[2.C. Attendance Award Presentation - Dr. Ballenger]

UP THIS EVENING WE HAVE THE ATTENDANCE AWARD PRESENTATIONS.

DR.

BELLINGER.

THANK YOU MADAM CHAIR.

I WOULD LIKE TO WELCOME EVERYBODY IN ATTENDANCE TONIGHT AND THOSE THAT ARE JOINING US ONLINE.

UM, SO TONIGHT I WOULD LIKE TO, UH, PRESENT OUR FIRST TWO AWARDS FOR THE MONTH, UH, OR FOR THE SCHOOL YEAR.

AND I WILL INTRODUCE THEM BOTH AT THE SAME TIME.

SINCE WE, UH, SINCE THIS WILL BE OUR FIRST ATTENDANCE AWARDS FOR THE MONTH, WE WILL NOT HAVE, OR WE DO NOT HAVE A MOST IMPROVED.

SO AT THIS TIME, I WOULD LIKE TO RECOGNIZE FOR THE MONTH OF AUGUST, LFK AND WARREN COUNTY MIDDLE SCHOOL, LFK HAD AN ATTENDANCE RATE OF 97.44%.

AND WARREN COUNTY MIDDLE SCHOOL AT THE SECONDARY HAD A, UH, ATTENDANCE RATE OF 95.1%.

SO IF LFK AND WARREN COUNTY MIDDLE SCHOOL COULD COME UP, AND THEN I'LL GIVE THEM AN OPPORTUNITY TO SPEAK AS WELL.

DO YOU WANT ME TO SAY SOMETHING? SURE.

SURE.

UM, SO WE ARE VERY EXCITED TO BE THE FIRST, UH, SCHOOL THIS YEAR, ELEMENTARY SCHOOL TO BE RECOGNIZED FOR, UM, HAVING, UM, THE HIGHEST ATTENDANCE RATE.

WE HAVE STARTED THE SCHOOL OFF YEAR, YEAR.

I DO NOT LIKE THIS.

WE HAVE STARTED THE YEAR OFF VERY WELL.

UM, VERY EXCITED.

THE THE KIDS ARE EXCITED TO BE THERE.

WE'RE EXCITED TO HAVE THEM BACK.

UM, THEY KEEP US ON OUR TOES AND WE'RE HAVING A GREAT TIME.

UH, WE DID DO OUR FIRST POPUP PRIZE WITH THE KIDS, UH, LAST WEEK, AND THEY'RE EXCITED TO SEE WHAT OTHER, UH, SURPRISES WE HAVE IN STORE FOR THEM.

THANKS.

THANK YOU.

[00:05:11]

THANK YOU.

YOU KNOW, I'M ALWAYS EXCITED TO COME GET THE ATTENDANCE AWARD.

UH, WHEN I GET THE EMAIL, UH, DR.

COSTNER SENT IT, UH, YESTERDAY SAYING, I'M COMING BY TO PICK UP THE BANNER.

THE RED FLAGS START GOING OFF.

I'M LIKE, DID WE LOSE IT ? AND THEN THIS MORNING I HEARD I HAD TO BE HERE.

SO I'M SO, SO EXCITED.

UH, YES.

WE ALSO, IT'S, IT'S SO MUCH FUN TO SEE ALL THE KIDS COME BACK WITH THEIR SMILING FACES AND EXCITED ABOUT SCHOOL.

HOPEFULLY WE CARRY THAT ON THROUGH THE YEAR.

UH, BUT I APPRECIATE BEING RECOGNIZED AND, UH, I DEFINITELY WANT TO THANK ALL OF OUR, UH, STAFF, OUR STUDENTS, AND OUR PARENTS, UH, FOR MAKING SURE ATTENDANCE IS A PRIORITY.

SO, THANK YOU.

THANK YOU.

ALL RIGHT.

THANK YOU.

NEXT UP WE HAVE SCHOOL

[2.D. School Reports - Dr. Ballenger]

REPORTS, DR.

BALLINGER.

THANK YOU MADAM CHAIR.

AND AS WE STARTED LAST YEAR, EACH MONTH WE WILL HAVE A SCHOOL THAT WILL BE, UM, HIGHLIGHTED AND OUR FIRST SCHOOL OF THE YEAR, UH, IS E WILSON MORRISON.

AND I WOULD LIKE TO INVITE MS. JENNIFER KNOX UP TO THE PODIUM.

GOOD EVENING.

GOOD EVENING, MADAM CHAIR SCHOOL BOARD MEMBERS AND SUPERINTENDENT BALLINGER.

MY NAME IS JENNIFER KNOX AND I AM THE PRINCIPAL OF E WILSON MORRISON ELEMENTARY SCHOOL.

I AM PRESENTING TONIGHT TO HIGHLIGHT E WILSON MORRISON.

SEE IF I CAN GET THIS SORT.

GOT IT.

ALL RIGHT.

I LOVE WHEN TECHNOLOGY WORKS 'CAUSE SOMETIMES IT DOESN'T.

.

LAST SCHOOL YEAR, THE STAFF AT E WILSON MORRISON IDENTIFIED THEIR FIVE PERSONAL CORE VALUES.

WE ALSO CAME TO UNDERSTAND THE IMPORTANCE OUR PERSONAL VALUES CAN HAVE ON OUR SCHOOL CULTURE.

ONCE WE IDENTIFIED OUR PERSONAL CORE VALUES, WE IDENTIFIED THE FIVE CORE VALUES OF E WILSON MORRISON'S APPROACH TO EDUCATION.

WHAT ARE THE VALUES WE STRIVE EACH DAY TO UPHOLD FOR OUR STUDENTS? ONCE THE VALUES WERE IDENTIFIED, OUR VISION AND MISSION BECAME MORE CLEAR.

OUR OVERALL VISION IS TO PROVIDE A NURTURING AND CHALLENGING EDUCATIONAL ENVIRONMENT WHERE EVERY STUDENT CAN REACH THEIR FULL POTENTIAL AND BECOME LIFELONG LEARNERS.

OUR DAILY MISSION IS TO CULTIVATE A COMMUNITY OF RESPECT, GROWTH, MINDSET, KINDNESS AND RESPONSIBILITY, WHERE STUDENTS ARE EDUCATED TO BE SUCCESSFUL INDIVIDUALS SUPPORTED BY DEDICATED TEACHERS AND ENGAGED COMMUNITY MEMBERS IN THE FIELD OF EDUCATION.

THE FIVE CORE VALUES THAT REPRESENT YOU, WILSON MORRISON, ARE COMMUNITY AND THE DECISIONS YOU MAKE.

ALWAYS THINK OF OTHERS, RESPECT, SHOW AND SPEAK, RESPECT, GROWTH MINDSET.

BELIEVE IN THE POWER OF YET KINDNESS.

ALWAYS CHOOSE KINDNESS, RESPONSIBILITY, MAKE GOOD CHOICES.

THESE VALUES REPRESENT OUR APPROACH TO EDUCATION AS A COLLECTIVE GROUP OF EDUCATORS, AND WE WORK TO INSTILL THESE IN OUR STUDENTS.

THE STAFF AT E WILSON MORRISON ARE SECOND TO NONE.

I FEEL LIKE I CAN SAY THAT BECAUSE I HAVE BEEN FORTUNATE TO WORK WITH SOME OF THE BEST EDUCATORS FROM ALL OVER THE COUNTRY.

EACH STAFF MEMBER SHOWS UP TO WORK EACH DAY WANTING TO MAKE A DIFFERENCE IN THE LIVES OF OUR STUDENTS.

OUR TEACHERS ENGAGE IN PROFESSIONAL LEARNING MONTHLY TO INCREASE THEIR EFFECTIVENESS IN THE CLASSROOM.

OUR TEACHERS WORK HARD AND CARE A LOT FOR OUR STUDENTS AT E WILSON WITH NEW STANDARDS IN MATH AND ENGLISH, THE VIRGINIA LITERACY ACT AND THE SHIFT TO SCIENCE OF READING, THERE IS A LOT OF LEARNING TO DO.

OUR TEACHERS HAVE JUMPED RIGHT IN AND BEGUN ENGAGING IN PROFESSIONAL DEVELOPMENT IN THESE AREAS.

OUR SCHOOL DATA NEEDS TO IMPROVE.

WE HAVE MADE GREAT PROGRESS IN OUR CHRONIC ABSENTEEISM RATE AND HISTORY DATA FROM 2022 TO 2023, OH, I'M SORRY, 20 22, 20 23, AND 2023 TO 2024.

OUR GOAL IS IN LINE WITH THE DISTRICT GOAL OF 90% PROFICIENCY IN ALL AREAS.

SO YOU CAN SEE THE FIRST BAR IS OUR 20 22, 20 23 DATA.

THE SECOND WOULD BE OUR 20 23, 20 24 DATA.

AND FINALLY, THE DARK BLUE BAR IS OUR GOAL IN WHICH IS 90% IN ALL AREAS.

WE DO HAVE WORK TO DO.

HOWEVER, WE ARE WORKING HARD AS A TEAM TO DELIVER THE BEST EDUCATION TO OUR STUDENTS AND TO LEARN WHAT MOST EFFECTIVE STRATEGIES ARE AND HOW TO PUT THEM IN PLACE.

CHRONIC ABSENTEEISM, WE DID DECREASE OUR CHRONIC ABSENTEEISM RATE BY APPROXIMATELY 12%.

IT'S NOT OFFICIAL.

WE HAVE NOT GOTTEN THOSE

[00:10:01]

OFFICIAL RESULTS YET, BUT BY OUR OWN CALCULATIONS, WE DECREASED BY 12% FOR OUR CHRONIC ABSENTEEISM.

SO WE'RE BRINGING OUR STUDENTS IN NOW AND WE JUST NEED TO MAKE SURE WE'RE GETTING THEM LEARNING.

SO I WOULD LIKE TO GO OVER SOME OF OUR AFTERSCHOOL ACTIVITIES.

WE OFFER AFTERSCHOOL ACTIVITIES FOR OUR STUDENTS.

OUR GROUP STARTED MEETING FOR THE NEW SCHOOL YEAR JUST THIS WEEK.

SO I DO NOT HAVE UPDATED PHOTOS YET.

I DO LOOK FORWARD TO BRINGING THEM IN FRONT OF YOU THROUGHOUT THE YEAR WHEN THEY HAVE FUN, EXCITING THINGS GOING ON.

AND YOU CAN THEN HEAR FROM OUR STUDENTS AND HOW THEIR AFTERSCHOOL ACTIVITIES HELP IMPACT THEM IN A POSITIVE WAY.

BUT FOR NOW, I WILL SHOW YOU SOME PICTURES FROM LAST YEAR.

UH, WE LOOK FORWARD TO AGAIN, BRINGING SOME STUDENTS, UM, IN THESE GROUPS TO PRESENT TO YOU.

BUT OUR GIRLS ON THE RUN TEACHES STUDENTS TO VALUE TEAMWORK AND THEIR FRIENDSHIPS WHILE ALSO USING FITNESS TO GAIN BETTER UNDERSTANDING OF ONESELF.

OUR TEACHERS, MS. MULLEN, MS. DE ARMIT, MS. MORRIE, MS. DEBOARD, PETER, AND, UM, OUR NEW COUNSELOR, MS. JENKINS AND OUR FIRST GRADE TEACHER, MS. EL TORRIO, ARE THE LEAD OF THAT GROUP.

OUR BOBCAT CHORUS IS LED BY MR. THOMAS HASSETT.

HE ALSO LEADS OUR THEATER PERFORMANCES AT E WILSON MORRISON.

LAST YEAR WE HAD AN AMAZING PLAY AND OUR STUDENTS ARE ACTUALLY GOING TO WORK WITH SKYLINE AND SOME OF THE OTHER SCHOOLS TO DO WILLY WONKA THIS YEAR.

UM, THEY PRACTICED TWICE A WEEK AND PERFORM SEVERAL TIMES A YEAR.

OUR BOBCAT CHORUS, UH, PERFORMS AT COMMUNITY EVENTS DURING THE HOLIDAYS AND AT VARIOUS CELEBRATIONS AROUND FRONT ROYAL.

OUR EARLY ACT CLUB IS LED BY MR. MICHAEL WILLIAMS. HE TEACHES THE STUDENTS OVER 100 STUDENTS IN K FIVE.

THE ROTARY FOUR WAY TEST OF THE THINGS WE THINK, SAY OR DO.

IS IT THE TRUTH? IS IT FAIR TO ALL CONCERNED? WILL IT BUILD GOODWILL AND BETTER FRIENDSHIPS? AND WILL IT BE BENEFICIAL TO ALL CONCERNED? OUR STUDENTS PERFORM VARIOUS COMMUNITY SERVICE PROJECTS AT OUR SCHOOL AND IN THE COMMUNITY.

WE ALSO HAVE AN OUTDOOR CLASSROOM.

WE OFF, WE OFFER AN OUTDOOR CLASSROOM AT E WILSON MORRISON.

THIS WAS DEVELOPED BY ONE OF OUR INSTRUCTIONAL COACHES, MRS. TRACY GUERRERO, THROUGH A GRANT FROM THE EDUCATION ENDOWMENT COMMITTEE LAST YEAR.

OUR STUDENTS HAVE GROWN FLOWERS AND VEGETABLES, AND THEY HAVE BEGUN HARVESTING THEIR CROPS JUST THIS WEEK.

AND ACTUALLY OVER THE SUMMER, MR. WILLIAMS LIKES TO TEND TO THE GARDEN.

SO THAT'S BEEN VERY HELPFUL.

ALL RIGHT.

ALRIGHT.

SO THE BIG CHANGE THAT WE HAD AT E WILSON MORRISON IS, WAS THE CONVERSION OF THE AUDITORIUM TO A GYM.

HERE YOU CAN SEE THE AUDITORIUM BEING USED BY OUR EARLY ACT CLUB IN A PHOTO AFTER THEY LEVELED THE FLOOR, WHICH WAS A HUGE, HUGE DIFFERENCE.

ALL RIGHT.

AND THEN A BIG CHANGE AGAIN, WAS OUR GYM.

AND THIS WAS OUR OLD PE SPACE.

IT WAS A CLASSROOM UPSTAIRS FOR MANY, MANY, MANY YEARS.

BUT NOW THAT WAS A PICTURE FROM TODAY.

UM, THEY WERE, THEY HAVE THE WHOLE SPAN.

THEY CAN JUST HAVE SO MUCH MORE ROOM FOR ACTIVITIES.

UM, AND THEY'RE EXTREMELY HAPPY WITH THE SPACE.

AT E WILSON MORRISON ELEMENTARY SCHOOL, YOU'LL FIND A STAFF THAT TRULY CARES ABOUT OUR STUDENTS AND WANTS TO SEE THEM SUCCEED.

WE HAVE THE BEST STUDENTS AND ARE EXCITED TO SEE THE SUCCESS THEY WILL ACHIEVE THIS SCHOOL YEAR.

