TONIGHT'S INSTRUCTIONAL SPOTLIGHT WILL FEATURE MR. STEVEN MACARTHUR SOCIAL STUDIES TEACHER AT SKYLINE HIGH SCHOOL AND A COUPLE OF HIS WORLD GEOGRAPHY STUDENTS.

THEY WILL BE SHARING HOW THE TRANSITION FROM A TRADITIONAL SOL TEST TO A PERFORMANCE-BASED ASSESSMENT MODEL HAS CREATED AN OPPORTUNITY FOR AN ENGAGING CLASSROOM EXPERIENCE THAT BETTER REFLECTS STUDENT MASTERY OF THE CONTENT, THEIR ABILITY TO APPLY CRITICAL THINKING SKILLS AND ANALYTICAL SKILLS IN THE PRODUCT OF THE WORK THAT THEY PRODUCE.

MR. MACARTHUR WILL ALSO SHARE SOME OF HIS EXPERIENCE SERVING AS A MENTOR TO NEW TEACHERS, AND HE WILL BE JOINED BY MR. AY, A NEW WORLD GEOGRAPHY TEACHER AT WARREN COUNTY HIGH SCHOOL, WHO WILL SPEAK ABOUT THE IMPACT OF THE MENTORING PROGRAM ON HIS FIRST YEAR OF TEACHING.

UH, I JUST WANTED TO TAKE A QUICK MINUTE AND, AND THANK OUR, UH, MRS. BRAGG, MRS. CUP AND, AND THE REST OF OUR RT FOLKS AT, AT THE SCHOOL BOARD OFFICE.

I THINK THEY, THEY RECOGNIZE THE FACT THAT NOT ONLY IN WARREN COUNTY, BUT IN THE STATE OF VIRGINIA, UM, THERE FOR WHATEVER REASON IS A STRUGGLE WITH, WITH THE, THE HISTORY LOCAL AWARDED VERIFIED CREDIT.

SO, UM, YOU KNOW, THEY, THEY DID THE RESEARCH.

THEY, THEY LOOKED AT THE ALTERNATIVE WAYS THAT WE COULD HELP MAKE OUR KIDS SUCCESSFUL, NOT ONLY IN HISTORY, BUT WE ALSO TRANSITIONED TO A, UH, DIFFERENT ASSESSMENT FOR OUR, UH, WRITING ASSESSMENT THIS YEAR AS WELL, WHICH WE HAVE FOUND.

UM, AND I'M SURE MR. KH WOULD, WOULD AGREE TOO THAT, THAT THE, THE, UH, PASS RATES FOR BOTH OF THOSE TESTS HAVE, ARE JUST ABOVE AND BEYOND.

I'VE BEEN TE UH, PART OF THE TEAM DEVELOPING AND TEACHING THE NEW WORLD GEOGRAPHY COURSE FOR NINTH GRADERS.

I'LL BE GIVING A BRIEF OVERVIEW OF THE LAVC PROCESS AND HOW WE'VE SEEN IT POSITIVELY IMPACT OUR STUDENTS.

RIGHT? SO A BRIEF OVERVIEW.

UH, BASICALLY YOU HAVE THREE ESSAYS THROUGHOUT THE SEMESTER INSTEAD OF ONE SOL END OF COURSE ASSESSMENT, VIRGINIA PROVIDES THE DOCUMENTS, BUT THE TEACHERS CAN ALTER OR REPLACE THEM AS, UH, FIT FOR OUR STUDENTS.

VIRGINIA ALSO PROVIDES THE FORMATIVE AND SUMMATIVE QUESTIONS THAT STUDENTS USE TO ANALYZE AND ANNOTATE THEIR DOCUMENTS.

STUDENTS EARN LOCALLY VERIFIED CREDIT BASED ON EITHER DEMONSTRATING PROFICIENCY OR IMPROVEMENT BASED ON ONE THROUGH FOUR RUBRIC.

ALRIGHT, WE'RE GONNA GO THROUGH THE PROCESS, HOW TO PREPARE FOR THE DOCUMENTS, HOW TO PREPARE FOR YOUR ESSAY.

SO EACH OF THESE, UH, DOCUMENTS THAT YOU'RE RECEIVING, THIS IS ONE THAT THEY RECEIVE.

UM, THIS IS ONE OF FIVE THAT STUDENTS ARE, ARE ANALYZING AS PART OF THE FIRST LAVC, DISCUSSING THE IMPACTS OF MIGRATION.

ALRIGHT, SO THE FIRST STEP, YOU ARE GONNA PREVIEW THE TOPICS THROUGH THEIR CLASS AND DISCUSS WHERE HAVE YOU SEEN THEM IN THE COURSE CONTENT BEFORE.

UM, ALL THE GEOGRAPHY TEACHERS HAVE WITNESSED A LOT OF INCREASE IN THE AMOUNT OF STUDENT ABILITY OVER THE SEMESTER.

THE FIRST TIME IT'S ROUGH, KIDS ARE REALLY UNSURE WHAT TO DO AND THEN BY THE SECOND, THIRD TIME THEY KNOW EXACTLY WHAT TO DO.

THEY DON'T EVEN REALLY NEED US IN FRONT OF THE CLASSROOM GUIDING THEM.

