SHE'S A SENIOR AT SKYLINE HIGH SCHOOL AND THIS PAST SUMMER SHE ATTENDED, WELL, SHE APPLIED AND WAS SELECTED TO ATTEND THE MEDICINE AND HEALTH SCIENCES PROGRAM OF THE SUMMER RESIDENTIAL GOVERNOR'S SCHOOL.
THE SUMMER RESIDENTIAL SUMMER RESIDENTIAL GOVERNOR'S SCHOOL PROVIDES HIGH SCHOOL STUDENTS, UM, JUNIORS AND SENIORS WITH INTENSIVE EDUCATIONAL EXPERIENCES ACROSS SEVEN DIFFERENT AREAS.
WE WOULD LIKE TO RECOGNIZE SADIE FOR HER ACADEMIC ACCOMPLISHMENT AND ALLOW HER TO SHARE SOME OF HER EXPERIENCE WITH YOU.
I'M A SENIOR AT SKYLINE HIGH SCHOOL.
I'M HOPING TO GO INTO COLLEGE AND STUDY SURGERY.
UM, AND I ATTENDED SUMMER RESIDENTIAL GOVERNOR'S SCHOOL THIS SUMMER, WHICH, UM, WAS A THREE WEEK PROGRAM.
WE STAYED AT THE ROANOKE CAMPUS IN RADFORD AND WE GOT TO HAVE MULTIPLE VOLUNTEER OPPORTUNITIES AND I WAS GONNA TALK ABOUT THAT TODAY.
SO FIRST UP, FOR THE APPLICATION AND SELECTION PROCESS, THERE WAS AN EMAIL SENT OUT TO US BY MS. WALTON HERE.
AND THEN WE HAD TO COMPLETE TWO ESSAY PROMPTS WITH GENERAL INFORMATION LIKE OUR CLASS, OUR COURSEWORK, UM, GRADES, THINGS LIKE THAT.
I ALSO HAD TO DO TWO RECOMMENDATION LETTERS.
UM, BOTH OF MY PEOPLE WHO WROTE RECOMMENDATION LETTERS ARE HERE TONIGHT.
UM, AND THEN THE VIRGINIA DEPARTMENT OF EDUCATION REVIEWED AND SELECTED FROM THAT POOL THERE WERE UP ROUGHLY 250 APPLICANTS AND 20 OF US WERE SELECTED TO ATTEND, AND THE SCHOOL DID SPONSOR IT.

THEY PAID FOR THE ENTIRE PROGRAM, WHICH WAS AMAZING.THE LIVE-IN EXPERIENCE WAS DEFINITELY UNIQUE.
I WAS STAYING THREE WEEKS AWAY FROM HOME.
I HAD NEVER DONE ANYTHING LIKE THAT BEFORE.
UM, WE STAYED AT THE PATRICK HENRY HOTEL, WHICH IS IN ROANOKE, VIRGINIA, AND IT, UM, THEY TURNED IT INTO AN APARTMENT COMPLEX.
SO WE EACH GOT OUR OWN LITTLE APARTMENT BUILDING.
AND IT WAS, IT WAS REALLY NEAT.
UM, MEALS WERE VERY INTERESTING AS WELL.
WE ATE EVERY MORNING AT THE CARILION HOSPITAL.
UM, THE CAFETERIA THERE, WHICH WAS A LITTLE BIT NERVE WRACKING BECAUSE THERE WERE ALL OF THE DOCTORS AND EVERYONE COMING IN AND SWIPING THEIR BADGES.
AND THEN WE WERE JUST THERE KIND OF LOOKING AROUND.
UM, THE PATRICK HENRY WAS ALSO NEAT WITH THE LOBBY.
THEY HAD A LOT OF GAMES IN THERE.
THEY HAD POOL AND EVERYTHING THAT WE COULD DO AFTER OUR DAY WAS DONE.
UM, IT WAS VERY EASY TO HAVE A GOOD RELATIONSHIP WITH MY PEERS AND STAFF THERE BECAUSE THERE WERE ONLY 20 OF US.
I KNOW SOME OF THE, THE OTHER PROGRAMS HAD UPWARDS OF 100 PEOPLE IN THEIR PROGRAM.
