ATTENDANCE TO

[2.C. Attendance Award Presentation - Dr. Ballenger]

WORK PRESENTATION AT THE THANK YOU MADAM CHAIR.

SCHOOL ATTENDANCE IS ESSENTIAL TO THE ACADEMIC SUCCESS.

RESEARCH SHOWS MISSING AS LITTLE AS TWO DAYS EVERY MONTH, WHERE 10% OF THE SCHOOL YEAR CAN HAVE A NEGATIVE IMPACT ON STUDENTS.

AT EACH OF OUR MONTHLY MEETINGS, WE RECOGNIZE OUR SCHOOLS THAT HAVE THE HIGHEST ATTENDANCE AND ARE MOST IMPROVED EACH MONTH.

AND IT HAS BECOME A LITTLE HEALTHY COMPETITION BETWEEN SOME OF OUR ELEMENTARY SCHOOLS.

UH, SO, UH, YOU KNOW, THEY, THEY ARE TAKING THIS SERIOUS AND WORKING VERY HARD.

UH, FOR THE MONTH OF, UH, MARCH, I WOULD LIKE TO RECOGNIZE AS ROSE ELEMENTARY SCHOOL AS OUR ELEMENTARY WINNER.

THANK YOU DR.

BALLINGER.

UM, SO I KNOW WE'VE BEEN UP HERE SEVERAL TIMES, SO I FEEL LIKE I TELL YOU THE SAME THINGS EVERY TIME.

THIS TIME I JUST THOUGHT I'D TOUCH A LITTLE BIT ON CHRONIC ABSENTEEISM.

SO, DAILY ATTENDANCE OF COURSE, IS VERY IMPORTANT, BUT THAT DOESN'T NEGATE CHRONIC ABSENTEEISM BECAUSE YOU COULD STILL HAVE STUDENTS THAT HAVE THOSE 17 OR MORE DAYS OF ABSENCES FOR THE YEARS.

SO WE HAVE STARTED SINCE WE RETURNED FROM SPRING BREAK, UM, FREE AFTERSCHOOL TUTORING.

WE'RE TAKING ADVANTAGE OF THE VIRGINIA DEPARTMENT OF EDUCATION'S OFFER THAT WE COULD EARN BACK SOME OF THAT TIME FOR OUR STUDENTS WITH CHRONIC ABSENTEEISM.

SO WE INVITED ANY STUDENTS WHO ARE AT THAT 10% OR MORE OF ABSENCES FOR THE YEAR SO FAR TO JOIN US FOR FREE AFTER SCHOOL TUTORING ON MONDAYS AND WEDNESDAYS THROUGHOUT ABOUT MID MAY.

SO, UM, WE'VE HAD ABOUT 10 TO 12 STUDENTS STAY SO FAR, AND IN CONJUNCTION WITH THAT, WE'RE ALSO OFFERING IN THE UPPER GRADE LEVELS, UM, SOL TUTORING AFTER SCHOOL.

SO IT'S BEEN NICE TO HAVE THOSE FAMILIES WORKING ALONGSIDE WITH US.

UM, WE KNOW THAT ILLNESSES HAPPENED AND THAT CAN CERTAINLY HAPPEN TO ANY CHILD WHERE YOU HAVE SEVERAL ILLNESSES THROUGHOUT THE YEAR AND THAT DOES ADD UP VERY QUICKLY.

SO ALLOWING THEM THE OPPORTUNITY TO EARN SOME OF THAT TIME THAT AND HELP OUT OUR SCHOOL, UM, IS VERY MUCH APPRECIATED.

AND TO BE JUST ALWAYS APPRECIATE THE PARTNERSHIP WITH OUR FAMILIES AND OUR STUDENTS AND OUR STAFF TO ENCOURAGE GRADE ATTENDANCE.

AND I HAVE TWO STUDENTS HERE WITH ME TODAY.

UM, AND THEY WANTED TO SHARE MAYBE A LITTLE BIT ABOUT WHY THEY THINK ATTENDANCE IS IMPORTANT.

I THINK ATTENDANCE IS VERY IMPORTANT BECAUSE IF YOU ATTEND SCHOOL EVERY DAY, THEN YOU CAN HAVE A CHANGE, BETTER EDUCATION, AND YOU DON'T MISS ANYTHING.

AND I DON'T WANNA MISS LEARNING

[00:05:04]

WRINKLE OR BANNER.

MS. LAYMAN.

I PROMISE THAT, UH, MS. ALMAN WAS PROBABLY GONNA TAKE THAT TO HEART.

, OUR, OUR SECONDARY WINNER FOR THE MONTH OF MARCH IS WARREN COUNTY MIDDLE SCHOOL.

THANK YOU GUYS SO MUCH.

I DON'T HAVE ANY CUTE LITTLE KIDS TO COME WITH ME.

THEY'RE NOT AS EAGER AT MIDDLE SCHOOL TO COME JOIN US, BUT, UM, I DID WANNA TOUCH BASE ON WHAT WE DO AT WARREN COUNTY MIDDLE SCHOOL.

UM, WE'RE ALL FACED WITH THE CHRONIC ABSENTEEISM AND, UM, TODAY, UM, AS DEAN OF STUDENTS, I WAS ABLE TO CALL ABOUT 20 DIFFERENT FAMILIES FROM SEVENTH GRADE ABOUT THEIR CHRONIC ABSENCES.

AND WE WERE ABLE TO OFFER THE SAME, THE PROGRAM THAT THE STATE HAS OFFERED TO US.

AND WE HAVE A, UM, A MORNING SESSION FOR THREE DAYS A WEEK OR AFTERNOON SESSION TO PROVIDE, UM, AT-RISK STUDENTS AND THE CHRONIC ABSENCES, UM, AN OPPORTUNITY TO HAVE ACADEMIC SUPPORT AND SOMETIMES WE, WE CALL PARENTS.

AND, UM, I JUST WANNA SAY THAT I, I CAN'T STRESS ENOUGH THE THE IMPORTANCE OF RELATIONSHIPS, NOT JUST WITH OUR STUDENTS AND WITH OUR FACULTY AND OUR STAFF, BUT WITH OUR PARENTS.

UM, EVERY SINGLE PARENT THAT I CALLED TODAY WAS GRATEFUL, SO GRATEFUL FOR THE OPPORTUNITY AND THE PROGRAM AND FOR US REACHING OUT AND OFFERING THAT.

AND I THINK THAT THAT SAYS A LOT ABOUT OUR COMMUNITY, AND THAT'S WHAT I'M GRATEFUL FOR, THAT WE, I FEEL WE'RE ALL SUPPORTED.

WE'RE ALL HAVE THE RIGHT PURPOSE AND THE RIGHT HEART.

UM, I DO THINK THOSE ARE THE EFFORTS AND THAT RELATIONSHIP AND THE TRUST AND THAT WE BUILD WITH ALL THE STAKEHOLDERS INVOLVED IS WHAT HELPS US GET THESE KIDS IN SCHOOL.

THAT'S OUR, THAT'S OUR, WHAT WE DID AND OUR MOST IMPROVED.

UH, WE HAD ALMOST ALL OF OUR SCHOOLS WENT DOWN LAST MONTH EXCEPT FOR A COUPLE.

UH, AND SO OUR MOST IMPROVED FOR THIS MONTH IS SKYLINE HIGH SCHOOL.

THANK YOU SO MUCH.

UM, I JUST WANTED TO SAY THAT WE REALLY, REALLY APPRECIATE, UM, ALL YOUR GUYS' SPORT.

UM, AND WE CONTINUE TO, UM, STRIVE TO MAKE SKYLINE HIGH SCHOOL A PLACE WHERE KIDDOS ARE EXCITED TO LEARN.

NEXT UP

[2.D. School Reports - Dr. Ballenger]

THIS EVENING, WE HAVE SCHOOL REPORTS, AND I BELIEVE THAT'S COMING HIGH SCHOOL THIS EVENING.

WE HAVE THE PRESENTATION.

I DID SHARE, UH, AN OVERALL PRESENTATION.

UH, IT'S A FUNNY STORY ON HOW WE GOT HERE.

WE WERE SCHEDULED FOR MARCH AND WE SWITCHED SOME THINGS AROUND.

SO TO CELEBRATE ARTS IN THE SCHOOLS MONTH, WE HAVE OUR FINE ARTS DEPARTMENT.

SO THIS IS KIND OF A GENERAL THING FOR YOU ALL TO SEE, UH, SOME OF THE THINGS THAT WE'RE DOING, SOME OF THE THINGS THAT ARE COMING OUT, ESPECIALLY THOSE UPCOMING EVENTS, SOME OF THE THINGS THAT WE'VE GOT GOING ON, SOME OF THE ACCOMPLISHMENTS OF WARREN COUNTY HIGH SCHOOL THIS YEAR.

BUT I MUST FEEL LIKE IT'S IMPORTANT TO HEAR FROM THESE KIDS.

AND IT'S, THIS PLACE ACTUALLY IS WHERE I GOT MY START IN 1999 TEACHING THEATER HERE.

SO I'M A FINE ARTS TEACHER, UM, AND I ALWAYS HAVE BEEN A BIG SUPPORTER OF THE FINE ARTS.

OUR KIDS LEARN ABOUT ART, WHICH IS A DIRECT REFLECTION OF LIFE IN OUR SCHOOLS.

AND IN 2007, WE MADE THE COMMITMENT TO BUILD THOSE TWO HIGH SCHOOLS WITH A BLACK BOX THEATER, UM, WITH A STATE-OF-THE-ART

[00:10:01]

THEATER.

WE STILL HOST DISTRICT EVENTS BECAUSE NO OTHER HIGH SCHOOLS IN THE AREA HAVE THE FACILITIES THAT WE HAVE.

AND THAT WAS THANKS TO THE SCHOOL BOARD AND THE BOARD OF SUPERVISORS IN 2007.

AND OUR ARTS PROGRAMS ARE GROWING AND GETTING STRONGER.

AND SO I WANT TO FIRST INTRODUCE OUR AMAZING BAND TEACHER, MR. DAVID DIGGAS.

THANK YOU.

MY NAME IS DAVID DINGUS.

I'VE BEEN TEACHING AT WARREN COUNTY FOR 22 YEARS, BEEN TEACHING FOR 23, SO I TOO STARTED OFF IN HERE.

UH, I BELIEVE WE'RE SUPPOSED TO TALK TO YOU ABOUT SOME THINGS THAT HAVE BEEN GOING ON AND THINGS THAT ARE COMING UP.

SO I WANTED TO TALK TO YOU ABOUT FIRST SEMESTER.

WE HAD A GREAT MARCHING SEASON THIS YEAR.

WE WENT TO ABOUT SIX COMPETITIONS PLACED FIRST IN ALL OF THEM EXCEPT THE LAST ONE.

UH, BUT THAT'S UP AT HERSHEY PARK.

AND WE'RE GOING AGAINST OTHER GROUPS FROM SEVEN STATES AND, UH, WE CAME IN SECOND.

UM, BUT IT WAS A GREAT YEAR.

WE SCORED THE HIGHEST WE'VE EVER SCORED.

UH, PREVIOUSLY, UH, WE ALSO DID GET A SUPERIOR RATING IN MARCHING AND ASSESSMENT DURING FIRST SEMESTER, UH, IN CONCERT BAND.

THIS SEMESTER WE WERE ABLE TO RECEIVE AN EXCELLENT RATING AND IN MANY WAYS, UM, THE PROGRAM'S PERFORMING ABOUT AS WELL AS IT'S EVER DONE.

UM, AT THIS TIME I WANTED TO INVITE ONE OF MY BAND STUDENTS TO SPEAK WITH YOU A MOMENT ABOUT THE IMPORTANCE OF MUSIC TO HIM.

THANK YOU.

MY NAME IS HEATH COE AND I'VE BEEN A MEMBER OF SOME FORM OF WARREN COUNTY'S MUSIC PROGRAM EVER SINCE ELEMENTARY SCHOOL.

ALONGSIDE THIS, I SPENT PERSONAL TIME OUTSIDE OF SCHOOL THAT MUSIC FESTIVALS AND CONCERTS AND CONCERTS AND WRITING.

SO I THINK OVERALL MUSIC IS A VERY IMPORTANT PART OF MY LIFE.

IT HAS THE POWER TO BRING PEOPLE TOGETHER, INSPIRE CREATIVITY, OR EVEN CHANGE OUR MOODS, WHETHER IT'S THROUGH SINGING, PLAYING AN INSTRUMENT, OR EVEN BEING A MEMBER OF THE AUDIENCE.

MUSIC HAS A WAY OF CONNECTING US TO OURSELVES AND THOSE AROUND US.

I THINK THIS ESPECIALLY SHINES IN AN EDUCATIONAL ENVIRONMENT BECAUSE MUSIC HAS GIVEN STUDENTS THE OPPORTUNITY TO WORK WITH PEOPLE WITH LIKE-MINDED RECRUIT, WORK WITH LIKE-MINDED INDIVIDUALS TOWARDS A SHARED GOAL.

LOST WORDS IN A SECOND.

OVERALL, I'M VERY GLAD TO HAVE HAD MUSIC THROUGHOUT MY HIGH SCHOOL AND PREVIOUS YEARS AND I'M VERY GLAD THAT MY FELLOW STUDENTS HAVE THAT SAME OPPORTUNITY.

THANK YOU.

ANYTIME.

THIS IS WHY WE BRING THE KIDS WITH US BECAUSE THEY HAVE BETTER IMPACT.

BUT I WANTED TO, UM, I WANTED TO TALK TO YOU ABOUT SOME OF THE THINGS THAT WE HAVE BEEN HAPPENING OR HAVE BEEN HAPPENING COMING UP TO THIS.

WE DID RECEIVE THE WARREN COUNTY, UH, EDUCATIONAL ENDOWMENT GRANT.

AND, UH, THIS GENEROUS AND AMAZING GRANT ALLOWED US TO PURCHASE SOME STEEL PANS OR STEEL DRUMS. AND, UH, THIS WILL ALLOW US TO OFFER ANOTHER MUSIC OPPORTUNITY AT THE HIGH SCHOOL LEVEL WHERE KIDS MAY NOT HAVE STARTED AT THE MIDDLE SCHOOL LEVEL.

THEY CAN JUMP RIGHT IN AS THEY GET TO THE HIGH SCHOOL LEVEL.

AND WE ARE SET UP AT THE SHOWCASE JUST DOWN THE HALL.

SO IF YOU WANT TO COME DOWN AND PLEASE TAKE A LOOK AND LISTEN, YOU'LL HEAR US, UH, PLAYING DOWN THERE FOR THAT.

UM, WE'VE ALSO BEEN WORKING CLOSELY WITH THE MIDDLE SCHOOL THIS YEAR IN ORDER TO BUILD NUMBERS BACK UP AS WE REBOUND FROM THE COVID YEARS.

UH, WE'VE BROUGHT THE ENTIRE BAND OVER TO WORK WITH BEGINNING BANDS AND BROUGHT OTHER STUDENTS OVER TO WORK WITH, UH, THE SEVENTH GRADE BANDS AS, AS KIND OF A TUTORING SYSTEM, UH, TO REACH OUT TO THAT.

AND AS PART OF THAT EFFORT, THIS YEAR, WE ARE DOING SOMETHING SPECIAL BECAUSE WE'RE COMBINING THE MIDDLE SCHOOL CONCERT WITH THE HIGH SCHOOL CONCERT.

AND SO WE WANT TO INVITE YOU TO OUR SPRING CONCERT, WHICH IS, UH, APRIL 28TH AT 3:00 PM AND LIKE I SAID, BECAUSE IT'S GONNA BE BOTH, BOTH GROUPS, IT'S GONNA BE A RATHER LARGE EVENT.

AND, UH, WE HOPE TO SEE YOU THERE.

THANK YOU SO MUCH.

ALRIGHT.

THANK YOU MR. DENGUE.

NEXT UP IS OUR THEATER PROGRAM AND OUR THEATER TEACHER IS MR. STEVEN HARVEY.

IF YOU SAW FROZEN, THESE GUYS HAVE BEEN AN AMAZING JOB.

LAST YEAR WAS PERCY JACKSON, BUT, UH, MR. HARVEY IS HERE AND HE'S BROUGHT SOME THEATER STUDENTS TO TALK ABOUT THE IMPACT THAT THE THEATER ARTS HAVE HAD ON OUR SCHOOL COMMUNITY.

ALRIGHT, EVERYBODY, UH, I'M STEVE HARVEY, UH, AND, UH, I LIVE HERE.

SO THANK YOU FOR SERVING MY COMMUNITY JUST AS MUCH AS I SERVE YOURS.

UM, SO I ACTUALLY WANTED TO SPEAK A LITTLE BIT, JUST A SHORT AMOUNT OF TIME BEFORE I GIVE IT OVER TO THE STUDENTS TO SAY, UH, THE REST OF THERAPIES.

UM, BUT SO JUST THIS YEAR, UH, WHAT OUR THEATER PROGRAM HAS BEEN ABLE TO DO, UM, WE HAD NINE STUDENTS GO TO THE

[00:15:01]

VIRGINIA THESP OR THE VIRGINIA THESPIAN ASSOCIATIONS CONFERENCE, UH, IN RICHMOND, VIRGINIA WITH ABOUT NINE STUDENTS, UM, WHERE THEY PARTICIPATED IN, UH, VARIOUS DIFFERENT, UH, ACTIVITIES AND, AND CONFERENCE SESSIONS AND SAW SEVERAL DIFFERENT ONE ACT PLAYS.

