ADDENDUM SECTIONS 2.2 DASH 3 7 1 1, A SEVEN, AND A EIGHT, CONSULTATION WITH LEGAL COUNSEL AND BRIEFINGS BY STAFF MEMBERS FOR CONSULTANTS PERTAINING TO ACTUAL OR PROBABLE LITIGATION WHERE SUCH CONSULTATION OR BRIEFING AND AN OPEN MEETING WOULD ADVERSELY AFFECT THE NEGOTIATING OR LITIGATING POSTURE OF THE PUBLIC BODY RELATED TO AN EASEMENT DISPUTE AND CONSULTATION WITH LEGAL COUNSEL EMPLOYED OR RETAINED BY PUBLIC, BY THE PUBLIC BODY REGARDING SPECIFIC LEGAL MATTERS REQUIRING THE PROVISION OF LEGAL ADVICE BY SUCH COUNSEL, SPECIFICALLY A DEED OF EASEMENT AND RELATED LAND USE MATTERS.

UH, THE HI, HIKE KIDS FOUNDATION IS A 5 0 1 C3 NONPROFIT ORGANIZATION LOCATED IN FRONT VIRGINIA.

OUR MISSION IS TO PROVIDE AN UN TO PROVIDE AN UNBURDEN THAT CHILDREN AND CARETAKERS IN OUR LOCAL AREA

WHO ARE WITHOUT ACCESS TO THE BASIC NEEDS TO THRIVE EQUALLY AS, AS CHILDREN SHOULD.

THE HIKE KIDS FOUNDATION HAS RAISED $6,520 FOR ELEMENTARY SCHOOLS IN WARREN COUNTY TO ASSIST WITH SUPPORTING THE BASIC NEEDS OF STUDENTS.

THE DONATION WILL GO DIRECTLY TO EACH ELEMENTARY SCHOOL AND WILL BE USED TO SUPPORT STUDENTS' BASIC NEEDS AT, AT ALL FIVE ELEMENTARY SCHOOLS.

THIS GENEROUS DONATION WILL PROVIDE THE FOLLOWING AMOUNTS TO EACH ELEMENTARY SCHOOL BASED ON THE SCHOOL'S PERCENTAGE OF LOW INCOME STUDENTS.

RUSTY JEFFRIES, $1,392.

LESLIE FOX, KAISER $1,255 HILL TO J BARBER, $1,145 AND AS RHODES $954.

AT THIS TIME, I WOULD LIKE TO INVITE MR. AND MS. HE UP TO THE PODIUM.

UM, I JUST WANNA SAY THAT, UH, YOU KNOW, I'M EXTREMELY ENCOURAGED BY THE SUPPORT AND THE GENEROSITY OF THE COMMUNITY.

UM, THE MISSION, YOU KNOW, EVERYBODY THAT WE'VE SPOKEN TO FROM, YOU KNOW, INDIVIDUALS TO CORPORATIONS, TO, UH, YOU KNOW, OTHER NON-PROFITS, THEY'VE BEEN EXTREMELY SUPPORTIVE OF WHAT WE'RE TRYING TO DO.

UH, WHEN WE STARTED THIS FUNDRAISER, UH, FOR THE UNREAD THE CHILDREN UNDER THE TEACHER'S CAMPAIGN, SHE SET A GOAL OF 6,000.

I I THOUGHT THAT SHE HAD GONE OFF A ROCKER .

SHE, UH, YOU KNOW, WE HIT THAT, YOU KNOW, IN LESS THAN A WEEK.

UM, IT'S REALLY, REALLY ENCOURAGING TO SEE PEOPLE GETTING BEHIND, YOU KNOW, THESE KIDS.

AND IT'S ENCOURAGING FOR US TO KEEP THIS IN WHAT WE'VE STARTED.

WE WANT KEEP FUNDING AND, AND KEEP IT GOING.

YES.

SO THIS IS AN INITIATIVE, THE UNBURDENED THE TEACHERS CHILDREN PROGRAM.

