HOW DO YOU ASK A FOUR AND A FIVE YEAR OLD DAD? AND WHEN I ASKED HER, WELL, WHAT KIND OF UNUSUAL THINGS? WHAT THINGS DO I NEED TO PERTAIN, YOU KNOW, TO ASK THEM? SHE WOULDN'T ANSWER ANY QUESTIONS, ASKED HER WHAT I SHOULD DO, GIVEN THE ANSWERS, AS SHE SAID, CALL HER BACK.

SO THAT'S WHAT I DID.

I ASKED THE KIDS SOME QUESTIONS.

OBVIOUSLY, LIKE I SAID, I ALREADY HEARD SOME RUMORS, SO I ASKED THEM SPECIFICALLY IF THEIR TEACHERS WERE HARMING THEM.

MY DAUGHTER INFORMED ME THAT SHE HAD BEEN YANKED BY THE ARM TO THE GROUND, AND MY SON INFORMED ME THE SAME, ALONG WITH A COUPLE OF NAMES OF STUDENTS HE HAD WITNESSED BEING SMACKED OR HIT WITH ITEMS IN THE CLASS.

I WAS OUTRAGED WAS ANY PARENT WOULD BE.

SO I CALLED THE SHERIFF'S OFFICE, AND WHICH MY KIDS WERE, WENT IN FOR INTERVIEWS THE NEXT DAY, AND WHICH WE FIND OUT WHAT MY DAUGHTER TOLD ME WAS A LOT WORSE.

SHE TOLD THE INVESTIGATORS THAT SHE WAS SMACKED ACROSS THE ED SMACKED IN THE BACK AND AGAIN, YANKED TO THE GROUND BY HER ARM.

UM, THAT INCIDENT, AS YOU ALL KNOW, INVOLVED A TEACHER BEING ACCUSED OF PHYSICALLY ASSAULTING MULTIPLE STUDENTS, SOME OF WHICH WERE DISABLED, NON-VERBAL.

AS PARENTS, OUR BIGGEST FEAR IS NOT BEING ABLE TO PROTECT OUR CHILDREN.

AND THIS SITUATION HAS ONLY MAGNIFIED THAT FEAR.

I FIRMLY BELIEVE THAT WE NEED TO DO MORE TO PROTECT OUR CHILDREN, ESPECIALLY THOSE THAT DO KNOW HOW TO VOICE AND ARE UNABLE TO PROTECT THEMSELVES.

I BELIEVE THERE IS A SIMPLE SOLUTION TO THIS PROBLEM.

WE NEED TO INSTALL CAMERAS IN OUR CLASSROOMS FOR OUR LITTLE PEOPLE, FOR OUR PRESCHOOLERS, FOR OUR SPECIAL NEEDS STUDENTS.

SO THE SCHOOL CAN BE, SEE WHAT IS GOING ON WHEN PARENTS FEEL SOMETHING IS NOT RIGHT, THEY CAN COME AND THERE IS A RECORDING.

WHILE I WAS INFORMED BY OTHER TEACHERS, THEY WERE ALREADY SENT HOME.

SO THAT MONDAY WHEN I DROPPED MY DAUGHTER OFF AT SCHOOL, I ASKED HER AND SHE SAID, I WILL GIVE YOU ONE WHEN I GET ONE.

MS. BENNETT, THAT IS.

SO MY DAUGHTER CAME TO MY WORK AFTER SCHOOL AND SAID, MOM, THE TEACHER'S TALKING ABOUT YOU.

NO RED FLAGS COME UP THE DAY I AM SUPPOSED TO SUBMIT HIS BIRTH CERTIFICATE.

I DID NOT RECEIVE NEWS FROM YOUR SCHOOL.

I STILL HAVEN'T RECEIVED ANYTHING FROM THE SCHOOL SAYING MY SON'S TEACHER WAS ABUSING CHILDREN AND I'M STILL GETTING FORM SIGNUPS BECAUSE I'M REFUSING TO SIGN 'EM UP FOR THE SCHOOL SYSTEMS. AT THIS POINT.

I'D MUCH RATHER HIM GO ANYWHERE ELSE, BUT THEY STILL HAVE HER NAME ON ALL OF THESE FORMS. SO WHY IS, WHY IS HER NAME STILL ABLE TO BE ON THESE FORMS? AND THEY'RE STILL ABLE TO BE SENT ME, BUT NO ONE HAS GIVEN IT THE TIME OF DAY TO CALL ME AND TO INFORM ME OF THIS.