UM, THAT WAS IN OCTOBER.

WE ALSO, UH, HAD OUR ONE ACT PLAY HOPE AND HEARTACHE DINER BY LINDSEY PRICE, GOING AGAIN TO THE STATE CHAMPIONSHIPS.

THE LAST TIME THAT WE WENT TO THE STATE CHAMPIONSHIPS AND WON WAS DURING COVID 2020.

UM, AND THEN THE FROZEN MUSICAL, UH, WE HAD THAT, UH, STARTING IN DECEMBER.

WE REHEARSED UNTIL MARCH AND WE SERVED NEARLY, UH, 1200 ELEMENTARY SCHOOL STUDENTS THAT WENT TO GO SEE THE, UH, AFTERNOON MATINEE.

UM, AND, UH, I HEARD ONLY GLOWING REVIEWS FROM THAT.

UM, AND THEN WE ALSO ARE CURRENTLY IN AN ADAM, UH, THE STORYTELLER RESIDENCY, WHICH WAS, UM, SOMETHING THAT THE WCEA, UH, HELPED US FUND A STORYTELLER FROM THE APPALACHIAN MOUNTAINS, UH, IS IN RESIDENCY WITH SOME OF OUR STUDENTS, UM, TO WORK ON, UH, TEACHING THEM HOW TO DO STORYTELLING IN THE ARTS, UM, FOR OUR COMMUNITY.

WE ALSO HAVE A FIELD TRIP TOMORROW GOING TO PHILADELPHIA TO GO SEE THE BROADWAY SHOW, HADES TOWN.

AND ON MAY 11TH, RIGHT HERE IN THIS ROOM, WE ARE CELEBRATING THE DRAMA CLUB'S 100TH YEAR ANNIVERSARY STARTING IN 1924.

UM, SO WE'RE CELEBRATING THAT.

WE'RE HOPING THAT WE CAN BRING IN A COUPLE OF ALUMNI THAT MAYBE ATTENDED, UH, SOME OF OUR DRAMA CLUB MEETINGS FROM YEARS GONE BY.

UM, AND ALSO ON MAY 4TH, UH, THAT'S A SATURDAY, MAY 4TH AT 8:00 PM UH, WE ARE HOSTING A 24 HOUR THEATER FESTIVAL WHERE THE STUDENTS WILL HAVE BEEN IN OUR BUILDING ON THAT SATURDAY FOR AT LEAST 14 HOURS WORKING ON A PLAY THAT THEY HAVE JUST GOTTEN IN THEIR LAPS.

UM, IT'S USUALLY FULL OF CHAOS AND TOM FOOLERY AND SHENANIGAN AND I WOULD LOVE IT, UH, IF EVERY SINGLE ONE OF YOU COULD GO, IT'S FANTASTIC, LOVELY TIME AND NO ONE REMEMBERS THEIR LINES.

UM, BUT THAT'S ALL I'M GOING TO SAY FOR NOW.

UM, I'M GOING TO ACTUALLY TURN IT OVER TO SOME OF THE STUDENTS THAT, UH, WANTED TO SPEAK TODAY.

GOOD AFTERNOON, SCHOOL BOARD MEMBERS.

MY NAME IS TOBY TENET AND I'M A STUDENT AT WARREN COUNTY HIGH SCHOOL.

WHEN I WAS STILL IN A ELEMENTARY SCHOOL, I WENT TO SEE A PRODUCTION WHERE I WATCHED MY COUSIN BEFORE ON STAGE FOR THE FIRST TIME.

I WAS ABLE TO WATCH HIM BRING A CHARACTER AND STORY TO LIFE BEFORE MY VERY EYES.

HE AND THE REST OF HIS ENSEMBLE THEN WENT ON TO PERFORM AT THE STATE LEVEL IN THE VHSL ONE ACT COMPETITION THAT DAY.

HE INSPIRED ME TO FOLLOW IN HIS FOOTSTEPS AND JOIN THE THEATER PROGRAM WHEN I GOT HIGH SCHOOL.

SINCE I'VE JOINED, I FEEL LIKE I'VE BEEN ABLE TO DO FOR OTHERS.

WHAT MY COUSIN DID FOR ME INSPIRED THROUGH LIFE STORYTELLING AND I FOUND A SECOND FAMILY AND THE OTHER STUDENTS WHO LIKED ME CALLED WARREN COUNTY'S THEATER PROGRAM.

A SECOND HOME.

HELLO, MEMBERS OF WARREN COUNTY SCHOOL BOARD.

MY NAME IS ABIGAIL KH AND I'M A THEATER STUDENT AT WARREN COUNTY HIGH SCHOOL.

AND I'M HERE TO SPEAK ABOUT HOW ARTS HAVE IMPACTED MY LIFE EVER SINCE I WAS A KID.

I'VE DREAM OF BEING ON STAGE HERE IN FRONT ROW.

THERE WERE NEVER MANY OPPORTUNITIES FOR THAT UNTIL I JOINED THIS PROGRAM CALLED MASKS.

I MET FRIENDS THAT QUICKLY BECAME FAMILY.

AND THROUGH SHOWS LIKE THIS YEAR'S MUSICAL FROZEN, I'VE GOTTEN TO SEE THE DIRECT IMPACT THAT OUR WORK HAS HAD ON THE CHILDREN IN THE LOCAL AREA.

AS MANY OF YOU KNOW, I HAVE THE JOY OF PLAYING ELSA THIS YEAR AND GETTING TO MEET THOSE KIDS AFTER THE SHOW, HUGGING THEM AND SEEING HOW TRULY EXCITED THEY WERE, ABSOLUTELY WARMED MY HEART.

AND I THINK THAT IS BIGGER THAN ANY NUMBER OF TROPHIES OR TICKET SALES.

EVENING.

HELLO, MY NAME IS JULIAN VAN PATON.

AND, UH, TO BE QUITE FRANK, I AM MUCH NEWER TO THEATER THAN THESE TWO.

UM, I JUST JOINED THIS YEAR, BUT I HAVE FOUND A FAMILY AND THESE PEOPLE WHO ACTUALLY WERE CLOSE THAT INVITED ME TO COME ALONG AND TO DO THEATER WITH THEM.

BUT, UH, I STARTED WITH THE ONE ACTRESS PLAYING RAT IN OPEN HEARTACHE DINER, AND I GOT THIS GREAT SENSE OF JOY AND COMMUNITY FROM IT.

UH, AND THAT PROMPTED ME TO AUDITION FOR FROZEN, WHERE I GOT PEOPLE SPIN AND TO STEP ON STAGE EACH NIGHT.

YOU SEE EVERY KID'S SMILE AND EVERYONE LIKE CHEERING ON ALL THE ACTORS, BUT PEOPLE SHOUT TO SPIN.

OH, THAT'S SO COOL.

UM, IT REALLY LIKE MADE MY DAY AND MADE MY WEEKS.

AND, UM, TO SEE THAT ALL COME THROUGH WITH ALL THE WORK PEOPLE PUT IN MADE ME REALLY HAPPY.

AND BECAUSE OF THAT, THEATER HAS BECOME LIKE A SECOND HOME TO ME AND A VERY SPECIAL PLACE.

UH, BUT THIS DEPARTMENT HAS DONE WONDERS FOR MYSELF AND MANY OTHER PEOPLE.

THANK YOU.

WE BOTH, WE JUST, YOU KNOW, IT IS, IT IS A, IT'S A PERFORMANCE ART, BUT IT'S ALSO LIKE THEY TALKED ABOUT IS ALSO A FAMILY.

AND WHEN YOU SPEND FROM DECEMBER THROUGH MARCH TOGETHER EVERY DAY, UM, RUNNING LINES AND, AND DOING ALL OF THE THINGS IN REHEARSALS THAT YOU GUYS DID DURING REHEARSAL, SOON YOU BECOME A FAMILY.

SO VERY PROUD OF ALL OF THEM.

NEXT

[00:20:01]

UP IS MS. WARWICK IN OUR VISUAL ARTS PROGRAM.

SO SHE'S BROUGHT SOME OF HER STUDENTS TO SHOW SOME OF THEIR WORK AND TO TALK ABOUT THE IMPACT THAT THE VISUAL ARTS HAVE HAD ON.

HI, I'M MRS. WARWICK.

I TEACH ART 1, 2, 3, AND FOUR AT ONE COUNTY HIGH SCHOOL.

AND I'M ON YEAR SIX IN TOTALITY, BUT YEAR FIVE AT ONE COUNTY SCHOOL.

UM, WE ALSO HAVE TWO OTHER ART TEACHERS THAT TEACH PHOTOGRAPHY, GRAPHIC DESIGN AND GRAPHS AS ART IN 3D AS WELL.

TODAY I STAND FOR YOU, NOT JUST AS AN EDUCATOR OF THE ARTS, BUT AS A ADVOCATE FOR OUR HIGH SCHOOL ART PROGRAM.

THESE PROGRAMS ARE THE LIFEBLOOD OF CREATIVITY, CRITICAL AND HOLISTIC DEVELOPMENT IN OUR ACTUAL STUDENTS.

A MYSTICAL MAGIC PLACE FOR IMAGINATION MEANS FIND MOTOR SKILLS AND PROBLEM SOLVING SKILLS AND SOCIAL EMOTIONAL LEARNING, WHICH IS VERY IMPORTANT.

THIS BOND FORM WITHIN THE ART ROOM EXTENDS BEYOND ANY CANVAS AND PHOTO OR SCULPTURE OR DRAWING.

ESSENTIALLY CREATING A SUPPORTIVE NETWORK THAT TRANSCENDS THE CHALLENGES OF ADOLESCENCE.

ART IS ESSENTIAL.

TEACHING THE ARTS IS ABSOLUTELY 100% PASSION AND IN SO MANY WAYS AS IT'S FOR OTHERS.

SO WITH THAT BEING SAID, I HAVE WITH ME TODAY THREE OF MY ABSOLUTELY AMAZING STUDENTS WHO VOLUNTEERED TO SPEAK WITH YOU ABOUT THEIR EXPERIENCE AND HOW THE ARTS HAS COMPLETELY CHANGED THEIR WORLD AND BEYOND.

AND FIRST UP IS, HELLO, I'M JJ AND I KNOW MR. WARD'S ART CORE CLASS.

WHEN I WAS FIRST IN HIGH SCHOOL, I WAS NOT THE PERSON I AM TODAY.

I WAS SHY, COULD BARELY SPEAK UP IN CLASS AND CERTAINLY COULD NOT DRAW.

BUT THEN I JOINED ART CLASS BECAUSE I MEAN, I LIKE TO DRAW.

NOT THAT I WAS GOOD AT IT, BUT I JOINED AND I MADE FRIENDS AND I LEARNED TO DRAW.

AND NOW IF I WANTED TO, I COULD DRAW A BASE, I COULD DRAW DRAGONS, DRAW THINGS DID BEFORE WEREN'T EVEN IN MY IMAGINATION.

BUT NOW I KNOW MYSELF, I AM MYSELF.

, SORRY.

UM, WHEN I JOINED ART, I JOINED A WONDERFUL COMMUNITY THAT HAS HELPED ME BECOME WHO I'M TODAY AND WHO STANDS BEFORE YOU.

AND IF IT WEREN'T FOR MRS. WORK AND ALL OF THE ART TEACHERS I'VE HAD AT WARREN COUNTY HIGH SCHOOL AND THE COMMUNITY IN THE ART PROGRAM AND THE FAMILY I FOUND IN THE ART PROGRAM, UM, I WOULDN'T BE ATTENDING COLLEGE THIS FALL FOR ART .

UM, I JUST REALLY WOULDN'T BE HERE TODAY IF IT WEREN'T FOR ART.

BUT THANK YOU FOR LISTENING.

THANK YOU.

NEXT UP IS CALISSA FOXLEY.

HELLO.

UM, I'M CALISSA FOXLEY LIKE JASON.

UM, UH, I MOVED HERE TO FRONT ROYAL MY FRESHMAN YEAR DURING COVID.

UM, AND MOVING HERE DURING COVID WAS REALLY, REALLY DIFFICULT.

UM, ESPECIALLY GROWING HIGH SCHOOL.

UM, DIDN'T KNOW ANYONE, DIDN'T KNOW REALLY WHERE I WAS.

SO SMALL COUNTRY TOWN, YOU KNOW, UM, DIDN'T KNOW ANYONE.

I WAS COMPLETELY ISOLATED, ALONE, DEPRESSED, ALL OF THE ABOVE, YOU KNOW, KNOW.

UM, THEN SOPHOMORE YEAR CAME AROUND AND I JOINED ART.

I ALWAYS LOVED ART SINCE I WAS IN MIDDLE AND I ALSO JOINED THEATER.

I NEVER HAD ANY INTENTION TO JOIN THEATER, NEVER LOSE MY THING, BUT I WAS CONVINCED TO DO SO.

I STARTED SLOW TECH THEATER AND IT CHANGED MY LIFE FOR THE BETTER.

IT WAS LIFE CHANGING.

UM, UM, I HAVE BEEN IN EVERY ART CLASS WITH MS. WARD SINCE SOPHOMORE YEAR AND I DON'T WANT TO LEAVE HER.

UM, BUT DURING FRESHMAN YEAR, THAT WAS ONE OF THE HARDEST TIMES THAT I EVER HAD TO GO THROUGH.

BUT STILL I MANAGED TO CREATE BEAUTIFUL ART PIECES.

UM, I BROUGHT THIS PIECE FROM THAT TIME, UM, YEAH, .

UM, AND ONE OF OUR STUDENTS THAT WAS SUPPOSED TO BE HERE COULDN'T MAKE IT UNFORTUNATELY.

SO THEY ASKED ME TO SHOW YOU ONE OF THEIR PIECES.

[00:25:01]

IT'S NOT DONE, BUT UM, IT'S FOR A PROJECT THAT WE'RE CURRENTLY DOING.

WHAT IS IT CALLED? SURREALISM.

.

UM, SO YEAH, ART HAS REALLY IMPACTED MY LIFE AND I'VE BEEN TALKING.

SO THANK YOU .

AND LAST UP IS ELLA MARTIN.

[2.E. School Resource Officer Report and Update]

GOOD AFTERNOON SERGEANT.

HI, GOOD MORNING.

COUNTY SHERIFF'S OFFICE.

UM, SO THIS LAST MONTH IN MARCH, UM, JUST A FEW UPDATES.

UM, THE SHERIFF AND ONE OF OUR CIVIL DEPUTIES ATTENDED EAGLE MORRISON'S CAREER DAY.

UH, SO THEY GOT TO SPEND THE DAY THERE, UM, TELLING THE CHILDREN ABOUT THE FUNDS OF BEING IN LAW ENFORCEMENT.

UM, IN ADDITION TO THAT, WE'VE ALSO, UM, SUCCESSFULLY COMPLETED EVERY FIFTH GRADE CLASS WITH THE 10 WEEK DARE PROGRAM.

UM, SO WE ARE CURRENTLY RECEIVING IN DARE REPORTS AND DARE POSTERS, UM, FOR KIND OF SUMMARIZING WHAT THEY'VE LEARNED OVER THE LAST 10 WEEKS.

UM, AND WE LOOK FORWARD TO KIND OF PICKING OUT THE TOP FIVE CONTENDERS ON THE REPORTS AND THE POSTERS AND HOPE TO PRESENT THE WINNERS OF THAT.

IN ADDITION, WE ARE GOING TO BE HOSTING A DAY OR DAY, UM, MAY 20TH, UM, FOR EVERY FIFTH GRADER, UM, IN THE COUNTY, WHICH IS JUST A DAY DOWN AT MC CROSBY, HANGING OUT WITH LAW ENFORCEMENT.

AND WE'LL HAVE SOME VENDORS SET UP DOWN THERE AND FIND AN ACTIVITIES WHERE THEY'VE BEEN.

UM, SO WE HAVE A LOT OF THINGS COMING UP IN MARCH.

UM, I MEAN, SORRY IN MAY AS WELL.

UM, ONE OTHER THING I WOULD LIKE TO ADD IS THAT IN MAY WE'RE ALSO GOING TO HOST WITH, UM, THE NATIONAL WILDLIFE TRIP CONFEDERATION AND THE DEPARTMENT OF NATURAL RESOURCES, A TROUT FISHING DAY FOR KIDS, UH, 16 AND UNDER ON MAY 11TH, DOWN AT CROSBY.

SO WE'RE WORKING ON TRYING TO GET A LOT OF ACTIVITIES FOR THE YOUTH TO KIND OF KEEP THEM ENGAGED NOT ONLY THROUGH SCHOOL BUT INTO THE SUMMER AS WELL.

UM, THIS FOR THE MONTH OF MARCH, UM, OUR TOTAL INCIDENT REPORTS, UM, WE HAD 34, WHICH IS DOWN BY 10.

SO WE ARE SEEING SOMEWHAT OF A DOWNWARD TREND ON, UM, SOME OF THE VAPING, UM, POSSESSION OF TOBACCO, UM, AND THINGS LIKE THAT.

