THAT IS ONE OF THE MOST IMPORTANT LIFE SKILLS WE CAN TEACH OUR STUDENTS TO REALIZE THAT MISTAKES ARE NOT FAILURES, BUT LEARNING OPPORTUNITIES IN AN ONLINE CONFERENCE THAT I ATTENDED THIS SUMMER, A FAMOUS MUSIC EDUCATOR, DR.

RD ALAMEDA REMINDED THE 200 PLUS MUSIC EDUCATORS, WHICH WERE FROM EVERY CONTINENT, EXCEPT OF COURSE, ANTARCTICA, THAT IT'S NOT HARD.

IT'S JUST NEW.

I CHALLENGED SCHOOL BOARD MEMBERS, W CPS STAFF, STUDENTS, PARENTS, AND YES, COMMUNITY MEMBERS TO REMEMBER THAT AS PERHAPS A MANTRA AS WE FACE THE CHALLENGES OF THIS YEAR, IT'S NOT HARD.

IT'S JUST NEW.

AND BY DOING SO, WE WILL TURN OUR MISTAKES INTO LEARNING OPPORTUNITIES AND OUR LEARNING OPPORTUNITIES INTO GREAT SUCCESSES.

FIRST, I'D LIKE TO START OFF BY COMMENDING EVERYONE FOR THE HERCULEAN EFFORT THAT HAS GONE INTO COMPLETELY REVAMPING WHAT WE USED TO KNOW OF AS SCHOOL.

UM, I FEEL LIKE I DODGED A BULLET.

UH, THE REASON I'M HERE IS BECAUSE, UH, I SPOKE BEFORE A COUPLE OF OTHER POLITICAL BODIES CONCERNING

A, UM, EPIDEMIC IN OUR COMMUNITY AND I'M NOT REFERRING TO THE PANDEMIC NUNEZ COVID-19, BUT RATHER A DRUG OVERDOSE ISSUE THAT IS SPIKING THROUGHOUT THE COMMONWEALTH OF VIRGINIA AND THROUGHOUT THE UNITED STATES.

UH, THERE ARE ALL KINDS OF POSSIBLE REASONS FOR THIS ONE.

I WOULD LIKE TO SURMISE ONE OF THE TRAGEDIES OF COVID IS THAT OUR SOCIALIZING FOR THOSE IN MOST NEED IS TURNED UPSIDE DOWN AND THOSE MOST DEPRESSED AND IN NEED OF, UH, ROLE MODELS, UH, PEER SUPPORT ARE NOT GETTING IT FOR WHATEVER REASON.

UH, I THINK EVERYBODY IN THE ROOM IS AWARE THAT A COUPLE OF WEEKS AGO WE LOST A 16 YEAR OLD GIRL IN THE COMMUNITY.

UH, AS PARENT OF A TWIN 13 YEAR OLDS, I ENVISIONED THAT, UH, I'LL WATCH THEM GRADUATE, UM, GET MARRIED, HAVE KIDS, AND MAYBE SOMEDAY THEY'LL MOURN MY DEATH.

IT SHOULD NOT BE THE OTHER WAY AROUND.

AND FOR THOSE REASONS, I'M GOING TO ASK EVERYONE ON THE BOARD TO TAKE UP AND CONSIDER AN ISSUE THAT HAS BEEN ABOUT THE COMMONWEALTH FOR A LITTLE OVER A DECADE NOW.

AND THAT'S DRUG TESTING OF ATHLETES ATHLETES IN, IN, IN, IN THE SCHOOL.

I, UM, HAVE BROUGHT WITH ME THE GUIDELINES, THE PROTOCOLS FROM THE DEPARTMENT OF EDUCATION, UH, GIVING THE AUTHORITY, THE RATIONALE BEHIND THEM.

I HAVE PROVIDED IN A PATH, A PAMPHLET FOR EACH ONE OF THE SCHOOL BOARD MEMBERS, UH, A FORM THAT'S USED BY CLARK COUNTY.

THEY'VE USED IT FOR A LITTLE OVER A DECADE AND ARTICLES, SURMISING THAT HAS BEEN EXTREMELY SUCCESSFUL, UH, ANECDOTAL STORIES WHERE, UH, IT SEEMS TO HAVE SOME IMPACT.

THESE ARE THE LEADERS IN THE SCHOOL.

OTHER STUDENTS LOOK UP TO THE ATHLETES, THEY SET THE BAR.

