SCHOOL ATTENDANCE IS, IS ESSENTIAL TO ACADEMIC SUCCESS.
RESEARCH SHOWS THAT MISSING AS LITTLE AS TWO DAYS EVERY MONTH OR 10% OF THE SCHOOL YEAR CAN HAVE A NEGATIVE IMPACT ON STUDENTS.
AT EACH OF OUR REGULAR MEETINGS, WE HAVE BEEN HANDING OUT ATTENDANCE AWARD.
ONE FOR THE ELEMENTARY SCHOOL THAT HAD THE HIGHEST ATTENDANCE RATE FOR THE MONTH, ONE FOR THE SECONDARY THAT HAD THE HIGHEST ATTENDANCE RATE FOR THE MONTH, AND THEN THE SCHOOL THAT IMPROVED THE MOST FROM THE PREVIOUS MONTH TO THE CURRENT MONTH.
AND SO FOR THIS MONTH'S ELEMENTARY ATTENDANCE AWARD, THE AWARD WINNER GOES TO REI JEFFRIES ELEMENTARY SCHOOL.
SO I WOULD LIKE TO INVITE MS. HELMER AND HER STUDENTS.

UH, WE WANT OUR STUDENTS TO WANT TO BE AT SCHOOL BECAUSE THEY LOVE COMING EVERY SINGLE DAY WITH ME.
I'VE BROUGHT A LITTLE SAMPLE OF OUR 300, OF OUR 308 STUDENTS WHO HAD PERFECT ATTENDANCE IN DECEMBER.
SO LET ME INTRODUCE THEM TO YOU.
I HAVE EASTON TROBRIDGE, CAMDEN TROBRIDGE, ROWAN TROBRIDGE, TUL, LOU BOWIE, MIRANDA GRAVES, CHARLOTTE, BUD CREW HELMICK.

UM, MS. SPRINKLE, DID YOU WANNA GIVE A, I JUST THOUGHT SHE WOULD TELL YOU A LITTLE BIT ABOUT SOME OF THE INCENTIVES WE DO AT RESI TO GET OUR STUDENTS TO COME EVERY DAY.
SO, YES, WE DO LOTS OF POSITIVE THINGS.
WE HAVE A CLASS COMPETITION CONSTANTLY ONGOING.
UH, WE UPDATE IT EVERY WEEK, AND THEN AT THE END OF EVERY MONTH, THE, UM, GRADE LEVEL WITH THE BEST DAILY AVERAGE ATTENDANCE GETS A REWARD.
ANYTHING COULD BE, UH, PAJAMA DAY TO SOME EXTRA RECESS, ANYTHING KIND OF EXTRA FUN THERE.
WE ALSO, UH, PARTICIPATE IN THE CHALLENGE 10 AND STUDENTS WHO WERE STILL IN THE CHALLENGE 10 AT THE END OF THE FIRST ADVISORY GOT A HAT DAY, AND I BELIEVE NEXT WEEK WE'RE GONNA DO A PAJAMA DAY FOR KIDS STILL IN THE CHALLENGE 10.
AND THEN WE ALSO PAIR STUDENTS AND STAFF MEMBERS UP WHEN NEEDED TO BE ATTENDANCE BUDDIES TO JUST FURTHER BUILD RELATIONSHIPS AND TRY AND ENCOURAGE KIDS TO COME TO SCHOOL AS MUCH AS POSSIBLE.
THEY'RE ALL VERY EXCITED TO COME HELP ME TODAY.