SO WE ARE SEEING A DOWN DOWNWARD SLIDE ON THAT.

UM, SO THE NUMBERS THAT I GAVE YOU THERE, UM, REPRESENT WHAT WE DID.

UM, WE HAD A LOT OF INFORMATIONAL REPORTS, UM, AND WE WERE ABLE TO UTILIZE CANINE BASE AT UM, THREE OF THE SCHOOLS, UH, THIS PAST MONTH.

SO WE'RE WORKING ON GETTING HIM OUT REGULARLY TO ALL THE SCHOOLS AS WELL.

UM, OTHER THAN THAT, THAT'S REALLY ALL WE HAVE THIS MONTH.

SO GUYS HAVE ANY QUESTIONS FOR, THANK YOU.

ALRIGHT, THANK YOU.

WITH THAT, WE'RE GONNA TAKE A RECESS.

UM, WARREN COUNTY EDUCATION ENDOWMENT IS HERE THIS EVENING WITH THEIR GRANTS SHOWCASE.

THAT'S ACTUALLY WHY WE'RE HOLDING OUR MEETING HERE THIS EVENING.

SO WE'RE GONNA STEP OUT AND SEE, UM, SOME OF THEIR PRESENTATIONS AND WE'LL PLAN TO COME BACK IN HERE.

UM, I'LL SAY ABOUT SEVEN 30 AND WE WOULD LIKE TO INVITE EVERYBODY IN HERE TO COME ON DOWN TO THE SHOWCASE AS WELL.

ABSOLUTELY.

WE'RE

[2.F. Community Participation]

GONNA GO AHEAD AND GET STARTED.

AND LIMIT YOUR COMMENTS TO THREE MINUTES.

OKAY, SO WE'LL, WE'LL GET STARTED.

IT'S GONNA BE THREE MINUTES FOR EVERYONE THIS EVENING, AS I JUST SAID.

UM, IF WE HEAR A LOT OF INTERFERENCE FROM THE AUDIENCE, WE CAN MOVE APART.

WE CAN GO OUT TO THE HALL AND HAVE INDIVIDUALS COME IN ONE AT A TIME.

BUT LET'S TRY TO STAY RESPECTFUL THIS EVENING DURING OUR COMMUNITY PARTICIPATION.

MR. , DID ANYBODY SIGN UP? YES, WE HAVE FOUR SPEAKERS THAT HAVE SIGNED UP IN ADVANCE.

UH, THE FIRST BEING JACKIE ELA.

HELLO JACKIE ELA.

TWO KIDS, WARREN COUNTY PUBLIC SCHOOLS.

UM, I'M GONNA READ A PASSAGE THAT I READ ONLINE.

IT'S AWESOME AND I HOPE THAT YOU GUYS CAN GO ABOUT IT.

THE NEXT TIME YOU WRITE A POLICY, SEND AN EMAIL OR DISCUSS CHILDREN, ANYTHING LIKE THAT.

IN SOCIETY AND SCHOOLS, WE OFTEN THINK OF THINGS AS NEEDING TO BE EARNED.

IT'S AN AMERICAN IDEAL AND AMERICAN FAILING THAT EVERYTHING NEEDS TO BE PAID FOR TO BE EARNED.

WE STOP THE IDEA THAT ANYONE DESERVES ANYTHING WITHOUT WORK OR SUFFERING, BUT HUMANS HAVE NEEDS NO MATTER WHAT THEY CAN GIVE IN RETURN UNRELATED TO LABOR OR EFFORT OR JUDGMENT, WE NEED FOOD, WATER, SHELTER.

DO THOSE THINGS NEED TO BE EARNED? NO.

WE DESERVE THEM IN INNATE YEAR.

LEVI, EXISTING.

DO KIDS NEED TO EARN HUMAN NEEDS? OUR JOBS IS GROWN.

UN IS TO MEET THE NEEDS OF KIDS.

AND IT'S INNATE TO KIDS IF THEY NEED FOOD AND WATER AND SHELTER AND TO USE THE BATHROOM AND HAVE THINGS OF THEIR OWN AND EARN LOVE, ONE SHOULDN'T HAVE TO EARN LOVE ANY MORE THAN FOOD OR WATER.

EVERY CHILD EVERYWHERE DESERVES LOVE AT EVERY SINGLE MOMENT, INCLUDING IN ESPECIALLY THE MOMENTS WHEN YOU MAY NOT THINK THEY DESERVE IT.

THEY ARE ALL AT ALL TIMES DESERVING OF LOVE.

LOVE DOES NOT EXIST UNIVERSALLY.

THE KID IN FRONT OF YOU NEED YOUR LOVE AND PRACTICE AMIDS YOUR ETHICAL AND MORAL AND PROFESSIONAL AND HUMAN RESPONSIBILITY TO PUT THAT LOVE INTO PRACTICE EVERY DAY FOR EVERY CHILD.

AND BECAUSE IT IS INNATE TO US.

'CAUSE THERE'S HARDWIRED INTO THE PRIMATES, INDIAN, BEAUTIFUL, MESSY SOCIAL BRAINS THAT WE HAVE, WE DESERVE IT TO YOU.

HUMAN, INTERPERSONAL LOVE THAT SAYS YOU EXIST.

YOU ARE REAL AND YOU SHOULD AND CAN THRIVE.

'CAUSE THAT'S WHAT HUMANS ARE SUPPOSED TO DO.

WE HAVE A RIGHT TO BE.

WE'VE A RIGHT TO EXIST NOT BECAUSE OF GOVERNMENT OR A GOD OR A DOCUMENT OR DECREES THOUGH, BUT 'CAUSE WE ARE, WE ARE ENTITLED TO EXIST AND TO THRIVE.

HUMANS ARE LOUD AND MESSY AND COMPLICATED AND CONTRADICTORY IN ALL HUMANS.

BIG, SMALL, ALL COLORS, SIZES, GENDER, SEPSIS, NEED YOUR LOVE ALL THE TIME IN EVERY WAY.

SO BE LOUD FOR THESE KIDS.

BE LOUD AND PUT YOUR LOVE INTO PRACTICE IN THE WORDS YOU USE, YES, BUT ALSO THE ACTIONS FOR THE SAKE OF HUMANKIND.

ACT WITH LOVE TOWARDS CHILDREN.

FIND IT.

YOU HAVE TO PUT THE BOUNDLESS CAPACITY AS IT IS HARDWIRED INTO US, INTO PRACTICE.

BUT THAT CAPACITY AND THE PRACTICE FOR THAT KID RIGHT THERE IN FRONT OF YOU, WHATEVER THEY DO, WHATEVER THEY SAY BECAUSE OF IT, OR IN SPITE IT, THAT CHILD NEEDS YOUR LOVE.

NOT SOMEONE ELSE'S YOURS.

IT IS YOUR CALLING AS AN EDUCATOR, BUT MORE IMPORTANTLY, YOUR DUTY AS A HUMAN.

ALL CHILDREN REALLY BY SUSTAIN AND DESERVE THE LOVE THEY NEED.

PRACTICE IT.

EVERY WORD, EVERY POLICY, EVERY LESSON, EVERY MESSAGE, EVERY DAY, EVERY CHILD, EVERYTHING YOU DO, NO MATTER WHAT THEY DO, NO MATTER WHO THAT CHILD IS.

OH, AND MS. LO, WE KNOW YOU'RE NOT LYING.

ASHTON, DR. MEYER.

UH, I ACTUALLY TALKED TO MY MOM AND I WAS A STUDENT AT ONE TIME IN MIDDLE SCHOOL AND I LIKE TO TACOS AND TALK TO YOU GUYS ABOUT TIMES WE HAVE LUNCH, SIMPLY HOW LONG WE HAVE TO EAT.

SO TODAY I ONLY HAD FIVE MINUTES LUNCH AND I KNOW I COULD FINISH MY LUNCH IN THAT TIME.

IT'S JUST LUNCHTIME IS A SOCIAL TIME FOR MOST STUDENTS.

THAT'S THE ONLY TIME WE CAN OUR MOST CLASSES WITH OUR FRIENDS.

SO WE ONLY, NOT ONLY TO LUNCH AS A FOOD OPPORTUNITY, BUT ALSO AS A SOCIAL CONSTRUCT.

AND IT'S JUST HARD TO EAT ALL LUNCH BECAUSE WE DON'T HAVE ENOUGH TIME.

SEE, WE ONLY HAVE ABOUT 20 MINUTES TO GET OUT OF OUR CLASSES.

WALK DOWN THE HALL IN LINE.

WAIT IN LINE FOR ABOUT FIVE TO 10 MINUTES.

GO FIND, GO FIND A SEAT TO EAT OUT LUNCH.

AND WE ALSO EXPECTED TO TALK TO OUR FRIENDS IN THAT AMOUNT OF TIME.

[00:35:01]

AND BY THAT TIME WE ONLY HAVE 10 TO 15 OR ONLY FIVE MINUTES TO EAT OUT LUNCH AND TALK TO HI THERE.

MY NAME IS EMILY BOY AND I'VE BEEN A RESIDENT IN WARREN COUNTY FOR 37 YEARS.

I'M HERE AS A PARENT AT ONE FRESHMAN.

I'M A J BASEBALL PLAYER AT ON MARCH 26TH.

IT WAS BROUGHT TO MY ATTENTION THAT THE DECISION WAS MADE THAT WOULD NOT ALLOW THE JP BASEBALL TEAMS FROM EITHER SCHOOL TO PLAY AT THE IMPRESSIVE STADIUM MOVING FORWARD, AFTER A FREEDOM OF INFORMATION I CAN REQUEST BY KAREN PATTON, THAT COMMUNICATION BETWEEN GANG MEADOWS AND BUD SMITH CONFIRMED THIS DECISION.

I CANNOT STAND HERE BEFORE YOU THIS EVENING AND PROVIDE US A HISTORY LESSON ON THIS.

ON THE ENDS OF THE DEGREE BETWEEN THE COUNTY AND THE SCHOOL BOARD WHEN BUZZ WERE EXCHANGE FROM THE RENOVATION OF BEING PRESIDENT.

HOWEVER, I CAN'T CONFIDENTLY SAY THE HIGH SCHOOL BASEBALL TEAM NEED TO PLAY AT NAVY AS THE, THEY ONLY HAVE PRACTICE FIELD WITH NO LIGHTS AT THEIR RESPECTIVE SCHOOL CAMPUSES.

THE SOLUTION PROVIDED WAS FOR JD PLAYERS TO PLAY AT CHAMP 53 FIELD, WHICH WOULD THEN HURT OUR FRONT RULE.

NOT TO MENTION THE CONDITION OF THAT FIELD IS HORRENDOUS AND BORDERLINE UNSAFE, IN MY OPINION, NOT FITTING FOR ANY HIGH SCHOOL ATHLETICS.

THE REASON CITED IN THE ABOVE EMAIL WAS TO PROTECT THE FIELD FOR OVERUSE AND MAINTENANCE.

IT'S A BASEBALL FIELD.

IT WAS DESIGNED TO BE PLAY ON.

AND IF OVERUSE IS AN ISSUE, THE FIELD SHOULD BE LIMITED.

DURING THE HIGH SCHOOL BASEBALL SEASON, WHICH IS ROUGHLY ONLY 60 DAYS, BING WAS NOT READY AT THE START OF THE SEASON, CAUSING DELAYS AND CANCELLATIONS OF PRESEASON GAMES FOR OUR PLAYERS.

AND ALSO FROM SO FAR THE SEASON, THESE BASEBALL PLAYERS HAVE BEEN PAD LOCKED UP OF BING, ELIMINATING PROPER TIMES TO WARM UP AND OR DELAY GAMES AND LOCKED OUT OF THE UTILITY CLOSET TO HELP THE MAINTENANCE IN PREPARATION FOR BEING FIELD ON KK.

EARLIER TODAY, I WAS BAFFLED TO FIND OUT THAT THE DECISION OF JB PLAYING AT, AT BEING BY THE HANDS OF WARREN COUNTY PARKS AND RECREATION.

THERE WAS A MEETING TODAY HELD BETWEEN DAN LEN, TIFFANY WALKER, AND JANE MEADOWS, KAREN OF WARREN COUNTY STUDENT AND COMMUNITY ADVOCATE.

KAREN PAT.

KAREN WAS TOLD VERBALLY THAT THIS WAS NO LONGER DAMAGE ISSUE, UNFORTUNATELY, BASED ON THE HISTORICAL HANDING HANDLING OF YOUTH RECREATIONS IN THIS COUNTY.

FORGIVE ME IF THAT STATEMENT HOLDS NO WATER.

IT WAS ALSO MENTIONED THAT THIS ISSUE WOULD JUST GO AWAY AT THE SCHOOLS WITHOUT HOME FIELDS AT THEIR CAMPUSES.

AT THIS POINT, YOU MAY WONDER WHY I'M HERE IN FRONT OF YOU.

I'M ASKING YOU TO TAKE BACK CONTROL OF THIS DECISION.

A DECISION THAT AFFECTS OUR SCHOOL ATHLETES.

A DECISION WHICH THE SCHOOL BOARD HAS AN EQUITABLE INTEREST IN DEMAND FOR A WRITTEN AGREEMENT BETWEEN THE SCHOOL BOARD AND THE COUNTY THAT CLEARLY STATES THAT BOTH JV AND VARSITY BASEBALL TEAMS FROM BOTH HIGH SCHOOLS CAN PLAY THEIR HOME GAMES AT GAME CROSBY STADIUM.

REMIND THE COUNTY THAT THESE RENOVATIONS WERE BROUGHT TO COMPLETION WITH THE HELP OF THE SCHOOL BOARD OF STATE IN EXCHANGE FOR THIS, IF MADE TO THE FIELD OF GAME IS TRULY INTO CONCERN, LET THESE PLAYERS BE PART OF THE SET STATEMENTS DURING THEIR SEASON.

LET THEM GAIN THE SKILLS NEEDED TO KEEP THE BASEBALL FIELD IN TOP SHAPE.

THEY CAN HOPEFULLY RETURN TO OUR COMMUNITY IN THE FUTURE.

LET THEM TAKE PRIDE IN THE APPEARANCE AND THE LONGEVITY OF THEIR HOME FIELD.

MAKE THAT A PART OF THE FUTURE AGREEMENT.

LASTLY, BASED ON THE EQUITABLE CONTRIBUTIONS OF THE SCHOOL BOARD TO THE COUNTY AND BEING COBY STADIUM, I URGE YOU TO FORM A COMMITTEE TO ENSURE THAT FUTURE AGREEMENTS STAY THERE, STAY EQUITABLE AND KIND WITH BIDEN.

GOOD EVENING EVERYONE.

UM, HAVE BEEN COMING TO MANY OF THESE MEETINGS LATELY.

UM, AND SO I, I KNOW THERE'S BEEN A LOT OF BACK AND FORTH OVER A LOT OF THINGS, BUT I WANTED TO COME AND SPEAK TONIGHT.

UM, WELL I WASN'T GONNA SAY ANYTHING UNTIL I HEARD THOSE KIDS TALK BECAUSE THEY WARMED MY HEART SO MUCH AND IT MADE ME SO PROUD AND IT MADE ME THINK OF MY YEARS IN THIS HIGH SCHOOL, IN THIS VERY ROOM WAS MY VERY FIRST PROTEST RIGHT HERE.

AND, UM, THIS NEW SYSTEM, THE THINGS THAT PUBLIC SCHOOLS CAN PROVIDE ARE UNPARALLELED IN PROVIDING DIVERSITY THAT THEY CAN'T FIND AT A PRIVATE SCHOOL.

UM, THERE'S KIDS OF ALL DIFFERENT TYPES OF WALKS OF LIFE AND DIFFERENT THINGS AND AND, AND DIFFERENT LIFE EXPERIENCES THAT THEY CAN SHARE WITH THEIR CLASSMATES.

SHARE AN OPEN MIND FOR PEOPLE TO USE IN THE FUTURE TO MAKE OUR WORLD A BETTER PLACE.

OUR HERBS PROGRAMS ARE VITALLY IMPORTANT IN THAT, AND I WAS SO GLAD TO SEE THAT THEY SEEM TO BE THRIVING AND DOING BETTER THAN I'VE SEEN THEM DO IN A REALLY LONG TIME.

IT REALLY WARMED MY HEART.

AND THEN DURING THE RECESS I WENT OUTSIDE AND I GOT TO SEE ALL THE WONDERFUL THINGS THAT ARE HAPPENING THERE.

AND SO THE REASON THAT I WANTED

[00:40:01]

TO TALK TO YOU ALL IS BECAUSE I KNOW THAT IT CAN BE REALLY HARD TO SIT UP HERE, UM, AND HAVE TO LISTEN TO NEGATIVITY WEEK AFTER MONTH AFTER MONTH, OR EVERY COUPLE OF WEEKS, HOWEVER OFTEN YOU WANT ME.

UM, BUT WE HAVE SO MANY POSITIVE THINGS GOING ON.

THERE'S ALWAYS GONNA BE IN ANY SYSTEM, IN ANY GROUP OF PEOPLE THAT WILL ALWAYS BE A SMALL FEW THAT ARE HAVING TROUBLE GETTING ALONG.