I LOOK FORWARD TO PRESENTING OUR STUDENTS AND STAFF TO YOU LATER THIS OR THROUGHOUT THIS SCHOOL YEAR AS THEY SHOWCASE THE WORK THEY DO.

THANK YOU FOR THE OPPORTUNITY, AND PLEASE COME VISIT US.

THANK YOU.

THANK YOU.

OKAY, NEXT

[2.E. Community Participation]

UP THIS EVENING, WE HAVE COMMUNITY PARTICIPATION.

YOU DIDN'T HAVE ANY OTHER SCHOOL REPORTS, RIGHT? DR.

? NO, MA'AM.

APOLOGIZE.

NEXT UP THIS EVENING.

WE HAVE COMMUNITY PARTICIPATION.

MR. VALENTINE, IS THERE ANYONE SIGNED UP THIS EVENING? I DON'T BELIEVE ANYONE SIGNED UP IN ADVANCE.

OKAY, MS. OAKLAND, DO YOU NEED ME TO READ THE COMMUNITY PREAMBLE? .

I FEEL KIND OF WEIRD THOUGH.

I DON'T HAVE A GROUP OF STUDENTS WITH ME TO SING, SO THEY WOULDN'T FIT IN HERE.

I HAVE 76 THIS YEAR, SO THAT'S IN JUST IN MY CHOIR.

OKAY.

MEMBERS OF THE BOARD.

THANK YOU ALL FOR YOUR SERVICE TO THE STUDENTS AND CITIZENS OF WARREN COUNTY.

UM, BOTH THE STATE OF THE, THE STATE GOVERNMENT AND THE BOARD OF SUPERVISORS IN THE SPRING LEFT YOU ALL IN AN UNTENABLE SITUATION BY PLAYING THE, MAYBE, MAYBE NOT DELAY, WE DON'T KNOW, MAYBE, MAYBE NOT.

UH, AND, AND REALLY LEFT YOU IN THIS POSITION OF HAVING TO ISSUE CONTRACTS WITHOUT KNOWING HOW MUCH MONEY YOU ALL WOULD RECEIVE.

AND I'M NOT HERE TO CONDEMN OR CONDONE

[00:15:01]

THEIR ACTIONS.

UM, I UNDERSTAND THAT THEY, THEY DID, THEY WENT ALONG WITH THE STATE IN RECOMMENDING SALARY INCREASES.

UH, BUT THEN THEY ONLY PROVIDED THE SCHOOL BOARD WITH LEVEL FUNDING.

NOW, WHY YOU WOULDN'T THINK THAT THE COST OF SUPPLIES AND MATERIALS HASN'T INCREASED? I, I DON'T THINK.

YOU HAVEN'T BEEN TO, YOU HAVEN'T BEEN TO THE GROCERY STORE, BUT IT IS WHAT IT IS AND IT'S NOT GONNA BE CHANGED.

I AM HERE TO INFORM YOU OF SOME UNINTENDED CONSEQUENCES OF LEVEL FUNDING THE SCHOOLS.

AND TO RESPECTFULLY ASK THAT YOU START YOUR BUDGET PROCESS NOW, IF YOU HAVEN'T ALREADY.

ALTHOUGH I SUSPECT YOU HAVE BY THOUGHTFULLY CONSIDERING HOW WE CAN BETTER UTILIZE THE, OUR CURRENT RESOURCES AND CAREFULLY PLAN FOR THE FUTURE.

AND, BUT BEFORE I GET INTO TOO MUCH, LET ME JUST REMIND YOU OF OUR AVERAGE DAILY MEMBERSHIP AS ROADS.

THIS IS AS OF LAST THURSDAY AS ROADS K THROUGH 5 2 59 E WILSON MORRISON, 4 28 HILDA J BARBER, 4 25 LFK, FOUR 50 FIVEY JEFFRIES SIX 17, SKYLINE MIDDLE SCHOOL, 505 42.

WARREN COUNTY MIDDLE SCHOOL, 5 72 SKYLINE HIGH SCHOOL, 8 43 WARREN HIGH, WARREN COUNTY HIGH SCHOOL, 7 61.

AS YOU CAN SEE, SSI JEFFRIES IS BY FAR THE LARGEST ELEMENTARY SCHOOL.

ONE OF THE THINGS THAT WE SEEM TO BE DOING IS TO EQUALLY STAFF OUR ELEMENTARY SCHOOLS.

THAT DOES, THAT MEANS WE ARE GIVING OUR SCHOOLS THE SAME STAFFING, NOT SO, UH, I WANNA TALK ABOUT THAT, BUT SCHOOL BOARD POLICY.

I'M, I'M GONNA JUST, I JUST WANNA SAY WHEN I FIRST, UM, WAS CON CONSIDERING COMING TO TALK TO THE SCHOOL BOARD, IT WAS BECAUSE OUR NURSE WAS TOLD THAT THERE WAS NO MONEY FOR BAND-AIDS AND SUPPLIES AND THINGS LIKE THAT.

UM, I KNOW THAT THAT'S BEEN KIND OF BEING ADDRESSED AND WE'RE, YOU'RE GONNA WORK ON THAT.

UM, BUT LET'S TALK ABOUT NURSES.

ONE HAS ONLY TO LOOK AT THE, THE AVERAGE STARTING SALARY FOR RNS AND COMPARE IT TO THE STARTING SALARY FOR OUR SCHOOL NURSES TO REALIZE THAT OUR NURSE COMPENSATION IS WOEFULLY INADEQUATE.

IN ADDITION, THE PATIENT STUDENT LOAD AT EACH BUILDING VARIES WIDELY.

WE PROVIDE THE SAME NURSING STAFF FOR A SCHOOL OF 259 STUDENTS, AS WE DO FOR A SCHOOL OF 843 STUDENTS.

MISS OAKLAND, YOU HAVE HIT YOUR THREE MINUTES.

I'M SORRY, .

THAT'S OKAY.

THANK YOU SO MUCH FOR COMING.

I'LL BE BACK, .

OKAY.

YOU ALSO KNOW WHERE TO REACH US.

HELLO.

UM, THANK YOU FOR YOUR SERVICE.

I KNOW YOU'VE GOT QUITE A JOB, .

UM, AND THANK YOU FOR GIVING ME A FEW MINUTES TO SPEAK.

I'M CAROL VORIS.

I WORK AT RUSSY JEFFRIES.

I'M AN INSTRUCTIONAL ASSISTANT IN THE LIBRARY.

I'VE BEEN THERE FOR 39 YEARS.

THIS IS MY LAST YEAR.

YAY.

FOR ME.

UM, I, I'M ALSO CONCERNED ABOUT OUR NURSE OR LACK OF A NURSE.

UM, TERRY ATKINS IS, HAS BEEN A LONG TIME FRIEND OF MINE, AND SHE'S DONE A PHENOMENAL JOB AS OUR NURSE.

SHE DOES EVERYTHING THAT A NURSE IS EXPECTED TO DO.

AND, UM, I STOPPED BY TO SEE HER THE OTHER DAY AND SHE WAS CONCERNED THAT, UM, SHE HAS NO SUPPLIES.

AND SHE REACHED OUT TO, UM, THE PERSON IN CHARGE OF THE SUPPLIES AND WAS TOLD THERE WAS NO MONEY FOR THAT.

UM, SO SHE WENT TO OUR SCHOOL PRINCIPAL FOR BAND-AIDS, ICE PACKS, MEDICINE CUPS, AND THAT KIND OF THING.

UM, AND IT WE'RE IN THE THIRD WEEK OF SCHOOL.

AND AS MS. OAKLAND SAID, WE HAVE A VERY LARGE ELEMENTARY SCHOOL.

UM, I DON'T KNOW HOW WE'RE EXPECTED TO PROVIDE THE CARE FOR OUR STUDENTS IF WE CAN'T TAKE CARE OF BASIC THINGS LIKE BAND-AIDS AND MEDICINE CUPS.

I MEAN, I DON'T, I DON'T KNOW WHERE THE MONEY IS OR IF IT WAS, I WAS KIND OF EXPLAINED THAT IT WAS THEIR LINE ITEMS AND THAT THE MONEY THAT WAS ALLOTTED WAS MOVED FROM ONE LINE ITEM TO ANOTHER.

AND SO THERE IS NO MONEY.

UM, I DON'T KNOW HOW WE GOT IN THIS POSITION, BUT IT'S NOT A GOOD ONE TO BE IN.

AND THE OTHER THING THAT I WANTED THAT, THAT

[00:20:01]

CONCERNED ME WAS, UM, TERRY ATKINS IS BEING PAID A SUB PAY.

UM, AND I ASKED HER WHY SHE WASN'T RECEIVING LONG-TERM SUB PAY, BECAUSE IT IS A LITTLE MORE, UM, TO COMPENSATE HER A LITTLE MORE FOR THE EXTRA THINGS THAT SHE DOES.

AND SHE WAS TOLD THERE IS NO MONEY FOR LONG-TERM SUB PAY.

AND THAT CONCERNS ME.

UM, WE'RE EXPECTED TO DO A JOB AND PROVIDE A SERVICE FOR OUR CHILDREN.

AND THEN WHEN YOU ASK FOR THINGS, NOT THINGS THAT WE WANT, THINGS THAT WE NEED, UM, NECESSITIES, YOU KNOW, SO THAT WE CAN CONTINUE TO SERVICE OUR, OUR KIDS.

I LOVE OUR KIDS.

I MEAN, I'VE WATCHED THEM GROW UP AND THEIR KIDS ARE BACK NOW.

AND, YOU KNOW, I WOULDN'T BE THERE IF I DIDN'T LOVE THEM.

AND, UM, YOU KNOW, I THINK IT'S, IT'S SORT OF LIKE, UM, I WORK IN THE LIBRARY, SO I KIND OF RELATE IT TO A, A CHILDREN'S STORY.

UM, RUMBLE STILL SKIN WHERE YOU'RE GIVEN STRAW AND YOU'RE ASKED TO SPIN GOLD.

AND, YOU KNOW, I'M LIKE, WHAT ARE WE GONNA DO? YOU KNOW, WE'RE DOING THE BEST WE CAN DO WITH VERY LITTLE.

AND, UM, I THINK IT'S JUST TIME TO REFOCUS ON WHAT'S IMPORTANT.

IT'S SUPPOSED TO BE OUR KIDS AND WHAT THEY NEED.

AND, YOU KNOW, I LOOK AT OTHER THINGS THAT ARE PROVIDED AND WE CAN'T PROVIDE BANDAIDS AND ICE PACKS AND MEDICINE CUPS.

I THANK YOU.

SO I APPRECIATE, AGAIN, ALL THAT YOU DO FOR THIS COUNTY AND WHAT YOU GIVE TO THE STUDENTS.

AND I'M, YOU KNOW, I'M JUST ASKING YOU TO MAYBE TAKE ANOTHER LOOK AT WHAT WE CAN DO AND MAYBE DO A LITTLE BETTER JOB.

THANK YOU.

THANK YOU.

GOOD EVENING.

UH, MY NAME IS KRISTEN FRANKEL.

I AM A-W-C-P-S EMPLOYEE SCHOOL COUNSELOR AT SSI JEFFRIES AND ALSO SOUTH RIVER DISTRICT RESIDENT.

I'M HERE TONIGHT TO TALK OF THE SICK LEAVE PAYOUT INCENTIVE.

WHEN I LEARNED OF THIS NEW INITIATIVE LAST SPRING, I WAS ECSTATIC TO LEARN FROM HR THAT THE OPPORTUNITY TO GET UP TO $1,000 MORE WAS FOR ALL STAFF ON THE TEACHER'S PAY SCALE.

HOWEVER, I WAS QUITE DISAPPOINTED TO LEARN JUST ON FRIDAY THAT MYSELF AND SOME OTHER PEOPLE ON THE TEACHER'S PAY SCALE ARE NO LONGER BEING CONSIDERED.

I WAS TOLD THAT THE POSITIONS THAT WERE CONSIDERED ARE ONES THAT RECEIVE SUBSTITUTES.

HOWEVER, THIS IS NOT ACCURATE.

AND THERE ARE FAULTS WITH THIS.

UH, FIRSTLY I'LL START WITH SCHOOL COUNSELORS.

WE DO SOMETIMES GET SUBSTITUTES, ESPECIALLY LONG-TERM SUBSTITUTES.

JUST LAST YEAR, WARREN COUNTY MIDDLE SCHOOL HAD AT LEAST ONE RESCUE.

JEFFRIES HAD ONE BACK IN 2022 AS WELL.

MY CO-COUNSELOR AT RESI.

UM, SHE WAS OUT ONE AFTERNOON THIS YEAR.

WELL, SHE HAS A FIRST GRADE CLASS IN THE SPECIALS ROTATION.

IT WAS COVERED BY A SUBSTITUTE.

ANOTHER POSITION THAT SEEMS TO HAVE BEEN EXCLUDED ARE LIBRARIANS.

AND I CAN SAY THAT AT THE ELEMENTARY SCHOOL, LIBRARIANS ARE IN THE SPECIALS ROTATION, JUST LIKE MUSIC, ART, AND THE PE TEACHERS.

AND YET OUR LIBRARIAN SEEMS TO NOT HAVE BEEN GIVEN THAT FORM FOR SICK LEAVE PAYOUT, JUST LIKE THE OTHER POSITIONS WERE GIVEN.

UM, THE REVERSE OF THIS IS ALSO TRUE.

THERE ARE POSITIONS THAT HAVE NEVER GOTTEN SUBSTITUTES BEFORE AND OR WILL NOT GET THEM THIS YEAR.

AND THEY'RE BEING OFFERED SICK LEAVE PAYOUT AS THEY SHOULD.

THOUGH I BELIEVE THAT THEY SHOULD BECAUSE IT'S NOT THOSE PEOPLE CHOOSING WHETHER OR NOT TO GET SUBSTITUTES.

IT'S UP TO THE PRINCIPLES.

IF WE STAY WITH THIS REQUIREMENT OF ONLY OFFERING SICK LEAVE PAYOUT TO POSITIONS THAT RECEIVE SUBSTITUTES, I FEEL THAT SOMEONE WILL NEED TO LOOK LIKE INDIVIDUALLY, PERSON BY PERSON, DETERMINE WILL THEY EVER NEED TO GET A SUBSTITUTE.

AND DOES THAT INCLUDE LONG TERM? HOWEVER, THAT WOULD LIKELY LAND YOU IN A SITUATION WHERE STAFF ARE BEING DISCRIMINATED AGAINST BASED ON WHICH SCHOOL BUILDING THEY'RE AT, BECAUSE SOME PRINCIPALS STAFF CERTAIN POSITIONS AND OTHERS CHOOSE NOT TO.

IT VARIES BUILDING TO BUILDING.

UM, ALSO REMEMBERING THAT THIS PAYOUT IS FOR PEOPLE WHO HAVE BEEN CONTINUOUSLY COMING TO WORK IN PUBLIC EDUCATION DAY AFTER DAY, YEAR AFTER YEAR, TO ACCUMULATE AT LEAST 31 DAYS ALREADY.

