THERE'LL BE A BOUNCE HOUSE OBSTACLE COURSE CLIMBING, WALL DUNK TANK JOUSTING ACTIVITIES, UH, BARREL TRAIN RIDES, VEHICLE DISPLAYS FROM THE FIRE AND RESCUE AND SHERIFF ASSORTMENT OF FOOD TRUCKS, PETTING ZOO. SO, UH, WE DO NEED YOUR COOPERATION TO MAKE SURE THAT THAT HAPPENS. UH, ALSO I DID JUST WANT TO KIND OF GIVE THE BOARD AN UPDATE AS FAR AS WITH OUR, OUR CURRENT VACANCIES AS FAR AS WE'RE BEGINNING, WHERE WE'RE BEGINNING WITH THE SCHOOL YEAR RIGHT NOW. UM, I DID CHECK WITH HR JUST BEFORE FIVE O'CLOCK, KIND OF WHERE WE'RE AT WITH EVERYTHING. RIGHT NOW. WE HAVE 10 TEACHER VACANCIES, TWO IAS, UH, OR INSTRUCTIONAL ASSISTANTS. TWO NURSES, TWO COUNSELORS. UM, ALL OF OUR BUS ROUTES ARE COVERED RIGHT NOW. UH, BUT WE STILL ARE TRYING TO FILL THREE SUB DRIVERS, BUT WE HAVE TWO IN A SCHOOL OR IN OUR PROGRAM, OUR TRAINING PROGRAM. SO THAT WILL BE TWO OF THOSE THREE. UH, RIGHT NOW WE'RE CURRENTLY FULL ON OUR, YOU KNOW, WE HAVE ENOUGH CAR DRIVERS, BUT IF THERE'S ANY SPECIAL REQUESTS THAT COULD CHANGE. SO WE STILL HAVE THAT POSTED OUT THERE. SO WE ARE ACCEPTING APPLICATIONS FOR CAR DRIVERS, UH, JUST IN CASE WE MAY NEED THOSE ON DOWN THE LINE. SO, BUT JUST KIND OF WANTED TO GIVE YOU AN UPDATE OF WHERE WE'RE AT. UM, AND FOR US TO HAVE 10, UH, I THINK THAT THAT BODES WELL FOR NOT JUST WARREN COUNTY, BUT FOR OUR ADMINISTRATORS REACHING OUT AND FINDING, UM, INDIVIDUALS THAT, THAT THEY, THEY KNOW WILL, WILL SERVE OUR STUDENTS WELL. SO, UM, THAT IS MY UPDATE. THANK YOU. AND, [4.B. School Board] UH, SCHOOL BOARD MEMBER REPORTS, MR. VETT. SO IT SEEMS LIKE AN ETERNITY SINCE WE LAST MET, WHICH HAS BEEN KIND OF NICE. ANYWAY. UM, SO DURING THIS TIME OFF, WE'VE HAD, UM, HAD A BUILDING TOUR WITH, UH, MR. SALAN AND I WENT WITH THE, WITH THE, UH, MR. HEL AND, UM, LOOKED AT THE, ALL THE GREAT GREAT WORK THAT'S BEEN DONE IN THE COUNTY. UH, MR. COSTNER IS THERE, DR. COSTNER IS THERE AS WELL, WHERE WE WENT TO LFK TO SORT OF SEE THE 99.9% FINISHED PRODUCT. BEAUTIFUL JOB, GREAT JOB. EVERYONE SEEMS HAPPY WITH WHAT'S THERE. UM, WE, THE, THE GYM AT THE E WILSON MORRISON, IT'S JUST FASCINATING TO SEE IT FROM WHAT IT WAS TO WHAT IT IS NOW. THOSE KIDS HAVE GOTTA BE HAPPY WHEN THEY, WHEN THEY GET BACK THERE. AND, UM, GOING OVER TO, WE WENT TO THE, UH, 15TH STREET DIVERSIFIED MINES PLACE TO SEE A, A, A NEW NEW DESIGN FOR SAFETY DESIGN OVER THERE. AND THEN WE WENT, WE TOOK A TOUR OF THE, OF THE STORAGE UNITS, THE STORAGE BUILDINGS, WHICH ARE HUGE AND LOTS OF STUFF IN THEM. AND I HOPE TO NEVER GO BACK TO THAT . UM, IT