IF THEY KNOW FOR A FACT, THEY'RE NOT USING, IT'S NOT IT'S, IT'S WHAT THE COOL KIDS ARE DOING AS OPPOSED TO THE OPPOSITE.

UH, MY BACKGROUND MAKES IT EXTREMELY IRONIC THAT I APPEAR BEFORE THIS BODY MAKING THIS REQUEST.

30 YEARS, 33 YEARS, CRIMINAL DEFENSE I'VE REPRESENTED, UH, HUNDREDS, IF NOT THOUSANDS OF DRUG USERS, UH, DRUG DEALERS, DRUG ADDICTS, I'VE BEEN AN ADVOCATE ON NORMAL'S LEGAL COMMITTEE FOR THE PAST THREE DECADES ADVOCATING FOR THE DECRIMINALIZATION OF MARIJUANA.

I, I LOVE BEER.

I STARTED THE FIRST STATE BEER MUSEUM, THE ENTIRE COUNTRY.

SO THAT DOESN'T CHANGE THE FACT THAT THESE ARE CHILDREN NOT CAPABLE OF MAKING RESPONSIBLE DECISIONS.

UH, IT LOOKS LIKE, UH, CLARK COUNTY EXPANDS ABOUT 2,500 TO $3,000 A YEAR.

UH, THAT MEANS THAT I MAY HAVE TO TURN TO MR. MABE IN THE ROOM AND, AND SOME OTHER PEOPLE INVOLVING PURSE STRINGS.

I MAY HAVE TO LOOK TO SOME NONPROFITS IN THE COMMUNITY.

I KNOW IN, IN THE MULTIPLE NONPROFITS THAT I WORK WITH, I'M PREPARED TO BACK THE FUNDING INITIALLY TO GET THIS THING STARTED.

ROY EXEMPLIFIED THE CRITERIA NEEDED TO BE CONSIDERED AS A MEMBER OF THE WALL OF RECOGNITION.

NOMINEES MUST HAVE HAD A DIRECT CONNECTION TO WARREN COUNTY PUBLIC SCHOOLS.

EXAMPLES OF NOMINEES ARE ANY WARREN COUNTY PUBLIC SCHOOL EMPLOYEE SCHOOL, BOARD MEMBER, OR OTHER LOCAL OR REGIONAL BOARD MEMBERS, A SPECIFIC GROUP THAT HAS HAD A DRAMATIC INFLUENCE OR IMPACT ON WARREN COUNTY PUBLIC SCHOOLS.

UM, APPRECIATE HAVING THE OPPORTUNITY TO BE HERE.

THE SCHOOL BOARD HAS TO TAKE AN INITIAL ACTION IT'S NONBINDING, BUT THE SCHOOL BOARD DOES THAT.

AND, UM, I BELIEVE THAT YOU ALL DID THAT ON AUGUST 19TH.

SO THAT SET THE, SET, THE BALL ROLLING, BUT IN NO MEANS COMMITS ANYBODY TO DOING ANYTHING.

UM, THE SECOND STEP, UM, IS HOLDING A PUBLIC HEARING AT THE COUNTY BOARD LEVEL, AND THERE'S A COUNTY BOARD RESOLUTION THAT THEY WILL CONSIDER AND, AND WE'VE GOT THAT SCHEDULED FOR SEPTEMBER 15TH.

UM, SO THE, UM, THE OBJECTIVE TONIGHT IS TO EXPLAIN WHAT THE POTENTIAL REFUNDING REFUND DEAN'S PLURAL ARE ALL ABOUT AND HOW THEY WORK AND ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

UM, I BELIEVE ALL OF YOU HAVE A COPY OF OUR MEMO OR OUR PRESENTATION IT'S DATED AUGUST 31.

UM, AND YOU MAY HAVE SEEN PRIOR VERSIONS OF THIS.

IT'S VERY SIMILAR.

ALL WE DID, UH, YESTERDAY WAS UPDATED FOR CURRENT MARKET INTEREST RATES.

SO YOU HAD A REAL TIME LOOK AT THE POTENTIAL REFUNDING.

THERE ARE PAGE NUMBERS IN THE LOWER RIGHT CORNER.