IT'S NOT THAT GROUP'S FAULT THAT A BUDGET HAS BEEN DETERMINED TOO LOW TO GET A SUBSTITUTE.

FOR SOME PEOPLE, IT'S NOT THESE PEOPLE'S FAULT THAT THE POOL OF SUBSTITUTES IS LIMITED WHEN IT COMES TO COVERING CERTAIN POSITIONS SUCH AS SCHOOL COUNSELORS.

AND IT'S NOT THE EMPLOYEE'S FAULT IF ONE SCHOOL ISN'T GETTING SUBSTITUTES FOR A POSITION, BUT YET ANOTHER SCHOOL DOES A BENEFIT OF EXTRA MONEY.

THAT IS TO BE AN INCENTIVE OR REWARD FOR BEING A DEDICATED EMPLOYEE SHOULD BE OFFERED TO EVERYONE ON THE TEACHERS AND THE STRUCTURAL ASSISTANT SCALE, IF NOT ALSO NURSES AND SECRETARIES SCALES TOO.

I THINK THEY GOT LEFT OUT AS WELL.

[00:25:01]

IF IT'S NOT THE BOARD'S DIRECTION, THEN IT WILL ACTUALLY BE A PAY CUT TO TAKE POSITIONS SUCH AS SCHOOL COUNSELOR, LIBRARIAN, AND A STRUCTURAL SPECIALIST WHEN COMPARED TO CLASSROOM TEACHERS.

AND PERHAPS WE SHOULD THINK OF THIS AS A FORM OF RETENTION TOO, BECAUSE WE ARE NOW IN THE THIRD YEAR OUT OF FOUR, IN WHICH OUR SCHOOL COUNSELOR POSITIONS ARE NOT ALL FILLED THREE OUT OF FOUR YEARS.

SO I JUST FEEL THAT PICKING A CERTAIN GROUP OF PEOPLE OUT OF A LARGER GROUP, SUCH AS A PAY SCALE TO NOT RECEIVE THE COMPENSATION IS NOT RIGHT.

AND I HOPE THAT YOU TAKE ANOTHER LOOK AT IT.

THANK YOU.

THANK YOU, MS. PRINGLE.

IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK THIS EVENING?

[3. Consent Agenda]

OKAY, NEXT UP WE HAVE THE CONSENT AGENDA.

IS THERE A MOTION I MOVE TO ACCEPT THE CONSENT AGENDA AS AMENDED? IS THERE A SECOND? OKAY, A SECOND.

ANY DISCUSSION ON THAT? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

AYE.

OPPOSED? NO.

THANK YOU.

[4.A. Future Educators Academy Presentation - Ms. Bragg]

NEXT UP WE HAVE REPORTS.

WE HAVE FUTURE EDUCATORS ACADEMY PRESENTATION MS. BRAGG.

GOOD EVENING.

UH, TONIGHT WE HAVE A PRESENTATION ABOUT THE FUTURE EDUCATORS ACADEMY, WHICH IS A DUAL ENROLLED OPPORTUNITY FOR OUR HIGH SCHOOL STUDENTS WITH LAUREL RIDGE COMMUNITY COLLEGE.

UM, STUDENTS THAT WOULD PARTICIPATE IN THE FUTURE EDUCATORS ACADEMY WOULD SPEND THEIR 11TH AND 12TH GRADE YEARS RECEIVING INSTRUCTION PRIMARILY ON THE CAMPUS AT LAUREL RIDGE AS THEY WORK TOWARDS AN ASSOCIATE OF SCIENCE AND EDUCATION.

SO THIS IS AN OPPORTUNITY FOR US TO KIND OF HAVE ANOTHER GROW YOUR OWN OPPORTUNITY, STARTING WITH OUR 11TH GRADERS.

UM, AND SO TONIGHT WE HAVE A PRESENTATION FROM, UH, BRENDA BYARD, WHO'S THE FUTURE EDUCATORS ACADEMY PROJECT ADMINISTRATOR.

AND LORI KLOW, THE EDU PROGRAM LEAD.

SO I'LL TURN IT OVER TO THEM FOR THE PRESENTATION.

THANK YOU.

GOOD EVENING, MADAM CHAIR BOARD MEMBERS.

DR.

BALLINGER, THANK YOU SO MUCH FOR HAVING US HERE THIS EVENING.

WE HOPE THAT WE'RE GOING TO BRING YOU SOME GOOD NEWS THIS EVENING.

SO MY COLLEAGUE IS LORI KILO.

SHE'S THE EDUCATION PROGRAM LEAD.

WE'RE GOING TO TALK ABOUT THE FUTURE EDUCATORS ACADEMY.

UH, PERHAPS YOU'VE HEARD ABOUT THE LABORATORY SCHOOLS AND THE COMMONWEALTH OF VIRGINIA.

THE FUTURE EDUCATORS ACADEMY IS A PRODUCT OF, UH, THE LABORATORY SCHOOL INITIATIVE.

UM, LAUREL RIDGE PARTNERED WITH GERMANNA COMMUNITY COLLEGE, UH, EARLY IN THE, UH, 23 TO, UH, WRITE A PROPOSAL TO THE VIRGINIA DEPARTMENT OF EDUCATION TO, UM, CREATE A LAB SCHOOL FOR TEACHERS, UH, SPECIFICALLY, UH, FOR ALL OF OUR RURAL COUNTIES THAT HAVE A HARD TIME FINDING TEACHERS.

SO THAT'S WHAT WE'RE GONNA BE TALKING TO ABOUT THIS EVENING.

NEXT SLIDE.

NEXT SLIDE.

PERHAPS YOU KNOW ABOUT THE DUAL ENROLLMENT OPPORTUNITIES AT LAUREL RIDGE, TRADITIONAL DUAL ENROLLMENT WHERE YOU HAVE TEACHERS WHO ARE CREDENTIALED IN THE HIGH SCHOOL BY BY THE COLLEGE INDEPENDENT DUAL ENROLLMENT WHEN STUDENTS COME TO CAMPUS AND TAKE ANY CLASS THAT THEY WISH TO TAKE, WE HAVE A TRADES ACADEMY, WARREN COUNTY PARTICIPATES IN THAT STUDENTS COME TO CAMPUS AND, AND GET TRAINED IN ELECTRICAL AND WELDING AND SO ON.

EMT ACADEMY, WARREN COUNTY PARTICIPATES IN THAT.

WE HAVE A DRONES ROBOTICS ACADEMY AT OUR FA YEAR CAMPUS.

UM, EARLY COLLEGE.

I WAS THE DEAN OF EARLY COLLEGE AND RETIRED IN IN DECEMBER 22.

BUT WE HAVE STUDENTS WHO EARN A CAREER STUDY CERTIFICATE, UH, CERTIFICATE AND A DEGREE.

LAST YEAR, LAUREL RIDGE HAD OVER 300 STUDENTS WHO, UM, EARNED A COLLEGE DEGREE AT THE TIME OF HIGH SCHOOL GRADUATION.

SO WE KNOW THAT THERE WERE WARREN COUNTY STUDENTS INVOLVED IN THAT.

AND THEN IN FALL 25, THE FUTURE EDUCATORS ACADEMY WILL LAUNCH.

NEXT SLIDE.

SO, THE FUTURE EDUCATORS ACADEMY WILL ENABLE STUDENTS TO EARN AN ASSOCIATE OF SCIENCE DEGREE.

IT IS A COHORT MODEL, AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT IN A SECOND.

ALL OF THE CLASSES WILL BE TAKEN AT LAUREL RIDGE.

THEY WILL HAVE ACADEMIC SUPPORT SERVICES SUCH AS EMBEDDED TUTORS, UM, STUDENT LIFE OPPORTUNITIES, WE'LL TALK A LITTLE BIT ABOUT THOSE AS WE GO THROUGH THIS PRESENTATION.

AS WE'VE NOTED, ALL THE CLASSES WILL BE ON SITE.

SO WE WILL HAVE CLASSES.

A COHORT OF STUDENTS WILL TAKE CLASSES THAT ARE MIDDLETOWN CAMPUS AND A COHORT AT OUR FA HERE.

CAMPUS AND SCHOOL DIVISIONS WILL BE PROVIDING THE TRANSPORTATION.

NOW, STUDENTS ALREADY RIDE THE BUS TO LAUREL RIDGE, UM, FOR MOUNTAIN VISTA GOVERNOR'S SCHOOL.

SO IT'S THE SAME TIME, EIGHT O'CLOCK TO ABOUT 10 45, 10 50.

SO IT'S NOT ANOTHER FORM OF TRANSPORTATION COMING TO CAMPUS.

NEXT SLIDE.

SO THIS YEAR, GERMANA

[00:30:01]

HAS STARTED THEIR PROGRAM ALREADY.

THEY STARTED WITH THE COUNTIES OF CALL PEPPER MADISON, ORANGE AND RAPPAHANNOCK RAPPAHANNOCKS IN THE LAUREL RIDGE SERVICE REGION.

BUT THEY DECIDED TO GO AHEAD AND LAUNCH WITH, UM, GERMANA FOR THIS YEAR.

NOW, NEXT YEAR, UH, THE, ALL OF THE OTHER SCHOOL DIVISIONS IN OUR SERVICE REGION HAVE INDICATED THEY WANT TO PARTICIPATE IN WARREN COUNTY OF COURSES THERE.

FOR THE GRANT PURPOSES, WE, YOU KNOW, OBVIOUSLY WE'RE WORKING WITH GERMANIC COMMUNITY COLLEGE.

UM, JAMES MADISON UNIVERSITY WAS ONE OF OUR PARTNERS, AND THEN THE UNIVERSITY OF MARY WASHINGTON AS WELL.

SO THE CURRICULUM, WE WORKED WITH A GROUP OF INSTRUCTIONAL LEADERS, MUCH LIKE HEATHER, UH, FOR, FOR THE FOUR SCHOOL DIVISIONS THAT, UM, UH, WERE STARTING TO LAUNCH AT GERMANA.

SO WE LOOKED AT WHAT DO STUDENTS NEED TO GRADUATE HIGH SCHOOL? WHAT IS GOING TO FALL INTO THE EDUCATION PROGRAM AT LAUREL RIDGE? AND THEN WHAT WILL TRANSFER TO FOUR YEAR UNIVERSITY SEAMLESSLY? AND SO THAT WAS QUITE A TASK.

SO WHERE WE LANDED, WE HAD ALL KINDS OF CONVERSATIONS, CAN WE DO ENGLISH? CAN WE GET MATH IN HERE? CAN WE GET BIOLOGY? AND THE ANSWER TO ALL OF THOSE QUESTIONS WAS ABSOLUTELY NOT.

THERE'S WAY TOO MANY CLASSES THAT THE FOUR YEAR UNIVERSITIES REQUIRED THAT, YOU KNOW, WE JUST COULD NOT GET IN IN TWO YEARS.

SO WE CREATED AN EDUCATION, GENERIC EDUCATION DEGREE, SPECIFICALLY, IT WILL TRANSFER TO ALL FOUR YEAR PUBLIC FOUR YEAR INSTITUTIONS, BUT IT IS PREPARING STUDENTS FOR ELEMENTARY AND SPECIAL EDUCATION.

NOW, HAVING SAID THAT, A STUDENT COULD COME GET THE GENERIC EDUCATION DEGREE, TRANSFER TO JMU, GEORGE MASON, WHEREVER, AND THEY MAY HAVE TO SPEND AN EXTRA SEMESTER OR AN EXTRA YEAR GETTING THOSE OTHER MATH COURSES, BIOLOGY, ENGLISH, WHATEVER IT IS THAT THEY NEED, IF THEY'RE NOT ABLE TO ALSO PICK UP SOME OF THOSE THROUGH DUAL ENROLLMENT WHILE THEY'RE IN HIGH SCHOOL.

UH, SO THIS IS THE TYPICAL DAY FOR STUDENTS.

I'M GONNA LET LORI TALK ABOUT THAT.

GOOD EVENING.

UM, SO THE TYPICAL DAY, THEY TRAVEL TO SCHOOL ON THEIR BUS AS THEY NORMALLY WOULD EVERY DAY.

THEN THEY TAKE THE BUS FROM THE HIGH SCHOOL, PROBABLY WITH THE MOUNTAIN VISTA STUDENTS AND HEAD TO LAUREL RIDGE.

THEY'LL ATTEND THEIR FIRST 90 MINUTE CLASS OF BLOCK, HAVE A SHORT BREAK WHERE WE'LL PROVIDE SOME GRAB AND GO SNACKS, NOT BREAKFAST, BUT GRAB AND GO SNACKS.

AND THEN THEY'LL ATTEND THEIR SECOND 90 MINUTE CLASS.

NOW THOSE CLASSES ARE GONNA BE, UH, MONDAY, WEDNESDAY, AND TUESDAY, THURSDAY CLASSES, THEY'LL RETURN TO THEIR HIGH SCHOOL, ROUGHLY 10 45, 11 O'CLOCK FOR THEIR LUNCH.

AND THEN THEY HAVE THE AFTERNOON TO SPEND AT THE HIGH SCHOOL TAKING WHATEVER OTHER COURSES THEY MIGHT NEED TO FINISH IN COMPLETE HIGH SCHOOL.

FOR INSTANCE, FOREIGN LANGUAGE IF THEY WANT AN ADVANCED DIPLOMA.

AND THEY'RE ABLE THEN TO PARTICIPATE IN ANY TYPICAL AFTER SCHOOL OR EVENING ACTIVITIES, CLUBS, SPORTS, WHAT HAVE YOU.

THERE YOU GO.

OKAY.

SO FALL OF THEIR JUNIOR YEAR, THIS IS WHAT THEIR SCHEDULE'S ROUGHLY GOING TO LOOK LIKE.

NOW, THAT SDV 100 COLLEGE SUCCESS SKILLS TO ONE CREDIT CLASS, THEY'RE GONNA DO THAT IN ONE WEEK, THE WEEK BEFORE SCHOOL ACTUALLY STARTS.

THEY'LL KNOCK OUT THAT COURSE IN ONE WEEK.

AND THEN THE, UH, DURING THE REST OF THE SEMESTER, AS I SAID, MONDAY, WEDNESDAY AND TUESDAY, THURSDAY CLASSES, THEY'LL BE DOING ENGLISH, MATH, HISTORY, SPEECH, AND EDU 200, WHICH IS, UM, INTRODUCTION TO TEACHING AS A PROFESSION OR THE FOUNDATIONS OF EDUCATION.

IT'S A REQUIRED LICENSURE COURSE, AND IT IS REQUIRED FOR, UM, AS A PRE-REQ FOR ALL THE METHODOLOGY COURSES THEY'LL TAKE AT UNIVERSITY.

WAIT, , I'M NOT DONE YET.

.

UM, SO FRIDAYS, WE'RE GONNA TALK A LITTLE BIT ABOUT HOW FRIDAYS ARE GONNA WORK.

WE'RE CALLING THEM FLEX FRIDAYS.