I COULD HAVE SENT MY SON TO SCHOOL THERE AND UH, THIS WOULD'VE JUST GONE OUT A WEEK AFTER HE WOULD'VE CAME.

THESE ALLEGATIONS CAME TO LIGHT TO YOU GUYS, BUT NOT TO US PARENTS.

I DON'T UNDERSTAND WHY IT TAKES SO LONG FOR YOU GUYS TO INFORM US PARENTS THAT OUR CHILDREN ARE BEING ABUSED.

YOU GUYS ARE ESSENTIALLY PROTECTING THE ABUSER RATHER THAN PROTECTING OUR CHILDREN.

THE VIRGINIA DEPARTMENT OF EDUCATION THROUGH A PRIORITY BASED APPLICATION PROCESS AWARDED OVER 2 MILLION IN GRANTS TO THE SCHOOL ADMINISTRATION FOR SCHOOL, UM, OR SCHOOL DIVISIONS, I'M SORRY, FOR SCHOOL BUS DRIVERS RECRUITMENT AND RETENTION STRATEGIES TO HELP ADDRESS THE CRITICAL SHORTAGE OF SCHOOL BUS DRIVERS IN VIRGINIA, WARREN COUNTY WAS AWARDED $13,682 AND 33 CENTS.

THE WARREN COUNTY TRANSPORTATION DEPARTMENT IS RECOMMENDING THE USE OF THE GRANT FUNDING BASED UPON ATTENDANCE FOR THE 20 22 20 23 SCHOOL YEAR.

THE TRANSPORTATION DEPARTMENT HAD FIVE CONTRACTED BUS DRIVERS WHO MISSED LESS THAN ONE DAY OF WORK FOR THE 20 22, 20 23 YEAR,

AND 12 CONTRACTED BUS DRIVERS WHO MISSED LESS THAN FOUR DAYS OR FOUR OR LESS DAYS OF WORK.

BASED UPON THE RECOMMENDATION FROM OUR PRESENTATION ON THE MAY 17TH, UH, 2023 SCHOOL BOARD WORK SESSION MEETING, IT WAS RECOMMENDED BY THE SCHOOL BOARD TO USE SCENARIO ONE.

THAT SCENARIO SHOULD BE PART OF YOUR, UH, PACKET.

THE SCENARIO WOULD AWARD A ONE TIME $1,000 GROSS INCENTIVE, UH, BONUS TO THOSE CONTRACTED BUS DRIVERS WHO MISS LESS THAN ONE DAY AND ONE TIME $500 GROSS INCENTIVE TO THOSE CONTRACTED BUSERS, UH, BUS DRIVERS WHO MISSED ONE TO FOUR DAYS OF WORK.

THE GROSS TOTAL FOR THE INCENTIVE WOULD BE $11,000.

WITH THE ADDITIONAL $841 AND 50 CENTS REPRESENTING THE FICA THAT IS REQUIRED TO PAY THE INCENTIVES WOULD BE PAID OUT AS PART OF THE JUNE 30TH, 2023 PAYROLL.

SO THE TITLE 1, 2, 3, AND FOUR APPLICATIONS SEEK FEDERAL FUNDING TO IMPROVE BASIC INSTRUCTIONAL PROGRAMS, TEACHER AND PRINCIPAL TRAINING AND RECRUITING SUPPORT FOR LANGUAGE INSTRUCTION FOR ENGLISH LEARNERS, AND INCREASE THE DIVISION'S CAPACITY TO PROVIDE STUDENTS ACCESS TO A WELL-ROUNDED EDUCATION.

THE DRAFT GRANT APPLICATIONS WERE SUBMITTED FOR REVIEW TO THE BOARD AT THE WORK SESSION ON MAY 17TH.

AND SINCE THEN, AGAIN, THERE HAVE NOT BEEN ANY CHANGES TO THOSE D DRAFT PROPOSALS.

ALL TITLE GRANTS ARE BASED ON THE PREVIOUS YEAR'S ALLOCATION AND APPLICATIONS ARE DUE TO THE STATE BY JULY 1ST.

UH, AGAIN, WE WORKED ON THIS AT OUR, UH, DISCUSSED THIS AT OUR LAST WORK SESSION, SPECIAL SERVICES RESTRUCTURING PLAN.

