SCHOOL ATTENDANCE IS ESSENTIAL TO THE ACADEMIC SUCCESS. RESEARCH SHOWS MISSING AS LITTLE AS TWO DAYS EVERY MONTH, WHERE 10% OF THE SCHOOL YEAR CAN HAVE A NEGATIVE IMPACT ON STUDENTS. AT EACH OF OUR MONTHLY MEETINGS, WE RECOGNIZE OUR SCHOOLS THAT HAVE THE HIGHEST ATTENDANCE AND ARE MOST IMPROVED EACH MONTH. AND IT HAS BECOME A LITTLE HEALTHY COMPETITION BETWEEN SOME OF OUR ELEMENTARY SCHOOLS. UH, SO, UH, YOU KNOW, THEY, THEY ARE TAKING THIS SERIOUS AND WORKING VERY HARD. UH, FOR THE MONTH OF, UH, MARCH, I WOULD LIKE TO RECOGNIZE AS ROSE ELEMENTARY SCHOOL AS OUR ELEMENTARY WINNER. THANK YOU DR. BALLINGER. UM, SO I KNOW WE'VE BEEN UP HERE SEVERAL TIMES, SO I FEEL LIKE I TELL YOU THE SAME THINGS EVERY TIME. THIS TIME I JUST THOUGHT I'D TOUCH A LITTLE BIT ON CHRONIC ABSENTEEISM. SO, DAILY ATTENDANCE OF COURSE, IS VERY IMPORTANT, BUT THAT DOESN'T NEGATE CHRONIC ABSENTEEISM BECAUSE YOU COULD STILL HAVE STUDENTS THAT HAVE THOSE 17 OR MORE DAYS OF ABSENCES FOR THE YEARS. SO WE HAVE STARTED SINCE WE RETURNED FROM SPRING BREAK, UM, FREE AFTERSCHOOL TUTORING. WE'RE TAKING ADVANTAGE OF THE VIRGINIA DEPARTMENT OF EDUCATION'S OFFER THAT WE COULD EARN BACK SOME OF THAT TIME FOR OUR STUDENTS WITH CHRONIC ABSENTEEISM. SO WE INVITED ANY STUDENTS WHO ARE AT THAT 10% OR MORE OF ABSENCES FOR THE YEAR SO FAR TO JOIN US FOR FREE AFTER SCHOOL TUTORING ON MONDAYS AND WEDNESDAYS THROUGHOUT ABOUT MID MAY. SO, UM, WE'VE HAD ABOUT 10 TO 12 STUDENTS STAY SO FAR, AND IN CONJUNCTION WITH THAT, WE'RE ALSO OFFERING IN THE UPPER GRADE LEVELS, UM, SOL TUTORING AFTER SCHOOL. SO IT'S BEEN NICE TO HAVE THOSE FAMILIES WORKING ALONGSIDE WITH US. UM, WE KNOW THAT ILLNESSES HAPPENED AND THAT CAN CERTAINLY HAPPEN TO ANY CHILD WHERE YOU HAVE SEVERAL ILLNESSES THROUGHOUT THE YEAR AND THAT DOES ADD UP VERY QUICKLY. SO ALLOWING THEM THE OPPORTUNITY TO EARN SOME OF THAT TIME THAT AND HELP OUT OUR SCHOOL, UM, IS VERY MUCH APPRECIATED. AND TO BE JUST ALWAYS APPRECIATE THE PARTNERSHIP WITH OUR FAMILIES AND OUR STUDENTS AND OUR STAFF TO ENCOURAGE GRADE ATTENDANCE. AND I HAVE TWO STUDENTS HERE WITH ME TODAY. UM, AND THEY WANTED TO SHARE MAYBE A LITTLE BIT ABOUT WHY THEY THINK ATTENDANCE IS IMPORTANT. I THINK ATTENDANCE IS VERY IMPORTANT BECAUSE IF YOU ATTEND SCHOOL EVERY DAY, THEN YOU CAN HAVE A CHANGE, BETTER EDUCATION, AND YOU DON'T MISS ANYTHING. AND I DON'T WANNA MISS LEARNING [00:05:04] WRINKLE OR BANNER. MS. LAYMAN. I PROMISE THAT, UH, MS. ALMAN WAS PROBABLY GONNA TAKE THAT TO HEART. , OUR, OUR SECONDARY WINNER FOR THE MONTH OF MARCH IS WARREN COUNTY MIDDLE SCHOOL. THANK YOU GUYS SO MUCH. I DON'T HAVE ANY CUTE LITTLE KIDS TO COME WITH ME. THEY'RE NOT AS EAGER AT MIDDLE SCHOOL TO COME JOIN US, BUT, UM, I DID WANNA TOUCH BASE ON WHAT WE DO AT WARREN COUNTY MIDDLE SCHOOL. UM, WE'RE ALL FACED WITH THE CHRONIC ABSENTEEISM AND, UM, TODAY, UM, AS DEAN OF STUDENTS, I WAS ABLE TO CALL ABOUT 20 DIFFERENT FAMILIES FROM SEVENTH GRADE ABOUT THEIR CHRONIC ABSENCES. AND WE WERE ABLE TO OFFER THE SAME, THE PROGRAM THAT THE STATE HAS OFFERED TO US. AND WE HAVE A, UM, A MORNING SESSION FOR THREE DAYS A WEEK OR AFTERNOON SESSION TO PROVIDE, UM, AT-RISK STUDENTS AND THE CHRONIC ABSENCES, UM, AN OPPORTUNITY TO HAVE ACADEMIC SUPPORT AND SOMETIMES WE, WE CALL PARENTS. AND, UM, I JUST WANNA SAY THAT I, I CAN'T STRESS ENOUGH THE THE IMPORTANCE OF RELATIONSHIPS, NOT JUST WITH OUR STUDENTS AND WITH OUR FACULTY AND OUR STAFF, BUT WITH OUR PARENTS. UM, EVERY SINGLE PARENT THAT I CALLED TODAY WAS GRATEFUL, SO GRATEFUL FOR THE OPPORTUNITY AND THE PROGRAM AND FOR US REACHING OUT AND OFFERING THAT. AND I THINK THAT THAT SAYS A LOT ABOUT OUR COMMUNITY, AND THAT'S WHAT I'M GRATEFUL FOR, THAT WE, I FEEL WE'RE ALL SUPPORTED. WE'RE ALL HAVE THE RIGHT PURPOSE AND THE RIGHT HEART. UM, I DO THINK THOSE ARE THE EFFORTS AND THAT RELATIONSHIP AND THE TRUST AND THAT WE BUILD WITH ALL THE STAKEHOLDERS INVOLVED IS WHAT HELPS US GET THESE KIDS IN SCHOOL. THAT'S OUR, THAT'S OUR, WHAT WE DID AND OUR MOST IMPROVED. UH, WE HAD ALMOST ALL OF OUR SCHOOLS WENT DOWN LAST MONTH EXCEPT FOR A COUPLE. UH, AND SO OUR MOST IMPROVED FOR THIS MONTH IS SKYLINE HIGH SCHOOL. THANK YOU SO MUCH. UM, I JUST WANTED TO SAY THAT WE REALLY, REALLY APPRECIATE, UM, ALL YOUR GUYS' SPORT. UM, AND WE CONTINUE TO, UM, STRIVE TO MAKE SKYLINE HIGH SCHOOL A PLACE WHERE KIDDOS ARE EXCITED TO LEARN. NEXT UP [2.D. School Reports - Dr. Ballenger] THIS EVENING, WE HAVE SCHOOL REPORTS, AND I BELIEVE THAT'S COMING HIGH SCHOOL THIS EVENING. WE HAVE THE PRESENTATION. I DID SHARE, UH, AN OVERALL PRESENTATION. UH, IT'S A FUNNY STORY ON HOW WE GOT HERE. WE WERE SCHEDULED FOR MARCH AND WE SWITCHED SOME THINGS AROUND. SO TO CELEBRATE ARTS IN THE SCHOOLS MONTH, WE HAVE OUR FINE ARTS DEPARTMENT. SO THIS IS KIND OF A GENERAL THING FOR YOU ALL TO SEE, UH, SOME OF THE THINGS THAT WE'RE DOING, SOME OF THE THINGS THAT ARE COMING OUT, ESPECIALLY THOSE UPCOMING EVENTS, SOME OF THE THINGS THAT WE'VE GOT GOING ON, SOME OF THE ACCOMPLISHMENTS OF WARREN COUNTY HIGH SCHOOL THIS YEAR. BUT I MUST FEEL LIKE IT'S IMPORTANT