UM, BUT IT'S REALLY GOOD TO SEE HOW THEY PROGRESS IN THAT SKILL BECAUSE IT'S SOMETHING THAT IS DEFINITELY A SKILL THAT THEY NEED.

UM, AS FAR AS THE WHOLE PROCESS, WE RAN THROUGH THIS LAST SEMESTER ABOUT HALFWAY THROUGH THIS SEMESTER.

UM, AND AS AN EDUCATOR, I HAVE REALLY COME TO APPRECIATE THE L ABC PROCESS.

I WAS SUSPICIOUS AND CAUTIOUSLY OPTIMISTIC WHEN IT WAS INTRODUCED TO US AT THE END OF LAST YEAR.

UM, BUT WE'VE SEEN REALLY, REALLY GOOD RETURNS.

UM, IT'S SOMETHING THAT REALLY FOCUSED ON SKILL AND COGNITIVE DEVELOPMENT RATHER THAN JUST REGURGITATION OF FACTS.

UM, I LOVE HISTORY, BUT A LOT OF THE HISTORY STUFF, ESPECIALLY BASED ON THE SOL, IF YOU HAVE A COMPUTER OR A PHONE, YOU CAN ANSWER MOST OF THE STUFF.

AND IT'S NOT THAT YOU ARE LEARNING FACTS, UM, AND NOT REALLY LEARNING AS MUCH SKILLS.

SO THE ABCS IS A LOT ABOUT SKILLS AND THAT'S EXACTLY WHAT WE WANNA HAVE FOR THESE STUDENTS VERSUS JUST A BUNCH OF INFORMATION.

UH, I'VE TALKED WITH LOTS OF DIFFERENT TEACHERS, UH, AT OUR SCHOOL, UH, ESPECIALLY WITH DIFFERENT, UH, CONTENTS AND YOU, THERE'S A LOT OF CROSS-CURRICULAR SKILLS, ESPECIALLY WITH ENGLISH AND SCIENCE.

AND SO THIS IS SOMETHING THAT WE HAD BEEN TRYING TO WORK INTO OUR CURRICULUM WAS HARD TO DO, UM, WITH OTHER CLASSES.

UH, ONE OF THE OTHER THINGS THAT REALLY HELPS IS CRITICAL THINKING.

SO AGAIN, YOU NEED TO BE ABLE TO ANALYZE THE QUESTION.

YOU HAVE TO GO THROUGH THE DOCUMENT AND REALLY FIGURE OUT HOW DOES THAT DOCUMENT ANSWER THE QUESTION.

AND YOU HAVE TO BE ABLE TO EXPLAIN THAT.

UM, I HAD A STUDENT LAST SEMESTER WHO STRUGGLED WITH THE WRITING AND SHE CAME BACK TO ME, UH, HER ENGLISH TEACHER ACTUALLY SENT HER OVER.

UM, SHE WAS REALLY EXCITED.

SHE HAD JUST WRITTEN A, A THESIS IN HER ENGLISH CLASS AND SHE WAS SO EXCITED AND IT WAS REALLY FUN FOR HER TO SEE.

I TALKED TO HER ENGLISH TEACHER AND SHE'S LIKE, YEAH, THEY KNOW HOW TO WRITE A THESIS.

AND SO IF ANYTHING, IF THEY LEAVE MY ROOM KNOWING HOW TO DO THAT, THAT'S BETTER THAN WHEN THEY CAME IN FOR A LOT OF STUDENTS WHERE I HAVEN'T REALLY DONE THAT BEFORE.

SO THAT'S SOMETHING THAT I DEFINITELY SEE AS COOL.

WE'RE BUILDING SKILLS THAT STUDENTS CAN ACTUALLY NICE.

SO I'VE ISAIAH GRACIOUSLY AGREED AND WAS A BIT CONTROLLED, UM, TO SHARE HIS EXPERIENCE WITH THE LAVC PROCESS THIS SEMESTER.

UH, ESPECIALLY HOW IT COMPARES TO THE,

WITH THE A VC, WE WERE ABLE TO WRITE OUR OWN NOTES AND KNEW EXACTLY WHAT THE TEST WOULD BE ABOUT.

WHILE ON THE SOL WE COULDN'T HAVE ANY NOTES AND WE HAD NO CLUE WHAT TO PREPARE FOR BECAUSE THE QUESTIONS WERE RANDOM FOR THE LAVC, WE LEARNED ABOUT THE TOPICS THE WEEK BEFORE, MAKING THE, THE INFORMATION STILL FRESH.

WHEREAS ON THE SOL IT'S A BUNCH OF RANDOM STUFF WE LEARNED THROUGHOUT THE YEAR.

THE L AVC ALSO HELPED ME PREPARE FOR FUTURE CLASSES LIKE DUAL ENROLLMENT ENGLISH, BECAUSE THE TEST IS AN ESSAY.

WRITING THESE ESSAYS WILL HELP ME A LOT IN THE FUTURE WITH WRITING PROPERLY AND CREATING AN ARGUMENT.

UM, I'M HOPE PETTY, THE TEACHER SUPPORT COORDINATOR.

