AND AGAIN, WE, WE ONLY HAVE A FEW MORE MONTHS THAT WE CAN DO THIS.
SO TONIGHT I WOULD LIKE TO RECOGNIZE OUR THREE WINNERS.
UM, AND AGAIN, WE ARE GIVING A, AN AWARD FOR THE, UH, ELEMENTARY SCHOOL THAT HAD THE HIGHEST ATTENDANCE, A SECONDARY SCHOOL, WHICH INCLUDES YOUR MIDDLE SCHOOLS, UM, AND THE HIGH SCHOOLS.
AND THEN WE HAVE A MOST IMPROVED.
SO FOR THIS MONTH, AGAIN, I THINK MAYBE FOR THE 14TH TIME IN A ROW, UM, FOR ELEMENTARY, UM, I WOULD LIKE TO PRESENT AS ROADS WITH THE ELEMENTARY ATTENDANCE AWARD FOR THIS MONTH.
UM, SO I KNOW LAST TIME I DIDN'T REALLY SAY MUCH AND THEN I FELT AWFUL THAT I DIDN'T THANK THE PEOPLE IN OUR BUILDING THAT HELPED MAKE THIS POSSIBLE.
UM, WE INVITED, UH, DELONGE EDWARDS WITH US TO JOIN US TONIGHT, AND UNFORTUNATELY HE WASN'T ABLE TO BE HERE.
UM, HE IS ONE OF OUR STUDENTS THAT STILL HAS PERFECT ATTENDANCE FOR THE YEAR, SO THAT'S AMAZING, UM, JUST IN ITSELF BECAUSE OF THE ILLNESSES THAT GO AROUND IN CLASSROOMS. BUT I DID WANT TO THANK, UM, MRS. JANKOWSKI, OUR SECRETARY.
SHE PERSONALLY CALLS EACH STUDENT EVERY DAY THAT HAS AN UNVERIFIED ABSENCE.
SO WE HAVE THE AUTOMATED CALLER THAT GOES OUT, BUT SHE USUALLY MAKES THAT PHONE CALL BEFORE THE AUTOMATED CALLER EVEN GETS TO THAT POINT.
SO SHE'S CHECKING IN WITH THOSE FAMILIES, SEEING IF THERE'S ANYTHING WE CAN DO TO ASSIST.
UM, AND THAT'S A GREAT HELP OBVIOUSLY.
AND OUR P B I S COMMITTEE MEETS EVERY MONTH AND WE'VE COME UP WITH DIFFERENT INCENTIVES.
WE'VE FOCUSED ON CLASSROOM AND INDIVIDUAL GOALS FOR THOSE INCENTIVES.
SO IN MID FEBRUARY, UH, MID-FEBRUARY TO MID-MARCH, WE DID A COMBINATION.
SO AS AN INDIVIDUAL, YOU COULD EARN EITHER, UM, TO DO LEPRECHAUN GAMES OR CREATE SLIME WITH OUR ART TEACHER.
SO OUR SPECIALIST TEACHERS RAN THOSE STATIONS.
AND THEN FOR THE OTHER HALF OF THAT TIME, IT WAS AN INDIVIDUAL GOAL TO BE AT 85% OR BETTER ON YOUR ATTENDANCE FOR THOSE FOUR WEEKS.
AND FOR THOSE STUDENTS, THEY WERE ABLE TO, UM, I'M SORRY, THE INDIVIDUAL WAS THE SLIME OR THE LEPRECHAUN GAMES.
AND THEN AS A CLASS, IF YOUR CLASS HAD 85% OR BETTER, THEY CHOSE WHAT THEY WANTED THEIR INCENTIVE TO BE.
SO IT'S ALL NON-TANGIBLE ITEMS. EAT IN THE CLASSROOM.
YOU WOULDN'T BELIEVE HOW MANY ELEMENTARY STUDENTS LOVE TO EAT LUNCH IN THE CLASSROOM WITH THEIR TEACHER AND JUST HAVE THAT QUIETER SPACE TO TALK AND ENJOY.
AND ALSO, EXTRA RECESS IS ALWAYS POPULAR.
SO A 20 MINUTE EXTRA RECESS GOES A LONG WAY.
UM, AND I ALSO WANTED TO THANK MRS. O WADE.