EDU 200 WILL BE ON THAT FLEX FRIDAY.

IT'LL BE IN A HYBRID FORMAT.

THAT COURSE REQUIRES A PRACTICUM, A 20 HOUR PRACTICUM.

NOW, TO GET THAT IN, THEY'RE GONNA HAVE TO DO EIGHT FRIDAYS IN AN ELEMENTARY SCHOOL, PROBABLY HERE IN YOUR SCHOOL DIVISION, WHERE THEY WILL BE, UH, PLACED WITH A TEACHER TO OBSERVE AND ACTUALLY ACT AS LIKE A TEACHING ASSISTANT AND GET A FEEL FOR WHAT IT, WHAT IT'S LIKE TO BE IN THE CLASSROOM ON THE OTHER SIDE OF THE BIG DESK.

UM, ALSO ON THOSE FRIDAYS, WE'RE GOING TO DO ALL SORTS OF THINGS LIKE BRING IN TUTORS.

WE'RE GOING TO, WE KNOW STUDENTS STRUGGLE WITH SOME CLASSES.

MATH IS USUALLY A HICCUP FOR A LOT OF STUDENTS.

SO WE'LL BRING IN MATH TUTORS, WE'LL BRING IN ENGLISH TUTORS.

WE'RE GOING TO BRING IN, UM, UH, STUDY SKILLS SO THAT THEY CAN PREPARE FOR WHATEVER THE ASSESSMENT IS THAT'S GOING TO BE REQUIRED.

AS YOU MAY OR MAY NOT KNOW, THAT HAS CHANGED AS OF JULY 1ST, 2024.

THE STATE HAS DECIDED IT'S NOT GOING TO BE THE VCLA ANYMORE, AND NOBODY KNOWS WHAT IT'S GOING TO BE.

THE UNIVERSITIES DON'T KNOW, WE DON'T KNOW IT.

IT'S A BIG MYSTERY IF THEY'RE GOING TO REPLACE IT WITH SOMETHING, IF THEY'RE GOING BACK TO THE CORE PRACTICE MATH OR IF THEY JUST WILL ELIMINATE IT ALL TOGETHER, WHATEVER ASSESSMENTS ARE GONNA BE REQUIRED, WE'RE GONNA SPEND SOME TIME ON THOSE FRIDAYS PREPPING OUR STUDENTS FOR THOSE ASSESSMENTS.

WE WANNA TAKE THEM ON FIELD TRIPS.

I KNOW THERE ARE THINGS GOING ON HERE IN WARREN COUNTY THAT YOU WOULD LIKE TO HIGHLIGHT, THAT WE WOULD LIKE TO HIGHLIGHT, AND WE WOULD LIKE TO BRING ALL OF THE STUDENTS HERE TO SEE

[00:35:01]

SOME OF THAT.

IT'S KIND OF A FIELD TRIP.

UM, I KNOW IN WINCHESTER CITY THEY HAVE SPANISH IMMERSION CLASSES.

WE WOULD LIKE TO TAKE STUDENTS THERE TO SEE WHAT THAT LOOKS LIKE IN FEELS LIKE.

SO THOSE ARE SOME OF THE TYPICAL THINGS WE'LL DO ON FRIDAYS.

WE WANNA BRING IN GUEST SPEAKERS.

WE MAY BE CALLING ON, ON SOME OF THE PROFESSIONALS HERE IN WARREN COUNTY TO BE A GUEST SPEAKER FOR OUR STUDENTS.

SO LET ME JUST ADD WHERE IT SAYS DUAL ENROLLMENT CREDIT.

SO, UM, WE KNOW THAT THE CLASSES THAT ARE HIGHLIGHTED AS, YES, THEY ARE DEFINITELY COUNTING FOR HIGH SCHOOL GRADUATION.

THE OTHER COURSES, IT'S DEPENDENT UPON EACH INDIVIDUAL SCHOOL DIVISION.

WE COULDN'T LAND ALTOGETHER, UH, HOW THOSE WERE GONNA BE COUNT COUNTED.

SO LIKE ALL OF THE EDUCATION CLASSES, WOULD THEY FALL UNDER THE COHORT OF TEACH FOR TOMORROW? THAT'S UP TO INDIVIDUAL SCHOOL DIVISION COUNSELORS, I GUESS TO MAYBE DECIDE THAT.

GOOD.

OKAY, NOW THE NEXT SLIDE.

THANK YOU.

SO, SPRING OF THEIR JUNIOR YEAR, THEY'LL BE DOING THE SAME SORT OF THINGS ON FRIDAYS.

THERE'S NO PRACTICUM IN THE SPRING SEMESTER, SO WE'LL HAVE MORE TIME TO DO SOME MORE TUTORING, MORE PROFESSIONAL DEVELOPMENT TYPE EVENTS.

WE WANNA TAKE THEM TO SOME OF THE COLLEGES ON FIELD TRIPS SO THEY CAN SEE JMU AND MARY WASHINGTON AND SO FORTH.

UM, AND PRACTICE FOR WHATEVER THE ASSESSMENT IS.

CORE PRACTICE PREP, WHATEVER IT MIGHT BE.

UM, BUT THESE WILL BE THE COURSES THAT THEY'LL BE TAKING AGAIN ON MONDAY, WEDNESDAY, TUESDAY, THURSDAY, YES.

FALL OF THEIR SENIOR YEAR.

SIMILAR TYPE SCHEDULE.

THERE IS A PRACTICUM WITH EDU 2 0 4 TEACHING IN A DIVERSE SOCIETY.

AGAIN, WE'LL BE PLACING OUR STUDENTS FOR THAT 20 HOUR PRACTICUM.

WE CALCULATED, AS I SAID, EIGHT FRIDAYS.

IT WILL TAKE TO, TO MEET THOSE, UH, REQUIRED HOURS.

AND WE'LL, UH, BE DOING THE SAME SORTS OF TUTORING AND PROFESSIONAL DEVELOPMENT TYPE THINGS THAT ARE HAP THAT HAPPEN THE, THE OTHER FRIDAYS OF THE, OF THE YEAR.

OKAY.

AND LAST SEMESTER IS SPRING OF THEIR SENIOR YEAR.

IT FEELS A LITTLE BIT LIGHTER.

PHEW.

THAT'S WHAT I SAY.

PH .

UH, THERE IS NO, UH, UH, PRACTICUM DURING THIS SEMESTER, BUT THEY WILL BE DOING THESE COURSES ON THE MONDAY, WEDNESDAYS, TUESDAY, MONDAY, WEDNESDAY, TUESDAY, THURSDAY ROTATION.

OKAY, NEXT, NEXT, UH, SLIDE.

ALRIGHT, SO WHEN WE TALK ABOUT STUDENT SUPPORTS, WE WERE, WE'VE TALKED ABOUT THE EMBEDDED TUTORS.

SOME STUDENTS WILL STRUGGLE WITH ENGLISH.

WE, WE DO PLAN TO HAVE SOME EMBEDDED TUTORS IN OUR CLASSES WHERE WE KNOW THAT STUDENTS STRUGGLE.

IF WE SEE THAT STUDENTS ARE STARTING TO STRUGGLE AFTER THE FIRST WEEK OR TWO, THEN WE WILL REQUEST AN EMBEDDED TUTOR.

CERTAINLY THERE WILL BE A, AN EMBEDDED TUTOR IN STATISTICS.

WE, WE HAVE A LOT OF ADULT LEARNERS WHO HAVE STRUGGLED WITH STATISTICS.

SO WE KNOW THAT THAT MIGHT BE A CHALLENGE FOR OUR STUDENTS.

WE DO WANT OUR STUDENTS TO BE SUCCESSFUL.

WE'RE VERY HOPEFUL THAT AT LEAST 80% OF THEM WILL BE ABLE TO, TO GRADUATE WITH US WITH THE APPROPRIATE GPA AND TRANSITION TO THE UNIVERSITIES.

UM, LET'S SEE HERE.

LEADERSHIP SEMINARS.

UM, YOU KNOW, IT'D BE IDEAL TO HAVE A PRINCIPAL COME IN AND TALK ABOUT THE DISPOSITIONS THAT TEACHERS NEED TO HAVE.

UH, YOU DON'T WANNA GO DOWNTOWN AND, AND NECESSARILY BECOME INTOXICATED.

YOU MAY HAVE A STUDENT ACTUALLY WAITING ON YOU, MAYBE NOT SERVING YOU THAT, BUT, UH, THEY WOULD WITNESS THAT.

SO, YES, THERE ARE SOME THINGS THAT TEACHERS, PROFESSIONAL EDUCATORS SHOULD BE DOING, UH, AND CERTAINLY NOT DOING, UM, MENTORING BY JMU FACULTY AND OTHER UNIVERSITY LEVEL FACULTY.

LORI AND I HAVE, ARE WORKING WITH SHENANDOAH UNIVERSITY RIGHT NOW, DR. KAREN HUFF, UH, MARY BOWSER, DR. MALONE.

THEY ARE VERY EXCITED ABOUT THIS PROGRAM.

AND THEY SAID, WE WANNA TALK TO YOUR STUDENTS.

WE WOULD WELCOME YOUR STUDENTS TO COME IN THE SUMMER WHEN WE'RE DOING OUR MASTER'S PROGRAM FOR READING SPECIALISTS, AND HAVE YOUR STUDENTS WITNESS THE VERY BEST PRACTICES FROM THESE TEACHERS.

AND ALSO WORK WITH STUDENTS WHO ARE, UH, READING RECOVERY.

SO WE'RE GETTING A LOT OF GOOD IDEAS FROM OUR UNIVERSITY PARTNERS ON HOW WE CAN, UM, PROVIDE OTHER WORK-BASED LEARNING OPPORTUNITIES AND INTERNSHIPS FOR OUR STUDENTS.

DISABILITY SERVICES WILL BE PROVIDED, AND WE'RE GONNA FOLLOW WHATEVER THE SCHOOL HAS, UH, SET UP FOR AN IEP OR A 5 0 4.

WE WILL ALSO, UH, FALL IN LINE WITH THAT AT THE COLLEGE, UH, PREPARATION FOR PRAXIS, IF THAT'S GOING TO BE REQUIRED.

AGAIN, WE, WE HAVE NO IDEA.

IT MIGHT BE, IT MIGHT BE NOTHING.

WE HAVE, WE HAVE NO IDEA.

LORI HAS ADDRESSED THE EXPERIENTIAL LEARNING EXPERIENCES IN OUR SCHOOLS.

WE WANT OUR STUDENTS TO SEE SOME OF THE BEST PRACTICES THAT ARE HAPPENING AT THE ELEMENTARY AND SPED LEVELS FRIDAYS, UM, AND SO ON.

WE CAN GO AHEAD.

SO WE ALSO KNOW THAT STUDENTS HAVE TO HAVE CREDENTIALS IN ORDER TO GRADUATE, UM, OR CERTIFICATIONS.

THE ECON ONE 50 CLASS WILL BE ALIGNED WITH ECON PERSONAL FINANCE.

SO STUDENTS SHOULD BE ABLE TO GO BACK AND TAKE THE WISE ASSESSMENT AT THEIR BASE HIGH SCHOOL.

WE WILL ALSO BE DOING FIRST AID AND CPR CERTIFICATION ON SOME OF THOSE FRIDAYS, UM, SUCCESSFUL COMPLETION OF THE MATH PRACTICE.

AND VCLA, HONESTLY, WE PAID TWO FACULTY TO, UH, TAKE ONE TO

[00:40:01]

TAKE THE VCLA AND THE READING, WRITING PRAXIS, AND THEN ANOTHER ONE TO DO THE MATH BECAUSE WE JUST DON'T KNOW WHAT TO ANTICIPATE.

AND WE WANNA KNOW WHERE THOSE GAPS ARE SO THAT OUR STUDENTS CAN DO A SEMINAR OVER THE COURSE OF THE, PARTICULARLY THEIR JUNIOR YEAR, AND TAKE THE ASSESSMENT AT THE END OF THEIR JUNIOR YEAR SO THAT, YOU KNOW, IF THEY NEED HELP THEIR SENIOR YEAR, THEY'D BE ABLE TO GET THAT.

AND THEN, OF COURSE, THE ASSOCIATE DEGREE AT THE END OF THEIR SENIOR YEAR.

NEXT, PLEASE.

SO THE BEST PART ABOUT THIS IS IT'S FREE.

IT'S FREE TO STUDENTS.

UM, WE, WE WERE AWARDED $7 MILLION, UM, BY THE BOARD OF EDUCATION IN NOVEMBER 23.

THAT WAS JUST AN AWESOME DAY.

I GOTTA TELL YOU THAT THERE'S A LOT OF INTIMIDATE.

I'M NOT A BIT NERVOUS HERE TONIGHT.

UH, I WAS A LITTLE NERVOUS WHEN WE DID THE BOARD OF EDUCATION , BUT, UH, IT WAS PRETTY EXCITING TO BE TOLD THAT WE WERE BEING AWARDED $7 MILLION TO LAUNCH THIS PROGRAM, MY COLLEAGUE AND I AT GERMANNA.

UM, AND SO IT WILL BE NO COST TO STUDENTS.

UH, THEY WILL GET THE 15 TO 16 HOURS A SEMESTER, FIVE CLASSES A SEMESTER.

COURSE MATERIALS WILL BE ZERO.

AGAIN, THAT'S ALL COVERED BY THE GRANT.

THE INSTRUCTIONAL MATERIALS WILL BE, UM, SELECTED BY OUR PROFESSORS.

NOW, HAVING SAID THAT, WE DO HAVE GOVERNANCE OF THIS LAB SCHOOL.

THE GOVERNANCE, OF COURSE, ARE OUR SUPERINTENDENTS, THE TWO COLLEGE PRESIDENTS.

ODU IS ACTUALLY OUR FISCAL AGENT.

WE, WE LEARNED VERY CLOSE IN JUNE THAT WE HAD TO HAVE A UNIVERSITY PARTNER, PUBLIC UNIVERSITY PARTNER, BE OUR FISCAL AGENT.

SO FORTUNATELY, LIKE WITHIN TWO DAYS OF THE END OF JUNE, ODU PICKED US UP.

SO WE WERE VERY GRATEFUL FOR THAT.

SO THAT WE ARE HERE TODAY.

UM, AND SO, UM, WE WILL BE WORKING WITH OUR GOVERNING BOARD AND ALSO AN ADVISORY BOARD, WHICH ARE INSTRUCTIONAL LEADERS.

AGAIN, LIKE HEATHER, IF THERE ARE MATERIALS, LIKE WHEN WE TEACH BIOLOGY OR WHATEVER, IF THERE ARE MATERIALS THAT ARE QUESTIONABLE, ANYTHING LIKE THAT, IT'LL COME TO THE ADVISORY BOARD SO THAT WE CAN GET THEIR GUIDANCE.

AND WE'RE NOT ON THE FRONT PAGE OF ANY NEWSPAPERS OR ANYTHING.