AND I'M HERE TONIGHT TO TALK ABOUT OUR TREK PROGRAM AND HOW STEPHEN MACARTHUR HAS SUPPORTED SOME OF OUR NEW TEACHERS IN WORLD GEOGRAPH.

SO THROUGH OUR TREK MENTORING AND INDUCTION PROGRAM, WE HAVE 11 SCHOOL-BASED INDUCTION COACHES SUPPORTING 39 YEAR ONE TEACHERS.

OVER THE PAST COUPLE OF YEARS, WE WERE STARTING TO SEE A TURNOVER IN CERTAIN DEPARTMENTS SUCH AS SECONDARY SCIENCE, SECONDARY ART, ELEMENTARY ART, PRESCHOOL HISTORY, AND LIBRARY.

IN RESPONSE, EACH OF THESE DISCIPLINES WERE ASSIGNED CONTENT BASED INDUCTION COACHES TO SUPPORT NOVICE TEACHERS IN NAVIGATING THEIR CURRICULUM CHANGES SUCH AS LABC AND WORLD GEOGRAPHY AND OTHER EXAMPLES THAT MAY BE UNIQUE TO THEIR DISCIPLINE.

FIRST PILOTED PILOTED WITH THE CTE TEACHERS TWO YEARS AGO.

WE NOTICED THAT SEVEN OUT OF THE EIGHT CT E TEACHERS ARE STILL WITH US TODAY.

THEREFORE WE EMULATED THIS PROCESS PRACTICE WITH THE DISCIPLINES PREVIOUSLY MENTIONED.

WE HAD A THREE-WAY TIE WITH FIRST PLACE IN THE DISTRICT THIS YEAR.

WE WERE FIRST IN THE DISTRICT AND REGION.

WE EARNED SECOND PLACE IN THE STATE THIS YEAR.

NO TEAM IN FRONT ROYAL FOR BASKETBALL AS MADE IT TO THE STATE GAME.

PRIOR TO THIS YEAR, FROM MY KNOWLEDGE, UM, WE WERE THE FIRST TEAM EVER TO HAVE TWO PLAYERS SHARE A PLAYER OF THE YEAR FROM THE SAME TEAM.

BOTH OF OUR SENIORS HAVE OPTION TO CONTINUED BASKETBALL AT THE COLLEGIATE LEVEL.

FIRST YEAR IN SKYLINE HISTORY BEAT MERIDIAN TO ADVANCE OF THE STATE GAME.

UM, THESE, THESE GIRLS JUST DID PHENOMENAL THIS YEAR'S.

A LOT OF SACRIFICES THAT WENT, UM, ALONG.

WE TOOK A LOT OF BUMPS IN THE ROAD, BUT THESE GIRLS HAVE STAYED THE COURSE, STAYED THE TASK.

SO THEY MADE, UM, A LOT OF HISTORY ON GIRLS COME ON UP AND YOU GUYS GET TO FIX IT.

BUT WE ALSO WANNA PRESENT THE SCHOOL BOARD WITH THE, UM, WITH THE MEDAL FOR OUR STATE SECOND, UH, WE TAKE PRIDE IN, UM, GETTING SECOND PLACE.

WE THINK WE'LL BE ABLE TO FILL THEM FROM OUR SCHOOL DIVISION.

SO THE NEXT SLIDE THAT TALKS ABOUT ENROLLMENT AND ELIGIBILITY, UM, IT, THE DARK BLUE LINE IS THE TOTAL, UM, ACTUALLY I THINK IT'S A BURGUNDY LINE NOW.

UM, IT, IT IS THE TOTAL NUMBER OF STUDENTS ENROLLED IN WARREN COUNTY PUBLIC SCHOOLS.

YOU CAN SEE IT HAS REMAINED PRETTY STEADY AROUND 13%.

UM, IT HAS RISEN TO 14% THIS SCHOOL YEAR.

UM, THE NEXT SLIDE TALKS ABOUT DATA FROM OUR, THIS YEAR, DECEMBER 1ST, 2025 STUDENT COUNT.

UM, WE HAVE A TOTAL OF 684 STUDENTS WITH DISABILITIES.

THIS DOES REPRESENT A 30 STUDENT INCREASE FROM LAST YEAR'S DECEMBER ONE COUNT.

UM, AND THAT FIGURE IS FURTHER DISAGGREGATE, DISAGGREGATED BY THE UNDUPLICATED PRIMARY DISABILITY CATEGORIES.

AND WHAT THAT MEANS IS SOME STUDENTS MAY HAVE A PRIMARY AND A SECONDARY, AND SOMETIMES EVEN A TERTIARY DISABILITY CATEGORY, MEANING THEY CAN BE ELIGIBLE UNDER MULTIPLE DISABILITY CATEGORIES.

BUT THIS REPRESENTS UNDUPLICATED, UNDUPLICATED INFORMATION.

AND YOU CAN SEE HERE THAT OUR TOP THREE, UM, HIGHEST REPRESENTED DISABILITY CATEGORIES WITHIN WARREN COUNTY PUBLIC SCHOOLS ARE OTHER HEALTH IMPAIRMENT, AUTISM, AND SPECIFIC LEARNING DISABILITY.