AND SO LET ME, IF I COULD SET THE STAGE AND I WOULD ENCOURAGE ANY OF YOU ALL TO STOP ME ALONG THE WAY, IF THERE'S A QUESTION OR SOMETHING YOU'D LIKE EXPLAINED A LITTLE DIFFERENTLY, UM, ON PAGE ONE, WHAT WE ARE, UM, LOOKING AT IS A POTENTIAL REFUNDING OF TWO EXISTING SERIES OF BONDS.

ONE THAT WAS ISSUED IN 2013 RELATED TO THE LURAY AVENUE, MIDDLE SCHOOL, MIDDLE SCHOOL, AND ONE THAT WAS ISSUED IN 2014 RELATED TO THE WARREN COUNTY MIDDLE SCHOOL.

SO THEY'RE BOTH COMPLETELY SCHOOL-RELATED AS SUCH WHERE ELIGIBLE OR THE COUNTY'S ELIGIBLE TO PARTICIPATE IN THE VIRGINIA PUBLIC SCHOOL AUTHORITY.

THEY ARE EXCLUSIVELY A SCHOOL FUNDING MECHANISM, WHETHER YOU'RE BORROWING MONEY TO BUILD A NEW SCHOOL OR RENOVATE A SCHOOL, OR YOU'RE THINKING ABOUT REFUNDING A PIECE OF DEBT THAT FUNDED A SCHOOL PREVIOUSLY, WHICH IS THE CASE HERE.

UM, WE ARE ABLE TO REFUND ONE OR BOTH OF THESE THROUGH THE VPN IF WE CHOOSE.

AND I'LL TALK A LITTLE MORE ABOUT THAT FOR NOW, WHEN WE'VE RUN OUR ANALYSIS, WE'RE ASSUMING THAT THEY'RE BOTH BEING DONE AT TOGETHER.

THERE ARE SOME SUBTLETIES TO HOW THIS REFUNDING, UM, IS, IS SORT OF TRANSACTED.

UM, IN ONE RESPECT, IT'S VERY STRAIGHT FORWARD IN THAT WE HAVE EXISTING FIXED RATE BONDS AND WE'RE GOING TO BE GOING INTO FIXED RATE BONDS.

WE'RE NOT INTRODUCING ANY VARIABLE RATE DEBT.

WE ARE NOT TALKING ABOUT EXTENDING THE DEBT OR SHORTENING THE DEBT.

SO WHEN THE 13 BOND MATURES, IT WILL CONTINUE TO MATURE AT THAT SAME PACE AND FINAL PAYMENT AND THE SAME ON THE FOURTEENS, BUT THERE ARE SOME MECHANICS TO DOING THE REFUNDING THAT I WANTED TO MAKE SURE WE KIND OF TALK THROUGH BECAUSE AT THE END OF THE DAY, I THINK A LOT OF THE DISCUSSION IS COULD WE DO BETTER BY WAITING, RIGHT.

WE KNOW THERE'S A REAL OPPORTUNITY TO PRODUCE DEBT SERVICE SAVINGS IN THE CURRENT MARKET.

BUT I THINK INEVITABLY THE QUESTION IS WILL, WOULD WE DO BETTER IF WE WAITED, RIGHT? AND WE DON'T KNOW THE ANSWER TO THAT HINDSIGHT WILL BE 20, 20, SEVERAL YEARS FROM NOW.

WE COULD LOOK BACK AND SAY, WHAT WOULD HAVE BEEN THE BEST TIME TO REFUND THESE BONDS.

AND SO WHILE WE CAN'T ANSWER THE QUESTION DEFINITIVELY, WOULD WE DO BETTER BY WAITING? I WANTED TO AT LEAST GIVE YOU SOME OF THE CONCEPTS TO THINK ABOUT.

UM, AND PARTICULARLY FOR THE COUNTY BOARD TO THINK ABOUT A PRIOR TO ON THE 15TH WHEN THEY WOULD POTENTIALLY CONSIDER APPROVAL.

UM, A COUPLE OF THE, THE DETAILS ON THE EXISTING BONDS ARE ON PAGE TWO.

THE FIRST ONE JUST GIVES YOU THE HIGH LEVEL OVERVIEW OF THE 13 BONDS.

AT THE TIME THEY WERE 7.6 MILLION THAT WERE ISSUED.

UM, THEY HAVE A FINAL MATURITY OF SEPTEMBER 20, 28, AND THEY ARE PREPAYABLE AT PAR OR A HUNDRED PERCENT NO PENALTY.