NEXT SLIDE, PLEASE.

SO WE WANT FUTURE TEACHERS TO LOOK LIKE THE STUDENTS THEY'RE SERVING.

SO WHAT WE REALLY WANT ARE FOR TEACHERS, COUNSELORS, YOU ALL PARENTS, TO TAP THOSE YOUNG PEOPLE ON THE SHOULDER AND SAY, YOU KNOW, YOU'D BE A GREAT TEACHER.

YOU, YOU REALLY WORK WELL WITH YOUNG PEOPLE, OR YOU BE A GREAT HIGH SCHOOL TEACHER.

YOU KNOW, THAT'S WHAT WE WANT.

WE WANT TO HAVE SOME DIVERSITY IN OUR SCHOOL.

WE NEED TO HAVE, WE NEED TO HAVE SOME BLACK TEACHERS.

WE NEED TO HAVE SOME BROWN TEACHERS.

WE NEED TO HAVE SOME TEACHERS WHO LOOK LIKE OUR STUDENTS.

WHAT DOES IT TAKE? THEY HAVE TO BE A RISING JUNIOR.

WE START OUT AS JUNIORS.

WE DON'T TAKE SENIORS.

IT'S A COHORT MODEL.

THEY COME IN AS A JUNIOR.

THEY DO BOTH YEARS WITH US.

THEY NEED TO HAVE COMPLETED ALGEBRA TWO BY THE END OF THEIR JUNIOR OR BY THE END OF THEIR SOPHOMORE YEAR, OR AT LEAST THROUGH THE SUMMER.

UH, SO THAT WHEN WE START IN AUGUST, THEY HAVE COMPLETED ALGEBRA TWO BECAUSE THAT'S A REQUIREMENT FOR OUR MATH CLASSES.

UM, THEY NEED TO BE ON TRACK FOR GRADUATION.

SO HAVING THREE VERIFIED CREDITS, OR AT LEAST TO HAVE A COUNSELOR SAY, THIS KID'S GONNA BE FINE.

WE'RE, WE'LL, WE'RE WE'LL SIGN OFF THAT THIS KID'S GONNA BE FINE FOR HIGH SCHOOL GRADUATION.

UM, IN GOOD ACADEMIC STANDING, NO, UM, NO DISCIPLINARY PROBLEMS. THEY DO NEED TO HAVE A THREE POINT OGPA BECAUSE THEY DO HAVE TO MEET THE DUAL ENROLLMENT CRITERIA.

AND SO THAT, OR THEY CAN TAKE THE VIRGINIA PLACEMENT TEST, THE MATH, THE ENGLISH, OR HAVE APPROPRIATE S-A-T-A-C-T.

OKAY.

SO WHAT WE ARE ASKING STUDENTS AND PARENTS TO BE AWARE OF, STUDENTS TO SIGN OFF TO DO A TWO YEAR COMMITMENT BACK TO WARREN COUNTY PUBLIC SCHOOLS ONCE THEY GRADUATE AT THE BACCALAUREATE LEVEL, UH, THE SCHOOL, THE, UM, SCHOOL DIVISION SPONSORING THAT STUDENT, UM, HOPEFULLY THAT STUDENT WILL GO BACK AND, AND, UM, GIVE TWO YEARS.

THE STUDENTS DO NEED TO HAVE A 3.0 GPA IN ORDER TO TRANSFER TO THE UNIVERSITIES.

THAT'S THEIR REQUIREMENT.

UM, IF A STUDENT DOESN'T, IF THEY HAVE A D IN A CLASS, FOR EXAMPLE, THAT IS NOT GOING TO TRANSFER, THEY CAN STILL GRADUATE WITH US, BUT THEY'RE NOT GOING TO TRANS, THOSE CLASSES ARE NOT GOING TO TRANSFER.

PLAN B MIGHT BE A RECOMMENDATION TO BE A PARAPRO FOR A COUPLE OF YEARS.

JMU HAS INDICATED THAT THEY WILL ALLOW STUDENTS WHO ARE 20 OUR STUDENTS TO COME INTO THEIR GROW YOUR OWN PROGRAM, UM, AND GET A BIS DEGREE.

IT'S A TOTALLY ONLINE DEGREE, SO LESS TUITION.

UM, AND SO THE STUDENT WOULD BE ABLE TO FINISH THEIR LICENSURE REQUIREMENTS.

THIS IS JUST THE APPROVAL THAT WE RECEIVED ON NOVEMBER 15 AND NEXT SLIDE.

AND THAT'S IT.

WHAT QUESTIONS CAN WE ANSWER FOR YOU? HOW MANY STUDENTS DO YOU PLAN, DO YOU THINK WOULD GO EACH YEAR? HOW IN EACH COHORT? THAT'S A GOOD QUESTION.

SO, UH, GERMANNA, UH, STARTED WITH 24 THIS YEAR OR HAD A,

[00:45:01]

A GOAL OF STARTING WITH 24.

THEY ACTUALLY HAVE 17 STUDENTS.

SO WE ARE TRYING TO LAUNCH WITH 52 STUDENTS.

SO THERE WOULD BE 36 OR 37 AT OUR MIDDLETOWN CAMPUS, AND THEN 15 AT OUR FAKI CAMPUS.

UM, SO THAT'S WHAT WE'RE HOPING FOR.

WILL IT WORK SORT OF LIKE THE GOVERNOR'S SCHOOL WHERE EACH COUNTY INVOLVED HAS A CERTAIN NUMBER OF SEATS? OR ARE YOU JUST GONNA SEE WHO IS THAT DIVIDED UP ALREADY? WELL, WE HAD THAT CONVERSATION AND MUCH LIKE HAS BEEN DISCUSSED HERE WITH LOTS OF OVERSIGHT.

UM, THE RULES HAVE CHANGED SOME SINCE WE WORKED WITH SUPERINTENDENTS ON THE SLOTS.

WE DID, I LOOKED AT ALL THE FRESHMAN NUMBERS.

WE CAME UP WITH THE FORMULA.

WE ALLOCATED SLOTS TO ALL OF OUR SCHOOLS.

AND THEN WE WERE TOLD WE HAVE TO USE A LOTTERY SYSTEM.

SO BASICALLY ANY STUDENT COULD APPLY TO COME TO THE LA TO THE GO, UM, TO THE LAB SCHOOL.

OKAY.

UM, AND SO ALL OF THE STUDENTS FROM WARREN COUNTY WHO APPLY, ALL OF THE STUDENTS FROM FREDERICK, WHATEVER, THEY ALL GO INTO A LOTTERY THERE.

THEIR NAMES ARE GIVEN A NUMBER, SO THERE'S NO NAMES OR ANYTHING LIKE THAT.

THERE'S A PROCESS THAT ODU IS DEFINING FOR US, BOTH GERMANA AND LAUREL RIDGE TO USE, UM, IN THE LOTTERY.

AND SO IT WILL BE VERY TRANSPARENT.

UM, ONCE WE REACH THE THRESHOLD OF HOW MANY SEATS WE CAN TAKE AT EACH OF OUR SITES, UM, THOSE STUDENTS WILL THEN GO ON THE WAITING LIST.

SO IF SOMEONE BACKS OUT, SOMEONE ELSE GETS IN.

SO THE BEST ADVICE WE HAVE FOR EVERYBODY IN OUR SCHOOL DIVISIONS IS, YOU KNOW, TAP THOSE KIDS ON THE SHOULDER, TELL THEM THEY'LL BE A GOOD APPLY.

YOU KNOW, IF YOU GET, IF YOU AT LEAST PUT YOUR APPLICATION IN, THERE'S A CHANCE YOU'LL, YOU'LL GET INTO THE SCHOOL.

SO IT'S NOT MERIT BASED, YOU WOULDN'T LOOK AT THE APPLICATIONS? NO, ABSOLUTELY NOT.

AND WE HAD A LOT OF CONVERSATION ABOUT THAT WHEN WE WERE DESIGNING THIS.

UM, GERMANA HAS A LOT OF DIVERSE ADMINISTRATORS.

UM, AND SO WE WERE TALKING THE OTHER DUAL ENROLLMENT, UH, COORDINATOR AND I, WE WERE LIKE, WELL, MAYBE THEY NEED TO WRITE AN ESSAY ABOUT WHY THEY'D BE A GREAT TEACHER.

AND SO WE HAD THIS BLACK DEAN, SHE SAID, BRENDA, WHO'S GONNA GRADE THAT? YOU KNOW, LORI'S MOM IS NOT GONNA HELP HER WITH HER ESSAY, BUT YOUR MOM IS GONNA HELP YOU WITH YOUR ESSAY.

WHO'S GONNA GET IN? LORI'S NOT GOING TO GET IN, PROBABLY.

AND SO IT WAS VERY SUBJECTIVE.

WE DIDN'T WANT TO DO THAT.

WE WANT TO HAVE DIVERSE STUDENTS.

WE WANT TO HAVE ALL STUDENTS HAVE AN EQUAL OPPORTUNITY TO BE IN THE SCHOOL.

SO THERE IS, IT'S, THERE'S NOTHING OTHER THAN HAVE THE THREE POINT GPA AND APPLY.

IT WAS A VERY INTERESTING PROCESS.

I WAS LIKE, OKAY, IT'S, YOU KNOW, THAT MAKES A LOT OF SENSE.

THAT MAKES A LOT OF SENSE.

DE IT MAKES A LOT OF SENSE.

YOU KNOW, WHEN YOU HEAR IT, WHEN YOU HEAR IT FROM SOMEONE WHO'S A DEAN AND, AND THAT YOU GREATLY RESPECT, IT'S LIKE, WOW.

IT'S VERY POWERFUL TO HEAR THAT.

OTHER QUESTIONS? YEAH.

YOU UH, YOU MENTIONED IN THERE THAT THEY'D HAVE A COMMITMENT TO TWO YEARS TO TEACH IN THEIR HOME SCHOOL DIVISION.

WHAT, WHAT HAPPENS IF WE DON'T WANT THEM TO WORK FOR US? I MEAN, IS IT, IS IT THEY HAVE TO APPLY AND AT LEAST GET THROUGH? I MEAN THERE, I GUESS THERE'S A REASON WE MIGHT SAY NO.

WELL, HOPEFULLY, YOU KNOW, CERTAINLY YOU WOULDN'T HAVE TO HIRE THEM.

I'M SURE ANOTHER SCHOOL DIVISION WOULD PICK THEM UP, ESPECIALLY IF THEY'RE SPED.

UM, YES.

UM, YOU KNOW, THE WHOLE IDEA THOUGH IS TO TRY TO GROW, GROW OUR OWN, SORT OF FOR THESE RURAL COUNTIES.

AND SO, YOU KNOW, A LOT OF PEOPLE DO RETURN HOME TO, TO WORK.

AND SO THAT'S WHAT WE'RE HOPING FOR.

OKAY.

I JUST WANNA MAKE SURE IT WASN'T PART OF THE CONTRACT THAT WE'D HAVE TO HIRE THEM BECAUSE THERE COULD BE BE SO OUTSIDE OF NO, THERE'S NOTHING LIKE THAT.

GOT IT.

YEAH.

NO, THANK YOU.

NO, AND BY THE SAME TOKEN, YOU KNOW, IF THEY DIDN'T COME BACK TO WARREN COUNTY, IF THEY DID GO TO F**K YEAR, YOU KNOW, WE, WE HAD THAT CONVERSATION AS WELL.

IT'S STILL A WIN FOR THE COMMONWEALTH.

YEAH.

BUT THEY ARE REQUIRED TO, TO TEACH FOR THE TWO YEARS SOMEWHERE IN THE COMMONWEALTH.

IT'S AS A REPAYMENT OF SERVICE.

WE CAN'T REQUIRE THEM TO DO ANYTHING.

WE ARE, WE ARE ASKING THEM TO SIGN A LETTER OF COMMITMENT TO THE SCHOOL DIVISION, THE SPONSORING SCHOOL DIVISION.

YEAH.

YOU KNOW, IF THEY GET MARRIED, MOVE OUTTA STATE, WE CAN'T CONTROL THAT, YOU KNOW, OR SOMETHING LIKE THAT.

SO, YOU KNOW, THAT'S, THAT'S, THAT'S LIFE .

AND SO THE 7 MILLION THAT FUNDED THIS CAME FROM THE STATE THOUGH? YES, IT DID.

MM-HMM.

, YES.

THERE WAS, I FORGET HOW MANY MILLIONS OF DOLLARS THAT GOVERNOR YOUNGIN ASKED FOR IN THE BUDGET TO START THE GOVERNOR SCHOOL OR TO START THESE LAB SCHOOLS.

YEAH, WE WERE THE FIRST COMMUNITY COLLEGE GERMANNA WAS ALONG WITH LAUREL RIDGE, UM, TO BE APPROVED AS A LABORATORY SCHOOL.

YEAH.

THE ONLY THING I WOULD ADD TO THIS IS, UM, EVEN THOUGH THIS PROGRAM IS GEARED FOR ELEMENTARY AND SPED, I WOULD ENCOURAGE STUDENTS WHO ARE INTERESTED IN SECONDARY TO GIVE THIS SOME SERIOUS THOUGHT.

BECAUSE ONCE THEY GET THAT, UH, THERE'S SEVERAL DIFFERENT PATHWAYS

[00:50:01]

THEY CAN TAKE.

AS BRENDA SAID, THEY COULD DO AN EXTRA YEAR, PICK UP THE CONTENT COURSES THEY NEED TO GET THAT SECONDARY ENDORSEMENT OR GET YOUR ELEMENTARY ENDORSEMENT AND THEN DO AN ADD-ON ENDORSEMENT FOR YOUR SECONDARY SUBJECT IS KIND OF AN EASIER, AND I USE THAT WORD EASY HESITANTLY, BUT IT'S A LITTLE BIT, UH, EASIER ROUTE THAN, THERE IS NO FAST TRACK FOR ELEMENTARY ED, BUT THERE IS FOR SECONDARY ED.

SO EVEN SOMEBODY WHO WANTS TO TEACH SECONDARY, THIS PROGRAM COULD STILL BE FOR THEM.

YEAH.

AND, AND THE SUPERINTENDENTS WERE VERY CLEAR, AT LEAST THE FOUR SPONSORING SUPERINTENDENTS AS WE WORKED WITH THEM.

YOU KNOW, THEY DON'T WANT TO HAVE A 20-YEAR-OLD IN THE HIGH SCHOOL CLASSROOM YET.

UM, SO, YOU KNOW, IF THEY HAVE TO DO ANOTHER YEAR, THAT'S FINE.

UH, ELEMENTARY AND SPED, YES, THEY WOULD, THEY WOULD BE VERY WILLING TO DO THAT.

OTHER QUESTIONS, AND I'M SORRY, SO IT WAS THOSE FOUR SUPERINTENDENTS THAT CAME UP WITH THE LOTTERY SYSTEM INSTEAD OF MERIT BASED? OH, NO, NO.

THAT WAS THE COMMONWEALTH.

THAT WAS, THAT WAS DOE.