THE REASON THAT WE DID THIS IS BECAUSE OF OUR KIDS.

WERE IN THE ELEMENTARY SCHOOLS HERE.

UM, MR. WILLIAMS, MRS. LAYMAN, THE EXPERIENCES THAT WE'VE HAD, WE WANTED TO DO THIS PROGRAM FOR SEVEN, EIGHT YEARS.

AND WE KNEW THIS YEAR WAS THE YEAR.

SO WHEN WE STARTED IT, WE THOUGHT, WHAT COULD WE DO THAT WE CAN TRUST THE MOST? AND THAT'S FOR TEACHERS.

AND SO WE WANTED TO REMOVE ANY BARRIER THAT THEY WOULD HAVE.

AND WE KNOW IT'S A CRISIS RIGHT NOW.

UM, THERE'S ALREADY GOING ON.

WE WANTED TO DO IT LOCALLY.

WE WANTED TO DO IT WITH THE SCHOOLS.

WE WANTED TO GET TO THE CHILDREN.

AND THE EASIEST WAY.

SO WE, WE DID THE FUNDRAISER.

WE, UM, SINCE THEN, IT'S BEEN VERY BUSY.

WE'VE HAD THE PLEASURE OF MEETING WITH, UM, MRS. MARTIN.

SHE GAVE ME THIS BOOK.

UM, SO SHE'S EDUCATING ME ON THE MCKINNEY VINTAGE CHILDREN AND WHEN WE HOPE TO, UH, TO DO A LOT MORE FOR THE COMMUNITY.

UM, SO WE HAD ABOUT 250 STUDENTS THAT ENDED UP WITH THREE OR LESS TARDIES, EARLY PICKUPS, ABSENCES FOR THE MONTH.

SO THAT REALLY SEEMED TO INCENTIVIZE SOME PEOPLE TO, TO BE AT SCHOOL AND, AND MAKE THAT A PRIORITY.

SO WE APPRECIATE OUR FAMILIES AND OUR STAFF FOR THE JOB THAT THEY DO.

AND OUR STUDENTS, OBVIOUSLY FOR MAKING THEIR EDUCATION A PRIORITY.

UM, THEY PERFORMED AT OUR HALLOWEEN BASH, UM, WHERE WE HAD OVER 600 COMMUNITY MEMBERS COME THROUGH OUR DOORS, WHICH WAS AWESOME.

UM, THEY PLAYED, UH, THRILLER AND, AND GHOSTBUSTERS ON, ON LOOP, I BELIEVE .

IT WAS, IT WAS GREAT.

UM, THEY ALSO, UH, HAD A GREAT WINTER CONCERT.

UM, WHAT AN AMAZING PERFORMANCE BY THOSE STUDENTS AND, AND MS. LEACH.

UM, I WOULD ALSO LIKE TO HAVE, UM, SAY SPECIAL CONGRATULATIONS TO, UH, PENELOPE DUBLIN.

UM, SHE'S AN EIGHTH GRADER WHO EARNED A, A PRESTIGIOUS ALL DISTRICT BAND, UM, FOR THIS, THIS YEAR.

UM, JUST A VERY TALENTED INDIVIDUAL.

UM, BUT I ALSO WANNA LET MS. LEACH, UM, TALK TO YOU ABOUT, UH, WHERE WE'RE GOING WITH OUR BAND AND SOME OF THE UPCOMING EVENTS THAT ARE HAPPENING.

HI EVERYONE.

UM, I'M HERE VIRTUALLY, SORRY THAT I WAS NOT ABLE TO MAKE IT, BUT I LIVE ABOUT 45 MINUTES FROM FRONT ROYAL, AND THE ROADS OUT HERE ARE STILL A SHEET OF ICE.

SO, UM, I WANTED TO KIND OF EXPAND ON WHAT ALL DISTRICT BAND IS AND EXPLAIN THE PROCESS THAT PENELOPE WENT THROUGH AND, UM, WHAT SHE'LL GET TO DO NOW THAT SHE'S MADE IT INTO THE GROUP.