UM, WE ARE LOOKING TO REFUND ALL OF THE OUTSTANDING MATURITIES OF THAT BOND FROM NINE ONE

21 TO NINE ONE 28.

IT'S A LITTLE UNDER FOUR AND A HALF MILLION THAT'S LEFT.

AND IT HAS A CURRENT RATE OF 2.8, 3% ON THE FOURTEENS.

IT WAS A LARGER DEAL, BIGGER PROJECT.

THE ISSUE OF MT WAS 42.4 MILLION.

UH, THE FINAL MATURITY IS 2039.

OKAY.

UM, THEY ARE CALLABLE IN SEVEN ON SEVEN 15 TO 24 AT PAR.

NOW THE THIRTEENS ARE CALLABLE OR PREPAYABLE IMMEDIATELY THE FOURTEENS.

THIS IS WHERE THINGS GET SLIGHTLY COMPLEX.

THE FOURTEENS, THE PEOPLE, THE INVESTORS THAT OWN THOSE BONDS ARE GUARANTEED NOT TO HAVE THOSE BONDS TAKEN FROM THEM UNTIL THE CALL DAY OF 2024.

THAT DOES NOT PRECLUDE YOU FROM REFUNDING THEM.

IF WE REFUND THEM, WE TAKE THE MONEY AND WE PUT IT IN AN ESCROW ACCOUNT THAT IS DEDICATED FOR THESE BONDS THERE.

AND I'M GOING TO SHOW YOU THE NET IMPACT OF DOING THAT, BUT THAT'S WHAT WE CALL AN ADVANCE REFUNDING THAT ESCROW REQUIRES, UM, REQUIRED MEANS THIS IS AN ADVANCED REFUNDING AND THAT THE SECOND IMPORTANT PART OF THAT IS THAT THAT MEANS THAT THE BONDS THAT WE WOULD SELL TODAY HAVE TO BE SOLD ON A TAXABLE BASIS.

THESE WOULD BE DONE ON A TAXABLE BASIS.

TAXABLE RATES ARE VERY ATTRACTIVE, BUT ALL THINGS BEING EQUAL, YOU'D RATHER DO A TAX EXEMPT FINANCING.

SO I'M GOING TO TALK A LITTLE BIT ABOUT THAT.

THAT'S SORT OF THE ANALYSIS OF, WOULD WE BE BETTER OFF WAITING THE BONDS THAT ARE OUT THERE TODAY HAVE INTEREST RATES THAT RANGE FROM 3% TO 5%? OKAY.

SO WHEN WE SET UP THE 13 BONDS, ONLY ON PAGE THREE, THIS IS JUST THE 13 BONDS ON THE LEFT HAND SIDE, WE'RE GOING TO GO THROUGH THE KEY RESULTS WHERE WE'RE REFUNDING 4.4 MILLION THAT HAVE A CURRENT RATE OF 2.8, 3%.

I'M KIND OF GOING DOWN THE LINE ON THE LEFT SIDE, THERE PREPAYABLE AT ANY TIME AT A HUNDRED PERCENT OR PAR, NO PENALTY.

UM, AND WE'RE REFUNDING THE BONDS THAT GO OUT TO 2028.

UH, THE FINAL MATURITY WILL STILL WILL REMAIN 20, 28.

SO WE'RE NOT EXTENDING THAT DEBT.

AND THE NEW INTEREST RATE THAT WE'VE ESTIMATED BASED ON RATES THIS WEEK IS 0.5, 9%.

SO YOU CAN SEE A SIGNIFICANT IMPROVEMENT OVER THE 2.8, 3% THAT THE BONDS CURRENTLY CARRY.

SO THAT'S WHERE THE SAVINGS ARE BEING GENERATED.

WE'RE GOING TO SUB 1% INTEREST RATE AND WE CALCULATE INTEREST RATES A COUPLE WAYS WITH, AND WITHOUT THE ISSUANCE COSTS ON LINES 10 AND 11.

BUT THE POINT IS IN BOTH, BOTH, BOTH METHODS OF CALCULATING THE INTEREST WE ARE BELOW WELL BELOW 1%.

AND THE RESULT OF DOING THIS CREATES TOTAL SAVINGS OVER THE REMAINING LIFE OF THE LOAN, GOING OUT TO 2028 OF ABOUT $430,000.

ALRIGHT, AND YOU CAN SEE ON THE RIGHT HAND SIDE THAT YOU WOULD RECOGNIZE THOSE DOLLARS OR THE COUNTY WOULD RECOGNIZE THOSE DOLLARS YEAR OVER YEAR AT ABOUT $53,000 PER YEAR.