TO HEAR FROM THESE KIDS. AND IT'S, THIS PLACE ACTUALLY IS WHERE I GOT MY START IN 1999 TEACHING THEATER HERE. SO I'M A FINE ARTS TEACHER, UM, AND I ALWAYS HAVE BEEN A BIG SUPPORTER OF THE FINE ARTS. OUR KIDS LEARN ABOUT ART, WHICH IS A DIRECT REFLECTION OF LIFE IN OUR SCHOOLS. AND IN 2007, WE MADE THE COMMITMENT TO BUILD THOSE TWO HIGH SCHOOLS WITH A BLACK BOX THEATER, UM, WITH A STATE-OF-THE-ART [00:10:01] THEATER. WE STILL HOST DISTRICT EVENTS BECAUSE NO OTHER HIGH SCHOOLS IN THE AREA HAVE THE FACILITIES THAT WE HAVE. AND THAT WAS THANKS TO THE SCHOOL BOARD AND THE BOARD OF SUPERVISORS IN 2007. AND OUR ARTS PROGRAMS ARE GROWING AND GETTING STRONGER. AND SO I WANT TO FIRST INTRODUCE OUR AMAZING BAND TEACHER, MR. DAVID DIGGAS. THANK YOU. MY NAME IS DAVID DINGUS. I'VE BEEN TEACHING AT WARREN COUNTY FOR 22 YEARS, BEEN TEACHING FOR 23, SO I TOO STARTED OFF IN HERE. UH, I BELIEVE WE'RE SUPPOSED TO TALK TO YOU ABOUT SOME THINGS THAT HAVE BEEN GOING ON AND THINGS THAT ARE COMING UP. SO I WANTED TO TALK TO YOU ABOUT FIRST SEMESTER. WE HAD A GREAT MARCHING SEASON THIS YEAR. WE WENT TO ABOUT SIX COMPETITIONS PLACED FIRST IN ALL OF THEM EXCEPT THE LAST ONE. UH, BUT THAT'S UP AT HERSHEY PARK. AND WE'RE GOING AGAINST OTHER GROUPS FROM SEVEN STATES AND, UH, WE CAME IN SECOND. UM, BUT IT WAS A GREAT YEAR. WE SCORED THE HIGHEST WE'VE EVER SCORED. UH, PREVIOUSLY, UH, WE ALSO DID GET A SUPERIOR RATING IN MARCHING AND ASSESSMENT DURING FIRST SEMESTER, UH, IN CONCERT BAND. THIS SEMESTER WE WERE ABLE TO RECEIVE AN EXCELLENT RATING AND IN MANY WAYS, UM, THE PROGRAM'S PERFORMING ABOUT AS WELL AS IT'S EVER DONE. UM, AT THIS TIME I WANTED TO INVITE ONE OF MY BAND STUDENTS TO SPEAK WITH YOU A MOMENT ABOUT THE IMPORTANCE OF MUSIC TO HIM. THANK YOU. MY NAME IS HEATH COE AND I'VE BEEN A MEMBER OF SOME FORM OF WARREN COUNTY'S MUSIC PROGRAM EVER SINCE ELEMENTARY SCHOOL. ALONGSIDE THIS, I SPENT PERSONAL TIME OUTSIDE OF SCHOOL THAT MUSIC FESTIVALS AND CONCERTS AND CONCERTS AND WRITING. SO I THINK OVERALL MUSIC IS A VERY IMPORTANT PART OF MY LIFE. IT HAS THE POWER TO BRING PEOPLE TOGETHER, INSPIRE CREATIVITY, OR EVEN CHANGE OUR MOODS, WHETHER IT'S THROUGH SINGING, PLAYING AN INSTRUMENT, OR EVEN BEING A MEMBER OF THE AUDIENCE. MUSIC HAS A WAY OF CONNECTING US TO OURSELVES AND THOSE AROUND US. I THINK THIS ESPECIALLY SHINES IN AN EDUCATIONAL ENVIRONMENT BECAUSE MUSIC HAS GIVEN STUDENTS THE OPPORTUNITY TO WORK WITH PEOPLE WITH LIKE-MINDED RECRUIT, WORK WITH LIKE-MINDED INDIVIDUALS TOWARDS A SHARED GOAL. LOST WORDS IN A SECOND. OVERALL, I'M VERY GLAD TO HAVE HAD MUSIC THROUGHOUT MY HIGH SCHOOL AND PREVIOUS YEARS AND I'M VERY GLAD THAT MY FELLOW STUDENTS HAVE THAT SAME OPPORTUNITY. THANK YOU. ANYTIME. THIS IS WHY WE BRING THE KIDS WITH US BECAUSE THEY HAVE BETTER IMPACT. BUT I WANTED TO, UM, I WANTED TO TALK TO YOU ABOUT SOME OF THE THINGS THAT WE HAVE BEEN HAPPENING OR HAVE BEEN HAPPENING COMING UP TO THIS. WE DID RECEIVE THE WARREN COUNTY, UH, EDUCATIONAL ENDOWMENT GRANT. AND, UH, THIS GENEROUS AND AMAZING GRANT ALLOWED US TO PURCHASE SOME STEEL PANS OR STEEL DRUMS. AND, UH, THIS WILL ALLOW US TO OFFER ANOTHER MUSIC OPPORTUNITY AT THE HIGH SCHOOL LEVEL WHERE KIDS MAY NOT HAVE STARTED AT THE MIDDLE SCHOOL LEVEL. THEY CAN JUMP RIGHT IN AS THEY GET TO THE HIGH SCHOOL LEVEL. AND WE ARE SET UP AT THE SHOWCASE JUST DOWN THE HALL. SO IF YOU WANT TO COME DOWN AND PLEASE TAKE A LOOK AND LISTEN, YOU'LL HEAR US, UH, PLAYING DOWN THERE FOR THAT. UM, WE'VE ALSO BEEN WORKING CLOSELY WITH THE MIDDLE SCHOOL THIS YEAR IN ORDER TO BUILD NUMBERS BACK UP AS WE REBOUND FROM THE COVID YEARS. UH, WE'VE BROUGHT THE ENTIRE BAND OVER TO WORK WITH BEGINNING BANDS AND BROUGHT OTHER STUDENTS OVER TO WORK WITH, UH, THE SEVENTH GRADE BANDS AS, AS KIND OF A TUTORING SYSTEM, UH, TO REACH OUT TO THAT. AND AS PART OF THAT EFFORT, THIS YEAR, WE ARE DOING SOMETHING SPECIAL BECAUSE WE'RE COMBINING THE MIDDLE SCHOOL CONCERT WITH THE HIGH SCHOOL CONCERT. AND SO WE WANT TO INVITE YOU TO OUR SPRING CONCERT, WHICH IS, UH, APRIL 28TH AT 3:00 PM AND LIKE I SAID, BECAUSE IT'S GONNA BE BOTH, BOTH GROUPS, IT'S GONNA BE A RATHER LARGE EVENT. UM, BUT SO JUST THIS YEAR, UH, WHAT OUR THEATER PROGRAM HAS BEEN ABLE TO DO, UM, WE HAD NINE STUDENTS GO TO THE [00:15:01] VIRGINIA THESP OR THE VIRGINIA THESPIAN ASSOCIATIONS CONFERENCE, UH, IN RICHMOND, VIRGINIA WITH ABOUT NINE STUDENTS, UM, WHERE THEY PARTICIPATED IN, UH, VARIOUS DIFFERENT, UH, ACTIVITIES AND, AND CONFERENCE SESSIONS AND SAW SEVERAL DIFFERENT ONE ACT PLAYS. UM, THAT WAS IN OCTOBER. WE ALSO, UH, HAD OUR ONE ACT PLAY HOPE AND HEARTACHE DINER BY LINDSEY PRICE, GOING AGAIN TO THE STATE CHAMPIONSHIPS. THE LAST TIME THAT WE WENT TO THE STATE CHAMPIONSHIPS AND WON WAS DURING COVID 2020. UM, AND THEN THE FROZEN MUSICAL, UH, WE HAD THAT, UH, STARTING IN DECEMBER. WE REHEARSED UNTIL MARCH AND WE SERVED NEARLY, UH, 1200 ELEMENTARY SCHOOL STUDENTS THAT WENT TO GO SEE THE, UH, AFTERNOON MATINEE. UM, AND, UH, I HEARD ONLY GLOWING REVIEWS FROM THAT. UM, AND THEN WE ALSO ARE CURRENTLY IN AN ADAM, UH, THE