AND WHAT WE SHOULD BE DOING, INSTEAD OF FOCUSING ON THE NEGATIVE, IS WE SHOULD BE FOCUSING ON THE POSITIVE AND FIGURING OUT HOW WE REACH OTHER CHILDREN TO GO TO PROGRAMS. LIKE THOSE ARE PROGRAMS WE'VE HEARD ABOUT TODAY.

'CAUSE THOSE ARE THE THINGS THAT HELP PEOPLE DO BETTER.

COMMUNITY MEMBERS.

AND THAT'S WHAT OUR COMMUNITY NEEDS.

WE NEED PEOPLE TO WORK TOGETHER.

AND THE GOOD NEWS IS, IS IF THERE ARE CERTAIN PEOPLE THAT DON'T WANNA WORK TOGETHER, THERE'S A MAJORITY OF YOU THAT DO.

AND YOU HAVE THE POWER TO KEEP YOUR HEAD DOWN, STAY AWAY FROM THE NEGATIVITY AND, AND JUST GET IT DONE.

BECAUSE WE HAVE A WONDERFUL SCHOOL SYSTEM HERE.

WE HAVE WONDERFUL KIDS HERE.

WE HAVE SO MANY THINGS TO BE PROUD OF AND THAT SHOULD BE OUR FOCUS.

AND I JUST WANTED TO REITERATE HOW PROUD I ALWAYS WANTED YOU, ANDREA.

I THINK YOU DO AN EXCELLENT JOB AND, UM, I I I I'M REALLY PROUD OF HOW YOU SIT BACK TAKING THE FACTS AND AND SAY TO CASE YOU NEVER DO JUST HAVE, I'M REALLY PROUD OF YOU.

SO THANK YOU FOR EVERYTHING THEY CAN DO FOR US.

THANK YOU EVERYTHING FOR ALL YOU GUYS DO.

AND, UM, LET'S BE EXCITED ABOUT OUR SCHOOLS.

I THINK THERE'S SO MUCH TO BE EXCITED ABOUT.

THAT'S IT.

THANK YOU.

THE LAST SPEAKER TO SIGN UP IN ADVANCE.

IS THERE ANYONE ELSE HERE THAT WOULD LIKE TO YES, SIR.

GO UP TO THE ROSTER ROOM OR YOU CAN COME RIGHT HERE.

UH, MY NAME IS THOMAS ARIAN.

I'M REPRESENTING MYSELF, I SUPPOSE, OR A PARENT OR A TAXPAYER, HOWEVER YOU WANNA PUT IT.

ARE YOU READY FOR ME TO BEGIN? YES.

I HAVE, UH, ONLY RECENTLY MOVED TO FRONT OIL.

UH, BUT MY BROTHER'S LIVED HERE FOR A LONG TIME.

I LOVE IT HERE.

IT'S BEAUTIFUL.

UM, BUT UNFORTUNATELY IN THIS COUNTY, LIKE SOME OF THE OTHERS IN THE UNITED STATES OF AMERICA, THERE'S SOME REAL PROBLEMS WITH THE SCHOOL SYSTEM AND I TEND TO BE MUCH MORE ATTENTIVE TO THEM.

NOW THAT I'VE SEEN THE KIND OF DIRTY, COOL MIND MANIPULATION AND LIES THAT I'VE DETECTED COMING FROM SOME OF THE PEOPLE AT THIS BENCH.

I'VE HEARD A LOT OF ENTITLEMENT.

I DESERVE A LIVING BECAUSE I'M A LIFE, NOT BECAUSE I'VE DONE ANYTHING TO EARN IT REDUCED ANYTHING, BUT JUST BECAUSE I'M HERE, YOU NEED TO CATER TO MY EVERY WIN AND FEED INTO SAY WHATEVER DELUSION OR CONCERN OR, UH, FEELING THAT MIGHT BE CAUSING THE DISTURBANCE.

UH, THESE ARE DISTRACTIONS FROM ACTUALLY ADDRESSING THE REAL PROBLEMS AND SYSTEMIC PROBLEMS KIND, SYSTEMIC RACISM PROBLEMS, BUT SYSTEMIC ACCOUNTABILITY PROBLEMS THAT I HAVE BEEN FINDING OUT ABOUT, ABOUT IN PUBLIC SCHOOLS.

I SEND MY KIDS TO PRIVATE SCHOOL 'CAUSE INEVITABLY IN YEARS, BUT I SUBJECT THEM TO THE KIND OF EDUCATION WE'LL CALL IT THAT, UM, PUBLIC SCHOOLS PROVIDE.

I HEAR YOU HAVE TO HIRE ADDITIONAL SECURITY OFFICERS BECAUSE THERE'S A HUGE PROBLEM WHICH INCREASES YOUR BUDGET, WHICH INCREASES MY TAXES.

I DON'T WANT TO PAY YOU TAXES.

I DON'T ACCEPT MY KIDS TO YOUR SCHOOL.

THE DISPLAY OF THE, THE ROSES AND FLOWERS AND CANDY, IGNORING HER PROBLEMS DOESN'T MAKE ME GO AWAY.

UH, YOU CAN'T SAY, OH, LET'S JUST FOCUS ON THE POSITIVE GUYS AND THEN HAVE SOMETHING TERRIBLE HAPPEN.

THEY'RE LIKE, OH MY GOSH, LIKE, I'VE NEVER SEEN IT.

I'M JUST TOO BUSY.

FOCUSING ON THE COST OF THE ONLY WAY TO SOLVE THE PROBLEM IS TO LOOK AT IT, BE CLEAR ABOUT WHAT THE PROBLEM ACTUALLY IS.

AND IF IT'S NOT A PROBLEM THAT CAN BE ADDRESSED IN A SCHOOL SETTING, IT MUST BE ADDRESSED OUT OF SCHOOL.

WHETHER THAT'S BY A PARENT OR SOME OTHER AUTHORITY FIGURE, IT CERTAINLY DOESN'T MEAN ALLOWING YOU GUYS ALLOWING DANGEROUS OR DISABLED TO MENTALLY UPSET DISTURBED PEOPLE

[00:45:01]

TO INTERACT WITH PEOPLE WHO ARE NOT THAT WAY, THEREBY LEADING TO MORE LIKELY TO HAVE HARM.

UM, QUIET AUDIENCE.

I PAY TAXES SO THAT YOU CAN SEND YOUR KIDS TO SCHOOL.

THERE'S BEEN A HUGE INCREASE IN THE AMOUNT OF POPULATION, NO INCREASE IN THE AMOUNT OF PEOPLE THAT HAVE BEEN GOING TO THESE MIDDLE SCHOOLS, TO THIS MIDDLE SCHOOL, WHICH MEANS THAT YOUR BUDGET IS GOING UP DESPITE THE FACT THAT WE ARE ACTUALLY PAYING FOR BOTH OUR KIDS.

AND YOURS.

UNACCEPTABLE.

OH, SORRY.

HELLO.

I'M NOT SPEAKING AS SARAH.

I, I AM ACTUALLY SPEAKING ON BEHALF OF LYNN BOWS.

LYNN BOWS IS A WARREN COUNTY RESIDENT AND SHE'S THE EXECUTIVE DIRECTOR OF THE ARC OF WARREN COUNTY.

THE ARC OF WARREN IS A PARENT LED ADVOCACY ORGANIZATION FOR CHILDREN AND ADULTS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.

THIS IS WHAT LYNN HAS WRITTEN.

DEVELOPMENTAL AND INTELLECTUAL DISABILITIES CAN RANGE ANYWHERE FROM AUTISM TO DOWN SYNDROME TO VA BRAIN INJURIES.

THERE IS NO DISABLED INDIVIDUAL THAT IS THE SAME.

EVERY PERSON IS UNIQUE IN THEIR DISABILITY AND THEREFORE NEEDS INDIVIDUALIZED EDUCATION PLANS THAT ARE CREATED IN COLLABORATION WITH EDUCATED PROFESSIONALS, PARENTS AND STUDENTS.

THESE PLANS SHOULD ONLY BE ACCESSED BY THOSE WORKING WITH THE STUDENT DIRECTLY OR BY THE EDUCATION PROFESSIONALS THE SCHOOL HAS HIRED TO EVALUATE NEEDS.

THERE HAVE BEEN REMARKS MADE BY MEMBERS OF THE SCHOOL BOARD AND TONIGHT THAT MAKE ME INCREDIBLY CONCERNED FOR OUR STUDENTS WITH DISABILITIES.

SPEAKING FROM OVER 30 YEARS OF PERSONAL EXPERIENCE THAT SHE HAS HAD DEALING WITH HER OWN CHILD WITH AUTISM, SHE CAN PROMISE YOU THAT HER CHILD'S DISABILITY IS NEVER IRRELEVANT.

MAY IT BE HIS OBSESSION WITH STAR WARS OR HIS ANXIETY ABOUT GOING TO NEW PLACES.

HIS DISABILITY IS WOVEN INTO THE FABRIC THAT MAKES HIM GOOD AND BAD.

WHEN DISCUSSING OUR CHILDREN WITH DISABILITIES, WE MUST ALWAYS REMEMBER THAT THEY ARE INDIVIDUALS DESERVING OF EVERY HUMAN RIGHT AND OPPORTUNITY AS OF OTHER STUDENTS IN THIS COUNTY.

AND MOST OF ALL, THEY DESERVE SAFETY FOR THEMSELVES AND EVERYONE THEY WORK WITH.

IF SAFETY CANNOT BE ACCOMPLISHED FOR A STUDENT WITH DISABILITIES IN OUR COUNTY, THEN OUR COUNTY NEEDS TO MAKE THE CHOICE AS TO HOW THEY WOULD LIKE TO PROCEED WITH THAT INDIVIDUAL.

ONE PARENT SHARED WITH ME THAT IN HER EXPERIENCE OF GETTING HER CHILD MOVED TO A SPECIALTY SCHOOL WAS IN OUR AREA.

SHE SAID IT TOOK TWO YEARS OF HER CHILD BEING A FLIGHT RISK AND SHOWING AGGRESSIVE TENDENCIES TO GET MOVED TO A SCHOOL THAT KNEW MORE ABOUT HIS DISABILITY AND THAT COULD KEEP HIM SAFE AND ENGAGED.

AND THIS WAS AFTER SHE BECAME A LOCAL ADVOCATE FOR HER CHILD, SPENDING HOURS OF TIME CALLING SEVERAL IEP MEETINGS, REQUESTING FERPA RECORDS AND MAKING SURE THAT HIS BEHAVIORS AND TENDENCIES WERE RECORDED AND THREATENING A LAWSUIT.

AND THEN, AND ONLY THEN WAS HE MOVED TO A BETTER SCHOOL.

WE KNOW HOW HARD PARENTS HAVE CONTINUALLY HAD TO FIGHT FOR OUR OWN CHILDREN IN THIS COUNTY SCHOOL SYSTEM AND THIS FIGHT WILL CONTINUE.

PARENTS, THE ARC OF WARREN IS HERE TO SUPPORT YOU AND HELP ADVOCATE FOR YOU.

IF YOU NEED ANYTHING, FEEL FREE TO CALL US AT (540) 692-3970 AND TO THE SCHOOL BOARD.

REMEMBER, INDIVIDUALS WITH DISABILITIES ARE NOT A MONOLITH.

WE ARE CONTINUING TO KEEP A WATCHFUL EYE ON YOU.

WE WILL HOLD YOU ACCOUNTABLE TO YOUR ACTIONS AND WORDS.

THANK YOU.

WOULD LIKE TO SPEAK THIS EVENING.

HELLO.

WELCOME TO EVERYBODY.

UH, I'D JUST LIKE TO SAY, OH, I LIVED THERE IN ONE COUNTY, UH, BUT MY MOM LEFT BECAUSE, YOU KNOW, Y'ALL WAS SEPARATED.

BUT LEMME JUST SAY THIS, ALL PEOPLE NEED TO BE EDUCATED, ALL PEOPLE, WHETHER THEY'RE DISABLED, WHICH I AM NOW BECAUSE I WAS IN A CAR ACCIDENT, BUT I HAD ALL THE HIGH LEARNING OF WELD SCHOOL SYSTEMS, WASHINGTON, DC SCHOOL SYSTEMS. SO WITH

[00:50:01]

MY BRAIN INJURY THAT I HAD WITH MY CAR ACCIDENT, I HAD TO GO BACK TO LEARNING HOW TO READ.

IT TOOK ME FIVE YEARS AND I STILL HAVE COMPLICATIONS FROM THAT.

SO FOR US TO SAY THAT DISABLED PEOPLE CANNOT LEARN, I DISAGREE WITH BECAUSE WE CAN AND WE DO AND WE WILL, BUT WE JUST HAVE TO HAVE EDUCATORS PREPARED AND HAVE MONEY AND RESOURCES ENOUGH TO HELP US AS A PERSON WITH A DISABILITY.

NOW.

AND AS A PERSON THAT WORKED IN THE AFTERCARE SYSTEM BEFORE I HAD AN ACCIDENT, CHILDREN LEARN IN DIFFERENT WAYS.

YOU HAVE YOUR FIVE SIXES BECAUSE THAT'S WHAT I LEARNED WHEN I TOOK MY AFTERCARE AND CHILDCARE DEVELOPMENT COURSES.

SO THEY CAN BE TAUGHT AND WE JUST HAVE TO LEARN AS EDUCATORS AND PEOPLE WHO WANNA HELP THESE CHILDREN TO LEARN IN THE WAY THAT THEY BEST ARE ABLE TO LEARN.

AND WE HAVE TO GIVE THEM THE RESOURCES AND HELP THEIR PARENTS.

IF THEY COME FROM A ONE PARENT FAMILY, A TWO PARENT FAMILY, TWO PARENTS MIGHT HAVE TO WORK A LOT.

WE HAVE TO GIVE THE RESOURCES TO HELP EACH PEOPLE AND NOT SAY, OH, THEY THE BAD KIDS 'CAUSE OF THIS OR THAT AND HIS HEALTH.

DEPENDEN.

THAT'S ALL.

ALLISON, THAT WE'RE GONNA MOVE ON TO

[4. Consent Agenda]

THE CONSENT AGENDA.

IS THERE A MOTION? UM, THE, UH, UM, THE DISCIPLINE REPORT.

ON THE CONSENT AGENDA.

I KNOW, UM, WE SAID WE SO OFFICE DOESN'T APPEAR.

IT HAS BEEN UPDATED THOUGH SINCE IT'S, IT'S ON THERE.

SAYS UPDATED.

IT'S BEEN UPDATED.

YEAH, IT SAYS UPDATED.

WE UPDATED REFRESH MARCH.

YEAH, FEBRUARY SAID THAT WE WOULD ONLY SEE THREE BECAUSE THAT WAS, YEAH, AND THAT WAS FOR MONTH BEFORE.

MAYBE THERE IS A ERROR ON THE, IT SAYS FEBRUARY.

IT SAYS FEBRUARY.

IT'S SUPPOSED THIS IS THE, THE MARCH REPORT, RIGHT? I SEE.

THE ONE OUNCE SAYS MARCH, 2024 AND I'M JUST, YEAH, I'M JUST NOT CATCHING THAT, THAT THAT SHOULD, THIS SHOULD BE MARCH REPORT.

OKAY.

SO, SO IT'S FULLY UPDATED.

SO THAT GETS THAT TO THE LEFT.

IT SAYS MARCH, 2024.

BEFORE THAT UPDATED THE DATA, WELL IT SAYS IT MARCH, 2024 ON THE LEFT SIDE, THAT HAS FEBRUARY ON THE RIGHT SIDE.

AND THAT ONE DOES SEEM ACCURATE, BUT THEN FOR MIDDLE SCHOOL, THE FEBRUARY STILL DOES NOT SEEM ACCURATE.

BUT THOSE ARE ONES THAT I THINK CAME IN AFTER FEBRUARY 29TH.

SO IT ADDITION PREVIOUS.

OKAY.

SO ALL OF THAT BECAUSE OF THE TIMING WHEN THE MEETING WAS, THEY DIDN'T GET IN TIME.

THAT MAKES SENSE.

THANK YOU.

TO ACCEPT DISCUSSION IN FAVOR.

AYE.

AYE.

OPPOSED? EXCEPT WE HAVE

[5.A. Superintendent]

A FORCE.

DR.

INGER.

THANK YOU MADAM CHAIR.

FIRST I WOULD LIKE TO SAY THANK YOU TO THE WARREN COUNTY EDUCATIONAL ENDOWMENT FOR THE GREAT WORK THAT THEY DO AND THE PARTNERSHIP THAT WE HAVE WITH THEM.

IT HAS BEEN AN HONOR AND PRIVILEGE OF WORKING WITH THEM TO BE ABLE TO PROVIDE THIS, THESE OPPORTUNITIES TO OUR TEACHERS, TO OUR STUDENTS.

AND THEY'RE A GREAT GROUP OF PEOPLE TO WORK WITH, UH, TO SEE THE SHOWCASE DOWN THERE AND, AND WHAT HAPPENS IN OUR SCHOOL.

THAT'S

[00:55:01]

JUST A LITTLE SLIVER OF SOME OF THE GREAT THINGS THAT ARE GOING ON IN OUR SCHOOLS ON A DAILY BASIS.