SO IF THE COUNTY BOARD TAKES ACTION ON NINE 15, WE STILL HAVE ABOUT A MONTH BEFORE THE VPSA PROGRAM SELLS THEIR BONDS.

AND WE LOCK IN OUR INTEREST RATES FOR THAT REASON INCLUDED IN THE COUNTY BOARD'S RESOLUTION WILL BE A PARAMETER THAT SAYS, IF WE CANNOT ACHIEVE A MINIMUM LEVEL OF SAVINGS OF X, WE DON'T MOVE FORWARD AND WE'RE NOT OBLIGATED TO MOVE FORWARD.

AND THERE AREN'T ANY COSTS.

SO THERE'S SOME PROTECTION.

THERE IS PROTECTION, NOT SOME PROTECTION THERE'S PROTECTION THAT AS WE ESTABLISH THE MINIMUM THRESHOLD OF SAVINGS, WHEN OCTOBER 20TH ROLLS AROUND, WHEN THE BONDS ARE ACTUALLY SOLD, IF WE CAN ACHIEVE THAT MINIMUM LEVEL OF SAVINGS, IT MOVES FORWARD.

SO WE SPENT A LOT OF MONEY THAT WE DIDN'T HAVE, BUT WE HAD TO, BECAUSE THAT WAS WHAT WE WERE TOLD WE HAD TO DO.

AND IT KINDA MAKES IT MAKES IT A TOUGH ROAD TO TRAVEL FOR, FOR EVERYBODY.

IT DOES.

I KNOW EVERYONE AT THIS POINT IS PROBABLY JUST REALLY LOOKING FORWARD TO GETTING BACK TO IT.

AND HOPEFULLY EVERYONE JUST REALLY HAS A SUCCESSFUL FIRST DAY AND YEAR COMING UP.

UM, SOME OF OUR STUDENTS ACTUALLY HAVE ALREADY STARTED BACK LAST WEEK AT MOUNTAIN VISTA GOVERNOR'S SCHOOL.

UM, IT'S BEEN GOING WELL SO FAR.

IT SOUNDS LIKE LAST WEEK WAS MORE OF A REVIEW TYPE WEEK.

THIS WEEK STARTED NEW MATERIAL.

UM, THEY'RE DOING A MIX OF, UM, REAL TIME SCHOOL THROUGH THEIR VIRTUAL LEARNING AND ALSO HAVING

AN OPPORTUNITY FOR STUDENTS TO GO BACK AND VIEW IT AT THEIR OWN TIME AS WELL.

UM, ALSO SINCE I'VE GOT YOU HERE, UM, I UNDERSTAND YOU'RE WORKING ON TRYING TO EXTEND BROADBAND TO THE COUNTY AND TO CREATE A, UH, UH, WORK GROUP TO TRY AND GET THAT THAT'S SOMETHING THAT'S BEEN, BEEN A FIGHT FOR SEVERAL YEARS, AND IF THERE'S ANYTHING WE CAN DO OR, YOU KNOW, JUST CHEERLY, WE WOULD CERTAINLY APPRECIATE THAT THE WHOLE COUNTY WAS COVERED BY BROADBAND SO THAT OUR STUDENTS DIDN'T HAVE TO USE HOTSPOTS OR TRY TO GO TO A WIFI SITE OR, OR EVEN TAKE HOME CANNED MESSAGES OR INFORMATION SO THAT THEY CAN LEARN.

BUT, UH, AND THE CONVOCATION, I WAS ABLE TO TUNE INTO THAT.

AND, UH, UM, SOME OF YOU GUYS HAVE FACES THAT ARE MADE FOR RADIO, BUT, UH, BUT, UH, BUT IT WAS, IT WAS, AGAIN, IT WAS, IT WAS STRANGE, BUT WE'LL GET THROUGH IT.

IT'S A PROGRAM THAT SUPPORTS ADULTS 18 TO 22 WITH LOW INCIDENT DISABILITIES.

AND WHAT THEY DO IS IT'S IT'S AFTER YOU EXIT HIGH SCHOOL AND CAUSE STUDENTS, UM, CAN BE, IF THEY DON'T GRADUATE WITH AN ADVANCED DIPLOMA OR A STANDARD DIPLOMA, THEY CAN BE EDUCATED UNTIL THEIR 22ND BIRTHDAY.