INSTEAD OF WALKING BACK UP, I WILL JUST INTRODUCE THE, UM, SECONDARY WINNER THIS MONTH IS WARREN COUNTY MIDDLE SCHOOL.
NO, IT'S HARD TO COME AFTER ALL THOSE CUTE KIDS, BUT I DO HAVE TWO AMAZING LADIES WITH ME, MRS. CINDY RUTHERFORD AND MRS. JEN DAVIS.
AND YOU'LL BE HEARING A LITTLE BIT MORE ABOUT CINDY NEXT, BUT MRS. JEN DAVIS IS OUR WARREN COUNTY PUBLIC SCHOOL'S TEACHER OF THE YEAR.
SO WE'RE GLAD TO HAVE THEM BOTH WITH US TODAY.
UM, OUR ATTENDANCE GOAL AT WARREN COUNTY MIDDLE SCHOOL IS 95% ATTENDANCE EVERY DAY.
I WOULD SAY WE'RE STILL STRIVING TO REACH THAT GOAL, BUT WE'RE REALLY EXCITED WHEN DR.
I THINK I YELLED INTO THE PHONE, BUT I WAS VERY EXCITED.
WHEN HE CAME PERSONALLY TO TAKE THE BANNER DOWN, SOME OF THE STAFF SAW HIM AND WERE QUITE UPSET THAT HE WAS TAKING IT OFF THE WALL.
SO WE DO TAKE THE COMPETITION VERY SERIOUSLY.
UM, WE DID BOTH INDIVIDUAL INCENTIVES, KIND OF COPYING FROM THE GREAT WORK THAT THE ELEMENTARY SCHOOLS ARE DOING AND GROUP INCENTIVES IN DECEMBER, AND THE INDIVIDUAL INCENTIVES.
IF YOU DIDN'T MISS ANY DAYS IN THE MONTH OF DECEMBER, WHICH WAS NOT THAT LONG, THEN THEY GOT TO PARTICIPATE IN A SNOWBALL FIGHT.
THE TEACHERS THINK THAT WE SHOULD DO THAT MORE OFTEN.
SO, UH, A LOT A GOOD STRESS RELEASE.
AND THEN THE GROUP REWARDS ANY KIDS IN FIRST PERIOD THAT HAD 95% ATTENDANCE FOR THAT CLASS.
THEY HAD, UH, SIGNS ON THEIR WINDOW.
SO WE HAD SOME CLASSES WITH AS MANY AS SEVEN, SOME THAT ONLY HAD ONE, BUT WE WERE LIKE ADVERTISING, SO WE WERE WORKING HARD ON THAT.
IF THERE'S ANYTHING, I KNOW YOU DON'T WANNA TALK, BUT THERE'S ANYTHING THAT YOU ALL WANT TO ADD.
JUST THANK YOU FOR RECOGNIZING WE'RE WORKING REALLY HARD.
WE WANT OUR CHILDREN IN SCHOOL TO LEARN.

UM, MS. CAMERON, OUR ASSISTANT PRINCIPAL, IS GONNA TALK ABOUT SOME OF THE ATTENDANCE INCENTIVES THAT WE DID DURING THE MONTH OF DECEMBER AND WHAT OUR PLAN IS FOR JANUARY.
UM, MR. HOYT, OUR DEAN, JUST GAVE TEACHERS THE DATA THIS AFTERNOON.
SO WE HAVE 176 STUDENTS WHO HAD 95% ATTENDANCE OR BETTER FOR THE SECOND QUARTER.
AND WE HAVE 205 STUDENTS WHO ARE STILL IN THE RUNNING FOR, TO MEET THE CHALLENGE 10 GOALS.
SO THEY ARE, THEY'RE STILL WORKING REALLY HARD EACH EACH MONTH AND EACH QUARTER.
SO FOR THE MONTH OF DECEMBER, WE DID, UH, TWO DIFFERENT LITTLE INITIATIVES WITH THE KIDS.
THE FIRST WAS, UM, WE DID A CANDY CANE COUNTDOWN.
UM, WE GOT THE KIDS, WE DIDN'T WANNA DO CANDY, SO WE DID, UM, THESE CUTE LITTLE CANDY CANE PENS.
UM, AND THEN EACH DAY WE PICKED A COUPLE HOMEROOMS AND THE, THE KIDS WOULD GET, YOU KNOW, THE, THE LITTLE PEN.
THEY WERE VERY EXCITED ABOUT THAT.
AND THEN WE, UM, TRACKED ATTENDANCE FROM THE BEGINNING OF NOVEMBER TO THE, UM, RIGHT BEFORE BREAK.
UM, AND WE DID, UH, WHAT WE CALLED THE WINTER GAMES MM-HMM.
AND WE WERE ABLE TO TAKE THE KIDS TO THE, UM, I DON'T EVEN KNOW THE NAME, HEALTH, THE HEALTH AND HUMAN SERVICES CENTER.
WHERE THEY HAVE A, WHERE THEY HAVE A GYM.
UM, SO THE KIDS GOT TO GO OVER THERE AND, UM, OUR SPECIALS TEACHERS PUT TOGETHER GAMES AND ACTIVITIES FOR THE KIDS, UM, AS WELL AS CRAFTS AND ACTIVITIES THAT, YOU KNOW, IN CASE THEY DIDN'T WANT TO, YOU KNOW, PLAY SPORTS.
AND THE KIDS WERE SO EXCITED TO PLAY BASKETBALL, UH, AT A REAL BASKETBALL HOOPS.
AND THEY REAL GYM GET KNOW THEY DON'T USUALLY GET TO DO THOSE THINGS.
AND SO I THINK WE SENT ABOUT 175 KIDS, UM, ON THAT ADVENTURE.
UH, FOR THE MONTH OF JANUARY, WE'RE GONNA DO PROP UP PRIZES, WHICH IS JUST SURPRISING THE KIDS THROUGHOUT, UM, THE MONTH OF JANUARY WITH LITTLE, LITTLE, UH, BOOKMARKS AND ERASERS AND, UH, I THINK WE HAVE SOME SQUISHY ANIMALS AND, UH, TA TATTOOS.
YOU KNOW, THOSE ARE A BIG, VERY POPULAR ITEM.
AND THEN I THINK WE HAVE JUST ANOTHER SPECIAL RECOGNITION FOR THIS EVENING IF THE RUSTY, I KNOW ELEMENTARY KIDS ARE GETTING ANTSY OUT THERE.