SO IT WAS VERY NEAT HAVING THAT SMALL LITTLE GROUP TO TALK TO.
IT WAS ALSO VERY NICE HAVING A GROUP WITH SIMILAR ETHICS AND SIMILAR PASSIONS AS I DO.
EVERYBODY THERE WANTED TO GO INTO THE MEDICAL FIELD, WHICH WAS VERY EASY TO GET ALONG WITH EVERYONE THERE FOR LECTURES AND CLASSROOM SETTINGS.
WE ALMOST EVERY DAY HAD A LECTURE, SO WE WOULD GO OUT TO DIFFERENT BUILDINGS.
I KNOW ONE DAY WE WENT TO THE VIRGINIA TECH BIOMEDICAL ENGINEERING BUILDING, WHICH WAS IN THEIR GRADUATE SCHOOL.
WE LEARNED ABOUT DIFFERENT TYPES OF ULTRASOUNDS LIKE, UM, HIGH FREQUENCY ULTRASOUNDS, WHICH THEY'RE WORKING ON CURING PARKINSON'S WITH, WHICH WAS REALLY NEAT.
I HAD NEVER HEARD ABOUT THAT BEFORE.
UM, ALONG WITH TICK-BORNE ILLNESSES, A LOT OF US KIND OF HAD A BACKGROUND KNOWLEDGE OF CERTAIN MEDICAL THINGS 'CAUSE THAT'S ALL WHAT WE WANTED TO DO, BUT NONE OF US HAD REALLY HEARD ABOUT TICK-BORNE ILLNESSES TO THAT EXTENT.
SO WE LEARNED A LOT ABOUT THAT, WHICH WAS NEAT.
WE ALSO HAD A TON OF HANDS-ON EXPERIENCE IN CLINICALS.
WE WENT TO ROANOKE MEMORIAL HOSPITAL TWICE, AND I ACTUALLY GOT TO SEE AND SCRUB IN ON TWO SURGERIES.
BOTH WERE HEART SURGERIES, WHICH WAS AMAZING TO GET THAT EXPERIENCE IN HIGH SCHOOL.
A LOT OF PEOPLE DON'T GET THAT UNTIL MEDICAL SCHOOL.
WE ALSO WENT TO THESE THINGS CALLED OSCI ROOMS IN THE VIRGINIA TECH MEDICAL SCHOOL.
SO THEY'RE LIKE A MOCK DOCTOR'S OFFICE AND THERE'S ACTUAL ACTORS THAT THEY COME IN AND PAY TO HAVE CERTAIN SYMPTOMS AND WE HAVE TO DIAGNOSE THEM, WHICH WAS SOMETHING I HAD NEVER SEEN BEFORE.
THE SAME DAY THAT WE WERE AT BRADLEY FREE, WE HAD AN ADDICTION AWARENESS MEETING.
SO WE TALKED TO PEOPLE WHO WERE STRUGGLING WITH NARCOTIC ADDICTION, WHICH WAS VERY EYE-OPENING BECAUSE THEY DIDN'T COME IN AND EXPRESS TO US THAT WE WERE GONNA DO THAT.
THEY DIDN'T TELL US WHO WE WERE TALKING TO, AND EVERYBODY LOOKED COMPLETELY NORMAL.
AND WHEN THEY OPENED UP TO US ABOUT IT, IT REALLY JUST SHOWED THAT THAT CAN AFFECT ANYBODY AND HOW PROMINENT IT IS, EVEN IN VIRGINIA.
UM, ALONG WITH VOLUNTEER WORK, WE HAD A CAPSTONE PROJECT, SO WE HAD TO SELECT A WICKED PROBLEM, WHICH IS A VERY COMPLEX PROBLEM THAT DOESN'T HAVE ONE CORRECT ANSWER.
SO WE GOT TO SELECT ONE RELATED TO THE MEDICAL FIELD.
WE WORKED IN SMALL GROUPS, AND THEN BY THE END OF THE PROGRAM PRESENTED OUR WICKED PROBLEM.
THE ONE ON THE SCREEN IS OURS,
AND THE WHOLE, UM, WICKED PROBLEM WAS AROUND PUBLIC HEALTH.
SO EVERY DAY WE HAD A NEW PUBLIC HEALTH THEME FOR THE DAY, AND WE KIND OF IMPLEMENTED THAT INTO OUR WICKED PROBLEM.