WAS KIND OF SCARY, BUT, BUT ANYWAY, IT WAS, UH, DR. JAMON AND CHERYL COLORS FROM THIS BOARD OF SUPERVISOR WITH US ON THIS WHOLE TOUR. AND, UH, YOU KNOW, THERE'S SOME DISCUSSION OF WHAT TO DO WITH SOME OF THE STUFF THAT'S IN THERE. IT'S LIKE A BUNCH OF PACK RATS HAVE BEEN LIVING BACK THERE, AND MAYBE WE SHOULD GET RID OF SOME OF IT. SO ANYWAY, IT WAS KIND OF INTERESTING, UH, BUILDING COMMITTEE MEETING. NORMALLY WE SIT AROUND AND TALK ABOUT ONE OR TWO THINGS, BUT WE ACTUALLY WENT AND TOURED ALL THE DIFFERENT THINGS THAT HAVE BEEN DONE. SO IT'S, IT'S VERY GOOD. AND IT'S ALL UNDER BUDGET, AND IT'S ALL UNDER THE TIME IT WAS SUPPOSED TO BE DONE. SO I, I DON'T TAKE ANY CREDIT FOR IT, I JUST SHOWED UP [00:15:01] AFTERWARDS. BUT, UH, MR. HELMICK DID A GREAT JOB, UM, MANAGING THIS, THIS WHOLE THING. AND THE LANCE CONSTRUCTION WAS JUST AMAZING. SO THAT WAS ONE THING. UH, THE SBMA, SO WE MADE THE, WE MADE A, A VOTE RECENTLY TO GO WITH POLICY AUDITS WITH THE SCHOOL BOARD MEMBER ALLIANCE GROUP. AND, UM, SO, UH, MRS. LOWE AND I ARE ON A SUBCOMMITTEE TO, TO TALK TO THEM ABOUT HOW IT'S ALL GONNA WORK OUT. AND WE HAD AN ONLINE MEETING WITH THEM THE OTHER DAY WHERE WE HAD A DISCUSSION ABOUT WHAT THE PROCEDURE IS GOING TO BE AS WE MOVE FORWARD. SO WE, WE CONTRACTED WITH THEM FOR THE YEAR, YEAR AND A HALF, I THINK, TO AUDIT OUR, LOOK OVER OUR, ALL OF OUR POLICIES, AND PARTICULARLY LOOK AT THE ONES THAT ARE OUT OF DATE AND ARE OUT OF COMPLIANCE WITH THE LAW. AND WHEN THEY HAD PRESENTED THEIR CONTRACT TO US OR PROPOSED IN THE BEGINNING, THEY'D SAID THERE WAS ABOUT 50 THAT SEEMED TO BE OUTTA WHACK. SO THEY, THEY, WE, WE SAID, WELL, WE'D LIKE TO START WITH THOSE. HOW ABOUT YOU LOOK AT THOSE 50 OR THEREABOUTS AND START WORKING ON THE ONES THAT ARE NON-COMPLIANT. THE PROCEDURE WOULD BE, THEN THEY WOULD GET 'EM TOGETHER. THEN THEY'D SEND THEM IN BATCHES OF MAYBE FIVE AT A TIME TO MRS. LOWE AND MYSELF, WHERE WE WOULD LOOK AT 'EM, SEE, SEE HOW THEY LOOK. AND IF THEY LOOK ON THE UP AND UP, WE WOULD THEN PRESENT 'EM TO THE FULL BOARD FOR, FOR THEN, UH, VOTING ON THEM HAVING TO READ THINGS THREE TO FOUR TIMES. YOU KNOW, THIS, THERE'S A LOT OF POLICIES THAT ARE GONNA GO THROUGH IT OVER THE COURSE OF THE NEXT YEAR, BUT IT'S GOOD TO, TO GET ON, ON, ON TRACK WITH THIS. UM, IT WAS A GOOD MEETING. THEY UNDERSTOOD WHAT THEIR PURPOSE IS. THEY'RE PRIORITIZING THE POLICIES OF NON-COMPLIANCE. THE FIRST TIME THEY'RE SUPPOSED TO SIGN OF GET IT ALL TOGETHER IS BY NOVEMBER 29TH. BUT WE DID ASK THEM TO SEND US IN IN