THE PROPOSAL TO RESTRUCTURE SPECIAL SERVICES IS DESIGNED TO REDUCE THE COMPLEXITY OF THE DEPARTMENT, REDUCE INEFFICIENCIES, RESPOND TO NEW DEMANDS, DEVELOP MORE EFFECTIVE PROGRAMS, INCREASE ACCOUNTABILITY AND INCREASED STUDENT SERVICES, PROVI PROVIDED BY THE SCHOOL DIVISION.

AS PART OF THE RESTRUCTURING, I PROPOSE DEVELOPING THE OFFICE OF PUPIL SERVICES TO MEET THE NEEDS OF A SPECIAL POPULATION WHO MAY OR MAY NOT BE DISABLED.

I RECOMMEND THAT THE FOLLOWING DIVISION OF THE PROGRAMS BE RESPONSIBLE.

AND IF YOU REMEMBER, MOST OF THE TIME, PUPIL SERVICES AND SPECIAL EDUCATION ARE USUALLY SPLIT, UM, HERE IN WARREN COUNTY, THEY'VE BEEN COMBINED.

SO IT CREATES A, A HUGE DEPARTMENT, UM, WHEN THEY ARE COMBINED.

SPECIAL SERVICES RESPONSIBILITIES, SPECIAL EDUCATION, SPEECH PATHOLOGISTS, UM, PSYCHOLOGISTS, UM, SOCIAL WORKERS, OCCUPATIONAL PHYSICAL THERAPY, NURSES, PRE-KINDERGARTEN, UH, JAIL CORRECTIONAL EDUCATION, UH, MEDICAL HOMEBOUND LEARNING CENTERS, TIER THREE, MCKINNEY-VENTO, UH, ALREADY MENTIONED SOCIAL WORKERS.

THAT'S THERE AGAIN.

AND SPECIAL EDUCATION HOMEBOUND.

UH, YOU HAVE ALREADY, UH, APPROVED THE DEPUTY DIRECTOR FOR THE, FOR THIS POSITION ALREADY.

UM, SPECIAL EDUCATION SUPERVISOR, THIS WOULD BE A CHANGE FROM ADMIN TWO, RECLASSIFY AS A PRE-K, UH, SERVICES COORDINATOR AT AN ADMIN ONE, TIER THREE COORDINATOR, ADMIN, ONE RECLASSIFY AS ASSISTIVE TECHNOLOGY MEDICAID COORDINATOR.

AND THAT STAYS AT ADMIN.

ONE WOULD LIKE TO, UM, ADD A STIPEND FOR THE LEAD NURSE OF ABOUT $6,600.

AND THEN RECLASSIFY VACANT POSITION, UH, AS A DYSLEXIA, ENGLISH, UH, CURRICULUM COORDINATOR, PUPIL SERVICE RESPONSIBILITIES, ALTERNATIVE EDUCATION, MORE NON-TRADITIONAL EDUCATION.

UH, WARREN, UH, WCP ADMISSIONS TEAM, SECTION 5 0 4 AFTER SCHOOL PROGRAMS. THESE ARE THREE TO FIVE, FOUR TO SIX PROGRAMS IS A E P, WHICH IS, UH, REALLY A, UH, G E D PROGRAM.

UH, ADMINISTRATIVE HOME BOUND,

APEX LEARNING TIER THREE CENTERS AND POSITIONS HERE.

UH, AS WE DISCUSSED LAST TIME, NON-TRADITIONAL EDUCATION, WE WANT TO MOVE THAT, THAT CURRENT POSITION FROM AN ADMIN THREE AND MAKE IT SIMILAR TO, WHAT IS THAT BLUE RIDGE TECH, WHICH IS A DIRECTOR SLASH PRINCIPAL.

UM, AND THAT MOVES FROM AN ADMIN THREE TO AN ADMIN FIVE.

AND THEN ACTUALLY WE ARE, WE ARE LOOKING AT MOVING A CLASSROOM, WHICH WILL, UH, CREATE A, A VACANCY AND ALLOW FOR US TO HAVE A DEAN OF STUDENTS AT NON-TRADITIONAL.

AND WITH ADDING THESE OTHER SUPPORTS AND ALL THESE OTHER SERVICES UNDER THAT UMBRELLA, WE'RE GOING TO NEED THAT POSITION.

AND SO AT THIS POINT, I'D JUST LIKE TO, UH, RECOMMEND THAT WE GO AHEAD AND APPROVE THE RESTRUCTURING OF SPECIAL SERVICES AND AS, AS DESCRIBED.