AND SO I DO APPRECIATE THE GREAT WORK THAT THEY DO AND THE PARTNERSHIP THAT WE HAVE.

THE, UM, FOR THE REST OF MY REPORT, WE HAVE SEVEN WEEKS OF SCHOOL LEFT.

SO WE'RE, WE'RE HEADING DOWN TO THE FINISH LINE HERE.

UM, I WOULD LIKE TO JUST LET EVERYBODY KNOW TO BE ON THE LOOK OUT FOR END OF SCHOOL YEAR ACTIVITIES.

UH, YOU KNOW, THERE WILL BE SOME FIELD DAYS, THERE'LL BE SOME TRIPS, YOU KNOW, BE AWARE OF WHAT'S BEING PUSHED OUT BY YOUR, YOUR CHILD'S, UH, TEACHER OR CLASSROOM OR SCHOOL.

UH, ALSO WE WILL BE GEARING THAT TOWARDS OUR SOLS FOR THE END OF THE YEAR.

UH, SO, YOU KNOW, AS WE WE MAKE THIS FINAL PUSH, THERE ARE A LOT OF ACTIVITIES WITH GRADUATIONS AND OTHER THINGS HAPPENING.

SO JUST PLEASE, UH, BE COGNIZANT OF WHAT YOUR, YOUR SCHOOL IS PUSHING OUT AND TEND TO JOIN US.

[5.B. School Board]

UM, SO, UM, AS WE KNOW, THE SCHOOL BOARD APPROVED PROPOSED BUDGET LAST MONTH ON MARCH 20TH.

AND I VOTED AGAINST IT.

SOMEBODY VOTED AGAINST IT AND I NEGLECTED TO SAY WHY I VOTED AGAINST IT.

SO ALTHOUGH IT'S BEEN PASSED FOR THE RECORD, I SAY WHY I VOTED AGAINST IT, UH, BASICALLY HAS TWO MAIN REASONS.

ONE SECONDARY REASON.

THE FIRST MAIN REASON IS WE HAVE FOUR SCHOOLS THAT ARE NOT MEETING THE FEDERAL STANDARDS.

AND FROM WHAT I CAN TELL, WE DIDN'T MAKE MANY ADJUSTMENTS FOR ADDITIONS TO THE BUDGET TO ALLOW FOR MORE RESOURCES IN THESE SCHOOLS TO ENSURE THAT THEY GET OFF THE PDS LIST OF SCHOOLS THAT NEED ACADEMIC IMPROVEMENT.

THIS IS A HIGH PRIORITY FOR ME.

SO YEAH, MAYBE IT'S IN THERE.

I DIDN'T SEE IT.

I TALK MORE ABOUT IT.

UH, THE SECOND MAIN REASON IS THAT AT THAT WORK SESSION THAT NIGHT, SOME SCHOOL PERSONNEL STATED THAT SOME KEY EMPLOYEE CATEGORIES, OUR SCHOOLS ARE SEEMINGLY UNDERPAID NURSES AND INSTRUCTIONAL AIDES.

I WOULD'VE LIKED TO HAVE HAD SEEN SOME RESEARCH DONE THIS TOPIC TO VALUE WHETHER OUR NURSES AND INSTRUCTIONAL AIDES NEED TO HAVE AN INCREASED PAY.

BUT AGAIN, THAT SHIFT THE SALE TO THIS YEAR.

THE LASTER SECONDARY REASON WAS I BELIEVE THAT THE ENTIRE SYSTEM BY WHICH THE BUDGET WAS CREATED TO MY END SEEMS A BIT BACKWARDS AND NOT VERY COLLABORATIVE.

THE SCHOOL BOARD BUDGET AND SUBCOMMITTEE HAD MEETINGS WITH VARIOUS PEOPLE ABOUT THE BUDGET, BUT THE ENTIRE BOARD DID NOT HAVE MUCH TIME TO SPEND DISSECTING IT AND LOOKING INTO IT VERY DEEPLY.

I DO APPRECIATE ALL THE EFFORTS PUT INTO THE PROCESS.

THE BUDGET PROCESS BY DR.

BALLER, MR. VALENTINE, AND THE SCHOOL BOARD BUDGET COMMITTEE.

AS A FIRST TIME BUDGET REVIEWER, I WOULD'VE APPRECIATED MORE TIME TO DIGEST THE INFORMATION AND ASK QUALITY QUESTIONS BEFORE HAVING TO VOTE ON IT.

AND BASICALLY THE SAME NIGHT IT WAS PRESENTED BASED ON DISCUSSIONS THAT THE BOARD OF SUPERVISORS HAD LAST NIGHT AT THEIR MEETING.

IT APPEARS THAT MANY OF THEM WERE ALSO UNSATISFIED WITH THE SCHOOL BOARD BUDGET PROCESS AND THE ABILITY TO CLEARLY SEE WHERE MONEY IS SPENT AND WHERE THE PRIORITIES FOR THE UPCOMING YEAR ARE.

AGAIN, HOPEFULLY IF I'M ON THIS THING FOR THE WHOLE REST OF THE YEAR, IT WOULD BE, UH, WE CAN PROVE THAT THE NEXT TIME.

SO THAT'S THAT.

UM, SECONDLY, I PARTICIPATED IN SODEXO'S FUTURE CHEF COMPETITIONS ON MARCH 28TH, WHERE I SERVED ALONGSIDE DR.

F PRINCIPAL ROCKET EC JUDGING THE FOOD CREATIONS OF FOUR FIFTH TO SEVENTH GRADERS.

IT WAS A GREAT EVENT WITH SOME CREATIVE DISHES.

AND I COMMEND NICOLE KINSEY WITH SODEXO FOR HER EFFORTS AND GRAD NEW GRADUATE, ALL OF OUR RISING FUTURE CHEFS.

I LOOK FORWARD TO BE INVOLVED BACK, INVITED BACK NEXT YEAR TO JUDGES GOOD EVENTS.

UM, FINALLY, THERE'S BEEN SOME TALK RECENTLY, BOTH WITH THE SCHOOL BOARD MEETING ONLINE ABOUT THE ROLE AND FUNCTION OF THE SCHOOL BOARD AND WHETHER SCHOOL BOARD MEMBERS OR THE SCHOOL BOARD AS A WHOLE HAS BEEN OVERSTEPPING ITS BOUNDARIES RECENTLY.

I DON'T WANNA TAKE A MOMENT TO WEIGH IN ON THIS.

UM, ACCORDING TO THE WARREN COUNTY SCHOOL BOARD POLICY, A EIGHT DASH R, THE SCHOOL BOARD'S POLICY RESPONSIBILITY IS PRIMARILY TO ESTABLISH THOSE GOALS, PROGRAMS, AND PROCEDURES WHICH WILL BEST SERVE THE EDUCATIONAL INTEREST OF THE STUDENT IS CHARGED WITH ACCOMPLISHING THIS WHILE ALSO BEING RESPONSIBLE FOR WISE MANAGEMENT RESOURCES AVAILABLE TO THE DIVISION.

THE BOARD MUST FULFILL THESE RESPONSIBILITIES BY FUNCTIONING PRIMARILY AS A LEGISLATIVE BODY FORMULATING AND ADOPT POLICY AGREED BY SELECTING A SUPERINTENDENT TO IMPLEMENT POLICY BY EVALUATING THE RESULTS.

WHEN THE POLICY REGULATION SEEMS CLEAR THAT THE SCHOOL BOARD NINE ONLY HIRES A SUPERINTENDENT AND SETS POLICY, BUT ALSO WE EVALUATE THE RESULTS AND THE RESULTS ARE NOT AS THEY SHOULD BE, THEN THE BOARD HAS THE DUTY TO ACT TO ENSURE THAT ITS GOALS, PROGRAMS AND PROCEDURES ARE BEING FOLLOWED.

SECONDLY, WARREN COUNTY PUBLIC SCHOOLS POLICY BBA STATES UNDER SCHOOL BOARD POWERS AND DUTIES AND STATES THE FOLLOWING.

THE SCHOOL BOARD ADOPTS THE POLICY TO PROVIDE THE DAILY DAY SUPERVISION OF SCHOOLS.

IT SEES THAT THE SCHOOL LAWS ARE PROPERLY EXPLAINED AND ENFORCED AND OBSERVED AND SECURED BY VISITATION OR OTHERWISE AS FULL INFORMATION IS POSSIBLE THAT THE CONDUCT OF PUBLIC SCHOOLS IN THE SCHOOL DIVISION TAKES CARE THAT THEY'RE CONDUCTED ACCORDING TO LAW.

WITH AN DEFICIENCY FROM THIS POLICY, IT SEEMS TO ME THAT THE SCHOOL BOARD IS IN CHARGE OF THE ENTIRE OPERATION WITH THE POWERS GIVEN TO IT BY THE VOTERS AND BY THE STATE LAW

[01:00:01]

TO MANAGE ALL ASPECTS OF THE PUBLIC SCHOOL SYSTEM.

MEANING THAT IT WOULD BE VERY DIFFICULT TO FIND AN ASPECT OF MANAGEMENT THAT WOULD NOT FALL UNDER THE JURISDICTION IN OVERSIGHT OF THE SCHOOL BOARD AND THEREFORE THE ATTEMPT TO CRY FOUL AND SCHOOL BOARD OVERREACHES WITHOUT MERITS.

OBVIOUSLY, GOOD MANAGEMENT PRACTICES WOULD DICTATE THAT MICROMANAGEMENT IS NOT THE BEST METHOD OF MANAGEMENT, BUT WHEN SOME MEMBERS OF THE BOARD BELIEVE THAT THE SUPERINTENDENT OR HIS DESIGNEE ARE NOT PROPERLY DOING THEIR JOBS AND SOMETIMES MICROMANAGEMENT BECOMES NECESSARY IN ORDER TO ENSURE LINE UP WITH POLICY DIRECTORS AND LAWS.

AND REGARDING THE SCHOOL BOARD'S ABILITY TO VIEW STUDENT RECORDS, THAT'S SOMETHING PEOPLE HAVE MENTIONED A LOT.

WHAT'S UNDER THE SECTION OF STUDENT RECORDS POLICY? JO STATES, THE WARREN COUNTY SCHOOL BOARD MAINTAINS ACCURATE AND COMPLETE RECORDS FOR EVERY STUDENT ENROLLED IN THE PUBLIC SCHOOLS IN ACCORDANCE WITH ALL FEDERAL AND STATE LAWS.

IF WE THE SCHOOL BOARD MAINTAIN ACCURATE AND COMPLETE RECORDS WHO WOULD SEEM TO FOLLOW THAT, WE CAN HAVE ACCESS TO THAT.

IT ALSO SAYS THE WARREN COUNTY PUBLIC SCHOOLS DISCLOSE HIS EDUCATION RECORDS OR PERSONALLY IDENTIFI IDENTIFIABLE INFORMATION CONTAINED THEREIN ONLY WITH THE WRITTEN CONSENT OF THE PARENT OR ELIGIBLE STUDENT, EXCEPT AS AUTHORIZED BY LAW EXCEPTION TO PERMIT THIS ARE TO A SCHOOL OFFICIAL WHO HAS LEGITIMATE EDUCATIONAL INTEREST AND A SCHOOL OFFICIAL IS A PERSON APPOINTED OR ELECTED TO THE SCHOOL BOARD.

ONE OF THEM A SCHOOL OFFICIAL HAS A LEGITIMATE EDUCATIONAL INTEREST IF THE OFFICIAL IS PERFORMING A TASK THAT IS SPECIFIED OR IS OR HER POSITION DESCRIPTION, JOB DESCRIPTION PERFORMED, A TASK RELATED TO THE STUDENT'S EDUCATION OR PERFORMING A TASK RELATED TO THE DISCIPLINE OF A STUDENT.

FROM ALL THIS INFORMATION, IT'S CLEAR THAT THE SCHOOL BOARD HAS THE RIGHT TO GET INVOLVED IN A VARIETY OF ASPECTS OF MANAGING WARREN COUNTY PUBLIC SCHOOLS.

WE ARE NOT SIMPLY ADVISORS TO THE SUPERINTENDENT ASK TO CHIME IN WHEN APPROPRIATE, BUT RATHER WE ACTUALLY ARE THE SUPERINTENDENTS EMPLOYER HERE.

AND AS SUCH, WE ARE TASKED WITH HAVING THE MOST OVERSIGHTING AUTHORITY ABILITY TO MAKE DECISIONS FOR THE BETTERMENT OF THE SCHOOL DIVISION.

WHETHER WE, AS THE SCHOOL BOARD SHOULD GET INTO THE SPECIFIC DETAILS ABOUT THIS OR THAT SITUATION, PROVIDE INPUT ON HOW THE SUPERINTENDENT SHOULD OR SHOULD NOT ACT IN A SITUATION.

MAYBE SOMETHING THAT CAN BE DISCUSSED, BUT WHETHER WE HAVE THE POWER OR AUTHORITY TO DO SO IS NOT OPEN FOR CONVICT BASED ON OUR OWN POLICIES.

TO THINK OTHERWISE IS TO MISUNDERSTAND THE PURPOSE OF THE SCHOOL BOARD.

FINALLY, WE BEGAN A NEW SCHOOL BOARD AS OF JANUARY 1ST, 2024.

MY FIRST TIME DOING THIS, IT'S NOW BEEN ABOUT THREE AND A HALF MONTHS AND I'M NOT, I'M NOT SURE I CAN SAY THAT WE'VE ACTUALLY DONE ANYTHING.

WE'VE CERTAINLY BEGUN A NUMBER OF THINGS SUCH AS THE SAME PAGE DOCUMENT, THE PARENTS RIGHTS DOCUMENT.

WE BEGIN ENDING DISCIPLINE POLICIES, HAD LOTS OF DISCUSSION ABOUT FOIAS AND BOARD ROLES AND RESPONSIBILITIES.

HEARD LOTS OF PRESENTATIONS OF THINGS SUCH AS SUBSTITUTE SPECIAL EDUCATION, SCHOOL CALENDAR AND THE BUDGET.

BUT OTHER THAN APPROVING THE BUDGET, WHAT EXACTLY HAVE WE DONE? VERY LITTLE.

I THINK WE NEED TO REGROUP, SET SOME GOALS AND OBJECTIVES AND BEGIN DELIVERING ON THAT.

I JOINED THE BOARD TO HELP IMPROVE THE SCHOOLS IN OUR AREA AND TO TRY AND HELP WITH INNOVATIVE IDEAS, WHICH WILL BETTER OUR BOY COUNTY PUBLIC SCHOOL STUDENTS.

I'M NOT SURE THAT THIS IS HAPPENING AND I WANT TO SEE A CHANGE AS WE MOVE FORWARD.

THANK YOU.

THANK YOU.

AND NEXT THIS EVENING.

UM, HELLO.

I'M SORRY.

BEFORE YOU START, JUST WHILE ANYONE'S SPEAKING, IF EVERYONE IN THE AUDIENCE COULD JUST KEEP IT QUIET AND SOMETHING'S KIND OF ECHOING IN HERE, SO I'M HAVING A HARD TIME SHOWING IT.

UM, SO MY UPDATE, UM, I DID SEE THE PRODUCTION OF CHICAGO AT SKYLINE HIGH SCHOOL THAT THEY PUT ON, UM, OF COURSE SPRING BREAK, WHICH WAS EXCELLENT.

WE HAVE A LOT OF REALLY TALENTED, UM, MUSICIANS, ACTORS, SINGERS IN OUR SCHOOL SYSTEMS. SO I REALLY ENJOYED THAT PRODUCTION.

I WANNA SAY THANK YOU TO THOSE POST.

I UNFORTUNATELY WAS NOT ABLE TO MAKE IT TO THE, UH, DEMAR COUNTY HIGH SCHOOL, UM, PRODUCTION OF FROZEN.

I WOULD'VE LIKED TO GO.

UM, BUT MY DAUGHTER WENT OVER HER CLASSES AND SAID IT WAS FANTASTIC.

SO I TRUST THAT.

UM, IT REALLY WAS A GREAT PRODUCTION AS WELL.

THAT'S EVERYTHING THAT I'VE HEARD.

UM, I HOPE THAT ALL OF OUR FAMILIES, TEACHERS AND STAFF HAD A RUN THE SPRING BREAK AND ARE EXCITED TO TACKLE THESE LAST SEVEN WEEKS, UM, OF SCHOOL YEAR.

UM, SO THAT'S THINGS OF MY UPDATE.

I DO WANT TO JUST FOLLOW UP BRIEFLY ON MY COMMENTS FROM OUR LAST MEETING.

UM, FIRST I JUST WANNA SAY I STAND BY EVERYTHING THAT I SAID.

EVERYTHING THAT I SAID AT THAT MEETING AND AT ALL OF OUR MEETINGS IS TRUE TO THE BEST OF MY KNOWLEDGE.

I ALSO TRIED REALLY HARD TO BE CLEAR AND STATE MY VIEWS AS CLEARLY AS I COULD.

UM, SECOND, AS I SAID, I DO HAVE SOME CONCERNS ABOUT HOW WE AS A BOARD ARE HANDLING SOME ISSUES AND THAT'S WHY I FELT MORALLY COMPELLED TO SPEAK OUT AND BRING THOSE UP SO THEY COULD BE DISCUSSED.