UM, AND THOUGH THAT THE, THE LAST SLIDE THAT SHOWS THE, UM, THE HEARING IMPAIRED MULTIPLE DISABILITIES, ORTHOPEDIC IMPAIRMENT, VISION IMPAIRMENT AND TRAUMATIC BRAIN INJURY, THOSE ARE WHAT'S CALLED, UM, LOW INCIDENCE DISABILITIES.

MEANING THAT THEY, UH, OCCUR AT A LESS FREQUENT AMOUNT, UM, IN OUR PO STUDENT POPULATION.

AND YOU'LL NOTICE THAT OUR RELATED SERVICES PROFESSIONALS MAKE UP A SMALL GROUP, BUT THEY SERVE A, A WIDE VARIETY OF STUDENTS ACROSS THE DIVISION, UM, AS DETERMINED BY THE INDIVIDUAL STUDENT'S.

IEP, WHAT I WANNA CALL YOUR ATTENTION TO IS OUR CONTRACTED STAFF.

UM, THIS DOES REFLECT A SIGNIFICANT INCREASE IN REQUIRED CONTRACTED STAFF TO CONDUCT SPECIALIZED EVALUATIONS AND PROVIDE VERY SPECIALIZED IEP SERVICES.

ANOTHER COMPONENT OF OUR ANNUAL PLAN IS OUR RSW JAIL EDUCATION PROGRAM.

UM, THAT WAS PART OF OUR CONSENT AGENDA THIS EVENING.

WE UPDATED OUR, UM, ANNUAL INTER-AGENCY, UM, MEMORANDUM.

UM, SO THANK YOU FOR APPROVING THAT THIS EVENING.

SO LET'S TALK SPECIFICALLY ABOUT OUR PRESCHOOL.

THIS IS SECTION SIX 19, UM, AND I'VE LEFT THE INFORMATION THERE FROM OUR PREVIOUS YEAR BUDGET, JUST SO YOU HAVE SOMETHING TO COMPARE THAT TO.

UM, SO FOR 26 27, UM, THE APPLICATION IS FOR $34,471.

UM, AND THAT APPLICATION MAINTAINS THAT FISCAL YEAR 25 STAFFING BASED ON THE, THE FUNDING PROJECTIONS THAT WE HAVE USING OUR FISCAL YEAR 25 AWARD AMOUNT.

AND THE PROPOSED USE IS TO FUND A PORTION OF ONE OF OUR EARLY CHILDHOOD SPECIAL EDUCATION TEACHER SALARIES.

SO THE REMAINDER OF THOSE SALARIES ARE FUNDED THROUGH OTHER MEANS.

THIS, THESE FEDERAL FUNDS, UH, COVER ONE PORTION OF ONE EARLY CHILDHOOD SPECIAL EDUCATION TEACHERS IN THE SIX 11 GRANT FOR OUR SCHOOL AGE CHILDREN.

UM, PAID THROUGH 22 INCLUSIVE.

THAT APPLICATION IS FOR $1,366,713.

THAT IS PERSONNEL SERVICES COMPLETELY AGAIN.

UM, AND IT MAINTAINS THE FISCAL YEAR 25 STAFFING BASED ON THOSE PROJECTIONS AGAIN, AND THE PROPOSED USE THAT COVERS THE SALARIES OF 21 SPECIAL EDUCATION TEACHER MOVING TO OUR REGIONAL JAIL PORTION OF OUR APPLICATION, UM, AS DETAILED IN THAT INTERAGENCY AGREEMENT.

UM, EARLIER THIS EVENING, WE ANTICIPATE OUR FUNDING TO REMAIN THE SAME AS OUR FISCAL YEAR 25 FUNDS, WHICH YOU MAY REMEMBER, UM, FROM THE PREVIOUS YEAR, WE HAD BEEN CUT IN HALF.

SO WE, OUR FUNDING WAS REDUCED BY 50%, UM, DUE TO A, FOR A VARIETY OF REASONS.

BUT THE NUMBER OF STUDENTS THAT WE'RE SERVING IN THE REGIONAL JAIL HAS DECREASED.

SO WE ARE FUNDING ONE HALF OF A JAIL EDUCATION, UH, JAIL EDUCATOR AND PERSONNEL BENEFITS, INSTRUCTIONAL MATERIALS AND EQUIPMENT AND TRAVEL, UM, COMING TO

WE HAVE THAT PERSON PART-TIME AT RFW.

AND THEN THAT TEACHER ALSO SUPPORTS STUDENTS AT OUR NON-TRADITIONAL EDUCATION PROGRAM, UM, AT DIVERSIFIED MINDS, UM, HELPING COLLABORATE WITH THE GEN ED TEACHERS THERE ON SPECIALLY DESIGN INSTRUCTION FOR STUDENTS WITH DISABILITIES IN THAT NON-TRADITIONAL AND THEN PROPORTIONATE SET ASIDE.

SO THIS IS A, IT'S A, A SHARE CALCULATION.

UM, THAT IS THE AMOUNT THAT EVERY LEA MUST SPEND, UM, DURING THE GRANT PERIOD ON THE PROVISION OF SPECIAL EDUCATION AND RELATED SERVICES ON STUDENTS IDENTIFIED WITHIN OUR COMMUNITY WHO, UH, WITH A DISABILITY WHO ARE PARENTALLY PLACED AT A PRIVATE SCHOOL OR, OR ARE HOME.