WE ARE GRATEFUL FOR OUR SECRETARY AS WELL.
UM, ONE OF THE PROGRAMS THAT I DO REALLY ADMIRE AND, AND MR. MOSER PUT THIS INTO PLAY AT THE BEGINNING OF THE YEAR, IS HE ASSIGNED, UM, WE HAD, UM, OUR CHRONICALLY ABSENT STUDENTS OR OUR STUDENTS THAT WERE MISSING A LOT OF DAYS, AND HE ASSIGNED 'EM TO A MENTOR.
SO HE ASKED ALL THE TEACHERS TO STEP UP AND PICK A STUDENT.
AND, UM, I PICKED A STUDENT AND WE ALL PICKED DIFFERENT STUDENTS.
BUT, UM, IT WAS VERY EMPOWERING BECAUSE IT'S, IT'S FUN.
WE SEE THE KIDS, WE SAY HI, AND THAT MAKES A CONNECTION.
I REALLY THOUGHT THAT PROGRAM HAS BEEN VERY SUCCESSFUL FOR US AS WELL.
WE HAVE P B I S, WE HAVE OTHER ACTIVITIES.
THE ONE THAT WE'RE COMING UP TO, UM, WILL BE OUR FINAL ONE, AND THAT WILL BE BOWLING.
WE GET TO TAKE THE KIDS BOWLING IF THEY HAVE 95% OR BETTER.
AND THE PIECE OF THAT I LIKE ABOUT THAT IS THAT IT'S NOT 95% FOR THE WHOLE YEAR BECAUSE THAT WOULD PRETTY MUCH ELIMINATE A LOT OF THE KIDS ALREADY.
SO WHAT WE REALLY FOCUS ON IS FROM WHAT POINT A TO POINT B, AND IT GIVES EVERY KID A FRESH START.

WE DID CONTACT THE SCHOOL THAT WE FOUND OUT THAT IT WAS, THAT THEY WERE ACTUALLY ACCESSING.

UM, BUT ULTIMATELY, UH, WE HAVE SINCE REMEDIED THE PROBLEM.

UM, DEFINITELY JUST NO MORE, UH, MOVEMENTS AT THIS POINT WITH THE, UM, BUDGET YET.
UM, EARLIER TODAY, THREE OF US HERE, WERE ABLE TO ATTEND THE, UM, SODEXO STUDENT CHEF CHALLENGE.
UM, SO I THINK I CAN CERTAINLY SPEAK THAT THREE OF US HAVE A VERY FULL BELLY RIGHT NOW.
THIS WAS MY, IT WAS MY FIRST TIME TO BE ABLE TO BE A CHEF.

UM, AND THEN I JUST WANTED TO SAY, YOU KNOW, THE ATTENDANCE AWARDS THAT WE'VE BEEN GIVING OUT, UM, I THINK ONE OF THE THINGS THAT I'VE NOTICED THAT I HOPE THE PUBLIC HAS NOTICED AND RECOGNIZED IS THAT IT TAKES THE WHOLE SCHOOL TO SUPPORT THE KIDS.

AND I THINK, UM, AND I APPRECIATE THAT OUR LEADERS HAVE, UM, HIGHLIGHTED THAT, PARTICULARLY OUR SECRETARIES, OUR ATTENDANCE SECRETARIES.
UM, I KNOW FIRSTHAND HOW BUSY THEIR JOB IS, BUT ALSO THE RELATIONSHIPS THAT THEY DO BUILD WITH THE STUDENTS AND THE FAMILIES WHEN THEY COME IN.

AND CERTAINLY, YOU KNOW, EVERYTHING THAT EVERYBODY IS DOING IN THOSE, IN THOSE SCHOOLS TO, UM, UH, HAVE THEIR SCHOOLS RECOGNIZED FOR THESE AWARDS.
SO, UM, JUST THOSE TWO THINGS FOR RIGHT NOW.
UM, EARLIER THIS MONTH, I ATTENDED THE VIRGINIA SCHOOL BOARD SUMMIT WITH THE SCHOOL BOARD MEMBER ALLIANCE.
I RECEIVED TRAINING ON SCHOOL BOARD POLICY IN THE FIRST AMENDMENT, TITLE IX, FOIA AND POLICY