MY INTENT IS JUST TO OPEN UP COMMUNICATION AMONG US ON THE BOARD ABOUT THIS ISSUES.

UM, AND THIS IS SOMETHING THAT I BELIEVE THAT WE AS A BOARD ARE GONNA BE DISCUSSING AT OUR WORK SESSION NEXT WEEK, WHICH WILL GIVE ALL OF US A CHANCE TO STATE OUR OPINIONS AND ASK EACH OTHER QUESTIONS AND, UM, TALK ABOUT OUR BELIEFS.

I DO THINK THAT WE AS A BOARD MAY HAVE DIFFERENT VIEWS OF WHAT OUR RESPONSIBILITIES ARE, UM, WHICH IS OKAY, AND TO SOME EXTENT THAT'S TO BE EXPECTED.

UM, BUT SINCE THIS IS THE HEART OF OUR WORK AND WHAT WE DO, I DO FEEL LIKE IT'S REALLY IMPORTANT AND I LOOK FORWARD TO HAVING THAT CONVERSATION ABOUT THESE

[01:05:01]

TOPICS.

THANK YOU.

UM, I WANNA THANK OUR STUDENTS TODAY.

WE CERTAINLY HEAR YOUR PASSION AND YOUR WORDS AND YOU KNOW, AND WHAT YOU'RE DOING THERE.

AND THANK YOU TO OUR STUDENT WHO SPOKE ABOUT LUNCH.

I, UH, TRULY APPRECIATE ANY STUDENT WHO COMES AND SHARE THEIR OPINIONS AND THOUGHTS DURING OUR COMMENTS.

UM, I THINK YOU DEFINITELY NAILED IT WITH, YOU KNOW, IT'S LUNCH AND IT'S A SOCIAL TIME, PARTICULARLY MIDDLE SCHOOL AND HIGH SCHOOL AND I TAKING SOME NOTES THERE, AND I'M SURE HE'LL BE FOLLOWING UP ON THAT.

UM, FROM THAT STUDENT OVER THIS LAST MONTH, I ATTENDED, UM, A, UH, CHAIR, VICE CHAIR JOINT MEETING WITH THE BOARD SUPERVISORS.

I PARTICIPATED ALONG WITH MR. MCFADDEN IN THE FUTURE CHEFS CONTEST.

UM, THIS IS THE SECOND YEAR I THINK IT WAS, OR THIRD.

IT'S, IT'S A, A GREAT TURNOUT.

I THINK IF, IF I REMEMBER CORRECTLY, THERE WERE ORIGINALLY 24, 25 ORIGINAL, UM, ENTRIES AND THAT THEY NARROW DOWN FIVE.

UM, I ALWAYS WALK AWAY WITH AT LEAST, YOU KNOW, WELL, FIVE WONDERFUL RECIPES, BUT, UM, THERE'S ALWAYS ONE WE TAKE HOME AND TRY AS WELL.

UM, AND I DID ATTEND THE EVENING OF KINDERGARTEN REGISTRATION.

I WAS AT EAGLETON MORRISON, HILDA AND JEFFRIES, AND JUST WALKED AROUND TO SEE WHAT WAS HAPPENING, HOW WERE WE DOING, UH, KINDERGARTEN REGISTRATIONS.

UM, AND THAT WAS REALLY GREAT TO SEE OUR, OUR NEW PARENTS THERE.

UM, AND THEN I DID HAVE, HAVE THE OPPORTUNITY, UH, TO MEET AND SPEAK WITH SOME, UM, SCHOOL PERSONNEL AND, AND PARENTS AND CONSTITUENTS.

UM, IT'S BEEN A, A BUSY, UM, GETTING TO SPRING.

UM, I DO WANT TO IN, I KNOW MR. MCFADDEN MENTIONED ABOUT THE, UM, BUDGET TIMELINE.

ONE OF THE THINGS THAT POPPED INTO MY HEAD, AND I'D LIKE TO THROW THIS OUT AS AN OPTION, UM, AS I CONTINUE TO MOVE FORWARD, I THINK POSSIBLY IF WE AS A BOARD COME TOGETHER AND MAYBE, UM, I'M JUST THROWING OUT OCTOBER-ISH OF THIS YEAR ALONG WITH DR.

BALLINGER AND TALK ABOUT, BECAUSE, YOU KNOW, BUDGET, BUDGET IS ALWAYS HAPPENING.

IT'S, IT, IT DOESN'T, IT'S NOT ANY, YOU KNOW, SOMETHING THAT STOPS STARTS NECESSARILY.

UM, BUT I'M THINKING, YOU KNOW, AND HEARING ALL THE COMMENTS I'M HEARING ABOUT JUST, UM, YOU KNOW, NOTHING IS INTENTLY DONE PURPOSEFULLY, BUT TO MAKE SURE WE ARE ALL ON THE SAME PAGE.

IF WE MAYBE START IN OCTOBER AND AT A WORK SESSION AND SAY, HEY, THIS IS WHAT YOU WANT OUR BUDGET TIMELINE TO LOOK LIKE.

UM, THIS IS WHAT WE, YOU KNOW, I KNOW DR.

BALLINGER MEETS WITH HIS COST CENTERS AND WE, I THINK WE COULD EASILY PUT TOGETHER A TIMELINE AND EXPECTATION.

UM, WE KNOW THESE SCHEDULES AND THINGS CHANGE LIKE THAT, BUT I THINK THAT'S SOMETHING WE COULD BE PROACTIVE ABOUT IN MOVING FORWARD, UM, FOR THAT.

UM, THE SECOND THING, I, YOU KNOW, HE, HE SPOKE ABOUT POLICY, AND THAT IS, UH, ONE OF THE THINGS I WANTED TO TALK TO ABOUT TONIGHT.

UM, UH, WE HAVE A LOT, YOU KNOW, TO CELEBRATE.

UM, BUT, BUT I DO HAVE, I FEEL COMPELLED TO SHARE SOME OF MY PERSPECTIVES ON, UM, A COUPLE OF THINGS.

SO, BEGINNING MY TERMINAL BOARD, WE HAVE DISCUSSED, AS HE MENTIONED, UH, THE REVIEW AND UPDATE THE SCHOOL BOARD POLICIES.

HOWEVER, WE HAVEN'T MADE SIGNIFICANT PROGRESS IN THIS AREA.

I FEEL AS IF WE'VE ALMOST BEEN PIECEMEALING IDEAS WITHIN THE DIFFERENT FRAGMENTED GOALS THAT WE HAVE.

SO THESE COMMENTS ARE, ARE DIRECTED RELATED TO, UM, WHAT I FEEL IS, IS SOMEWHAT OF OUR, OF ADVANCES IN POLICIES REVIEW AND DEVELOPMENT.

UM, AND I'M GOING TO, UM, THERE'S A FEW POLICIES THAT I WANNA HIGHLIGHT.

UH, ONE, UH, MR. MCFADDEN HAS ALREADY DISCUSSED.

I'M NOT GONNA READ THEM WORD FOR WORD, BUT I'M GONNA HIGHLIGHT A FEW OF THEM IN SOME POINTS FROM THEM.

THE FIRST IS POLICY AD EDUCATIONAL PHILOSOPHY, WHICH WAS LAST REVIEWED IN AUGUST OF 2021.

UM, IT TALKS ABOUT, YOU KNOW, WHAT OUR THREE OF OUR, UM, EDUCATIONAL PHILOSOPHIES ARE.

AND I THINK THAT'S SOMETHING WE SHOULD TAKE A LOOK AT.

UM, WE ALL WANNA BE ON THE SAME PAGE, SO WE NEED TO DEFINITELY TAKE A LOOK AT THAT.

IT TALKS ABOUT PROVIDING NECESSARY TRAINING AND DEDICATED LEADERSHIP.

IT TALKS ABOUT, UM, TREATING ALL MEMBERS OF THE SCHOOL EQUITABLY AND WITH RESPECT ABOUT ALLOCATING AND USE FAIRLY ALLOCATING AND USES ASSETS FAIRLY AND EFFICIENTLY.

SO AGAIN, JUST, UM, NOT NECESSARILY THAT WE NEED TO CHANGE SOMETHING, BUT WE NEED TO MAKE SURE WE UNDERSTAND WHAT THAT PHILOSOPHY SAYS IN POLICY.

SECOND ONE IS POLICY A ER.

THAT WAS ON MY LIST TOO, MR. DEN.

UM, AND IT'S

THE BOARD OPERATIONAL GOALS.

THIS HAS NOT BEEN REVISED SINCE 2003.

UM, AND I'M NOT GONNA READ THIS AGAIN, BUT THE BOARD SHALL SEEK TO ACHIEVE THE FOLLOWING GOALS.

IT SAYS TO CONCENTRATE THE BOARD'S COLLECTIVE EFFORT ON ITS POLICY MAKING, PLANNING RESPONSIBILITIES, AND THEN IT GOES ON TO SHARE, YOU KNOW, WHAT THOSE GOALS ARE.

SO AGAIN, UM, I THINK THAT WAS SOMETHING THAT YOU HAD MENTION.

AND THE LAST ONE IS, UM, POLICY A FA, WHICH, UM, ACTUALLY AGAIN WAS BROUGHT UP.

UM, MR. MCFADDEN BROUGHT THAT UP TO US VIA EMAIL IN FEBRUARY, AND IT IS THE EVALUATION OF SCHOOL BOARD OPERATIONAL PROCEDURES.

IT WAS LAST REVISED IN MAY OF 2019.

AND AGAIN, IT'S, YOU KNOW, IT'S NOT TOO LENGTHY, BUT IT DOES SAY, I'M GONNA PARAPHRASE A FEW OF THE POINTS.

SCHOOL BOARD REVIEWS ITS PERFORMANCE ANNUALLY TO ENSURE ITS PROPER DISCHARGE RESPONSIBILITIES TO THE COMMUNITY.

ELEMENTS INCLUDE THE SELF-EVALUATION PROCESS, OR, I'M SORRY, ELEMENTS INCLUDED IN THE SELF-EVALUATION PROCESS.

ARE BOARD MEMBERS ARE INVOLVED IN THE DEVELOPMENT OF THE EVALUATION PROCEDURE.

IT'S COMPLETED BY INDIVIDUAL BOARD MEMBERS SUBMITTED TO THE CHAIR, OR DESIGNEE FOR COMPILATION.

BOARD MEMBERS MEET ALL PRESENT TO REVIEW AND DISCUSS RESULTS, AND EACH CONCLUSION IS SUPPORTED BY EVIDENCE.

AND THE BOARD DEVELOPS GOALS TO ENSURE PROFICIENCY AND STRENGTHEN UNIQUE AREAS TO IMPROVE UPON EFFICIENCIES OF THE BOARD.

SO I CHOSE THESE THREE SPECIFICALLY MIGHT, UM, AS THEY ADDRESS, ADDRESS A GOVERN THIS BOARD AND THE ACTIONS THAT WE TAKE.

UM, THEY'RE ALL FOUND IN SECTION A OF OUR POLICIES ENTITLED FOUNDATION AND BASIC COMMITMENT.

ALSO, I WANNA SHARE SECTION, OUR POLICIES, UM, IS BOARD GOVERNANCE AND OPERATIONS, WHICH ALSO GIVES OUR BOARD, UH, DIRECT GOVERNANCE GUIDANCE.

SO, YOU KNOW, AS I SAID, WE'VE BEEN DONE DISCUSSING POLICY REVIEW.

UM, IT'S MUCH NEEDED, NO DOUBT.

AND WHAT I WANNA SUGGEST, THE SAFETY IS THAT OUR BOARD START IMMEDIATELY TO LOOK AT THE POLICY SECTION A AND B, BECAUSE THAT IS US AS A BOARD.

UM, YOU KNOW, WE NEED TO TAKE A LOOK AT US, WE NEED TO BE EVALUATIVE, WE NEED TO BE OBJECTIVE, UM, AND WE NEED TO LOOK AT, AT THOSE POLICIES AND, AND HOLD OUR, ALL, ALL OF OURSELVES ACCOUNTABLE.

UM, AND THIS PAIRS WITH SOMETHING I HAVE HEARD RECENTLY THAT, YOU KNOW, OUR BOARD AT TIMES IS NOT, IS, IS LOOKING LIKE WE ARE, UM, A, A A BIT DYSFUNCTIONAL.

I'M HEARING THAT.

AND SO I WANNA IMPROVE ON THAT.

I WANNA IMPROVE ON OUR BOARD FUNCTIONING.

I WANT TO, UM, MAKE SURE THAT WE, WE ARE STARTING THERE AND WE COME OUT AS A COHESIVE BOARD.

UM, WE'RE ELECTED TO AND TASK TO LEAD OUR COUNTY SCHOOLS.

RESEARCH SHOWS A STRONG RELATIONSHIP BETWEEN EFFECTIVE SCHOOL BOARD PRACTICE AND ACHIEVEMENT AND HIGH PERFORM SCHOOL BOARDS LEAD BY EXAMPLE.

SO WE WE'RE THE EXAMPLE, MUST LEAD BY EXAMPLE.

UM, ALWAYS CONSIDERING IS THIS, WHAT IS BEST GOVERNANCE FOR OUR ENTIRE COUNTY? IS THIS WHAT'S BEST FOR WARREN COUNTY AND OUR FUTURE? IS THIS, WHAT'S BEST FOR OUR STUDENTS? UM, I WANT US TO COME TOGETHER.

I WANT US TO BE ABLE TO TALK, I WANT US TO BE ABLE TO BE, UH, TALK OPENLY, LY AND RESPECTFULLY WITHIN OUR BOARD, AND THEN COOPERATE, COOPERATE WITH EACH OTHER EVEN IN OUR TIMES, AND MOST IMPORTANTLY IN OUR TIMES OF FIERCE DISAGREEMENT, BECAUSE IT DOES HAPPEN AND IT'S OKAY.

WE CAN, YOU KNOW, DISAGREE.

UM, BUT WE NEED TO RESPECTFUL.

UM, BECAUSE AT THE END OF THE DAY, EVERYTHING WE DO IS A, YOU'VE HEARD ME SAY THIS BEFORE, IT'S THE WILL OF THE BOARD, AND THAT'S WHAT GOVERNS US.

UM, BUT THE BOARD MENTIONED POLICIES.

UM, THOSE ARE OUR STANDARDS.

AND FROM MY PERSPECTIVE, YOU KNOW, RIGHT NOW I THINK WE NEED TO, WE, WE DEFINITELY WANNA BRING OURSELVES TOGETHER.

UM, FURTHERMORE, I, FROM MY PERSPECTIVE, YOU KNOW, I DO UNDERSTAND THAT WHEN YOU'RE ELECTED AND WE, WHEN YOU ACCEPT A ROLE AS A PUBLIC SERVANT, UM, SUCH AS SCHOOL BOARD, YOU KNOW, WE DO NEED TO BE ABLE TO TALK, UH, DISCUSS, DISAGREE RESPECTFULLY, UM, NOT TAKE THINGS PERSONALLY.

WE NEED TO REMEMBER THAT OUR ROLE IS TO SERVE OUR STUDENTS, OUR FAMILIES AND CONSTITUENTS OF THE WARREN COUNTY PUBLIC SCHOOLS.

UM, WE SHOULD BE PROVIDING ACCOLADES TO ONE ANOTHER, HOLDING EACH OTHER ACCOUNTABLE WITH SUPPORT, AND THEN CHALLENGING EACH OTHER WITH OUR INDIVIDUAL THINKING, BECAUSE WE ALL BRING FIVE VERY UNIQUE AND IMPORTANT ROLES TO OUR JOB.

UM, YOU KNOW, WE HAVE HAD SEVERAL, UM, TIMES THAT HAVE APPEARED TO BE THAT WE, THAT THAT HAS NOT HAPPENED, AND I DON'T WANT THAT TO CONTINUE

[01:15:01]

FOR OUR BOARD.

UM, MY MY SECOND THING TO CP IS TO TALK ABOUT OUR FUNCTIONING AS A BOARD.

YOU KNOW, I'VE KIND OF ALREADY TALKED ABOUT THAT.

UM, ONE OF THE THINGS THAT HAS JUST CONCERNED ME IS HOW WE'RE FUNCTIONING TOGETHER.

UM, YOU KNOW, WE, WE HAVE HAD MOST RECENTLY SOME EMAILS THAT HAVE NOT INCLUDED OUR OWN BOARD.

AND IT, IT DOES CONCERN ME BECAUSE WE'VE, WE'VE TALKED ABOUT THE ALL ON SAME PAGE, COMMUNICATIONS ONE PAGER.

THAT'S NOT, AND I'M CONFLICTED BECAUSE IF WE'RE NOT ALL RECEIVING EMAILS, WE'RE NOT ALL GETTING THE SAME INFORMATION.

SO IT'S NOT CONDUCIVE TO US FUNCTIONING.

UM, YOU KNOW, I, I DID, UM, ADDRESS SOME OF MY CONCERNS AND A FEW EMAILS DATED, UH, HERE IN MARCH AND APRIL.

BUT AGAIN, I JUST, MY GOAL, MY THOUGHT PROCESS IS THAT, UM, WE NEED TO BE ABLE TO COLLABORATIVELY INCORPORATE EVERYBODY, UM, EVEN THROUGH OUR AGREEMENTS AND DISAGREEMENTS.