BATCHES RATHER THAN WAITING FOR ALL THE POLICIES THAT COME IN ON ONE DAY, THEN THAT'S GONNA BE A PROBLEM. SO OUR EXPECTATION IS THAT IT'S GONNA BE A SMOOTH PROCESS AND WE'RE GONNA GO START GOING THROUGH THEM. UM, AND THEY'RE ALSO GONNA LOOK AT IT ARE SOME OUR REGULATIONS AS WELL. IT'S NOT SORT OF PART OF THEIR CONTRACT OR WHAT THEY'RE DOING, BUT TO LOOK AT, TO SEE AS THEY'RE GOING THROUGH THE WHOLE POLICY MANUAL, IF THERE'S SOMETHING THAT LOOKS A LITTLE ODD TO THEM, NO MATTER WHAT THEY COME UP WITH, IT'S, IT'S THE BOARD'S DECISION TO MAKE A DECISION ABOUT WHETHER WE WANT TO ACCEPT THESE OR NOT. AND SO THAT WAS IMPLEMENTED INTO THE STUDENT CODE OF CONDUCT. UH, THERE WAS NO ACTION AT THAT, UH, JUNE 15TH 22 MEETING. UM, THEN ON JULY 9TH, 2024, EXECUTIVE ORDER 33, UH, WAS SIGNED BY GOVERNOR YOUNGEN TO ESTABLISH A CELL PHONE FREE EDUCATION TO PROMOTE THE HEALTH AND SAFETY OF VIRGINIA'S K 12 STUDENTS. AND SO JUST BRINGING THESE, THIS BACK UP, UM, AS WE LOOK AT WHERE WE'RE AT, UM, YOU KNOW, BECAUSE THIS IS, UH, I, I, I INCLUDED THE DRAFT AND WHAT I WOULD RECOMMEND IS THAT IF YOU'RE WANTING TO STICK THAT INTO THE POLICY, YOU PUT THAT AS A REGULATION WHICH FOLLOWS OUR, UM, AND I THINK I LISTED IT THERE, I-I-B-E-A DASH R THREE. IF YOU LOOK AT I-I-B-E-A AND THE POLICIES THAT STARTS WITH ELECTRONIC COMMUNICATIONS. UM, SO YOU HAVE, LEMME GET THERE REAL QUICK. SO YOU HAVE I-I-B-E-A AND THAT'S ACCEPTABLE COMPUTER USE. THEN YOU HAVE I-I-B-E-A-R TECHNOLOGY USE GUIDELINES. THEN YOU HAVE I-I-B-A-R TWO GUIDELINES FOR EMPLOYEE USE OF SOCIAL MEDIA AND NETWORK SITES. AND THEN THIS WOULD BE IIBA, SORRY, I-I-B-A-R DASH R DASH THREE DASH R THREE, SORRY. AND IT FALLS, I KNOW IT JUST FALLS. IT'S, IT'S THE NEXT SEQUENCE IN ORDER THERE. SO YOU GO FROM THE POLICY TO ONE, TO TWO, TO THREE. SO IT'S ALL FALLS WITHIN THAT TECHNOLOGY. THAT'S WHY I'M SAYING LISTED UNDER I-I-B-E-A AND YOU COULD, YOU COULD GO AHEAD AND IMPLEMENT THAT INTO THAT SECTION. SO, UM, FROM THE, THE MEETING AT THE, WITH THE STATE SUPERINTENDENT, ONE OF THE THINGS THAT WAS BROUGHT UP REPEATEDLY WAS THAT, UM, THEY SAID, YOU KNOW, WE, WE KNOW WE DO NOT HAVE THE MODEL POLICY IN PLACE YET, BUT WE STRONGLY ENCOURAGE SCHOOL SYSTEMS TO GET SOMETHING IN PLACE EFFECTIVE IMMEDIATELY FOR THE FIRST DAY OF SCHOOL. THEY REFERENCED THAT, UM, IT TAKES 21 DAYS TO MAKE A NEW HABIT, SET A GOOD HABIT, AND TOLD US THAT THE, THE RESEARCH SHOWS THAT, UM, IF THIS IS STRICTLY ENFORCED THE FIRST THREE WEEKS OF SCHOOL, THAT IT IS MUCH EASIER FOR THE REST OF THE DURATION