SO, TYPICALLY, UM, ALL DISTRICT BAND IS MOSTLY EIGHTH GRADE STUDENTS WHO AUDITION.

UM, IT ENCOMPASSES OUR BAND DISTRICT OF VIRGINIA, WHICH INCLUDES, UM, OBVIOUSLY WARREN COUNTY, SHENANDOAH PIER, PAIGE, RAPPAHANNOCK, WINCHESTER, FREDERICK, UM, AND CLARK.

SO THERE ARE A LOT OF STUDENTS WHO AUDITION.

PENELOPE WAS ONE OF, I THINK I COUNTED 38 FLUTES WHO AUDITIONED.

UM, AND SHE EARNED HER SPOT.

SHE ALSO AUDITIONED LAST YEAR AS A SEVENTH GRADER.

SHE WAS OUR ONLY SEVENTH GRADE STUDENT LAST YEAR.

SO THIS IS HER

SECOND YEAR AUDITIONING, WHICH SHE JUST SPEAKS TO HER DEDICATION.

UM, SO FOR HER AUDITION, SHE HAD TO PREPARE, UM, A SOLO PIECE, UM, MEMORIZED SCALES, AND THEN A SITE READING THAT THE STUDENTS ARE GIVEN 30 SECONDS TO LOOK AT BEFORE THEY PERFORMED FOR THE JUDGES.

SO OBVIOUSLY, SHE DID REALLY WELL AND EARNED HER SPOT.

SO AT THE END OF THE MONTH, JANUARY 31ST AND FEBRUARY 1ST, SHE'LL GET TO PARTICIPATE IN THE EVENT ITSELF.

UM, THE STUDENTS TAKE ALL OF FRIDAY TO WORK WITH A GUEST CONDUCTOR, AND THEY REHEARSE ABOUT FIVE PIECES FOR THE WHOLE DAY.

ALMOST A NINE HOUR DAY OF JUST REHEARSING WITH A BREAK FOR LUNCH.

THEY COME BACK SATURDAY MORNING, REHEARSE FOR ABOUT ANOTHER TWO HOURS, AND THEN THEY PUT ON THEIR PERFORMANCE.

SO IT'S THE CREAM OF THE CROP, ALL OF THE BEST STUDENTS FROM EACH SCHOOL WHO GET IN.

AND IT'S QUITE THE ACCOMPLISHMENT TO HAVE THAT SHORT AMOUNT OF REHEARSAL TO PREPARE, UM, SUCH ADVANCED PIECES.

SO, BEFORE I MOVE ON TO SPEAK ABOUT OTHER THINGS GOING ON IN THE BAND PROGRAM, I DID WANNA GIVE PENELOPE AN OPPORTUNITY TO PERFORM FOR YOU A PIECE OF HER AUDITION.

UM, SHE IS AWESOME THAT SHE WAS WILLING TO DO THIS FOR EVERYBODY AND BE THERE TONIGHT WITHOUT ME.

SO THANK YOU, PENN.

UM, AS MR. BURKE SAID, WE DID, UM, THIS YEAR HAVE SOMETHING NEW IN THE BAND PROGRAM WE PERFORMED AT THE HALLOWEEN EVENT THAT THE SCHOOL PUT ON.

UM, I THOUGHT THAT WAS SPECIAL FOR OUR BAND STUDENTS.

UM, I DID NOT REQUIRE THAT AS A CONCERT OR GRADE IT.

I OPENED IT UP TO OUR SEVENTH AND EIGHTH GRADERS AND SAID, IF YOU WANT TO COME, YOU CAN, BUT IT'S GONNA BE AFTER SCHOOL AND REQUIRE A LITTLE BIT EXTRA OF YOUR TIME AND ALL.

BUT THREE OF THE STUDENTS IN SEVENTH AND EIGHTH GRADE BAND COMBINED SHOWED UP THAT NIGHT AND STAYED FOR THE FULL, YOU KNOW, THREE HOURS.

AND AS MR. BURKE SAID, JUST, WE PERFORMED ON A LOOP.