YEAH.

VIRGINIA DEPARTMENT OF EDUCATION.

YEAH.

OKAY.

YEAH.

WE WERE GIVEN VERY STRICT GUIDELINES ABOUT THAT AFTER, AFTER WE HAD GIVEN OUR SLOTS .

IT'S ALL GOOD, .

IT'S GONNA BE A GREAT PROGRAM FOR OUR STUDENTS, AND THAT'S WHAT WE HAVE TO KEEP OUR FOCUS ON.

YEAH, IT IS GONNA BE A GREAT PROGRAM.

THANK YOU FOR PRESENTING THAT.

ARE THERE ANY OTHER QUESTIONS? THANK YOU FOR HAVING US TONIGHT.

WE'LL LOOK FORWARD TO SEEING THE APPLICATIONS COME IN.

THEY'LL BE AVAILABLE IN NOVEMBER.

OH, WE FORGOT TO SAY WE'VE ALREADY MAILED POSTCARDS TO EVERY, UH, RISING 10TH GRADER.

WE DID THAT IN THE SUMMER.

UH, SO THEY GOT THAT AT THEIR RESIDENCE.

WE GOT THE DIRECTORY INFORMATION.

WE SENT THEM A POSTCARD ANNOUNCING THE PROGRAM.

UH, WE HAVE SPOKEN TO CAREER COACHES.

WE WILL BE WORKING WITH THE COUNSELORS IN THE HIGH SCHOOL, SO THEY'RE FULLY ON BOARD.

AND SO WE HAVE A MARKETING CAMPAIGN ALREADY IN PLACE.

UM, AND HOPEFULLY THEY'RE HEARING ABOUT IT.

WE DO HAVE A PARENT STUDENT PRESENTATION TOMORROW EVENING VIA ZOOM.

WE'RE DOING QUITE A FEW OF THOSE AT 7:00 PM SO PARENTS AND STUDENTS CAN LOG ON AND ASK US ANY QUESTIONS THAT THEY HAVE.

SO HOPEFULLY THE WORD IS GETTING OUT THERE.

AND HOPEFULLY YOU ALL WILL TELL SOMEBODY AND TAP A STUDENT ON THE SHOULDER AND SAY YOU'D BE A GREAT TEACHER.

THANK YOU ALL SO MUCH.

WILL THERE BE AN APPLICATION DEADLINE DATE? UH, PROBABLY IN JANUARY, YES.

SO DURING THEIR 10TH GRADE? YES.

JANUARY 10TH GRADE? YES.

OKAY.

YES.

THANK YOU.

THANK YOU.

NEXT

[4.B. Superintendent]

UP THIS EVENING, WE HAVE A REPORT FROM DR.

UH, THIS IS JUST A REMINDER, THERE IS NO SCHOOL FOR STUDENTS ON SEPTEMBER 19TH OR THE 20TH.

THE SCHOOL ACTIVITIES ARE IN FULL SWING.

I ENCOURAGE PARENTS AND COMMUNITY MEMBERS TO CHECK OUR, UM, CHECK THE WEBSITES AT EITHER THEIR CHILD OR GRANDCHILD SCHOOL.

UH, JUST FOR UPDATES AND ANNOUNCEMENTS.

UH, AGAIN, I WOULD ALSO LIKE TO RECOGNIZE THAT THE WARREN COUNTY EDUCATIONAL ENDOWMENT GRANTS WILL OPEN ON SEPTEMBER 10TH, 2024 FOR STAFF MEMBERS TO REQUEST FUNDING FOR IN, UM, INNOVATIVE AND

THANK YOU.

[4.C. School Board]

SCHOOL BOARD REPORTS.

CAN I HAVE DR.

FUNK PLEASE? THANK YOU, MADAM CHAIR.

UM, I DON'T HAVE A LOT TO REPORT THIS EVENING.

I WAS ABLE TO ATTEND ON AUGUST 10TH AT THE, UM, I GUESS BACK TO SCHOOL, FIAT, UH, FESTIVITIES UP AT WARREN COUNTY HIGH SCHOOL.

UM, I WENT, FIRST THING WHEN THEY STARTED, IT WAS A GREAT TURNOUT AT 10 O'CLOCK, ALL THE SCHOOLS HAD TENTS UP THERE.

UM, MY DOG AND I VERY MUCH ENJOYED VISITING WITH EVERYBODY, AND, UH, IT WAS A GREAT SOCIALIZATION OPPORTUNITY FOR HIM.

BUT EVERYBODY WAS GREAT.

THEY HAD LOTS OF FUN ACTIVITIES.

UM, WE ONLY STAYED OUTSIDE AND, UM, I APPRECIATE ALL THE HARD WORK THAT EVERYBODY HAS PUT INTO THAT.

I THINK THAT IS A GREAT ANNUAL EVENT THAT'LL HOPEFULLY CONTINUE TO HAPPEN.

UM, I'M LOOKING FORWARD TO THE, UH, WARREN COUNTY PUBLIC SCHOOL'S 1 0 1 PROGRAM.

I JUST WANNA REITERATE, I KNOW WE'VE TALKED ABOUT IT THE LAST COUPLE OF MEETINGS FOR EVERYBODY WATCHING.

UM, I THINK WE HAD SOME VERY POSITIVE FEEDBACK FROM ALL OF OUR PARTICIPANTS.

I DON'T THINK WE HAD AN, UM, AS MANY PARTICIPANTS AS WE WOULD HAVE WISHED FOR LAST YEAR.

SO I WOULD LOVE TO SEE THAT GROW.

UM, I THINK IT WAS A, A GREAT OPPORTUNITY FOR, UH, PARENTS AND COMMUNITY MEMBERS TO HAVE, UM, THOSE SMALL INTIMATE CONVERSATIONS WITH A VARIETY OF STAFF FROM THE PUBLIC SCHOOL SYSTEM TO UNDERSTAND WHAT IT IS, HOW IT WORKS.

UM, AND I LOOK FORWARD TO, UH, THAT THIS YEAR AND BEING ABLE TO PARTICIPATE WITH THE COMMUNITY IN THAT.

AND, UM, GLAD TO HEAR THAT WE'RE OFF TO A, HOPEFULLY A GREAT START OF A SCHOOL YEAR, AND I JUST HOPE THAT THAT WILL CONTINUE.

THANK YOU, MS. LOWE.

THANK YOU.

UM, YEAH.

SO, UM, WE JUST HAVE BEEN, OUR FAMILY HAS BEEN, UM, YOU KNOW, EXPERIENCING THE START OF THE NEW SCHOOL YEAR, GOING TO BACK TO SCHOOL NIGHTS, MEETING TEACHERS, UM, HAVING THOSE INTRODUCTORY LETTERS, HAVING THE GIRLS HAVE HAD THEIR FIRST TESTS AND ALL THAT GOOD STUFF.

SO IT'S KIND OF NICE TO GET BACK IN THE SWING OF THINGS WITH THE SCHOOL YEAR.

UM, I WAS ABLE TO GO TO THE, UM, TEACHER OF THE YEAR DINNER THAT HAD BEEN RESCHEDULED DUE TO THE WEATHER.

UM, AND SO THAT WAS A VERY NICE EVENT THAT WAS PUT ON FOR THOSE, UM, HONOREES.

UM, AND THAT'S ABOUT ALL I HAVE.

THANK YOU, MR. MCFADDEN.

SO I ATTENDED THE BUILDING COMMITTEE MEETING, UH, WITH DR.

COSTNER'S HELMICK, MS. CU AND, UM, THE E WILSON MORRISON SCHOOL ADMINISTRATORS.

LAST WEEK WE WERE GOING OVER TO LOOK AT THE, THE, UM, THE, THE BIGGEST DISCUSSIONS WITH THE LFK PROJECT AND E WILSON MORRISON.

AND IT SEEMS LIKE THEY'RE, THEY'RE, YOU KNOW, THEY'RE 99% DONE.

THERE'S A COUPLE LITTLE FIX UPS HERE AND THERE, BUT THEY'RE, EVERYONE'S SEEN WHO'S USING THESE ARE, SEEM TO BE VERY HAPPY WITH HOW IT IS.

WE DID COME UNDER BUDGET TO SOME DEGREE.

WE'RE NOT SURE WHAT THOSE NUMBERS ARE.

WE CAN REPORT WITH THAT LATER.

UM, BASICALLY THE SCHOOL BOARD, UH, BUILDING COMMITTEE MEETING, COMMITTEE MEETING HAS BEEN WORKING WITH THE COMMITTEE'S, BEEN WORKING, UH, ON THESE TWO MAJOR PROJECTS FOR THE PAST.

WHILE WE DON'T REALLY HAVE ANY MAJOR PROJECTS IN THE FUTURE, SO WE'RE GONNA SORT OF MEET AT AN AD HOC, UM, WAY WHEN NEEDED TO DISCUSS THINGS.

BUT, UM, IT'S, IT WAS A, IT WAS A GOOD EXPERIENCE BEING, BEING PART OF THAT.

AND, UH, WHAT ELSE? I COLLABORATE WITH MEMBERS OF THIS SBMA.

THEY'RE THE PEOPLE THAT ARE LOOKING AT OUR POLICY AUDITING SERVICES.

THEY'VE BEEN ASKING SOME QUESTIONS, GOING THROUGH OUR POLICIES, COMMUNICATING TO MS. LOW AND MYSELF ABOUT WHAT THEY'RE LOOKING AT AND, AND WHAT KIND OF THEIR PROCEDURE WAY THEY'RE GOING THROUGH IT.

SO THEY'VE BEEN VERY COMMUNICATIVE, I BELIEVE.

AND THEN I ALSO ATTENDED THE TEACHER AND SUPPORT STAFF OF THE YEAR DINNER.

CONGRATULATIONS TO ALL THE WINNERS.

YOU APPRECIATE ALL YOU DO FOR OUR SCHOOLS.

AND IT WAS A, A VERY NICE EVENT.

[01:00:01]

THAT'S IT.

THANK YOU.

THANK YOU, MS. SALAN.

UM, I DO NOT HAVE A LOT TO REPORT THIS EVENING, EITHER.

I, UM, UNFORTUNATELY HAD TO MISS THE TEACHER OF THE YEAR, UH, DINNER BECAUSE I, IT WAS MOVED AND I WAS OUT OF TOWN.

SO I WAS SAD TO HAVE MISSED THAT.

AND THAT'S ALWAYS MY, ONE OF MY FAVORITE EVENTS.

UM, I WANTED TO THANK THE SPEAKERS THAT CAME IN TONIGHT TO MAKE US AWARE AS A BOARD OF THOSE OF THOSE ISSUES BECAUSE WE, I, I KNOW I HAD NOT HEARD ABOUT THE BANDAIDS OR THE OTHER CONCERNS WITH, UM, CERTAIN EXCLUSIONS.

SO, UM, THANK YOU FOR MAKING US AWARE OF THAT.

AND THAT'S ALL I HAVE FOR THIS EVENING.

THANK YOU.

UM, IN JULY AT OUR MOUNTAIN VISTA GOVERNOR'S SCHOOL BOARD MEETING, UM, MS. LADONNA GORHAM WAS APPROVED AS THE INTERIM DIRECTOR FOR THE GOVERNOR'S SCHOOL FOR THIS YEAR.

SO WE'RE EXCITED ABOUT THAT AND HOPEFULLY SHE'LL COME AND MEET EVERYBODY AT ONE OF OUR FUTURE MEETINGS HERE.

UM, I WANTED TO THANK LFK AND WARREN COUNTY MIDDLE SCHOOL AND CONGRATULATE THEM ON THEIR ATTENDANCE AWARDS AND THANKS FOR COMING THIS EVENING.

SAME WITH, UM, E WILSON MORRISON FOR GIVING THEIR SCHOOL REPORT.

AND THANK YOU, UM, TO OUR RUSSI, UM, GROUP FOR COMING AND SPEAKING TO US THIS EVENING AS WELL.

UM, I ALSO WENT TO THE AWARDS, UM, TEACHER OF THE YEAR AND SUPPORT STAFF OF THE YEAR DINNER, AND IT WAS VERY NICE.

AND SO, UM, I JUST HOPE EVERYBODY HAS A REALLY GREAT SCHOOL YEAR.

I THINK SO FAR IT SEEMS LIKE EVERYTHING'S BEEN VERY POSITIVE, AND SO HOPEFULLY WE CAN JUST STAY ON THIS PATH AND HAVE A GREAT YEAR.

[5.A. Third Reading and recommendation of approval of Policy BDD Electronic Participation in Meeting From Remote Locations - Dr. Costner]

AND WITH THAT, WE'RE GONNA GO TO THE ACTION AGENDA, WHICH FIRST UP IS GONNA BE THE THIRD READING AND RECOMMENDATION OF APPROVAL FOR POLICY BDD, ELECTRONIC PARTICIPATION AND MEETING FROM REMOTE LOCATIONS.

AND THAT'S DR.

COSTNER.

I'M MADAM CHAIR OF BOARD MEMBERS.

GOOD.

A GOOD EVENING.

AND, UM, THANK YOU FOR THIS OPPORTUNITY.

AS YOU HAVE IN FRONT OF YOU.

AS YOU KNOW THIS, THIS IS, UM, THE THIRD READING OF POLICY, BDD, ELECTRONIC PARTICIPATION IN MEETINGS FROM REMOTE LOCATIONS.

AND IN OUR LAST MEETING, THERE WERE NO RECOMMENDATIONS.

WE DID CORRECT THE SPELLING ERROR, UM, BUT THERE ARE NO OTHER RECOMMENDATIONS.

AND SO I BRING THIS FORWARD THAT I MOVE THAT THE WARREN COUNTY SCHOOL BOARD, UM, APPROVE POLICY, BDD, ELECTRONIC PARTICIPATION IN MEETINGS FROM REMOTE LOCATIONS AS RECOMMENDED BY STAFF.

ARE THERE ANY QUESTIONS FOR DR.

KOSNER? IS THERE A MOTION I MOVE THAT THE WARREN COUNTY SCHOOL BOARD APPROVE POLICY, BDD, ELECTRONIC PARTICIPATION IN MEETING FROM REMOTE LOCATIONS AS RECOMMENDED BY STAFF? IS THERE A SECOND? I SECOND IT.

ANY DISCUSSION ON THAT? ALL THOSE IN FAVOR? AYE.

AYE.

AYE.

OPPOSED? NO.

THANK YOU.

[5.B. Regulation JFG - R2A Pilot Program - Use of Metal Detectors - Dr. Costner]

NEXT UP WE HAVE REGULATION, JFG DASH R TWO, A PILOT PROGRAM USE OF METAL DETECTORS.

DR.

COSTNER, AGAIN, THANK YOU FOR THIS OPPORTUNITY.

AND WHAT I'D LIKE TO DO WITH THIS IS GIVE YOU A LITTLE BIT OF BACKGROUND INFORMATION BEFORE WE MOVE FORWARD, UM, WITH THE RECOMMENDATION, AGAIN, AS, AS WE, LEMME PREFACE THIS AS A REGULATION.