UM, AND THOSE ARE STUDENTS WHO ARE IDENTIFIED DURING CHILD TIME.

UM, WE USE THOSE FUNDS TO PROVIDE VISION, SPEECH, AND LANGUAGE AND HEARING IMPAIRMENT SERVICES.

UM, THOSE SERVICES CAN BE PROVIDED IN A STANDALONE PULLOUT MODEL SEPARATE FROM AN EDUCATIONAL MODEL.

AND THESE ARE SERVICES THAT ARE FREQUENTLY THOUGHT WITHIN OUR COMMUNITY.

UM, THEY'RE NOT TYPICALLY PROVIDED IN PRIVATE SCHOOLS.

UM, AND THERE'S LIMITED ACCESS TO RESOURCE, THESE TYPES OF RESOURCES WITHIN OUR COMMUNITY.

UM, THOSE STUDENTS IDENTIFIED AS HAVING THAT NEED WILL RECEIVE THOSE SERVICES AT THE PUBLIC SCHOOL, THE WARREN COUNTY PUBLIC SCHOOL THAT IS CLOSEST TO THE LOCATION OF THEIR CREDIT.

THE AVERAGE ALLOCATION PER ELIGIBLE CHILD IS $2,493 AND 48 CENTS, WHICH POPULATES OUT TO THE, THE TOTAL PROPORTIONATE SATISFIED AT $67,511 AND 78 CENTS.

AND LASTLY, THE LAST COMPONENT IS WHAT'S CALLED MAINTENANCE OF EFFORT.

SO, UM, THIS IS A REGULATION THAT REQUIRES SCHOOL DIVISIONS TO SPEND AT LEAST THE SAME AMOUNT OF LOCAL OR LOCAL PLUS STATE DOLLARS, UH, FOR A PER SCHOOL YEAR ON THE DELIVERY OF SPECIAL EDUCATION AND RELATED SERVICES AS WERE SPENT FROM THE SAME SOURCE DURING THE PREVIOUS FISCAL YEAR.

SO IT'S BROKEN DOWN BY LOCAL AND LOCAL PLUS STATE AND THEN THE PER CAPITA BY STUDENT.

SO OUR LOCAL PLUS STATE, UM, BRINGS US TO 10, EXCUSE ME, $10,544,702.

AND WE DID MEET THAT CRITERIA.

THERE ARE A COUPLE OF, UM, WAYS THAT A DIVISION CAN REQUEST AN EXCEPTION.

UM, WE MET UNDER ALL FOUR CATEGORIES.

WE DID NOT REQUIRE AN EXCEPTION TO THIS, UH, FOR MAINTENANCE OF EFFORT.

BUT FOR INSTANCE, LET'S SAY WE HAVE, UM, A GROUP OF STUDENTS WITH LOW INCIDENCE DISABILITIES THAT REQUIRE, UM, AN EXTENSIVE AMOUNT OF SUPPORT AND PERHAPS THEY'RE GRADUATE OR THEY LOSE AWAY TO ANOTHER DIVISION, THEY WOULD REQUIRE LESS SUPPORT.

THAT MAY IMPACT THE LEVEL OF, OF FUNDING REQUIRED TO SUPPORT OUR TOTAL POPULATION OF STUDENTS WITH DISABILITIES.

SO THAT MAY BE AN EXCEPTION THAT MIGHT BE CONSIDERED AT SOME POINT IN THE FUTURE.

AND LASTLY, OUR ANNUAL PLAN APPLICATION REPRESENT A TOTAL INCLUDING ALL OF THESE COMPONENTS TOGETHER OF $1,538,666 AND 78 CENTS.

UM, THE DISBURSEMENT OF THOSE FEDERAL FUNDS, UH, APPROPRIATE FOR SPECIAL EDUCATION IS CONTINGENT, UM, UPON THE APPROVAL OF OUR ANNUAL PLAN BY OUR LOCAL SCHOOL BOARD.

UM, AS DR. WRIGHT MENTIONED, THE, UH, VIRGINIA GENERAL ASSEMBLY CHAPTER SEVEN OF THE 2026 ACTS OFF RISE $117.6 MILLION FROM THE GENERAL FUND IN THIS CURRENT FISCAL YEAR.

UM, THE SCHOOL DIVISIONS FOR THE STATE SHARE OF A BONUS PAYMENT TO INSTRUCTIONAL AND SUPPORT POSITIONS.

THE STATE PAYMENT, THE SCHOOL DIVISIONS, IS BASED ON THE STATE SHARE OF A $1,500 BONUS TO ALL SOQ FUNDED INSTRUCTIONAL AND SUPPORT.

PERSONNEL BDOE WILL MAKE THIS PAYMENT TO DIVISIONS, UH, THAT CERTIFY.

THEY WILL PARTICIPATE NO LATER THAN JUNE 1ST OF THIS YEAR.