OF THE SCHOOL YEAR. SO IF WE ARE LAX ON THIS NOW, AND WE WAIT UNTIL THE KIDS COME BACK FROM CHRISTMAS BREAK, IT'S GONNA BE HARDER ON THE TEACHERS TO GET THIS ENFORCED. UM, SO EVEN THOUGH, UM, EVEN THOUGH THERE, THERE'S NO WAY FOR US TO GET THIS POLICY IN PLACE BEFORE THE, THE FIRST DAY OF SCHOOL, IT'S ALREADY IN THE CODE OF CONDUCT. UM, READING THE NEWSLETTER THAT CAME OUT FROM WARREN COUNTY MIDDLE SCHOOL, IT HAS CERTAINLY BEEN, UM, THE ACT OF THE PRINCIPAL AND, AND I PRAISE HIM FOR THIS SAYING THERE, THERE WILL BE NO CELL PHONES OUT DURING INSTRUCTIONAL TIME. AND THAT IS DEFINITELY WHAT THEY'RE LEANING TOWARDS WITH THIS MODEL POLICY. UH, PHONE FREE BELL TO BELL IS WHAT THEY WERE CALLING IT THERE. UM, I WOULD ALSO LIKE TO ADD THAT TO THIS CELL PHONE POLICY, OR I'M SORRY, REGULATION THAT WE'RE DISCUSSING. I THINK, AND I, I FEEL VERY STRONGLY ABOUT THIS, THAT OUR NON-TRADITIONAL SCHOOL DIVERSIFIED MINES BECOME A PERSONAL ELECTRONIC FREE SCHOOL AFTER THE NUMBER OF ISSUES THAT WE HAD AT THAT SCHOOL DURING THE COURSE OF THE YEAR, AND US HAVING TO EXPEND FUNDS TO BUILD A SECURITY WALL AND INSTALL THE METAL DETECTOR, WHICH OBVIOUSLY THAT, UM, THE, I I ASSUME THAT THE REGULATION FOR, FOR THE USE OF THE METAL DETECTOR IS COMING, BUT, UM, THE METAL DETECTOR CAN BE USED [00:55:01] TO DETECT CELL PHONES AS WELL. IT'S A VERY SMALL STUDENT POPULATION OVER THERE. UM, THEY'RE THERE FOR A REASON. AND I THINK IF WE CAN ELIMINATE CELL PHONES FROM THE PREMISES ALTOGETHER, THAT WOULD BE VERY HELPFUL IN GETTING THE DISCIPLINE UNDER CONTROL. SO THAT'S MY THOUGHTS ON THAT. I'M ALL FOR, UM, GETTING THIS THING ON THE BOOKS RIGHT NOW BEFORE SCHOOL STARTS SOMEHOW. NO TEACHERS CAN OR STAFF CAN HAVE CELL PHONES EITHER. I DON'T, I DON'T KNOW WHAT I THINK ABOUT THAT, BUT THERE'S, IT'S LIKE SAYING THE WHOLE THING IS JUST LIKE, WELL, IF THERE'S NO CELL PHONES, THERE'S NO CELL PHONES, UM, I, AGAIN, THE, THE TEACHERS AREN'T THE ONES CAUSING THE TROUBLE. SO, UM, I THINK IT SHOULD, THERE'S THE, THE, ACCORDING TO THE THE EXECUTIVE ORDER, IT DOES SAY BY AUGUST 15TH, THEY'LL HAVE SOMETHING UP ON THEIR VIRGINIA DEPARTMENT OF EDUCATION WEBSITE. WE'LL HAVE PUBLIC GUI GUIDANCE FOR IT, AND THEN THEY SAY THAT THEY'RE GONNA GET SOME FEEDBACK BY SEPTEMBER 16TH AND THEN HOPING TO IMPLEMENT IT BY JANUARY 1ST, 2025. THEY DO STATE THOUGH, THAT ANY SCHOOL DIVISION CAN IMPLEMENT SOMETHING STRICTER THAN WHAT THEY'RE GOING TO COME, COME UP WITH NOW BEFORE IT STARTS. I DO AGREE WITH MISS SALE TO SAY IT WOULD BE GREAT TO GO GO