SO IT, IT DOES DEPEND ON IF THE BOARD APPROVES IT OR NOT, WE CAN MOVE FORWARD WITH IT.

BUT I WANTED TO, UM, KIND OF GO OVER AFTER OUR DISCUSSION.

THIS IS, AGAIN, IT'S A PILOT PROGRAM AND BASICALLY THE, AS YOU CAN SEE, THAT IT IS DESIGNED AND SET UP FOR IT TO BE AT THE LOCATION OF DIVERSIFIED MINES OR NON-TRADITIONAL PROGRAMS, WHICH IS AT 4 6 5 WEST 15TH STREET, SUITE 500 IN FRONT ROYAL.

SO IT IS DESIGNED IN WRITTEN FOR THIS PURPOSE FOR THIS SCHOOL, BUT TO LET THE BOARD KNOW THAT IF THE BOARD DECIDES IN THE FUTURE THAT THEY WOULD LIKE TO MAKE AN AMENDMENT TO THIS REGULATION, IT IS POSSIBLE AND DOABLE TO DO SO.

BUT, UM, AS THE, THE PRIMARY PURPOSE FOR THIS IS, IT SAYS HERE THAT I, I WOULD LIKE TO READ AND SHARE THE PURPOSE OF THE METAL DETECTION SYSTEM AS A PILOT PROGRAM IS TO ENHANCE SCHOOL SAFETY BY INSTALLING A WALKTHROUGH.

METAL DETECTORS AT DIVERSIFIED MINES LOCATED AT 4 6 5 WEST 15TH STREET, SUITE 500 FRONT ROYAL VIRGINIA.

THIS IS AN INITIATIVE THAT AIMS TO PROVIDE AN ADDITIONAL LAYER OF SECURITY TO PREVENT WEAPONS, EXPLOSIVES, AND OTHER ILLEGAL OR UNAUTHORIZED ITEMS FROM BEING BOUGHT ONTO SCHOOL PROPERTY.

NOW, WITH THIS PILOT PROGRAM, BEFORE WE WOULD ACTUALLY BEGIN TO IMPLEMENT WELL AS A PROCESS OF IMPLEMENTATION, LET ME REPHRASE THAT.

AS A PROCESS OF IMPLEMENTATION, WE ARE GONNA MAKE SURE THAT THOSE THAT ARE HANDLING AND WATCHING, UM, WHETHER IT'S ADULT STUDENTS GO THROUGH IT, WILL BE TRAINED.

WE'VE BEEN IN COMMUNICATION WITH THE COMPANY THAT DESIGNED THE, UM, METAL DETECTION SYSTEM, AND SO THAT THEY WILL BE TRAINED BEFORE IT'S

[01:05:01]

UTILIZED.

AND THEN ALSO TO MAKE IT CLEAR TOO, THIS WILL BE DONE BY, UM, WARREN COUNTY EMPLOYEES.

IT WELL MAY NOT BE DONE BY THE SHERIFF'S OFFICE.

THE SHERIFF'S OFFICES WE'RE VERY FORTUNATE TO HAVE SROS.

I THINK THEY, UH, DO A PHENOMENAL JOB, BUT THEIR JOB IS NOT TO RUN THE METAL DETECTOR.

NOW, IF THERE IS SOMEONE THERE THAT BECOMES, LET'S JUST SAY NOT APPROPRIATE FOR PUBLIC SCHOOL, UM, THE SRO CAN DO AND ENFORCE WHAT A LAW ENFORCEMENT'S SUPPOSED TO DO, THEY WILL BE THERE FOR THAT COMPONENT, BUT THEY'RE NOT TO RUN IT.

UM, ALSO WE ARE ON THE PROCESS OF WE WILL ORDER SIGNS THAT'LL BE PLACED OUT FRONT AND ALSO INSIDE THAT LET FOLKS KNOW BEFORE THEY COME THROUGH THAT A METAL DETECTOR'S BEING USED.

AND ALSO THAT, UM, IF YOU, YOU KNOW, IF THERE'RE ANY TYPES OF HEART CONDITIONS OR WHATEVER ELSE, WE WILL HAVE THOSE SIGNS, UM, POSTED AND READILY AVAILABLE FOR THOSE.

SO IT IS AN UNDERSTANDING NOW, UM, ONE OF THE THINGS TOO THAT IT DOES, AND I WANTED TO MAKE SURE, UM, UM, LIKE ON NUMBER FIVE, PAGE TWO, IT SAYS WHERE THERE'S MORE THAN ONE SCANNING SITE.

THE REASON IT IS WRITTEN THAT WAY IS BECAUSE OF THE FACT THAT, LET'S SAY FOR EXAMPLE, A PERSON GOES, AND I'M GOING INTO THE PROCEDURES NOW, A PERSON GOES THROUGH THE METAL DETECTOR, THE ALARM SOUNDS, OKAY, WELL THEN WE ASK THE PERSON TO REMOVE THE ITEMS THAT MAY BE IN THEIR POCKET OR WHEREVER IT MAY BE.

THEY GO THROUGH IT AGAIN, IT SOUNDS AGAIN.

WELL, THE NEXT STEP AND PART OF THE PROCEDURE IS TO ASK THAT PERSON TO GO TO ANOTHER AREA, UM, WHICH WILL BE DESIGNATED IN THE BUILDING.

AND THERE THEY'LL USE A HANDHELD, UM, WAND.

AND SO THAT DOES COUNT THERE WILL BE MORE THAN ONE SITE.

SO THAT'S WHY I WANTED THAT TO BE CLARIFIED BECAUSE THEY DIDN'T WANT SOMEONE TO THINK THAT WHEN, IF THEY SAW DIFFERENT SITES THAT THEY'RE GONNA START POPPING UP IN DIFFERENT AREAS.

THAT'S, THAT'S NOT HOW IT'S WRITTEN.

IT'S WRITTEN FOR THAT NATURE.

UM, ALSO, UM, AS I SAID, YOU KNOW, WE WILL HAVE IT SET UP TO WHERE THE INDIVIDUAL WILL WALK THROUGH IT.

UM, HOPEFULLY IF THERE ARE THINGS THAT ARE DETECTED, THEN, UM, YOU KNOW, IF THEY'RE NOT ALLOWED, THEY WILL BE CONFISCATED.

UM, IF IT'S WHEN A PARENT COMES THROUGH, UM, LET'S SAY IT'S THEIR KEYS, WHATEVER IT MAY BE, THOSE ITEMS WILL BE HANDED BACK TO THEM, THAT NATURE.

UM, SO THAT IS KIND OF IN GENERAL THE PROCEDURES FOR THAT AND AS IS WRITTEN AS A PILOT PROGRAM.

AND ALSO WE WILL BE DOCUMENTING AS WE GO THROUGH, YOU KNOW, LET'S SAY HOW THINGS WORK, HOW THE ALARM IS SOUNDED, WHAT THE PROCEDURES WERE TO HANDLE IT, BECAUSE WE WANNA FINE TUNE IT AS A PILOT, AS A PILOT PROGRAM.

WE WANT TO MAKE SURE THAT WE ARE EVALUATING OURSELVES AS WE MOVE THROUGH IT AND WE CAN SHARE THAT INFORMATION, UM, WITH THE BOARD.

UM, IF YOU SEE FIT AS WE MOVE THROUGH WITH THIS PILOT PROGRAM, ARE THERE ANY PARTICULAR QUESTIONS THAT YOU WOULD HAVE FOR ME OR THE PROCEDURES FOR THIS? UM, UNDER SECTION THREE, WHICH IS PROCEDURES, I BELIEVE THAT'S WHAT IT'S TITLED AS PROCEDURES.

UM, A PRINCIPAL OR SUPERINTENDENT, THIS IS WHAT I WOULD PREFER IT TO SAY, A PRINCIPAL OR SUPERINTENDENT WITH APPROVAL BY THE SCHOOL BOARD OR OF THE SCHOOL BOARD MAY IMPLEMENT THE USE OF METAL DETECTORS AT A SCHOOL OR ACTIVITY.

UM, THE WAY THAT IT'S CURRENTLY WORDED, UM, IS THE SCHOOL BOARD OR THE SUPERINTENDENT, UH, WAIT, NO.

AM I THE RIGHT ONE? UM, YES.

OKAY.

UM, SO THE, THE SCHOOL BOARD OR THE SUPERINTENDENT, HIS OR HER DESIGNEE, OR THE PRINCIPAL OF THE SCHOOL, THE WAY THAT'S WORDED MAKES IT SOUND LIKE, UM, ANY PRINCIPAL COULD JUST RANDOMLY DECIDE ON THEIR OWN, WE'RE GONNA HAVE METAL DETECTORS AND IMPLEMENT.

WELL, AND, AND AGAIN, AS AS I, IT WAS WRITTEN THAT IF THE BOARD DECIDED TO ADD THEY CAN, BUT AS THE PRIMARY PURPOSE WHERE IT SAYS THAT THE DIVERSIFIED, THE LOCATION OF MM-HMM.

IN ONE DESIGNATED AREA.

UM, AND THEREFORE IT CANNOT BE ANYWHERE ELSE, BUT AT THAT ONE DESIGNATED AREA, UNLESS THE, UM, AS WE, IF THINGS CHANGE AND WE MOVE FORWARD, IF THERE ARE OTHER DIFFERENCES THAT ARE PUT IN THERE THAT THAT'S WHY IT'S WRITTEN IN, IN THAT MANNER.

SO COULD WE CHANGE IT TO A PRINCIPAL OR SUPERINTENDENT WITH APPROVAL OF THE SCHOOL BOARD OR BY THE SCHOOL BOARD MAY IMPLEMENT THE USE OF METAL DETECTORS AT A SCHOOL OR ACTIVITY, ET CETERA, ET CETERA.

IF, IF THE BOARD WISHES FOR IT TO BE CHANGED, I WOULD BE GLAD TO LOOK AT A, AT A REWRITE AND BRING IT BACK TO YOU.

THEN THAT DON'T MEANS WE BRING IT BACK TO YOU IN, UM, TWO WEEKS.

AND WHAT NUMBER WAS THAT AGAIN? THE SAME? UH, IT WAS NUMBER ONE.

NUMBER ONE.

IT WAS, IT WAS NUMBER ONE.

ONE.

YEAH.

IT, IT JUST, IT WOULD MAKE SURE THAT, THAT OUR BOARD MAINTAINS THE ABILITY TO HAVE A VOTE AND FINAL APPROVAL.

I THINK BY JUST INCLUDING ALL SCHOOL ACTIVITIES THOUGH.

[01:10:01]

I MEAN FOR LIKE FOOTBALL GAMES, BASKETBALL GAMES, LIKE, BECAUSE MR. HELMICK TOLD US THAT THE WORK SESSION, THAT THEY'RE PORTABLE.

SO I'M JUST LIKE, WE'RE GOING TO CALL AROUND AND ASK THE BOARD EVERY TIME BEFORE A FOOTBALL GAME.

I MEAN, JUST, I JUST WANNA BE CLEAR, WE, RIGHT.

ARE WE IMPLEMENTING THE METAL DETECTORS NOW AT, TO THE GAMES OR ARE WE, MY UNDERSTANDING IS WE WERE JUST PUTTING THEM AT THE THAT RIGHT.

WHICH IS WHAT THIS SAYS.

YES.

YEAH.

IT, IT IS SPECIFICALLY DIVERSIFIED MINES, RIGHT? THAT DIVERSIFIED MINES.

MM-HMM.

AND, AND NOWHERE ELSE.

BUT AGAIN, A AS A PILOT PROGRAM, AS, AS WE, WE WROTE IT SPECIFICALLY FOR ONE LOCATION.

MM-HMM.

.

BUT IF THE BOARD WISHES TO EXPAND IT, THEY CAN, THEY HAVE THAT AUTHORITY TO DO WELL, YOU HAVE THAT AUTHORITY TO DO THAT.

I'M SORRY? SINCE, WOULD IT BE MORE ACCURATE SINCE THIS WAS SPECIFICALLY WRITTEN FOR ONE LOCATION AT THIS POINT IN TIME, JUST TO ELIMINATE THAT ALTOGETHER? YEAH, THAT'S, YEAH, BECAUSE, AND THEN AT A FUTURE DATE, IF WE DISCUSS ADDING MORE SCHOOLS, WE WOULD EDIT IT TO REFLECT THAT BECAUSE I, I UNDERSTAND ALL ASPECTS AND I THINK HAVING THAT IN THERE IS CONFUSING BECAUSE IF IT'S JUST FOR THAT ONE PILOT SCHOOL, IT'S VERY WELL KNOWN.

IT'S JUST FOR THAT SCHOOL.

SO IF WE JUST ELIMINATE THAT ALTOGETHER AND THEN AT A FUTURE DATE WE DETERMINE WE'RE GONNA ADD THIS SCHOOL, THAT SCHOOL, WHATEVER THE WILL OF THE BOARD IS, WE COULD EDIT THAT LANGUAGE AND ADD IT THEN.

THAT IS, THAT IS ABSOLUTELY CORRECT.

YES, MA'AM.

THAT CAN BE DONE IF THAT'S, IF THAT'S, YEAH, I'M GOOD WITH THAT AS WELL.

IF, UM, ANY OTHER QUESTIONS THAT IT'S UNDER NUMBER TWO, PURPOSE, DUNNO IF YOU'RE STILL WRITING OVER THERE.

NUMBER TWO, PURPOSE IS UM, JUST, IT SAYS BY, UH, THE PURPOSE OF A METAL DETECTION SYSTEM PILOT PROBE IS TO ENHANCE SCHOOL SAFETY BY INSTALLING THE WORD A WALKTHROUGH METAL DETECTOR.

AND CURRENTLY THERE'S ONLY ONE, ONE METAL DETECTOR OVER THERE THAT WAS APPROVED AND PUT OVER THERE INSTALLING A WALKTHROUGH METAL DETECTOR, NOT DETECTORS, UN UNLESS I MISSED SOMETHING.

UM, AND THEN THE SECOND LINE, THIS INITIATIVE AIMS TO PROVIDE AN ADDITIONAL LAYER OF SECURITY SHOULD REMOVE THE COMMA ADDITIONAL LAYER OF SECURITY TO PREVENT WEAPONS, EXPLOSIVES OR OTHER ILLEGAL OR UNAUTHORIZED ITEMS FROM BEING BROUGHT ONTO SCHOOL PROPERTY COMM OR OTHER ILLEGAL.

AND THEN ITEMS, UM, IN THAT LAST LINE, YOU ARE THINKING THAT JUST ONE, THE ONE METAL DETECTOR'S ENOUGH FOR THAT? THAT IS CORRECT.

SCHOOL BUILDING, RIGHT? I'M MEAN THAT'S, SO I WOULD LIKE TO MAKE A COMMENT BECAUSE YOU HAVE A WAND.

SO YOU ACTUALLY DO HAVE TWO METAL DETECTORS.