WE PLAY OUR FOUR PIECES, TAKE FIVE MINUTES AND THEN DO 'EM AGAIN.

UM, SO THE FACT THAT THOSE STUDENTS ALL VOLUNTEER TO BE THERE, I THINK JUST SPEAKS TO THE COMRADERY THAT WE'RE BUILDING IN THE PROGRAM AND THAT THE STUDENTS ARE HUNGRY FOR OPPORTUNITIES TO PERFORM.

UM, THE NEXT MONTH IN NOVEMBER, WE HAD OUR ANNUAL EIGHTH GRADE NIGHT WITH THE SKYLINE HIGH SCHOOL MARCHING BAND.

SO AGAIN, THAT'S A VOLUNTEER EVENT.

UM, ANY OF OUR EIGHTH GRADE STUDENTS WHO ARE INTERESTED IN MARCHING BAND NEXT YEAR, WE TAKE THEM TO THE HIGH SCHOOL.

AT THE END OF THE DAY, THEY GET TO REHEARSE WITH THE HIGH SCHOOLERS, HAVE SECTIONALS, HAVE PIZZA, PLAY GAMES, AND THEN GET TO PERFORM WITH THE HIGH SCHOOL AT THE FOOTBALL GAME THAT NIGHT.

UM, SO JUST AN OPPORTUNITY TO COLLABORATE WITH MR. HOLLAND AND START TO BRIDGE OUR TWO PROGRAMS AND GET THE EIGHTH GRADERS READY FOR THEIR OPPORTUNITIES FOR NEXT YEAR.

UM, PENELOPE PARTICIPATED IN THAT AS WELL.

ANOTHER SHOUT OUT TO HER, UM, IN DECEMBER, WE HAD OUR ANNUAL WINTER CONCERT, UM, THAT FEATURES OUR SIXTH GRADE BEGINNING BAND, SEVENTH GRADE, AND EIGHTH GRADERS.

UM, WE HAD A REALLY GOOD TURNOUT FOR THAT.

UM, THE SIXTH GRADERS, I'M ALWAYS ESPECIALLY PROUD OF THEM SINCE THEY ONLY START TOUCHING THEIR INSTRUMENTS IN SEPTEMBER.

UM, THEY PERFORMED ALMOST THE LONGEST SET OF THE ENTIRE PROGRAM THAT NIGHT, JUST TO GIVE THEM AN OPPORTUNITY TO PERFORM.

AND THIS YEAR I ADDED SOMETHING NEW WITH THE SEVENTH AND EIGHTH GRADERS PERFORMING A COMBINED PIECE.

UM, SO THAT WAS EXCITING.

THEY DID ONE FINALE PIECE, REHEARSING TOGETHER.

UM, AND THEY ONLY HAD TWO CLASSES, TWO DAYS OF SCHOOL TO REHEARSE THAT PIECE COMBINED, JUST BECAUSE OF SCHEDULING.

I CAN'T PULL THEM TOO OFTEN.

SO IT WAS ALSO GRACIOUS TO THEIR CORE TEACHERS FOR LETTING ME PULL THEM FOR A LITTLE BIT TO REVERSE THAT TOGETHER.

THIS SEMESTER WE HAVE, AS I SAID, ALL DISTRICT BAND WILL BE AT THE END OF THIS MONTH.

I'LL TAKE PENELOPE TO THAT.

UM, WE HAVE OUR SPRING CONCERT AT THE END OF APRIL, BEGINNING OF MAY.

THAT'S GOING TO BE WEDNESDAY, MAY 7TH.

UM, MR. HOLLAND AND I ARE PILOTING THAT THIS YEAR.

UM, THE IDEA IS THAT HIS GROUP WILL PERFORM A FEW OF THEIR CONCERT PIECES, THE EIGHTH GRADERS WILL PERFORM, AND THEN WE ACTUALLY COMMISSIONED, UM, A LOCAL COMPOSER TO WRITE A PIECE SPECIFICALLY FOR THESE STUDENTS FOR THIS CONCERT.