UM, SCHOOL DIVISIONS MUST CERTIFY THAT, UM, WITH THEIR USE OF THE FUNDS FOR THE BONUS PAYMENT FOR STAFF USING THE PROVIDED CERTIFICATION.

WE MUST DO THAT BY MAY 1ST OF THIS YEAR.

TO QUALIFY FOR THIS BONUS, I'LL BACK UP HERE A MINUTE, AND WHEN WE USE THE PHRASE, THE STATE SHARE OF THE $1,500 BONUS TO SOQ FUNDED INSTRUCTIONAL AND SUPPORT POSITIONS, AS DR. WRIGHT MENTIONED, THAT, UH, WE HAVE MORE THAN THE STATE FUNDED.

THE STATE HAS NEVER FUNDED AT A LEVEL THAT IS REQUIRED, UM, TO SUPPORT A SCHOOL AS FAR AS THE NUMBER OF POSITIONS.

HOWEVER, I I BELIEVE JUST ABOUT EVERY CATEGORY, EVERY CATEGORY OF EMPLOYEE IS INCLUDED IN THIS.

SO IT WOULD APPLY TO ALL OUR EMPLOYEE GROUPS.

THE PROBLEM IS, THE STATE FUNDING WOULD NOT BE AT THE LEVEL, THE NUMBER OF FOLKS THAT WE HAVE IN EACH OF THOSE, UM, GROUPS OF EMPLOYEES.

UM, AND, UH, WHILE THE STATE FUNDING FOR THIS MAY BE, UH, DIS, IT WILL BE DISTRIBUTED RATHER IN FISCAL 26, THE BONUS MAY BE PAID IN EITHER THIS CURRENT FISCAL YEAR OR NEXT FISCAL YEAR.

UM, AND THE, UH, STATE SHARE OF THE BONUS THAT THEY WOULD PAY TO US OR WILL PAY TO US, IF YOU AUTHORIZE THE SUPERINTENDENT TO SAY THAT WE, UH, INTEND TO PARTICIPATE WOULD BE $458,408.

ON OUR MARCH 31ST PAYROLL, WE HAD 755 ELIGIBLE EMPLOYEES.

IF YOU MULTIPLY THAT OUT AT $1,500 PER EMPLOYEE, ADD IN THE 7.65, UM, F TAX THAT THE EMPLOYER PAYS ON BEHALF OF THE EMPLOYEE, UM, THAT COMES TO 1,000,200 $19,136 AND 25 CENTS.

SO WHEN YOU SUBTRACT WHAT THE STATE WOULD GIVE US FOR IT, THAT MEANS THE SCHOOL DIVISION WOULD HAVE TO COME UP WITH $760,728 AND 75 CENTS TO BE ABLE TO DO THIS BONUS IN THIS FISCAL YEAR.

UM, I, I'M SURE YOU'RE PROBABLY AWARE THAT THIS HAS BEEN A TIGHT BUDGET YEAR WITH THE REDUCTION IN THE NUMBER OF STUDENTS WE HAVE, AND THAT'S A, THAT EFFECT ON THE, UH, STATE IN, UH, REVENUE.

SO, UH, IT REALLY WOULD NOT BE POSSIBLE TO DO IT THIS YEAR.

SO WE WOULD NEED TO DO IT NEXT YEAR.

AND BECAUSE WE JUST FOUND OUT ABOUT THIS, THERE REALLY WASN'T AN UNDERSTANDING THAT IT WAS GONNA HAPPEN.

SO THERE'S NO CONSIDERATION IN NEXT YEAR'S BUDGET FOR IT.

SO WHAT DO WE DO? UM, I THINK THERE ARE SEVERAL OPTIONS THAT YOU MAY WANT TO CONSIDER.

AND, UH, BASED ON THAT, GO AHEAD AND SAY WE WISH TO PARTICIPATE WITH THE HOPE THAT WE CAN

NEXT YEAR.

ONE OF THOSE OPTIONS TO FUND IT WOULD BE THROUGH STAFF TURNOVER.

I THINK YOU'RE FAMILIAR.

WHEN WE BUDGET IN JANUARY FOR POSITIONS, WE USE THE SALARY OF THE PERSON IN THE POSITION.

OFTENTIMES WE'LL HAVE RETIREES, WE'LL HAVE FOLKS THAT MOVE ON OR MOVE OUT OF THE AREA OR WHATEVER.

AND TYPICALLY WHEN WE REPLACE THEM, OFTEN IT'S WITH AN EMPLOYEE WITH FEWER YEARS OF EXPERIENCE AND THEREFORE A LESSER SALARY, THOSE SAVINGS SIT THERE AND ARE AVAILABLE TO USE IN THAT YEAR.

OR IF NOT, THEY WILL GO BACK TO THE COUNTY AS PART OF THE SPEED SURPLUS AT THE END OF THE YEAR.

SO ONE OPTION WOULD BE TO WAIT IN PROBABLY UNTIL SEPTEMBER OR OCTOBER EVEN MAYBE, AND SEE WHAT THOSE TURNOVERS GENERATE.

IF IT GENERATES $760,728, THEN WE WOULD BE ABLE TO GO AHEAD AND GIVE THE BONUS TO EACH OF OUR EMPLOYEES AT THE, UH, PRESCRIBED $1,500 LEVEL THAT THE STATE SAYS THERE'S ANOTHER OPTION, UM, IN THE BUDGET FOR NEXT YEAR.