HEAD FIRST IN, IN MAKING THIS THING A START RIGHT AT THE BEGINNING RATHER THAN CATCH UP LATER, LATER ON. SO, UM, I DON'T, I DON'T KNOW HOW, YOU KNOW, I MEAN THE, THE POLICY AS STATED IN HERE IS PRETTY GOSH DARN SIMPLE STUDENT USE OF A PERSONALLY OWNED ELECTRONIC DEVICE DURING INSTRUCTIONAL TIME AS TO FINDING THIS POLICY IS PROHIBITED. I MEAN, IT'S PRETTY EASY POLICY TO SAY THERE IT IS. THE REST OF IT'S MORE EXPLANATION BEHIND IT, BUT I'M, I'M ALL FOR IT. AND, AND IT'S, I KNOW THERE'S GONNA BE SOME PEOPLE THAT HAVE ISSUES WITH IT. THERE'S GONNA BE, PEOPLE SAY, WELL, HOW DOES IT WORK WITH AN EMERGENCY SITUATION? I, I THINK YOU CAN ALWAYS, IF THE SCHOOLS ALWAYS HAVE PHONES AVAILABLE IN, IN, IN THIS DRAFT POLICY, IT TALKS ABOUT THAT. I DON'T THINK THERE'S GONNA BE A, A, A, A PROBLEM TO HAVE THIS. AND OF COURSE WE WANNA GET IN LINE WITH WHAT THE, THE RULES OF THE STATE ARE TOO. AND THEY CAN BE OFF AND STORED IN LOCKERS, BOOK BAGS. THEY, THEY, THEY JUST HAVE, THEY HAVE TO BE OFF. BUT I, I FEEL STRONGLY THAT NON-TRADITIONAL NEEDS TO BE FULL CELL PHONE BAN. I WOULD AGREE WITH THAT TOO. UM, SO I WOULD SAY THAT I SHARE, UH, Y'ALL'S CONCERNS AND THE CONCERNS OF THE GOVERNOR ABOUT CELL PHONES. UM, I'VE SEEN THAT RESEARCH ON THE NEGATIVE IMPACTS THAT IT SEEMS TO BE HAVING ON OUR YOUNG PEOPLE'S BRAIN DEVELOPMENT AND THEIR MENTAL HEALTH. AND I AM VERY CONCERNED ABOUT IT. UM, I'M GLAD WE PASSED THIS, UM, LAST YEAR TO GET INTO THE STUDENT CODE OF CONDUCT. AND I DO THINK THAT IT LAYS OUT THAT, UM, CELL PHONE FREE FROM BELL TO BELL. I THINK THAT OUR REGULATION DOES LAY THAT OUT. UM, I'M ALL IN FAVOR OF, OF VOTING FOR THIS REGULATION TODAY. UM, AND I'M INTERESTED TO SEE WHAT COMES OUT OF THE STATE AND WHAT SOME OF THE OTHER SCHOOLS DO, HOW THAT WORKS. UM, I DO KNOW THAT IT'S A COMPLICATED ISSUE. I THINK EVEN LAST YEAR, YOU KNOW, WE HAD SOLICITED SOME PARENTAL INPUT ON IT AND IT WAS NOT, I'M GONNA SAY PARTICULARLY POPULAR AMONG THE COMMUNITY. THERE WERE SOME PEOPLE WHO LIKED IT, BUT MANY WHO DIDN'T. AND IF YOU THINK ABOUT IT, I MEAN, IF, IF THE PARENTS IN OUR COMMUNITY THOUGHT IT WAS BAD TO HAVE SMARTPHONES IN THE HANDS OF TEENAGERS, THEY WOULD NOT HAVE BOUGHT THEIR TEENAGER SMARTPHONES. BUT THE FACT IS THEY DID BUY THEIR TEENAGER SMARTPHONES. SO I THINK WE HAVE SOME WORK TO DO IN A COMMUNITY TO HAVE A DISCUSSION ON THIS. AND I HOPE THAT, UM, PARENTS AND COMMUNITY MEMBERS ARE WATCHING THIS AND DO LOOK AT THAT RESEARCH AND LOOK AND SEE WHY THIS IS A CONCERN. UM, SEE WHAT SOME OF THE PROBLEMS