DEVELOPMENT.AND, UH, GOVERNOR YOUNGEN CAME IN TO SPEAK, ENCOURAGE SCHOOL BOARDS TO KEEP RAISING THE STANDARDS AND EXPECTATIONS.
AND THEN I ALSO WANTED TO ADDRESS THE TRAGEDY THAT HAPPENED IN NASHVILLE.
UM, I HAD SOME THOUGHTS AS I WAS LISTENING TO THE MEDIA PUSH FOR GUN CONTROL.
UH, MY MIND KEEPS GOING BACK TO PRACTICAL CHANGES THAT WE COULD MAKE NOW THAT DON'T INVOLVE INFRINGING ON LAW ABIDING CITIZENS' CONSTITUTIONAL RIGHTS.
UH, FOR EXAMPLE, IN NOVEMBER, IF YOU ALL REMEMBER, UM, AT THE VSBA DELEGATE ASSEMBLY, I WATCHED AS LEGISLATIVE POSITION NUMBER FIVE WAS PASSED THIS FOCUS THE VS B'S LOBBYING EFFORTS TOWARDS OBTAINING MORE TAX MONEY TO BE DIRECTED TOWARDS ENERGY EFFICIENT UPGRADES IN SCHOOLS.
UM, AS THE DELEGATE FOR WARREN COUNTY, I PRESENTED OUR BOARD'S ARGUMENT, UM, THAT SCHOOL SAFETY UPGRADES SHOULD BE THE PRIORITY WHEN LOBBYING FOR SCHOOL FACILITY CONSTRUCTION FUNDS AND FINANCING.
AND I JUST WANTED TO REMIND EVERYBODY HOW OUR BOARD HAD ASKED, UM, THINGS TO PROCEED.
UM, WE HAD SAID THAT WHILE WARREN COUNTY SUPPORTS EVERY ENERGY EFFICIENT UPGRADES, THE CONCERN HAS BEEN RAISED BY OUR BOARD THAT WE WOULD LIKE TO SEE THE V S B A LOBBYING POSITIONS TO BE SHIFTED TO PLACE PRIORITY ON SAFETY IMPROVEMENTS IN SCHOOL BUILDINGS.
WE WOULD LIKE THE VSBA A'S LOBBYING EFFORTS IN THIS CATEGORY TO BE FOCUSED ON ACHIEVING MORE FUND MATCHING AND GRANT OPPORTUNITIES FROM BOTH THE STATE AND FEDERAL GOVERNMENTS TO ENABLE LOCALITIES TO IMPROVE SAFETY FEATURES WHEN BUILDING AND RENOVATING SCHOOLS, WARREN COUNTY WOULD LOVE TO SEE MORE TAX DOLLARS AVAILABLE FOR, FOR ITEMS LIKE BULLETPROOF GLASS FILM AND OTHER SUCH SAFETY MEASURES.
UM, AS WE KNOW FROM HEARING REPORTS, THE, UH, SHOOTER IN NASHVILLE OBTAINED ACCESS TO THAT SCHOOL THROUGH SHOOTING OUT GLASS.
UM, WE UNDERSTAND THAT TAX DOLLARS ARE FINITE, SO WE HOPE TO SEE SPENDING PRIORITIES SHIFTED TO MEET WHAT IS TRULY THE MOST IMPORTANT THING IN SCHOOL BUILDINGS, THE SAFETY OF, UH, CHILDREN AND THE STAFF.
SO AFTER PRESENTING WHAT I THOUGHT WOULD BE A UNI UNIVERSALLY ACCEPTED IDEA, I WAS DISAPPOINTED TO SEE THAT THE LEGISLATIVE POSITION PASSED AS WAS WRITTEN BY FAIRFAX COUNTY SCHOOL BOARD TO FOCUS LOBBYING EFFORTS ON DIRECTING THE FUNDS TO ENERGY EFFICIENCY INSTEAD OF SAFETY.
UM, I KNOW WE HAVE ALREADY VOTED TO APPROVE OUR LEGISLA LEGISLATIVE POSITION CHANGES WITH THE VS B FOR THIS YEAR.
UM, AND I KNOW THAT THE V S B A DISCOURAGES US FROM BRINGING UP CHANGES TO POSITIONS THAT WERE JUST AMENDED.
BUT I AM WILLING TO TRY AGAIN, IF THIS BOARD WANTS TO ADD THAT TO A FUTURE WORK SESSION, I CAN TRY TO GET SOMETHING TOGETHER TO ADD TO WHAT WE'RE GONNA ASK THE VSBA TO CHANGE GOING FORWARD FOR NEXT YEAR.
OBVIOUSLY, I'M NOT ASKING FOR A VOTE RIGHT NOW, JUST IF WE WANNA TALK ABOUT IT LATER.