STORYTELLER RESIDENCY, WHICH WAS, UM, SOMETHING THAT THE WCEA, UH, HELPED US FUND A STORYTELLER FROM THE APPALACHIAN MOUNTAINS, UH, IS IN RESIDENCY WITH SOME OF OUR STUDENTS, UM, TO WORK ON, UH, TEACHING THEM HOW TO DO STORYTELLING IN THE ARTS, UM, FOR OUR COMMUNITY. WE ALSO HAVE A FIELD TRIP TOMORROW GOING TO PHILADELPHIA TO GO SEE THE BROADWAY SHOW, HADES TOWN. AND ON MAY 11TH, RIGHT HERE IN THIS ROOM, WE ARE CELEBRATING THE DRAMA CLUB'S 100TH YEAR ANNIVERSARY STARTING IN 1924. UM, SO WE'RE CELEBRATING THAT. WE'RE HOPING THAT WE CAN BRING IN A COUPLE OF ALUMNI THAT MAYBE ATTENDED, UH, SOME OF OUR DRAMA CLUB MEETINGS FROM YEARS GONE BY. UM, AND ALSO ON MAY 4TH, UH, THAT'S A SATURDAY, MAY 4TH AT 8:00 PM UH, WE ARE HOSTING A 24 HOUR THEATER FESTIVAL WHERE THE STUDENTS WILL HAVE BEEN IN OUR BUILDING ON THAT SATURDAY FOR AT LEAST 14 HOURS WORKING ON A PLAY THAT THEY HAVE JUST GOTTEN IN THEIR LAPS. UM, IT'S USUALLY FULL OF CHAOS AND TOM FOOLERY AND SHENANIGAN AND I WOULD LOVE IT, UH, IF EVERY SINGLE ONE OF YOU COULD GO, IT'S FANTASTIC, LOVELY TIME AND NO ONE REMEMBERS THEIR LINES. UM, BUT THAT'S ALL I'M GOING TO SAY FOR NOW. UM, I'M GOING TO ACTUALLY TURN IT OVER TO SOME OF THE STUDENTS THAT, UH, WANTED TO SPEAK TODAY. GOOD AFTERNOON, SCHOOL BOARD MEMBERS. MY NAME IS TOBY TENET AND I'M A STUDENT AT WARREN COUNTY HIGH SCHOOL. WHEN I WAS STILL IN A ELEMENTARY SCHOOL, I WENT TO SEE A PRODUCTION WHERE I WATCHED MY COUSIN BEFORE ON STAGE FOR THE FIRST TIME. I WAS ABLE TO WATCH HIM BRING A CHARACTER AND STORY TO LIFE BEFORE MY VERY EYES. HE AND THE REST OF HIS ENSEMBLE THEN WENT ON TO PERFORM AT THE STATE LEVEL IN THE VHSL ONE ACT COMPETITION THAT DAY. HE INSPIRED ME TO FOLLOW IN HIS FOOTSTEPS AND JOIN THE THEATER PROGRAM WHEN I GOT HIGH SCHOOL. SINCE I'VE JOINED, I FEEL LIKE I'VE BEEN ABLE TO DO FOR OTHERS. WHAT MY COUSIN DID FOR ME INSPIRED THROUGH LIFE STORYTELLING AND I FOUND A SECOND FAMILY AND THE OTHER STUDENTS WHO LIKED ME CALLED WARREN COUNTY'S THEATER PROGRAM. A SECOND HOME. HELLO, MEMBERS OF WARREN COUNTY SCHOOL BOARD. MY NAME IS ABIGAIL KH AND I'M A THEATER STUDENT AT WARREN COUNTY HIGH SCHOOL. AND I'M HERE TO SPEAK ABOUT HOW ARTS HAVE IMPACTED MY LIFE EVER SINCE I WAS A KID. I'VE DREAM OF BEING ON STAGE HERE IN FRONT ROW. THERE WERE NEVER MANY OPPORTUNITIES FOR THAT UNTIL I JOINED THIS PROGRAM CALLED MASKS. I MET FRIENDS THAT QUICKLY BECAME FAMILY. AND THROUGH SHOWS LIKE THIS YEAR'S MUSICAL FROZEN, I'VE GOTTEN TO SEE THE DIRECT IMPACT THAT OUR WORK HAS HAD ON THE CHILDREN IN THE LOCAL AREA. AS MANY OF YOU KNOW, I HAVE THE JOY OF PLAYING ELSA THIS YEAR AND GETTING TO MEET THOSE KIDS AFTER THE SHOW, HUGGING THEM AND SEEING HOW TRULY EXCITED THEY WERE, ABSOLUTELY WARMED MY HEART. AND I THINK THAT IS BIGGER THAN ANY NUMBER OF TROPHIES OR TICKET SALES. EVENING. HELLO, MY NAME IS JULIAN VAN PATON. AND, UH, TO BE QUITE FRANK, I AM MUCH NEWER TO THEATER THAN THESE TWO. UM, I JUST JOINED THIS YEAR, BUT I HAVE FOUND A FAMILY AND THESE PEOPLE WHO ACTUALLY WERE CLOSE THAT INVITED ME TO COME ALONG AND TO DO THEATER WITH THEM. BUT, UH, I STARTED WITH THE ONE ACTRESS PLAYING RAT IN OPEN HEARTACHE DINER, AND I GOT THIS GREAT SENSE OF JOY AND COMMUNITY FROM IT. UH, AND THAT PROMPTED ME TO AUDITION FOR FROZEN, WHERE I GOT PEOPLE SPIN AND TO STEP ON STAGE EACH NIGHT. YOU SEE EVERY KID'S SMILE AND EVERYONE LIKE CHEERING ON ALL THE ACTORS, BUT PEOPLE SHOUT TO SPIN. OH, THAT'S SO COOL. UM, IT REALLY LIKE MADE MY DAY AND MADE MY WEEKS. THERE WAS A MEETING TODAY HELD BETWEEN DAN LEN, TIFFANY WALKER, AND JANE MEADOWS, KAREN OF WARREN COUNTY STUDENT AND COMMUNITY ADVOCATE. KAREN PAT. KAREN WAS TOLD VERBALLY THAT THIS WAS NO LONGER DAMAGE ISSUE, UNFORTUNATELY, BASED ON THE HISTORICAL HANDING HANDLING OF YOUTH RECREATIONS IN THIS COUNTY. FORGIVE ME IF THAT STATEMENT HOLDS NO WATER. IT WAS ALSO MENTIONED THAT THIS ISSUE WOULD JUST GO AWAY AT THE SCHOOLS WITHOUT HOME FIELDS AT THEIR CAMPUSES. AT THIS POINT, YOU MAY WONDER WHY I'M HERE IN FRONT OF YOU. I'M ASKING YOU TO TAKE BACK CONTROL OF THIS DECISION. A DECISION THAT AFFECTS OUR SCHOOL ATHLETES. A DECISION WHICH THE SCHOOL BOARD HAS AN EQUITABLE INTEREST IN DEMAND FOR A WRITTEN AGREEMENT BETWEEN THE SCHOOL BOARD AND THE COUNTY THAT CLEARLY STATES THAT BOTH JV AND VARSITY BASEBALL TEAMS FROM BOTH HIGH SCHOOLS CAN PLAY THEIR HOME GAMES AT GAME CROSBY STADIUM. REMIND THE COUNTY THAT THESE RENOVATIONS WERE BROUGHT TO COMPLETION WITH THE HELP OF THE SCHOOL BOARD OF STATE IN EXCHANGE FOR THIS, IF MADE TO THE FIELD OF GAME IS TRULY INTO CONCERN, LET THESE PLAYERS BE PART OF THE SET STATEMENTS DURING THEIR SEASON. LET THEM GAIN THE SKILLS NEEDED TO KEEP THE BASEBALL FIELD IN TOP SHAPE. THEY CAN HOPEFULLY RETURN TO OUR COMMUNITY IN THE FUTURE. LET THEM TAKE PRIDE IN THE APPEARANCE AND THE LONGEVITY OF THEIR HOME FIELD. MAKE THAT A PART OF THE FUTURE AGREEMENT. LASTLY, BASED ON THE EQUITABLE CONTRIBUTIONS OF THE SCHOOL BOARD TO THE COUNTY AND BEING COBY STADIUM, I URGE YOU TO FORM A COMMITTEE TO ENSURE THAT FUTURE AGREEMENTS STAY THERE, STAY