOR THE SECOND SEMESTER.

DID ANY, YOU KNOW, START AND DID WE HAVE ANY DROPOUT FOR FALL SEMESTER AFTER FALL? YES.

I MEAN, WAS THAT, WHAT WAS THAT NUMBER LIKE? DO YOU KNOW THAT NUMBER? I DON'T HAVE, BUT I CAN GET IT TO YOU.

UM, ONCE WE GET FALL SEMESTER COMPLETED AT THE END OF DECEMBER, AND WE HAVE GRADES IN, I'D LIKE TO PUT FORTH THE BOARD TO THE BOARD HOW MANY STUDENTS SUCCESSFULLY COMPLETED VIRTUAL VIRGINIA BECAUSE WE HAVE HAD TO PAY THIS BILL UP FRONT, AND IF STUDENTS DID NOT EARN A PASSING GRADE, THAT'S CREDIT THAT WE'RE NOT, THAT THEY'RE NOT RECEIVING, BUT THAT WE HAD TO PAY FOR UP UPFRONT.

AND I KNOW, UM, WE'VE ALSO TALKED ABOUT, YOU KNOW, STUDENTS WHO DROP, OR, UM, STUDENTS WHO ARE RELEASED FROM VIRTUAL VIRGINIA BY VIRTUAL VIRGINIA FOR NON-ATTENDANCE AND THAT SORT OF THING.

SO ONCE WE, UM, HAVE THE FINAL FALL NUMBERS, I'M HOPING IN JANUARY TO BE ABLE TO, TO PUT FORTH TO THE BOARD HOW MANY STUDENTS, YOU KNOW, SUCCESSFULLY COMPLETED THE PROGRAM, HOW MANY WERE EITHER DROPPED ON THEIR OWN OR WERE ASKED TO DROP.

AND, UM, AND, AND, AND HOW THEY DID WITH THEIR GRADES.

GREAT.

THANK YOU.

THAT'LL BEGIN.

UH, I HAVE ONE FURTHER QUESTION.

SURE.

HOW DOES VIRTUAL VIRGINIA, THEY INVOICE US FOR THIS, CORRECT? MM-HMM.

, HOW DID, HOW DID THEY, UH, COME UP WITH THE $72,600 FIGURE? THERE IS A COST AS FAR AS, UM, AT ELEMENTARY, IT'S A COST FOR THEM TO RECEIVE THEIR CORE INSTRUCTION, LIKE ALL THEIR ELEMENTARY SUBJECTS.

SO YOU ENROLL AN ELEMENTARY STUDENT AND THEY'RE GOING TO GET THE FULL CURRICULUM FOR THAT GRADE LEVEL.

UM, OFF THE TOP OF MY HEAD, I DON'T KNOW EXACTLY WHAT THAT COST IS, BUT IT'S A STATED COST THAT, THAT THE COUNTY PAYS FOR AN ELEMENTARY STUDENT WITH FULL-TIME ENROLLMENT VIRTUALLY

[01:30:01]

AT THE SECONDARY LEVEL.

AGAIN, IT'S LIKE, UM, A PRICE PER CREDIT, SORT OF LIKE, UM, LIKE A COLLEGE COURSE.

UM, AND SO FOR EACH COURSE, A STUDENT SIGNS UP FOR, I THINK THAT'S AROUND $300.

IT'S, IT'S IN THAT $300 MARGIN FOR A SECONDARY COURSE.

SO WE HAVE 55 STUDENTS IN SECONDARY ENROLLED.

WHEN YOU COUNT THAT UP, IT'S OVER 300 COURSES THAT WE'RE PAYING FOR AT THE SECONDARY LEVEL.

CAUSE ONE STUDENT COULD HAVE POTENTIALLY FOUR OR FIVE COURSES THAT THEY ARE TAKING TO GET THEIR CORE, THEIR ELECTIVES AND THAT SORT OF THING IN.

AND THAT IS A PRICE PER COURSE FOR THE SEMESTER.

AND I CAN GET THOSE NUMBERS TO YOU.