ARE. AND IT'S NOT JUST DISCIPLINE, IT, IT SOMETIMES IMPACTS DISCIPLINE, BUT REALLY IT'S MORE, IN MY OPINION ABOUT THE HEALTH OF THE CHILD AND THE WELLBEING OF OUR CHILDREN. UM, LIKE I SAID, THEIR MENTAL HEALTH AND HAPPINESS. I THINK IT IS A VERY SERIOUS ISSUE. UM, I PERSONALLY DON'T FEEL LIKE I'M READY TO MAKE A MANDATE RIGHT NOW THAT A PARTICULAR SCHOOL BE CELL PHONE FREE ON TUESDAY. I THINK THAT IS TOO SUDDEN. UM, I KNOW THERE ARE STUDENTS WITH TYPE ONE DIABETES WHO USE THEIR CELL PHONES TO TRACK THEIR BLOOD SUGAR. THEY NEED TO HAVE THEM WITH 'EM. UM, WE NEVER KNOW, LIKE, WHAT ARE THE PICKUP SITUATIONS OF THE STUDENTS. UM, NOT ALL STUDENTS ARE IN DIVERSIFIED MINDS BECAUSE OF DISCIPLINE ISSUES. SO I DON'T THINK THAT'S A HUNDRED PERCENT ACCURATE TO, TO, UM, DESCRIBE IT THAT WAY. UM, I WOULD SAY THAT I WOULD HOPE THAT THE STAFF OF DIVERSIFIED MINDS AND THE ADMINISTRATORS OF DIVERSIFIED MINDS IN ALL OF OUR SCHOOLS THINK ABOUT THIS AND THINK ABOUT HOW THIS CAN BE, UH, REALLY ENFORCED. AND I KNOW OUR TEACHERS WORK HARD TO PROVIDE A MULTITUDE OF LESSONS, NOT JUST LECTURE HANDS ON. YOU KNOW, THEY, THEY'RE USING COMPUTERS IN THE, IN THE CLASSROOMS AND, BUT DURING THOSE TIMES, YOU DO NOT NEED TO BE CONNECTED TO YOUR PHONE FOR SOCIAL MEDIA. AND THERE'S ONE THAT HAS BEEN PLACED THERE BY THE SUPERINTENDENT. UM, YOU KNOW, THERE'S A LOT OF THINGS THAT WHEN YOU LOOK AT NONTRADITIONAL IS NOT ALWAYS, UM, BASED ON, ON, ON STUDENT BEHAVIORS. IT IS ALSO BASED ON STUDENT NEEDS OR STUDENT. SOMETIMES A STUDENT JUST WILL OPERATE BETTER IN A SMALLER SETTING, AND THEY CANNOT FUNCTION IN THE NORMAL SCHOOL. YOU KNOW, THOSE ARE THE ISSUES THAT TAKE UP A LOT OF OUR ADMINISTRATORS TIMES BECAUSE NOW YOU HAVE THINGS THAT ARE BEING SAID OUTSIDE OF THE SCHOOL THAT WE HAVE NO CONTROL OVER, AND THEN IT BLOWS UP IN SCHOOL BECAUSE THAT'S WHERE THE KIDS COME AND, AND THEY'RE ABLE TO, TO GET TOGETHER. UM, SO, UH, I, I AGREE THAT, YOU KNOW, ONE, THAT IS ONE THING A TOUCH POINT THAT, THAT WE HAVE HAD DISCUSSIONS WITH ADMINISTRATORS CONCERNING EXECUTIVE ORDER AND THE, THE LANGUAGE OF OUR CODE OF CONDUCT AND NO CELL PHONES. IT IS EVERYBODY GOING THE SAME DIRECTION WITH NO CELL PHONES DURING INSTRUCTIONAL TIME. NOW, I KNOW AT THE MIDDLE SCHOOL, I BELIEVE THEY PUT THEM IN LOCKERS, UM, AND REQUIRED THEM TO PUT THEIR CELL PHONES IN LOCKERS. I KNOW I WAS AT SKYLINE MIDDLE SCHOOL LAST YEAR AND WALKING SOME STUDENTS TO THEIR LOCKER TO PUT THEIR PHONE IN IT. UM, SO, SO I'VE DONE THAT AS I'VE WALKED AROUND THE, THE BUILDING.