AT THE END OF THE PROGRAM, WE HAD A SURPRISE INTERVIEW WITH PBS.
APPARENTLY THEY WERE COMING AROUND TO EACH OF THE GOVERNOR'S SCHOOLS AND INTERVIEWING A FEW OF THE KIDS.
MAYHEW, WHO RAN OUR PROGRAM, SELECTED TWO OF US TO INTERVIEW PERSONALLY WITH PBS.
IT WAS ME AND MY COLLEAGUE, UM, SIRI, WHO IS IN FAIRFAX, VIRGINIA.
AND SO WE GOT TO SPEAK TO PBS AND HAVE A MORE IN DEPTH INTERVIEW ABOUT THE PROGRAM, WHICH WAS REALLY NEAT.
AND THEN PARTNERSHIPS, UM, DR.
MAYHEW EXPRESSED TO ME THAT THE PROGRAM COST UPWARDS OF A HUNDRED THOUSAND DOLLARS TO DO IN JUST THREE WEEKS, WHICH IS ABSOLUTELY CRAZY.
BUT ALL OF THESE, UM, ALL OF THESE DIFFERENT GROUPS HELPED SPONSOR THAT.
AND I ALSO WANTED TO TAKE A MOMENT TO APPRECIATE ALL OF THE HUMAN RESOURCES WHO WERE THERE AS WELL, BECAUSE SO MANY MEDICAL PROFESSIONALS, UM, EVEN THE ATTENDING SURGEON, THE HEAD OF SURGERY AT UM, ROANOKE MEMORIAL SPOKE TO US WHILE WE WERE AT ROANOKE MEMORIAL HOSPITAL.
SO JUST THE PEOPLE WHO TOOK THE TIME OUTTA THEIR DAY AND THEIR SUMMER TO COME SPEAK WITH US WAS REALLY EYE-OPENING.
AND THEN KEY TAKEAWAYS, WE ALL GOT GUARANTEED ADMISSION AND SCHOLARSHIP TO RADFORD UNIVERSITY IF WE SO CHOOSE TO GO.

WE'RE GETTING READY TO START A SCHOOL, UM, A SCHOOL OVERALL SCHOOL INCENTIVE AS WELL.
BUT WE COULD DO ALL THE TRICKS THAT WE HAVE IN OUR POCKETS TO HELP WITH ATTENDANCE.
BUT WHAT IT REALLY COMES DOWN TO, IT'S RELATIONSHIPS THAT THE TEACHERS AND THE STAFF BUILD WITH THESE KIDS.
THAT'S WHAT REALLY MAKES THEM WANNA BE THERE.
SO THAT'S WHAT WE REALLY HAVE TO FOCUS ON AND JUST KEEP BUILDING THOSE STRONG RELATIONSHIPS.

WELL, SPEAKING OF THE TWENTY FIVE, TWENTY SIX BUDGET, ALL CALL CENTER MANAGERS HAVE NOW, AS OF THIS AFTERNOON, SUBMITTED ADDITIONS TO NEXT YEAR'S BUDGET.
AFTER PRESENTING THEM TO SENIOR STAFF PRINCIPALS ALSO REVIEWED PROJECTED ENROLLMENT AND CLASS SIZES WITH ST.
SENIOR STAFF, PARTICULARLY IF NEW STAFF MEMBERS WERE REQUESTED.

THE TENNIS COURTS STILL ARE A TOPIC OF DISCUSSION.
HOWEVER, I AM HAPPY TO ANNOUNCE WE HAVE ISSUED A CONTRACT FOR THE REPAIR OF THE TENNIS COURTS AT BOTH HIGH SCHOOLS.
WHETHER PERMITTING THE TENNIS TEAMS WOULD BE ABLE TO BEGIN THEIR SEASON IN FEBRUARY, 2026, THE CONTRACTOR WILL BE PROVIDING, WILL BE PROVIDING A TWO YEAR GUARANTEE FOR HIS WORK, WHICH WILL ALLOW THE SCHOOL BOARD AND ADMINISTRATIVE STAFF TO DISCUSS A LONG-TERM SOLUTION.