UM, I THINK THAT'S REALLY SIGNIFICANT THAT THIS PIECE IS BEING WRITTEN JUST FOR THIS MOMENT, FOR THIS YEAR, FOR THESE STUDENTS.

UM, IT'LL BE THE FIRST TIME THE PIECE IS PERFORMED.

UM, SO I'M EXCITED FOR THE STUDENTS TO REHEARSE THAT THIS YEAR.

I WANTED TO DO SOMETHING SPECIAL FOR THE EIGHTH GRADE STUDENTS AND JUST GIVE THEM MORE OPPORTUNITIES TO PERFORM.

UM, THAT'S MY GOAL WITH THEM, INSTEAD OF JUST TWO ANNUAL PERFORMANCES, TO GIVE THEM MORE WAYS TO PERFORM AND SHOWCASE WHAT THEY'RE WORKING ON IN THE CLASSROOM.

AND FOR MR. HOLLAND AND I TO BE ABLE TO COLLABORATE AND BUILD, YOU KNOW, ONE BIG MUSICAL VEHICLE BETWEEN THE MIDDLE SCHOOL AND THE HIGH SCHOOL.

SO THAT WILL BE ON THE FOLLOWING NIGHT, THURSDAY, MAY 8TH, AND THAT WILL BE AT SKYLINE HIGH SCHOOL.

SO THAT'S KIND OF JUST AN OVERVIEW OF WHAT WE'VE DONE LAST SEMESTER AND WHERE WE'RE GOING THIS SEMESTER.

UM, THERE'S A LOT OF THINGS TO IT TOO, BEING ON THE BUDGET.

MOST OF THE MONEY THAT THAT IS IN, IN THE BUDGET IDEA IS, IS MOSTLY PERSONNEL.

THERE'S NO FIGHTING ABOUT, OR IT WAS GREAT.

WE ALL AGREED ON THESE THINGS.

WE UPDATED THE DISCIPLINE POLICIES.

HOWEVER MANY POLICIES WERE THERE, WERE, ALL OF THEM WERE UPDATED.

WE UPDATED HOMESCHOOL POLICIES.

UH, WE CREATED THE SICK LEAVE PAYOUT SYSTEM, WHICH WE'RE NOT SURE HOW IT'S ALL GONNA WORK OUT OR WHETHER THEY'RE GONNA AFFORD IT, BUT WE AT LEAST CREATED IT AND GOT IT IMPLEMENTED.

UH, WE HAD THE BUILDING PROJECTS AT LFK AND E.

WILSON AND MORRISON WERE SUCCESSFUL ON TIME UNDER BUDGET, WHICH IS AMAZING.

WE JOINED THE SBMA FOR POLICY UPDATING, AND THEY'VE BEEN VERY BENEFICIAL.

AND IN GETTING THINGS DONE.

UH, WE HAD LEVEL BUDGETING FOR SCHOOLS THIS PAST YEAR.

SO AS MUCH AS WARREN COUNTY TAXES WENT UP, IT WASN'T DUE TO THE SCHOOL SYSTEM, UH, FOR WHAT IT WAS.

WE CREATED YEARLY GOALS BASED ON A STRATEGIC PLAN.

THAT WAS, WAS THE PLAN FROM 2021 TO 26, WE CREATED A BETTER SYSTEM OF REPORTING FOR THOSE WHO ARE REPORTING TO THE BOARD OF SUPERVISORS THAT WE CAN FIGURE IT OUT A LITTLE BETTER.

WE CREATED A BOARD SELF-EVALUATION PROCESS THAT HADN'T BEEN DONE, MAYBE EVER, OR AT LEAST RECENTLY.

AND I THINK THAT WAS BENEFICIAL TO US.

WE EVALUATED THE SUPERINTENDENT AND ESTABLISH YEARLY GOALS FOR HIM, WHICH I THINK WAS A, A MOVE FORWARD AS WELL.