UM, TO ME, EIGHT YEARS IN A HIGH SCHOOL IS NOT NECESSARILY, UM, OPTIMUM.

SO WE CREATED MULTIPLE OPPORTUNITIES OF COMMUNITY BASED INSTRUCTION.

AND THE MOST RECENT ONE, THREE YEARS AGO WAS THE ELEMENTS PROGRAM AT LORD FAIRFAX COMMUNITY COLLEGE, WHERE STUDENTS WITH LOW INCIDENT DISABILITIES CAN GO TO THE COLLEGE AND PARTICIPATE IN A VARIETY OF ACADEMIC SKILLS.

UM, SOME JOB SHADOWING AND WORK TOWARDS COMPETITIVE EMPLOYMENT.

IF YOU WOULD GO ONTO LORD FAIRFAX CAMPUS LAST YEAR, YOU'LL SEE OUR STUDENTS IN THE GYM, IN THE MAIL ROOM, IN THE, A RESTAURANT AND ALL THOSE AREAS WITH OUR JOB COACHES AND WITH OUR TEACHERS SUPPORTING THEM DUE TO COVID-19.

THAT OPPORTUNITY IS ON HOLD FOR A YEAR.

SO WE THOUGHT, AND WE BRAINSTORMED AND WE FIGURED OUT WHAT, WHAT ARE WE GOING TO DO? SO, UH, WITH MANY, UH, PAST OPPORTUNITIES OF COLLABORATING WITH THE PARKS AND REC DEPARTMENT AND DIRECTOR DAN LENS, UH, WE CAME UP WITH THE IDEA TOGETHER OF LOOKING AT THE POSSIBILITY OF UTILIZING THE ST MEYER'S YOUTH CENTER FOR THE STUDENTS TO BE HOUSED IN THE COMMUNITY, BECAUSE NOTHING IS SENDING THE MESSAGE THAT YOU'RE GOING BACK TO YOUR HIGH SCHOOLS.

IT'S NOT THE MESSAGE WE WANT TO SEND.

WE LOVE OUR HIGH SCHOOLS.

THEY SPENT FOUR YEARS THERE.

SO WE THOUGHT OF A COMMUNITY BASED APPROACH WHERE THE STUDENTS COULD BE HOUSED AT ST MEYER'S YOUTH CENTER AND WORK WITH THE PARKS AND REC, UH, JUST BE A PRESENCE, GET THOSE ACADEMIC SKILLS, THOSE SOFT, UH, EMPLOYMENT SKILLS.

AND OUR JOB COACHES ARE ALREADY WORKING IN THE TOWN OF FRONT ROYAL WITH LOCAL BUSINESSES AND LOCAL NONPROFIT AGENCIES TO CREATE OPPORTUNITIES FOR OUR ADULT LEARNERS TO, TO BE PRODUCTIVE AND, AND LEARN HOW TO, UH, HOPEFULLY BECOME COMPETITIVELY EMPLOYED.

SO THAT BEING SAID, UM, THE COUNTY HAS BEEN, BEEN GREAT WORKING WITH THE PARKS AND REC DEPARTMENT, AND THE NEXT STEP WAS TO PUT TOGETHER A LEASE.

UM, AND THE ASSISTANT COUNTY ATTORNEY DID THAT AND PRESENTED IT TO US AND DR.

BALLENGER AND MS. SHEPHERD, UH, READ THROUGH IT AND THEY DID WHAT THEY DO.

AND, UM, I'M HERE TO ASK YOU, UH, FOR APPROVAL OF THAT THIS EVENING, HOW MANY STUDENTS DO WE TYPICALLY HAVE GOING THROUGH THIS PROGRAM? UH, THERE'S GENERALLY EIGHT TO 10 STUDENTS AGED 18 TO 22, UH, IN THE PROGRAM AT ANY ONE TIME.

WE'RE CONSTANTLY, IT'S A BIG JUMP AND WE'RE CONSTANTLY SUPPORTING THEM IN OUR, UH, COMMUNITY BASED INSTRUCTION PROGRAMS AT WARREN COUNTY HIGH SCHOOL AND SKYLINE HIGH SCHOOL, WHICH ARE IN THE COMMUNITY WORKING AND DOING SOME OF THOSE SAME THINGS.

SO WE'RE PREPARING THEM AND IT'S A TWO YEAR PROGRAM.