COSTNER HAS BEEN MEETING WITH TEACHERS AND STAFF TO DEVELOP THE 26TH 27 CALENDAR.
IT APPEARS THAT A DRAFT CALENDAR HAS BEEN DEVELOPED WITH 180 TEACHING DAYS.
THE DRAFT WILL BE SENT OUT TO STAFF SOON FOR REACTION AND COMMENTS.
OUR ENROLLMENT ON THE 35TH DAY OF SCHOOL WAS 4,778 WITH SIX NO-SHOWS.
THE ENROLLMENT ON THE FIRST DAY OF SCHOOL WAS 4,821 WITH 202 NO-SHOWS.
THIS IS INTERESTING DATA THAT WE ARE BEGINNING TO DISSECT.

UM, I DID GO BACK AND DEEP DIVE INTO THE SURVEY THAT WAS SENT OUT THAT ABOUT THE 180 OR SO PEOPLE FILLED OUT THE SURVEY AND THEN PLUS THE FOCUS GROUPS THAT THE, UH, FACULTY AND STAFF HERE HAVE DONE AND TRY TO READ INTO IT AND SAY, WELL, WHEN WE'RE MAKING THE FINAL DECISION, WE SHOULD PAY ATTENTION TO WHAT THOSE PEOPLE SAY.
SO THAT'S, UH, IT'S JUST VERY EXCITING TO HAVE IT.
IT'S, WE, WE HAVE SOME GREAT CANDIDATES THAT WE'RE LOOKING AT.

SO WE'RE GONNA BE TALKING ABOUT THAT.
BUT, UM, AGAIN, IF ANY PARENTS HAVE ANY INSIGHTS ON IT, WE'D LOVE TO HEAR FROM YOU BETWEEN NOW AND THE NEXT, THE NEXT READING OF IT.

WE'VE TALKED ABOUT THIS BEFORE, BUT A HUNDRED THOUSAND DOLLARS WENT TOWARDS REPLACING THE FLOORING IN SOME OF THE SCHOOLS, GETTING RID OF THE CARPET AND PUTTING IN TILING, AND THEN 140,000 FOR THE TENNIS COURTS THAT DR. MARTIN WAS TALKING ABOUT.
I, TOO HAVE BEEN PARTICIPATING IN THE SUPERINTENDENT SEARCH, UM, MEETINGS.
AND I JUST WANTED TO SAY WE, WE HAD SOME EXCELLENT CANDIDATES AND OUR BOARD HAS REALLY COME TOGETHER VERY WELL IN, IN AGREEMENT TO, UH, ADDING US DOWN TO, TO TWO CANDIDATES THAT WERE VERY EXCITED ABOUT.
UM, AND THEN I ALSO ATTENDED THE, UH, FACILITIES, THE BUILDING COMMITTEE MEETING.
WE GOT TO TOUR THE PROPERTY FOR THE FUTURE LAND LAB AT SKYLINE HIGH SCHOOL.
UM, WE ALSO WERE BRIEFED ON, ON THE TENNIS COURTS AND THE ROOF SITUATION THAT WE HAVE GOING ON.
AND, UM, TOOK A, A LOOK AT SOME OF THE NUMBERS WITH, UH, THE IMPENDING CAPITAL IMPROVEMENTS THAT ARE NEEDED.
UM, YEAH, I JUST WANTED TO, UH, MAKE A PLUG FOR THE PTA PROGRAMS THAT ARE, ESPECIALLY AT OUR ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS, BUT ALSO FOR PARENTS TO LOOK FOR WAYS TO GET INVOLVED IN HIGH SCHOOLS AS WELL.
UM, I ATTENDED THE SKYLINE MIDDLE SCHOOL HAWK FLOCK MEETING THIS PAST MONTH, UM, AND WE WERE IN A COZY LITTLE CONFERENCE ROOM, AND IT WOULD BE GREAT IF WE WOULD OUTGROW THAT ROOM BECAUSE WE WOULD HAVE SO MUCH PARTICIPATION FROM PARENTS.
UM, IT'S JUST A REALLY GREAT WAY TO GET INVOLVED AND HEAR A LITTLE BIT MORE DETAILS ABOUT WHAT'S GOING ON IN YOUR CHILD'S SCHOOL, GET TO KNOW SOME OF THE TEACHERS IN A LITTLE BIT OF A MORE CASUAL AND CONVERSATIONAL WAY.