UH, WE BEGAN TO UPDATE ALL POLICIES TO CONFORM TO THE LAW AND JUST SORT OF BEST PRACTICES AND WHAT IS OUT THERE.

AND WE CAN GO IN THROUGH THEM.

WE'LL PROBABLY HAVE THEM ALL UPDATED, YOU KNOW, BY THE END OF THIS YEAR.

AND THEN WE ESTABLISHED PROCEDURES AND POLICIES TO BETTER MONITOR AND EVALUATE SCHOOL SUBSTITUTE PROGRAM AND SAVE MONEY, HOPEFULLY THROUGH THE ESS PROGRAM AND THE, AND PUTTING MONEY INTO EACH SCHOOL'S BUDGET FOR WHAT IT IS AND MANY OTHER THINGS.

THOSE ARE JUST THINGS I COME UP WITH AS RIGHT BEFORE THE MEETING.

AND I THINK IT'S, IT'S A TESTAMENT TO US WORKING TOGETHER AND US DOING IT, AND THE GREAT PERSONNEL THAT ARE WORKING FOR THE SCHOOL SYSTEM.

AND OBVIOUSLY IT'S MUCH MORE TO COME.

BUT AS A FIRST GUY ON THE BOARD FOR A YEAR, I, I WAS KIND OF LIKE, HEY, YEAH, WE DO SOME THINGS.

WELL, I SAY THE OLD, THE CURRENT CALENDAR WORK.

WE REVIEWED IT, TALKED ABOUT THE PROS AND CONS OF IT.

THEN FROM THAT POINT, THEY WENT BACK TO THE, UM, FACULTY.

THEY, UM, PRESENTED, TALKED TO THE FACULTY.

THEY ACTUALLY HAD A QUESTIONNAIRE.

THEY WENT OUT TO THE FACULTY.

UM, SO ALL THE FACULTY HAD INPUT.

THEN THEY CAME BACK.

UM, WE REVIEWED THE INPUT.

WE ACTUALLY, UM, COMPILED IT.

AND THIS CONSISTED OF EVERY, FROM EVERY SCHOOL, INCLUDING ALSO THE CENTRAL OFFICE.

UM, LOOKED AT THAT.

AND THEN WE DEVELOPED AN OPTION A AND THEN OPTION B BASED ON THE FEEDBACK.

AND THEN FROM OPTION A AND OPTION B, THOSE, THOSE TEACHERS, AND AGAIN, THIS COMMITTEE IS PHENOMENAL.

YOU GOTTA UNDERSTAND WHEN YOU'RE TALKING ABOUT CALENDARING DAYS, THEY ARE, YOU KNOW, THERE ARE SOME THAT ARE VERY PASSIONATE ABOUT LOTS OF THINGS.

AND SOME OF THESE PEOPLE THAT HAVE BEEN THERE A WHILE, THEY SEEM REALLY, REALLY WORRIED THAT, I MEAN, AT ANY GIVEN POINT, MY MY, IT CAN BE JUST RIPPED OUT DUE TO, 'CAUSE SOMEONE I UNDERSTAND SOMEONE NEEDS IT.

SO I UNDERSTAND THE CONCEPT FROM A MANAGERIAL POINT OF VIEW.

IT DOES US A SERVICE BY SAYING WE NEED TO TRANSFER SOMEONE 'CAUSE WE HAVE THE NEEDS.

BUT FROM A CARING OF THE PERSONNEL, I THINK IT'S A HORRIBLE DECISION.

I MEAN, IT'S JUST A, IT'S JUST SOMETHING THAT ANYONE'S EVER WORKED.

INSTEAD OF TAKING A TEACHER AND MOVING TO , WE MOVED THE VACANT POSITION TO .

I JUST LOOKING AT MORE LIKE THE AIRLINE INDUSTRY OF SAYING, GIVEN SOME OF THE OPTION TO SAY, HEY, WE'RE LOOKING FOR SOMEONE TO DO THIS, WHO'S INTERESTED IN DOING IT AND, AND GIVING SOMEONE INCENTIVE TO DO IT.