UM, SO I HAVE, AND I AM LY REQUESTING THAT THIS BE AN AGENDA ITEM FOR US TO DISCUSS OPENLY MORE COMMUNICATION, UM, YOU KNOW, SO THAT WE CAN HAVE THAT DISCUSSION.

UM, AND I WANT US TO DISCUSS IT BECAUSE I JUST DON'T WANT THAT TO CONTINUE TO HAPPEN.

IT'S NOT FACILITATIVE OF YOUR DISCUSSIONS AND COOPERATIONS.

I FEEL IT'S ACTUALLY VERY OPPOSITE.

IT'S UNFAVORABLE TOWARDS US WORKING AS A TEAM TOWARDS OUR GOALS IN EXECUTING OUR DUTIES AS A BOARD.

UM, 'CAUSE UNDER ALL CONDITIONS, WE NEED TO COMMUNICATE.

WE NEED TO COMMUNICATE TO ALL PARTIES.

THAT'S WHAT WE'RE TO DO.

UM, AND, AND WE DON'T, WE, WE DON'T HAVE TO AGREE OR DISAGREE.

WE DON'T EVEN HAVE TO LIE WITH EACH OTHER, AS HE SAYS.

BUT WE ABSOLUTELY HAVE TO BE WILLING TO WORK WITH EACH OTHER.

WE HAVE TO BE RESPECTFUL.

EVERYBODY BRINGS A UNIQUE AND VALUABLE PERSPECTIVE.

WE SHOULD NEVER BE UNWILLING TO WORK TOGETHER AND HAVE CONVERSATIONS.

I WOULD VENTURE TO SAY WE WOULDN'T EXPECT THIS OF ANY OF OUR STAFF TO BE UNWILLING.

AND I DON'T, AGAIN, EVEN IN THOSE TIMES OF FIERCE DISAGREEMENT, YOU NEED TO BE RESPECTFUL.

UM, SO I JUST WANNA CLOSE WITH THIS.

WHAT I HAVE STATED IS MY OPINION, IT'S MY FIRST AMENDMENT, RIGHT, STATED BASED ON MY EXPERIENCES, AS IS EVERY SINGLE PERSON ON THIS BOARD AS THAT, AS DOES EVERYONE IN THIS ROOM.

UM, AND IT'S JUST, THAT'S MY OPINIONS BASED ON HOW I HAVE PERCEIVED SITUATIONS.

YOU CAN AGREE WITH THOSE THOUGHTS, YOU CAN DISAGREE, AND THAT'S OKAY.

UM, IT'S OKAY.

AGREE.

IT'S OKAY IF YOU DON'T, MY FEELINGS WON'T BE HURT.

I'M HERE TO SERVE AS ONE OF OUR FIVE BOARD MEMBERS TO MAKE THE BEST DECISIONS I CAN FOR OUR STUDENTS, OUR STAFF, AND OUR COMMUNITY.

WE'RE ALL HERE TO DO A JOB, AND WE WANNA MAKE SURE WE ALL, I WOULD MAKE SURE WE ALL EXECUTE OUR BEST.

UM, I JUST FIRST WANTED TO THANK WARREN COUNTY HIGH SCHOOL FOR THE, FOR THE LOVELY PRESENTATION.

AND, UM, THE DISPLAYS PUT ON BY THE ENDOWMENT.

MS. MARLOW, UM, WARREN COUNTY REALLY DOES HAVE JUST SO MANY WONDERFUL TEACHERS AND STAFF AND GOOD KIDS AND HARDWORKING, HONEST ADMINISTRATORS.

AND SO, YES, OBVIOUSLY WE ALWAYS HAVE TO BE APPRECIATIVE FOR ALL WONDERFUL THINGS THAT WE HAVE.

HOWEVER, THAT ALSO DOES NOT MEAN THAT THAT HAS TO BE MUTUALLY EXCLUSIVE FROM, FROM ADDRESSING THE AREAS OF, OF CONCERN.

UM, IF I HAD A BROKEN LEG, I WOULDN'T SAY, OH, I'VE GOT THREE WORKING APPENDAGES.

AND SO BROKE LEG, NO BROKE LEG, SEE ATTENTION.

SO WE HAVE TO ADDRESS IT, FIND COST, FIGURE OUT WHAT WENT WRONG AND FIX IT.

UM, THAT'S NOT A BAD THING, THAT THAT'S HOW, HOW PROGRESS IS MADE.

UM, WHEN I WAS ASKED TO RUN FOR THIS SEAT, I DID SO BECAUSE IN THE HOMESCHOOLING WORLD, WE, WE DO THINK OUTSIDE THE BOX AND, AND EVERY CHILD HAS THEIR OWN INDIVIDUAL EDUCATIONAL PLAN.

AND THAT IS, THAT'S A BEAUTIFUL THING.

AND I, I WANT TO BRING THAT, UH, WAY OF THINKING INTO THE PUBLIC SCHOOL SYSTEM.

[01:20:01]

UM, I, I HEAR A LOT FROM PARENTS WHO ARE STRUGGLING WITH FINDING THEIR CHILDREN THE APPROPRIATE, UM, AVENUE IN WHICH THEY CAN, CAN BEST LEARN.

SO YES, ABSOLUTELY.

I AGREE WITH, WITH WHAT WAS SAID TONIGHT ABOUT, ABOUT CHILDREN WITH SPECIAL NEEDS AND, AND MAKING SURE THAT WE, WE GET THEM WHATEVER IS, IS NEEDED.

UM, THE BASEBALL UPDATE, THE BASEBALL FIELDING STADIUM UPDATE.

YES.

BEEN LOOKING INTO THAT.

UM, 2007 SCHOOL SYSTEM, WE, WE FUNDED THE, THE RENOVATION OF CROSBY STADIUM, 4,052,000 ORDER, $96.

SO YES, WE ABSOLUTELY HAVE THE RIGHT FOR OUR STUDENTS TO PLAY AT THAT STADIUM.

AND I JUST WANTED TO THANK, UM, I SPOKE WITH, WITH CHERYL COLOR.

SHE'S BEEN INCREDIBLY SUPPORTIVE OF THIS.

RICH JAMESON HAS BEEN INCREDIBLY SUPPORTIVE OF THIS.

DOLORES OAKS.

STEVEN HAS, UM, WONDERFUL THINGS TO SAY.

EVEN THOUGH SHE'S MOVED ON TO THE STATE LEVEL, SHE HAS AN INCREDIBLE HISTORICAL KNOWLEDGE OF, OF WHAT, WHAT THE BASEBALL HISTORY WITH BING IS.

AND WE HAVE TO PROVIDE OUR KIDS WITH, UM, WITH ACCESS TO THAT STADIUM, BECAUSE KIDS WHO ARE INVOLVED IN, IN ATHLETICS ARE NOT GOING TO BE PRONE TO BEING OUT VANDALIZING THINGS AND GETTING INTO TROUBLE.

SO WE HAVE TO BE WILLING TO SUPPORT THAT.

AND AS BOARDS DO CHANGE EVERY FEW YEARS, IT'S VERY EASY TO FORGET THOSE TYPES OF VERBAL AGREEMENTS.

AND SO WE DO AS A SCHOOL SYSTEM, AND IT'LL BE DISCUSSING, I BELIEVE HAS BEEN SUGGESTED FOR THE NEXT WORK SESSION TO GET THAT INTO WRITING SO THAT WE HAVE PROTECTED OUR CHILDREN'S RIGHTS TO THAT STADIUM FOR PERPETUITY.

UM, TOM TOUCHED BRIEFLY ON THE, ON THE BUDGET ITEMS. UM, ONE AREA AS, AS WE GO BACK AND REVISIT THE, THE BUDGET AND, AND ADJUST TO ACCOUNT FOR THE, THE CUTS THAT WERE MADE.

ONE AREA I'D LIKE TO SEE BROUGHT BACK IS THE, THE, UH, PROPOSED STIPEND FOR BRINGING EXPERIENCED TEACHERS INTO SKYLINE MIDDLE SCHOOL, WHERE, WHERE IT'S NEEDED.

UM, IF THAT TAKES EXTRA MONEY TO GET THEM IN HERE, WE NEED TO GET THEM IN HERE SO THAT WE CAN HAVE, UM, SOME PROGRESS MADE.

I ALSO DO STILL REASSERT THE ISSUE THAT I HAVE WITH GIVING RAISES TO STAFF MEMBERS WHO ARE ON PLANS AND IMPROVEMENTS.

AND I, I DO NOT BELIEVE IN REWARDING THAT, THAT BAD BEHAVIOR.

UM, IN LIGHT OF THE NEWS STORY THAT CAME OUT TODAY, UH, DOWN IN NEWPORT NEWS, IF YOU REMEMBER THAT THERE WAS A TEACHER WHO WAS SHOT BY A 6-YEAR-OLD IN FIRST GRADE.

UM, EIGHT FELONIES HAVE COME OUT.

UM, THE VICE PRINCIPAL HAS BEEN CHARGED WITH EIGHT FELONIES.

THERE IS TALK THAT THE SCHOOL BOARD MEMBERS MAY ALSO BE FACING CRIMINAL CHARGES.

AND THAT RIGHT THERE SHOWS THAT WE HAVE TO, WE HAVE A DUTY AS, AS THE ARTICLE SAID, BOARDS AND ADMINISTRATOR.

WE HAVE A DUTY TO REPORT AND BE INVOLVED AND KNOW WHAT'S GOING ON TO MAKE SURE THAT WE DO THE BEST WE CAN TO PREVENT SITUATIONS LIKE THIS.

BECAUSE WE HEAR HINDSIGHT IS 2020.

WE LOOK AT EVERY SINGLE ONE OF THESE INSTANCES.

AND WHEN THINGS GET IGNORED, SWEPT UNDER THE RUG, OR, OH, STAY NEW LANE, THAT'S NOT, THAT'S NOT WHAT YOU SHOULD BE DOING.

NO, THAT'S WHAT WE SIGNED UP FOR.

WE SHOULD BE ENGAGED.

WE SHOULD, WE SHOULD BE INVOLVED.

WE SHOULD BE HELPING, WE SHOULD BE USING OUR COMMON SENSE.

AND I, AGAIN, ASSERT PEOPLE, ANYBODY WHO EMAILS ME ALWAYS GET A RESPONSE.

I WOULD TRY MY ABSOLUTE BEST.

I MIGHT NOT BE ABLE TO FIX IT, BUT I'LL TRY MY BEST.

UM, AND THEN WITH THAT SAID, NOT TO ADD TO OUR LIST OF ITEMS TO WORK ON, SEEING IF WE HAVE SO MANY THAT HAVE BEEN UNFINISHED, BUT I THINK IT IS IMPORTANT THAT WE GET A TEACHERS BILL OF RIGHTS IN PLACE AS WELL, UM, TEACHERS SLASH STAFF MEMBER.

SO THAT WAY WE HAVE ANOTHER AVENUE WHERE TEACHERS KNOW VERY CLEARLY LAID OUT WHAT THEIR RIGHTS ARE.

NO TEACHER SHOULD HAVE TO BE UNHEARD BECAUSE WE LOOK AT REPORT IS AS THE EXAMPLE.

THERE WERE CONCERNS RAISED, CONCERNS IGNORED, AND SOMEBODY COULD HAVE LOST THEIR LIFE OVER IT.

WE HAVE TO BE WILLING TO HEAR OUR, YOUR STAFF HEAR FROM OUR STUDENTS.

I LOVE THAT WE HAD A STUDENT COME IN AND SPEAK TONIGHT, UM, HEAR FROM OUR PARENTS.

WE HAVE TO BE WILLING TO HEAR ALL OF THIS STARTS TO REPLACE SOME COMMUNICATION AND BEING

[01:25:01]

HEARD SO THAT WE CAN MAKE THINGS BETTER GOING FORWARD.

THAT'S ALL I HAVE.

I APPRECIATE EVERYONE WHO SHOWED UP TONIGHT FOR THE WARREN COUNTY HIGH SCHOOL PRESENTATION, THE ATTENDANCE AWARDS, AND A HUGE THANK YOU TO THE WARREN COUNTY EDUCATION ENDOWMENT FOR THE WORK THEY DO TO SUPPORT OUR TEACHERS, STUDENTS, AND THE ENTIRE SCHOOL COMMUNITY.

AS WE'RE IN THE HEIGHT OF BUDGET SEASON, I THINK IT IS REALLY CRUCIAL TO HIGHLIGHT THE AREAS THAT OUR BUDGET DOESN'T COVER, AND APPRECIATE THE EFFORTS OF OUR COMMUNITY IN PROVIDING THE EXTRA SUPPORT TO FILL SOME OF THOSE GAPS.

AND IT WAS GREAT TO SEE THE CREATIVE, THE CREATIVE WAYS THAT THEY'RE USING THAT GRANT MONEY.

THE MOUNTAIN VISTA GOVERNOR SCHOOL GOVERNING BOARD HAD THE OPPORTUNITY TO MEET AT THE LAUREL RIDGE CAMPUS ON MARCH 21ST.

WE HAD, WE HAD PRESENTATIONS FROM STUDENTS SHOWCASING THEIR INCREDIBLE TALENTS.

STUDENTS SHARED THEIR ARTWORK, A RECENT CODING CHALLENGE THEY PARTICIPATED IN AT LOCKHEED MARTIN.

AND THE ROBOTICS TEAM PRESENTED A CHALLENGE THEY WERE GIVEN FROM THE WINCHESTER SWAT TEAM.

HOPEFULLY AT ONE OF OUR FUTURE SCHOOL BOARD MEETINGS, WE CAN SEE SOME OF THE, THE GREAT CHALLENGES AND EDUCATIONAL OPPORTUNITIES THOSE STUDENTS ARE HAVING AT MOUNTAIN VISTA GOVERNOR SCHOOL.

MISS SALE'S ALREADY TOUCHED A LITTLE BIT ON, UM, THE ON BEING AND THE THINGS THAT ARE GOING ON THERE.

WE DO HAVE IT ON OUR APRIL 17TH, UM, WORK SESSION AGENDA.

AND MS. COLORERS IS, UM, ALSO KIND OF CHIMING IN THAT IT SOUNDS LIKE THE BOARD OF SUPERVISORS ARE ON BOARD.

SO IT'S MOSTLY JUST A MATTER OF HAVING THAT PUBLIC DISCUSSION ABOUT IT.

I'M NOT GOING TO REPEAT POLICY, UM, CODES THAT HAS ALREADY TOUCHED ON, BUT I WILL ADDRESS SOME OF THE PUBLIC CONCERNS FOLLOWING OUR MARCH 6TH MEETING.

TO BE ABSOLUTELY CLEAR WITH EVERYONE LISTENING HERE AND AT HOME, OUR BOARD DOES NOT HAVE THE ABILITY TO ACCESS STUDENT RECORDS CAMERA FOOTAGE, THAT INCLUDES CA, CLASSROOM CAMERAS, SECURITY CAMERAS, OR OTHERWISE PERSONNEL FILES, OR ANY OTHER DOCUMENTS OF A SIMILAR NATURE.

WE CANNOT GET INTO POWERSCHOOL.

WE HAVE NO SORT OF ACCESS ON OUR CHROME BOOKS OR OTHERWISE TO DO THAT.

IF THERE IS A MISCONCEPTION IN OUR COMMUNITY SUGGESTING UNRESTRICTED STUDENT RECORD ACCESS BY OUR BOARD, IT IS A FALLACY STEMMING FROM SOCIAL MEDIA AND IT IS UNTRUE.

YES, AT TIMES OUR BOARD HAS RECEIVED DETAILED INFORMATION REGARDING ISOLATED EVENTS IN OUR SCHOOLS.

NONE OF THAT INFORMATION WAS PROVIDED TO US OR RECEIVED BY US WITH MALICIOUS INTENT.

IT IS TIME TO MOVE FORWARD FROM THAT.

WE ARE SITTING HERE TONIGHT AT SKYLINE MIDDLE SCHOOL.

HOW MANY COMMUNITY PARTICIPANTS HAVE WE HEARD FROM OVER THE PAST SEVERAL MONTHS ASKING FOR OUR HELP AS A BOARD AND AS A COMMUNITY AT THIS VERY SCHOOL, THE BULLYING AND THE BACK AND FORTH DRAMA HAPPENING ON SOCIAL MEDIA IS UNPRODUCTIVE, DISHEARTENING, AND IT WILL CONTINUE TO DESTROY THE MORALE OF OUR TEACHERS AND ADMINISTRATORS.

AND ULTIMATELY, IT IS NEGATIVELY IMPACTING OUR STUDENTS' EDUCATION.

WE HAVE HIGHLY SKILLED, DEDICATED TEACHERS AND ADMINISTRATORS, AND THEY DESERVE THE SUPPORT OF THIS BOARD AND THIS ENTIRE COMMUNITY.

THEY'RE RESPONSIBLE FOR EDUCATING OUR CHILDREN EVERY DAY.

THEY DESERVE A BOARD AND A COMMUNITY WILLING TO PUT THEIR EFFORTS TOWARD POSITIVE CHANGE.

THEY DO NOT DESERVE TO HAVE THEIR SCHOOL COMMUNITY, THEIR PASSION AT THE CENTER OF SOCIAL MEDIA HATE.