THE STATE BUDGET, ONE OF THE, UH, OPTIONS IS TO GIVE A, UH, ONE-TIME FLEXIBLE SPENDING TO SCHOOL DIVISIONS TO USE IT, THEIR DISCRETION FOR ONE-TIME EXPENSES.

UM, WHILE WE WOULDN'T USE IT DIRECTLY FOR THAT, IT WOULD OFFSET SOMETHING ALREADY IN THE BUDGET THAT WE DO HAVE LOCAL FUNDING FOR.

AND RIGHT NOW THAT'S JUST OVER 1.6 MILLION.

THE WAY IT'S PRESENTED RIGHT NOW, AND AGAIN, WE DON'T HAVE A APPROVED STATE BUDGET FOR NEXT YEAR.

SO THIS IS ALL, UM, YOU KNOW, HYPOTHETICAL.

IF, IF THIS COMES THROUGH, THEN WE WOULD HAVE THAT.

AND WE HAVE, IF YOU'LL RECALL IN OUR BUDGET FOR NEXT YEAR, EARMARKED 1.2 MILLION OF THAT FLEXIBLE ONE TIME SPENDING FOR OUR CAPITAL IMPROVEMENT BUDGET.

SO, UH, THAT BUDGET'S ALSO DEPENDENT UPON HOPEFULLY THIS MONEY COMING THROUGH.

UM, IF WE GET THAT ONE TIME SPENDING AT THE AMOUNT THAT IT'S PROPOSED AT TODAY, AND IF WE USE 1.2 MILLION OF IT FOR THE, UM, UH, CAPITAL IMPROVEMENT PLAN, THEN WE HAVE 420,000 TO PUT TOWARDS THE 760,000 THAT WE WOULD REQUIRE LOCALLY TO BE ABLE TO, UM, EXECUTE THIS.

AND THEN THE, UH, THIRD OPTION, WE FEEL WE'VE BEEN CONSERVATIVE IN ESTIMATING THE NUMBER OF STUDENTS WE'LL HAVE THAT WE WILL HAVE NEXT YEAR, AND THEREFORE BUDGETING A CONSERVATIVE NUMBER FOR STATE REVENUE.

WE MIGHT HAVE THOUGHT WE DID THAT THIS YEAR AND YOU SAW WE CAME UP SHORT.

SO THERE'S NEVER A GUARANTEE WITH THAT, BUT I THINK WE'VE BEEN EVEN A LITTLE, A BIT MORE CONSERVATIVE THIS YEAR IN DOING THAT.

SO IF WE FIND OUT WE'RE GONNA BE GETTING MORE STATE MONEY THAN WHAT WE ANTICIPATED BASED ON MORE STUDENTS THAN WE ANTICIPATED, THEN WE CAN AGAIN USE THAT MONEY TO COVER PROGRAMS AND THAT FREES UP LOCAL MONEY TO BE USED TOWARDS A MATCH.

AND THEN IF A COMBINATION OF THESE THREE OPTIONS OR ANY OTHER OPTION THAT BECOMES AVAILABLE BETWEEN NOW AND THEN DOES NOT YIELD SUFFICIENT REVENUE TO EXECUTE THE BONUS, THEN THE, THE WORST CASE WOULD BE THE STATE SHARE HAS TO BE RETURNED TO THE STATE, THE 400 AND, UH, $458,408 THAT THE STATE WOULD GIVE US.

WE WOULD HAVE TO RETURN THAT, UH, BUT WE WOULDN'T USE IT.

SO IT SHOULD STILL BE THERE TO DO THAT.

SO I THINK, YOU KNOW, FOR OUR EMPLOYEES BENEFIT, TO ME IT MAKES SENSE TO GO AHEAD AND DO THAT.

AND, YOU KNOW, WHILE BANKING ON HOPE IS NOT A SOUND BUSINESS OR BUDGETING STRATEGY, I'LL BE THE FIRST TO ADMIT THAT DUE TO THE MANY REMAINING UNCERTAINTIES WITH NEXT YEAR'S BUDGET, UM, WE WOULD RECOMMEND OR THAT THE BOARD GO AHEAD AND AUTHORIZE THE SUPERINTENDENT TO SIGN THAT, UH, LETTER OF INTENT SO THAT WE CAN GET THE MONEY FROM THE STATE THAT WOULD NEED TO BE DONE BEFORE MAY 1ST.

AND THEN WHEN NEXT YEAR'S BUDGET GETS FINALIZED AND WE START, UH, FILLING STAFF VACANCIES AND THINGS LIKE THAT, SEPTEMBER 30TH, WE SEE HOW MANY STUDENTS ACTUALLY WE HAVE, UM, IN THE CLASSROOMS. THEN AS FAR AS STATE REVENUE, THEN A DECISION COULD BE MADE AS TO WHETHER, UH, WE'RE ABLE TO GIVE THIS BONUS OUT TO OUR EMPLOYEES.

AND ONE THING THE STATE DID SAY IN IT, IT COULD BE USED AS A RETENTION INCENTIVE.