YOU HAVE THE WALKTHROUGH AND THEN YOU HAVE A WAND THAT THIS SAYS INSTALLING A, A WALKTHROUGH METAL DETECTOR RIGHT INTO WAND.

BUT I MEAN, THERE'S ONLY ONE WALKTHROUGH, SO IT HAS TO BE A METAL DETECTOR, A WALKTHROUGH METAL DETECTOR.

IT COULD SAY INSTALLING METAL DETECTORS.

BUT, BUT THERE ARE TWO METAL DETECTORS, BUT NOT BOTH ARE A WALKTHROUGH.

THIS IS RIGHT.

SPECIFICALLY WALKTHROUGH.

RIGHT.

SO THAT'S CAN YOU JUST, I WAS JUST LOOKING, I THOUGHT YOU WERE TALKING ABOUT NUMBER TWO WHERE IT SAID ONLY SCHOOL PERSONNEL WHO ARE TRAINED TO USE NO, NO.

SO I WAS UNDER PURPOSE NUMBER TWO.

THE, THE ONE AT THE TOP OF THE SHEET.

OH, OKAY.

I'M ON THE WRONG ONE THEN.

SORRY.

ALRIGHT.

NO, THAT, THAT'S FINE.

MY APOLOGIES.

THAT NUMBER TWO IS GREAT.

UM, THERE'S, THERE'S A COUPLE I CAN SEND YOU THIS, THERE'S A COUPLE JUST, I'M, I'M NUTS ABOUT OXFORD COMMAS AND, AND THAT'S FINE AND I APPRECIATE THAT.

I'LL, I'LL SEND YOU THOSE AND MEAN I, I HAVE NO PROBLEM GETTING CORRECTIONS AS LONG AS YOU DON'T USE RED INK.

NO, IT'LL BE OKAY.

BUT OTHER THAN NO, OTHER THAN THAT, I, I DIDN'T HAVE ANY OTHER PROBLEMS JUST SORT OF GRAMMATICAL THINGS.

THAT IS FINE.

ANY ANY OTHER QUESTIONS OR COMMENTS ON THAT? UM, FOR, FOR ME, FOR NUMBER THREE, UM, LIKE ACTUAL NUMBER THREE, SO THREE THREE, YES.

SECTION ROMAN RULE THREE, NUMBER THREE, UM, IT TALKS ABOUT POSTING SIGNS.

HOWEVER, COULD WE ALSO PLEASE MAKE SURE THAT WE ARE GOING TO NOTIFY PARENTS THROUGH A CALLER TO LET THEM KNOW THAT THESE ARE BEING ADDED? I WOULD JUST HATE FOR, WELL WE COULD WE'LL ALSO DO A PR PUSH OUT, UM OKAY.

WITH THAT, UM, TO MAKE SURE THAT THAT'S TAKING PLACE.

THAT'LL BE PART OF IT.

OKAY.

UM, AFTER EVERYONE GETS TRAINED THAT WE WILL.

BUT, UM, YES MA'AM.

I MEAN THAT WE WILL MAKE SURE THAT EVERYONE'S NOTIFIED WAY AHEAD OF TIME AT DIVERSIFIED MINDS THAT THIS IS GETTING READY TO TAKE PLACE.

OKAY.

IF, IF THE BOARD AGREES TO THE PILOT PROGRAM.

YEAH.

I JUST DIDN'T WANT ANY PARENTS BEING SURPRISED.

UM, NUMBER SIX THAT TALKS ABOUT, UM, THE TIMES AT WHICH, UM, WE MIGHT JUST CANCEL THE SCREENINGS FOR THAT DAY.

I WHY WOULD BE LIKE, ARE WE GONNA CONSISTENTLY USE THIS? ARE WE NOT GONNA CONSIST IT'S GONNA BE USED? BUT THERE MAY BE, YOU KNOW, THERE COULD BE.

I MEAN THE SIMPLE AS THE THING IS THE POWER GOES OUT AND YOU CAN'T USE IT.

UM, OKAY.

SO, UM, THERE COULD BE SOMETHING OF THAT NATURE OR IT COULD BE, UH, LET'S JUST SAY A SEVERE THUNDERSTORM IS HITTING AND

[01:15:01]

STUDENTS THAT WALK OR SCARED AND RUN IN OR WHATEVER.

I MEAN IT'S, IT'S, YOU KNOW, AND I KNOW THOSE ARE RARE ANOMALIES, BUT THAT WAS JUST PUT IN THERE AS A PRECAUTIONARY BASIS.

OKAY.

AS A MEANS TO MEAN THAT IT'S NOT LIKE I, I WOULD IMAGINE AT A COURTHOUSE WHERE IF THE POWER WENT OUT, THEY WERE JUST CANCEL COURT FOR THE DAY BECAUSE THEY COULDN'T GET 'EM THROUGH THE METAL DETECTORS.

IS THAT LIKE THE PURPOSE OF, OF INCLUDING THAT? IT, IT IS NOT, THIS IS NOT WRITTEN AS TO BRING IN THE, UM, THE HANDHELD FOR, UM, THAT, THAT SITUATION.

BUT, UM, IT POSSIBLY COULD BE UTILIZED THAT WAY AND THAT, AND THAT WOULD, THAT WOULD TAKE A LOT MORE TIME THOUGH AND COULD POSSIBLY CAUSE A BACKLOG BECAUSE THEORETICALLY, I MEAN YOU'RE GONNA HAVE TRAINED STAFF.

I DON'T KNOW HOW HOW MANY TRAINED STAFF, BUT AS YOU SAID, SOMEONE COULD BE SICK, THEY COULD BE ON VACATION, THEY COULD BE OUT OF TOWN.

IF YOU DON'T HAVE ANY TRAINED STAFF, I MEAN, I DON'T KNOW.

HOPEFULLY THERE'S SOME PLAN TO HAVE A COUPLE PEOPLE TRAINED IN JUST IN CASE.

CORRECT.

THERE THERE'LL BE, AND, AND YOU KNOW, AND THEN ALSO AS A, AS A BACKUP, I, I PLAN ON GOING THROUGH THE TRAINING MYSELF ALSO.

AND UM, YOU KNOW, SO THERE, THERE'LL BE OTHER PEOPLE TRAINED NOT ONLY AT UM, DIVERSIFIED MINES, BUT IN OTHER AREAS JUST, JUST AS, AS AN EMERGENCY BACKUP IS A VERY GOOD QUESTION.

UM, AND THEN I JUST HAD A GENERALIZED QUESTION ABOUT NUMBER 10 THAT TALKS ABOUT THE SEARCHES THAT THAT WILL THEN OCCUR IF NEED BE.

UM, WE'RE TALKING ABOUT TAKING THE KIDS INTO A DIFFERENT ROOM WITH TWO SAME SEX, UM, AUTHORITY FIGURES.

ARE WE DOING, ARE THESE GONNA BE LIKE PAT DOWNS? ARE THEY GONNA BE, WHAT KIND OF HOW THE SEARCHES WILL BE DEPENDENT ON AND IT'LL FOLLOW THE SCHOOL BEFORE POLICY JFG AND UM, IN POLICY JFG IT DOES GO OVER DIFFERENT TYPES OF, UM, SEARCHES THAT ARE, UM, WITHIN OUR POLICY, WHICH ALSO INCLUDES THAT A PERSONAL SEARCH MAY INCLUDE REQUIRING A STUDENT TO BE SCANNED BY A METAL DETECTOR.

SO, UM, SO THERE ARE DIFFERENT TYPES OF SEARCHES THAT, UM, THAT ARE WITHIN POLICY AND THAT'S WHAT'S USED CURRENTLY.

LIKE WE DON'T HAVE METAL DETECTORS, BUT IF SOMEBODY SAYS THEY HAVE SUSPICION OF SOMEBODY CARRYING SOMETHING, THEN THIS IS GONNA FALL IN LINE WITH WHAT HAPPENS NOW WITHOUT THE WALK WALKTHROUGH.

THEY COULD.

YES MA'AM.

ANY ADDITIONAL QUESTIONS OR COMMENTS? SO WHAT I REALLY HEARD BESIDES REMOVING THREE ONE AND THEN MAKING THE SINGULAR METAL DETECTOR INTO PURPOSE, SOME GRAMMATICAL STUFF, LIKE IS EVERYBODY ELSE OKAY WITH IT AS IT IS WRITTEN? DO WE NEED TO ACTUALLY SEE IT AGAIN? MY SUGGESTION WOULD BE, 'CAUSE THIS IS A REGULATION CORRECT, SO WE DON'T HAVE TO DO THE THREE READINGS WOULD BE THAT, UM, I'M GOOD WITH MOVING FORWARD WITH THE METAL DETECTORS AT, AT THIS PILOT PROGRAM SCHOOL.

UM, MAYBE WE COULD HAVE YOU GO AHEAD AND START THE, THE PR PUSH OUT NOTIFICATIONS NOW AND THEN WE COULD REVIEW AND VOTE ON IT AT THE NEXT WORK SESSION.

IF THAT'S WOULD BE, I MEAN I THINK IT COULD BE IN LIKE A SEND CONSENT AGENDA AT THE NEXT WORK SESSION.

THIS WITH JUST THOSE CORRECTIONS THAT WE DID BECAUSE IT'S A REGULATION ON WHERE ALRIGHT, SO AND THEN THE, ANY OF THE ADDITIONS FROM MR. MCFADDEN WILL SEND YOU HIS COMMAS.

YEAH, I'LL SEE SOME TOMORROW.

OKAY.

SO LET, JUST TO MAKE SURE THAT WHERE, WHERE WE ARE RIGHT NOW THAT I'M CLEAR IS WITH UNDER THE PURPOSE WE MAKE SURE WE'RE INSTALLING A WALK THROUGH THE METAL DETECTORS, REMOVE THE S AND THEN REMOVE THE COMMA.

AND THEN UNDER PROCEDURES NUMBER THREE, ITEM NUMBER ONE, DELETE ENTIRELY MM-HMM.

AND THEN, UM, BRING IT FORWARD TO THE NEXT WORK SET WORK SESSION.

IS THAT CORRECT OR ON THE CONSENT? JUST ON THE CONSENT.

ON THE CONSENT.

MM-HMM.

ON THE CONSENT.

OKAY.

BUT TO GO AHEAD AND START NOTIFYING PARENTS YEAH.

WITH THE UNDERSTANDING IT'S LIKELY TO BE APPROVED AND YOU CAN START THE TRAINING, START NOTIFYING PARENTS, BUT JUST NOT ACTUALLY METAL DETECT ANYONE UNTIL WE HAVE A CHANCE TO VOTE ON IT.

WE CAN DO THAT.

GREAT.

THANK YOU SO MUCH.

THANK YOU.

ALL RIGHT, NEXT

[6.A. Board Member Requests]

UP WE HAVE BOARD MEMBER REQUESTS.

WE'LL GO IN OPPOSITE ORDER, MS. SALANS.

OKAY.

UM, SO AS WE ALL SAW, WE'VE, UM, THE TOWN IS OFFICIALLY AGREED TO REZONE, UM, AND WHICH WILL RESULT IN AN INCREASE IN HOUSING FOR THAT ONE PARTICULAR NEIGHBORHOOD.

AND SO MY REQUEST, UM, WHICH I BELIEVE IS ALREADY GONNA BE AT THE NEXT WORK SESSION, WOULD BE TO START DISCUSSING, UM, HOW WE CAN BETTER WORK TOGETHER AS A WHOLE BECAUSE

[01:20:01]

OUR, OUR SCHOOLS ARE, ARE FULLY FUNDED BY THE COUNTY, BUT THE, THE TOWN AND AND THEIR DECISIONS OBVIOUSLY IMPACT OUR DOLLAR FIGURES AND THE, THE BURDEN THAT IS GONNA BE PLACED ON THE, ESPECIALLY THE ELEMENTARY SCHOOLS WHEN WE DO START INCREASING, UM, THE POPULATION.

SO I WANNA MAKE SURE THAT WE ARE AS A SCHOOL BOARD, UM, ASSERTING OUR DESIRE FOR SUFFICIENT PROFFERS FROM THE DEVELOPERS BECAUSE THEY'RE GOING TO MAKE MORE MONEY WHEN THEY BUILD MORE HOUSES.

AND WE WANNA MAKE SURE THAT OUR SCHOOLS ARE FUNDED BECAUSE THERE IS THE POSSIBILITY THAT WE ARE GOING TO NEED TO, TO BUILD A NEW ELEMENTARY SCHOOL.

AND THAT'S GOING TO BE EXTREMELY EXPENSIVE.

UM, SO I WANNA LOOK AT THE SCHOOL IMPACT PROFFER FORMULA, THE STUDENT YIELD RATIO FORMULA THAT WE'RE CURRENTLY USING.

AND, UM, THE TIMING I THINK WILL WORK OUT WELL AS, AS MR. MCFADDEN HAD SAID, THE BUILDING COMMITTEE.

UM, WE'VE FINISHED UP OUR TWO MAJOR PRO PROJECTS THAT HAVE BEEN GOING ON FOR QUITE SOME TIME NOW.

SO WHAT I'M HOPING THAT WE COULD DO IS WORK WITH THE COUNTY AND THE TOWN TO, UM, COME UP WITH AN, AN ADVISORY COMMITTEE WHERE WE CAN SIT DOWN AND REALLY DISCUSS THIS IS THE UPCOMING REZONING PROJECT THAT'S HAPPENING.

I KNOW WE AS A SCHOOL BOARD DON'T GET A VOTE, THE COUNTY DOESN'T GET A VOTE, BUT THE, THE TOWN COULD AT LEAST HAVE AN OPPORTUNITY TO HEAR DIRECTLY FROM US AS A SCHOOL SYSTEM AS TO HOW THAT WOULD, UM, IMPACT US GOING FORWARD.

SO THANK YOU.

AND I DO HAVE THAT ON THE AGENDA FOR THE WORK SESSION.

THANK YOU MR. MR. MCFADDEN.

NO REQUESTS.

I SEE YOU GOT RIGHT BACK ON THAT COMMITTEE THOUGH.

YOU THOUGHT YOU WERE DONE WITH FACILITIES ? I KNOW.

I THOUGHT WE WERE.

YEAH.

ELLEN, UM, MS. LOWE, I DON'T HAVE ANYTHING, DR.

FUNK NOTHING AT THIS TIME.

I DON'T THINK I HAVE ANYTHING EITHER.

OKAY.

WITH THAT,

[7. Approval of Closed Meeting Item(s)]

IS THERE A MOTION ON OUR, UM, PERSONNEL REPORT AND PERSONNEL REPORT ADDENDUM THIS EVENING? I MOVE THAT THE PERSONNEL REPORT AND PERSONNEL REPORT ADDENDUM BE APPROVED AS PRESENTED.

IS THERE A SECOND? I SECOND.

IT ALL IS IN FAVOR.

AYE.

AYE.

OPPOSED? NO, THANK YOU.

AND WE ARE ADJOURNED.

I.