UM, SO I MEAN, I REALLY ENJOY DOING IT.
I THINK A LOT OF OTHER PARENTS WOULD LIKE IT TOO.

THE AGREEMENT IT CONTAINED A CLAUSE THAT ALLOWS THE, UM, CONTRACT TO BE RENEWED ANNUALLY FOR FOUR ADDITIONAL ONE YEAR PERIODS UPON MUTUAL CONSENT FROM BOTH PARTIES.
AMENDMENTS CAN ALSO BE MADE BY BOTH PARTIES IN MUTUAL AGREEMENT.
WHAT THE SEDEXO IS PROPOSING AT THIS TIME IS THEY ARE LOOKING FOR A ONE-TIME BONUS TO, UM, THAT ARE PRE-APPROVED AS PART OF THE VDOE, UM, SPEND DOWN PLAN THAT WILL BE PAID FOR, FOR FOOD SERVICES AND EXCESS FUNDS AND RECOGNITION OF THE SERVICES PROVIDED WHERE OUR EXPERIENCED AND WELL-TRAINED STAFF PRODUCE BETTER QUALITY MEALS AND ALSO BUILD A POSITIVE RAPPORT WITH OUR STUDENTS.

UM, AS YOU KNOW, DURING THE, UM, SEPTEMBER 3RD, 2025 WARREN SCHOOL BOARD, UM, MEETING, A REQUEST WAS MADE TO HAVE A DISCUSSION ABOUT THE MEALS TAX AND TO LOOK AT THE POSSIBILITY OF REQUESTING TO HAVE A SLIGHT VERBIAGE CHANGE TO THE MILLS TAX AGREEMENT.
UM, THE PREMISE FOR THIS REQUEST IS FUNDING CONCERNS FOR UPCOMING CAPITAL IMPROVEMENT PLAN PROJECTS AND FUNDING, UM, ABILITY FOR THE OVERALL MAINTENANCE OF OUR SCHOOLS.
SO WHAT I TRIED TO DO IS I TRIED TO PUT FORTH AND, AND LET ME, LET ME BEGIN, BECAUSE I AM NOT AN ATTORNEY.
A LOT OF THIS TOOK, A LOT OF THIS IS COURT LITIGATIONS AND VOTING AND THINGS OF THAT NATURE.
SO I WANT TO TRY TO DO MY BEST THAT I COULD TO PRESENT WITH YOU ALL THE FACTS THAT TOOK PLACE.
SO IF WE START BACK IN DECEMBER 13TH, 1999, THE, UM, TOWN OF FRONT ROYAL WAS, UM, HAD AN AGREEMENT TO WHERE THAT THEY WOULD EXTEND WATER AND SEWER INTO ROUTE 5 22 CORRIDOR, UM, OF THE AREA OF WARREN COUNTY.
AND THIS WAS TO FACILITATE COMMERCIAL AND INDUSTRIAL DEVELOPMENT.
SO THAT'S WHAT PASSED BACK IN 1999.
THEN AS WE MOVE FORWARD, UM, AND I KNOW THINGS TRANSPIRED MOVING FORWARD, BUT AGAIN, JUST TO HIT THE, THE HIGHLIGHTS, NOVEMBER 4TH, 2003, THERE WAS A SPECIAL ELECTION.
IT WAS PROPOSED TO, UM, HAVE A FOOD AND BEVERAGE TAX THAT, UM, THE REVENUE WAS TO BE COLLECTED.
AND, AND AS IT SAID ON THE BALLOT, WELL, NOT ON THE, UM, FOR THE VOTING, THE REVENUE COLLECTED FROM THE TAX WERE TO USE SOLELY FOR PUBLIC SCHOOL CAPITAL IMPROVEMENT PROJECTS.
THIS WAS PASSED, UM, BY 2045 YES VOTES AND 1,940 NO VOTES.
SO IT DID PASS SO THAT, THAT TIME THE CITY, OH, EXCUSE ME, THE TOWN STARTED COLLECTING THE TAXES.