IN THE LIVES OF OUR STUDENTS, WE TEACH THEM CONTENT, PROVIDE LIMITS AND REWARDS, FEED THEM, AND ENCOURAGE THEM EVERY DAY.
SOMETIMES WE'RE NOT ABLE TO SEE THE RESULTS OF OUR TYLER'S EFFORTS.
BUT ON DECEMBER 2ND, 2022, MRS. CINDY RUTHERFORD'S QUICK ACTION SAVED A STUDENT'S LIFE.
DURING SECOND CHANCE BREAKFAST THAT MORNING, MRS. RUTHFORD WAS STANDING UP WHEN SHE NOTICED THAT A STUDENT NEAR HER WAS CHOKING.
SHE QUICKLY PERFORMED THE ABDOMINAL THRUST AND THE ITEM WAS CLEARED FROM THE STUDENT'S THROAT.
THIS STUDENT WAS THEN CHECKED OUT BY OUR SCHOOL NURSE.
THE PARENT WAS CONTACTED, AND YOU, AS YOU CAN IMAGINE, THIS WHOLE EPISODE WAS EXTREMELY SCARY FOR EVERYONE INVOLVED.
THANKS TO MRS. RUTHERFORD'S QUICK ACTIONS, THE STUDENT SAFELY WENT ON WITH THIS DAY.
WE WANTED TO TAKE THIS MOMENT TO SHARE THE STORY FOR TWO REASONS.