EQUITABLE AND KIND WITH BIDEN. GOOD EVENING EVERYONE. UM, HAVE BEEN COMING TO MANY OF THESE MEETINGS LATELY. UM, AND SO I, I KNOW THERE'S BEEN A LOT OF BACK AND FORTH OVER A LOT OF THINGS, BUT I WANTED TO COME AND SPEAK TONIGHT. UM, WELL I WASN'T GONNA SAY ANYTHING UNTIL I HEARD THOSE KIDS TALK BECAUSE THEY WARMED MY HEART SO MUCH AND IT MADE ME SO PROUD AND IT MADE ME THINK OF MY YEARS IN THIS HIGH SCHOOL, IN THIS VERY ROOM WAS MY VERY FIRST PROTEST RIGHT HERE. AND, UM, THIS NEW SYSTEM, THE THINGS THAT PUBLIC SCHOOLS CAN PROVIDE ARE UNPARALLELED IN PROVIDING DIVERSITY THAT THEY CAN'T FIND AT A PRIVATE SCHOOL. UM, THERE'S KIDS OF ALL DIFFERENT TYPES OF WALKS OF LIFE AND DIFFERENT THINGS AND AND, AND DIFFERENT LIFE EXPERIENCES THAT THEY CAN SHARE WITH THEIR CLASSMATES. SHARE AN OPEN MIND FOR PEOPLE TO USE IN THE FUTURE TO MAKE OUR WORLD A BETTER PLACE. OUR HERBS PROGRAMS ARE VITALLY IMPORTANT IN THAT, AND I WAS SO GLAD TO SEE THAT THEY SEEM TO BE THRIVING AND DOING BETTER THAN I'VE SEEN THEM DO IN A REALLY LONG TIME. IT REALLY WARMED MY HEART. AND THEN DURING THE RECESS I WENT OUTSIDE AND I GOT TO SEE ALL THE WONDERFUL THINGS THAT ARE HAPPENING THERE. AND SO THE REASON THAT I WANTED [00:40:01] TO TALK TO YOU ALL IS BECAUSE I KNOW THAT IT CAN BE REALLY HARD TO SIT UP HERE, UM, AND HAVE TO LISTEN TO NEGATIVITY WEEK AFTER MONTH AFTER MONTH, OR EVERY COUPLE OF WEEKS, HOWEVER OFTEN YOU WANT ME. UM, BUT WE HAVE SO MANY POSITIVE THINGS GOING ON. THERE'S ALWAYS GONNA BE IN ANY SYSTEM, IN ANY GROUP OF PEOPLE THAT WILL ALWAYS BE A SMALL FEW THAT ARE HAVING TROUBLE GETTING ALONG. AND WHAT WE SHOULD BE DOING, INSTEAD OF FOCUSING ON THE NEGATIVE, IS WE SHOULD BE FOCUSING ON THE POSITIVE AND FIGURING OUT HOW WE REACH OTHER CHILDREN TO GO TO PROGRAMS. LIKE THOSE ARE PROGRAMS WE'VE HEARD ABOUT TODAY. 'CAUSE THOSE ARE THE THINGS THAT HELP PEOPLE DO BETTER. COMMUNITY MEMBERS. AND THAT'S WHAT OUR COMMUNITY NEEDS. WE NEED PEOPLE TO WORK TOGETHER. AND THE GOOD NEWS IS, IS IF THERE ARE CERTAIN PEOPLE THAT DON'T WANNA WORK TOGETHER, THERE'S A MAJORITY OF YOU THAT DO. AND YOU HAVE THE POWER TO KEEP YOUR HEAD DOWN, STAY AWAY FROM THE NEGATIVITY AND, AND JUST GET IT DONE. BECAUSE WE HAVE A WONDERFUL SCHOOL SYSTEM HERE. WE HAVE WONDERFUL KIDS HERE. NOW THAT I'VE SEEN THE KIND OF DIRTY, COOL MIND MANIPULATION AND LIES THAT I'VE DETECTED COMING FROM SOME OF THE PEOPLE AT THIS BENCH. I'VE HEARD A LOT OF ENTITLEMENT. I DESERVE A LIVING BECAUSE I'M A LIFE, NOT BECAUSE I'VE DONE ANYTHING TO EARN IT REDUCED ANYTHING, BUT JUST BECAUSE I'M HERE, YOU NEED TO CATER TO MY EVERY WIN AND FEED INTO SAY WHATEVER DELUSION OR CONCERN OR, UH, FEELING THAT MIGHT BE CAUSING THE DISTURBANCE. I HEAR YOU HAVE TO HIRE ADDITIONAL SECURITY OFFICERS BECAUSE THERE'S A HUGE PROBLEM WHICH INCREASES YOUR BUDGET, WHICH INCREASES MY TAXES. I DON'T WANT TO PAY YOU TAXES. I DON'T ACCEPT MY KIDS TO YOUR SCHOOL. THE DISPLAY OF THE, THE ROSES AND FLOWERS AND CANDY, IGNORING HER PROBLEMS DOESN'T MAKE ME GO AWAY. UH, YOU CAN'T SAY, OH, LET'S JUST FOCUS ON THE POSITIVE GUYS AND THEN HAVE SOMETHING TERRIBLE HAPPEN. THEY'RE LIKE, OH MY GOSH, LIKE, I'VE NEVER SEEN IT. I'M JUST TOO BUSY. FOCUSING ON THE COST OF THE ONLY WAY TO SOLVE THE PROBLEM IS TO LOOK AT IT, BE CLEAR ABOUT WHAT THE PROBLEM ACTUALLY IS. AND IF IT'S NOT A PROBLEM THAT CAN BE ADDRESSED IN A SCHOOL SETTING, IT MUST BE ADDRESSED OUT OF SCHOOL. WHETHER THAT'S BY A PARENT OR SOME OTHER AUTHORITY FIGURE, IT CERTAINLY DOESN'T MEAN ALLOWING YOU GUYS ALLOWING DANGEROUS OR DISABLED TO MENTALLY UPSET DISTURBED PEOPLE [00:45:01] TO INTERACT WITH PEOPLE WHO ARE NOT THAT WAY, THEREBY LEADING TO MORE LIKELY TO HAVE HARM. UM, QUIET AUDIENCE. I PAY TAXES SO THAT YOU CAN SEND YOUR KIDS TO SCHOOL. THERE'S BEEN A HUGE INCREASE IN THE AMOUNT OF POPULATION, NO INCREASE IN THE AMOUNT OF PEOPLE THAT HAVE BEEN GOING TO THESE MIDDLE SCHOOLS, TO THIS MIDDLE SCHOOL, WHICH MEANS THAT YOUR BUDGET IS GOING UP DESPITE THE FACT THAT WE ARE ACTUALLY PAYING FOR BOTH OUR KIDS. AND YOURS. UNACCEPTABLE. OH, SORRY. HELLO. I'M NOT SPEAKING AS SARAH. I, I AM ACTUALLY SPEAKING ON BEHALF OF LYNN BOWS. LYNN BOWS IS A WARREN COUNTY RESIDENT AND SHE'S THE EXECUTIVE DIRECTOR OF THE ARC OF WARREN COUNTY. THE ARC OF WARREN IS A PARENT LED ADVOCACY ORGANIZATION FOR CHILDREN AND ADULTS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES. THIS IS WHAT LYNN HAS WRITTEN. DEVELOPMENTAL AND INTELLECTUAL DISABILITIES CAN RANGE ANYWHERE FROM AUTISM TO DOWN SYNDROME TO VA BRAIN INJURIES. THERE IS NO DISABLED INDIVIDUAL THAT IS THE SAME. EVERY PERSON IS UNIQUE IN THEIR DISABILITY AND THEREFORE NEEDS INDIVIDUALIZED EDUCATION PLANS THAT ARE CREATED IN COLLABORATION WITH EDUCATED PROFESSIONALS, PARENTS AND STUDENTS. THESE PLANS SHOULD ONLY BE ACCESSED BY THOSE WORKING WITH THE STUDENT DIRECTLY OR BY THE EDUCATION PROFESSIONALS THE SCHOOL HAS HIRED TO EVALUATE NEEDS. THERE HAVE BEEN REMARKS MADE BY MEMBERS OF THE SCHOOL BOARD AND TONIGHT THAT MAKE ME INCREDIBLY CONCERNED FOR OUR STUDENTS WITH DISABILITIES. SPEAKING FROM OVER 