THE AGREEMENT CONTAINS A CLAUSE THAT ALLOWS THE CONTRACT TO BE RENEWED ANNUALLY FOR FOUR ADDITIONAL ONE YEAR PERIODS UPON THE MUTUAL CONSENT OF BOTH PARTIES.
THE CONTRACT AMOUNT IS BASED ON MILLS SERVED BASIC LABOR, LABOR, ET CETERA.
WARREN COUNTY PUBLIC SCHOOLS DOES NOT PAY FOR ANY SUPPLIES THAT ARE NOT USED OR MEALS THAT ARE NOT SERVED.
SO THERE IS A STRONG INCENTIVE ON BOTH WARREN COUNTY PUBLIC SCHOOLS AND SODEXO FOR SERVING THE HIGHEST QUALITY MEALS AVAILABLE TO OUR STUDENTS.
OUR RELATIONSHIP WITH SODEXO HAS BEEN A MODEL PARTNERSHIP, SOME HIGHLIGHTS OF OUR CURRENT CONTRACT THAT CONTINUES INTO OUR NEXT AGREEMENT, BUT NOT LIMITED TO.

UH, SODEXO WILL CONTINUE TO PROMOTE HEALTHY EATING FOR STUDENTS AND STAFF AND CREATE MENUS WITH HEALTHY, UH, HUNGRY FREE KIDS ACT.
AND THEY WILL SERVE FRESH FRUITS AND VEGETABLES DAILY AND PURCHASE LOCAL GROWN INGREDIENTS WHEN A AVAILABLE SODEXO WILL CONTINUE TO EMPLOY THE FOOD SERVICE EMPLOYEES AND TRAIN THE EMPLOYEES ON PROPER FOOD HANDLING, CUSTOMER SERVICE AND SAFETY.
WE HAVE 48 STAFF ACROSS THE KITCHENS AND FOUR TOTAL IN ADMINISTRATION AND ALL ARE ON SITE BASED ON THE ANNUAL CONSUMER PRICE INDEX AGREED UPON IN OUR CONTRACT.
THE COST INCREASE FOR THE 20 23 20 24 SCHOOL YEAR IS 8.4% FOR THE GENERAL SUPPORT SERVICES AND AN 8.4% FOR THE MANAGEMENT FEE.
THE GENERAL SUPPORT SERVICE FEE, UH, IS THE GREATER OF 146,237

UP WE HAVE THE E WILSON MORRISON ELEMENTARY SCHOOL AUDITORIUM CONVERSION, A AND E, MR. SMITH.UM, WARREN COUNTY PUBLIC SCHOOLS HAS A NEED TO CONVERT, UH, THE EXISTING AUDITORIUM AT E WILSON, UH, MORRISON, UH, ELEMENTARY SCHOOL INTO A MULTIPURPOSE GYMNASIUM, UH, UH, ROOM.
UH, WE CURRENTLY, IT'S A, IT'S A, OUR SCHOOL THERE, UH, WE'RE, UM, OUR, ANYTHING NEAR A GYM TYPE FACILITY IS REALLY ALMOST TWO CLASSROOMS OR A LARGE CLASSROOM UPSTAIRS.
IT HAS ALWAYS BEEN A CHALLENGE.
WE ADMINISTRATIVELY AS WELL AS OUR, AS WELL AS YOURSELF AS A BOARD RECOGNIZES THE NEED TO, UH, START TO LOOK TO SOLVE SOME PROBLEMS THERE IN REGARDS TO A, UH, A FACILITY OR CONVERSION OF SOME SORT WHERE WE COULD, UH, HAVE THE STUDENTS BE ABLE TO HAVE THE, UH, THE SAME GYM EXPERIENCE AND THOSE TYPE OF THINGS AND PLAY THE GAMES AS ALL OF OUR OTHER SCHOOLS.
UM, INSIDE THE BUILDING, WE WOULD BE LOOKING AT THE AUDITORIUM AREA THERE AND TURN IT INTO A MULTIPURPOSE ROOM.
IT ITSELF WOULD REQUIRE AS YOU WALK INTO THE AUDITORIUM, UM, IT WOULD REQUIRE A LEVELING OF THE FLOOR BECAUSE AS YOU GO INTO AN AUDITORIUM, IT GOES FROM A HIGHER ELEVATION TO A LOWER ELEVATION.
AND WE WOULD, UH, PART OF THE SCOPE, NOT, NOT JUST LIMITED TO WHAT I'M ABOUT READY TO SHARE, BUT UM, UH, WOULD BE TO LEVEL OUT THAT FLOOR.
PROVIDE LIKE A, UH, A, A A SPORTS, UH, GYM FLOOR, UH, CUSHION FLOOR.
ON TOP OF THAT, THERE WOULD ALSO BE AMPLE AMOUNT OF LIGHTS BECAUSE THE WINDOWS IN THAT FACILITY IN THAT PARTICULAR AREA ARE QUITE LARGE.
SO WE WOULD NEED TO BRING IN A WAY TO BE ABLE TO PROTECT, UH, STUDENTS FROM, UH, THE WINDOWS AND WINDOWS FROM THE STUDENTS AND, AND THOSE TYPE OF THINGS.
UM, AND THEN WE WOULD LOOK AT THE STAGE AREA AND THOSE TYPE OF THINGS TO BE ABLE TO POSSIBLY IMPLEMENT THAT EITHER INTO STORAGE SPACE OR SOME CLASSROOM SPACE, OR SOME ACTUAL WORKROOMS. SO THIS IS A PROJECT THAT WE HAVE BEEN UNDERTAKING, UM, AND WE WOULD LIKE TO REACH OUT TO, UM, UH, SOME A AND E FIRMS TO LOOK AT THE, UH, OVERALL, UM, UH, COSTS AND SO FORTH OF A AND E AND THE BIDDING PROCESS.
AND ALSO JUST THE ADMINISTRATION OF THIS AND MR. LEVY ARE, ARE, UH, RETIRED.
UH, NOW, UM, FORMER, UH, DIRECTOR OF FACILITIES, UH, HAD REACHED OUT AND HAD STARTED THIS PROCESS.
AND, UH, THIS PARTICULAR, UH, PROCESS WOULD INVOLVE THE SCOPE AS JUST BRIEFLY WHAT I WENT OVER AS WELL AS TO SECURE, UM, QUOTES AND THOSE TYPE OF THINGS.
AND AS, AS I GATHER THIS INFORMATION FROM SOME INFORMATION THAT MR. LEVY, UH, HAD LEFT, AND I PROVIDED THIS DOCUMENT, I HAVE SINCE THEN, UH, WENT BACK TO REALIZE THAT THERE MAY BE A FEW THINGS FROM A PROCUREMENT STANDPOINT