AND, UM, OF COURSE, I'M INTIMATELY INVOLVED WITH SCHOOL BOARD ISSUES BECAUSE WE, OF COURSE, JUST LIKE YOUR, UH, BOARD SUPERVISORS FUNDS, FUNDS YOUR SCHOOLS AT THIS POINT.
UH, I'M EXPLORING A, UH, RACE FOR THE STATE SENATE.
AND SO I JUST WANTED TO COME IN AND MAKE A, AN OBSERVATION OR TWO.
UH, FIRST OF ALL, FOR THE LAST YEAR OR TWO, I'VE BEEN TOUTING SOME NUMBERS THAT I THOUGHT WERE VERY FAVORABLE, UH, REGARDING WARREN COUNTY SCHOOLS.
UM, AND WHAT IT WAS IN THE PAST BEFORE I JUST CHECKED WAS THAT, UH, ALTHOUGH SHENDO COUNTY WAS SPENDING, UH, 91% MORE THAN THE REQUIRED LOCAL EFFORT, WARREN WAS HAVING WHAT, YOU KNOW, YOUR FORMER WONDERFUL, UH, I THINK DEPUTY SUPERINTENDENTS THAT WERE WONDERFUL SCHOOLS WAS DOING THE SAME THING FOR ONLY 62% ABOVE REQUIRED LOCAL EFFORT.
UM, THOSE NUMBERS ARE NO LONGER ACCURATE.
UH, SO I WON'T BE CRITICIZING MY COUNTY SO MUCH THIS YEAR.
UH, SHENANDOAH IS SOMEHOW DOWN TO, HAS DROPPED FROM 91 TO 60.
I, I'M GONNA GET ANSWERS TO THAT, BUT IT'S, IT'S A, IT'S A GOOD DIRECTION.
I ACTUALLY DROVE HERE THINKING YOU WERE AT ABOUT 62.
I THINK THAT'S VERY COMMENDABLE.
AND, AND THIS IS A BIG ISSUE, UH, BECAUSE THIS DISTRICT THAT I'M ONE OF MANY CANDIDATES IN COVERS, WARREN CLARK, FREDERICK WINCHESTER, AND SHENANDOAH, ALL COUNTIES REPRESENTED FROM 1758 TO 1765 IN THE HOUSE OF BURGESS IS BY GEORGE WASHINGTON.
SO, UM, AND, AND FREDERICK IS AN OUTLIER IN TERMS OF SPENDING, UH, UH, UM, ON ITS SCHOOLS.
IT'S AT 132% ABOVE REQUIRED LOCAL EFFORT, ESSENTIALLY TWICE WHAT THIS EFFICIENT FINE BOARD IS DOING HERE IN, IN, IN FRONT ROYAL AND WARREN COUNTY.
SO THAT'S SOMETHING THAT THE PEOPLE OF FREDERICK COUNTY NEED TO BE AWARE OF.
BUT I WANTED TO START OUT MY CRITICISM BY RECOGNIZING THE LEADERSHIP THAT THIS BOARD HAS, HAS HAD.
AND I, AND I WOULD LIKE TO THINK A LOT OF IT WAS THANKS TO PEOPLE LIKE OUR OWN MELODY SHEPHERD, WHICH WHO WERE VERY PROUD TO HAVE IN, IN SHENANDOAH COUNTY.
UM, YOU KNOW, THE OTHER ISSUES THAT THIS WILL RAISE IS THE ISSUES THAT'LL BE BEFORE THE GENERAL ASSEMBLY THIS YEAR, UH, SCHOOL CHOICE CHARTER SCHOOLS.
UM, AND I DON'T EVEN KNOW IF THOSE THINGS ARE FRANKLY, CONSTITUTIONAL.
OUR CONSTITUTION WAS AMENDED IN 1870, UH, TO MANDATE PUBLIC SCHOOLS.
SO IS ANYTHING OTHER THAN THAT LEGAL IN VIRGINIA? I DON'T KNOW.

UM, WE OFFERED A LOT OF DIFFERENT SESSIONS AND, UM, OUR INSTRUCTIONAL RESOURCE TEAM PUT TOGETHER A LOT OF SESSIONS AND TEACHERS WERE ABLE TO, TO PICK WHAT SESSIONS THEY WANTED TO ATTEND EITHER MORNING, AFTERNOON, OVER A COUPLE DAYS.
THEY ALSO HAD SOME TRAINING AT THE SCHOOL SITES THEMSELVES.
BUT, UM, WHAT I'M HEARING IS THAT, YOU KNOW, WE'RE GETTING POSITIVE FEEDBACK FROM OUR SESSIONS THAT WERE OFFERED.
UH, ALSO YESTERDAY WE HAD A CONTINUATION OF OUR TRAINING WITH THE, UM, WARREN COUNTY BYRON RESCUE, UH, WARREN COUNTY SHERIFF'S OFFICE, AND THE FRONT ROYAL POLICE DEPARTMENT.
WE HAD A, UM, A SESSION AT SKYLINE HIGH SCHOOL FROM EIGHT O'CLOCK TO 12 O'CLOCK, UH, TO CONTINUE THAT TRAINING THAT WE STARTED THIS SUMMER.
WE WILL HAVE ANOTHER SESSION IN JUNE OR JULY DURING OUR, UM, ADMINISTRATIVE RETREAT TO KIND OF KEEP THAT GOING AND, AND TO KEEP THE, THE CONVERSATION AND MOVING IN A POSITIVE DIRECTION.

SO IF I'M PAYING FOR MY SEPTEMBER, UM, PREMIUM, THEN THAT'S GONNA COME OUT OF MY AUGUST CHECK.

UH, THIS CONTRACT WAS COMPETITIVELY BID THROUGH THE ASSOCIATION OF EDUCATIONAL PURCHASING AGENCIES, WHICH IS A NATIONAL COOPERATIVE PURCHASING PROGRAM FOR SCHOOLS, GOVERNMENTS, AND NONPROFITS.