THEN SOME OF THE OUTSIDE, UM, COMMERCIAL AND INDUSTRIES, UM, TOOK THE TOWN TO COURT BECAUSE THEY SAID THEY FELT LIKE THEY WERE BEING DOUBLE TAXED AND COULD NOT, THEY SHOULD NOT BE COLLECTING THE TAXES.
SO THEREFORE, AN AGREEMENT CAME IN WITH THE COUNTY AND THE COUNTY AGREED TO COLLECT THE TAXES.
DURING THAT MEMORANDUM OF AN AGREEMENT,

SO THEN, UM, AS YOU CAN SEE THAT THE MEMORANDUM OF AGREEMENT WAS IN AUGUST 2 26, 2015.
AND AS THE, UH, AS IT SAYS, THE EQUIVALENT OF 30% OF THE MILLS TAX COLLECTED IN THE CORRIDOR BY THE COUNTY, AND THE EQUIVALENT OF 5% OF THE LODGING TAX COLLECTED BY THE CORRIDOR OR THE COUNTY DURING THE PREVIOUS FISCAL YEAR, SAID APPROPRIATE TO BE REMITTED TO THE TOWN AND EQUAL BIANNUAL PAYMENTS TO BE MADE, WHETHER IN DECEMBER 3RD AND JUNE 30TH.

SO, UM, I THINK PROBABLY THE EASIEST THING WOULD BE FOR ME TO JUST READ PORTIONS OF THE RESOLUTION.
UM, FIRST AND FOREMOST, WARREN COUNTY SCHOOL BOARD EXTENDS ITS SINCERE APPRECIATION TO THE WARREN COUNTY BOARD OF SUPERVISORS FOR THEIR COMMITMENT TO FUNDING THE DEBT SERVICE ASSOCIATED WITH THE CONSTRUCTION OF NEW SCHOOL FACILITIES.
HIGH QUALITY SCHOOL BUILDINGS ARE AN ASSET NOT ONLY TO OUR STUDENTS AND STAFF, BUT TO THE COMMUNITY AS A WHOLE.
AND THE BOARD OF SUPERVISORS EFFORTS IN SUPPORTING THIS INVESTMENT DESERVE RECOGNITION AS STEWARDS OF THESE FACILITIES.
IT IS THE SCHOOL BOARD'S RESPONSIBILITY TO ENSURE THEIR PROPER UPKEEP AND LONG-TERM, LONG-TERM SUSTAINABILITY.
IN LIGHT OF RECENT CHALLENGES RELATED TO FACILITY MAINTENANCE, IT IS BECOME INCREASINGLY IMPORTANT TO REEVALUATE FINANCING OPTIONS AND ESTABLISH A CLEAR, RELIABLE PLAN TO ADDRESS ONGOING MAINTENANCE NEEDS.
TO THAT END, THE SCHOOL BOARD SEEKS TO ENGAGE IN A CONSTRUCTIVE DIALOGUE WITH THE BOARD OF SUPERVISORS TO DEVELOP A PLAN THAT SECURES THE FUNDING NECESSARY TO PRESERVE AND PROTECT OUR COMMUNITY'S INVESTMENT IN ITS SCHOOLS FOR GENERATIONS TO COME.
UM, AND THEN THE RESOLUTION JUST LISTS THE, THE SAME HISTORICAL FACTS, UM, AS DR.
COSTNER HAS, HAS ALREADY GONE OVER.
UM, SO REALLY WHAT WE'RE ASKING FOR IS, IS A CONVERSATION SO THAT WE CAN START TO PLAN AHEAD FOR, FOR FUNDING FOR THESE UPKEEP.

AS ANY HOMEOWNER KNOWS, IF YOU LEAVE A PROBLEM, A LEAKING ROOF, A BROKEN WHATEVER, TO JUST FESTER AND ROT IT, IT'S GONNA BE MORE EXPENSIVE TO REPAIR.I THINK IF WE WERE TO GET SOME SORT OF AN AGREEMENT IN PLACE THAT PROTECTS OUR FINANCIAL INVESTMENTS, IT'S JUST GOING TO BENEFIT EVERYBODY IN THE LONG RUN.
AND THIS IS A CONVERSATION THAT WE'VE NEEDED TO HAVE FOR, FOR QUITE SOME TIME.