AND IF WE WAIT TILL THEN TO DO IT, THEN CERTAINLY ANYBODY THAT'S BEEN HIRED OR IS, UH, HAS BEEN HIRED FOR NEXT YEAR OR, UH, COME

STAYS ON FROM THIS YEAR TO NEXT WOULD RECEIVE IT.

SO, UM, THAT'S IT IN A NUTSHELL, AND I'LL BE GLAD TO TRY TO ANSWER ANY QUESTIONS.

UH, QUITE HONESTLY, THE STATE PUTS US IN A LITTLE BIT OF A BIND BY DROPPING THIS MONEY TO US.

UM, I'M SURE OTHER SCHOOL DIVISIONS OUR SIZE AND LARGER AND SMALLER FOR US, WE'D NEED TO HAVE ALMOST THREE QUARTERS OF A MILLION DOLLARS JUST SITTING THERE IN OBEYANCE AND NOT YOUR MARK THIS YEAR TO BE ABLE TO DO THIS.

AND WE'RE CERTAINLY NOT IN THAT SHAPE.

AND I DON'T KNOW THAT A WHOLE LOT OF OTHER SCHOOL DIVISIONS AND THE LARGER THE DIVISION, THE LARGER THAT NUMBER IS, UM, OBVIOUSLY, BUT, UH, YOU KNOW, IT WOULD BE GOOD FOR OUR EMPLOYEES IF WE CAN DO THIS, OBVIOUSLY.

UM, AND IT WOULD PROBABLY, I'M GUESSING BE SOMETIME IN THE FALL OF NEXT YEAR, AND THAT MIGHT BE A GOOD TIME FOR PEOPLE TO RECEIVE SOMETHING FOR YOU.

SO I THINK, I THINK YOU SAID IT IN THE END OF YOUR STATEMENT, BUT BASICALLY IF WE DO OUR MOTION THIS EVENING, SAY THAT WE'LL SIGN FOR IT, THERE'S NO HARM DONE.

IT'S IF IT DOESN'T WORK OUT NEXT YEAR, WE DON'T REALLY HAVE TO MAKE ANY DECISIONS.

AND, UH, UNFORTUNATELY THIS CAME WITH SOME REQUIREMENTS TO IT THAT MAKE IT REALLY DIFFICULT, MAKES IT IMPOSSIBLE FOR US TO DO IT THIS YEAR, AND IT'S GONNA BE A CHALLENGE TO DO IT NEXT YEAR.

BUT, UM, I THINK WE'LL ALL WORK TOGETHER HARD TO TRY TO FIND A WAY TO, TO MAKE IT HAPPEN FOR THE EMPLOYEES, BUT JUST SO THEY UNDERSTAND IT IS NOT A GIVEN.

WE CAN'T GUARANTEE THAT THAT WE'LL BE ABLE TO DO IT.

AND THE THING IS, YOU REALLY CAN'T DO IT FOR LESS THAN THE $1,500.

LAST YEAR, THE STATE GAVE US A CHUNK OF MONEY AND WE DID NOT HAVE TO HAVE A LOCAL MATCH.

AND THEY SAID, YOU KNOW, YOU CAN DIVIDE IT UP HOWEVER YOU WANT.

SO WE JUST TOOK WHATEVER THAT AMOUNT WAS, DIVIDED IT BY THE 755 OR HOW MANY EVER MANY EMPLOYEES WE HAD LAST YEAR AT THAT TIME, AND GAVE EVERYBODY A BONUS OF THE SAME AMOUNT, THEN THAT WOULD'VE BEEN A LOT EASIER TO DO THIS YEAR.

BUT THAT'S NOT THE WAY IT WAS, UH, GIVEN TO US.

SO WE HAVE TO DEAL WITH, WITH IT THE WAY IT WAS GIVEN TO US.

UM, WE HAVE MORE EMPLOYEES THAN WHAT THE STATE'S WILLING TO FUND US AND OTHER SCHOOL DIVISIONS FOR.

I I HAVE ONE OTHER QUESTION ABOUT, UM, JUST THE MATH, NOT TO NOT QUESTION GONNA WHILE ON SPOT, BUT IF WE HAVE 755 ELIGIBLE EMPLOYEES TO THE 1500 BONUS THAT COMES OUT TO $1,132,500, BUT THE NUMBER LISTED HERE IS 1 MILLION 2036.

UM, WE WILL BE USING THIS COMPETITIVE GRANT FUNDING TO PAY FOR TUITION AND COURSEWORK THAT WILL BE REQUIRED TO HAVE TWO HIGH SCHOOL HISTORY TEACHERS CERTIFIED TO TEACH THE DUAL ENROLLMENT GOVERNMENT CLASS.

DUAL ENROLLMENT GOVERNMENT IS THE ONLY CLASS THAT WE DO NOT OFFER IN-HOUSE IN THE DIVISION TOWARDS THE UCGS CERTIFICATE THROUGH LAUREL REG.

SO IF WE CAN GET TO A GOVERNMENT TEACHER, UM, ELIGIBLE TO TEACH THE DUAL ENROLLMENT, THEN WE'LL BE ABLE TO OFFER THE FULL UCGS IN-HOUSE.