30 YEARS OF PERSONAL EXPERIENCE THAT SHE HAS HAD DEALING WITH HER OWN CHILD WITH AUTISM, SHE CAN PROMISE YOU THAT HER CHILD'S DISABILITY IS NEVER IRRELEVANT. MAY IT BE HIS OBSESSION WITH STAR WARS OR HIS ANXIETY ABOUT GOING TO NEW PLACES. HIS DISABILITY IS WOVEN INTO THE FABRIC THAT MAKES HIM GOOD AND BAD. WHEN DISCUSSING OUR CHILDREN WITH DISABILITIES, WE MUST ALWAYS REMEMBER THAT THEY ARE INDIVIDUALS DESERVING OF EVERY HUMAN RIGHT AND OPPORTUNITY AS OF OTHER STUDENTS IN THIS COUNTY. AND MOST OF ALL, THEY DESERVE SAFETY FOR THEMSELVES AND EVERYONE THEY WORK WITH. IF SAFETY CANNOT BE ACCOMPLISHED FOR A STUDENT WITH DISABILITIES IN OUR COUNTY, THEN OUR COUNTY NEEDS TO MAKE THE CHOICE AS TO HOW THEY WOULD LIKE TO PROCEED WITH THAT INDIVIDUAL. ONE PARENT SHARED WITH ME THAT IN HER EXPERIENCE OF GETTING HER CHILD MOVED TO A SPECIALTY SCHOOL WAS IN OUR AREA. SHE SAID IT TOOK TWO YEARS OF HER CHILD BEING A FLIGHT RISK AND SHOWING AGGRESSIVE TENDENCIES TO GET MOVED TO A SCHOOL THAT KNEW MORE ABOUT HIS DISABILITY AND THAT COULD KEEP HIM SAFE AND ENGAGED. AND THIS WAS AFTER SHE BECAME A LOCAL ADVOCATE FOR HER CHILD, SPENDING HOURS OF TIME CALLING SEVERAL IEP MEETINGS, REQUESTING FERPA RECORDS AND MAKING SURE THAT HIS BEHAVIORS AND TENDENCIES WERE RECORDED AND THREATENING A LAWSUIT. AND THEN, AND ONLY THEN WAS HE MOVED TO A BETTER SCHOOL. WE KNOW HOW HARD PARENTS HAVE CONTINUALLY HAD TO FIGHT FOR OUR OWN CHILDREN IN THIS COUNTY SCHOOL SYSTEM AND THIS FIGHT WILL CONTINUE. PARENTS, THE ARC OF WARREN IS HERE TO SUPPORT YOU AND HELP ADVOCATE FOR YOU. IF YOU NEED ANYTHING, FEEL FREE TO CALL US AT (540) 692-3970 AND TO THE SCHOOL BOARD. NOW. AND AS A PERSON THAT WORKED IN THE AFTERCARE SYSTEM BEFORE I HAD AN ACCIDENT, CHILDREN LEARN IN DIFFERENT WAYS. YOU HAVE YOUR FIVE SIXES BECAUSE THAT'S WHAT I LEARNED WHEN I TOOK MY AFTERCARE AND CHILDCARE DEVELOPMENT COURSES. SO WE'RE, WE'RE HEADING DOWN TO THE FINISH LINE HERE. UM, I WOULD LIKE TO JUST LET EVERYBODY KNOW TO BE ON THE LOOK OUT FOR END OF SCHOOL YEAR ACTIVITIES. SOMEBODY VOTED AGAINST IT AND I NEGLECTED TO SAY WHY I VOTED AGAINST IT. SO ALTHOUGH IT'S BEEN PASSED FOR THE RECORD, I SAY WHY I VOTED AGAINST IT, UH, BASICALLY HAS TWO MAIN REASONS. ONE SECONDARY REASON. THE FIRST MAIN REASON IS WE HAVE FOUR SCHOOLS THAT ARE NOT MEETING THE FEDERAL STANDARDS. AND FROM WHAT I CAN TELL, WE DIDN'T MAKE MANY ADJUSTMENTS FOR ADDITIONS TO THE BUDGET TO ALLOW FOR MORE RESOURCES IN THESE SCHOOLS TO ENSURE THAT THEY GET OFF THE PDS LIST OF SCHOOLS THAT NEED ACADEMIC IMPROVEMENT. THIS IS A HIGH PRIORITY FOR ME. SO YEAH, MAYBE IT'S IN THERE. I DIDN'T SEE IT. I TALK MORE ABOUT IT. UH, THE SECOND MAIN REASON IS THAT AT THAT WORK SESSION THAT NIGHT, SOME SCHOOL PERSONNEL STATED THAT SOME KEY EMPLOYEE CATEGORIES, OUR SCHOOLS ARE SEEMINGLY UNDERPAID NURSES AND INSTRUCTIONAL AIDES. I WOULD'VE LIKED TO HAVE HAD SEEN SOME RESEARCH DONE THIS TOPIC TO VALUE WHETHER OUR NURSES AND INSTRUCTIONAL AIDES NEED TO HAVE AN INCREASED PAY. BUT AGAIN, THAT SHIFT THE SALE TO THIS YEAR. THE LASTER SECONDARY REASON WAS I BELIEVE THAT THE ENTIRE SYSTEM BY WHICH THE BUDGET WAS CREATED TO MY END SEEMS A BIT BACKWARDS AND NOT VERY COLLABORATIVE. THE SCHOOL BOARD BUDGET AND SUBCOMMITTEE HAD MEETINGS WITH VARIOUS PEOPLE ABOUT THE BUDGET, BUT THE ENTIRE BOARD DID NOT HAVE MUCH TIME TO SPEND DISSECTING IT AND LOOKING INTO IT VERY DEEPLY. I DO APPRECIATE ALL THE EFFORTS PUT INTO THE PROCESS. THE BUDGET PROCESS BY DR. BALLER, MR. VALENTINE, AND THE SCHOOL BOARD BUDGET COMMITTEE. AS A FIRST TIME BUDGET REVIEWER, I WOULD'VE APPRECIATED MORE TIME TO DIGEST THE INFORMATION AND ASK QUALITY QUESTIONS BEFORE HAVING TO VOTE ON IT. AND BASICALLY THE SAME NIGHT IT WAS PRESENTED BASED ON DISCUSSIONS THAT THE BOARD OF SUPERVISORS HAD LAST NIGHT AT THEIR MEETING. IT APPEARS THAT MANY OF THEM WERE ALSO UNSATISFIED WITH THE SCHOOL BOARD BUDGET PROCESS AND THE ABILITY TO CLEARLY SEE WHERE MONEY IS SPENT AND WHERE THE PRIORITIES FOR THE UPCOMING YEAR ARE. AGAIN, HOPEFULLY IF I'M ON THIS THING FOR THE WHOLE REST OF THE YEAR, IT WOULD BE, UH, WE CAN PROVE THAT THE NEXT TIME. SO THAT'S THAT. UM, SECONDLY, I PARTICIPATED IN SODEXO'S FUTURE CHEF COMPETITIONS ON MARCH 28TH, WHERE I SERVED ALONGSIDE DR. F PRINCIPAL ROCKET EC JUDGING THE FOOD CREATIONS OF FOUR FIFTH TO SEVENTH GRADERS. IT WAS A GREAT EVENT WITH SOME CREATIVE DISHES. AND I COMMEND NICOLE KINSEY WITH SODEXO FOR HER EFFORTS AND GRAD NEW GRADUATE, ALL OF OUR RISING FUTURE CHEFS. I LOOK FORWARD TO BE INVOLVED BACK, INVITED BACK NEXT YEAR TO JUDGES GOOD EVENTS. UM, FINALLY, THERE'S BEEN SOME TALK RECENTLY, BOTH WITH THE SCHOOL BOARD MEETING ONLINE ABOUT THE ROLE AND FUNCTION OF THE SCHOOL BOARD AND WHETHER SCHOOL BOARD MEMBERS OR THE SCHOOL BOARD AS A WHOLE HAS BEEN OVERSTEPPING ITS BOUNDARIES RECENTLY. I DON'T WANNA TAKE A MOMENT TO WEIGH IN ON THIS. UM, ACCORDING TO THE WARREN COUNTY SCHOOL BOARD POLICY, A EIGHT DASH R, THE SCHOOL BOARD'S POLICY RESPONSIBILITY IS PRIMARILY TO ESTABLISH THOSE GOALS, PROGRAMS, AND PROCEDURES WHICH WILL