OKAY, UP NEXT WE HAVE APPROVAL OF ADDITIONAL APPROPRIATION REQUEST.UM, THE AMENDED STATE BUDGET FOR FISCAL YEAR 2023 THAT WAS ADOPTED, UH, ON FEBRUARY THE 25TH PROVIDES $241,346 IN GREATER THAN, UM, ORIGINALLY BUDGETED STATE FUNDING.
WE'LL BE GETTING THAT AMOUNT MORE, UH, FROM THE STATE.
THE INCREASE PRIMARILY COMES FROM TECHNICAL ADJUSTMENTS, WHICH ARE THINGS LIKE ADJUST ADJUSTMENTS TO MEMBERSHIP, MAYBE SALES TAX PROJECTIONS, THINGS LIKE THAT.
UM, AND IN ADDITION TO THIS, WE'RE ALSO PROJECTING THAT REIMBURSEMENT FOR, UH, H V A C REPAIR PARTS THAT WE PURCHASE FOR THE COUNTY AND PROVIDING THAT SERVICE TO 'EM OF MAINTAINING THEIR, UH, H V A CCC UH, C SYSTEMS. UM, AND THEN THEY REIMBURSE US FOR IT.
SO IT'S SORT OF IN AND OUT MONEY, BUT, UM, SO WE DON'T GO OVER OUR BUDGET.
WE NEED TO, UH, BUDGET FOR THAT AND WE NEVER KNOW HOW MUCH, MUCH THAT, IF ANYTHING'S GONNA BE IN A GIVEN YEAR.
SO WE DIDN'T BUDGET ANYTHING FOR THAT.
SO WE WOULD LIKE TO ASK TO HAVE THAT ADDED TO OUR APPROPRIATION.
UM, SO IT'S ASKED THAT THE 2 240 1000, UM, $346 BE APPROPRIATED TO CATEGORY 63,000, WHICH IS PUPIL TRANSPORTATION.
AND THAT'S TO COVER GREATER THAN ANTICIPATED COST, UM, FUEL COSTS FOR BOTH OUR BUSES AND OUR VEHICLES.
UM, I, I THINK IF YOU LOOK AT IT, PROBABLY WE'VE BEEN USING MORE FUEL AS WE MOVE STUDENTS AROUND THIS YEAR AND CERTAINLY FUEL COSTS ARE AT A HIGHER LEVEL THAN THEY HAD BEEN, UM, FOR QUITE A WHILE.
UM, WE WOULD ASK THEN THAT THE 25,000 BE APPROPRIATED TO THE FACILITIES BUDGET, WHICH IS WHERE THOSE PURCHASES ARE MADE, UM, AND, AND WHERE THE EXPENSES INCURRED.