I THINK THE MEALS TAX IS JUST ONE, I MEAN, IT'S ONE EXAMPLE BECAUSE THERE'S A PERCENT AND A DOLLAR FIGURE ATTACHED TO IT, BUT YOU'RE RIGHT, IT DOESN'T CHANGE THE FACT THAT WE DON'T HAVE ANY SORT OF SEPARATE ACCOUNT FOR OUR FACILITIES UPKEEP.
SO I THINK THIS IS ONE PLACE THAT THE CONVERSATION COULD START UNDERSTANDING THAT THAT 30%, THE COUNTY HAS THAT ALREADY ALLOCATED ELSEWHERE.
SO WE'RE STILL ASKING THE COUNTY TO COME UP WITH ESSENTIALLY NEW MONEY, RIGHT? YES.
UM, BECAUSE THAT MONEY IS SPENT, UM, JUST NOT ON, NOT ON OUR SCHOOLS IN A WAY, ALTHOUGH THE DEBT SERVICE, OBVIOUSLY THEY'RE COVERING 10 TIMES, UM, WHAT THE MEALS TAX BRINGS IN.
BUT, UM, I THINK WHILE WE'RE HAVING THIS CONVERSATION, AND I DON'T KNOW IF WE'VE HEARD ANY UPDATES FROM, UM, THE FY 24 AUDIT, BUT LIKE IF THE COUNTY EVER FINISHES THE FY 24 AUDIT, MAYBE WE HAVE SOME CARRYOVER FOR THAT, BUT THIS WOULD, AND THEN FY 25, MAYBE WE HAVE SOME, BUT IF WE COULD IN OUR CONVERSATION, THE ONLY THING I WOULD REALLY ASK IS THAT WE ARE EARMARKING AN ACCOUNT THAT IS FOR THIS PURPOSE BECAUSE WE SIT IN THE FACILITIES MEETING EVERY SINGLE MONTH AND WE LISTEN TO MR. HELMICK TALK ABOUT HOW IT'S JUST BUCKET AFTER BUCKET IN EVERY SINGLE BUILDING, EVERY TIME IT RAINS BECAUSE EVERY ROOF IS LEAKING ACROSS THE ENTIRE COUNTY.
UM, BUT WE DON'T HAVE ANY FUNDS SITTING FOR THAT PURPOSE.
SO YES, THE MEALS TAX IS A GOOD CONVERSATION TO START, BUT ALSO LIKE WE CAN CIRCLE BACK TO SOME OF THOSE CARRYOVER FUNDS, UM, BECAUSE THAT MIGHT TAKE US A, A GOOD PIECE OF THE WAY AS WELL.
AND THERE MAY BE SOME UPCOMING OPPORTUNITIES.
UH, IF WE CAN REVERT BACK TO THE BUDGET DEVELOPMENT CALENDAR.
WE HAVE TWO JOINT WORK SESSIONS WITH THE BOARD OF SUPERVISOR WITH BEFORE THE END OF THE YEAR DURING OUR BUDGET PROCESS.
AND CERTAINLY CAPITAL IMPROVEMENTS I'M SURE WILL COME UP, BUT THAT MAY BE A GOOD TIME TO BRING THIS CONVERSATION UP AS WELL.
AND, AND AS YOU KNOW, WE, WE HAVE DISCUSSED THIS IN THE FACILITIES COMMITTEE MEETING, AND THE WAY THAT IT WAS EXPRESSED TO US IS THAT IF WE WANT TO GET THIS ON THE BOOKS WITH THE SUPERVISORS JUST TO SCHEDULE THIS ON AN AGENDA, THAT OUR BOARD WOULD HAVE TO TAKE A VOTE AND PRESENT TO THEM THAT THIS, THIS IS OUR DESIRE.
WE WANNA HAVE THIS CONVERSATION.
SO, UM, I I, MADAM CHAIR, I DON'T KNOW IF IT'S APPROPRIATE TO ASK IF WE COULD POSSIBLY VOTE ON ACCEPTING THIS RESOLUTION SO WE CAN MOVE FORWARD.
YEAH, I MEAN, THE ONLY WAY TO DO THAT WOULD BE TO JUST IF EVERYONE'S OKAY WITH THE WAY THAT IT IS.