BEST SERVE THE EDUCATIONAL INTEREST OF THE STUDENT IS CHARGED WITH ACCOMPLISHING THIS WHILE ALSO BEING RESPONSIBLE FOR WISE MANAGEMENT RESOURCES AVAILABLE TO THE DIVISION. THE BOARD MUST FULFILL THESE RESPONSIBILITIES BY FUNCTIONING PRIMARILY AS A LEGISLATIVE BODY FORMULATING AND ADOPT POLICY AGREED BY SELECTING A SUPERINTENDENT TO IMPLEMENT POLICY BY EVALUATING THE RESULTS. WHEN THE POLICY REGULATION SEEMS CLEAR THAT THE SCHOOL BOARD NINE ONLY HIRES A SUPERINTENDENT AND SETS POLICY, BUT ALSO WE EVALUATE THE RESULTS AND THE RESULTS ARE NOT AS THEY SHOULD BE, THEN THE BOARD HAS THE DUTY TO ACT TO ENSURE THAT ITS GOALS, PROGRAMS AND PROCEDURES ARE BEING FOLLOWED. SECONDLY, WARREN COUNTY PUBLIC SCHOOLS POLICY BBA STATES UNDER SCHOOL BOARD POWERS AND DUTIES AND STATES THE FOLLOWING. THE SCHOOL BOARD ADOPTS THE POLICY TO PROVIDE THE DAILY DAY SUPERVISION OF SCHOOLS. IT SEES THAT THE SCHOOL LAWS ARE PROPERLY EXPLAINED AND ENFORCED AND OBSERVED AND SECURED BY VISITATION OR OTHERWISE AS FULL INFORMATION IS POSSIBLE THAT THE CONDUCT OF PUBLIC SCHOOLS IN THE SCHOOL DIVISION TAKES CARE THAT THEY'RE CONDUCTED ACCORDING TO LAW. WITH AN DEFICIENCY FROM THIS POLICY, IT SEEMS TO ME THAT THE SCHOOL BOARD IS IN CHARGE OF THE ENTIRE OPERATION WITH THE POWERS GIVEN TO IT BY THE VOTERS AND BY THE STATE LAW [01:00:01] TO MANAGE ALL ASPECTS OF THE PUBLIC SCHOOL SYSTEM. MEANING THAT IT WOULD BE VERY DIFFICULT TO FIND AN ASPECT OF MANAGEMENT THAT WOULD NOT FALL UNDER THE JURISDICTION IN OVERSIGHT OF THE SCHOOL BOARD AND THEREFORE THE ATTEMPT TO CRY FOUL AND SCHOOL BOARD OVERREACHES WITHOUT MERITS. OBVIOUSLY, GOOD MANAGEMENT PRACTICES WOULD DICTATE THAT MICROMANAGEMENT IS NOT THE BEST METHOD OF MANAGEMENT, BUT WHEN SOME MEMBERS OF THE BOARD BELIEVE THAT THE SUPERINTENDENT OR HIS DESIGNEE ARE NOT PROPERLY DOING THEIR JOBS AND SOMETIMES MICROMANAGEMENT BECOMES NECESSARY IN ORDER TO ENSURE LINE UP WITH POLICY DIRECTORS AND LAWS. AND REGARDING THE SCHOOL BOARD'S ABILITY TO VIEW STUDENT RECORDS, THAT'S SOMETHING PEOPLE HAVE MENTIONED A LOT. WHAT'S UNDER THE SECTION OF STUDENT RECORDS POLICY? JO STATES, THE WARREN COUNTY SCHOOL BOARD MAINTAINS ACCURATE AND COMPLETE RECORDS FOR EVERY STUDENT ENROLLED IN THE PUBLIC SCHOOLS IN ACCORDANCE WITH ALL FEDERAL AND STATE LAWS. IF WE THE SCHOOL BOARD MAINTAIN ACCURATE AND COMPLETE RECORDS WHO WOULD SEEM TO FOLLOW THAT, WE CAN HAVE ACCESS TO THAT. IT ALSO SAYS THE WARREN COUNTY PUBLIC SCHOOLS DISCLOSE HIS EDUCATION RECORDS OR PERSONALLY IDENTIFI IDENTIFIABLE INFORMATION CONTAINED THEREIN ONLY WITH THE WRITTEN CONSENT OF THE PARENT OR ELIGIBLE STUDENT, EXCEPT AS AUTHORIZED BY LAW EXCEPTION TO PERMIT THIS ARE TO A SCHOOL OFFICIAL WHO HAS LEGITIMATE EDUCATIONAL INTEREST AND A SCHOOL OFFICIAL IS A PERSON APPOINTED OR ELECTED TO THE SCHOOL BOARD. ONE OF THEM A SCHOOL OFFICIAL HAS A LEGITIMATE EDUCATIONAL INTEREST IF THE OFFICIAL IS PERFORMING A TASK THAT IS SPECIFIED OR IS OR HER POSITION DESCRIPTION, JOB DESCRIPTION PERFORMED, A TASK RELATED TO THE STUDENT'S EDUCATION OR PERFORMING A TASK RELATED TO THE DISCIPLINE OF A STUDENT. FROM ALL THIS INFORMATION, IT'S CLEAR THAT THE SCHOOL BOARD HAS THE RIGHT TO GET INVOLVED IN A VARIETY OF ASPECTS OF MANAGING WARREN COUNTY PUBLIC SCHOOLS. WE ARE NOT SIMPLY ADVISORS TO THE SUPERINTENDENT ASK TO CHIME IN WHEN APPROPRIATE, BUT RATHER WE ACTUALLY ARE THE SUPERINTENDENTS EMPLOYER HERE. AND AS SUCH, WE ARE TASKED WITH HAVING THE MOST OVERSIGHTING AUTHORITY ABILITY TO MAKE DECISIONS FOR THE BETTERMENT OF THE SCHOOL DIVISION. WHETHER WE, AS THE SCHOOL BOARD SHOULD GET INTO THE SPECIFIC DETAILS ABOUT THIS OR THAT SITUATION, PROVIDE INPUT ON HOW THE SUPERINTENDENT SHOULD OR SHOULD NOT ACT IN A SITUATION. MAYBE SOMETHING THAT CAN BE DISCUSSED, BUT WHETHER WE HAVE THE POWER OR AUTHORITY TO DO SO IS NOT OPEN FOR CONVICT BASED ON OUR OWN POLICIES. TO THINK OTHERWISE IS TO MISUNDERSTAND THE PURPOSE OF THE SCHOOL BOARD. FINALLY, WE BEGAN A NEW SCHOOL BOARD AS OF JANUARY 1ST, 2024. MY FIRST TIME DOING THIS, IT'S NOW BEEN ABOUT THREE AND A HALF MONTHS AND I'M NOT, I'M NOT SURE I CAN SAY THAT WE'VE ACTUALLY DONE ANYTHING. WE'VE CERTAINLY BEGUN A NUMBER OF THINGS SUCH AS THE SAME PAGE DOCUMENT, THE PARENTS RIGHTS DOCUMENT. WE BEGIN ENDING DISCIPLINE POLICIES, HAD LOTS OF DISCUSSION ABOUT FOIAS AND BOARD ROLES AND RESPONSIBILITIES. HEARD LOTS OF PRESENTATIONS OF THINGS SUCH AS SUBSTITUTE SPECIAL EDUCATION, SCHOOL CALENDAR AND THE BUDGET. BUT OTHER THAN APPROVING THE BUDGET, WHAT EXACTLY HAVE WE DONE? VERY LITTLE. I THINK WE NEED TO REGROUP, SET SOME GOALS AND OBJECTIVES AND BEGIN DELIVERING ON THAT. I JOINED THE BOARD TO HELP IMPROVE THE SCHOOLS IN OUR AREA AND TO TRY AND HELP WITH INNOVATIVE IDEAS, WHICH WILL BETTER OUR BOY COUNTY PUBLIC SCHOOL STUDENTS. SO THESE COMMENTS ARE, ARE DIRECTED RELATED TO, UM, WHAT I FEEL IS, IS SOMEWHAT OF OUR, OF ADVANCES IN POLICIES REVIEW AND DEVELOPMENT. UM, AND I'M GOING TO, UM, THERE'S A FEW POLICIES THAT I WANNA HIGHLIGHT. UH, ONE, UH, MR. MCFADDEN HAS ALREADY DISCUSSED. SO, YOU KNOW, AS I SAID, WE'VE