AND WHILE I AM NOT IN CHARGE OF ANYONE'S SOCIAL MEDIA PAGES, IT IS UNPROFESSIONAL AND INAPPROPRIATE.

AND I'M ASKING EVERY SINGLE PERSON TO STOP.

WE ARE ALL HERE IN THIS ROOM BECAUSE WE BELIEVE IN PUBLIC EDUCATION.

WE ARE AMBASSADORS FOR OUR SCHOOL DIVISION AND OUR COMMUNITY.

CHOOSE TO SHARE THE POSITIVE.

I KNOW IT MAY NOT GET AS MANY LIKES, IT MAY NOT GET AS MANY COMMENTS.

IT LIKELY WON'T EVEN START AN ARGUMENT.

BUT SHARE OUT INFORMATION FROM OUR SCHOOLS SHARE ABOUT SPORTS SCIENCE FAIR PROJECTS, FFA, FUNDRAISERS, THEATER PRODUCTIONS, ACADEMIC ACHIEVEMENTS, DECA WINS.

WE HAVE SO MUCH HAPPENING IN WARREN COUNTY PUBLIC SCHOOLS THAT WE CAN TALK ABOUT, HELP THOSE STUDENTS RAISE FUNDS FOR THE ACTIVITIES THAT THEY WANT TO PARTICIPATE IN.

HELP ALL THE TEACHERS THAT ARE OUT THERE HAVING THEIR GRANTS SHOWCASE, HELP 'EM THINK OF WAYS THAT THEY CAN BRING CREATIVITY AND EXCITEMENT BACK TO THEIR CLASSROOMS. EACH OF THE FIVE MEMBERS ON THIS BOARD HAVE VARYING INTERPRETATIONS AND PERCEPTIONS OF OUR ROLES AND RESPONSIBILITIES AS BOARD MEMBERS, WE HAVE SPENT HOURS TOGETHER IN TRAINING SESSIONS AND WE ABSOLUTELY CAN WORK WELL TOGETHER AND WE CAN FIND COMMON GROUND.

WE WERE ELECTED TO DO A JOB AND TO DO THAT JOB, WE COME TO GET BACK TO FUNCTIONING AS A BOARD.

I BELIEVE THE SAME PAGE DOCUMENT THAT'S BEEN REFERENCED SEVERAL TIMES THAT WE CREATED ALMOST FOUR MONTHS AGO NOW, WILL BE IN PLACE, WILL, IT WILL BE A GREAT PLACE FOR US TO START.

AND I LOOK FORWARD TO FINALIZING IT AT OUR WORK SESSION NEXT WEEK.

THANK YOU.

ALL

[01:30:06]

THE ACTION

[6.A. E. Wilson Morrison Elementary Cafeteria Serving Line Renovation - Ms. Kinsey]

AGENDA THIS EVENING.

FIRST UP, WE HAVE MORRISON ELEMENTARY.

HI.

I'M JUST KIDDING.

OKAY.

UM, JUST SO YOU KNOW, TODAY I HEARD FROM MARTINS AND THEY ARE, THEY DID A ROUNDUP CAMPAIGN.

SO WE ARE GOING TO GET ANOTHER DONATION FROM MARTINS FOR THE AFTER SCHOOL SPORTS MEALS.

WE'RE, WE'RE DWINDLING DOWN.

WE HAVE A, A WHOLE THOUSAND DOLLARS LEFT IN THERE THAT THE SPORTS TEAMS ARE USING UP FOR AFTERSCHOOL MEALS, AND THEY'RE, THEY'RE GONNA BE PUTTING ANOTHER $10,000 INTO THAT POT.

SO WE HAVEN'T GOTTEN THAT YET, BUT, UM, THAT'S GONNA COME TO US, I GUESS, OVER THE NEXT MONTH.

AND SO I'LL BRING THAT TO YOU TO ACCEPT THE DONATION AND ALL THAT.

BUT I JUST WANTED TO TELL YOU, I FOUND THAT OUT TODAY, SO I'M REALLY HAPPY ABOUT THAT.

SO THE COMMUNITY DID THAT ROUNDUP.

I I LOVE THAT THEY DO THAT FOR, FOR THAT AFTERSCHOOL MEAL.

UM, SO THAT WAS GOOD NEWS.

TONIGHT I AM HERE TO TALK TO YOU ABOUT THE FREE PROJECTS WE WOULD LIKE TO DO FOR FOOD SERVICE OVER THE SUMMER.

THIS IS THE EASE FREE ITEMS THAT ARE ON OUR SPEND DOWN PLAN, WHICH WE TALKED ABOUT AT THE WORK SESSION LAST TIME.

UH, THE FIRST ONE IS THE E WILSON SERVING LINE RENOVATION.

SO E WILSON MORRISON ELEMENTARY KITCHEN HAS A VERY UPDATED SERVING LINE.

IT'S VERY MUCH HAS USEFUL LIFE.

WE ACTUALLY HAVE A COOLER THAT HAS TO BE ON ICE AT THIS TIME IN ORDER TO KEEP ITS TEMP.

UM, MAINTENANCE HAS WORKED ON IT SEVERAL TIMES, BUT IT'S, IT'S NOT FIXABLE ANYMORE.

SO THAT WAS ONE OF THE REASONS WHY WE STARTED LOOKING AT IT TO MAYBE WE WERE JUST GONNA POTENTIALLY JUST REPLACE THAT COOLER AREA.

BUT THEN WHEN WE GOT TO REALLY LOOKING AT IT, THE SERVING LINE, THE AMOUNT OF MEALS THAT WE'RE SERVING WITH THE CEP AND HE, WILSON'S A VERY BUSY SCHOOL ANYWAY, HAS VERY HIGH ENROLLMENT, UM, FOR AN ELEMENTARY SCHOOL.

WE WERE LOOKING AT THE WAY THAT SERVING LINE IS.

AND WE THINK THAT NEW EQUIPMENT FOR THE WHOLE ENTIRE SERVING LINE IS IT'S TIME.

IT'S JUST TIME.

UM, WE'RE GONNA ADD A HOT, WELL, THERE IS, IF YOU PULL, YOU CAN PULL IT UP IF YOU WANT TO SEE.

UM, WE'RE GOING TO ADD AN ADDITIONAL HOT WELL AND WE'RE GOING TO ADD A COLD, WELL TO THE, WHERE THE SERVER STANDS.

AND THEN, UM, CURRENTLY IF YOU PULL UP THE, THE PICTURE, THERE ARE COLD WELLS, BUT THERE'S ALSO A PILLAR BEHIND THAT THAT'S NOT IN THE DRAWING.

AND SO IT'S VERY HARD FOR THE STAFF TO SERVE OUT OF THAT COLDWELL.

SO WE ARE GOING TO EXTEND, UM, WHERE THE STUDENTS CAN SERVE THEMSELVES SOME COLD ITEMS THAT WOULD BE MORE, UM, LIKE MAYBE AN APPLE OR ORANGE, UM, OR SOMETHING THAT'S, UM, BAG LIKE A RAISIN OR A RAISIN, UM, OUT OF THOSE OTHER TWO HOLE WELLS THAT ARE KIND OF OUT PROJECTED.

SO IT JUST BE A COMPLETELY SERVING LINE.

IT WILL LOOK BEAUTIFUL AND, UM, IT WILL BE A MUCH BETTER FLOW AND THIS SERVER WILL BE ABLE TO HAND THE TRAY TO THE STUDENT WITHOUT REACHING OVER TOP OF FOOD, WHICH WILL BE MUCH SAFER AS WELL.

SO THE WHOLE LAYOUT WILL BE MUCH BETTER.

UM, THE COST OF THIS RENOVATION AT HUG WILSON, UM, IS 86,995 AND 12 CENTS.

AND WE DID GET FOUR QUOTES.

UM, 'CAUSE THESE ARE KIND OF BIG PROJECTS.

UM, THIS WILL COVER THE, ALL OF THE REPLACEMENT PLUS REMOVAL OF THE CURRENT EQUIPMENT AND DISPOSAL OF THAT.

AND WE'LL DO THE WORK THIS SUMMER.

ANY QUESTION? UH, WAS THIS MONEY ALREADY BUDGETED? YES, WE DO HAVE AN EXCESS AND WE'RE ON THE SPEND DOWN PLAN.

SO THIS WAS BUDGETED AND APPROVED THROUGH OUR VUE SPEND DOWN PLAN? YES.

OKAY.

THANK YOU.

YEAH.

AND FOR THE OTHER ONES TOO.

YES, THEY ARE.

YES.

AND TO BE CLEAR, THIS IS NOT ADDING TO OUR TAX LOCALLY.

THIS IS NOT MONEY, CORRECT? CORRECT.

THIS MONEY IS ALREADY AVAILABLE, UM, AS AN EXTENSION.

CORRECT.

THIS IS NOT ADDING TO THE TAX DOLLAR.

EVERYTHING.

YES.

CORRECTIONAL QUESTION.

IS THERE A MOTION I MOVE THAT THE WARREN COUNTY SCHOOL BOARD APPROVED THE MT S QUOTE TO REPLACE THE SERVING ITEM AND MORRISON ELEMENTARY KITCHEN $86 NINE $95 12 CENTS.

IS THERE A SECOND? I'LL SECOND.

ANY DISCUSSION ON THAT? AYE.

OPPOSED? THANK YOU.

THANK YOU.

UM,

[6.B. A. S. Rhodes Elementary School Kitchen Serving Line Renovation - Ms. Kinsey]

A ROSE ALSO HAS AN OUTDATED SERVING LINE.

UM, THIS LINE WAS NOT REPLACED DURING ITS RENOVATION.

UM, WE WOULD LIKE TO REPLACE THE EQUIPMENT THERE.

THIS EQUIPMENT

[01:35:01]

IS DEFINITELY GOING TO ALLOW FOR A FASTER AND MORE EFFICIENT FLOW THROUGH THE SERVING LINE.

UM, IT WILL, UH, GIVE MORE SPACE ON THE SERVING LINE.

IT WILL ALSO GIVE MORE COLD WELLS ON THE SERVING LINE.

CURRENTLY THEY ONLY HAVE TWO SPACE FOR TWO FULL-SIZED CANS, AND WE OFFER TWO COLD ENTREES, SO A SUB AND A SALAD.

AND THEN WE ALSO HAVE COLD SIDES, TECHNICALLY COLD FRUITS AND VEGGIES.

AND WE REALLY DON'T HAVE ROOM AT AS ROOTS FOR THOSE THINGS RIGHT NOW.

SO THIS WILL ADD ADDITIONAL COLD WELLS.

UM, IT REALLY WILL BE THE SAME FLOW, IT WILL JUST ADD MORE SERVING SPACE.

ALSO, WE'LL ADD A TRAY SLIDE AGAIN WHERE THE SERVER WILL NOT BE REACHING OVER FOOD BECAUSE AT ALL THREE OF THESE SCHOOLS, WE ACTUALLY HAVE SERVERS REACHING OVER FOOD TO END IT TREES.

AND SO WE'RE REALLY TRYING TO JUST EXPAND.

UM, AND THIS COST THAT THIS PROJECT IS $38,759 AND 77 CENTS BECAUSE IT'S SMALLER.

ANY QUESTIONS? ? AND I DO THAT ONE, THAT ONE IS ATTACHED AS WELL.

THAT PHOTO.

I I HAVE ONE SMALL QUESTION.

SURE.

FOR ALL THESE PROJECTS IN THE KITCHEN, I WOULD IMAGINE YOU ASKED THE PEOPLE WHO WORK IN THE KITCHEN WHETHER IS A GOOD IDEA OR NOT.

ABSOLUTELY.

ABSOLUTELY.

YES.

AND SO WE GOT ALL OF THEIR OPINIONS, YOU KNOW, HOW THE LAYOUT WOULD FLOW BETTER FOR THEM AND HOW THEY, HOW THEY WOULD FEEL IF THEY HAD THIS ADDITIONAL SPACE, YOU KNOW, BECAUSE OBVIOUSLY THEY'RE WORKING THERE, RIGHT? THEY'RE VERY EXCITED THAT THIS GONNA BE DONE.

I, THE WARREN SCHOOL BOARD APPROVED THE TS QUOTE, THE SERVING LINE AT ELEMENTARY.

AND ANY DISCUSSION ON THAT? ALL FAVOR? AYE.

AYE.

AYE.

OPPOSED? NO.

THANK YOU.

AND THIS, UH,

[6.C. Hilda J. Barbour Elementary School Cafeteria Serving Line Renovation - Ms. Kinsey]

THE LAST ONE, THE, FOR SOME REASON THE DRAWING WASN'T ATTACHED, I DID BRING YOU A COPY IF YOU WOULD LIKE A COPY OF THE DRAWING, IF YOU WANT ME TO PASS THAT DOWN.

OKAY.

IT'S ON.

OH, IT IS? OH, OKAY.

I DIDN'T SEE IT WHEN I DOUBLE CHECKED IT.

OKAY.

I JUST, MAYBE I MISSED IT.

UM, AGAIN, UH, BARBER HAS AN OUTDATED SURVEY LINE.

THIS IS ACTUALLY FROM THE CONSTRUCTION OF THE, OF THE BUILDING.

THIS, UM, SO IT IS A LITTLE OVER 20 YEARS, I THINK.

UM, THIS WILL ALSO EXPAND THE SERVING LINE AT THAT TRACE LINE AREA AND ALLOW FOR FASTER SERVICE.

WE'RE ALSO PUMPING OUT THE, UM, DURING COVID WE MOVED THE CASH REGISTERS TO SEVERAL SCHOOLS BEHIND THE SERVING LINE, WHICH ACTUALLY GAVE AN ADDITIONAL, UM, HELPER BEHIND THE SERVING LINE.

'CAUSE THE CASHIERS WERE, UM, SOMETIMES OUTSIDE OF THE SERVING LINE.

SO WE'RE BUMPING THE CASHIER UP A LITTLE BIT SO THAT THAT PERSON CAN BE A LITTLE BIT CLOSER TO THE STUDENT SO THEY CAN KIND OF REACH IF THE STUDENT NEEDS HELP, A PIN PAD OR SOMETHING OF THAT NATURE.

SO, UM, AGAIN, AS, UH, MR. MCED JUST ASKED IF WE ASK WHAT THEY NEEDED, THAT'S ONE OF THE SUGGESTIONS THAT THE CASHIER WAS LIKE, WHAT WE, WE JUST OUT A LITTLE BIT FURTHER WE COULD REACH BETTER.

SO THOSE TYPES OF THINGS THAT WE DID.

SO AGAIN, JUST EXPANDING, UM, REPLACING AND THEN ADDING OUT, ADDING THAT BUMP OUT SO THAT THEY CAN BE A LITTLE BIT CLOSER TO THE STUDENT THERE FOR NEXT YEAR.

ANY QUESTIONS? I MOVED THE WARREN COUNTY SCHOOL BOARD APPROVED THE MTS VOTE TO REPLACE THE SERVING LINE IN HILDE ELEMENTARY KITCHEN IN THE AMOUNT OF 66,000 3 49 30 5 CENTS.

IS THERE A SECOND? SECOND.

ANY DISCUSSION ON THAT? ALL THOSE IN FAVOR? AYE.

THANK YOU ALL SO MUCH.

UM, I, EXCEPT WE HAVE BOARD MEMBER REQUESTS.

I FEEL LIKE LOT OF US HAVE ALREADY TALKED ABOUT FUTURE WORK SESSION ITEMS, BUT IF ANYBODY HAS A, THEY'D LIKE TO MAKE AT THIS POINT, A HE'S REFRESHING.

.

WELL, ARE THERE, SO IT WAS, IT WAS, UM, SO BACK TO BOARD REQUEST.

DOES ANYBODY HAVE ANYTHING THAT, THAT HASN'T BROUGHT UP THAT WE WANNA HAVE NOW TO AA, WHICH

[8.A. Approval of April 10, 2024 Personnel Report and Addendum - Mr. Lee]

IS APPROVAL OF

[01:40:04]

24 BE AS PRESENTED BECAUSE THERE SECOND.

A SECOND.

ANY SPECIAL? ALL IN FAVOR? AYE.

AYE.

OPPOSED? NO.

[8.B. Request to Show Merit for Meeting the Timeline for a Grievance Hearing - School Board]

NEXT I MOVE THAT OUR BOARD REQUEST FOR DOCUMENTATION FROM STAFF MEMBER TO ENSURE THE MERIT SAFETY CODE FOR SHOWING JUST CAUSE AND FAILURE TO LEAVE THIS HEARING FILED.

DEADLINE.

IS THERE A SECOND, A SECOND DISCUSSION ON THAT? JUST TO CLARIFY THIS, WE ARE JUST ASKING DOCUMENTATION.

DOCUMENTATION.

AND THEN FROM THERE, DECISION IF WE, I WOULD SAY OUR GOAL.

17TH SET.

WE SET DEADLINE.

I FEEL LIKE THE WEEK IS A LITTLE BIT SHORT.

PREFER HEAR FROM THERE? DEFINITE DEADLINE.

THE FIRST MEETING OF MAY.

OKAY.

ANY ADDITIONAL POSITION? ALL IN FAVOR? AYE.

AYE.

OPPOSED? NO.