I JUST DON'T HAVE THE, I DON'T HAVE THE EXACT FIGURES, BUT IT'S A SET PRICE.

UM, AND THEN WE'RE JUST INVOICED A TOTAL.

AND, AND WHAT ARE SOME OF THE EXAMPLES WHY STUDENTS ARE ENROLLED IN THIS PROGRAM IN VIRTUAL VIRGINIA? WHAT ARE J JUST A FEW OF THE REASONS THAT THEY SIGN UP FOR THAT.

MM-HMM.

, UM, WELL, COMING OFF OF COVID, IT HAS BEEN, UM, AN EXTENSION OF AN OPTION.

WE OFFERED VIRTUAL, SORT OF AN IN-HOUSE PROGRAM IN ADDITION TO SOME OTHER ONLINE PROGRAMS LAST YEAR THAT WE USED TO TRY TO MEET THOSE NEEDS OF STUDENTS AND FAMILIES REQUESTING VIRTUAL EDUCATION.

SO AS AN EXTENSION OF THAT THIS YEAR, AND THOSE FAMILIES THAT STILL HAD CONCERNS OVER COVID, SOME FAMILIES HAD CHOSEN TO REMAIN VIRTUALLY, UM, SOME STUDENTS DO SHOW BETTER PROGRESS IN LEARNING VIRTUALLY.

UM, FOR EXAMPLE, IF THE STUDENT SUFFERS FROM A LOT OF ANXIETY ABOUT BEING IN THE SCHOOL, COMING TO SCHOOL, THAT SORT OF THING.

SOME STUDENTS DO VERY WELL IN VIRTUAL EDUCATION AND PERFORM HIGHER VIRTUALLY THAN THEY DO WITH THEIR IN-PERSON, UM, INSTRUCTION.

SO IT'S BEEN AN OPTION THERE.

AND THEN, UM, I GUESS GOING FORWARD NEXT SEMESTER, WE'LL NEED TO HAVE A DISCUSSION WITH THE BOARD AS TO WHETHER WE CONTINUE TO OFFER VIRTUAL LEARNING OR IF WE, YOU KNOW, START TO, TO LIMIT THAT PROCESS AS SCHOOL BECOMES, YOU KNOW, MORE FULLY INVOLVED.

UM, I WILL SAY THAT, YOU KNOW, THE VALUE OF IN-PERSON INSTRUCTION FOR THE MAJORITY OF STUDENTS TO BE IN THE CLASSROOM WITH THEIR TEACHER, TO HAVE THAT EXPOSURE TO INTERACTIONS WITH THEIR CLASSMATES, UM, CAN'T BE OVERSTATED.

THE JOB OUR TEACHERS DO TO CREATE THAT ENVIRONMENT OF ENGAGEMENT, UM, IS, YOU KNOW, IT'S HARD TO MATCH THAT VIRTUALLY AND IT'S AVAILABLE AS AN OPTION, BUT IN PERSON INSTRUCTION, I THINK WE HAVE FOUND FOR THE MAJORITY OF STUDENTS IN THE BUILDING IS REALLY WHERE THEY NEED TO BE.

UH, THANK YOU.

MM-HMM.

, THANK YOU.

ANY ADDITIONAL QUESTIONS FOR MS. BRAD? IS THERE A MOTION I MOVE THAT APPROVAL BE GIVEN TO PAY VIRTUAL VIRGINIA FOR ONLINE INSTRUCTION PROVIDED TO WARREN COUNTY STUDENTS FOR THE SPRING 2023 SEMESTER IN THE AMOUNT OF $72,600? IS THERE A SECOND? I'LL SECOND.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

OPPOSE? NO.

GREAT.

THANK YOU MS. BRAGG.

THANK YOU.

HILDA

[5.H. HJB Copier Lease - Mr. Grant]

J BARBER COPIER LEASE.

MR. GRANT, GOOD EVENING.

HILDA J CAN.

OKAY.

HILDA J BARBER WOULD LIKE TO UPDATE THE COPIERS IN THE BUILDING.

AFTER REVIEWING THE AVAILABLE REPLACEMENT OPTIONS, IT IS RECOMMENDED THAT THE ATTACHED DSI COPIERS REPLACE THE EXISTING COPIER.