BEEN DONE DISCUSSING POLICY REVIEW. UM, IT'S MUCH NEEDED, NO DOUBT. AND WHAT I WANNA SUGGEST, THE SAFETY IS THAT OUR BOARD START IMMEDIATELY TO LOOK AT THE POLICY SECTION A AND B, BECAUSE THAT IS US AS A BOARD. UM, YOU KNOW, WE NEED TO TAKE A LOOK AT US, WE NEED TO BE EVALUATIVE, WE NEED TO BE OBJECTIVE, UM, AND WE NEED TO LOOK AT, AT THOSE POLICIES AND, AND HOLD OUR, ALL, ALL OF OURSELVES ACCOUNTABLE. UM, AND THIS PAIRS WITH SOMETHING I HAVE HEARD RECENTLY THAT, YOU KNOW, OUR BOARD AT TIMES IS NOT, IS, IS LOOKING LIKE WE ARE, UM, A, A A BIT DYSFUNCTIONAL. I'M HEARING THAT. AND SO I WANNA IMPROVE ON THAT. I WANNA IMPROVE ON OUR BOARD FUNCTIONING. I WANT TO, UM, MAKE SURE THAT WE, WE ARE STARTING THERE AND WE COME OUT AS A COHESIVE BOARD. UM, WE'RE ELECTED TO AND TASK TO LEAD OUR COUNTY SCHOOLS. RESEARCH SHOWS A STRONG RELATIONSHIP BETWEEN EFFECTIVE SCHOOL BOARD PRACTICE AND ACHIEVEMENT AND HIGH PERFORM SCHOOL BOARDS LEAD BY EXAMPLE. SO WE WE'RE THE EXAMPLE, MUST LEAD BY EXAMPLE. UM, ALWAYS CONSIDERING IS THIS, WHAT IS BEST GOVERNANCE FOR OUR ENTIRE COUNTY? IS THIS WHAT'S BEST FOR WARREN COUNTY AND OUR FUTURE? IS THIS, WHAT'S BEST FOR OUR STUDENTS? UM, I WANT US TO COME TOGETHER. I WANT US TO BE ABLE TO TALK, I WANT US TO BE ABLE TO BE, UH, TALK OPENLY, LY AND RESPECTFULLY WITHIN OUR BOARD, AND THEN COOPERATE, COOPERATE WITH EACH OTHER EVEN IN OUR TIMES, AND MOST IMPORTANTLY IN OUR TIMES OF FIERCE DISAGREEMENT, BECAUSE IT DOES HAPPEN AND IT'S OKAY. WE CAN, YOU KNOW, DISAGREE. UM, BUT WE NEED TO RESPECTFUL. UM, BECAUSE AT THE END OF THE DAY, EVERYTHING WE DO IS A, YOU'VE HEARD ME SAY THIS BEFORE, IT'S THE WILL OF THE BOARD, AND THAT'S WHAT GOVERNS US. UM, BUT THE BOARD MENTIONED POLICIES. UM, THOSE ARE OUR STANDARDS. AND FROM MY PERSPECTIVE, YOU KNOW, RIGHT NOW I THINK WE NEED TO, WE, WE DEFINITELY WANNA BRING OURSELVES TOGETHER. UM, FURTHERMORE, I, FROM MY PERSPECTIVE, YOU KNOW, I DO UNDERSTAND THAT WHEN YOU'RE ELECTED AND WE, WHEN YOU ACCEPT A ROLE AS A PUBLIC SERVANT, UM, SUCH AS SCHOOL BOARD, YOU KNOW, WE DO NEED TO BE ABLE TO TALK, UH, DISCUSS, DISAGREE RESPECTFULLY, UM, NOT TAKE THINGS PERSONALLY. WE NEED TO REMEMBER THAT OUR ROLE IS TO SERVE OUR STUDENTS, OUR FAMILIES AND CONSTITUENTS OF THE WARREN COUNTY PUBLIC SCHOOLS. UM, WE SHOULD BE PROVIDING ACCOLADES TO ONE ANOTHER, HOLDING EACH OTHER ACCOUNTABLE WITH SUPPORT, AND THEN CHALLENGING EACH OTHER WITH OUR INDIVIDUAL THINKING, BECAUSE WE ALL BRING FIVE VERY UNIQUE AND IMPORTANT ROLES TO OUR JOB. UM, YOU KNOW, WE HAVE HAD SEVERAL, UM, TIMES THAT HAVE APPEARED TO BE THAT WE, THAT THAT HAS NOT HAPPENED, AND I DON'T WANT THAT TO CONTINUE [01:15:01] FOR OUR BOARD. UM, MY MY SECOND THING TO CP IS TO TALK ABOUT OUR FUNCTIONING AS A BOARD. YOU KNOW, I'VE KIND OF ALREADY TALKED ABOUT THAT. UM, ONE OF THE THINGS THAT HAS JUST CONCERNED ME IS HOW WE'RE FUNCTIONING TOGETHER. UM, YOU KNOW, WE, WE HAVE HAD MOST RECENTLY SOME EMAILS THAT HAVE NOT INCLUDED OUR OWN BOARD. AND IT, IT DOES CONCERN ME BECAUSE WE'VE, WE'VE TALKED ABOUT THE ALL ON SAME PAGE, COMMUNICATIONS ONE PAGER. THAT'S NOT, AND I'M CONFLICTED BECAUSE IF WE'RE NOT ALL RECEIVING EMAILS, WE'RE NOT ALL GETTING THE SAME INFORMATION. SO IT'S NOT CONDUCIVE TO US FUNCTIONING. UM, YOU KNOW, I, I DID, UM, ADDRESS SOME OF MY CONCERNS AND A FEW EMAILS DATED, UH, HERE IN MARCH AND APRIL. BUT AGAIN, I JUST, MY GOAL, MY THOUGHT PROCESS IS THAT, UM, WE NEED TO BE ABLE TO COLLABORATIVELY INCORPORATE EVERYBODY, UM, EVEN THROUGH OUR AGREEMENTS AND DISAGREEMENTS. UM, SO I HAVE, AND I AM LY REQUESTING THAT THIS BE AN AGENDA ITEM FOR US TO DISCUSS OPENLY MORE COMMUNICATION, UM, YOU KNOW, SO THAT WE CAN HAVE THAT DISCUSSION. THAT'S WHAT WE'RE TO DO. UM, AND, AND WE DON'T, WE, WE DON'T HAVE TO AGREE OR DISAGREE. WE DON'T EVEN HAVE TO LIE WITH EACH OTHER, AS HE SAYS. BUT WE ABSOLUTELY HAVE TO BE WILLING TO WORK WITH EACH OTHER. WE HAVE TO BE RESPECTFUL. EVERYBODY BRINGS A UNIQUE AND VALUABLE PERSPECTIVE. WE SHOULD NEVER BE UNWILLING TO WORK TOGETHER AND HAVE CONVERSATIONS. I WOULD VENTURE TO SAY WE WOULDN'T EXPECT THIS OF ANY OF OUR STAFF TO BE UNWILLING. I AGREE WITH, WITH WHAT WAS SAID TONIGHT ABOUT, ABOUT CHILDREN WITH SPECIAL NEEDS AND, AND MAKING SURE THAT WE, WE GET THEM WHATEVER IS, IS NEEDED. UM, THE BASEBALL UPDATE, THE BASEBALL FIELDING STADIUM UPDATE. YES. BEEN LOOKING INTO THAT. UM, 2007 SCHOOL SYSTEM, WE, WE FUNDED THE, THE RENOVATION OF CROSBY STADIUM, 4,052,000 ORDER, $96. SO YES, WE ABSOLUTELY HAVE THE RIGHT FOR OUR STUDENTS TO PLAY AT THAT STADIUM. AND I JUST WANTED TO THANK, UM, I SPOKE WITH, WITH CHERYL COLOR. SHE'S BEEN INCREDIBLY SUPPORTIVE OF THIS. RICH JAMESON HAS BEEN INCREDIBLY SUPPORTIVE OF THIS. DOLORES OAKS. STEVEN HAS, UM, WONDERFUL THINGS TO SAY. AND SO WE DO AS A SCHOOL SYSTEM, AND IT'LL BE DISCUSSING, I BELIEVE HAS BEEN SUGGESTED FOR THE NEXT WORK SESSION TO GET THAT INTO WRITING SO THAT WE HAVE PROTECTED OUR CHILDREN'S RIGHTS TO THAT STADIUM FOR PERPETUITY. UM, TOM TOUCHED BRIEFLY ON THE, ON THE BUDGET ITEMS. UM, ONE AREA AS, AS WE GO BACK AND