THAT'S WHY WE HAD THE DISCUSSION KIND OF FIRST I GUESS, BECAUSE I WAS WONDERING IF ANYBODY ELSE HAD ANY DIFFERENT INPUT OR WANTED TO SEE SOMETHING ELSE WITH THE RESOLUTION.

UM, I KNOW THERE WAS A CONVERSATION ABOUT THE POTENTIAL OF DOING COST SHARING AGREEMENT WITH THE COUNTY BETWEEN THE COUNTY AND THE SCHOOLS.
IT DIDN'T REALLY GO ANYWHERE, BUT I FEEL LIKE IT'S IN A SIMILAR VEIN, IT THAT, YOU KNOW, THE COUNTY ONLY HAS SO MUCH MONEY, AND IT WOULD BE, IF WE SET UP SOME SORT OF COST SHARING, IT WOULD BE, UM, EASIER IN SOME WAYS FROM A BUDGETING PERSPECTIVE THAT LIKE EVERYBODY WOULD KNOW WHAT TO EXPECT AND THE SCHOOLS WOULD SAY, WELL, THIS WAS THE REVENUES AND SO THIS IS WHAT WE HAVE AND WE HAVE TO WORK WITHIN THAT.
IT WOULD TAKE OUT SOME OF THE, UM, I DUNNO, SOME OF THE BACK AND FORTH NOW I THINK THERE'S, THERE'S, UH, BENEFITS AND DRAWBACKS TO AN APPROACH LIKE THAT.
I'M NOT NECESSARILY SAYING I'M LIKE A HUNDRED PERCENT ADVOCATING FOR IT, BUT I DO THINK IT'S AN INTERESTING IDEA AND KIND OF ALONG A SIMILAR VEIN.
SO JUST THROWING THAT OUT THERE, THERE IS SOMETHING, I THINK THE COUNTY BROUGHT IT TO US, UM, ORIGINALLY MAYBE, LIKE I SAID, MAYBE TWO YEARS AGO.
UM, AND AT THE TIME IT WASN'T PURSUED, BUT JUST THROWING IT OUT THERE IS SOMETHING TO THINK ABOUT.
YEAH, I THINK IT'S THE, THE PART ABOUT THE, THE, THE REFERENDUM BEING VOTED BY THE PEOPLE TO SAY A HUNDRED PERCENT OF IT COMES TO US, EVEN IF I UNDERSTAND THEY GAVE US MORE THAN WE DESERVE, BUT IT'S JUST KIND OF BAD, LOOKS BAD THAT THEY'RE, THAT THEY'RE, THEY'RE, THEY'RE TAKING MONEY THAT WASN'T VOTED ON DIFFERENT.
IT WOULD BE BETTER JUST TO MAP IT OUT AND GET RID OF THAT THING AND JUST HAVE, SAY, WELL, HERE'S THE AMOUNT OF MONEY WE CAN DO.
SO THAT'S, THAT'S MORE, THAT'S PROBLEMATIC FOR OBVIOUSLY WHERE THE MONEY COMES FROM TOO.
FIX OUR, OUR BUILDINGS IS VERY IMPORTANT, BUT JUST GETTING THAT OUT OF THERE AND, AND NOT HAVING IT, IT JUST LOOKS A LITTLE, THERE'S SOMETHING WRONG WITH IT.

I THINK AS WE, AS WE LOOK FORWARD TO HAVING THE NEW SUPERINTENDENT COME ON, AND WE'RE GOING TO START A NEW STRATEGIC PLAN NEXT YEAR SOMETIME, I THINK IT'S GOOD TO HAVE SOME OF THESE STATISTICS THAT MAYBE WE ALL KNOW ABOUT OR MAYBE WE JUST, YOU KNOW, THINK WE KNOW ABOUT OR WHATEVER.
IT'D BE GOOD TO HAVE 'EM WRITTEN DOWN SO THAT THE NEW PEOPLE TO BE NEW BOARD MEMBERS AS WELL AND NEW, NEW PEOPLE, JUST TO GET ON THE SAME PAGE TO BE ABLE TO SAY THIS IS IMPORTANT.
I KNOW THERE'S TALK ABOUT INCREASING THE AMOUNT OF, YOU KNOW, UH, PEOPLE THAT CAN TAKE PART IN, IN THE BLUE RIDGE TECH.