THE CONTRACT WAS BID, UH, COMPETITIVELY THROUGH THE ASSOCIATION OF EDUCATIONAL PURCHASING AGENCIES, UM, AND MEETS VIRGINIA PUBLIC PROCUREMENT REQUIREMENTS.

I'VE ADDED THE A P A E A P A CONTRACT ON THERE.

UM, THE TOTAL COST OF THE 36 MONTH LEASE, UH, IS $47,880 OR $15,960 PER YEAR.

UM, ANY QUESTIONS? IS THERE A MOTION I MOVE THAT THE CONTRACT AND THE AMOUNT OF $47,880 BE AWARDED TO DOCUMENT SOLUTIONS INCORPORATED DSI FOR THE LEASE OF THE COPIERS AT HILDA J BARBER ELEMENTARY SCHOOL AND THAT THE SUPERINTENDENT BE AUTHORIZED TO SIGN THE LEASE AGREEMENT? IS THERE A SECOND? I SECOND.

ANY DISCUSSION? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

AYE.

OPPOSED? NO.

GREAT.

THANK YOU MR. GRANT.

[5.I. Set Date and Time for 2023 Organizational Meeting - Dr. Ballenger]

[01:35:01]

AND NEXT WE HAVE, UM, SETTING THE DATE AND TIME FOR OUR 2023 ORGANIZATIONAL MEETING.

DR.

BELLINGER.

THANK YOU, MADAM CHAIR.

THE WARREN COUNTY SCHOOL BOARD POLICY FILE.

B C A SCHOOL BOARD ORGANIZATIONAL MEETING REQUIRES THAT AN ORGANIZATIONAL MEETING BE HELD IN JANUARY OF EACH YEAR.

UH, ONE OF THE ACTIONS TO BE TAKEN AT THAT MEETING IS TO ESTABLISH THE REGULAR MEETING SCHEDULE AND, UH, FOR THE FOLLOWING YEAR, FOLLOWING THE CURRENT PRACTICE HAS RECOMMENDED THAT THE MEETING BE SCHEDULED FOR WEDNESDAY, JANUARY THE FOURTH, 2023, STARTING AT 6:30 PM IN THE BOARDROOM AT THE COUNTY GOVERNMENT CENTER.

AND THAT SIX 30 START WOULD BE CORRESPONDING TO THE CONVERSATION THAT WE HAD AT THE LAST WORK SESSION.

UM, WE WOULD NOT HAVE A, UM, EXECUTIVE SESSION THAT DAY, WHICH WOULD TYPICALLY THEN START AT FIVE 30, WHICH MEANS THE BOARD MEETING WOULD START AT SIX 30.

UM, NOW IF THE BOARD WOULD WANT TO MOVE THAT UP FOR THAT MEETING ONLY, YOU KNOW, YOU, YOU COULD DO THAT.

BUT, UM, ANY OPINION ON THE BOARD ONE WAY OR THE OTHER? IF WE WANNA START AT SIX OR SIX 30 ON THAT JANUARY 4TH MEETING? I DON'T HAVE A STRONG OPINION EITHER WAY, SO.

ALL RIGHT.

WELL THEN WHOEVER MAKES A MOTION IS WHEN WE'RE STARTING , ARE YOU READY FOR HIM? MM-HMM.

.

UM, I MOVE THAT THE 2023 ORGANIZATIONAL MEETING OF THE WARREN COUNTY SCHOOL BOARD BE HELD ON WEDNESDAY, JANUARY 4TH, 2023 AT SIX 30, UH, PM IN THE BOARDROOM OF THE WARREN COUNTY GOVERNMENT CENTER.

IS THERE A SECOND? I'LL SECOND.

ANY DISCUSSION ON THAT? ALL IS IN FAVOR? AYE.

AYE.

AYE.

OPPOSED? NO.

GREAT.

THANK YOU VERY MUCH.

ANYTHING ELSE THIS EVENING FROM ANYONE? ALL RIGHT.

WE'RE ADJOURNED.