REVISIT THE, THE BUDGET AND, AND ADJUST TO ACCOUNT FOR THE, THE CUTS THAT WERE MADE. I ALSO DO STILL REASSERT THE ISSUE THAT I HAVE WITH GIVING RAISES TO STAFF MEMBERS WHO ARE ON PLANS AND IMPROVEMENTS. AND I, I DO NOT BELIEVE IN REWARDING THAT, THAT BAD BEHAVIOR. UM, IN LIGHT OF THE NEWS STORY THAT CAME OUT TODAY, UH, DOWN IN NEWPORT NEWS, IF YOU REMEMBER THAT THERE WAS A TEACHER WHO WAS SHOT BY A 6-YEAR-OLD IN FIRST GRADE. UM, EIGHT FELONIES HAVE COME OUT. UM, THE VICE PRINCIPAL HAS BEEN CHARGED WITH EIGHT FELONIES. THERE IS TALK THAT THE SCHOOL BOARD MEMBERS MAY ALSO BE FACING CRIMINAL CHARGES. AND THAT RIGHT THERE SHOWS THAT WE HAVE TO, WE HAVE A DUTY AS, AS THE ARTICLE SAID, BOARDS AND ADMINISTRATOR. WE HAVE A DUTY TO REPORT AND BE INVOLVED AND KNOW WHAT'S GOING ON TO MAKE SURE THAT WE DO THE BEST WE CAN TO PREVENT SITUATIONS LIKE THIS. BECAUSE WE HEAR HINDSIGHT IS 2020. WE LOOK AT EVERY SINGLE ONE OF THESE INSTANCES. AND WHEN THINGS GET IGNORED, SWEPT UNDER THE RUG, OR, OH, STAY NEW LANE, THAT'S NOT, THAT'S NOT WHAT YOU SHOULD BE DOING. THERE WERE CONCERNS RAISED, CONCERNS IGNORED, AND SOMEBODY COULD HAVE LOST THEIR LIFE OVER IT. WE HAVE TO BE WILLING TO HEAR OUR, YOUR STAFF HEAR FROM OUR STUDENTS. THE MOUNTAIN VISTA GOVERNOR SCHOOL GOVERNING BOARD HAD THE OPPORTUNITY TO MEET AT THE LAUREL RIDGE CAMPUS ON MARCH 21ST. WE HAD, WE HAD PRESENTATIONS FROM STUDENTS SHOWCASING THEIR INCREDIBLE TALENTS. STUDENTS SHARED THEIR ARTWORK, A RECENT CODING CHALLENGE THEY PARTICIPATED IN AT LOCKHEED MARTIN. AND THE ROBOTICS TEAM PRESENTED A CHALLENGE THEY WERE GIVEN FROM THE WINCHESTER SWAT TEAM. HOPEFULLY AT ONE OF OUR FUTURE SCHOOL BOARD MEETINGS, WE CAN SEE SOME OF THE, THE GREAT CHALLENGES AND EDUCATIONAL OPPORTUNITIES THOSE STUDENTS ARE HAVING AT MOUNTAIN VISTA GOVERNOR SCHOOL. IT IS TIME TO MOVE FORWARD FROM THAT. WE ARE SITTING HERE TONIGHT AT SKYLINE MIDDLE SCHOOL. HOW MANY COMMUNITY PARTICIPANTS HAVE WE HEARD FROM OVER THE PAST SEVERAL MONTHS ASKING FOR OUR HELP AS A BOARD AND AS A COMMUNITY AT THIS VERY SCHOOL, THE BULLYING AND THE BACK AND FORTH DRAMA HAPPENING ON SOCIAL MEDIA IS UNPRODUCTIVE, DISHEARTENING, AND IT WILL CONTINUE TO DESTROY THE MORALE OF OUR TEACHERS AND ADMINISTRATORS. AND ULTIMATELY, IT IS NEGATIVELY IMPACTING OUR STUDENTS' EDUCATION. WE HAVE HIGHLY SKILLED, DEDICATED TEACHERS AND ADMINISTRATORS, AND THEY DESERVE THE SUPPORT OF THIS BOARD AND THIS ENTIRE COMMUNITY. THEY'RE RESPONSIBLE FOR EDUCATING OUR CHILDREN EVERY DAY. THEY DESERVE A BOARD AND A COMMUNITY WILLING TO PUT THEIR EFFORTS TOWARD POSITIVE CHANGE. THEY DO NOT DESERVE TO HAVE THEIR SCHOOL COMMUNITY, THEIR PASSION AT THE CENTER OF SOCIAL MEDIA HATE. AND WHILE I AM NOT IN CHARGE OF ANYONE'S SOCIAL MEDIA PAGES, IT IS UNPROFESSIONAL AND INAPPROPRIATE. AND I'M ASKING EVERY SINGLE PERSON TO STOP. WE HAVE SO MUCH HAPPENING IN WARREN COUNTY PUBLIC SCHOOLS THAT WE CAN TALK ABOUT, HELP THOSE STUDENTS RAISE FUNDS FOR THE ACTIVITIES THAT THEY WANT TO PARTICIPATE IN. HELP ALL THE TEACHERS THAT ARE OUT THERE HAVING THEIR GRANTS SHOWCASE, HELP 'EM THINK OF WAYS THAT THEY CAN BRING CREATIVITY AND EXCITEMENT BACK TO THEIR CLASSROOMS. WE'RE, WE'RE DWINDLING DOWN. WE HAVE A, A WHOLE THOUSAND DOLLARS LEFT IN THERE THAT THE SPORTS TEAMS ARE USING UP FOR AFTERSCHOOL MEALS, AND THEY'RE, THEY'RE GONNA BE PUTTING ANOTHER $10,000 INTO THAT POT. SO E WILSON MORRISON ELEMENTARY KITCHEN HAS A VERY UPDATED SERVING LINE. IT'S VERY MUCH HAS USEFUL LIFE. WE ACTUALLY HAVE A COOLER THAT HAS TO BE ON ICE AT THIS TIME IN ORDER TO KEEP ITS TEMP. UM, MAINTENANCE HAS WORKED ON IT SEVERAL TIMES, BUT IT'S, IT'S NOT FIXABLE ANYMORE. SO THAT WAS ONE OF THE REASONS WHY WE STARTED LOOKING AT IT TO MAYBE WE WERE JUST GONNA POTENTIALLY JUST REPLACE THAT COOLER AREA. BUT THEN WHEN WE GOT TO REALLY LOOKING AT IT, THE SERVING LINE, THE AMOUNT OF MEALS THAT WE'RE SERVING WITH THE CEP AND HE, WILSON'S A VERY BUSY SCHOOL ANYWAY, HAS VERY HIGH ENROLLMENT, UM, FOR AN ELEMENTARY SCHOOL. WE WERE LOOKING AT THE WAY THAT SERVING LINE IS. AND WE THINK THAT NEW EQUIPMENT FOR THE WHOLE ENTIRE SERVING LINE IS IT'S TIME. IT'S JUST TIME. UM, WE'RE GONNA ADD A HOT, WELL, THERE IS, IF YOU PULL, YOU CAN PULL IT UP IF YOU WANT TO SEE. UM, WE'RE GOING TO ADD AN ADDITIONAL HOT WELL AND WE'RE GOING TO ADD A COLD, WELL TO THE, WHERE THE SERVER STANDS. AND THEN, UM, CURRENTLY IF YOU PULL UP THE, THE PICTURE, THERE ARE COLD WELLS, BUT THERE'S ALSO A PILLAR BEHIND THAT THAT'S NOT IN THE DRAWING. AND SO IT'S VERY HARD FOR THE STAFF TO SERVE OUT OF THAT COLDWELL. SO WE ARE GOING TO EXTEND, UM, WHERE THE STUDENTS CAN SERVE THEMSELVES SOME COLD ITEMS THAT WOULD BE MORE, UM, LIKE MAYBE AN APPLE OR ORANGE, UM, OR SOMETHING THAT'S, UM, BAG LIKE A RAISIN OR A RAISIN, UM, OUT OF THOSE OTHER TWO HOLE WELLS THAT ARE KIND OF OUT PROJECTED. SO IT JUST BE A COMPLETELY SERVING LINE. IT WILL LOOK BEAUTIFUL AND, UM, IT WILL BE A MUCH BETTER FLOW AND THIS SERVER WILL BE ABLE TO HAND THE TRAY TO THE STUDENT WITHOUT REACHING OVER TOP OF FOOD, WHICH WILL BE MUCH SAFER AS WELL.
